Lashing out at the erstwhile Congress-NCP state government, Chief Minister Devendra Fadnavis claimed there were large-scale violations in Kamala Mills with the entire land being virtually gifted to the mill owner without BMC or MHADA getting their share.Fadnavis added that a three-member committee under a retired High Court judge, an architect and a retired secretary of the urban development department or a town planner would probe the December 2017 Kamala Mills fire and the violations.He was replying to a calling attention motion by Atul Bhatkhalkar (BJP) in the state legislative assembly on Tuesday on the fire that gutted MoJo and 1Above pubs and caused 14 deaths. Bhatkhalkar alleged that there were massive FSI violations on the redeveloped mill lands and additional FSI had been taken under the IT policy but was misused for other purposes.”As per the 1999 policy, when a mill was to be shut down, the land was to be divided between MHADA, the BMC and the mill owner with each getting 30%. You will be surprised that in 2001, the (development control) rule was changed to apply this to only the vacant land… try to understand the extent of this scam. The total construction that could be undertaken in the Kamala Mill was 50,000 sq mtr. Due to the government’s decision, the existing construction was 51,000 sq mtr. Not even an inch of land came to MHADA or the BMC. The entire Kamala Mill was handed over to the owner by their government,” said Fadnavis.He added that however the BJP- Shiv Sena government had changed the land-sharing formula back to one based on the total land instead of the vacant land.In 2007, the Kamala Mills was given 95,000 sq mtr FSI under the I.T policy, he added, questioning how much of this space was given to the civic body or MHADA. “What happened at Kamala Mills was their (Congress and NCP) sin,” said Fadnavis.
