The company from which the Boisar MIDC fire had allegedly erupted, was not inspected in the past three years since its inception in the year 2014, a report submitted by an investigating officer of Directorate of Industrial Safety and Health (DISH) has claimed. Moreover, the report states that Novaphene Specialities Private Limited had not appointed a chemical engineer to supervise the chemical reactions.A major fire had erupted on Thursday night in Boisar MIDC, which killed three workers from the Arti Drugs Industrial Unit. The fire, which allegedly erupted from Novaphene Specialities Pvt Ltd, spread to five other pharmaceutical companies in the E-Plot.The inspection report submitted by SG Dhawad, joint director of DISH (Vasai) to the director Sudhakar Rathod, states that the fire erupted from Novaphene Specialities Pvt Ltd., during the chemical process in the reactor.The report further stated that the untrained worker increased the supply of reactor’s steam after which the raw materials crossed the boiling point. The worker then contacted the supervisor for his advice, to which, the supervisor asked the workers to vacate the plant and run for life. After some time, the glass column of the reactor broke and the inflammable steam caught fire and spread to Arti Industries, which led to the collapse of the shade leading to the death of three workers.Novaphene Specialities Pvt Ltd was set up in 2014. The company was inspected in 2015 after which no inspection was carried out till 2018. Rajesh Kumar, principal secretary (labour) Industry, Energy and Labour Department, Mantralaya, said, “The factory which was gutted in the fire was not inspected nor audited. The advisory to inspect the industries is issued online and officials can only inspect such industries. The detailed report has been submitted to the government in this regard.”Rathod said, “We have found several lacunae in the inspection which states that no qualified operator was appointed, automatic steam valve was not present in the reactor, supervisor having knowledge of engineering was not appointed and permission was not taken from DISH to manufacture intermediate drug inside the factory.” “A notice has been sent to the management of the company to have their say and action will be taken under the Factories Act,” said Rathod.Prakash Birajdar, police inspector, Boisar Police Station, said, “We have received the report from DISH. We are in the process of filing an FIR in the case.” Attempts to reach Dinesh Shah, director of Novophene Specialities turned futile.CASE STUDYA major fire had erupted on Thursday night in Boisar MIDC, killing three workers from the Arti Drugs Industrial Unit.
