BJP-Congress slugfest over Karti Chidambaram’s arrest, CBI justifies action

The arrest of senior Congress leader P Chidambaram’s son Karti Chidambaram today led to a political slugfest between the Congress and the BJP.While the Congress accused the BJP-led government of indulging in “political vendetta” and using the arrest as a “tactic” to divert attention from banking and other scams, the saffron party rejected the charge, saying there was no interference from the government and the law was taking its own course.Congress communications in-charge Randeep Surjewala said it was a classic diversionary tactic to hide “corruption scams, mal-governance and mal-administration that have marred this government”.”The Congress party will not be deterred by the unleashing of vendetta against P Chidambaram or his family. We will continue to speak the truth. We will continue to expose the (Narendra) Modi government s corruption and continue to hold them accountable to the people of the country,” he told reporters here. Also readINX media case: P Chidambaram asked us to help in Karti’s business, we paid Rs 3.10 crore, claim Mukerjeas”To divert attention and distract the narrative, Prime Minister Narendra Modi and his government are following their old trick of using a political witch-hunt, vendetta and malicious intent to deflect the heat from the unprecedented bank scams and loss to the public exchequer caused by the culture of crony capitalism,” Surjewala alleged.Countering the charge, Law Minister and BJP leader Ravi Shankar Prasad said the nature of evidence available against the offender must speak for itself and not the claim of revenge.”…I will only make one observation. When such issues are raised, what is important is that the nature of evidence available against the offender must speak for itself and not the alibi of vendetta,” he told reporters here.Karti, 46, was arrested by a CBI team this morning on his return from London in connection with its probe in the INX Media case.Prasad said there was no interference from the government and that the law must take its course.”The law is taking its course. The law must take its course. The CBI will explain all the details. We do not wish to interfere. There is no interference of the government,” he said.A band of Congress leaders, including Kapil Sibal and Abhishek Singhvi, came out in support of Karti Chidambaram, sharply criticising his arrest. Senior Congress leader Sibal termed the arrest “malafide” and claimed that it was done to harass P Chidambaram.”This is complete vendetta politics. This is completely malafide,” he said.An FIR filed by the CBI on May 15 last year had alleged irregularities in an FIPB clearance granted to INX Media for receiving overseas funds of Rs 305 crore in 2007, when P Chidambaram was the Union finance minister.”But the prime minister has not made the transition from ‘Maun Modi’ to ‘Bol Modi’. The prime minister remains mum about ‘ chhota Modi’ as also Mehul Choksi,” Surjewala said, referring to Nirav Modi, the diamantaire allegedly involved in a mega bank fraud with his uncle, Choksi. He said the government was seeking “political vendetta” to mask the “culture of colossal corruption and cronyism” flourishing unchecked and the “puppet CBI and ED” were being used to “divert, deflect and distract” attention from scams worth Rs 31,691 crore exposed in the last 10 days. The government’s “mask of a corruption crusader” was in shambles with successive scams getting uncovered over the last 45 months and “zero action” being taken against the fraudsters, he said.Surjewala said the “political persecution” of P Chidambaram and the arrest of his son by a “puppet CBI”, acting to “serve the agenda of its political masters”, were the “cogs in this wheel”.”Facts of the case completely uncover the sinister diversionary tactics of the Modi government,” he said. Congress spokesperson Singhvi said Karti Chidambaram’s arrest showed the government’s “double standards”.While Nirav Modi and Vijay Mallya were not stopped from fleeing the country, Karti Chidambaram was arrested after he returned from a foreign tour, he saidSinghvi also questioned the timing of the arrest, wondering if it had anything to do with the upcoming Karnataka Assembly election and whether it was aimed at deflecting attention from the Nirav Modi case. CBI justifies actionKarti Chidambaram, arrested in connection with the INX Media case, was today sent to one-day CBI custody by a Delhi court after the agency claimed his custodial interrogation was needed to unearth the conspiracy ovealleged payment of USD one million bribe to him by the media company through foreign entities. The fresh evidence in the case, which triggered the arrest of Karti, son of senior Congress leader P Chidambaram, was based on the statement of Indrani Mukerjea, former Director of INX Media (P) Ltd, who recorded it under section 164 of CrPC before a magistrate on February 17.In the statement under this section, which is like a confessional statement before a judicial magistrate, Indrani has stated that she and her husband Peter Mukerjea had acceded to Karti’s demand of one million dollars for allegedly fixing the violations done in the FIPB clearance. 46-year-old Karti, who was arrested this morning at Chennai airport soon after he returned from the United Kingdom, was brought to Delhi and produced before a duty magistrate here. The CBI sought his custodial interrogation for 15 days but duty magistrate Sumeet Anand granted a day’s custody, making it clear that Karti has to be produced before the concerned special judge tomorrow at 2.30 pm.Duty magistrate is a judge before whom the accused is produced when the concerned judge is not available or when any accused is produced after the regular court hours and in this case, the concerned special judge had left the court premises after around 4.30 pm. Karti was produced before the duty magistrate at around 4.50 pm. During the proceedings, CBI prosecutor V K Sharma told the court that “Indrani’s statement under section 164 CrPC was recorded before a magistrate on February 17 in which she told the magistrate that in a meeting at a five-star hotel here, she and Peter met Karti and he demanded USD one million.” “The money was later paid by Peter on behalf of INX Media through off-shore entities and it is being investigated,” the CBI claimed, adding “this was done to fix the violations done in FIPB clearance”.The prosecutor said Karti was needed to be quizzed to unearth the “total conspiracy” and claimed he was not cooperating in the probe and was repeatedly travelling abroad which “confirmed apprehensions” that “he will flee” from India. Senior advocate A M Singhvi, appearing for Karti, said it was a “bizzare” case and no grounds for arrest were made out. “It is a bizzare case at the threshhold. It is not a case of arrest, leave aside police custody or judicial custody,” he told the court while opposing the CBI’s remand plea. He also argued that Karti was summoned twice by CBI on August 23 and 28 last year and was interrogated for 22 hours. The ED had also summoned him in the money laundering case related to INX Media and he had joined the probe on various occasions, including 10 days ago, Sinhgvi said.He said, “there are no reasons given for the arrest. It is because you (CBI) want to show it to your bosses that you are doing some work.” “Unlike others, I (Karti) am not ‘Hindustan leaver’ and instead I am ‘Hindustan returner’,” he said and claimed that Karti was cooperating with CBI and the court might impose any condition while releasing him from the agency’s custody.”I (Karti) am not a fugitive,” Singhvi, assisted by senior advocates Dayan Krishnan and Mohit Mathur, said. CBI alleged that Karti had not cooperated in the investigation “until compelled to do so by the Supreme Court” and he had “vehemently denied that he or his company had any interaction with INX Media on any matter including FIPB related matter despite evidence to the contrary”.”Thus, Karti Chidambaram needs to be subjected to sustained interrogation for unearthing the total conspiracy hatched in the case and also to find out the details of overseas payments received by him from INX Media as a quid pro quo for influence exercised by him over the public servants to scuttle the punitive action required to be taken against M/s INX Media (P) Ltd for the illegal acts of receiving excess investment than the approved FDI and also for making of downstream investment without the FIPB approval,” it said. The agency claimed that Karti’s frequent foreign visits have confirmed the “apprehensions of his tampering with the evidence lying abroad against him and others in the form of secret note received from the Ministry of Finance”.It said that a “secret note” received from the Finance Ministry was also shown in a sealed cover to the apex court and the Madras High Court while objecting to Karti’s foreign visits in justification of the look out circular (LoC) issued against him. CBI said that Karti had gone to the United Kingdom (UK) from June 15 to July 13 last year and again travelled to UK from December 1 to December 10 last year. Thereafter, Karti again went to the UK and France on February 18 and returned today, it said. The CBI had lodged an FIR on May 15 last year alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance to INX Media for receiving overseas funds to the tune of Rs 305 crore in 2007 when P Chidambaram was the union finance minister.

Bypolls: BJP draws blank, Congress retains 2 in MP, loses one to BJD

The Congress today retained both the assembly seats in BJP-ruled Madhya Pradesh while it lost to the BJD the lone constituency in Odisha where bypolls were held this month.Brajendra Singh Yadav of the Congress defeated his BJP rival Baisahab Yadav by a margin of 2,124 votes to win the Mungaoli seat while in Kolaras, Congress candidate Mahendra Singh Yadav prevailed over Devendra Jain of the BJP by 8,083 votes. Brajendra Yadav got 70,808 votes while Baisahab Yadav bagged 68,684, a poll official said. In Kolaras, Mahendra Yadav polled 82,515 votes and Jain 74,432 ballots, the official said. The by-elections of February 24 were necessitated by the deaths of sitting Congress MLAs.In Odisha, ruling Biju Janata Dal wrested the Bijepur assembly seat from the Congress with its candidate Rita Sahu defeating her nearest rival, Ashok Panigrahi of the BJP, by 41,933 votes. The Election Commission said Sahu polled 1,02,871 votes against the 60,938 secured by Panigrahi. Pranaya Sahu of the Congress, which had held the seat three terms in a row, came third with 10,274 votes and lost his deposit. The by-election was held following the death of three-time Congress MLA Subal Sahu in August last year. The BJD fielded his widow as its candidate, while Panigrahi left the BJD and contested from the BJP. Also readMadhya Pradesh bypolls 2018: Clean sweep by Congress, wins both Mungaoli and Kolaras Odisha CM says win significant:With the party candidate losing his deposit, Odisha Congress chief Prasad Harichandan stepped down from his post soon after the results were declared, owning moral responsibility for the dismal show. Also readBijepur bypoll Results 2018: BJD’s massive win will have impact on future elections, says Naveen Patnaik”He (Harichandan) has sent his resignation letter to the Congress president today,” All India Congress Committe General Secretary and Odisha in-charge B K Hariprasad told PTI over phone.Asked whether the resignation has been accepted, Hariprasad said, “No decision has so far been taken on his resignation. The Congress president will decide what to do.” The BJP had polled 30,001 votes from Bijepur in the 2014 Assembly elections. While the BJD’s vote share jumped to 56.78 per cent from 31.88 per cent in 2014 Assembly elections, votes polled by the BJP also increased to 33.53 per cent from 18.11 per cent.Votes polled by the Congress nosedived to a meagre 5.65 per cent from 32.15 per cent in 2014.Chief Minister Naveen Patnaik said the Bijepur by-poll result would have an impact on future elections in Odisha.”Such an enormous victory with a margin of more than 40,000 votes will have an impact on future elections,” he told reporters while thanking the people of Bijepur for the overwhelming support to the BJD.”I would like to express my deep gratitude to the people of Bijepur Assembly constituency for having showered their blessings on the BJD,” Patnaik said.Asked about pre-poll violence in Bijepur, he said, “People will not stand for violence in a democracy.” Odisha’s people were peace loving and has rejected the politics of hatred and violence, Patnaik tweeted.Following her win, Rita Sahu said, “I will work for the all-round development of the people in our area and strive hard to fulfil my husband’s dream.” Union Petroleum Minister Dharmendra Pradhan congratulated Sahu for the victory and claimed that the bypoll result has left the Congress irrelevant in Odisha’s political turf.Asserting that the BJP was unable to properly present before the people the “inefficiency and misrule” of the BJD, Pradhan claimed the bypoll result amply demonstrated that there existed a tactical understanding between the BJD and the Congress.About the poor show of the Congress candidate in Bijepur, B K Hariprasad said, “We could not match the money and muscle power of both the BJD and the BJP.” Scindia elated with victory: Elated over the victory, senior Congress leader Jyotiraditya Scindia — in whose Lok Sabha constituency, Guna, both these seats fell — tweeted, “I thank people from the bottom of my heart. Congratulations to all on this victory. I will be with you and stand true to your faith in me, forever (sic).” “It was a victory of people’s faith over the money power,” he tweeted further.Leader of Opposition in the Assembly Ajay Singh said the outcome showed that this was the last year of the BJP’s rule in the state.”The BJP has failed to win two bye-elections, but is claiming that it will win over 200 seats in the year-end Assembly polls. The BJP had pressed the entire cabinet into the campaign and misused power. The results show that Chief Minister Shivraj Singh Chouhan has lost the people’s faith,” he said, attributing the victory to Scindia’s hard work.State BJP chief Nandkumar Singh Chauhan pointed out that the victory margin of the Congress candidates had reduced.”These were Congress seats, but the BJP’s vote share has increased. In Mungaoli, the margin of victory for the Congress has been reduced to about 2,000 votes. In both the seats, the BJP’s vote share has increased. The BJP is going to form the government for the fourth successive time (in the state) by winning the next Assembly election,” he said.

Mehbooba Mufti meets PM Modi; discusses security, development

Jammu and Kashmir Chief Minister Mehbooba Mufti met Prime Minister Narendra Modi today and discussed the prevailing situation in the state and various development issues with him, an official said.During the hour-long meeting, Mehbooba briefed Modi on the security situation in the Valley as well as along the border with Pakistan, which has been witnessing heavy cross-border firing and continuous attempts of infiltration by militants. The two leaders also discussed the ongoing peace initiatives undertaken by the Centre’s representative, Dineshwar Sharma, the official added. The prime minister and the chief minister also discussed various aspects of the implementation of the Rs 1 lakh crore package for Jammu and Kashmir, which was announced by Modi in 2015.The central government has already sanctioned a total of Rs 62,599 crore of the package. On Monday, the General Officer Commanding of the army’s Srinagar-based Chinar Corps, Lt Gen A K Bhatt, had said a large number of terrorists were waiting at launching pads across the Line of Control (LoC) to cross over into Kashmir and that the ceasefire violations by Pakistan were an attempt to facilitate the entry of the infiltrators. There were 515 incidents of infiltration in Jammu and Kashmir in 2017, in which 75 militants were killed. In 2016, there were 454 such cases, in which 45 militants were killed. In January alone, eight civilians and six security personnel were killed and around 70 injured in ceasefire violations by Pakistani troops along the Indo-Pak border in the Jammu region. The Pakistani troops had carried out intense shelling along the International Border (IB) in Jammu, Kathua and Samba districts and from across the LoC in Poonch and Rajouri districts between January 18 and January 22.While no ceasefire violation by Pakistan was reported along the IB since January 22, intermittent shelling has taken place along the LoC.The home ministry had yesterday said it would reimburse all the funds spent by the Jammu and Kashmir government to pay compensation to the victims of cross-border firing.

EVMs cannot be tampered: Karnataka Chief Electoral Officer

A day after a Karnataka minister opposed use of EVMs brought from Gujarat and Uttar Pradesh in coming assembly polls, state Chief Electoral Officer Sanjiv Kumar today said there was a robust system in place and no one can tamper with the electronic voting machines. There need not be any apprehensions about the EVMs or the Voter Verifiable Paper Audit Trail (VVPAT), a method of providing feedback to voters using a ballot less voting system, he told reporters here.Home Minister Ramalinga Reddy had yesterday said EVMs brought from Gujarat and Uttar Pradesh should not be used in Karnataka to ensure a fair and impartial election.Talking to reporters, he had said these EVMs might have been tampered with. Also, some other Congress leaders have been raising apprehensions over impartiality of the coming elections in the state, saying a majority of EVMs required for the coming polls were being brought from Gujarat and Uttar Pradesh.Kumar said the central government or the state or union territory governments or their machinery had no jurisdiction or domain or role in the production, allocation, transportation, storage or operation of the EVMs or VVPATs.”There has never been any consultation or involvement, whether direct or indirect in the matter of EVM/VVPAT management, operation or deployment with any government. All the decisions regarding the use and deployment of EVMs and VVPATs are taken solely by the Election Commission,” he added.According to the details provided by the CEO, the total number of Balloting Units (BU) and Control Units (CU) required for Karnataka elections are 85,650 and 66,700 respectively while 73,700 VVPATs will be used.Of these, 27,000 BUs, 20,000 CUs and 13,000 VVPATs will be brought from Gujarat. On the other hand, BUs and CUs brought from Uttar Pradesh are 40,650 and 31,700.Rest will be pooled from BEL, Jharkhand, Maharasthra and Tamil Nadu. This time around, Karnataka will see 60,700 fresh VVPATs from BEL being used in the election, the CEO said.

Corruption is something to be ashamed of, cancer is not: Acclaimed doctor slams PNB MD

PNB MD and CEO Sunil Mehta got chastised from unexpected quarters when a globally acclaimed doctor V Shanta censured him for using the word ‘cancer’ to describe the Rs 12,717 crore fraud at the bank by billionaire jeweller Nirav Modi and his associates.Corruption is something to be ashamed of, cancer is not, she said.”… do not try to find parallels where none exist. Do not mix cancer with corruption. Ever.”, said the Ramon Magsaysay Award winner and cancer specialist in a letter to Mehta. While addressing a press conference in connection with the USD 2 billion scam earlier in the month, the Punjab Nation Bank chief had said: “This cancer, that’s been going on since 2011, we have brought it out and we are resolving it.” Strongly objecting to the use of the word ‘cancer’, the legendary cancer specialist who was awarded Padma Bhushan in 2006 and is currently Chairman of Chennai based Cancer Institute (WIA), said one ought to be ashamed of corruption but not of cancer.”I was extremely disturbed to read your reference to cancer in the context of the recent scam unearthed at your bank. Corruption is a crime and something to be ashamed of; cancer is not,” Shanta said in her letter.Observing that several cancer patients are cured and lead productive lives, she said, “we do not want the word cancer to be associated with guilt, hopelessness or dread. And definitely not with the shame.” She also appealed to the others not to use the word in cancer in such sense as it could outrage medical personal working in the field of cancer prevention and cure. The spate of frauds in the banking sector running into thousands of crores or rupees have outraged common people, who often liken deep-rooted corruption to something pernicious as cancer. The worried government yesterday asked all state-owned banks to scrutinise non performing assets (NPAs) exceeding Rs 50 crore for fraud and accordingly report the matter to Central Bureau of Investigation

INX media case: P Chidambaram asked us to help in Karti’s business, we paid Rs 3.10 crore, claim Mukerjeas

Karti Chidambaram was arrested by the CBI today on the basis of confessional statements of INX Media Limited directors Peter and Indrani Mukerjea, alleging that they paid US$ 7 lakh (Rs 3.10 crore) to him on the instructions of his father P Chidamabaram, as quid pro quo for a FIPB clearance, officials said. The statements of the Mukerjeas were recorded by the Enforcement Directorate (ED), which is probing the money laundering angle in the case, while the CBI had only recorded Indrani’s statement before a magistrate as per section 164 of the CrPC, they said. Karti (46) was arrested by the CBI from the Chennai airport on his return from London in connection with the agency’s probe in the INX Media case. Both Peter and Indrani had alleged that they met the then Finance Minister P Chidambaram at his North Block office, seeking clearance for foreign investments in their media company after the Income Tax department detected irregularities in these instances, in 2007.Chidambaram had then asked them to “help the business of his son and make foreign remittances for the purpose,” the officials said, quoting from the statements of the Mukerjeas. The couple had also admitted that they subsequently met Karti at a five-star hotel in Delhi, where he allegedly made a demand of US$ 1 million, they said, adding that this was reiterated by Indrani before the magistrate as well. Indrani, they said, had confirmed in her statement to the CBI and ED that a payment of US$ 7 lakh was made to the bank accounts of overseas firms linked to Karti. Peter and Indrani, facing trial for allegedly killing their daughter Sheena Bora, had said in their statement that Karti “suggested” to them the names of firms such as Chess Management and Advantage Strategic for the payments. Also readINX Media case: Court sends Karti Chidambaram to 1 day police custodyThe Sheena Bora murder case is being probed by the CBI. INX Media, as part of the alleged quid pro quo (a Latin term, meaning “something for something”), had made a payment of over Rs 9.96 lakh to Advantage Strategic Consulting Private Limited (ASCPL), a firm allegedly controlled by Karti, by a cheque issued on July 15, 2008, the officials said. While the invoice issued by ASCPL claimed that the service rendered by it to INX Media was management consultancy, the “ledger extract” sent by the latter to the probe agencies showed that the payment was made for replying “towards FIPB notification and clarification”, they added. The ED, they said, had seized four invoices of US$ 7 lakh, drawn by ASCPL, its Singapore subsidiary, another linked company identified as NorthStar Software Solutions Pvt Ltd and Geben Trading Ltd, after it recently raided the offices of Karti and his chartered accountant, Bhaskararaman.During the raids, the ED had also recovered “digital evidence” and invoices raised on INX Media Limited, sources said. They added that ASCPL had also received payments “on behalf” of Karti in other cases, where money was paid in “proximity to approvals given by the Ministry of Finance”, including from Aircel Televentures Limited for an FIPB approval for the sale of its shares in Aircel Limited to Maxis in March, 2006. The Congress said Karti’s arrest was “vendetta” and a “diversionary tactic” of the BJP-led central government to hide its “scams” and “mal-governance”.Party spokesperson Randeep Surjewala said the government was seeking “political vendetta” to mask the “culture of colossal corruption and cronyism” flourishing unchecked, and that “puppet CBI and ED” were being used to “divert, deflect and distract” attention from scams worth Rs 31,691 crore exposed in the last 10 days. The government’s “mask of a corruption crusader” was in shambles with successive scams getting uncovered over the last 45 months and “zero action” being taken against the fraudsters, he added.

Jordanian King hopes start of ‘historic chapter’ in relationship with India

Jordan King Abdullah II bin Al-Hussein today said he is truly delighted with the warm welcome that he has received in India, and hoped that the visit will herald a new start to the historic chapter of relationship between the two countries.Hussein, who is currently on a three-day visit to India, said he sees a lot of opportunities for Jordanian companies to come to the country and work with their counterparts here. However, in an apparent reference to the influx of Syrian refugees in Jordan, King Abdullah II said the country is faced with several challenges owing to the instability given to it by the world, and is having to deal with difficult people. We have many challenges ahead of us as was alluded to with the instability that the world has given us. Unfortunately, with difficult people that we have to deal with. It is more important that people of different cultures and different backgrounds energise each other and come closer together, Al-Hussein said. The King said he was truly delighted with the warm welcome that he has received in India since his arrival, hoping that the visit will herald a new start to the relationship between the two countries.Jordan is situated with the opportunity with not only the free trade agreements for North America but Europe, the Middle East and the new development of our opening relationship with East Africa has opportunities for many people, Al-Hussein said. The King shared that he asked the Jordanian Ambassador in Amman to convey any challenges faced by Indians who are willing to come to Jordan. We in Morocco will personally look into it to make sure that the smoothest welcome is given to our Indian compatriots, Al-Hussein said while addressing the India-Jordan Business Forum here.Union Commerce & Industry Minister Suresh Prabhu, who was also present on the occasion, stressed on the need to bring businesses together to take India-Jordan relationship to its true potential. We are encouraging that Businesses must come together and interact with each other, try to give ideas and then it becomes the job of the government to ensure that the ideas are implemented without any hindrance, Prabhu said. The minister said he sees businesses from the two nations growing to an exponential level when they come together. We are witnessing a changing profile of global trade. The countries which are trying to create barriers, the countries which are no longer open to free trade ideas. Here in India as well as Jordan we all share the same vision, that if global trade expands it benefits all including those countries who are proponents of it, Prabhu said. The Commerce & Industry Minister assured that the government will do everything possible to promote the bilateral relationship with Jordan further. Prabhu said he would like to lead a delegation to explore the possibilities for taking them forward. He said he was thankful to Jordan for being part of a good security programme because the fertiliser that India imports guarantees food security for the country.King Abdullah said that new opportunities had opened for Indian investors following Jordan s FTAs with the US, Canada, the EU and the Arab countries. He saw huge scope for collaborative ventures between Jordanian and Indian companies in the fields of ICT and agri-business.Let s get things done; do not be bashful in talking to my ministers about the problems you face , he told representatives of Indian industry.

Russian Foreign Minister says Syria rebels must ‘act’ to make truce work

Russian Foreign Minister Sergei Lavrov said today that rebels in Syria’s Eastern Ghouta were responsible for ensuring that a “humanitarian pause” in the area brings relief for devastated civilians.”Russia, together with the Syrian government, has already announced the establishment of humanitarian corridors in Eastern Ghouta,” Lavrov told the UN Human Rights Council. The minister was referring to a checkpoint at the edge of the rebel-held enclave, through which would-be evacuees were told to exit the area.”Now, it is the turn for the militants and their sponsors to act, militants entrenched there who still continue shelling Damascus, blocking aid deliveries and the evacuation of those wishing to leave,” he added.Yesterday was the first day of the five-hour daily “pause” in rebel-held Eastern Ghouta that was ordered by President Vladimir Putin, the Syrian regime’s main backer. But the truce was marred by violence, with Moscow and Damascus accusing armed groups of shelling the purported humanitarian corridors and keeping the population hostage.Speaking to journalists, Lavrov charged that Washington and its allies in Syria had “willingly or unwillingly … sustainably spared” the “terrorists” on the ground.”We raised this issue with Washington many times and there is no credible answer,” he said.He insisted the five-hour daily pauses would be fruitful, “if the bandits who control East Ghouta so allow.” The Eastern Ghouta truce falls far short of a broader 30-day ceasefire Russia agreed to at the UN Security Council on Saturday but which has yet to take effect, and has inspired little trust among the besieged enclave’s 400,000 residents.Lavrov said the Security Council resolution could offer reprieve to those suffering across Syria, but that the ball was in the court of the opposition and its allies in Washington. In addition to the dire situation in Eastern Ghouta, Lavrov told the council that Moscow was calling upon the members of the US-led coalition to ensure “the same humanitarian access to the areas in Syria under their control.” He highlighted the plight of people in Raqa, which was the Islamic State group’s de facto capital in Syria until it was liberated last October. He told the council it was “necessary to urgently dispatch a joint United Nations-International Committee of the Red Cross assessment mission to Raqa, which has been bombed to rubble and left to the mercy of fate by the coalition.”

Virginity test by caste panchayat: Maharashtra govt promises action

The Maharashtra government today assured the state Legislative Council that caste panchayats of the Kanjarbhat community will face action if they compel newly married women to undergo a `virginity test’.Action will also be taken if the panchayat members are found to be interfering in cases of rape and sexual harassment, said Ranjit Patil, Minister of State for Home. The minister was responding to a calling attention motion tabled by Shiv Sena’s Neelam Gorhe. The custom in the Kanjarbhat community where newly married women are expected to undergo a test to prove that they were virgin before the marriage hurts women’s dignity, Gorhe said. She also alleged that these panchayats — traditional representative bodies of the community — also try and settle cases of rape and sexual harassment outside the court.”Cases should be registered against them (panchayat members). Conducting a virginity test and announcing its result publicly is a violation of woman’s right to privacy. Her virginity status should not be disclosed to public,” Gorhe said.Minister Patil said police would be asked to register a criminal case if a panchayat forces a woman to undergo a virginity test.”The government will also take action if caste panchayat members are found interfering in cases of rape and sexual harassment,” he added.”We will hold a meeting of caste panchayats and social activists next month to create awareness about the issue,” Patil said.

Pakistan ‘worried’ over India’s drone technology after Rustom-2 makes ‘successful’ test flight

Pakistan today voiced its concern over the development of sophisticated drone technology by India, describing it as “worrying”.Foreign Office spokesman Mohammad Faisal was asked at the weekly media briefing to comment on India’s Rustom 2 which was being developed on the lines of the US predator drones for surveillance and reconnaissance purposes.”India’s development of drone technology is worrying when seen in the larger context of its buildup and expansion of military capabilities in the conventional and non-conventional domains, which are subjecting regional strategic stability to increasing strain,” he said.He also said that the use of drone technology should be consistent with the principles of the UN Charter, international humanitarian law and other established norms of responsible state behavior. He also lambasted a decision by the Indian Motion Pictures Producers’ Association (IMPPA) to uphold ban on Pakistan actors and artists as “yet another evidence of pervading extremism and anti-Pakistan prejudice in India”.”It is unfortunate that art and cinema which bring people together by acting as cultural bridges are being held hostage to hate and xenophobia,” he said.Faisal said that the decision to ban artists followed several others, “including non-issuance of visas to Pakistani pilgrims, refusal to allow participation of Sikhs and Katas raj pilgrims and cancellation of sports matches underscores the growing intolerance and bias prevalent in India exposing it of the sham-ocracy it is increasingly becoming.”To a question that the Foreign Secretaries of Pakistan and India are likely to meet on the sidelines of Kabul Process in Afghanistan, he said, “No such meeting has been envisaged.”To another question about Indian media reported that Indian Foreign Secretary may visit Pakistan in the upcoming days, he said, “I am not aware of any such visit.”But to a question about India and Pakistan plan for an agreement involving the exchange of elderly, mentally challenged and female prisoners, Faisal said, “the proposal is being examined by the Ministry of Interior.”Faisal also said that India’s “belligerent posture” along LoC and the Working Boundary has implications for not only Pakistan but also the region.”Pakistan continues to give a measured and befitting response to the Indian ceasefire violations. It is regrettable that India resorts to such untoward acts that are detrimental to the peace and stability of the entire region,? he said.Faisal also said that India had a knee jerk tendency of leveling baseless allegations against Pakistan

‘India on Fast Track’ claims government after 7.2% GDP growth in Q3

BJP President Amit Shah and senior ministers of the NDA government tweeted with the hashtag #IndiaonFastTrack after a sharp uptick in GDP numbers for Q3 of the current financial year. They hailed PM Modi’s leadership for the rebound in the economy. Showing signs of recovery, the Indian economy recorded a five-quarter high growth of 7.2% in the October-December period on good showing by key sectors like agriculture, construction and manufacturing.Besides, the data for eight core infrastructure sectors including coal, steel, cement and petroleum, showed improved growth of 6.7% for January, up from 3.4% in same month a year ago. The finance ministry said that the data indicate a broad-based and significant acceleration of real economic activity as projected in the Economic Survey. “…Robust growth in manufacturing and significant acceleration in construction mark a turnaround in the country’s economic growth momentum,” the ministry said in a statement. According to the chairman of EAC to PM, Bibek Debroy, the economy is on the right track to accelerate and the current expansion in the growth rate in a reflection of the reforms initiated by the government. Also readGDP growth rises to 7.2% in December quarter: CSOHe said the growth will pick up further in the upcoming quarter driven by the government’s commitment to implement structural reforms and aided by higher growth in the industrial and services sector as well as spending by the Centre. “India is on the right path to become one of the fastest major economy in the World surpassing China,” Debroy said. The economy is expected to grow at 6.6% in the current fiscal ending March 31, as per the second advanced estimates of the Central Statistics Office (CSO), compared to 7.1% in 2016-17. The earlier estimate was 6.5%. The growth for the second quarter (July-September) has been revised upwards to 6.5%, from 6.3% estimated earlier by the CSO. The previous high was recorded at 7.5% in the July-September quarter of 2016-17.This positive data was followed by torrent of tweets from top BJP leaders. They claimed that the GDP figure is a clear indication that Indian economy is on a path of robust growth. Soon #IndiaonFastTrack became top trending topic on Twitter. At a time when the government has received flak for downturn in economy post double whammy of GST and demonetization, it is looking to politically leverage the rebound in the economy. The fact that the eight core sectors have shown improvement in growth is also a much needed boost. So expectedly, leaders hailed the numbers. CII Director General Chandrajit Banerjee said: “The significant improvement in GDP growth, which has accelerated to a robust 7.2% in the third quarter as against 6.5% in the previous quarter is noteworthy and strengthens the perception that the Indian economy is at the threshold of a sustained rebound in growth.” The gross valued added (GVA) for manufacturing in the quarter under review grew at 8.9% higher than 6.9% in the previous quarter.Similarly, the farm sector GVA grew at 4.1% compared to 2.7% in the previous quarter. The construction sector recorded a growth of 6.8%, higher than 2.8% in previous quarter. The services segment including financial services grew at rate of 6.7% up from 6.4% in previous quarter. As per the data, eight core sectors — coal, crude oil, natural gas, refinery products, fertilisers, steel, cement and electricity — had grown by 4.2% in December, and 7.4% in November of the current financial year. Petroleum refinery production spurted 11% in January against a flat output in the year-ago month. Cement output jumped 20.7% in the month against 13.3% contraction in the year-ago period.Electricity generation growth also fast paced to 8.2% in January against 5.2% in January 2017. Coal sector output improved by 3% and steel production by 3.7% in January 2018. Crude oil production however dropped 3.2%, fertilisers by 1.6% and natural gas by 1% in the month under review. Cumulatively, the growth in the eight core sectors during April-January this fiscal slowed to 4.3% as against 5.1% in the same period last fiscal. The growth in key sectors will have implications for the Index of Industrial Production (IIP) as these eight segments account for about 41% of the total factory output. With PTI inputs

A month after he debunked Darwin’s theory of evolution, Union minister Satya Pal Singh today called for inculcating scientific temper and curiosity among students.Speaking at a National Science Day function here, the Union Minister of State for Human Resource Development(HRD) also said that Indian religion follows the natural laws. “Whatever is taught in our schools, colleges and universities, should promote scientific temper and curiosity among the students. The IPS officer turned politician had claimed in Aurangabad last month that Charles Darwin’s theory of evolution of man was “scientifically wrong” and it needed to be changed in school and college curriculum.”Darwin’s theory of evolution is wrong. It has already been rejected by scientists some 30-35 years back. It is wrong to say that humans evolved from monkeys and such references should be removed from the science and history school textbooks,” Singh had said at the All India Vaidik Sammelan in Aurangabad in Maharashtra. He said that, in Europe, there was a long struggle between science and religion, but it was not so in our country.”According to the definition of our religion (Dharma), knowing and following natural laws is Dharma.” Emphasising on the need to develop a scientific temperament, he said that questioning others as well as oneself is the first step towards it.Also readAfter calling Darwin’s theory unscientific, MoS Satyapal Singh says no plans to remove theory of evolution from syllabus”Science grows in opposite ideas and sometimes with wrong ideas,” he said. Claiming that suicides in cities like Delhi and Mumbai are six times more than the murders registered there, Singh stressed on spiritual science and science of intellect. “Will this growing science teach us values. It will not happen unless we talk about spiritual science. Spiritual science should be there, we should also teach science of intellect,” he said addressing the gathering of students from DU, JNU and IIT attending the function. The minister lauded scientists for making possible revolutions in the field of milk, meat and fish production in the country. He also said that every child in the country should be trained in basic science. On the sidelines of the function, the minister refused to comment when asked about a media report that he had claimed that mantras codified the laws of motion before its discovery by Isaac Newton.Singh was invited as the chief guest at the National Science Day function organised here by Indian National Science Academy, Delhi, and Indian Academy of Sciences, Bengaluru. The inaugural session was followed by sessions on topics ‘Why evolution is central to both biology and our lives’ and “Science and mathematics in Ancient India.” National Science Day is celebrated across India on February 28. Indian scientist Sir C V Raman had discovered the Raman Effect on this day in 1928. For this discovery, he was awarded the Nobel Prize in Physics in 1930.

Updated: Feb 28, 2018, 09:02 PM IST<!–end of articllftpbx–>Delhi Deputy Chief Minister Manish Sisodia has ordered the education department to look into complaints against private schools withholding admit cards of students for board exams. In an official order, he said, “Private schools can increase fees only after verification of accounts is complete. But some schools are charging excess fees as well as arrears from parents. Some schools are also using threat of non-issuance of admit cards to force parents to pay hiked fees.””I have received complaints from several distraught parents about this harassment from schools. The education department should ensure that all children receive their admit cards without delay and an action-taken report is sent to me,” Sisodia said. The Central Board of Secondary Education (CBSE) had earlier this week clarified that schools cannot withhold admit cards of students on any pretext, including poor performance of students in pre-board examinations. The warning came after several complaints were received by the CBSE about withholding of admit cards by certain schools and in some cases charging of fee for their release.

Handing over projects to army activated railways, says Piyush Goyal

Railway Minister Piyush Goyal today said handing over the construction of three foot overbridges (FOBs) in Mumbai to the army, after a stampede on the Elphinstone Road FOB, spurred the railways to think in terms of the pace of execution of projects.Speaking at the PHD Chambers of Commerce’s Rail Convention here, Goyal said he was not deterred when his decision to handover the construction of the Elphinstone Road FOB and other bridges in Mumbai to the army was criticised by many. In fact, he said the decision made the railways realise its own potential.”It opened up our minds to think in terms of the speed of execution. After we decided around October 29-30 (2017) to handover these three bridges to the army, the Indian Railways got so activated that it completed 17 FOBs in the Mumbai Suburban section between October 2017 and February 2018. By June 2018, they have committed to complete another 22 FOBs. We have approved 56 more to be completed in the next 12 months and that includes tendering, procurement and execution.”Compare that to the time before the Elphinstone Road tragedy, when it had taken 18 months, from February 2016 to September 2017, for the tender to be uploaded on the website after the (old Elphinstone Road) FOB was sanctioned. Contrast that with the speed with which railway officials are now taking up projects for implementation,” Goyal said. The three new FOBs at the Elphinstone Road, Currey Road and Ambivali stations in Mumbai, built by the army’s Bombay Sappers and dedicated to Mumbaikars, were inaugurated by commoners in the presence of Goyal and Maharashtra Chief Minister Devendra Fadnavis yesterday. The Elphinstone Road FOB was built by the army in a record 117 days, the Western Railways said. The army began the construction around two months after the stampede on September 29 last year that claimed 23 lives and injured over 30 persons.Goyal also said the railways was evolving itself to become more contemporary to meet the needs of a new India and connect with the youth, who wanted more passenger comfort and safety.”We have agreed on the future path as regards what needs to be done to make the Indian Railways the best in the world with the help of latest technology and innovative ideas,” he added. The minister also said a 100% electrification of the railways would not only save around Rs 10,000 to Rs 13,000 crore every year, but also help curb pollution.”Every traveller of the Indian Railways has the same value when it comes to human lives and if I believe that a modern signalling system makes the travel safer, then I see no reason why it should not be there across the railway network,” he added.

Shia Board urges AIMPLB to surrender nine mosques to Hindus

After staking its claim on the disputed land in Ayodhya and offering to surrender the same to Hindus, the UP Shia Central Waqf Board (UPSCWB) has now raked up the issue of Mathura, Varanasi and other religious places where mosques were built by Muslim rules. In a letter shot off to the Chairman All-India Muslim Personal Law Board (AIMPLB) Maulana Rabe Hasan Nadvi, the Shia Board Chairman Dr Waseem Rizvi has urged Muslim Board to surrender nine religious places to Hindus, including Ram Janambhoomi in Ayodhya. The letter contains names of nine disputed religious places across country– four in Uttar Pradesh, two in Gujarat, one each in West Bengal, Madhya Pradesh and Delhi. They are Babri mosque in Ayodhya, Keshav Dev Temple in Mathura, Kashi Vishwanath Temple in Varanasi, Atal Dev temple in Jaunpur (All in Uttar Pradesh), Rudra Mahalaya temple in Batna Gujarat, Bhadrakali temple in Ahmedabad Gujarat, Adina Mosque in Pandua West Bengal, Vijaya temple Vidhisha Madhya Pradesh and Mosque Kuvutul Islam Qutub Minar Delhi. The Board Chairman Dr Waseem Rizvi pointed that Islamic laws do not allow construction of mosque on a land grabbed by destroying other religious places. “Prayers offered at such mosques are not accepted under Quran and Sharia,” he pointed.Dr Rizvi said that there are enough historical evidences to prove that these mosques were constructed forcibly by Muslim rulers on lands belonging Hindu temples. “Time has come for the Muslim Board to take a decision in the light of Islam and surrender these mosques / lands to Hindus in accordance with the Islamic laws,” urged Dr Rizvi.Significantly, Shia Board raised this demand a day after the Art of Living Founder Sri Sri Ravishanker made a similar statement in Varanasi and Gorakhpur urging Muslims to hand over Babri mosque land to Hindus. He is mediating with litigants and religious heads of both communities to work out an out of court settlement to vexed land dispute, pending before the Supreme Court.“Besides these nine mosques, there are scores of other mosques in the country which were built in similar manner and should be handed over to Hindus as well,” demanded Dr Rizvi.“Will you approve offering of ‘namaj’ at a mosque which is built on the land of other religious place?” asked the Shia Board Chairman from Maulana Nadvi, who is considered one of the most eminent Islamic scholar in the country.Earlier, Shia Board had submitted an agreement in the Supreme Court in which it had offered to surrender disputed land in Ayodhya to Hindus for the construction on Ram temple and shifting of mosque to Hussainabad in Lucknow.

Madhya Pradesh bypolls 2018: Clean sweep by Congress, wins both Mungaoli and Kolaras

Congress has retained both the seats in Madhya Pradesh where where by-elections were held last week.In Kolaras constituency, Congress candidate Mahendra Singh Yadav maintained his lead, established in the first round. He was ahead by 4,300 votes after the end of the 14th round of counting. Finally after 23 rounds of counting he won by a margin of 8000 votes. Opposition Congress today retained the Mungaoli Assembly seat in a by-poll in Madhya Pradesh, with its candidate Brajendra Singh Yadav beating his BJP rival by a margin of 2,124 votes, a poll official saidBrajendra Singh Yadav got 70,808 votes while the BJP candidate, Baisahab Yadav, bagged 68,684, the official said. Counting of votes began in the morning with the BJP leading in the first round. However, the Congress candidate surged ahead from second round onwards and maintained the lead till the seventh round. Baisahab Yadav again caught up and left his opponent behind between the 12 to 15th rounds. In the last round, the Congress managed to gain a lead again, retaining the seat. Notably, the Congress had won the seat by a margin of 20,765 votes in the previous election.Jyotiraditya Scindia hailed the win as victory of truth and development. He alleged that in last 15 years, BJP leaders didn’t visit Mungaoli but Shivraj Singh Chouhan and his cabinet camped there during the elections. The by-polls were necessitated due to the death of Congress MLAs Mahendra Singh Kalukheda (Mungaoli in Ashoknagar district) and Ram Singh Yadav (Kolaras in Shivpuri district). A total of 13 candidates are in the fray in Mungaoli while 22 candidates are contesting in Kolaras. The BJP has fielded Baisahab Yadav from Mungaoli and Devendra Jain from Kolaras. Both the parties gave their all to win the seats. Considering both were Congress held, BJP wouldn’t be too disheartened with this loss. However, Congress will definitely take it as a sign that the party is in ascendancy in the poll-bound state. BJP has been in power for a long time in Madhya Pradesh, and there are some indications that anti-incumbency may be setting in. With PTI inputs

Office-of-profit case: Delhi HC reserves order on plea of 20 disqualified AAP MLAs

The Delhi High Court today reserved its order on 20 Aam Aadmi Party (AAP) MLAs’ plea challenging their disqualification in office-of-profit case.A bench of justices Sanjiv Khanna and Chander Shekhar kept its decision pending after the MLAs, Election Commission of India (EC) and other parties concerned concluded their arguments.”Arguments heard. Judgement reserved,” the bench said. The MLAs had yesterday told the court that EC’s order disqualifying them for allegedly holding office-of-profit was passed in “complete violation of natural justice” as they were not given the opportunity to explain their stand before the poll panel. The bench was also requested by the legislators to remand their case back to the poll panel with a direction to hear the matter afresh. The MLAs had approached the high court challenging their disqualification after President Ram Nath Kovind gave his nod to the EC’s recommendation.Backing its recommendation to the President for AAP MLAs’ disqualification, the poll panel had submitted that the legislators cannot claim that they were not holding office-of-profit.The EC had earlier claimed that the disqualified MLAs’ plea was not maintainable and was liable to be dismissed. The high court was hearing the plea on a day-to-day basis since February 7.The high court had on January 24 refused to stay the Centre’s notification disqualifying them, but had restrained the poll panel from taking any “precipitate measures” such as announcing dates for by polls to fill the vacancies. The EC had on January 19 recommended the disqualification of 20 AAP MLAs – Alka Lamba, Adarsh Shastri, Sanjeev Jha, Rajesh Gupta, Kailash Gahlot, Vijendra Garg, Praveen Kumar, Sharad Kumar, Madan Lal Khufiya, Shiv Charan Goyal, Sarita Singh, Naresh Yadav, Rajesh Rishi, Anil Kumar, Som Dutt, Avtar Singh, Sukhvir Singh Dala, Manoj Kumar, Nitin Tyagi and Jarnail Singh. The president had accepted the EC’s opinion the next day.

INX Media case: CBI asks for 15 days custody, says Karti Chidambaram demanded $1 million

Karti Chidambaram, arrested by the CBI in connection with the probe into the INX Media case, was today produced before a Delhi court. 46-year-old Karti, son of former Finance Minister P Chidambaram, was produced before Metropolitan Magistrate Sumeet Anand who allowed the request of his lawyers to have an interaction with the accused inside the court room. The court allowed Karti and his lawyers to interact for 10 minutes, after which the proceedings resumed. When the hearing began, CBI accused Karti of not cooperation and wanted 15 days remand to question him. Abhishek Manu Singhvi, appearing for Karti said that there is no reason for arrest and it is politically motivated. He said that Karti is not a ‘Hindustan leaver’ and has comeback to India thrice. Karti claimed that he has been cooperating with the probe and has no relation with Advantage Strategic, which is in the eye of the storm. CBI on the other hand said that it is concerned with Karti frequently leaving country. CBI claimed that Karti had demanded and accepted $1 million to settle the FIPB issue. According to CBI, on February 17 , an accused has made a statement before the magistrate in court that Karti Chidambaram had asked for a million dollars in a hotel. The accused is Indrani Mukerjea, according to CBI sources. Here’s how the matter panned out in court. Earlier in the day, Karti was taken into custody by a team of CBI officials at the Chennai airport on his return from the United Kingdom. The agency has alleged that Karti had received funds to the tune of Rs 10 lakh in the case. The Enforcement Directorate (ED) has also registered a money laundering case in the INX Media case.

Gujarat: 15 Congress MLAs suspended, 50 others walkout from Assembly

Gujarat Assembly Speaker Rajendra Trivedi today suspended around 15 Congress MLAs for a day after they sat in the well and shouted slogans against the ruling BJP over VAT being charged on fuel by the state government.Besides these, another Congress MLA was suspended for two days by the Speaker. The exact number of MLAs suspended from the Assembly for a day was not immediately clear.Following the suspension and eviction, nearly 50 other Congress MLAs staged a walkout from the Legislative Assembly.Earlier during the Question Hour, Congress MLA Vimal Chudasama sought details about the Value Added Tax (VAT) being charged on petrol and diesel by the BJP government. The MLA also asked if the government plans to reduce the taxes on fuel to give relief to the people. In his reply, Deputy Chief Minister Nitin Patel said the government charges 20 per cent VAT on fuel.He then compared Congress-ruled states like Punjab and Karnataka with Gujarat and claimed both these states charge 28 and 30% tax respectively is much higher than Gujarat.Irked by the comparison, Leader of Opposition Paresh Dhanani asked Patel to stick to Gujarat and have a debate on it.When Speaker Trivedi stopped him from making further comments, all Congress MLAs started shouting slogans against the BJP government. As around 15 Congress MLAs sat in the well, the Speaker first suspended them for the day and called in marshalls to evict them. While the MLAs were walking out of the House, the Speaker took a serious note of Congress’ Unjha MLA Asha Patel’s sloganeering. Speaker Trivedi termed the words “BJP Hooligans” said by Asha Patel derogatory and suspended her for two days. After coming out of the Assembly, Congress MLAs sat outside the Speaker’s chamber for about an hour and raised slogans against him.

I still have a lot to say: Pradeep KP on telling Gauri Lankesh’s story

She may have been a fierce activist-journalist for many but Gauri Lankesh was a dear friend for film-maker Pradeep KP, who has made a documentary on the slain editor.Pradeep said he was left numb when he received the news of Lankesh’s murder on the night of September 5 but he did not want to make a documentary. He changed his mind when he saw people come out in her support.”I didn’t want to do it. My crew had started shooting when they reached Gauri’s home after the news broke out. The next day when I entered the social media space, I saw this hatred for her from people who didn’t even know her.”But when I saw, scores of people coming forward in protests for Gauri, I thought I should make the film,” he said while addressing a full-house screening of Our Gauri at the 10th BIFFES last evening. The film, which begins with people protesting against the killing and is then interspersed with interviews of people close to Lankesh both personally and professionally, was showcased under the ‘Resistance’ section along with five other presentations. Also readGauri Lankesh murder: Reports of arresting prime accused false, says SITThe director said the team dug out shots from a footage of 700 hours and shot for 22 days, non-stop.”Whatever she stood for, the voice, got stronger after her death,” he said. Also readWhat is govt doing? At that time, I had to bring this out. In two years time, I’ll do a larger film on her entire travels over the years in Karnataka. Left front confident of winning Tripura polls, says don’t think BJP can win in Tripura

Veteran communist leader Suravaram Sudhakar Reddy today expressed doubts over the two exit polls which predicted the BJP’s win in Tripura elections, and said the Left front is confident of returning to power.Noting that some exit polls after the last Assembly elections in Bihar and Delhi had gone awry, the CPI general secretary said he has his own doubts about the latest ones on the north eastern state’s poll.He pointed out that one exit poll has given the BJP-IPFT alliance a vote share of 51%, while another has given the ruling Left front 45-46%, terming the difference in percentage “a little”.Reddy also said that the C-Voter exit poll has given the “advantage” to the Left front. The C-Voter exit poll has predicted a close finish in Tripura, with the CPI-M likely to get 26 to 34 seats with 44.3% vote share, the BJP and its allies to get 24 to 32 seats with a vote share of 42.8%, while the Congress may win only around two seats with a vote share of 7.2%.”I don’t think that the BJP can win in Tripura. We are very confident the Left will win,” Reddy said.”Yes, it’s possible some sort of an anti-incumbency in some sections may be there but most of the people are happy and satisfied with the government,” he said.On February 18, voting was held in 59 of the total 60 seats in Tripura Assembly. The polling could not be held in the Charilam constituency due to the death of CPI(M) candidate Ramendra Narayan Deb Barma earlier this month. The constituency will go to polls on March 12.The BJP, hitherto an “also-ran” in the north-eastern state, is making a determined bid to demolish the red bastion of 25 years, with stalwarts like Prime Minister Narendra Modi and party president Amit Shah leading the charge. The saffron party, which had forged a pre-poll alliance with the tribal outfit Indigenous People’s Front of Tripura (IPFT), had fielded 51 candidates. The IPFT, an anti-Left party, contested from the remaining nine seats. The Congress went it all alone in Tripura this time and contested from 59 seats. The party had not fielded a candidate from the Kakrabon constituency in Gomati district.

Delhi HC criticises lower court for super fast trial in murder-cum-sodomy case

A trial court’s endeavour to hurriedly examine 22 out of 24 witnesses in a day in a case of murder and attempt to commit unnatural sex with a 14-year-old boy has come for a severe criticism from the Delhi High Court, which dubbed it as a classic example of “justice hurried is justice buried”.The high court lamented over the trial court’s “super fast track” procedure of examining 22 witnesses in a day, saying it was unable to appreciate why the trial court judge rushed through the prosecution evidence in a case of this nature, resulting in serious miscarriage of justice.A bench of Justices S Muralidhar and I S Mehta set aside the trial court’s October 2014 judgement convicting and sentencing two men to life term for the offences of kidnapping, attempting to commit unnatural sex and murdering the minor in north west Delhi in 2012. It also acquitted the duo.”The court finds merit in the contention of counsel for the appellants (convicts) that grave prejudice was caused to the accused by the above ‘super-fast’ track procedure adopted by the trial judge.”The court is unable to appreciate why the trial judge considered it necessary to rush through the prosecution evidence in a case of this nature and how she failed to realise that it would result in a grave miscarriage of justice. Justice hurried is justice buried,” the bench said. The court granted benefit of doubt to the two men and acquitted them in the case, saying the circumstances proved do not form a complete chain and “suspicion howsoever strong cannot substitute proof.” “There has been a serious miscarriage of justice as a result of the manner of conducting the trial by the trial judge,” the bench said. The bench said it was constrained to observe that this was yet another case in which the additional sessions judge, in her enthusiasm to speed up the trial process, committed a serious error by examining a disproportionately large number of prosecution witnesses on a single day.It noted that out of 24 prosecution witnesses, 22 were examined by the court on a single day in the case whose trial had begun on May 23, 2013.The bench said in a trial involving offences punishable with imprisonment for life or death, where there are independent, formal and main witnesses to the investigation, the trial court must ensure that sufficient time is granted to the defence, especially if there are legal aid counsel for their cross-examination.”Although the mandate in the CrPC is to conduct the trial on a day to day basis, it would be an extreme proposition that the entire prosecution evidence is recorded on a single day in such cases involving grave offences.”While it is necessary for the trial court to be vigilant against defence tactics that might seek to unreasonably postpone the trial and use the interregnum to win over witnesses, it would be an over-reaction to have the entire prosecution evidence of as many as 22 witnesses recorded on a single day,” it observed.

Chief Secretary assault case – No threat to AAP MLA, allegations baseless: Jail authorities tell court

Mandoli jail authorities today told a Delhi court that there was no threat to AAP MLA Amanatullah Khan, who is in judicial custody in connection with the assault on Chief Secretary Anshu Prakash, terming his allegations as “baseless”.Superintendent of Jail number 11 of north-east Delhi’s Mandoli, where Khan is presently undergoing 14-day custody, submitted its report before Metropolitan Magistrate Shefali Barnala Tandon in pursuance to the court’s order seeking its reply on the legislator’s application alleging threat to life.”Kind reference is made to the orders of the court passed on the face of the application submitted by the counsel of Amanatullah Khan. Thereby, directing to submit a report on February 28 regarding the allegation leveled in the application.”In this regard, it is submitted that the accused was called and informed about the application submitted by his wife before the court alleging therein that her husband has informed during the Mulakat that he is being beaten/threatened by the other inmates. He also expressed apprehension that he may be killed in jail during the custody,” the report said.It said that when the Okhla MLA was asked about the application, he said he has no apprehension regarding his safety.”In response, he was asked to give his comments on the above matter and he informed that neither he was beaten or threatened by any inmate, nor he has any apprehensions regarding his safety. He is presently feeling quite secure.”In view of the above, it is submitted that the allegations made are baseless,” the report submitted by the jail superintendent said after which the court disposed of the MLA’s application. An application was moved by Khan’s wife on February 26 alleging that when she visited her husband, who is lodged in jail since February 22, he told her that he was beaten, threatened and harassed by inmates. He had also claimed then that he was terrified that he may be killed in custody, the plea had said, seeking that he be shifted from Mandoli jail. The MLA was arrested on February 20 in connection with the alleged assault on the bureaucrat during a meeting at Delhi Chief Minister Arvind Kejriwal’s residence on the night of February 19.Deoli MLA Prakash Jarwal was also arrested for the alleged assault on the CS. Both the legislators were denied bail by a magisterial court on February 23 with a court terming the case as “highly sensitive”.Yesterday, a sessions court had denied bail to Jarwal, who had challenged the magisterial court order denying him the relief. Khan has not yet moved the sessions court for bail.

Pradyuman murder case: Court discharges school bus conductor Ashok Kumar, asks CBI to speed up probe

A Gurgaon court on Wednesday discharged bus conductor in connection with the murder of a 7-year-old student of Ryan international school .Pradhyman Thakur, the class 2 student was found with his throat slit in the school washroom in Gurugram on September 8, 2017, and the school bus conductor Ashok Kumar was arrested the same day by Haryana police for alleged killing him. However, the Central Bureau of Investigation (CBI), which is probing the matter, had given him a clean chit and held a class 11 student of the school responsible for the murder.Today, the court discharged bus conductor noting there was no evidence against him.The court also asked the CBI to speed up the probe.Earlier this month, in its chargesheet, the CBI had said that the fingerprints at the scene of the crime matched with the juvenile, the main accused in the case. The juvenile will be tried as an adult in this case. The CBI has told the court that the bus conductor identified as Ashok Kumar be acquitted of all charges levied against him.Earlier, the CBI had opposed the bail plea of the 16-year-old, saying the recent Juvenile Justice Board (JJB) order to try him as an adult “speaks about his mental status and the heinous crime he committed”.

‘Baseless and unacceptable’: India rejects role in Khalistani terrorist’s presence at Trudeau reception

Rejecting ‘conspiracy theory’ surrounding Khalistani terrorist Jaspal Atwal’s presence at Canadian Prime Minister Justin Trudeau’s Mumbai reception, India on Wednesday said that it had nothing to with the incident and “any suggestion to the contrary is baseless and unacceptable.”The rebuttal by India came as Trudeau on Tuesday supported a theory floated by a senior government official who suggested that Indian government factions set him up for embarrassment by allowing Jaspal Atwal into the country. Also readCanadian PM Justin Trudeau stands by official who suggested ‘Indian factions sabotaged trip’ with Atwal episodeAtwal was a Sikh separatist active in the banned International Sikh Youth Federation when he was convicted of an attempt to murder of Punjab minister Malkiat Singh Sidhu in Vancouver in 1986.”When one of our top diplomats and security officials says something to Canadians it’s because they know it to be true,” Trudeau said in response to an Opposition leader’s question in the Canadian Parliament. In a statement today, the Ministry of External Affairs (MEA) spokesperson Raveesh Kumar said: “We have seen the recent exchange in the Parliament of Canada regarding two invitations issued to Jaspal Atwal by the Canadian High Commissioner, for functions hosted in honour of the Canadian Prime Minister in India.””Let me categorically state that the Government of India, including the security agencies, had nothing to do with the presence of Jaspal Atwal at the event hosted by the Canadian High Commissioner in Mumbai or the invitation issued to him for the Canadian High Commissioner’s reception in New Delhi. Any suggestion to the contrary is baseless and unacceptable,” he said. During Trudeau’s visit, Atwal was seen posing along with Canadian Prime Minister’s wife Sophie Trudeau at an event in Mumbai on February 20.Also readRahul Gandhi meets Justin Trudeau; both share ‘commitment towards liberal values’Last week, a government official suggested that Atwal’s presence was arranged by factions within the Indian government who wanted to embarrass Trudeau on Khalistan issue. According to a report in the National Post, the source said it is “not an accident” that the Indian government removed Atwal from a blacklist of people blocked from obtaining visas to travel to the country — and that it would be convenient for some in India’s government, specifically its intelligence service, to embarrass Trudeau on the topic of Sikh separatism.

Not concerned with exit poll verdict; confident of victory in Tripura: CPI(M)

Veteran communist leader Suravaram Sudhakar Reddy on Wednesday expressed doubts over the two exit polls which predicted the BJP’s win in Tripura elections, and said the Left front is confident of returning to power.Noting that some exit polls after the last Assembly elections in Bihar and Delhi had gone awry, the CPI general secretary said he has his own doubts about the latest ones on the north eastern state’s poll.He pointed out that one exit poll has given the BJP-IPFT alliance a vote share of 51 per cent, while another has given the ruling Left front 45-46 per cent, terming the difference in percentage “a little”.Reddy also said that the C-Voter exit poll has given the “advantage” to the Left front. The C-Voter exit poll has predicted a close finish in Tripura, with the CPI-M likely to get 26 to 34 seats with 44.3 per cent vote share, the BJP and its allies to get 24 to 32 seats with a vote share of 42.8 per cent, while the Congress may win only around two seats with a vote share of 7.2 per cent.”I don’t think that the BJP can win in Tripura.

Woman detained, grilled for hours after uttering the word ‘bomb’ at IGI airport

In an incident that will make passengers think twice about saying anything suspicious while flying, a woman was detained at New Delhi’s IGI airport after she uttered the word bomb while getting frisked. If you’re still not convinced about it, then think of what happens to Ben Stiller in Meet the ParentsAccording to a Hindustan Times report, the woman, who had reached the airport four hours before the scheduled departure of her flight to Kolkata, was subjected to multiple rounds of interrogation and could not board her flight. The woman had reached the airport at 1 am for a 4.55 am flight. After approaching security, she reportedly said, “Aap kya check kar rahe ho, mere paas bomb hai?” (What are you checking? I have a bomb?) to a CISF officer. The officials immediately alerted her seniors who then reached the sport and took her away for interrogation with her co-passenger. Meanwhile, her baggage was offloaded. After hours of grilling and inspecting the bags, nothing was found. So she was handed over to the local police, who made an entry in their diary and then let them go.The flight, however, was delayed due to the incident as security felt the need to examine the airline for anything suspicious once again. The CISF, which is responsible for the security of airport across country said they have to take such incidents seriously.“Security of airport is of utmost important and such instances are treated as possible threats. The security personnel have to be confident that passenger is not a threat to others,” the officer added.

Holi 2018: Lucknow cleric shifts namaz timings by hour to avoid clash with revellers; appeals to others to do the same

In a show of communal harmony, a noted Muslim cleric from Lucknow has shifted the timing of the Friday namaz prayers by an hour in order to avoid any clash with Holi revellers and also appealed others to do the same.Imam-e-Eidgah Maulana Khalid Rasheed Firangi Mahli, who is also executive committee member of the All India Muslim Personal Law Board (AIMPLB), appealed to the imams of different mosques, especially those in sensitive areas, to shift the timing of the Friday prayers by 30 minutes to an hour and, in the process, send a message of communal amity.”…We have shifted the prayer timings by an hour at the Idgah here. It will now be held at 1.45 PM,” Farangi Mahli said today.”In the past, there have been incidents of riots breaking out with the Holi revellers throwing colour on those going to offer namaz…We have taken this step especially keeping in mind the senstivity in the mixed population areas,” he said. The cleric said that Shia scholar Maulana Kalbe Jawwad has also decided to shift the prayer timings at the Asifi mosque where it will be held this time at 1 PM instead of 12.20 PM.He said this decision will send a positive message of the country abroad and remove the impression that an atmosphere of communal tension prevailed in India.Pointing out at the examples in the past of similar action being taken by the Hindu community, Farangi Mahli said that Lord Jagganath Yatra this year was delayed by two hours and the route was also changed when it coincided with Bakrid.”During the Ramazan too, we had made an appeal to three families who had their weddings scheduled at the Ram Lila ground opposite the Idgah to postpone fireworks, DJ and music programme while the “tarabi” was performed between 7.30 PM to 10.30 PM and they obliged willingly,” he pointed out.

West Bengal panchayat elections: Is the state govt going to clash with the EC over duration of polls?

The West Bengal state government and State Election Commission (SEC) are once again on the verge of a clash over difference in opinion regarding the completion of forthcoming panchayat votes in the state.Sources at Nabanna, the state secretariat, said that there was a difference in opinion between the two as far as number of phases of the poll process was concerned. While the state government wanted the election to be completed in a single phase across the state, officials from the state elections commission had reasoned that there were many stumbling blocks. The main impediment would be lack of polling officers and vehicles required to complete it in one day. There would also be a dearth of armed police to be deputed in all booths. In 2013, the state and SEC were at loggerheads over the same issue and the tussle required the intervention of the Supreme Court. At the end, voting was conducted over five phases with the help of Central forces. At that time, the apex court had said that it was not mandatory that every time the poll process would have to be done in five phases. This year, the SEC wants to complete it in three phases – North Bengal in the first phase, Junglemahal areas in the second phase and districts in south Bengal other than the Junglemahal area in the third phase. SEC also intends to end the election process by May 16. SEC sources said that initial preparation for the three-tier panchayat election was complete. On March 6, the final notification regarding reservation of seats would be issued and any day after at least 42 days after that the poll process can be done. SEC had sent two letters to the state panchayat department for settling on the dates and state panchayat department had sent the letter to Nabanna but there had not been any reply from the state secretariat so far.SEC is waiting for the reply because according to the norms the date has to be settled upon in consultation with the state government but since there had not been any reply from the state so far, SEC officials said that they could be heading for another clash. State government sources also said that the government was not in favour of bringing in Central forces for the panchayat elections.

Not the Holi celebrations you want: Delhi college students allege attack by semen-filled balloons

Students from New Delhi’s Lady Shri Ram College have alleged that locals from nearby areas have been throwing water balloons filled with semen, in what appears to be the latest case of sexual harassment and tormenting of women in the national capital.According to a report by Scroll, a hostel resident of the college described how she was hit by one of the balloons. “It dried white on my black leggings, and the foreign smell clearly indicated that it wasn’t water,” she wrote. But she did not know what it was until a friend in the hostel told her that “semen-flinging…was currently the Holi fad in the back market area”.The college’s women’s development cell held an open meeting with about 40 students during lunch break on Tuesday. A teacher who attended it said she was stunned to hear that the psychology student’s experience was “not one isolated incident”. Notably the report added that such cases of harassment did not surprise the alumnus of the college, some who told the news website that they had been struck by the balloons, adding that this was the first time it was being reported on social media. Some people, mostly men, have rubbished the allegations, getting into the scientific composition of semen. One person even claimed that to ‘make a balloon filled with semen, about 50 odd men would have to ejaculate in a balloon at the same time.’Delhi reported the maximum number of rape cases amongst 19 major cities at 40%, besides the highest crime rate in 2016, according to the data released by National Crime Records Bureau (NCRB). The capital also reported 33% (13,803 cases out of total 41,761 cases in 19 cities) of total crimes against women in 2016.

Former Bihar CM Jitan Ram Manjhi walks out of NDA, joins ‘grand-alliance’

Former Bihar Chief Minister and Hindustani Awam Morcha (HAM) chief, Jitan Ram Manjhi, today quit the National Democratic Alliance (NDA) to RJD-Congress ‘grand-alliance’.The development came after his meeting with RJD chief Lalu Prasad Yadav’s wife Rabri Devi at her residence. Manjhi, a former aide of Bihar Chief Minister Nitish Kumar, had floated his own party and had joined the NDA ahead of Assembly polls in 2015 after difference with the JD(U) chief. Also readRJD hints at NDA split in Bihar, claims Manjhi-Kushwaha in talks with the partyHe had formed the HAM after walking out of the JD(U) in protest against the alleged pressure to step down as chief minister in 2015 and make way for the return of Nitish Kumar. He had fought the Assembly polls held the same year as part of the NDA which lost to the Grand Alliance comprising JD(U), RJD and Congress. He had demanded that his party be allotted one Rajya Sabha seat in the upcoming elections failing which the party would not support the BJP-led coalition in the next one Lok Sabha and two Assembly by-polls.The Rajya Sabha election is slated for 23 March. The by-polls for Araria Lok Sabha seat and Jahanabad and Bhabhua Assembly seats are scheduled to be held on 11 March. Also readJitan Ram Manjhi accuses Ram Vilas Paswan of being power hungryRecently, Manjhi had expressed the wish that his party be allowed to contest by-poll from Jahanabad Assembly seat, but withdrew the demand following alleged cold response from the BJP. Chandrababu Naidu says he believes in ‘mitra dharma’; won’t break away from NDA unless BJP wants it

Telugu Desam Party chairman and Andhra Praesh Chief Minister N Chandrababu Naidu hinted that his party will not break away from the BJP, saying that he would never ‘break mitra dharma). However, he added that if the BJP wants to differ, he will ‘do his namaskar’ and go his way, Zee News reported.Naidu made these remarks at a press conference during which he also talked about his state’s future and the allocation of funds from the centre.”What Centre is supposed to give is the right of the state. We will not leave it, but I won’t sit idle crying that the Centre did not give something, I have to build up a state,” the TDP leader said.Remarks from Chandrababu Naidu came days after it was reported that all is not well between the TDP and BJP.Also readAfter budget rejection, Chandrababu Naidu pitches for special status for Andhra PradeshMedia reports earlier said that the TDP was mulling to severe alliance with BJP for allegedly ignoring the interests of the state in the Budget 2018-19, including the unified demand for granting a ‘special status’ to Andhra Pradesh.During the media address, Naidu also expressed his interest in turning the state into a ‘land of innovation’ and said that “investors from sixty countries came to Andhra Pradesh thrice” since he believes “that efficient leadership” is what attracted them to the state. Also readAndhra CM Chandrababu Naidu warns Modi govt to take note of ‘public anger’Naidu, who completed 40 years in politics, said that it is the “blessings of the people” which helped him come this far.Earlier in the month, Naidu made a strong pitch for the Special Category Status (SCS) and cited the case of certain states. He said the SCS is the right of Andhra Pradesh that no one could deny.Interestingly, in September 2016, Naidu “welcomed” the special assistance measures (economic package) announced by the Centre in lieu of the SCS claiming that it was the “best” the southern state could get.Naidu’s fresh demand for the SCS came against the backdrop of the Centre extending the similar status to northeastern states last April.

Canadian PM Justin Trudeau stands by official who suggested ‘Indian factions sabotaged trip’ with Atwal episode

After a lukewarm reception in India and controversy over a convicted Khalistani terrorist in his reception, Canadian Prime Minister Justin Trudeau has supported a theory floated by a senior government official who suggested that Indian government factions set him up for embarrassment by allowing Jaspal Atwal into the country. An Opposition leader on Tuesday asked Trudeau whether he agrees with or disavows the “allegations” made by a senior government security source to media that “rogue political elements in India may have orchestrated the embarrassing invitation” to Atwal. In response, Trudeau said, “When one of our top diplomats and security officials says something to Canadians it’s because they know it to be true.” Atwal was a Sikh separatist active in the banned International Sikh Youth Federation when he was convicted of an attempt to murder of Punjab minister Malkiat Singh Sidhu in Vancouver in 1986.Sophie Trudeau and Jaspal Atwal pictured at Mumbai event on Feb 20During Trudeau’s visit, Atwal was seen posing along with Canadian Prime Minister’s wife Sophie Trudeau at an event in Mumbai on February 20.Last week, a government official suggested that Atwal’s presence was arranged by factions within the Indian government who wanted to embarrass Trudeau on Khalistan issue. Also readWho is Khalistani terrorist Jaspal Atwal, the man invited to Justin Trudeau’s reception?According to a report in the National Post, the source said it is “not an accident” that the Indian government removed Atwal from a blacklist of people blocked from obtaining visas to travel to the country — and that it would be convenient for some in India’s government, specifically its intelligence service, to embarrass Trudeau on the topic of Sikh separatism. The official said questions should be asked of the Indian government about how Atwal entered the country. It is not yet known as to how Atwal got an Indian visa. The Ministry of External Affairs (MEA) said last week that it was ascertaining details from its mission on how Atwal got a visa. Although a convicted felon, he no longer figures in the Home Ministry’s blacklist of Sikh extremists, officials had said. Also readAt centre of Trudeau invitation storm, convicted Khalistani terrorist Jaspal Atwal no longer on India’s blacklistFollowing the controversy, the Canadian Prime Minister said, “He should never have received an invitation. As soon as we received the info we rescinded it. A member of Parliament had included this individual.””Canada and India are countries committed to pursuing and upholding democracy. We are the two largest democracies in the world, one by size and one by population,” Trudeau said in Delhi last week. Randeep Sarai, Canadian Member of Parliament (MP), took responsibility for inviting Atwal to Trudeau’s reception dinner.Canada also said that the Atwal was not part of the official delegation to the PM’s visit to India, nor was he invited by the Prime Minister’s Office. Also readKhalistani terrorist convicted of attempted murder of Punjab minister attended Justin Trudeau’s Mumbai eventMeanhwile, reports have emerged that the Indian authorities were denied access to the guest list. The Canadian PM was on a week-long visit to India from February 17-24.

State considers making Marathi compulsory till Class X, XII

The state government is considering making Marathi mandatory for students up to Class X or XII, said education minister Vinod Tawde. At present, Marathi is a compulsory subject from Classes I to VIII.Speaking in the state legislative assembly on Tuesday, Tawde said the education department was considering if Marathi should be made mandatory up to Class X or XII.Earlier, NCP’s Ajit Pawar had called on all the house to approve a resolution on occasion of ‘Marathi Language day’ which was celebrated on Tuesday to make Marathi mandatory up to Class X. This, he demanded, should apply from the academic year beginning June. “It’s only then that the language will sustain. Otherwise, it will exist only in some pockets,” Pawar added.”We will inform the education board about the opinion of the house to ensure a proper decision is taken,” said Tawde. When the legislative assembly’s business began, Pawar objected to a stanza from poet Suresh Bhat’s ‘Marathi Abhimaan Geet’ missing from the group singing of the poem organized in the Vidhan Bhawan premises. “This is an insult to Suresh Bhat and the Marathi language,” he charged. The opposition objected to the public address system shutting down during the group singing.Leader of the opposition Radhakrishna Vikhe Patil too objected to the seventh stanza of the poem being deleted and sought a probe into the incident which had said had hurt the state’s pride. The stanza depicts the plight of Marathi in its own state and is relevant today, said Jayant Patil (NCP), questioning how the state government had the right to remove the stanza.”This will boomerang on you. Find out who was the chief minister when Suresh Bhat wrote Marathi was suffering,” warned Chief Minister Devendra Fadnavis.
