As both the Houses of Parliament continued to face logjam for the seventh consecutive day, the government and Opposition blamed each other for the stalemate situation on Tuesday.Blaming the Congress for the impasse, BJP dubbed the party as ‘anti-democratic’ and said that it still holds the same contempt for democracy as it had during the Emergency.Parliamentary Affairs Minister Ananth Kumar said the government has been talking to different parties to break the deadlock in Parliament, but the Congress is playing the spoilsport.Despite appeals by Chairman M Venkaiah Naidu, the Upper House got adjourned soon after meeting at 11 am as members of various parties including AIADMK, TMC, Congress, TDP and YSR stormed into the Well. Naidu said that the government has agreed to hold discussions on all the pressing issues, including banking fraud, but the Trinamool Congress (TMC) and other parties demanded for a debate under rules that allow voting.Naidu said the issues have been permitted under Rule 176 that provides for a member to give notice of a Short Duration Discussion for raising a matter of urgent public importance. Opposition, however, said that they would settle for no rule other than 168/169 that requires voting on a resolution.TMC’s Sukhendu Sekhar Roy said his party has given a notice for discussion on PNB fraud under Rule 168. “If my motion is not accepted, principle of natural justice will be denied,” he said.Agreeing with Roy, Naidu said that a discussion can only be allowed under Rule 176 which was opposed by the Congress and TMC. In addition, MPs from Tamil Nadu and Andhra Pradesh joined them in the Well which prompted Naidu to adjourn the proceedings till 2 pm.In Rajya SabhaThe Congress and TMC push for a debate that requires voting for a resolution on bank fraud. Chairman allows the topic to be discussed for short duration, leading to adjournment.
