AAP govt calls special session of Assembly in June to debate full statehood for Delhi

Amid a tussle between the Lt Governor and the AAP dispensation over a range of issues, the city government has revived its demand for full statehood to Delhi, with Deputy Chief Minister Manish Sisodia today announcing a special three-day session of the Assembly on the issue next month. He said that the session will be held on June 6-8 to discuss and decide the demand of full statehood.”Delhi Assembly’s 3-days special session of on 6, 7 & 8 June to discuss and decide on the ‘demand of full statehood’ for Delhi,” Sisodia tweeted.”People of Delhi cannot be denied their rights. Looking forward to meaningful debates,” he said in another tweet. The ruling AAP has been at loggerheads with Lt Governor Anil Baijal, accusing him of working as a stumbling block in its initiatives such as the CCTV camera project and doorstep ration delivery scheme.A draft Bill for full statehood to Delhi was prepared by the Kejriwal government two years ago but the matter lingered on without any conclusion. The draft Bill, unveiled in May 2016, envisaged complete administrative power, including police, law and order and land to the Delhi government, while leaving governance of the New Delhi Municipal Council (NDMC) area with the Union government.Granting full statehood to the national capital is one of the major electoral promises of the AAP, in the absence of which it has frequently clashed with the BJP-led Centre over matters of jurisdiction since assuming office in 2015.

MEA asks Indore district administration to show 25 marriage proposals to deaf and mute girl who returned from Pakistan

The Ministry of External Affairs has asked Indore district authorities to show Geeta, a deaf and mute girl who returned to India from Pakistan in 2015, the 25 marriage proposals it has short-listed for her, an official said today.Geeta was found alone on board the Samjhauta Express in Lahore when she was seven or eight years old. After a Facebook advertisement seeking a match for her, 50 men had sent marriage proposals. Of these, the MEA has found 25 proposals fit for her after scrutiny, district panchayat chief executive officer Neha Meena said.”The district administration has been asked to arrange a meeting for Geeta with the men so that she can make a choice,” she added. She said the bio-data and pictures of the 25 men will be shown to Geeta.A social activist, Gyanendra Purohit, had put up a post on Facebook on April 10 seeking marriage proposals from “good and smart deaf” men above the age of 25 for Geeta.Geeta is staying in a facility run by Muk-Badhir Sangathan, an NGO, in Indore. The Madhya Pradesh government’s social justice department is her caretaker. So far more than 10 couples from different parts of India have claimed that Geeta is their missing daughter, but none of them have been able to establish the claim.

NHRC sends notice to Delhi police after man paraded naked in western part of city

The National Human Rights Commission (NHRC) has sent a notice to the Delhi police commissioner over reports that a man, who was arrested from his west Delhi house, was allegedly paraded naked by the police personnel in the area. The NHRC, in a statement today, said humiliating a person by parading him naked in public and in front of his family members was “absolutely unethical and a violation of his human rights”.The right to dignity of the man was grossly violated, the commission said, while issuing a notice to the Delhi police commissioner and seeking a detailed report from him in the matter within four weeks. The NHRC observed that if the media reports about the incident were true, it amounted to “inhuman and unprofessional approach” on the part of the Delhi Police.”Reportedly, the accused had requested the police to allow him to wear clothes, but instead, they told him that he would be paraded in that way only,” the NHRC statement said. The police, however, have denied the allegation.According to the media reports, published today, a 12-member police team, including women personnel, had gone to a resettlement colony at Inderpuri to arrest the accused, who was bathing at that time, the statement said.”To avoid arrest, he tried to come down from the upper story of his house with only a towel tied around his waist. In an attempt to escape, he jumped from the building and his towel dropped and when he fell on the ground naked, the police nabbed him,” the statement added. The NHRC also said the family members of the accused had reportedly requested the police that he be allowed to wear his clothes, but they did not listen to it and instead, abused them.”When he (the accused) allegedly requested to take him to the police station through a lane, instead of a busy road, the police denied it and took him to the police station in full public view,” the statement said.

CS assault case: Court issues notice to Delhi Police on Kejriwal’s plea

A Delhi court today sought the response of the city police on an application by Chief Minister Arvind Kejriwal seeking a copy of a video and his statement recorded by the probe agency on May 18 in connection with the alleged assault on Chief Secretary Anshu Prakash in February.Additional Chief Metropolitan Magistrate Samar Vishal issued a notice to the Delhi Police and directed the investigation officer (IO) and the DCP to file a response to Kejriwal’s plea by May 29. It also directed the IO to be present before the court. In his application, moved through advocate BS Joon, Kejriwal said that after the proceedings on the day, the police made a statement before the media that Kejriwal had evaded certain questions by not giving proper answers, which was “fully incorrect”.”The conduct of the police before the media gives an indication that the police can go to any extent to frame him or any other member of the AAP by tempering with the said statement/CD,” the application said, adding that he was entitled to get a copy of the statement and the CD.The Delhi Police had on May 18 questioned Kejriwal for over three hours in connection with the alleged assault on Prakash.Police sources had said some questions put to Kejriwal included the decision to convene thelate-nightt meeting with Prakash, the sequence of events that led to the assault and the trigger for the incident.During investigation, the police had found that the assault was pre-planned and Kejriwal’s private secretary Bibhav Kumar had directed a party volunteer to call the MLAs.Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19. The police said the chief minister was present when the alleged assault took place.Kejriwal had agreed to join the probe yesterday following a notice by the Delhi Police on May 16.The police have already questioned 11 AAP MLAs present at the chief minister’s residence for the meeting. Two of the party MLAs — Amantullah Khan and Prakash Jarwal –were arrested in the case.Last month, Kejriwal’s private secretary Bibhav Kumar and a party volunteer Vivek Kumar were also questioned in connection with the case.Kejriwal, his former advisor V K Jain and Sisodia were also present at the meeting. Jain was also questioned in the case.On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. The forensic report on the hard disk is still awaited. The alleged assault on the chief secretary had triggered a bitter tussle between the Delhi government and its bureaucrats.

It’s a constitutional breakdown: Mamata Banerjee slams Modi govt’s proposed changes in UPSC system

West Bengal Chief Minister Mamata Banerjee today opposed the proposed changes in the allocation of services to candidates who clear the all India civil services examination, describing it as “dangerous”.”What I have come to know about the (proposed changes for) civil servants is very dangerous. They (IAS and IPS officers) used to come through their merit list. Now, if you think that whoever will be an IAS or IPS because of a particular…recommendation, then don’t you think it is a constitutional crisis?” Banerjee told reporters at the state secretariat here.”It’s a constitutional breakdown…There must be a limit to everything,” she said. The Centre is considering a major change in the allocation of services to the successful candidates in the civil services examination. The Prime Minister’s Office (PMO) has asked the department concerned to explore if the services can be allocated after the completion of the foundation course, according to an official communique. The duration of the foundation course for the officers of almost all the services is three months. At present, the service allocation to the candidates selected on the basis of the civil services examination, conducted by the Union Public Service Commission (UPSC), is made well before the commencement of the foundation course. The PMO has desired to explore if the service or cadre allocation to the probationers selected on the basis of the examination can be made after the foundation course, as per the communication sent by the Ministry of Personnel to the different cadre-controlling authorities.

No question for joining hands with BJP to oust TMC, Mamata murdered democracy in Bengal: Yechury

Political leaders are free to form any kind of front before the 2019 elections, but only a post-poll alliance would form government after the Lok Sabha polls, CPI(M) General Secretary Sitaram Yechury said here today.”Nobody can be denied their democratic rights,” Yechury said, referring to West Bengal Chief Minister Mamata Banerjee’s idea of a “Federal Front” to take on the BJP.”Let’s see how things unfold. People can have their ambitions, arithmetic. Nobody can be denied their democratic rights. Remember, in India, the fronts that formed governments were always forged after the elections.”Many people form many fronts before elections. But, the government would be formed based on a post-poll alliance,” Yechury told reporters. He recalled that the United Front was formed after the 1996 elections, and the UPA was cobbled together after the 2004 polls. On the political situation in West Bengal, the leader said that the Left parties’ main objective would be to defeat both the BJP and the Trinamool Congress.”In Bengal, there is no question of joining hands with the BJP to oust the TMC or vice versa,” Yechuri asserted. He also criticised Banerjee for “murdering democracy in West Bengal”.On one hand, Banerjee hails the “victory of democracy” in Karnataka and on the other hand, she “murders democracy” in Bengal, he said.Asked about the Left’s strategy, Yechury said that the Left defeated the Congress in West Bengal in 2004 and helped it form the UPA at the Centre. “Out of our 61 Lok Sabha members, 57 entered the Lower House by defeating Congress nominees,” Yechury told reporters.Yechury along with Pinarayi Vijayan, CPI’s S S Reddy and D Raja would attend the swearing-in ceremony of Karnataka chief minister-elect H D Kumaraswamy in Bengaluru tomorrow.

Living in the shadow of death: People flee border hamlet due to Pak firing

The metallic smell of gunpowder lingered in the air and thick clouds of smoke belched from the charred houses in the Jorafarm hamlet, razed to the ground in the relentless firing by Pakistan before residents could have their Sehri – pre-dawn Ramzan meal.”What Sehri? We are alive because we fled our homes in the dark. When it was time for Sehri, we watched our hamlet being torn down by Pakistan,” Jallan Din Gujjar, a resident of Jorafarm said.Pakistan today rained down mortars on the “hamlet of Gujjar milkmen”, located around 400 metres from the border. The shells blew their kullas (mud houses) to smithereens, turning the hamlet into a huge heap of debris, said one of the residents.Din, who returned to the hamlet in the RS Pura sector to rescue his horses, said the border dwellers “live in the shadow of death”.”We are lucky to have escaped the brutality. We have taken refuge in a government building at some distance from the hamlet,” another resident said.Pakistani troops have been targeting border outposts and hamlets closed to the International Border in Jammu and Kashmir, triggering panic among residents.A large number of people have fled their homes due to the shelling along the IB in the Jammu, Kathua and Samba districts.More than 100 families reside in the Jorafarm hamlet, which is famous for its milk products. This is the fourth time Jorafarm has borne the brunt of Pakistani shelling in recent years. On January 20 this year, hundreds of kullas were ravaged and a huge number of bovines killed in Jorafarm in firing by Pakistan. At least six people were injured and more than 30 mud houses destroyed in another incident of cross-border firing in September 2017.Mohammad Akram and his two-year-old son were killed in Jorafarm in Pakistan shelling in 2014.Shelling and firing are now the norm for the Gujjars of this border hamlet. Year after year they painstakingly build their mud-and-grass houses only to be reduced to rubble.Blood-splattered compounds, smashed window panes and demolished roofs are all that are left of houses in border hamlets in the Arnia and R S Pura sectors.Farmlands have craters due to mortar bombs and have turned into live minefields.Seven people, including two Border Security Force jawans and an-eight-month old infant, have been killed in ceasefire violations in the past one week.

Islamabad claims that India got the idea of economic liberalisation from Pakistan. Here’s how

Pakistan has squandered the economic growth opportunity in the past because of political instability, Interior Minister Ahsan Iqbal has said, asserting that “tanks and missiles” alone cannot save a country.Iqbal, who is also the Minister for Planning and Development, claimed that during the 90s then Indian finance minister Manmohan Singh borrowed economic reforms strategies from his Pakistani counterpart Sartaj Aziz and successfully implemented them in India, the Express Tribune Reported. He said Bangladesh also successfully used the same strategies but Pakistan could not put its own plans to use as the decade was lost to political instability. He was speaking at the inauguration of Pakistan National Centre for Cyber Security in Islamabad.”The first opportunity for Pakistan’s economy to take off came in the 60s, the second in the 90s, and the third opportunity is knocking at the doors now, which must not be lost to instability like in the past. Enough is enough,” he was quoted as saying by the daily. He described peace, stability and continuity as critical for economic progress. We will have to think why many countries which were behind us are now far ahead. China’s per capita income was far below Pakistan’s but is now much higher. Similarly, Bangladesh’s foreign reserves have reached $ 33 billion while we are at $ 18 billion. For how long, we will watch other countries overtake us, the minister said.He said “tanks and missiles” alone could not save a country if it’s not strong economically. He said while the Pakistani armed forces had “rendered great sacrifices, the successful fight against terrorism was possible also because of the availability of funds from the national budget.”There was a time when terrorists had surrounded us but today the state has cornered them. If we squander this opportunity, the history and future generations will not forgive us, Ahsan added. He said in 2013 Pakistan was using 2G wireless technology but the country would now be among the first users of the 5G technology in the world

Indian delegation to attend meet on combating terrorism in Pakistan

An Indian delegation will be among those attending an anti-terrorism conference being held here under the banner of the Shanghai Cooperation Organisation (SCO), Pakistan’s Foreign Office said today.Pakistan will be hosting its first SCO meeting, since the country along with India became a member of the organisation in June 2017.Experts from the eight SCO member states – China, Kazakhstan, India, Kyrgyzstan, Russia, Tajikistan, Uzbekistan and Pakistan – as well as representatives of the SCO-Regional Anti-Terrorist Structure (SCO-RATS) will participate in the three-day meeting beginning tomorrow, it said in a statement. The legal experts will discuss the terror threat faced by the region and ways and means to enhance the counter-terror efforts.”The Pakistan government is pleased to welcome delegations from the SCO member states,” it said. The FO said that it supports SCO’s efforts for regional cooperation in fighting terrorism, drug trafficking and organized crime.”We are ready to share our experiences in tackling the menace of terrorism through the SCO-RATS,” according to FO.India’s presence at the meeting assumes significance since it had boycotted the South Asian Association of Regional Cooperation (SAARC) summit here in 2016 citing continuing support to cross-border terrorism from Pakistan.SAARC Summits are usually held biennially hosted by a member state in alphabetical order. The member state hosting the summit assumes the Chair of the Association. The last SAARC Summit in 2014 was held in Kathmandu. The 2016 SAARC Summit was to be held in Islamabad. But after the terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to “prevailing circumstances” and stepped up diplomatic pressure on Pakistan. Nineteen Indian soldiers died in the attack. The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet. Maldives and Sri Lanka are the seventh and eighth members of the initiative. The ties between India and Pakistan nose-dived after Pakistan-based terror groups carried out a series of attacks in India in 2016.India responded to the attacks by carrying out a surgical strike inside Pakistan-occupied Kashmir in September 2016. The death sentence handed down to Indian national Kulbhushan Jadhav by a military court in Pakistan in April last year caused a further deterioration in ties.India has been maintaining that it will not engage in talks with Pakistan unless it stops cross-border terrorism.

BJP has lost a ‘golden opportunity’ to usher in change; failed to fulfil promises to people: TRS MP

Telangana Rashtra Samithi (TRS) MP K Kavitha on Tuesday said the BJP had failed to fulfill many of its promises made to the people, and in the process lost a golden opportunity to usher in change. She also said a proposed federal front, which her party is spearheading, viewed nationalism through the prism of development, and not as a concept that sought to dictate people about what they should or should not eat.The TRS is in the forefront of political efforts to form a federal front which would be an alternative to both the Congress and BJP. Its president and Telangana Chief Minister K Chandrashekar Rao has been holding talks with other regional political leaders on this. Also readBJP accuses TRS government in Telangana of not giving funds to gram panchayatsKavitha, 40, told reporters at a conference organised by the Indian Women’s Press Corps here that the present government had failed to deliver in the last four years on several fronts — from the Women’s Reservation bill to increasing the Minimum Support Price for farmers by 50 per cent.”There are demands such as linking MGNREGA to the agriculture sector. There are many other poll promises which they have not kept. I believe the BJP has lost a brilliant opportunity to change the country. Prime Minister Narendra Modi had the mandate which no other PM had,” she said. Also readTRS MP K Kavitha gifts brother KTR helmet on Raksha BandhanReplying to a query on the issue of defections, she told PTI that the federal front, now in the making, would also propose structural changes to the Constitution and electoral reforms which would be announced later.”Defection is one of the major issues and that will be handled in the changes we are going to bring in,” the MP, who is also the chief minister’s daughter, said. The TRS chief has so far met several leaders including DMK’s M K Stalin, SP’s Akhilesh Yadav, TMC’s Mamata Banerjee and former Prime Minister and JD(S) leader HD Deve Gowda.Elaborating on the federal front, Kavitha said it would set the agenda for the country.”When we set an agenda that focuses on core issues of the people, national parties will also be forced to follow this. Both the grand parties have not performed to the expectations of the people of the country in their tenures during 70 years,” she said. The front did not see nationalism as “getting into the lives of people and telling them what to eat and what not to eat”.”It is about the development of each state,” Kavitha said.

Anti-Sterlite protest: 11 killed in police firing in Tamil Nadu, CM announces compensation

At least 11 people were killed on Tuesday after months-long protests for the closure of Vedanta’s Sterlite Copper unit in Tuticorin over pollution concerns turned violent with agitators fighting pitched battles with police.Hurling stones and setting government vehicles and public property on fire, the agitators went on the rampage in the town, about 600 km from Tamil Nadu capital Chennai.Sterlite Copper is a unit of Vedanta Limited which operates a 400,000-tonne per annum capacity plant in Tuticorin.Initial pushing and shoving soon led to violent clashes, after agitated locals began hurling stones at police and overturned a vehicle. Security personnel used batons and burst teargas shells to break up the protest. Many were injured in stone-pelting by the agitators, who also set some vehicles on fire. Windscreens of some government cars were smashed and bank premises were attacked by the rampaging mobs.Tamil Nadu Chief Minister Edappadi K Palaniswami has announced compensation of Rs 10 Lakh each for those killed during a protest and Rs 3 Lakh each for those injured.Palaniswami also announced government jobs for the family members of the deceased. The incident will be probed by an inquiry commission.”My heart is filled with grief on knowing about the loss of lives of eleven persons in Tuticorin district today. My condolences to each one of the bereaved families,” said Governor Banwarilal Purohit in a statement.”At this critical hour, I appeal to all sections of society to be calm and help in maintaining the peace in the state,” he added.Actor Rajnikanth also took to Twitter and slammed the AIADMK.He said, “Tamil Nadu Government’s inaction is responsible for the violence in Tuticorin. Tamil Nadu Government should take the responsibility for the loss of life, and violence in Tuticorin.” Condemning the All India Anna Dravida Munnetra Kazhagam (AIADMK)-led State government for the unrest and the deaths, Kamal Hasaan’s Makkal Needhi Maiam blamed the government for the unrest in the state. The party in its statement said, “The peaceful protest by the people of Tuticorin against Sterlite, demanded justice was ignored by the Governments. Negligence of the Governments is the reason for all the unfortunate incidents. Citizens are not criminals. They are the ones who lose their lives, earlier due to Sterlite and now due to the Government’s orders.”Meanwhile, DMK Working President said that he will not be attending HD Kumaraswamy’s swearing-in ceremony “I am not going to attend Karnataka CM HD Kumaraswamy’sswearing-inn ceremony tomorrow. Karnataka effect: Congress begins Goa tour to put pressure on Governor Mridula Sinha

The Congress today launched a tour across Goa to highlight the BJP-led dispensation’s “failures” and mount pressure on Governor Mridula Sinha to invite the opposition party to form government in the state.Seeking adoption of the Karnataka example in Goa, the Congress earlier decided to stake claim to form government in the coastal state where it had emerged as the single largest party in the Assembly polls held last year. The party plans to conduct a statewide tour and continue the agitation till the governor does not dismiss the current Manohar Parrikar government, All India Congress Committee secretary Dr A Chellakumar said today. The Congress leaders kicked off the tour, titled ‘Jana Gana Mana, Nomon Tuka Goemkara’ (Jana Gana Mana, we salute the Goans), from Panaji and they would travel to all the 40 Assembly constituencies in the state, he said.It will conclude with a “mega-morcha” outside the state secretariat, he said, but did not specify for how long the tour will continue. The party will try to reach out to the maximum number of people in every village of the state, the leader said.”Our agitation will continue till the governor does not dismiss this inefficient government which has put the state’s people to hardship. The governor should invite the Congress to form the government, as it has the maximum number of legislators among all parties in the House,” he said. The BJP’s assurance of job-creation has fallen flat and rather there has been unemployment in the state with the closure of the mining industry, Chellakumar claimed. The BJP, which is in power at the Centre, could have taken steps to find a solution to the crisis in the mining industry, he added.Goa Pradesh Congress Committee president Girish Chodankar said the party leaders, including legislators, will interact with people across the state during the tour.”Usually, political parties expect people to come to them. But in this case, we will reach out to the people and listen to their grievances,” he said.

No one should say such things: Amit Shah slams Archbishop of Delhi over his letter

The archbishop of Delhi, Anil Couto, has claimed that a “turbulent political atmosphere” in the country posed a threat to India’s constitutional principles and secular fabric, and appealed to followers of his faith for a “prayer campaign”.Couto had written a letter to all parish priests and religious institutions in the Delhi archdiocese a few days before the May 12 Karnataka elections.Reacting to the letter BJP president Amit Shah said: “No one should say such things, when it comes to religion.”Also readWhat else will I talk? Elections concerns us: Delhi Archbishop on letter controversyThe archbishop, in his letter, said, “We are witnessing a turbulent political atmosphere, which poses threat to democratic principles enshrined in the Constitution and the secular fabric of our nation.” Reacting to the letter today, Union Home Minister Rajnath Singh affirmed that India does not discriminate against anybody on the basis of religion or sect, and such things will never be allowed in the country.Referring to the 2019 General Elections, Couto asked for a “prayer campaign” for the country from May 13, marking the anniversary of the apparition of the Blessed Mother at Fatima.”It is our hallowed practice to pray for our country and its political leaders all the time, but all the more when we approach the General Elections.”As we look forward towards 2019, when we will have a new government, let us begin a Prayer Campaign for our country from May 13, which marks the anniversary of the Apparition of the Blessed Mother at Fatima…” the letter read.It also asked for organising an eucharistic adoration every Friday in all parishes and religious institutions, specifically to pray for the nation. The prayer format states: “May the ethos of true democracy envelop our elections with dignity and the flames of honest patriotism enkindle our political leaders.” It also aims to “protect” legislatures as place of discerning minds, raising judiciary as the hallmark of integrity, prudence and justice and keeping print, visual and social media as the channels of truth for edifying discourses.”

From Salman Khan to Narendra Modi: These tweets about rising petrol prices during UPA regime haven’t aged well

More than a week after the state-owned oil firms ended a 19-day pre-Karnataka poll hiatus on revising fuel prices, petrol and diesel rates have touched record highs. Petrol costs Rs 76.87 per litre in Delhi and diesel costs Rs 68.08 a litre. In last nine days, petrol price has risen by Rs 2.24 a litre and diesel by Rs 2.15.Rates vary from state to state depending on the incidence of local sales tax or VAT. The prices in Delhi are the cheapest among all metros and most state capitals. Both the Centre and states, whose VAT makes up for 20-35 per cent of the retail cost and have gained from the rising oil prices, need to take measures, a senior official said said.”Some steps to deal with rising oil prices are likely to come this week,” he added. The rupee, which has fallen to 16-month low of 67.97 against the US dollar, is also playing a role in high oil bill, he said. The central government levies Rs 19.48 a litre of excise duty on petrol and Rs 15.33 per litre on diesel. State sales tax or VAT varies from state to state. Unlike excise duty, VAT is ad valorem and results in higher revenues for the state when rates move up.While there has been a lot of outrage over the rising prices, some Twitterati have been fuming about old tweets by members of the current dispensation and celebrities who had all raged about petrol and diesel prices during the UPA regime. Here are some tweets that haven’t aged well:

No ban on day-dreaming: Prakash Javadekar on Rahul Gandhi’s prime ministerial aspirations

Union minister Prakash Javadekar today took a dig at Congress president Rahul Gandhi’s remark that he is ready to be the prime minister, saying there is no ban on “day-dreaming”.The Congress has lost 20 states and it is in power only in a couple of states now. “If on that basis, Gandhi is thinking of becoming the prime minister, then there is no ban on day-dreams in this country,” Javadekar told a regional television channel, when asked about the Congress chief’s remark.Gandhi had recently said he is ready to become the prime minister if his party emerges as the “biggest” party in the 2019 Lok Sabha polls.Asked if Gandhi could pose a challenge to Prime Minister Narendra Modi in the parliamentary elections next year, Javadekar said, “A smart tweet or big talk is not politics. It is much more than that.” The BJP had only two MPs in the Lok Sabha in 1984 and it won 282 seats in the 2014 general polls. The Congress was then 400, which reduced to 44, he pointed out.”There are lessons to be learnt by the Congress from our example,” he said.Asked about the recent political scenario in Karnataka, he said the southern state’s governor had invited the BJP by acting within the constitutional framework.”When we realised that we do not have the sufficient strength, our chief minister (B S Yeddyurappa) stepped down,” he added. On the Punjab National Bank scam involving diamond merchant Nirav Modi, the BJP leader said, “It happened during Congress period but we have arrested more than 13 people in connection with the case. We will seize their properties spread across the country.” On the BJP’s slogan of ‘Congress-free India’, the minister said it means a country free of “crony-politics, lobbying and passing on benefits only to selected people.” “The bad culture in politics, introduced by the Congress, is what we have been opposing,” Javadekar said.Asked about Rahul Gandhi using a similar slogan of “Modi-mukt Bharat”, he claimed that it does not have any appeal among people. “Being so anti-Modi is negative politics which will never be successful in the country.” Despite being a nationwide party, if the Congress was going to say it will only oppose (Prime Minister) Narendra Modi, then it is negative politics, he said.Javadekar exuded confidence that the BJP will not only win the 2019 general elections, but its performance will also be better than earlier in West Bengal, Odisha, Tamil Nadu and Kerala. “We will also retain our current base in the country.” To a query on how the Centre was going to check the black money and if any opposition leader from Maharashtra would face the heat, he said the Benami Property Transaction Act is going to be implemented from June onwards.”You will see many leaders of the Congress, the NCP and many more will face its heat. The properties and bungalows purchased in the name of some servants or non-existing person, all are going to be confiscated,” he said.Highlighting the government’s achievements and lauding its Swachh Bharat Abhiyan, Javadekar said seven crore houses in the country got toilets.”I have seen that women in Uttar Pradesh and Bihar have given their toilets the name of ‘izzat ghar’ as earlier it was embarrassing for them to go out in public,” he said. There are some 400 schemes in the country having an outlay of Rs 3.25 lakh crore, which directly gets deposited into the bank accounts, he said.”The then prime minister, Rajiv Gandhi, had once said that if he sends Rs 100 to the people, only Rs 15 would reach actually. It was the Congress in power, from the Centre to village, and leaders were siphoning off money. We have stopped it,” Javadekar said.

Karnataka Assembly Speaker to be from Congress

With Janata Dal’s (Secular) HD Kumaraswamy all set to take oath as the Karnataka Chief Minister on May 23, Congress is likely to have its own MLA as the speaker of the state assembly, according to sources. The local leaders participating in the negotiations will most likely announce the name by Tuesday evening. On May 19, Kumaraswamy was invited by Karnataka Governor Vajubhai Vala to form the government in the state, after Bharatiya Janata Party’s (BJP) BS Yeddyurappa stepped down ahead of the floor test in Karnataka assembly. The floor test was to be conducted on the instructions of Vala after the Congress-JD (S) alliance also staked claim to form the government in the state on the basis of their combined strength of 115 MLAs as compared to the 104 seats of the BJP, which was seven short of majority mark of 111.While Kumaraswamy’s swearing-in was earlier expected to take place on Monday, however, it got pushed to May 23 due to the death anniversary of former Prime Minister Rajiv Gandhi.Among the confirmed attendees are United Progressive Alliance (UPA) chairperson Sonia Gandhi, Congress president Rahul Gandhi, Bahujan Samaj Party chief Mayawati, West Bengal chief minister Mamata Banerjee, Andhra Pradesh chief minister N. Chandrababu Naidu.

12 villages to boycott Maharashtra Lok Sabha bypoll to protest water woes

Residents of nearly 12 villages in the district have decided to boycott the upcoming Bhandara-Gondia Lok Sabha bypoll, after failing to get a response over their demand for proper irrigation facilities. The villagers, under the aegis of ‘Bawanthadi Prakalp Sangharsh Samiti’, a local organisation, earlier passed a resolution at a gram sabha meeting to boycott every election in their area, including the Bhandara-Gondia bypoll scheduled on May 28, if their demand was not met.The samiti’s president, Balkrishna Gadhve, said in March this year they had submitted a memorandum to the district collector demanding proper water supply to these villages under the government’s ‘Bawanthadi irrigation project’.However, the administration and the government did not care to look into the demands, Gadhve claimed.Subsequently, the samiti staged a demonstration on March 23 at Gobarwahi village and later decided that all voters from the 12 villages, falling under the Tumsar taluka, will boycott the bypoll, he said. The villages whose residents have decided to boycott the by-election are: Ganeshpur, Pavnarkhari, Gobarwahi, Yedarbuchi, Sundartola, Sitasawangi, Gudri, Khandal, Sodhepur, Heti, Bhamnewada and Khairtola. The samiti’s vice president, Sharad Khobragade, said the 12 villages, having a total population of nearly 30,000, were facing problems due to lack of proper water supply for irrigation and drinking purposes.Gondia District Collector Abhimanyu Kale, who is temporarily also holding the additional charge of Bhandara, told PTI that the administration will positively look into the demand of villagers. The by-election to Gondia-Bhandara Lok Sabha seat was necessitated after Nana Patole quit as the BJP MP and resigned from the ruling party to return to the Congress. There are total 18 candidates in the fray, but a direct contest is likely between the BJP’s Hemant Patle and the NCP’s Madhukarrao Kukde, a former BJP legislator from the Tumsar Assembly seat.

Petrol prices will clear DU cut off soon: Twitter uses humour to deal with rising fuel prices

Facing “crisis situation” created by rising fuel prices, the government is likely to come out with “some steps” this week to deal with record high petrol and diesel rates, a senior official said today. The government may not rely only on cutting excise duty, which makes up for a fourth of the retail selling price, the official said but did not elaborate. “Rising fuel price is a crisis situation for government and it has to be handled with combination of steps. Finance ministry is consulting the petroleum ministry on rising crude prices,” he said.More than a week after the state-owned oil firms ended a 19-day pre-Karnataka poll hiatus on revising fuel prices, petrol and diesel rates have touched record highs. Petrol costs Rs 76.87 per litre in Delhi and diesel costs Rs 68.08 a litre. In last nine days, petrol price has risen by Rs 2.24 a litre and diesel by Rs 2.15.Also readPetrol, diesel prices hiked for 9th day: No relief to common man, inflation likely to go up – 5 pointsRates vary from state to state depending on the incidence of local sales tax or VAT. The prices in Delhi are the cheapest among all metros and most state capitals.Refusing to discuss steps under consideration, the official said the government has to be mindful of its fiscal maths while dealing with the option of cutting excise duty.”We cannot rely on excise duty cut alone, although I am not ruling out a possibility of cutting excise duty. We have to be mindful of any fiscal impact of any excise cut on fuel,” the official said. Both the Centre and states, whose VAT makes up for 20-35 per cent of the retail cost and have gained from the rising oil prices, need to take measures, he said.”Some steps to deal with rising oil prices are likely to come this week,” he added. Unlike excise duty, VAT is ad valorem and results in higher revenues for the state when rates move up.In Delhi, VAT on petrol was Rs 15.84 a litre, and Rs 9.68 on diesel in April. Today it is Rs 16.34 on petrol and Rs 10.02 a litre on diesel.Every rupee cut in excise duty on petrol and diesel will result in a revenue loss of Rs 13,000 crore. The government had raised excise duty nine times between November 2014 and January 2016 to shore up finances as global oil prices fell, but then cut the tax just once in October last year by Rs 2 a litre.Subsequent to that excise duty reduction, the Centre had asked states to also lower VAT. Just four of them — Maharashtra, Gujarat, Madhya Pradesh and Himachal Pradesh — reduced rates while others including BJP-ruled ones ignored the call.In all, duty on petrol rate was hiked by Rs 11.77 per litre and that on diesel by 13.47 a litre in those 15 months that helped government’s excise mop up more than double to Rs 2,42,000 crore in 2016-17 from Rs 99,000 crore in 2014-15. Delhi minorities commission issues notice to JNU on proposed ‘islamic terrorism’ course

The Delhi Minorities Commission on Tuesday issued a notice to the registrar of the Jawaharlal Nehru University (JNU) seeking to know the reason behind a varsity proposal to start a course on ‘Islamic terrorism’.Taking suo motu cognisance of reports about the proposed course, the Commission has asked the registrar to explain on what basis the course on Islamic terror is being started by the university, said Zafarul Islam Khan, the commission’s chairman. The JNU Academic Council “passed” a proposal to set up a Centre for National Security Studies under which there would be a course on “Islamic terrorism”, said a professor who attended the meeting said last week. The DMC has asked the JNU administration to reply whether there is any concept paper or proposal to include a course on “Islamic Terror in the proposed Centre for National Security Studies , and demanded a copy of it.”Has the current administration of the JNU considered the implications of introducing this subject in the campus on its students and on the broader society outside?,” the Commission has questioned. It has also sought details of the proposed course and areas covered by it, methodology, reference books and works to be followed, experts who will teach and undertake research on the subject. The commission has also asked the JNU to provide minutes of the Academic Council meeting and the list of members who attended it. The JNU administration has been asked to file its reply to these questions by June 5, Khan said. The proposed course has been opposed by sections of teachers and students at the JNU.”In a deeply problematic and shocking move, the JNU V-C also allowed the tabling of a course/topic on ‘Islamic terrorism’ under the Centre for National Security Studies,” JNU Students Union president Geeta Kumari had said.

India’s youngest girl to scale Mt. Everest has a message for women

Sixteen-year-old Shivangi Pathak, who has become the youngest Indian girl to climb Mount Everest, has a message for women. She says that women can achieve anything they want if they have the desire. The teen climber from Haryana’s Hisar district reached the top of the mountain on Thursday last week, completing her over one-month trekking, which she began from the Nepal side on April 6.After completing her successful expedition, Pathak is now back in Nepal’s capital Kathmandu with the message for women.”They (women) can achieve anything if they desire. If I can make it, if Arunima Sinha (first Indian amputee to climb Mt Everest) can summit the Mount Everest then they can do anything,” she told ANI.Talking about her motivation to climb the 8,848-metre peak, Pathak credits Arunima Sinha.”When I was 15 years old, I had gone to a seminar with my mother and I watched a biopic on Arunima Sinha there. At that time, I was carefree and after watching the biopic I felt like, if she is able to make it then I also can do it,” Pathak said, who will turn 17 in two months. To realise this, Pathak joined Delhi’s Jawahar Institute of Mountain and completed her courses in mountaineering. For preparations, she also participated in different high-altitude training programmes in Kashmir’s glacier. Now after climbing the world’s highest peak, Pathak now wants to focus on her studies and do the mountaineering alongside.”I just have passed my intermediate exams with 70% marks. The education is most important for now and there will be nothing, without education there will be no use of the counted expeditions which I make. So, I will continue my studies along with mountaineering,” said Pathak, the young mountaineer.

Amid row over Archbishop’s letter, Rajnath Singh says no discrimination on basis of religion

India does not discriminate against anyone on the basis of religion or sect, and such things are not allowed in the country, Home Minister Rajnath Singh said today. His comments came in the wake of the Archbishop of Delhi referring to a “turbulent political atmosphere” in the country and appealing to launch a prayer campaign ahead of the 2019 general elections.”India is such a country where there is no discrimination against anyone on the basis of religion or sect or any other such things. Such a thing cannot be allowed,” Singh said on the sidelines of a function here.In a letter written to all parish priests in the capital, the Archbishop of Delhi, Anil Couto, asked for a prayer campaign to be launched and also appealed for fasting on Fridays ahead of the 2019 general elections.Citing the turbulent political atmosphere which poses a threat to the democratic principles enshrined in the Constitution and the secular fabric of our nation, the letter says, “It is our hallowed practice to pray for our country and its political leaders all the time but all the more so when we approach the general elections.””As we look forward towards 2019 when we will have a new government let us begin a prayer campaign for our country,” states the letter.

Nipah virus death toll rises in India

Ten people are now known to have died from the virus, a doctor tells the BBC.

Nipah virus kills Kerala nurse, toll rises to 10, nearly 100 quarantined

With death of a nurse in Kozhikode hospital, the Nipah virus toll has gone up to 10. Lina, 31, was treating Nipah-infected patients in the Kerala town.Over 90 people are in quarantine, a top health official told news agency AFP. The Nipah virus, which is carried by fruit bats, has a mortality rate of 70 per cent. Considering the seriousness of the situation, the Centre rushed a high-level team from the National Centre for Disease-Control (NCDC), including its director, Dr Sujeet Kumar Singh and Head of Epidemiology, Dr S K Jain, which arrived today. The team visited Changarothu amd Perambra from where the virus was first reported and took stock of the situation. The team members said there was no need for people to panic.Dr Singh told reporters that the state health department has taken all precautionary measures to prevent the spread of the virus.Kerala Chief Minister Pinarayi Vijayan said that the government was handling the issue with ‘utmost seriousness.’ “Three persons are confirmed to have died of Nipah virus. The samples of others suspected to have been infected have been sent for testing and the results are awaited,” he said in a statement. He said the health department was taking all steps to ensure that the virus does not spread.”All efforts are also being made to ensure that more lives are not lost,” Vijayan said.Instructions have been issued to private hospitals not to deny treatment to those reaching hospitals with fever, he said. The state has been put on high alert and two control rooms have also been opened. According to the WHO website, NiV was first identified during an outbreak of disease in Kampung Sungai Nipah, Malaysia, in 1998, when pigs were the intermediate hosts. However, in subsequent NiV outbreaks, there were no intermediate hosts. In Bangladesh in 2004, humans became infected with NiV as a result of consuming date palm sap that had been contaminated by infected fruit bats.Human-to-human transmission has also been documented, including in a hospital setting in India.

Indian embassy’s camp office in Nepal’s Biratnagar to be shut down

Indian embassy’s camp office in Nepal’s Biratnagar will soon be shut down and re-located, the Ministry of External Affairs (MEA) said on Monday.During his visit to Nepal last week, Prime Minister Narendra Modi conveyed this decision to Nepali Prime Minister KP Sharma Oli.The Biratnagar camp office, according to the MEA, was opened in 2008 to deal with the situation arising out of devastating Koshi floods.‘The purpose for which this camp office was opened has been fulfilled. GoI (Government of India) had already decided to wind up the Camp Office and re-locate the personnel. This decision was conveyed by Prime Minister Modi to his Nepalese counterpart during his visit to Nepal last week. The PM of Nepal thanked PM (Narendra Modi) for informing him about this decision,’ MEA’s official spokesperson Raveesh Kumar said.In 2008, Nepal allowed India to set up a temporary field office to issue passes for vehicles to ply Indian roads in the nearby regions after a 17 km stretch of the East-West highway was damaged due to Koshi floods, according to Kathmandu Post. The office initially was set up in Sunsari. It was later shifted to Biratnagar. Currently, it is located at Malaya Road on the Koshi Highway. During his visit, PM Modi had said that Nepal is on top of India’s ‘Neighbourhood First’ policy, and both countries are incomplete without each other. “Without Nepal, India’s faith is incomplete. Without Nepal, India’s history is incomplete. Without Nepal, India’s dhams are incomplete. Without Nepal, our Ram is incomplete,” PM Modi said.He said the two neighbours can work on 5Ts — Tradition, Trade, Tourism, Technology and Transport — to achieve progress and prosperity. It was the first high-level visit from India since the formation of a new government in Nepal this year. The Modi government has identified 15 Indian destinations, including Ayodhya, Nandigram, Hampi and Nagpur, for development under the Ramayana Circuit theme.

Google Doodle remembers Raja Ram Mohan Roy on his 246th birth anniversary

On the 246th birth anniversary of Raja Ram Mohan Roy, Google Doodle remembered the father of Indian Renaissance on Tuesday. A great social and religious reformer, Raja Ram Mohan Roy was a visionary who lived during one of India’s darkest social phases. Also known as the ‘Father of Modern India’, ‘Maker of Modern India’, ‘Pioneer of Indian Journalism’, Roy fought against the practice of ‘Sati’ that required a widow to immolate herself at the pyre of her husband and caste differences.Roy was born into a high-ranking Bengali Brahmin family in West Bengal on May 22, 1772 to Ramakanto Roy and Tarini Devi. In 1828, Roy founded the Brahmo Samaj, an influential movement that united Brahmos, a group of people who are against Idol worship and caste discrimination that propagated the oneness of god.Roy founded Atmiya Sabha in 1815 to propagate his doctrines of monotheistic Hinduism. Roy was also a staunch supporter of the freedom of press. He published articles in different languages including English, Hindi, Persian and Bengali. Atmiya Sabha used to publish a weekly called ”Bengal Gazette’, a news paper in Persian called ‘Miratul-Akbar’ and a Bengali weekly called ‘Sambad Kaumudi’.Raja Ram Mohan Roy died on September 27, 1833 in Bristol due to meningitis. He was deeply disturbed when his sister-in-law was forcibly burned alive by his family on her husband’s funeral pyre. Three years later, he retired and concentrated on campaigning against the practice of Sati. He visited cremation grounds to keep an eye on the people who forced women to commit Sati at their husband’s pyre.It was largely due to the efforts of Raja Ram Mohan Roy that the practice of Sati was banned by the British in 1829.In 1830 he travelled to England as an ambassador of the Mughals. The title ‘Raja’ was bestowed upon him by the Mughal Emperor Akbar II in 1831.

Maharashtra: Drones, vehicle scanners deployed to curb liquor smuggling

The state excise department is taking its fight against liquor smuggling and illegally distilled liquor to the next level by deploying technology. Soon we will see drones, vehicle scanners and boats scouting water bodies.”We have received proposals (for deployment of drones) from some district superintendents. These are being examined,” state excise commissioner Dr Ashwini Joshi told DNA. Apart from coastal areas like Mumbai, Thane, Raigad, Palghar, Sindhudurg and Ratnagiri, boats will be given to units in districts like Dhule, Nandurbar and Jalgaon, which have wide riverine systems.Excise check posts will get non-intrusive vehicle scanners on lines of airports and the process for seeking quotations is underway, Joshi added.A senior state excise official said in a meeting with state excise minister Chandrashekhar Bavankule, they had also sought that the department is given the authority to access call data records (CDRs) of those accused in liquor-related cases instead of depending on the police.”Drones and boats will ensure that we can scan and reach spots in riverine areas, creeks and pockets with dense mangroves that are used to distil hooch. These areas are otherwise not accessible by road,” he said, adding that these measures would improve enforcement and increase the departments revenues. An official noted that drones and boats could be used in areas like Thane and Raigad near Mumbai where creeks were used to brew hooch. “Many a time, our staff finds it difficult to get boats on hire to reach these spots for action as the boat owners fear retribution by bootleggers. It has been our long-standing demand to purchase boats for the department though issues like their berthing and maintenance must be sorted out,” he explained. The drones could be used for aerial surveys of inaccessible areas enabling the department to act on specific inputs about illegalities. In 2017-18, the state excise department achieved a collection of Rs 13,448 crore compared to the Rs 12,500 crore target. In the last (2017-18) fiscal year, sales of country liquor fell 4.02% to end at 3,126.09 lakh bulk litres (BL) compared to 3,256.99 BL in 2016-17. Consumption of Indian Made Foreign Liquor (IMFL) and beer also dipped by 6.81% and 15.05% to end at 1,792.56 lakh BL and 2,759.68 lakh BL versus 1,923.56 lakh BL and 3,248.43 lakh BL. Wine sales were 62.50 lakh BL, a fall of 3.28% compared to 64.62 lakh BL in the previous year.Maharashtra follows a policy of discouraging liquor consumption through high prices and low sales and has one of the highest excise duty regimes in India. With this and neighbouring state of Gujarat under prohibition, it has also become a transit point for transporting liquor from states like Haryana and Madhya Pradesh to the dry state.

Bird enthusiasts, take a boat ride along the Dahisar mangroves

If all goes as per plans, nature lovers and birding enthusiasts would be able to take a boat ride right from Borivali Jetty near Gorai to explore one of the densest and beautiful mangroves stretches all the way towards Dahisar creek. The Maharashtra State Mangrove Cell has begun working on this plan, which will be part of the mangrove park project near Dahisar link road. This would also be the second location after the Coastal and Marine Biodiversity Centre (CMBC) at Airoli near Thane creek where Mangrove cell will be operating boat safari. The mangrove park has been planned in a 80-hectare area and will include a Nature Interpretation Centre, mangrove trails as well as boating. Incidentally, the mangrove park will be located right behind Ganpat Patil Nagar slums, on Dahisar Link Road which has mushroomed on pristine mangrove land, which has been completely destroyed in the last two decades.”The concept is to bring people closer to mangrove areas so that they can understand the rich biodiversity existing in the mangroves. There will be boardwalks to help people walk into the mangroves and enjoy bird watching as well as other nature-related activities,” informed N Vasudevan, Additional Principal Chief Conservator of Forest, Mangrove Cell.He also said that they have paid the Mumbai Maritime Board (MMB) Rs 30 lakh to repair and reconstruct a small jetty so that the boating activity can be carried out from Dahisar as well. “Since we already have a jetty at Borivali from where boats ply to Gorai village, the same can be also used for the boat rides into mangroves. We are looking forward to starting the boat rides from Borivali post monsoon,” said Vasudevan.”We have carried out intensive cleaning operation in the proposed mangrove park area and removed huge amounts of trash and garbage. For security purposes, we have also set up a small office in this area where our staff will be deployed too and the work of the mangrove park can also be monitored,” said Prashant Deshmukh, Range Forest Officer, Mangrove Cell adding that the Mangrove park will become a huge attraction.

Ahmedabad airport sees a surplus of over 100% in five years

With an increase of 72% revenue, Sardar Vallabhabhai Patel International airport has recorded an increase of over 100% in surplus in a span of five years. As per numbers shared by airport officials, in 2013-14, the revenue was Rs 217.92 crores which shot up to Rs 375.67 crores in 2017-18. As far as surplus is concerned, the difference was of nearly 62 crores increase in a span of five years. The airport officials credit a massive increase in passenger movements and aviation traffic from Gujarat. The city airport, for many years, was at the receiving end of criticism over basic facilities like toilets as well as the quality of seats. In 2016, the Ahmedabad chapter of Air Passengers Association of India (APAI) had taken up the issue of drafting their concerns to the then airport director. The members had then said, “A number of issues will continue to plague Ahmedabad airport due to privatisation of some of the airports. Passengers are becoming increasingly discerning. They are enjoying all the facilities and benefits that they are getting at the private airports. It is only reasonable for air passengers to expect the same level of facilities at leading airports like Ahmedabad.”However, the city airport has undergone massive changes — in terms of decreased number of bird hits, major development plan being undertaken, etc — over last one year. Manoj Gangal, Airport director, SVPI said, “There has been an increase in aircraft movement as well as an increase in non-aero revenue from stores at airport, car parking, advertisement rights, etc. Revenue will shoot up again in the current financial year with upcoming food court, lounge facility, a number of restaurants at terminal 1 and terminal 2. By the end of this year, we will have 19 more aircraft parking stands which would enable us to provide a number of flights and diverse connectivity.”Recently, the airport was also awarded by the Airports Council International in the category of most improved airports by region. A frequent traveller Paresh Shah said, “Queues have vanished from the departure terminal but the cab issue has still not being solved. If they pay some attention to cabs, it will help passengers. Also, there is a need for a good business lounge.”Changes at city airport in last yearNew flight information display system Self check-in counters Additional gates Doubling up seating capacity

Vegetables likely to get dearer: APMC

Amid the recent hike in price of petrol and diesel, the traders at the Agricultural Produce Market Committee (APMC) in Vashi opine that this will directly impact the retailers and farmers as their cost for transporting the vegetables will increase. The traders added that it will have an indirect effect on the price of vegetables as the retailers will increase the price for the same to recover the added cost due fuel hike.”In the past three years, the cost of diesel has increased by almost Rs 30-35 and this has affected the ultimate buyers who are citizens buying vegetables or fruits from the market,” said Shankar Pingle, former director of APMC and a trader.Diesel, considered to be the transporter’s fuel, was being sold at Rs 72.21 in Mumbai on Monday and petrol was being sold at Rs 84.40.Additionally, farmers use diesel-powered tractors and pumps. The fuel price hike may also see an increase in their operational cost and this may result in selling their products at a higher rate.Traders from the APMC indicated towards a gradual increase in prices of vegetables, fruits, groceries and other essential items due to the fuel price going up tremendously.”The price of mangoes may have an impact this year towards the end of the season if the price of diesel witnesses a steady increase and we might not see the price of mangoes going down towards the end of season like every year,” said a trader from APMC.

Hundreds flee border areas as Pakistan intensifies shelling

Hundreds of people have fled their homes after Pakistan Rangers shelled civilian areas, leaving seven people injured along the International Border (IB) in Arnia and RS Pura sectors of Jammu division. All the schools and educational institutions on the IB have been closed and people have been asked to shift to safer areas after intense shelling from Pakistan. The fresh bout of shelling started on Sunday night when Pakistan Rangers used heavy caliber weapons to target civilian areas, deep inside the hinterland.Pakistan Rangers also shelled the police station in Arnia, injuring a Special Police Officer. Six others were injured in different villages in the Arnia.Pakistan Rangers have used long range weapons including 120-mm mortars, which has a range of seven kilometres, and 82 mm mortars, having range of 4.5 kilometres, to inflict maximum damage deep into the civilian areas.”There was heavy shelling since morning. The shelling was so heavy that some shells landed in the interior of the Arnia town. One shell landed on the police station. We have asked the people in the Arnia town to vacate. The population of the town must be 10,000-12,000,” said Arun Manhas, additional deputy commissioner, Jammu. The fresh shelling has occurred a day after Pakistan pleaded for ceasefire after BSF launched a fire assault, destroying the Rangers post on the other side of the International Border.Jammu and Kashmir Chief Minister, Mehbooba Mufti visited RS Pura and condoled with the families whose kin were killed in cross-border shelling at Arnia and RS Pura.Six people, including two BSF men, have been killed and over two dozen injured in the cross-border shelling since May 15 on the International Border in the Jammu division.”People of the state, who have gone through very tough times in the past and want to live a peaceful life, free from violence and killings. Centre’s move of halting security operations has generated hope among people, who expect positive reciprocation by all stakeholders to let people of the state come out of the zero-sum game of killings and uncertainty,” she said. The chief minister said that the way North and South Korea decided to walk on peaceful engagement is an encouraging signal to the entire world, signalling that issues, no matter how complex, can only be settled through negotiations peacefully as violence only kills, both humans and the spirit as well.Chief Minister Mufti disbursed cash assistance of Rs one lakh each among the families whose kin were killed in the cross-border shelling of past few days. This assistance is over and above the ex-gratia relief already paid to them through Jammu Divisional administration. She also directed the Jammu Divisional administration to prepare a report of the damages suffered (to houses and dwelling units) during the border shelling.Safety FirstAll schools and educational institutions on the IB have been closed and people have been asked to shift to safer areas. Age no bar: This Delhi University aspirant is 67 years old

Among hundreds of curious teenagers, who turned up to attend the Delhi University’s (DU) counselling session on Monday, was 67-year-old Nagesh Chaddha, who also wants to take admission and study further. After failing to get admission in an MA course in Urdu last year, the retired employee of the Life Insurance Corporation of India (LIC) is now ready to enroll in any course just to fulfil his dream of attending regular classes.Mistaken as the grandfather of an aspirant or a varsity official by most participants at the session, Chaddha wants to set an example for the youngsters. ” I am here to ask for the officials’ suggestion regarding which course will suit my personality now. I had tried to take admission last year as well but did not get any assistance from the university,” he said.Grandfather of three, Chaddha, had joined the LIC in 1974 after his father’s death, but his desire to study did not die and he applied for BCom course under DU’s distance education option. “I completed the course with 56 per cent marks in 1977. My score was actually good even by today’s standard,” he said.He has also done an advanced diploma in Urdu language from DU in 2016. “I waited for 40 years to live my dream of learning Urdu,” he said, proudly showing his Urdu diploma certificate. On being queried about his interest in the Urdu language, he said, “My father left behind some diaries written in Urdu. I always wanted to read them. So, I decided to learn the language.” He is now pursuing a diploma in Persian Language.Desired to join regular classes, he has now been trying to enroll in a regular masters course in DU for the past two years. “I had approached each and every official in the university administration but did not get any help. They had given me options to join certificate courses but I want to join a proper degree course. I had even written to the vice-chancellor but received no response,” Chaddha said.Commenting on Chaddha’s candidature, Gurpreet Singh Tuteja, Deputy Dean, Student Welfare, said, “There is no age bar in any course in DU. We also have 70-year-olds pursuing several diploma courses. He met us last year and we asked him to follow a procedure but then he did not turn up. We are yet to receive his application this year.”OLD IS GOLDMistaken as the grandfather of an aspirant or as a Delhi University official by most participants at the varsity’s counselling session, Chaddha wants to set an example for youngsters

Central government plans Bill in Parliament to scrap ‘no-detention’ rule

The Central government plans to introduce a bill in the Parliament soon to scrap the existing ‘No-Detention’ clause, which currently does not allow schools to ‘detain’ students between classes 5 and 8.Union HRD minister Prakash Javadekar on Monday told Zee 24 Taas in Pune that many states have demanded that the policy be scraped. “We have formulated a bill in this regard which will be passed in the upcoming session of the Parliament. Schools will conduct exams for class 5 and 8 and if a student fails, he will be given a second chance to pass the exams. However, if he/she fails in the second attempt, the school can them detain the child. The move will help improve learning outcomes,” Javadekar said. The minister said that the government is also planning to reduce the syllabus across all standards. “Children in class 2 are given seven books which is a lot for their age. This puts a lot of burden on them and it has to stop,” he said. The ‘no-detention’ policy which is a key component of the RTE act was introduced by the UPA government and came into force on April 1, 2010, with the intention of ensuring that every child aged between six and 14 years received school education. However, since its implementation, experts have raised concerns over the poor learning outcomes that have been associated with the policy.Javadekar’s announcement has invited mixed reactions from parent bodies, students, scholars and academicians. Uday Nare, teacher at Hansraj Morarji Public School in Andheri said that scrapping the policy would help students. “Many students take ‘exams’ and ‘passing’ for granted. The fear of detention will motivate them to study hard and improve the outcome of educational learning,” Nare said.Jayant Jain, an education activist from Forum for Fairness in Education (FFE) said that scrapping the policy would be detrimental for students. “If a child fails in the primary years, the chances of dropping out of school are high. Such students would be compelled to work, especially in poor families. The move will be against the spirit of the RTE Act which ensures free and compulsory education to all,” Jain said.Arundhati Chavan, president of the PTA United Forum said that it is a good decision. “The policy had led to schools and students behaving in a lax manner. Since there was no fear of detention, students would not take their exams seriously, which affected their understanding of subjects like Maths, Science and languages at the elementary level,” she added.Nishtha Seth, a class 8 student from Mumbai said that it was a good move. “With no pressure of examinations, students lack basic understanding of subjects,” Nishtha said.Welcoming the move, leading educationalist and co-founder of School Leaders Network, Francis Joseph said that exams are essential to prepare students for future competitions. Schools should however work with students to make them realise that if they fail once, they always have a second chance. They should avoid putting pressure for merely bettering their overall results and should use the second exam as an opportunity to help the children sail through,” Joseph said.In October 2016, state education minister Vinod Tawde had said that Maharashtra was in favour of scrapping the policy. “Students who are weak in academics should be given remedial coaching and re-exams should be conducted,” Tawde had said.

Narendra Modi lauds Vladimir Putin’s role for SCO entry

Prime Minister Narendra Modi said on Monday that the strategic partnership between India and Russia has now been elevated into a “special privileged strategic partnership” as he met Russian President Vladimir Putin in this Black Sea coastal city for their first informal summit.Modi said India and Russia have been friends for a long time and thanked Putin for the invite.Modi recalled his first visit to Russia with then Prime Minister Atal Bihari Vajpayee in 2001 and said Putin was the first world leader whom he met after becoming the chief minister of Gujarat. He said the seeds of the ‘strategic partnership’ sown by Vajpayee and Putin has now grown into a “special privileged strategic partnership” between the two countries.Modi thanked Russia for playing a major role in helping India get a permanent membership in the Shanghai Cooperation Organisation — an eight nation bloc which aims at military and economic cooperation between the member states.”We are working together on International North-South Transport Corridor (INSTC) and BRICS,” Modi said.Putin said the visit would give a fresh impetus to bilateral ties. He said Russia and India have been cooperating on several fronts in the multilateral and the international fora. He also mentioned military-to-military cooperation between the two countries. The issues on the table include economic impact on India and Russia in the wake of the US withdrawal from the Iran nuclear deal, the situation in Afghanistan, Syria, the threat of terrorism and matters relating to upcoming SCO and BRICS summits. The two leaders may also deliberate on extending Indo-Russia civil nuclear cooperation in third countries and possible areas for cooperation for the INSTC project.—With PTI inputs

Congress slams PMO move against civil services

The Congress has targeted Prime Minister Narendra Modi and charged that he is trying to “destroy the civil services” by proposing changes in the allocation of services.Referring to the communication sent by the Personnel Ministry to different ministries seeking comments and necessary action on the PMO’s suggestion that service and cadre allocation for civil servants should be done after they undergo the three-month foundation course, Congress leader Anand Sharma said, it is a matter of “grave concern” and a deliberate violation of the wishes of the makers of the Constitution. At present, service and cadre allocation to the candidates selected on the basis of civil services examination is made well before the commencement of the foundation course by the UPSC.Sharma said the framers of the Constitution had very consciously chosen to put the creation of All-India Services in the Constitution. There is no Act for it, as they are explicitly put it in the Constitution and thus given constitutional protection.”But Mr Modi has chosen to interfere with the entire process. They have already created an environment where civil servants feel threatened and insecure. Now, they want to compromise the neutrality of the All India services. I am warning that this government wants to destroy the civil services and the very architecture of administration and governance in India. Let it be governed as per the wishes of the framers of the Constitution,” said Sharma.Meanwhile, Congress communications in-charge Randeep Surjewala also hit out at PM Modi alleging that he has unleashed a “sinister proposal” to destroy the all-India civil services merit.”MODI- ‘Main Objective to Destroy Institutions’ Modiji has unleashed a sinister proposal to destroy the All India Civil Services Merit!” he tweeted, adding that “Foundation Marks will demolish UPSC’s merit list giving leeway to executive to tamper the merit as per their whims. Unpardonable!”‘SINISTER PROPOSAL’“MODI- ‘Main Objective to Destroy Institutions’ Modiji has unleashed a sinister proposal to destroy the All India Civil Services Merit!” tweeted Randeep Surjewala, Congress’ communications in-charge

Petrol, diesel prices fuelling heartburn across all sectors

For the past few months, fuel prices have been soaring high. Also, it is no secret that the Modi government kept petrol and diesel prices under check in the run-up to the Karnataka assembly polls, but the prices reached an all-time high on Monday. Petrol was sold at Rs 76.24 per litre in Delhi, Rs 84.07 per litre in Mumbai, Rs 79.13 in Chennai and Rs 78.91in Kolkata.Diesel was sold at Rs 67.82 per litre, Rs 70.37 per litre, Rs 72.21 per litre and Rs 71.59 per litre respectively. No sooner was the hike declared, than school bus drivers’ union, vegetable vendors, milk suppliers, taxi and auto unions, restaurants decided to make it clear that they too would hike prices of their services to make ends meet. The hike in petroleum products is across the country. However, among the four metropolitan cities, Mumbai is the most expensive. In a span of four months, petrol prices went up by Rs 7 per litre, while diesel prices shot up by Rs 10 per litre. The Monday’s revision in fuel prices marked the eight consecutive increase in petrol and diesel prices across the country.Bearing in mind, the rise in diesel prices, private bus operators have planned to increase fares by 25-30 per cent. This would ideally mean that your Mumbai-Goa trip in an AC bus, that ranges between Rs 500 to Rs 1200, would now be anywhere between Rs 650 to Rs 1500. Even the fee of school buses is expected to go up in the range of 10-13 per cent due to the surge in fuel prices.Traders at the Agricultural Produce Market Committee (APMC) said that in the past three years, there has been constant increase in transportation charges of moving goods. Shankar Pingle, an APMC trader said, “The transportation cost has gone up by 10 per cent in the past three years but the profit ratio has not gone up even by half.”India imports more than 80 per cent of its annual oil requirement. Ravi Shinde, president of Mumbai Petrol Dealers Association said, “There is a need to reduce excise duties and create a roll out plan for the GST”. Rising crude oil prices in the international market and weakening rupee against dollar has dictated domestic petrol and diesel prices in the past few weeks.Cascading Effect10-13% likely fee hike by school bus operators 25-30% likely fare hike by private bus operators 10% transport charge hike that APMC complains of

Chhattisgarh to get specialised combat unit ‘Black Panther’, says Rajnath Singh

The Union minister said the government was keeping an eye on money stashed by Maoists. "We have information that they have made assets to the tune of crores. It also cannot be ruled out that their money is stashed abroad." He claimed the children of Maoist leaders were studying in "big schools and universities" and the government was keeping a tab on this too. He said the government would make all efforts to choke the resource flow to the Maoists, including by seizing illegally amassed properties after they are identified. On yesterday's Maoist attack in Dantewada, in which seven police personnel were killed, Singh said the ultras were on the back foot and they cannot face security forces in a straight fight so they were employing IEDs to target them, he said. This is also a reason why number of encounters had come down lately, he said. ”

Swaraj disagrees with Trump’s ‘Me First’ slogan, says India believes in ‘We, Us and Ourselves’

Swaraj was delivering the first Pandit Deen Dayal Upadhyay Memorial International lecture on 'Soft Power Diplomacy: Strength of India', organised by the ICCR. After Trump's speech, Swaraj said she had a meeting with ministers of Latin American and Caribbean States.
"A foreign minister of a small country spoke about President Trump's speech of Me First. She said if everyone says (and follows the policy) of Me First then how will my country sustain." Swaraj said she pointed out that India had a different approach.
"I said India does not have the tradition of (following the policy of) Me First. I said my speech will have (the concept of) Om Sarve Bhavantu Sukhinah," she said, quoting a sloka from the Vedas that translates into "May everyone be happy".
"When everyone is happy then everyone will have the provision of food and security," she said.
The minister said India believed in the policy of assisting other countries, especially those who required a helping hand.
"If we don't do this then developed countries will continue to grow and under-developed countries will remain under-developed. So how will economic disparity reduce," she asked.
Swaraj said Indian culture, yoga, classical dance, movies, cuisine and Information Technology were a "treasure of soft power".
Narrating anecdotes about the craze for Indian films abroad, the external affairs minister said the passion was not restricted to Hindi cinema but extended to regional language films such as 'Bahubali'.
"Chinese President Xi Jinping wanted 'Dangal' to be screened at the BRICS Summit at Xiamen. The Indian ambassador in Mongolia wanted the movie dubbed in Mongolian as wrestling is the national sport of that country. When I met Prime Minister Ukhnaagiin Khurelsukh of Mongolia , he said he wanted to be an actor in Bollywood. To this, I quipped we need handsome leaders in politics too," she said.
Swaraj said during bilateral meetings, foreign delegations proposed that the Bollywood industry shoot in their countries as it boosted tourism.
She also shared an anecdote on how leaders in the recently held India-ASEAN Commemorative Summit came up with a demand for a song from the Shah Rukh Khan-starrer 'Kuch Kuch Hota Hai' and for 'Bol Radha Bol Sangam' from the 1964 Raj Kapoor- starrer 'Sangam'. PTI PR PR BDS BDS

Updated: May 22, 2018, 01:23 AM IST<!–end of articllftpbx–> External Affairs Minister Sushma Swaraj today warned that the world was reeling under a storm of protectionism and said India did not agree with American President Donald Trump’s “Me First” approach on the issue.India, she stressed, believed in the concept of “We, Us and Ourselves”.”I was sad when President Trump, in the UN General Assembly, said his slogan was Me First,” the external affairs minister said. She was referring to Trump’s speech at the United Nations in September last year when he had said, “As President of the United States, I will always put America first, just like you, as the leaders of your countries will always, and should always, put your countries first.” “There is a storm of protectionism at the global level which is centred around the concept of Me and Myself but India believes in the concept of We, Us and Ourselves. If everyone views the other as equal then there is no place for protectionism in it,” she said.Swaraj was delivering the first Pandit Deen Dayal Upadhyay Memorial International lecture on ‘Soft Power Diplomacy: Strength of India’, organised by the ICCR. Informal summit: India and Russia have an important role to create open and equitable world order, says joint statement

Prime Minister Narendra Modi today said he had “extremely productive” discussions with Russian President Vladimir Putin and they reviewed the complete range of India-Russia relations as well as global issues and underlined the need for a multi-polar world during their first ever informal summit in this Black Sea coastal city.Modi said friendship between India and Russia has stood the test of time and their ties will continue to scale newer heights in the coming years. He said the seeds of the ‘strategic partnership’ sown by former prime minister Atal Bihari Vajpayee and President Putin have now grown into a “special privileged strategic partnership” which is a “very big achievement” in itself. “I am grateful to President Putin who invited me for an informal meeting and hence, in the long friendship of ours, this is a new aspect that has been attached to our relationship,” Modi said.”You have added a new aspect of informal summit in the bilateral relationship which I think is a great occasion and creates trust,” he said. A statement issued by the Ministry of External Affairs said the two leaders agreed that the Special and Privileged Strategic Partnership between India and Russia is an important factor for global peace and stability. “They shared the view that India and Russia have an important role to play in contributing to an open and equitable world order. They recognised each other’s respective roles as major powers with common responsibilities for maintaining global peace and stability,” the statement said. The two leaders held in depth discussions on major international issues and agreed on the importance of building a multi-polar world order, it said. Also readIn pics: PM Modi and Vladimir Putin sail together from Bocharev Creek to Olympic Park in SochiThey decided to intensify consultation and coordination with each other, including on the Indo-Pacific Region. “Both leaders expressed their concern over terrorism and radicalisation, and their determination to combat terrorism in all its forms and manifestations. In this context, they endorsed the importance of restoring peace and stability in Afghanistan in an atmosphere free from the threat of terrorism, and agreed to work together towards achieving this objective,” the statement said.Modi and Putin held detailed exchange of views on the national development plans and priorities. The two leaders directed their officials to prepare concrete outcomes for the forthcoming Summit in India later this year, the statement said. They agreed to institute a Strategic Economic Dialogue between NITI Aayog and the Ministry of Economic Development of Russia, to identify greater synergy in trade and investment. They noted with satisfaction the expanding cooperation in the energy sector and welcomed the arrival of the first consignment of LNG under a long-term agreement between Gazprom and GAIL, next month. Also read’PM Modi, Putin hold ‘intense’ talks on bilateral, global issues to cement special privileged strategic ties’The two leaders also reiterated the significance of longstanding partnership in the military, security and nuclear energy fields and welcomed the ongoing cooperation in these areas. Modi also thanked Russia for playing a major role in helping India get a permanent membership in the Shanghai Cooperation Organisation (SCO). India and Pakistan were admitted last year into the organisation. “We are working together on International North-South Transport Corridor (INSTC) and BRICS,” Modi said. He also congratulated Putin for becoming the President for the fourth time with overwhelming majority.Welcoming Prime Minister Modi to Sochi, Putin said his visit would give a fresh impetus to bilateral ties. “We are delighted to see you, Mr Prime Minister, and consider you personally as a big friend of our country. We are very glad to be able to have this meeting,” Putin told Modi. He said Russia and India maintain a high strategic level of partnership, with close cooperation between the two countries’ defense ministries.”Our defense ministries maintain very close contacts and cooperation. It speaks about a very high strategic level of our partnership,” Putin said. He also hailed joint activities of the two countries in the area of foreign politics, in particular within the United Nations, BRICS and the SCO. “There is no need to explain Russian-Indian relations, since we all know that they have deep roots. However, we have been able to create additional momentum recently. Last year, our trade saw a significant increase, adding another 17 per cent since the beginning of this year,” he said.Russia’s official Tass news agency quoted Foreign Minister Sergei Lavrov as saying that the talks were “very intense.” “I am confident that the ongoing informal contacts between the leaders of Russia and India will be useful and will help define the further guidelines for our development and strategic partnership,” Lavrov said. “We discussed the whole spectrum of our particularly privileged strategic partnership,” the minister said. The summit took place amidst the possible impact of the US sanctions against Russia under the Countering America’s Adversaries Through Sanctions Act (CAATSA) on Indo-Russia defence cooperation. The CAATSA is a United States federal law that imposed sanctions on Iran, North Korea, and Russia. It includes sanctions against countries that engage in significant transactions with Russia’s defence and intelligence sectors.India could face US sanctions for purchasing high value military defence items, in particular state-of-the-art S-400 Triumf missile defence system, from Russia under the act.

Karnataka govt formation: Kumaraswamy meets Sonia, Rahul; JD(S) unwilling to accommodate two deputy CMs

Chief minister-designate H D Kumaraswamy of the JD(S) on Monday promised a stable government in Karnataka and a “long-term relationship” with the Congress, as he invited top Congress leaders Sonia Gandhi and Rahul Gandhi to his swearing-in in Bengaluru on May 23.According to highly-placed sources, the Congress-JD(S) combine will have a coordination committee to ensure smooth functioning of the coalition government in Karnataka, and the Assembly Speaker will be from the Congress. The coordination committee will have five-six members. The top leadership of the two parties decided to make a new beginning leaving behind the past, when they had come together and fallen apart, and vowed to have “a long-term relationship”.The sources said the Congress leadership would take a call on who would be its deputy chief minister on Tuesday, when the leaders of the two parties would meet in Bangaluru to work out modalities of power sharing in the southern state. The sources add that only a few ministers were likely to take oath initially on May 23 along with the chief minister and other modalities would be worked out in the coming days. However, the nominations for the Speaker’s post would be filed the same day and the Congress has staked its claim to the post, it being the larger party. Also readFrom haleem to spa appointments: How the Congress and JD(S) spent time in Hyderabad while awaiting Karnataka verdictKumaraswamy was in the national capital today to express his gratitude to UPA chairperson Sonia Gandhi and Congress chief Rahul Gandhi for supporting the formation of a JD(S)-led government in Karnataka. He also invited Sonia Gandhi and Rahul Gandhi for his swearing-in. According to the sources, Congress has mooted two deputy chief ministers for the numerically strong party in order to strike a balance with the JD(S) but the regional party is believed to be not in favour of this proposal. KPCC chief G Parameshwara is among the frontrunners for the deputy chief minister’s post.Kumaraswamy, who will be sworn in as chief minister on Wednesday for the second time in 12 years, flew into the capital this afternoon and began his engagements with a meeting with pre-poll ally BSP chief Mayawati. BSP bagged one seat. During his 20-minute meeting with Sonia Gandhi and Rahul Gandhi, Kumaraswa my is understood to have discussed the nitty-gritty of Cabinet formation and the number of ministerial berths the Congress and the JD(S) would get. The meeting took place at Rahul Gandhi’s Tughlak Lane residence. Also readKarnataka setback gives BJP time to reboot strategy-before it’s too lateThe sources said during the meeting Kumaraswamy promised to provide good governance in Karnataka and said he would seeking Rahul Gandhi’s advice on all important issues. The Congress chief also extended his full support to the JD(S) chief for the “long-term relationship”. “There is no bargain. We will cordially work out things. We must work together. I am here to take their (Congress leaders) advice,” said Kumaraswamy when asked by newsmen ahead of the meeting how the Congress and the JD(S) will address the issue of ministry formation.”We are going to give a stable government. All these issues are not yet discussed. We have not discussed any future course of action.” After the meeting, Kumaraswamy told reporters he had invited both Sonia Gandhi and Rahul Gandhi for the swearing-in ceremony in Bengaluru and they have agreed to come. K C Venugopal, AICC in-charge of Karnataka, was also present at the meeting. Kumaraswamy is expected to take the floor test within 24 hours after being sworn in. Both Congress and JD(S) MLAs will remain confined to their hotels till the floor test, according to reports from Bengaluru.Kumaraswamy was invited by Governor Vajubhai Vala to take the reins of power after the three-day BJP government collapsed last Saturday with B S Yeddyurappa, unable to muster the required number for a majority, stepped down as the chief minister without facing the floor test in the state assembly. The May 12 Karnataka assembly polls threw up a hung verdict with the BJP emerging as the single largest party with 104 seats. The Congress was next with 78 and the JD(S) followed with 37. The BSP has one MLA and two seats went to Independents.Meanwhile, in a development that could leave the Congress red-faced in Karnataka, its MLA Shivaram Hebbar dismissed as “fake” an audio clip released by the party to allege that the BJP offered money and ministerial berth to him for cross-voting during the floor test in the Assembly. The Congress had released three audio tapes in the run-up to the floor test, claiming that the BJP leaders were trying to “poach” the party MLAs by offering ‘blandishments’ so that the Yeddyurappa government was saved.”This is not my wife’s voice and she has not received any such calls. The audio tape is fake. I condemn it,” Hebbar wrote in a Facebook post. BJP president Amit Shah said the new government would be a “betrayal” of people’s mandate and questioned its fate, saying it was already “destabilised” with the two parties forced to keep their MLAs in hotels “undemocratically”. Describing the Congress-JD(S) alliance as “unholy”, he said the H D Deve Gowda’s party fought the election on an anti-Congress plank and benefitted from people’s mood against the incumbent party in the state.

Shahi Imam title given by Shahjahan: Jama Masjid Imam Bukhari tells HC over his son becoming successor

Defending his decision to anoint his son as his successor, Shahi Imam of Jama Masjid Maulana Syed Ahmed Bukhari has claimed before the Delhi High Court that it was an inherited title bestowed on the first Imam by Mughal emperor Shahjahan and it was a custom which was not in conflict with law for centuries.Bukhari claimed that the emperor had said that the Imamat of the Jama Masjid will continue in the family of the first Imam only.”As Shahi Imam is a title which was given to the first Imam of Jama Masjid (Hazrat Syed Abdul Ghafoor Shah Bukhari, Shahi Imam) by the emperor Shahjahan and he also stated that the Imamat of the said Jama Masjid will continue in his family only.”As this is a custom and tradition and not in conflict with any law from centuries, so no one should be restrained from using the title/honor of Shahi Imam for the Imam of Jama Masjid,” he said in an affidavit filed before a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar. The court was hearing three PILs challenging the Shahi Imam’s decision to appoint his son as the Naib Imam, which would make him his successor.Bukhari, who is the 13th Imam in the line of descent, was responding to the PILs filed by Suhail Ahmed Khan, Ajay Gautam and advocate V K Anand in which they had said Jama Masjid was a property of Delhi Wakf Board and Bukhari as its employee cannot appoint his son as Naib Imam (deputy Imam). However, Bukhari claimed that “Jama Masjid is not a property of Waqf Board, it is a waqf property whose ownership vests in Allah,” and added that neither he nor his predecessor Shahi Imams were employees of Delhi Waqf Board. He claimed that the petitions were motivated not by public interest but by personal dislike and vendetta and they contained false and baseless allegations. He said Imamat is an inherited title and the eldest son of the Imam succeeds his father. The high court had earlier in November 2014 said the ceremony (dastarbandi) to anoint Shahi Imam Maulana Syed Ahmed Bukhari’s son as the Naib Imam of Jama Masjid would not amount to an appointment .The court had made the observation after taking into account the contentions of the Centre, Delhi Wakf Board and petitioners, who have challenged the ceremony, adding that in such a situation there is no need to stay the function. The court had also did not restrain Bukhari from holding the ceremony at Jama Masjid, as sought by the petitioners, saying he and his family have been using the same as their residence for the last several years. It had sought response of the Archaeological Survey of India, Delhi government, DDA, MCD, city police, Wakf Board, CBI as well as Bukhari on the pleas.Earlier, the Centre had said that the Mughal-era mosque Jama Masjid is a Wakf property and it has to decide how the rule of primogeniture applies on anointment of new Shahi Imam, which has come under challenge.ASI had also requested the court to declare the city’s Jama Masjid as an ancient monument because of its national importance while contending that it needs to be protected. The PILs had asked the court to declare as invalid the appointment of Bukhari as the Shahi Imam of Jama Masjid and had also sought directions for Delhi Wakf Board to take over the affairs of Jama Masjid and appoint a new Shahi Imam.
