Attention Delhi-NCR! IMD issues fresh thunderstorm alert

After a massive dust storm hit Delhi-NCR early Wednesday morning, the India Meteorological Department (IMD) has issued a thunderstorm alert.It also stated that areas of Jind, Rohtak, Panipat, Alwar, Bagpat, Meerut and Aligarh may witness light rain with thunderstorm.Strong winds, accompanied by dust, lashed the city while bringing a sudden decline in the temperature.The fresh storm thunderstorm warning comes after the national capital witnessed light drizzle in early morning hours today.Strong winds, accompanied by dust, lashed the city while bringing a sudden decline in the temperature. Earlier, dust storms and thunderstorms wreaked havoc in Uttar Pradesh, West Bengal, Andhra Pradesh and the national capital, killing at least 41 people and leaving behind a trail of destruction.Uttar Pradesh bore the brunt of a thunderstorm and hail that left at least 18 people dead, while 12 people including four children were killed in West Bengal, nine in Andhra Pradesh, and two in Delhi, officials said.At several places in north India including Delhi, high-velocity winds uprooted trees and affected road, rail and air services.According to the India Meteorological Department, thunderstorms also occurred at isolated places in Himachal Pradesh, Uttarakhand, Punjab, Haryana, Chandigarh, Madhya Pradesh, Jharkhand, Assam, Meghalaya, Maharashtra, Karnataka, Kerala and Tamil Nadu on May 13.In a tweet, Prime Minister Narendra Modi said: “Saddened by the loss of lives due to storms in some parts of the country. Condolences to the bereaved families. I pray for the speedy recovery of those injured.” Condoling the deaths, Congress President Rahul Gandhi in a tweet asked party workers to provide all assistance to the bereaved families.The devastation comes over 10 days after storms hit UP, Rajasthan, Telangana, Uttarakhand and Punjab, killing 134 people and injuring over 400. UP was the worst affected, accounting for 80 deaths, most of them in Agra district in the western part of the state.Subsequently on May 9, several parts of Uttar Pradesh were struck by a severe storm that left 18 dead and 27 others injured.At least 18 people were killed and 28 injured in hail and thunderstorm that pummelled parts of Uttar Pradesh, officials said.Five people were killed in Kasganj, three in Bulandshahr and two each in Ghaziabad and Saharanpur. One person each died in Etawah, Aligarh, Kannauj, Hapur, Noida and Sambhal, Principal Secretary (Information) Awanish Awasthi said.A squall and dust storm with a wind speed of up to 109 kmph battered Delhi and neighbouring areas, killing two persons and injuring 18 others, and throwing flight, rail and metro operations out of gear.In West Bengal, at least 12 people, including four children, were killed and over 15 injured in lightning strike amid heavy rain, an official of the state disaster management department said.Five deaths were reported from Howrah district, while two deaths each from West Midnapore, North 24-Parganas and Nadia districts and one from Murshidabad district.In Andhra Pradesh, nine persons were killed in lightning strikes.

Governor cannot take sides, says Congress as party alleges poaching efforts by BJP

A newly-elected Karnataka Congress MLA on Wednesday claimed that he received calls from BJP leaders with an offer of a ministry in return for supporting B S Yeddyurappa as the Chief Minister. After the BJP failed to get a clear majority in the Karnataka assembly polls, the Congress backed third-placed rival JD(S) for a post-poll alliance to keep the saffron party out of power. Both the sides have staked claim to form the government and all eyes are now on Governor Vajubhai Vala who will have to decide whether to invite BJP to form the government or go with the JD(S)-Congress combine.Both JD(S) state Chief H D Kumaraswamy and BJP’s chief ministerial candidate B S Yeddyurappa yesterday met the Governor to stake claim to form the government. Senior Congress leader Ghulam Nabi Azad said the JD(S)-Congress combine has the required number. “Governor cannot take sides,” Azad said. “The single largest party does not have the numbers. BJP has 104, we (Congress & JDS) have 117. Governor cannot take sides. Can a person who is there to save constitution, destroy it too? The Governor has to cut all its previous associations, be it BJP or RSS.” Congress has alleged that BJP is trying to poach its MLAs with a legislator claiming that he got a call from leaders of the saffron party with an offer to be made a minister. “I got a call from the BJP leaders. They said come to us & we’ll give a ministry to you. We’ll make you a minister. But, I’m going to stay here. HD Kumaraswamy is our Chief Minister,” Amaregouda Linganagouda Patil Bayyapur, who defeated his BJP rival by over 18,000 votes in Karnataka assembly election results of which were declared on Tuesday, said.Ramalinga Reddy, Home Minister in outgoing Siddaramaiah government, said BJP is trying hard to get the Congress MLAs to support Yeddyurappa.”We believe in all our MLAs. BJP is trying hard to get them. They don’t believe in democracy, BJP just wants power. All the people are happy, nobody is unhappy here,” Reddy said. Siddaramaiah, who resigned as Karnataka Chief Minister on Tuesday, said all of the Congress MLAs are with the party.”All the Congress MLAs are intact. Nobody is missing. We are confident of forming the government,” Siddaramaiah said as he reached Karnataka Pradesh Congress Committee (KPCC) office for party legislative meeting. Party MLAs are expected to elect KPCC chief G Parmeswara as Congress legislature party leader.Congress strategist DK Shivakumar, who reportedly wants to become the Deputy Chief Minister in a government led by Kumaraswamy, alleged that the BJP is trying to poach Congress MLAs but the party has a plan in place to prevent defection.”Yes, definitely there is a plan. We have to safeguard our MLAs, We will let you know what is the plan,” Shivakumar said after being asked if Congress MLAs in Karnataka will be shifted somewhere else.”They (BJP) are poaching our MLAs, we know that. Everyday there is a lot of pressure. But it not so easy because two parties have the necessary number. People are watching this,” he said. JD(S) has also claimed that its MLAs have been approached by the BJP. In the results declared yesterday, the BJP has won 104 seats while the Congress has 78 MLAs. The JD(S) secured 37 seats while the Bahujan Samaj Party (BSP) and Karnataka Pragnyavantha Janatha Party got one seat each. One seat went to an independent candidate. A party has to secure minimum 112 seats for a simple majority in the Assembly. Elections were held for 222 of 224 seats on May 12 as polling for the remaining two will be held later.The BJP, this morning again exuded confidence in forming the government.

West Bengal panchayat polls: Re-polling underway in 568 booths

As violence were reported in a number of places during panchayat polls in West Bengal, which was held on May 14, re-polling is being held on Wednesday in 568 panchayat election booths spread across 19 districts of the state.Voting, which began at 7 am, will end at 5 pm.The booths, where re-polling is taking place, include 63 in Murshidabad, 52 in Coochbehar, 28 in West Midnapore and 10 in Hooghly among others.The State Election Commission had ordered the re-poll, following complaints of violence during the polls on Monday.The poll panel has asked the state government and the police to make elaborate security arrangements so that polling can be held in a free and fair manner.The counting of votes will be held on May 17.The panchayat elections in West Bengal saw huge-scale clashes on Monday between the Bharatiya Janata Party (BJP) and the Trinamool Congress (TMC) workers, resulting in the death of at least 12 people.The Congress, Communist Party of India (Marxist), Revolutionary Socialist Party (RSP) and other parties of the Left Front also staged a protest outside State Election Commission in Kolkata against the incidents of violence.Taking note of the incident, the Ministry of Home Affairs also sought a report from the state government regarding incidents of violence during Panchayat Election in the state.The voting took place for 621 zilla parishads, over six thousand panchayat samitis, and nearly 31 thousand gram panchayats.

Bombay High Court allows Khoja Shia Muslims to pray at Silvassa burial ground during Ramzaan

The Bombay High Court recently directed authorities to open a burial ground in Silvassa, which was acquired and sealed for the construction of the proposed Ring Road. The direction aims at allowing the followers of the Khoja Shia Muslim Sect to offer prayers during Ramzaan there.The HC observed that: “Though infrastructure projects are essential, public interest has to be tempered by taking into account human sentiments involved while executing them.”The direction was given during the hearing of a petition filed by Khoja Shia Insha Ahri Jammat of Dadra and Nagar Haveli, challenging the decision of sealing the burial ground. It stated that sealing the place will hurt the sentiments of those who visit the site during the holy month of Ramzaan to offer prayers.A division bench of Justice MS Sanklecha and Justice SS Shinde, said, “One cannot ignore the fact that the said land is of religious significance to the members of the petitioning society. Till the fate of the previous petition is decided in June, the authorities are directed to allow the community to offer their prayers for their departed loved ones.”The HC further said: “Considering that the land was awarded back in 2014, and that the possession continues to be with the petitioners, and that possession has not been taken for the other properties acquired for the construction of Ring Road, too, intervention at this stage is called for.”It also directed the community to not allow any fresh burial and consider shifting the burial place to a new plot of land.

West Bengal panchayat polls: Repoll in 573 booths today

A day after the three-tier panchayat elections in West Bengal, the State Election Commission (SEC) officials on Tuesday said there would be repolls in 573 booths across the state.The repoll would take place on Wednesday between 7 am and 5 pm amid tight security.The BDOs and SDOs of blocks where repoll will take place have been advised to make announcements on loudspeakers. SEC sources also informed that the final poll percentage on Monday was 82.13 per cent.In another development, Opposition parties are set to initiate legal steps against the SEC alleging that the death toll on the polling day had been at least 20.Calcutta High Court had ordered on May 10 that compensation to the families of the casualties of the election would be paid out of the salaries, retirement benefits and if need be properties of senior state government and SEC officers who had approved of the security arrangement. If those fall inadequate, then the state government would pay out of the state coffers.An application has been moved at the bench of Calcutta High Court Chief Justice Jyotirmay Bhattacharya by the CPM and Party of Democratic Socialism (PDS) to file a petition demanding compensation for the family of the deceased.BJP SLAMS TMCThe WB unit of the BJP slammed the TMC for “murdering democracy” in the state during panchayat polls that left at least 12 dead. It alleged collapse of law and order situation in the state.

The accused identified as Ranjan has been arrested by the police.According to the police, the girl was going to the washroom around noon when the accused man followed her and later forcefully held her hand. The woman in her complaint told the police that the accused first held her hand and then tried to pull her towards himself. She managed to free herself and reported the matter to the college principal who informed the police.Deputy Commissioner of Police (South-West) Milind Dumbre said that a case of molestation has been registered at the South Campus police station. Can’t ask developer to demolish building to suit buyers’ whims: MahaRERA

Reprimanding a home buyer, the appellate tribunal of Maharashtra Real Estate Regulatory Authority, said that a builder cannot be asked at the whims of the allottee to demolish a building to suit requirement of the allottee.While dealing with a case, the appellate tribunal said, “If there’s a minor variation in the size of the flat, a home buyer cannot ask the developer to demolish the building to suit his requirement.” When a home buyer appealed against an order of MahaRERA, the appellate tribunal discarded it.The appeal of the home buyer was that the flat he was promised and the flat allotted has a change in area. The appellate tribunal held that, “Minor variation in the size of flat should not be to the detriment of the builder. A builder cannot be asked at the whims of allottee to demolish building to suit requirement of allottees.”Deepa Avinash Mansabdar had appealed to the tribunal against an order, she had complained against Runwal Homes. She had challenged the original order dated September 18, 2017, passed by the chairperson and Member 1 of MahaRERA. The home buyer had booked the flat in October 2012, thereafter it was followed by allotment letter dated March 2013. She had even released 87 per cent of the cost of the flat by cheques and also released Rs 98,651 towards charges and society formation charges.AREA ALLOTTEDThe appeal of the home buyer was that the flat he was promised and the flat allotted has a change in area. When the home buyer appealed against a MahaRERA order, the appellate tribunal discarded it.

Demonetization effect: Incomes of female vendors plunged

A research has revealed that though 70 per cent female vendors did not see any change in demand for their products, their incomes were significantly affected nonetheless. The research was conducted at the Indian Academy for Self Employed Women (IASEW), a unit of SEWA.The study also reports that the women had to work at least an extra hour in order to sell their goods following demonetization. 68 per cent of respondents to the survey stated that their incomes had decreased since demonetization.It also found that only 50 per cent of respondents had Rs 500 and Rs 1000 notes with them when demonetization was enforced.The research by Gita Naila, Jayshree Panchal and Jashu Rathod was a result of individual interviews with 60 respondents from four slums of Ahmedabad, three months after demonetization was declared.”The women mostly earned in small currencies. Many, like vegetable vendors, had known their customers for a very long time and hence would give them vegetables on credit during the period if they had no change. This could be why many saw no substantial drop in demand but dip in income,” said Panchal.Around 65 per cent women reported a decrease in their family’s incomes too. 39 out of 60 respondents said their overall family income — combined income of son, husband and their own — was affected due to demonetization.Out of the female vendors who reported a drop in family income, 43.5 per cent admitted that their husbands were hit by recession that followed demonetization, while 38.4 per cent reported a drop in their own income.Nine out of 60 women reported loss of a family member’s job, meaning 15 per cent of the respondents bore the brunt of unemployment that stemmed from demonetization.The survey also found that male members of the respondent’s family, particularly working in the hotel industry or as casual labourers or were employed by small firms, were largely hit by unemployment at the time.Another interesting finding was that with demonetization, 53.3 per cent of the respondents found more people joining their ranks. Which means they found more number of workers taking up the same job as the surveyed women leading to increased competition.Hemantkumar Shah, a professor of economics at HK Arts College said women form a considerable share of the unorganised sector in the country. “The impact on this sector was through loss of jobs and loss of livelihood. Take the construction sector where many women work as labourers. The cops and the bank let her go home only after she showed marriage invitation cards and convinced both that the money was hers Two or three women converted their cash into gold by buying jewellery Some women took to buying their entire year’s grocery from big stores so as to use their old notes. GCCI polls: Four nominations on Day 1

Filing of nominations for the annual elections for Gujarat Chamber of Commerce and Industry (GCCI), Gujarat’s apex body for trade and commerce, began on Tuesday and will continue till May 26. A total of 32 forms were distributed on day one. Of these, four submitted their nomination papers.The heavy weights, who took nomination papers include Durgesh Buch and Jayendra Tanna, who are contending for the post of senior vice president. According to the Constitution of GCCI, the incumbent senior vice-president becomes the president for the next year. So Jaimin Vasa will become the president, but has to file nomination papers. Sources said that Hemant Shah and Bhargav Thakkar, who are contesting for the post of vice-president have also taken nomination papers. Elections will be held for the post of senior VP, VP and 23 seats of Executive Committee on June 16.Four candidates have already submitted their nomination papers. These include, Jayendra Tanna, incumbent vice president of GCCI; Jignesh Kariya, president of Porbandar Chamber of Commerce and Industry, Madanlal Jaiswal, a businessman based out of Ahmedabad and Pathik Patwari of Nexus Infratech Pvt Ltd, who is also the son of Shailesh Patwari, incumbent president of GCCI.Of the 32 nomination papers distributed on Tuesday, one is in the corporate category, six is in business association, three for Patron-Life Member category, 16 in general category and six for president/senior vice-president/ vice-president category.Others in fray include Bhupendra Patel, president of Gujarat Dyestuffs Manufacturers Association (GDMA), former EC member and Ahmedabad based realtor Vijay Shah.GCCI is the most important body for trade and industry in Gujarat. It is apex body of 203 business associations and local chamber of commerce and industry. 2 killed, 4 injured in road accidents in Amethi

Two people, including a minor, were killed and four seriously injured in separate accidents in Amethi when their motorbikes were hit by speeding vehicles, police said on Monday.Last evening, Himanshu (11) was killed and his parents, Girdhari Raidas and Rajkumari, sustained serious injuries when a tempo hit their motorbike near Raghu Purwa Chauraha, police said.The injured were rushed to a hospital.The tempo driver is absconding.In another tragedy, Ram Asare (50) was killed and Vishal (20), who was riding pillion, was grievously injured after a car hit them on Amethi-Durgapur road.The car driver fled after the accident, police said.

Bengal panchayat polls turn ugly as violent clashes claim 6 lives; Trinamool, BJP workers among dead

Massive violence was reported during the ongoing West Bengal Panchayat Elections on Monday. (LIVE UPDATES)As many as six people were killed and several injured during clashes in the state.Till mid-day, the death toll figure on poll day rose to six. While a CPM worker and his wife were burnt alive at their home at Kachharibari area in Kakdweep of North 24 Parganas, four other deaths were also reported from the state.At Amdanga in North 24 Parganas, one Taibur Gayen was killed after splinters of bombs hurled near the poll booth hit him.At Kultali in South 24 Parganas, Trinamool Congress worker Arif Ali Gaji was shot dead.At Shantipur in Nadia district, body of 27-year-old Sanjib Pramanik was found on National Highway number 34. Sources said that he was a TMC worker who had been part of a bike rally in the area. Area locals got hold of him and beat him up. Pramanik later succumbed to injuries.In Murshidabad’s Beldanga area, BJP worker Tapan Mondal who was on his way to cast his vote was initially stopped allegedly by TMC workers. When he refused to listen to them, crude bombs were thrown at him. He died on the spot.

Centre submits draft Cauvery management scheme in Supreme Court

The Centre on Monday submitted draft Cauvery management scheme in Supreme Court, a week after it was taken to task by the top court for not framing the scheme on river water sharing between four southern riparian states.The Supreme Court had warned the Centre on May 8 that it was in “sheer contempt” of its February 16 verdict by not framing the scheme to ensure smooth distribution of water between Karnataka, Tamil Nadu, Kerala and Puducherry.A bench, comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud, took on record the draft scheme submitted by the Union Water Resource secretary and said it would peruse it.”We need to examine whether the said scheme is in consonance with our judgment,” the bench said, adding that it would consider and approve the scheme on May 16.The apex court said that it will not go into “correctness of the scheme” and rather confine itself to whether the scheme was in consonance with its February 16 judgment. The apex court had in its February verdict asked the Centre to frame the Cauvery management scheme, which also included creating the Cauvery Management Board, within six weeks for the release of water from Karnataka to Tamil Nadu, Kerala and Puducherry with a caveat that the deadline cannot be extended.Earlier on May 8, it had directed the Secretary of the Union Water Resources Ministry to appear before it with the draft scheme.The harsh comments of the top court came after Attorney General K K Venugopal said the Union Cabinet has not been able to meet to approve the draft scheme as the leaders, including the Prime Minister, were busy in the ongoing poll campaign in Karnataka. He also said the Cauvery issue would be placed before the cabinet soon.”You (Centre) are in sheer contempt,” a bench headed by Chief Justice Dipak Misra said when the Tamil Nadu Government alleged that the non-framing of the policy was a blatant violation of the crucial judgement in the Cauvery case.”We do not want to come back to square one. Once the judgment has been delivered, it has to be implemented,” the bench, also comprising Justices A M Khanwilkar and D Y Chandrachud, said.(With PTI inputs)

FM Arun Jaitley undergoing kidney transplant surgery at AIIMS

Union Finance Minister Arun Jaitley is undergoing a kidney transplant operation at the All India Institute of Medical Sciences (AIIMS) today, sources at the hospital said.Jaitley, 65, was admitted to the hospital on Saturday and taken to the operation theatre at 8 am today, the sources said.The minister, suffering from a kidney ailment, has been undergoing dialysis for the last one month.According to sources, nephrologist Dr Sandeep Guleria from Apollo Hospital, also the brother of AIIMS Director Randeep Guleria, who is a family friend, is part of the team performing the transplant.The minister, who cancelled his scheduled visit to London for the 10th India-UK Economic and Financial Dialogue next week, had confirmed his illness in a tweet on April 6.”I am being treated for kidney related problems & certain infections that I have contracted,” he had tweeted.Jaitley did not elaborate but said he was “currently working from controlled environment at home”.”The future course of my treatment would be determined by the doctors treating me,” he had said.In September 2014, Jaitley underwent a bariatric surgery to treat weight gain because of a long-standing diabetic condition. The surgery was first performed at Max Hospital, but he had to be later shifted to AIIMS because of complications.Jaitley had a heart surgery several years ago.

Karnataka Polls: Mallikarjun Kharge says Dalit CM issue raked up to create differences in Congress, blames media

Senior Congress leader Mallikarjun Kharge on Monday blamed the media for raking up the issue Dalit Chief Minister in Karnataka where assembly poll results will be declared on Tuesday. His remarks came a day after Karnataka Chief Minister Siddaramaiah said that he was willing to sacrifice his post if the party decides to put a Dalit leader in his chair.”This issue has been created in media to create differences between us. We are clear that high command will decide on it. It’s just a matter of 12 hours,” Kharge said. Polling in the southern state was held on Saturday and the results will be declared on Tuesday. A 72.36 % voter turnout was recorded in the high-stakes election. Voting was held in 222 out of 224 seats in a three-cornered contest among the ruling Congress, the BJP and former prime minister H D Deve Gowda’s JD(S).Over 2,600 candidates are in the fray– more than 2400 men and over 200 women. There are a total of 5,06,90,538, voters of whom 2,56,75,579 male voters, 2,50,09,904 female and 5,055 transgender voters.Most exit polls for the Karnataka Assembly elections forecast a hung assembly but gave the saffron party an edge with a possibility of the JD(S) emerging as the kingmaker.Siddaramaiah has exuded confidence that the Congress would retain power with an absolute majority and ruled out any possibility of a tie-up with the JD(S). Speaking to reporters on Sunday in Chamundeshwari constituency, one of the two seats from where he contested along with Badami in north Karnataka, the Congress leader said, “It is fine if the party decides to have a Dalit chief minister.” His statement was seen as a step to work out a compromise with JD(S) if the exit polls, which have predicted a hung assembly, come true. If the Congress forms a government in the state and appoints a Dalit Chief Minister, party’s leader in the Lok Sabha Mallikarjun Kharge would be one of the top contenders for the post.

Indian Army tests US Army’s ‘Air Cavalry’ concept

The Indian Army has tested in the desert terrain of Rajasthan the military concept of ‘Air Cavalry’ that was used by the US Army to locate and assault enemy ground forces during the Vietnam War, an official said.To enhance its defence capabilities, the Army tested the concept under which weaponised helicopters carry out combined action against the enemy in coordination with tanks and mechanised ground forces.This being done by the Indian Army, with an eye on the future, which is focusing on strengthening its combative air assets by procuring attack helicopters.This is a new concept for the Indian Army and it is aimed at reshaping land battle by defeating the enemy by offensive punch from the air in coordination with tanks on the ground.In the recently held offensive exercise ‘Vijay Prahar’ in Mahajan firing ranges near Suratgarh, the concept of ‘Air Cavalry’ was tried by the South Western command, defence spokesperson Lt Col Manish Ojha told PTI.The concept was implemented after a detailed deliberation, sand-model discussions and war gaming.In normal battle scenario, attack helicopters are called in on requirement basis by forces moving on the ground to launch an attack where the ground forces are not able to neutralise the target due to any reason, including difficult terrain.Under the ‘Air Cavalry’ concept, attack helicopters are fully integrated with tanks and mechanised ground forces.A fleet of armed helicopters simultaneously flies in air and performs a number of tasks, including troop insertion in forward areas, on the spot aerial recce, launching attacks and it proves more powerful and a good speed in the action is achieved.This requires a very high degree of precision, coordination and continuous upgradation. It saves time and energy,” another senior officer of the SW command said.”The forces achieve more flexibility and fluidity in an operation and multitasking can be performed more quickly, swiftly and effectively and the ground commanders can act decisively, boldly and offensively, the officer said.Under this kind of arrangement, attack helicopters can engage targets in the shortest possible time and the mission can be accomplished in a very flexible and effective manner.This concept can be executed in different kind of terrains depending upon the feasibility.While the US used this concept in the jungles of Vietnam during the war from 1954-75, India tested it in scorching heat in desert terrain to sharpen its teeth.The Army is gradually inducting helicopters equipped with ultra-modern sensors and high-precision weapons and therefore a need was felt to use the Air Cavalry concept for increasing capabilities in monitoring and protecting both eastern and western borders of the country.The Indian Army is focusing on its own combative air assets so there was a requirement that a concept should be in place for the best utilisation of attack helicopters. The helicopters will be used as force multiplier and will increase the potency of ground forces to engage the targets, defence sources said.The Army’s combative air assets will be crucial in the land battles in desert along the western front as well as in the eastern front where the terrain is mountainous, the sources said.Hindustan Aeronautics Ltd is developing Light Combat Helicopter for the Army to meet its requirement for an attack helicopter which can operate at high altitude. The Army will also procure multi-role AH-64 ‘E’ Apache attack helicopter manufactured by American aviation giant Boeing.The Defence Ministry in August last year had approved the procurement of six most advanced Apache helicopters along with weapons systems at a cost of Rs 4,168 crore which will be the Army’s first fleet of attack choppers.Apaches have played a vital role in international conflicts, including in the Gulf, Kosovo, Afghanistan and Iraq.

This line will be instrumental in freight movement as well as goods from the northeastern state can now reach Kolkata in one third the time. Similarly, goods from Chittagong port will reach Agartala quicker. The number of Bangladeshi travellers to India increased from 7.5 lakh in 2015 to 9.33 lakh in 2016. In the first six months of 2017, seven lakh Bangladeshis visited India. ”

Updated: May 13, 2018, 07:28 PM IST<!–end of articllftpbx–>The new 12.3 km Akhaura rail line will reduce journey time between Agartala and Kolkata by 21 hours, by cutting through Bangladesh’s capital Dhaka instead of Guwahati.The travel time between Agartala and Kolkata will now be reduced to around 10 hours from current 31 hours as it will travel a mere 550 km instead of 1600. India and Bangladesh currently have four operational rail links between West Bengal and Western Bangladesh – Petrapole-Benapole, Gede-Darshana, Radhikapur-Biral and Singhabad-Rohanpur. Radhikapur-Biral and Singhabad-Rohanpur are also notified for use of Nepalese transit traffic. The present line will go to Akhaura which is linked to Dhaka Chittagong rail route.”Kolkata is a major destination for people in this area, but as of now there was no direct connectivity to the city. The line will help not only people from Agartala but also those from Mizoram which is 150 km away,” Chief engineer of the Rs 570 crore project M S Chauhan said. The line will be operational by 2020, he said. The trains on the line will undergo security check once at Nishchintpur on the Indian side and Gangasagar on the Bangladesh side, sources said.This line will be instrumental in freight movement as well as goods from the northeastern state can now reach Kolkata in one third the time. Updated: May 13, 2018, 07:13 PM IST<!–end of articllftpbx–> Former Union Finance Minister P Chidambaram hit back at Defence Minister Nirmala Sitharaman today with a tongue-in-cheek tweet, saying that there was a buzz she would be removed from the cabinet and appointed a lawyer of the Income Tax Department.Chidambaram’s dig on Twitter came soon after the Defence Minister wondered if the filing of charge sheets by the I-T department against his family members was the Congress party’s “Nawaz Sharif moment”. The Defence Minister was referring to the Pakistan Supreme Court’s decision disqualifying its former prime minister from holding office because of non-disclosure of assets and income earned abroad.The Congress leader reminded the ruling BJP of its failure to bring back black money from abroad and deposit Rs 15 lakh in every Indian’s bank account, as promised by it before the 2014 Lok Sabha election. The buzz in Delhi is that Ms Nirmala Sitharaman will be removed as Defence Minister and appointed as lawyer of the Income-tax department. Welcome to the bar, Ms Sitharaman, he tweeted. The president of the richest political party in India is dreaming of billions of dollars! Legendary Pak poet Faiz’s daughter Muneeza Hashmi prevented from speaking at function in New Delhi

Earlier, this week, Muneeza Hashmi, the daughter of legendary poet Faiz Ahmad Faiz wasn’t allowed to speak at a forum in New Delhi, where she was officially invited.According to a report in News 18, Hashmi was listed as a speaker at the 15th Asia Media Summit which was held in Delhi between May 10 and 12 but wasn’t allowed to take part. According to the report, when Hashmi reached the hotel she was told there was no booking in her name.She was later informed by the director of the Asia-Pacific Institute for Broadcasting Development that she wouldn’t’ be allowed to speak. PIB chief Sitanshu Kar said he wasn’t aware of any such incident while co-host and IIMC director KG Suresh said: “We have no role in this. Logistics was not being looked after by us.”Hashmi was to speak on May 10. This led Muneeza’s son Ali Hashmi to tweet tagging the PM’s Office and Sushma Swaraj and ask: “This is your Shining India? My 73- year-old mother, daughter of Faiz, denied permission to participate in the conference after being officially invited. Shame.” Senior advocate Prashant Bhushan wrote: “Shame on the Modi government for deporting Daughter of Faiz Ahmed Faiz from India and stopping her from participating in the Asia media summit in Delhi. Faiz was not only an outstanding Urdu poet but also a staunch opponent of the military rule in Pakistan.”Director Mahesh Bhatt wrote to Hashmi’s son: “Nikalna Khuld se Aadam ka sunte aaye thay lekin Bohat be- aabru ho kar teray kuche sey hum niklay – Ghalib Sorry Muneeza ji .This too shall pass. Let’s work together nevertheless to create a conflict- free world which the Mahatma laid down his life for Faiz lived for.”

A day after the Karnataka Assembly polls, Chief Minister Siddaramaiah on Sunday asserted that the Congress would retain power in the southern state and said this was his last election.” Speaking to reporters in Chamundeshwari constituency, one of the two seats from where he contested in the high-stakes polls, along with Badami in north Karnataka, the Congress leader said, “This will be my last election.” To a question on the possibility of a Dalit chief minister, he said, “It is fine if the party decides to have a Dalit chief minister.” Siddaramaiah exuded confidence that the Congress would get an absolute majority in Karnataka and ruled out any possibility of a tie-up with the JD(S), led by former prime minister H D Deve Gowda.Brushing aside the exit polls, most of which have predicted a fractured verdict with some pointing towards a possible defeat for the Congress, the chief minister tweeted, “Exit opinion polls are entertainment for the next 2 days. Relying on poll of polls is like a person who can’t swim crossing a river on foot relying on a statistician who told him the average depth of the river is 4 feet. Please note average of 6+4+2 is 4. At 6 feet you drown (sic).” “So, Dear party workers, supporters & well wishers, don’t worry about exit polls. Relax & enjoy your weekend. We are coming back (sic),” he said in another tweet.Polling in the southern state was held yesterday and the results will be declared on Tuesday.A 70-per cent voter turnout was recorded in the high-stakes election.

Dust storm, rain hit Delhi-NCR; flight operations put on hold at IGI Airport, metro services disrupted

Flight operations were put on hold at Delhi’s Indira Gandhi International (IGI) Airport after the sudden change in weather in the capital, bringing thunderstorm and rain, on Sunday evening. An Air Vistara flight from Srinagar was diverted to Amritsar following the weather change. At least 10 incoming flights were diverted towards other airports. Metro movement at the Noida Dwaraka line was also disrupted with services being hit for nearly 30 minutes. The movement was, however, soon resumed.The National Capital Region (NCR) witnessed a sudden change in the weather as thunderstorm and squall hit the sky in the evening. Dust and cloud suddenly turned the sky dark and rain, accompanied with strong wind, came soon after. The Indian Meteorological Department (IMD) had yesterday warned of thunderstorm and squall in parts of North India including Delhi. It was a sultry morning in the national capital with IMD predicting dust storm accompanied by squall towards the night.The minimum temperature recorded at 8.30 AM was 26.7 degrees Celsius, a notch above normal, a Meteorological Department official said.The maximum temperature was recorded at 42.2 degrees Celsius, three notches above the normal.Humidity oscillated between 65 and 33%.Yesterday, Delhi had recorded the season’s hottest day, with the maximum temperature settling at 42.8 degrees Celsius, three notches above the season’s average.(With PTI inputs)

Men too victims of domestic violence, over 800 complaints in last 4 months: MP Police

The incidents of women being victims of domestic violence may be prevalent on a large scale but the cases of men being at the receiving end of such domestic violence are also being reported, according to an analysis by the Madhya Pradesh Police.As per the figures, collected by the MP Police under a separate category of ‘wives beating husbands’ in the domestic violence segment, based on complaints received on its ‘Dial-100’ service, over 800 men faced domestic violence in the state in the last four months.The Dial-100 is an emergency service of the state police to help people in distress.However, the ‘cruelty by husbands’ towards their wives is still a reality with about 22,000 such complaints received in the state during the past four months, a sociologist said.”So far, we were counting all domestic violence cases under one head. So, the cases of violence by wives against their husbands were also counted as a part of it,” Hemant Sharma, the public relations officer of the Dial-100 service, told PTI.The police segregated the data and formed a new category out of it, of ‘wives beating husbands’, around four months back as till then, they did not have any concrete figures of such complaints, he said.”Since this category was formed in January this year, 802 men made calls in the last four months to the Dial-100 service seeking police’s help after facing the wrath of their wives,” he said.As per the data, 158 such cases were reported in January, 179 in February, 212 in March and 253 in April.The state’s commercial hub Indore reported the highest number of 72 such cases, while in the state capital Bhopal 52 men complained to the police against their wives.However, over 22,000 complaints under ‘husbands beating wives’ category were reported in the January-April period. Of these, 2,115 complaints were from Indore and 1,546 from Bhopal, according to the police figures.Arvind Chouhan, the professor of social science at the Barkatullah University here, said new trends come to light in the society with the passage of time.”Women are getting aware about gender equality and their legal rights because these issues are now being publicised widely through different media platforms.Therefore, the women are resisting domestic violence,” he said.India has mostly been a patriarchal society and it is unfortunate that women have been the victims of violence, he rued.

Black money probe against Chidambaram is ‘Nawaz Sharif moment’ for Congress: Nirmala Sitharaman

Union Defence Minister Nirmala Sitharaman launched a blazing attack against senior Congress leader P Chidambaram and said that the ongoing black money probe was the ‘Nawaz Sharif moment’ for the Opposition party.She accused the Congress of not taking any action against former finance minister for allegedly failing to disclose foreign assets.Addressing the media, Sitharaman said that the Congress president Rahul Gandhi, who himself is out on bail on a financial matter, should certainly comment and tell people of India if he is going to investigate on Chidambaram’s not having disclosed income held abroad.Calling it the “Nawaz Sharif moment” of the Congress Party, Sitharaman said that the alleged financial discrepancies can’t be overlooked by the party.”For some time now, we have been hearing through the media that a lot of action by the Income Tax (IT) authorities against the former Finance Minister, P. Chidambaram, and his family. We want to draw through the media, your attention and also the people of India’s attention, to the facts around it and put forth before you, if in India for the Congress party, this is the Nawaz Sharif moment. All of us are aware that in Pakistan due to a non-disclosure of assets held abroad, non-disclosure partly or fully of assets and income earned from abroad, the Pakistan Supreme Court had disqualified Nawaz Sharif and the parallels cannot be missed out in this case,” she told reporters here.Sitharaman further alleged Chidambaram of violating black money law, which was brought by Prime Minister Narendra Modi government as part of its drive against black money and to prosecute those Indians who have secretly stashed illicit wealth abroad.”I am starting by wondering if for the Congress party, in India, we are seeing a Nawaz Sharif moment, wherein a former minister, a senior one at that, who held very important portfolios such as Finance and Home is being investigated upon for not disclosing his foreing assets, partly or fully, held probably in one country or more than one country. Chidambaram didn’t disclose his investments to tax authority, violating Black Money Law, which was brought by the Narendra Modi government as part of its drive against black money and to prosecute those Indians who have secretly stashed illicit wealth abroad,” she added.She said the I-T department filed four charge sheets in a Chennai city court on May 11, 2018 against Chidambaram’s wife Nalini, son Karti and his wife Srinidhi under section 50 of the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015.”The present charge sheets are for not disclosing, either partly or fully, immovable assets like the one at Cambridge in the United Kingdom worth Rs. 5.37 crore, property worth Rs. 80 lakh in the same country and assets worth Rs. 3.28 crore in the United States. Apart from the property in Cambridge, Karti Chidambaram’s investment of Rs. 3.28 crore and Rs. 80 lakh in Nano Holdings LLC in USA and assets and accounts in Totus Tennis in UK also came under the charges framed by Income Tax under Black Money Act,” she said.Levelling allegations against Chidambaram’s family of holding illegal assets, Sitharaman said “Chidambaram family’s illegal assets in 14 countries and 21 foreign bank accounts are expected to be worth three billion dollars.”BJP president Amit Shah also raked up the issue and blasted the Congress on Twitter. ‘Under the Black Money Act, 4 chargesheets have been filed against P Chidambaram and his family for possessing and operating several illegal assets and accounts in foreign countries. IT estimates illegal assets held by UPA’s FM to be to the tune of 3 Bn dollars! (sic), Shah said on on microblogging site.’This explains why despite Supreme Court’s orders Sonia Gandhi, former PM Dr Manmohan Singh & then FM P Chidambaram dragged their feet on formation of SIT, one of the first decisions taken by Modi govt, to fight Black Money! How could they indict their own selves?,’ he added.Meanwhile, when asked to comment on the allegation, P. Chidambaram said, “You know I don’t react. The matter is in the High Court and will be decided there.”On May 11, the Income Tax Department filed prosecution complaints under the Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015 against Karti Chidambaram, his mother, Nalini Chidambaram and wife, Srinidhi Chidambaram.The prosecution case filed under section 50 of the Black Money Act at a Chennai court, alleged that the trio made investments in foreign assets which were not disclosed fully or partly in their returns.Further, the I-T Department had recently issued notices against Karti and his family members under Section 10(1) of the Black Money Act, which was challenged by him in the Madras High Court.The court had later dismissed his writ petition.(With inputs from ANI)

‘Ready to make way for Dalit CM,’ says Siddaramaiah ahead of Karnataka Assembly poll results

Even as he exuded confidence in securing absolute majority in the new Assembly, Karnataka Chief Minister Siddaramaiah on Sunday said he was ready to make way for a Dalit to take his place in the government if Congress leadership wished so. Siddaramaiah said he will welcome the Congress leadership’s decision to appoint a Dalit Chief Minister in Karnataka. The statement is seen as a step to work out a compromise with former Prime Minister HD Deve Gowda’s JD(S) if the exit polls, which have predicted a hung assembly, come true. Siddaramaiah, who was once in the JD(S), has repeatedly mocked the party as a B-team of the BJP. He was sacked by Deve Gowda in 2005 after which he had joined the Congress. While JD(S) had once formed a coalition government with the BJP in the past, this time Deve Gowda has said that such possibility does not arise. Karnataka Pradesh Congress Committee (KPCC) president G Parameshwara has also said that he would welcome the party’s decision on a Dalit CM. If the Congress forms government in the state and appoints a Dalit Chief Minister, party’s leader in the Lok Sabha Mallikarjun Kharge would be one of the top contenders for the post. Polling was held on Saturday in 222 constituencies following the countermanding of election for the Jayanagara seat due to the death of BJP candidate B N Vijaykumar, and deferment of voting for R R Nagar seat after a massive row erupted over a large number of voter ID cards being found in a Bengaluru apartment.Most exit polls for the Karnataka Assembly elections forecast a hung assembly but gave the saffron party an edge with a possibility of the JD(S) emerging as the kingmaker.Siddaramaiah today mocked the exit polls, calling them “entertainment for the next 2 days” as he asked party workers to “relax and enjoy your weekend.” “Exit opinion polls are entertainment for the next 2 days. At least two exit polls – Republic TV-Jan Ki Baat and ABP-C Voter – have predicted that the BJP will emerge as the single largest party by bagging 104 and 104-116 seats respectively in the 224-member House.The two news channels gave the incumbent Congress 78 and 83-94 seats and former prime minister H D Deve Gowda-led JD(S) 37 and 20-29 seats respectively. Any party or alliance will need the support of 112 MLAs to form the new government.India Today-Axis exit poll, however, put the Congress in a pole position and predicted its tally in the range of 106-118 seats while of the BJP between 79-92. It saw the JD(S) tally between 22-30 seats.The Poll of Exit Polls on NDTV forecast 97, 90 and 31 seats for the BJP, the Congress and the JD(S) respectively.The Congress had won 122 seats in the 2013 state Assembly polls following a split in the BJP, which was reduced to 40 seats while the JD(S) also got 40 seats.Both the BJP and the Congress ran a high-decibel campaign in the state with Prime Minister Narendra Modi leading the saffron charge with 21 rallies while Rahul Gandhi and Chief Minister Siddaramaiah led their bid to ensure that it defies anti-incumbency to retain power. Karnataka Polls: BJP’s Yeddyurappa confident of forming govt, Deve Gowda to wait for counting of results

Most of the Exit polls for Karnataka Assembly Elections 2018 have predicted hung assembly giving an edge to Bharatiya Janata Party. BJP’s Chief Ministerial candidate BS Yeddyurappa is sure of forming the government after the counting of votes. “He (PM Modi) is in touch with me and Amit Shah. Everybody is confident of winning with an absolute majority. We are 100% sure of forming the government on May 17,” ANI quoted BS Yeddyurappa as saying.Yeddyurappa claimed that ‘a strong wave in favour of BJP’ will help it cross majority mark. “BJP will win more than 125-130 seats, Congress will not be able to cross 70 seats and JD(S) will not cross 24-25 seats. There is a silent and strong wave in favour of BJP and public anger against Siddaramaiah and Congress,” said Yeddyurappa. The exit polls have put former Chief Minister and JD(S) Chief HD Deve Gowda in the position of kingmaker in an expected hung assembly. Deve Gowda has refused to make any statement on the changed reality in Karnataka. “I am not prepared to accept or reject anything, let’s wait for 15th May (counting of votes ), we will get to know the reality,” said HD Deve Gowda On Saturday, Karnataka recorded 70% voter turnout, at the end of a poll campaign which saw PM Narendra Modi address around 20 rallies and Congress president Rahul Gandhi more than 15. The former, looking for a gateway to southern India and an addition to its kitty of 20 states, and the latter striving to retain one of the only two big states it is in power, besides Punjab.The exit poll predictions have given the BJP an edge over the Congress.The highest number of seats predicted for the saffron outfit stood at 120, while those who believe the party wouldn’t make the cut gave it around 80 seats. Meanwhile, the Congress peaked at 108 seats, the minimum falling around 72-73 seats. Of the 224 constituencies across 30 districts, polling took place in 222 seats, with the BJP, Congress and JD(S) being the main contenders. Polls were postponed in the Jayanagar Assembly seat in Bengaluru after the death of the BJP candidate and sitting MLA BN Vijaykumar; voting in Rajarajeswari Nagar has been postponed after more than 9,000 ‘fake’ voter ID cards were seized from an apartment. With 76% turnout, Ramanagara and Chikkaballapura constituencies recorded the highest polling; Bengaluru Urban, stayed true to its reputation of staying home on voting day and recorded the lowest polling of 48%.

Exit polls predict lead for BJP in Karnataka: How ‘Brand Modi’ changed scenario in 10+2 days

A week is a long time in politics, they say, and Bharatiya Janata Party (BJP) seems to have proved this right in Karnataka. Battleground Karnataka–touted as the real test for the Congress and BJP before Lok Sabha Elections 2019–could force political parties to re-think their political strategy. If exit polls are to be believed, Karnataka is headed for a cliffhanger. Exit polls have predicted mixed results, with the odd swinging in BJP’s favour. Just a couple of weeks back, experts were painting a rosy picture for the Congress and going by Rahul Gandhi’s demeanour and statement–I am ready to be Prime Minister if Congress came out on top in 2019–winds were sailing in their favour. But after ten days of campaigning and two days Nepal visit (Congress leaders term it extended campaigning for Karnataka polls), exit polls have given an advantage to Narendra Modi led BJP. Surely, BJP did something subtle and great that Congress and others failed to decipher and possibly failed to devise a counter strategy. Prime Minister Narendra Modi appears to have changed the outcome of Karnataka polls 2018 in 10 days of campaigning in Karnataka. He pulled out all stops to wrest power from the Congress in the State.Initially, PM Modi was supposed to address only 15 rallies/ public meetings in Karnataka but he went on to increase this number to around 20. This sure was a signal to Congress that BJP smells a victory and they will leave no stone unturned. PM Modi raised the issue of farmers’ distress, development, employment and appeasement of a section of the society. Congress accused him of making personal attacks against Sonia Gandhi and Rahul Gandhi. But going by the crowd that Modi’s rallies attracted, Congress should have shown more aggression and involved other national leaders of the party to challenge BJP’s narrative. This is not to suggest that Congress President Rahul Gandhi failed to connect with the people, but it appears that Congress failed to rise to the changed reality. BJP President Amit Shah and PM Modi kept on scoring runs in T10 of the political match, and Congress appeared to bask in the glory that they have scored enough runs to win Karnataka Assembly Elections 2018. As it happens in most of the cricket matches, runs scored during slog overs ultimately decide the winner. Amit Shah kept the cadre motivated and remained connected with them all the time, Prime Minister came took the center stage on May 1 with his ‘campaign-blitzkrieg’, and appears to have snatched the advantage the Congress had achieved. Congress had gained a lot of ground with strong social media strategy and Rahul’s campaigning in the state. As Congress leader Ashok Gehlot alleged on Saturday, ‘Modi’s visits in Nepal were aimed at voters in Karnataka,’ this again appears to be a piece of well-crafted election campaigning. While the timings of PM Modi’s Nepal visit could be debated by some political parties, the fact remains that there is not much the opposition leaders can do about it. PM Narendra Modi on Friday offered prayers at Janki Temple in Nepal. Images of PM Modi offering prayers at Muktinath Temple on Saturday were beamed to the television sets of voters of Karnataka on the polling day. Some experts believe this strengthens BJP’s Hindutva image and going by some polls, there were many in Karnataka who had not made up their mind on the political party till the last day of the voting. Every election is different and demands a different strategy. And you can’t rest on your laurels till the last voter has cast his vote.

The accused have been identified as Keshav Sakharam Utekar, 64, and his wife Sunita. Utekar retired in June 2011.An ACB officer said they had received a complaint that Utekar has disproportionate assets, following which his house was raided by the bureau. He said the assets recovered during the raid is 41 per cent higher than the income of the retired civic official. “We had received a complaint that Utekar is possessing undeclared assets. Following this, we inquired about it and raided his premises. We have found movable assets during the raid. Subsequently, an FIR has been registered against him and his wife (for aiding him),” said an ACB officer.

Land rights: Dalits, tribals plan a massive movement

He said so far many Dalits have the land only on papers but are yet to get possession. "The movement for land rights was so far done in a scattered manner. We have brought all organisations under one umbrella and will carry out a massive rally on July 9 from Tapi in Surat. We will be giving the collectors of each district a list of the landless Dalits and tribals who as per the rule are entitled to land," said Rathod.”

The organisations have collected details of over 2.5 lakh landless Dalits and tribals, who are entitled to have one.We have carried out the land rights movement in 26 districts and 74 talukas and identified 70,000 new applicants who are yet to get land and over 1.82 lakh people whose application for land are pending, said Gova Rathod of Jameen Adhikar Zumbesh.He said hardly 10% of Dalits in the state would have land in their name. “Among the demands is also one where Dalit communities are seeking land for cremation. Dalits have a separate cremation ground in 90% of villages. But since this is not identified as a cremation ground, it often gets encroached and sometimes they are not allowed to cremate there. They are also not allowed to cremate the dead in the common cremation ground,” said Rathod.He said the movement will also ensure that Dalits who are not allowed to use the common cremation ground get one for their community.He said so far many Dalits have the land only on papers but are yet to get possession. “The movement for land rights was so far done in a scattered manner. Mumbai: After Asalpha village, Khar Danda to be beautified

After colouring the walls of Asalpha village for making it a tourist attraction, the members of Chal Rang De, a non-profit organisation, have now started a similar initiative in Khar Danda.More than 6,000 citizens have volunteered to participate in the initiative, which started on May 12. The beautification artwork is scheduled to finish in atleast a week. The members, along with the volunteers, will be painting the walls and roofs of the houses to change the way people look at the island city and its slums.”After beautifying Asalpha village, we received requests from all over the country and even from other countries. Few residents of Khar introduced us to this area. There are a lot of flights taking off from the city. By beautifying it, people can see different colours from the sky. This will highlight the beauty of our city. Mumbai is going to have a slum with sustainable roofing with a blanket of colours for the first time ever,” said Dedeepya Reddy, co-founder of Chal Rang De.Besides colouring the wall, which will represent the tradition and culture of the fishing community residing in the Khar Danda, they will also be installing sustainable roofing in more than 400 houses.Sumitro Sircar, a member of the organisation, said, “We will be changing how the slums look from the sky. Sustainable roofing, which is durable and reduces indoor temperatures by 3-4 degrees, will be installed in houses.”Terence Ferreira, another co-founder, said, “The main aim of our projects is to make sure the space resonates with its people through the art on the walls and their surroundings. Promoting cleanliness has become one of our priorities, too. We want to motivate the locals for keeping their surroundings as clean as possible. We will be installing colourful bins in and around the slum area in the hopes that they themselves will realize the importance of cleanliness.”

MahaRERA terms developer unethical with unscrupulous behaviour

MahaRERA termed a developer as unethical, his behaviour unscrupulous and his act bad in law, after he cancelled the booking of a homebuyer. According to the documents obtained by DNA, the developer had accepted the money from the homebuyer in the same month when he had cancelled the deal.Homebuyer Chauthiprasad then approached the MahaRERA to complain against the developer Nahalchand Laloochand Pvt Ltd. Gupta had booked an apartment in the developer’s project NL Aryavarta in Dahisar. Gupta asked the authority to withdraw the termination letter dated December 23, 2015 that was issued by the developer. He also had sought interest on the amount he had paid to the developer or remove the interest levied on him because of a delayed payment.Gupta had argued that he hod booked a 3 BHK flat in the year 2011 and paid more than 60 per cent of the total consideration amount. Thereafter, the project was stopped by the developer in the year 2014-2015. The project was later re-started with a new name and an enhanced area, thus increasing the cost of the flat. The developer then executed and registered the sale agreement dated February 5, 2015 with the homebuyer.The latter has already paid an amount of Rs 90,98,860, including stamp duty and registration charges till construction of the 15th slab of the building up to December 22, 2015. However, the developer terminated the agreement unilaterally, without giving any opportunity to the homebuyer.The developer disputed the claim of the complainants and stated that since the termination of the agreement was done prior to the commencement of the RERA Act, this authority has no jurisdiction to try and entertain this complainant. The authority held otherwise and said till the project is completed and as it is registered with MahaRERA, the authority had jurisdiction.The developer also stated that he had sent the termination notice to the homebuyer and had even published the notice in a newspaper. He said that the default of payment was the reason behind the termination. The builder further stated that after the cancellation of the agreement, he sold the flat to a third party and hence cannot allot the same to the complainant and requested for the dismissal of the complaint.The authority held that the essence of the termination as alleged by the respondent was due to the default in payment by Gupta. However, Gupta had submitted a payment chart to the authority, which clearly shows that the complainants have made last payment on December 22. The payment was even accepted by the developer. While on one hand the developer had accepted the payment, on the other he had issued the letter of cancellation in the same month.”This shows very clearly the unethical and unscrupulous behaviour of the promoter.” Moreover, the authority held that the termination notice was not duly served upon the complainants. The developer has not produced any cogent documentary proof on record of this authority showing that the complainants are habitual defaulters, therefore, the cancellation is bad in law.The authority also held that there was no evidence in term of creating third party rights.While disposing the complaint, Dr Vijay Satbir Singh held that, “In view of the facts of this case and above observations, this authority hereby holds that the registered agreement for sale executed between the complainants and the respondent is valid and subsisting and binding upon both the parties.”When contacted the developer’s office, this reporter was told that the legal department will get in touch and that the directors were not present for any comments.

Pickpocketers held by Delhi Police’s Metro unit

A group of pickpockets operating at Metro stations and other crowded spaces of the national Capital was arrested on Saturday by the Delhi Police’s Metro Unit. The arrested persons have been identified as Raju alias Sahil Choudhary, Rahul alias Joginder Pal and Ravi alias Manish. The trio was arrested for an offence they had committed in February 2018. The police had registered a case for the same at the Raja Garden Metro Police Station.According to the police, the incident occurred when the complainant was trying to board a train at the Karol Bagh Metro station in which a sum of Rs 45,000 was stolen from his pocket. The police began the investigation by analysing the CCTV footages and found that the complainant had been followed by three persons for some time before the incident.Once the suspects were identified, the police started gathering information about their previous criminal records and hideouts. All the information was accordingly handed over to the investigating officer of the case Dalbir Singh. Singh, in collaboration with a team of Delhi Police’s Special Staff, then apprehended the suspects.During interrogation, all the three suspects confessed to their involvement in the case and also revealed further information about their activities. It was found that they had been functioning as a group in different Metro stations, public buses and other crowded spaces in Delhi and generally targeted those with bulging pockets.The police said that all the arrested persons belonged to middle class families and were uneducated and jobless.

Ahmedabad: Jal Sanchay to continue for 3 years

Chief Minister Vijay Rupani announced on Saturday that the Sujalam Sufalam Jal Sanchay Abhiyan, the water conservation drive launched by the state government ahead of monsoon, would be continued for three more years.The CM made the announcement after performing the groundbreaking ceremony of the ‘Sardar Sarovar’ to be built in public private partnership mode in Jharakhia village of Amreli district.“Saurashtra has faced shortage of water for drinking and other purposes for long. The state government is working in a way that water shortage and droughts become a thing of the past,” Rupani said.He said that under the SAUNI scheme, 115 dams of Saurashtra would be connected with the Narmada lines. In the event of inadequate rainfall, the dams would be filled with Narmada water.The CM said that the state government would set up 10 desalination plants along the Saurashtra coast to convert sea water into potable water. He said that work on one such plant in Jodia taluka of Jamnagar would commence soon. The plant is being built at a cost of Rs800 crore.Rupani said that the state government would soon come out with a policy for recycling drainage water and to re-use lakhs of litres of water in industries, gardens, and for other purposes.He said that the month-long water conservation drive ,which kicked off on May 1, was getting tremendous response from citizens. He said that 13,000 water bodies would be de-silted under the drive which would lead to additional water storage capacity of 11,000 lakh sq feet. Seven farmers who planned to meet the CM over land encroachment by a corporate house and to talk about farmers’ issues, were detained by the police. Sagar Rabari of Khedut Samaj, Gujarat, said the seven farmers were detained before the event.

Notices to civic body, Delhi Waqf Board over illegal construction in mosque

The Delhi Minority Commission (DMC) issued notices to the Delhi Police, the south civic body and the Delhi Waqf Board in connection with illegal construction and presence of anti-social elements at two mosques in south-west Delhi’s Mehrauli area on Saturday.According to the commission, a centuries-old mosque in Masjid Makhdoom Shah Colony in Mehrauli has been usurped by some locals who sold it to a builder. It was then demolished by the builder and converted into a multi-storey building on its site. “The commission has received complaints from the locals saying that despite them informing the police and the Delhi Waqf Board about the ongoing construction work at the site, no action has been taken so far,” the DMC said in a statement.”This mosque, situated at Khasra 1151/3, belongs to the Delhi Waqf Board. The Delhi Minorities Commission has issued notices to the DCP South, Delhi Waqf Board and South Delhi Municipal Corporation (SDMC) to explain what steps have been taken to stop this illegal construction activity,” it said.In another case, the commission has issued suo motu notices regarding Gulshan Masjid in Mehrauli where anti-socials had stopped the offering of namaz for the past few days. “The commission has received a complaint that some anti-social elements operating in the locality had damaged prayer mats and attacked the imam a few days ago. Family assaulted at police station: Case against Station House Officer, 7 cops in Delhi

A case has been registered against the Station House Officer (SHO) of Rani Bagh police station and seven other police officers for allegedly thrashing a 50-year-old man and his two sons on May 6. The accused officials were earlier taken off duty. The SHO has now been suspended and sent to the district police lines and a departmental inquiry has been initiated against all the accused.The FIR was registered on the directions of Aslam Khan, the Deputy Commissioner of Police, North-West. The accused have been identified as ASI Ranvir, ASI Himmat, HC Raghubir, HC Anil, Ct. Amit, Ct. Saurabh, Ct. Mohan and Ct. Parveen.The incident occurred around 10:30 pm on May 6. The victim Surendra Aggarwal said that his guard informed him that their scooter which was parked outside their residence was taken away by some policemen. Later Aggarwal’s youngest son Gaurav went to the police station where the cops demanded Rs 200 for the release.”Gaurav told the police that the scooter was parked outside their house and it is unlawful to ask for money. After this, the police officials threatened him and demanded Rs 1,000 for the release. My son objected to this and the policemen thrashed him and broke his spectacles,” said Surendra in his complaint.When Gaurav didn’t return for some time his elder brother Tushar went to the police station. He, too, was thrashed and abused by the police officers. Later Aggarwal and his wife went to check on their sons and he was also beaten up while his wife was physically heckled, they alleged. The complainant alleged that their family was brutally assaulted by the accused police personnel.The police had received a complaint and were probing the case following which a case was registered on Friday against the accused police personnel.SWIFT ACTIONThe accused officials were earlier taken off duty. BJP councillors corner Mayor Ashok Lahoti over GBM

The anger of BJP councillors against the mayor Ashok Lahoti seem to have reached saturation point. What has triggered resentment is non-formation of Jaipur Municipal Corporation’s (JMC) functioning committees and failure to convene General Body Meeting (GBM). BJP councillors are now planning to hand over a memorandum to the mayor for calling the GBM. On the other hand, after the dispute with JMC commissioner Ravi Jain and resignation of some councillors, the mayor has gone on damage control mode. According to sources, the mayor held meetings with his trusted four councillors a couple of days ago in which he asked them to ensure unity among councillors so that they can open front against JMC commissioner.The GBM has not been held since last eight months though according to the set norms, under the provision of Rajasthan Municipality Act-2009 a GBM should be held every 60 days. The last meeting of the municipal general body was held on September 22. The mayor has been avoiding the meeting due to rising discontent among his own cadre over several issues. According to sources, BJP councillors had complained to the outgoing BJP state president Ashok Parnami and the state general secretary (organisation) Chandrashekhar about the same, however, no action has been taken. Because of the prevailing circumstance and growing discontentment, BJP councillors are afraid of a backlash from public that can possibly dent their prospects in the upcoming Assembly election.In the absence of the meeting, the councillors are unable to share their problems. Memo to mayorMemorandum will be handed over to the mayor with signature of BJP councillors. Moreover, the councillors are waiting for the party to appoint the new state president, so that they can stringently go about opposing the Mayor.

Faith, push to connectivity and development projects were the key takeaways from Prime Minister Narendra Modi’s two-day visit to Nepal putting relations with the neighbouring country back on track. Modi vowed India will stand with Nepal in the country’s development.The PM described his visit as historic and said India is ready to be the ‘Sherpa’ to help Nepal scale newer heights. “You have reached the base camp of the Mt Everest and the main climb is yet to be done. As the Sherpas help mountaineers to reach the top of the Everest, India is ready to help Nepal like a Sherpa to achieve development,” he said.The blockade in 2015 that crippled Nepal’s economy was a setback for India-Nepal relations as the common sentiment in the hill country was that Madhesi protests leaving supply trucks to Nepal stranded were fuelled by India.Increasing influence of China in Nepal has also been a matter of concern for New Delhi. The bus service from Janakpur in Nepal to Ayodhya in the state of Uttar Pradesh in India part is being seen as a big step forward towards faith diplomacy that will also usher in development in religious tourism for both countries.A joint statement issued by the two countries said that the two Prime Ministers agreed to maintain the momentum generated by the visit.They also agreed that effective implementation of the bilateral initiatives in agriculture, railway linkages and inland waterways development, as agreed upon by the two sides during the recent visit of Prime Minister Oli to India, would have transformational impact in these areas, the statement said.The need for regular convening of bilateral mechanisms, including Nepal-India Joint Commission at Foreign/External Affairs Ministers level, to review the overall state of bilateral relations, and for the expeditious implementation of the economic and development cooperation projects were also discussed.The two leaders also directed their officials to expand cooperation in civil aviation sector, including early technical discussion on additional air entry routes to Nepal by respective technical teams.They welcomed the outcome of the recently held Inter-Governmental Committee meeting on Trade, Transit and Cooperation to control unauthorized trade to jointly initiate a comprehensive review of the bilateral Treaty of Trade, and to consider amendments to the Treaty of Transit and related Agreements with a view to further facilitating Nepal’s access to the Indian market, enhancing overall bilateral trade, and facilitating Nepal’s transit trade, the statement said. The two Prime Ministers also agreed to enhance bilateral cooperation in power sector in line with the bilateral Power Trade Agreement.They also directed their officials to address outstanding matters by September 2018, with the objective of advancing cooperation in all areas.The two leaders underscored the importance of regional and sub-regional cooperation under BIMSTEC, SAARC, and BBIN frameworks for forging meaningful cooperation in identified sectors.(With PTI inputs)

Meant no disrespect: Cop who asked if he could beg

A cop who was suspended for disrespecting the khaki after he sought ‘permission’ to beg in uniform when he did not get his salary for two months said he had no intention to insult the force.Constable Dnyaneshwar Ahirrao, attached with Marol local arms unit of Mumbai police and posted at Matoshree, the residence of Shiv Sena president Uddhav Thackeray, said he only wanted his seniors to understand his problem.Ahirrao had on May 8 written a letter to Chief Minister Devendra Fadanavis, Governor Vidyasagar Rao and Commissioner of Police Datta Padsalgikar and Deputy Commissioner of Police Vasant Jadhav, asking their ‘permission’ to seek alms in uniform so he could run his household. He said he had not received his salary because he had taken leave from work to take care of his ailing wife .The irony worked — his salary was credited to his bank account — but it begot another irony. A departmental inquiry has been initiated against him for allegedly disrespecting the uniform.Ahirrao said his self-expression should not be seen as an affront to the force. Before writing the letter, he had called up Samadhan helpline for a resolution and also sought the bosses’ intervention. It was only when these avenues proved to be unhelpful that he wrote the letter, said a source close to him.Ahirrao claimed he had to go on emergency leave on March 23 after his wife fractured her leg, and had informed his unit in-charge. He rejoined duty on March 28.

Cow slaughter: Cops parade seven accused in Ahmedabad

As many as seven people, arrested in Vatva for slaughtering and smuggling of cows, were paraded on the street by the police from the Vatva police station to the place where they used to slaughter the cows. A complaint was lodged on May 10 at the Vatva police against the seven accused. They were accused of stealing cows from Vatva, slaughtering them and selling the meat to different slaughterhouses in the city. Acting on it, on Saturday afternoon, the police nabbed the accused identified as Ashif Shaikh (20), Mohammad Pathan (20), Ajmal Shaikh (20), Samir Pathan (20), Sharif Pathan (30), Salim Pathan (44) and Wasim Pathan (33) from Vatva area. It was revealed during the interrogation that the accused had stolen four cows from Vatva area and slaughtered them. Further investigation revealed that the accused would sell cow meat to slaughterhouses located in Bapunagar, Vatva and Ramol Canal area. BJ Sarvaiya, Inspector of Vatva police station, said: “We have seized a car and an auto rickshaw in which the accused used to smuggle the meat to the different slaughterhouses. Apart from that, meat of four cows were recovered from the accused.”

Gujarat government will stop selling kerosene through Public Distribution System by year-end

The Gujarat government will gradually stop selling kerosene at subsidised rates through the public distribution system (PDS) by the end of this year. In Gujarat, families with above the poverty line (APL) ration card receive kerosene from fair price shops, but now they will have to switch over to LPG or PNG for cooking. On May 10, the state government’s food, civil supplies and consumer affairs department issued a resolution accordingly.The government resolution (GR) mentioned that APL ration card holders residing in eight municipal corporations would have to get gas connection at their own expense by August 31, whereas those residing in other areas would have to get gas connection by November 30.Accordingly, as per the GR, APL ration card holders in the eight cities would not get kerosene at subsidised rates from fair price shops September 1, and those living elsewhere would not get kerosene (from fair price shops) from December 1.The GR also mentioned that the fuel controller officer in Ahmedabad and other district civil supplies officers will have to send notices to all the beneficiaries at their residential addresses by May end, informing about the decision. The officials will also have to instruct the beneficiaries that they will have to make arrangements to get gas connection on time.The resolution reads as: “As many as 12.60 lakh gas connections have been given to beneficiaries under the Pradhanmantri Ujjvala Yojana. Now, all the Antyodaya Anna Yojana (AAY) and Below Poverty Line (BPL) families having ration cards shall get gas connection at subsidised rates under the state government’s LPG-LNG scheme. The use of kerosene has been decreasing in the state gradually and the government aims to make clean fuel available to citizens through LPG and PNG connections. Citizens should decrease their use of kerosene further more and all the APL ration card holders will have to voluntarily switch over to use LPG or PNG from kerosene for cooking purpose.”The Gujarat government launched the LPG and PNG connection subsidy scheme for AAY and BPL families of the state on Gujarat Foundation Day on May 1 this year. Under the scheme, the Gujarat government will pay a one-time subsidy of Rs 1,600 to each beneficiary family for deposits payable for LPG and PNG gas connections.

CCTV issue: Manish Sisodia writes to L-G; CM, AAP MLAs to walk to his house

Delhi’s Deputy Chief Minister Manish Sisodia wrote to Lieutenant Governor (L-G) Anil Baijal on Saturday seeking an approval for the installation of CCTV cameras in the city.The letter comes as a fresh confrontation between the AAP government and the L-G, a day after Chief Minister Arvind Kejriwal had sought Prime Minister Narendra Modi’s intervention in approving the project. Kejriwal had said that the L-G was creating a “hindrance” in clearing the project, which is crucial to the safety of women in the city.All Aam Aadmi Party (AAP) MLAs led by Kejriwal plan to walk from the CM’s residence at Flagstaff Road to the L-G House in Civil Lines on Monday to discuss the issue.Installation of around 50,000 CCTV cameras across the city was one of the agendas in the party’s poll manifesto before it came to power in 2015.Sisodia talking to the media said, ” The chief minister along with all Delhi ministers and AAP MLAs will walk to the L-G’s house to discuss the issue. We have been working on the CCTV project for three years now. The L-G was silent all the while. Only now when the tender has been allotted, he is seeing loopholes in the system.”The deputy CM in his letter had also informed the L-G about their visit on Monday.”Hindrance in setting up of CCTV surveillance cameras has created a public uproar. We will arrive at your office on Monday to discuss the issue with you. If the time is not suitable to you, you can please tell us an alternative time on that day,” Sisodia wrote.The AAP government had objected to a committee being set up by Baijal to come up with a standard operating procedure for the installation, operation and monitoring of CCTVs. Kejriwal had termed the setting up of this committee “unconstitutional”.

She said the PWD has been informed of the service road’s plight.Triambakkar said a lot of redevelopment projects going on in the locality have damaged the drains. “It is important for the BMC to check and maintain them ,” he said.

One of the worst flooding spots in Mumbai. That’s how Mumbaikars residing near Vakola nullah think about their neighbourhood. The work of widening the drains to allow them to draw off more rainwater from the streets is in progress, but nobody is making any optimistic bets. It is safer to adopt a wait and watch policy, residents of Anand Nagar and adjoining low-lying areas near the nullah will tell you.Basavaraj Vaidikar, member of Vakola Advanced Locality Management (ALM) said that right from Swagat Hotel, near the junction of the Western Express Highway, up till Anand Nagar and onward to the R Patuck Road, localities on either side of the nullah are inundated.Vaidikar accompanied DNA to survey the area for its monsoon preparedness.He said while the BMC has initiated the work on wider drain pipes, the neighbourhood has long been neglected by the BMC and “we are not sure how much of a difference that will make. It will be clear only in the upcoming monsoon, on a heavy rain day.”He voiced his doubts about the Vakola nullah having been cleaned and desilted thoroughly. “The work is moving at a snail’s pace and there is lot of garbage that still needs to be cleared. At some portions, debris has been dumped and tiny plants have sprouted in it,” he said.Why does the BMC’s nullah clean-up begin in May, when it is too late to do a thorough job, he wondered aloud.Local corporator Sadanand Parab said he was confident there would be no flooding this year. “We have decided to lay a totally new drainage system as the present one is choked, even non-existent in some parts. The 4×4 drains starting from near Anand Nagar to Vakola nullah, costing around Rs 1.40 crore, will be operation soon. I am continuously monitoring the work,” he said.Bharat Vishwakarma, Vakola ALM president said he was pretty sure the area will go through the usual.”Building a drain isn’t going to help matters. To ensure that the locality is freed of flooding, all drains, small and big, have to be completely cleaned up and well-maintained. But in this area, most of the drains are defunct,” Vishwakarma said.DRY HOPESThe work of cleaning the Vakola nullah is moving at a snail’s pace; there is lot of garbage and debris that still needs to be cleared, said Vaidikar.

NHSRCL chief seeks solution from IITGn students

After giving an overview of the ambitious project and challenges, Achal Khare, Managing Director of National High Speed Rail Corporation Limited (NHSRCL), threw open some ideas where students can innovate. Seeking help from engineering students present there, he said that while there are many challenges, we have been able to find solutions to only a few. You all can innovate and come up with ideas to help and support our project.The most important challenge he said was regarding theft. He asked the students to develop special materials to avoid theft. “Japanese people have found out a jelly which becomes hard and is not possible to break it. So if we could think something along those lines, it will be really helpful. Other areas which we are looking at include machines for girders which are large iron or compound structure used for building bridges. For metro, one girder is used per week whereas Japanese people use 2 girders per day. We also need simulation studies at 350 kmph for viaduct structure and to understand dynamic behaviour during running of high-speed trainMost importantly, if we can developed economical compound materials to be used for overhead traction for higher current and tension in harsh Indian climatic conditions.”

Special Task Force’s mass encroachment drive to decongest roads in Delhi

The 13-member special task force (STF) targetted massively encroached Metro stations — Hauz Khas and Nehru Place — removing illegally parked vehicles and hawkers selling eatables, on Saturday.”The area around the Metro stations was heavily encroached upon. Despite the traffic police making ‘halt n go’ zones at the stations, autorickshaws, e-rickshaws and buses station themselves here occupying more than half the carriageway. In both the areas, footpaths were encroached upon by hawkers while the road is occupied by these vehicles,” said a senior officer.At Hauz Khas Metro station, the carriageway going towards Panchsheel gets reduced to less than half because of the “illegally” and “haphazardly” parked vehicles leading to long traffic snarls.Besides, around 250 structures including both temporary and permanent were removed from different areas of the city.”We cleared an area of around 6 km at RK Puram-PN Dogra Marg, Vivekanand Marg and Church Road. During the action, five vehicles and 15 articles have been seized, and 34 temporary structures have been demolished,” the officer said.The STF also took action against wrongly parked vehicles at the Kalindi Kunj road where 20 permanent structures were demolished.The civic bodies also took action against repeat offenders, who were removed but have surfaced again on the roads. In North Delhi, the corporation removed encroachments from key stretches witnessing heavy traffic jams during peak hours including — Britannia Chowk — Anukampa Chowk, Raja Park Chowk — Hotel Miraz, areas surrounding New Delhi Railway Station, Burari- bypass — Burari Mor, Ravi Dass Marg — DB Gupta Road, Pusa Road, Madhuban Chowk –Rithala Metro station.The task force headed by Delhi Development Authority (DDA) vice-chairman Uday Pratap Singh comprises all civic agencies including three municipal corporations, public works department and DDA, among others.The action is being taken by STF constituted on directions of the Supreme Court, to remove encroachments from public spaces and government land within two weeks. The civic agencies have to file a compliance report in the Supreme Court on the matter on May 15.Keeping in line with the apex court order, the drive is likely to reach unauthorised colonies against ongoing constructions as well by next week.Earlier this month, Lieutenant Governor Anil Baijal had asked all civic bodies to remove encroachment along 11 major corridors in the national Capital.CASE HISTORYThe Delhi HC had in 2010 asked the state and Delhi Police to create a list of ‘halt-and-go’ stands for autorickshaws and put up boards identifying them. The idea was to designate places where autorickshaws could park instead of occupying space on roads. The Delhi traffic police had identified 280 such spots then.

Kathua rape and murder: Lives, Interrupted

The green hillock, surrounded by mountains, looks beautiful. Nearby, streams flow quietly, adding to the calm. A middle-aged man in traditional attire is grazing his sheep. He often whistles and whines and runs around them. At Lower Munda in south Kashmir, the Bakarwal is in transit with his family. The nomadic shepherds move to the mountains in April in search of greener pastures for their herds. It takes some 45 days. They return to the plains in October to escape harsh winter.But his transition is different this time. He is the foster father of the eight-year-old child whose brutal rape and murder at Rasana village in Jammu’s Kathua has left him and his family broken. This is the first time in the last eight years that he is undertaking this biannual migration without his daughter. On every trip, she would play by the streams and tend to the horses and sheep on the upper reaches of Kashmir. She helped with daily chores and ran errands.She liked her pet dog Billu the most. She would take the horses — Sunder was her favourite — and sheep to grazing lands every day. Sunder has returned, but she has not. After her body was found with face down, Billu would go to the jungles to look for her. One morning, the pet left and did not come back. It was later found dead, crushed under a vehicle.All actions of the father at the makeshift camp are meant to somehow keep him busy and forget the images of the child’s crumpled body in a purple kurta with yellow flower print. He pops anti-depressant pills twice a day. It is apparent he has lost coherence. “I went to Punjab’s Pathankot to consult a doctor. He has prescribed medicines,” he says.The family arrived here a few days ago. “We will stay here for about two weeks. We will then proceed to Wadhwan for a three-month stay before reaching Kargil,” he says in a subdued voice. This year, the family started 10-15 days earlier because of tension and fear in Jammu.COURT INTERVENTIONOn May 7, the Supreme Court had to transfer the case to a court in Punjab’s Pathankot, saying fear and a fair trial cannot exist together. “Proceedings will be held every day. No adjournments. No other court will hear the case,” said the top court that will also monitor the trial closed to the press and the public.The father had said the atmosphere in Jammu was highly polarised for a fair trial. This was after rallies were held to back the eight persons accused of kidnapping, drugging, raping and battering to death the nomad child in January. Local lawyers had also tried to obstruct filing of the chargesheet in the case that triggered global condemnation.This year, thanks to the court, the family got security cover during its migration. “Three cops were with us till Jawahar Tunnel on the Srinagar-Jammu national highway. They told us that they will again make security arrangements for us when we reach Dooru in Anantnag district,” he says. Lower Munda is where the family camps on entering Kashmir. Billu has been replaced by Kharu who is guarding the flock and the camp. Sunder has come with 10 other horses. The family is carrying 100 to 150 sheep and goats.Every morning, tarpaulin sheets are laid on the ground. The family cooks in the open. In the evening, it pitches a tarpaulin tent to save itself from drizzles. There has been less snow this year. Most nullahs and streams are running dry. Meadows are green but chilly; gusty winds can make life difficult. But it’s not the weather that has run the family down. “She was our angel. We had plans to admit her to a school this year. Our dream has been shattered,” says the father, who has two sons of his own.The victim’s biological parents, who have a son and a daughter, had decided to bring the girl home. Both families had discussed this. “We had decided to admit her to a school. Everything is gone now. We left because we were in fear. People were threatening that if anything happened to the accused, they would not spare us,” says the biological father. The state government has floated 97 mobile schools in seven J&K districts where 1,725 Bakarwal children are enrolled.The foster father’s sister, who lived in Jammu’s Samba, had given birth to her. He adopted her. The child called her foster mother ami. On January 10, she went out but did not return. On January 17, somebody saw her body behind an old pink temple — not far from the family’s two-room house.WATERSHED MOMENTIt was only a little more than a month ago that anger, shock and protests started sweeping India when chilling details of the crime emerged. She was held without food in the temple allegedly by retired government official Sanjhi Ram. He, his juvenile nephew, his son Vishal Jangotra, the nephew’s friend Parvesh Kumar, sub-inspector Anand Dutta, head constable Tilak Raj, and two special police officers Deepak Khajuria and Surinder Kumar were part of the crime.Jangotra allegedly travelled from Meerut to Jammu to satisfy his lust after the juvenile called him. “The juvenile and Khajuria tried to strangle the girl on January 14. The juvenile finally killed her. To ensure she is dead, he hit her head twice with a stone. Both delayed the murder to rape her one last time. Dutta and Raj helped destroy evidence for bribes,” says the chargesheet.Inspector General of Police Syed Ahfadul Mujtaba says the first major breakthrough was when cops found the child’s hair strands from the temple. “Forensic reports showed there was no mud or blood on the girl’s clothes. But photos had showed mud on her clothes. We got suspicious. Once the post-mortem is done, clothes are sealed as they are. We found that a policeman had washed them,” he says.On April 13, Prime Minister Narendra Modi was compelled to say that crimes against women will not go unpunished, in his first public comments after the Kathua case prompted the Opposition to attack his government. “Incidents being discussed in the last two days cannot be part of a civilised society. As a country, as a society, we are ashamed of it,” he said in Delhi. “I want to assure the country that no culprit will be spared. Our daughters will definitely get justice,” the PM said. The same day, United Nations Secretary-General Antonio Guiterres said that the guilty must be held responsible and described the crime as horrific. The United Nations also expressed hopes that authorities will bring perpetrators to justice.On April 18, President Ram Nath Kovind was in Jammu. He called the crime heinous, barbaric and shameful, and expressed concern over children falling victim to gruesome acts across India. He said protecting children should be the primary responsibility of any society. “The smile of innocent children is the most beautiful thing in this world. The biggest success of any society is when its children are secure. Recently, an innocent girl of this state became the victim of crimes one cannot ever imagine,” Kovind said. A new law for death to those raping children below 12 came into force in India on April 22.THE BACKGROUNDThe family had purchased land and built its house in Kathua a few years ago. There are only 40-50 Bakarwal families in a clutch of villages. But, their presence has been resented for years by locals who say their animals damage their crops. Ram was against the settlements in Rasana, Kootah and Dhamyal areas, and provoked locals against them, says the police chargesheet. The entire Bakarwal community in Kathua is shaken and has started an early migration to the mountains. “They did not wait even for transport. They fear anything can happen to anyone,” says social activist Talib Hussain.There are two types of tribal nomads. “Bakarwals usually rear sheep and goats, while as Gujjars mind cows, buffaloes and camels,” says Dr Javaid Rahi, Secretary, Tribal Research and Cultural Foundation. Both communities are designated as Scheduled Tribes (STs) in J&K. The state has an ST population, mostly Muslim, of 14.93 lakh. This is 11.9 per cent of the state’s total population. There is a 10 per cent reservation for ST applicants in jobs and colleges.THE CRUXThe police chargesheet says the horrific crime was committed to evict the Bakarwals from Hindu-majority Jammu villages. They have been demanding that the central Forest Rights Act, 2006, be extended to J&K as well. This has not happened because of J&K’s special status. “Because Bakarwals are Muslims, some BJP leaders are feeding into fears of Jammu’s Hindu community that they are changing the region’s demography. Some Hindus believe the Bakarwals are involved in cow slaughter and drug trafficking. Several FIRs had been lodged by both sides,” says a social activist. The victim’s father said that when the family attempted to bury her, it was threatened with violence by right-wing activists, and was compelled to bury her in a nearby village.The case also left J&K’s politics deeply divided. On January 18, Opposition parties staged a walkout from the Legislative Assembly in protest of the crime. On February 15, a rally was taken out by an outfit called Hindu Ekta Manch that sought a CBI probe so that no “injustice” was done to the accused. On the day the PM spoke about the crime, two BJP ministers had to quit after they were seen at the rally.On April 30, when BJP’s Kavinder Gupta became the state’s new Deputy Chief Minister, he shocked everyone by saying that Kathua was a small incident and should not be given much hype. The same day, Mufti’s government also inducted in its council of ministers BJP’s Kathua MLA, Rajiv Jasrotia, who was allegedly seen in support of those accused of the horrific crime. This was done apparently “to undo some of the damage” suffered by BJP.”PDP, on the other hand, looks at the community as its constituency and has tried to stop its eviction. The unlikely alliance between the two parties in the strife-torn state manifests itself in so many ways,” says the activist. The family, however, only wants justice for its child. “We are satisfied with the police probe. We want that the culprits should be hanged,” says the father. “Hang the accused or shoot us. Karnataka Assembly Elections 2018: Exit polls put BJP ahead, hint at hung Assembly

The high-stakes Karnataka poll battle that can be counted among the most bitterly fought ones in India’s political history, may be headed for a cliffhanger as exit polls predicted mixed results, with the odd swinging in BJP’s favour.On Saturday, Karnataka recorded 70% voter turnout, at the end of a poll campaign which saw PM Narendra Modi address around 20 rallies and Congress president Rahul Gandhi more than 15. The former, looking for a gateway to southern India and an addition to its kitty of 20 states, and the latter striving to retain one of the only two big states it is in power, besides Punjab.The exit poll predictions have given the BJP an edge over the Congress.The highest number of seats predicted for the saffron outfit stood at 120, while those who believe the party wouldn’t make the cut gave it around 80 seats. Meanwhile, the Congress peaked at 108 seats, the minimum falling around 72-73 seats. Interestingly, the exit polls have thrust former Chief Minister and JD(S) chief HD Deve Gowda to a crucial position, suggesting he will play the kingmaker in an expected hung Assembly.Of the 224 constituencies across 30 districts, polling took place in 222 seats, with the BJP, Congress and JD(S) being the main contenders. The previous Assembly election in the state in 2013 had witnessed 71.4% polling, the Election Commission said.“I want to congratulate the voters of Karnataka. Barring a few polling stations, voting has been completed at almost all,” senior deputy EC Umesh Sinha said, adding rural voters outnumbered their urban counterparts.Polls were postponed in the Jayanagar Assembly seat in Bengaluru after the death of the BJP candidate and sitting MLA BN Vijaykumar; voting in Rajarajeswari Nagar has been postponed after more than 9,000 ‘fake’ voter ID cards were seized from an apartment. With 76% turnout, Ramanagara and Chikkaballapura constituencies recorded the highest polling; Bengaluru Urban, stayed true to its reputation of staying home on voting day and recorded the lowest polling of 48%.(With agency inputs)

Arvind Kejriwal, AAP MLAs to walk to LG House over CCTV issue

Chief Minister Arvind Kejriwal and all AAP MLAs will walk from his residence to LG House on Monday seeking nod for CCTVs cameras to be installed in the city, his deputy Manish Sisodia said today.As the issue snowballed into yet another confrontation between the AAP government and the Lieutenant Governor, Kejriwal had on Friday also sought Prime Minister Narendra Modi’s intervention in the execution of the CCTV project saying it was related to women safety and should be above politics.”For three years when we were working on this project, the LG was silent. Suddenly now when the tender has been allotted he sees loophole in the system. The chief minister along with all Delhi Ministers and AAP MLAs will walk to LG house to discuss the issue,” Deputy Chief Minister Manish Sisodia told reporters.Sisodia has also written to Leiutenant Governor Anil Baijal informing him about the visit.”The stalling of CCTV project has created uproar in public. We will come at 3 PM on Monday to discuss the issue with you. If the time is not suitable to you, you can tell us an alternative time on that day,” he said in the letter.On Tuesday, Baijal formed a committee to come up with a standard operating procedure for the installation, operation and monitoring of closed-circuit televisions.Kejriwal had alleged on Friday that the only aim of setting up the committee was to interrupt government work and not let the CCTVs be installed.Setting up CCTVs was a key poll promise of the Aam Aadmi Party.

Demonetisation a complex issue, RBI and Nepal Rashtra Bank in talks to resolve it: India

The central banks of India and Nepal are discussing the “technical issues” related to return of demontised Indian currency notes, Foreign Secretary Vijay Gokhale today said, hoping the apex banks of the two neighbouring countries would be able to resolve it.Gokhale made the remark during a press meet, a day after Nepalese prime minister K P Sharma Oli urged his Indian counterpart Narendra Modi to allow exchange of demonetised high-value Indian currency notes held by the country’s banks and the general public at the earliest.”Our Reserve Bank and their Nepal Rashtra Bank are having discussions on that. We must understand that it is a very complex issue and a lot of time has passed since demonetisation was announced in 2016 and it is 2018 now.”There are some technical issues which only the central banks will be able to resolve. Talks are underway,” he said.According to the Nepal’s national bank, the Nepal Rashtra Bank (NRB), nearly 33.6 million Indian rupees in Rs 1,000 and Rs 500 banknotes — which were junked overnight on November 8, 2016 — but are currently in the Nepali banking channel.”I requested Modi Ji to facilitate the exchange of demonetised currency notes held in the Nepali banking system and by general public, at the earliest,” Oli had said yesterday at a joint press meet after their bilateral talks.The land-locked country depends on India for trade and supplies. Indian currency is widely used in Nepal for day-to-day transactions, especially in the border areas.In March, Finance Minister Arun Jaitley had announced that Nepal would soon get exchange facilities for the demonetised high-value Indian currency notes to ease difficulties faced by Nepalese citizens.Jaitley, who was on a visit to Nepal, had said the NRB and the Reserve Bank of India would set a modality for the exchange of demonetised currency notes soon and settle the related issues.

Woman can file complaint against ex-husband for cruelty even after divorce: SC

A woman can lodge a complaint under the domestic violence law against the excesses committed by her ex-husband even after the dissolution of marriage, the Supreme Court has said.The top court refused to interfere with the order of the Rajasthan High Court which held that the absence of subsisting domestic relationship in no manner prevents a court from granting relief to the aggrieved woman.The high court had passed the order while adjudicating a matrimonial dispute.A bench of justices Ranjan Gogoi, R Banumathi and Navin Sinha dismissed the appeal against the high court verdict, saying it was not inclined to interfere with the order in the facts of the case.During the hearing, advocate Dushyant Parashar,appearing for the estranged husband, said that the provisions of the Protection of Women from Domestic Violence Act, 2005, which came into force on October 26, 2006, could not be applied retrospectively.He submitted that if the provisions of the domestic violence law were allowed to be used retrospectively, then it would be subjected to gross misuse.Parashar contended that husband-wife relationship often ends on an acrimonious note and if the provisions of the Act were allowed to be used retrospectively, then it would further increase the acrimony and rule out the possibility of any compromise.He said that legislature’s purposive interpretation has to be kept in mind while interpreting any provisions of the law.The bench, however, refused to agree with the contention of Parashar and declined to interfere with the high court order in the facts of the case.The high court had held on October 30, 2013 that the subsistence of marriage or domestic relationship was not a condition precedent for an aggrieved person to invoke the protection orders and other reliefs under the provisions of the Act.”If the aggrieved person had been in domestic relationship at any point of time even prior to coming into the force of the Act and was subjected to domestic violence, the person is entitled to invoke the remedial measures provided under the Act,” it had said.The high court had said cited an example saying that even after the dissolution of marriage between the parties, if an ex-husband attempts to commit an act of violence such as entering the place of employment of the divorced wife, trying to establish contact with her or causing violence to her dependents or other relatives, she is not precluded from seeking protection orders under the law.It had said that likewise, if the divorced husband attempts to dispossess the woman from the shared household or property jointly owned, she can approach a court for appropriate relief.

Man beaten up inside Delhi police station: SHO taken off duty, six other personnel suspended

Delhi Police has registered a case in connection with the alleged beating of a man and his family inside a police station when they refused to pay fine to get their two-wheeler released after it was towed away from outside their home, a police official said today.The Station House Officer of Rani Bagh police station was taken off duty and sent to the district police lines, while six other police personnel who had allegedly beaten up the man were suspended.The police yesterday lodged a case in the matter against the police personnel.Six policemen allegedly beat up a 43-year-old man and his two sons – residents of Saraswati Vihar in northwest Delhi.The complainant claimed that a scooter was parked outside his residence when the police officials took it away on May 6.He told senior officers that their security guard had informed the police that the vehicle was not parked illegally but the police personnel refused to listen to him.The man’s youngest son visited the police station to get the vehicle released but was asked to pay Rs 200, which he said he had refused. He claimed that the officers then increased the amount to Rs 1,000 and also thrashed him.His elder son went to the police station to check on his brother but he was also beaten up. Later, the complainant and his wife went to check on their sons and he was also beaten up while his wife was physically heckled, they alleged.They informed the Station House Officer about the matter but he asked them to settle the issue saying that highlighting the matter would pose risk to the jobs of many people. He accompanied the complainant and his family toSaroj Hospital where they were administered first-aid, according to the FIR. The complainant later met senior officers who inquired into the matter, police said. Six officers — an assistant sub-inspector and five constables — were suspended while the SHO was sent to the district police lines.

West Bengal Panchayat poll: TMC leader Arabul sent to 10 days police custody in murder case

Trinamool Congress leader Arabul Islam was today sent to ten days police custody in connection with the killing of a supporter of an independent candidate in the May 14 West Bengal panchayat polls.Islam, a district-level leader of the TMC and a former MLA, was arrested last night on the orders of Chief Minister Mamata Banerjee who is also in charge of the home department. He was produced before the Baruipur sub-divisional magistrate’s court today and remanded in police custody till May 22. The police, which has registered a case of murder against Islam, had sought his remand for 14 days.Hafizul Mollah, 25, was yesterday hit by a bullet on his chest when he, along with other supporters of the independent candidate, was taking part in a procession from Kashipur to Machhibhanga in Bhangor in the state’s South 24 Parganas district.The police are now on the lookout for the TMC leader’s son and brother for their alleged involvement in the incident, a senior police officer said. After Islam’s arrest, police searches yielded a large number of bombs from areas around his residence and an adjoining pond, he said. Most of the independent candidates in the area are associated with the Jami Rakkha Committee (save land committee), an anti land acquisition outfit opposing the setting up of a power grid unit in Bhangor in the state’s South 24 Parganas district.The procession yesterday was taken out in response to an alleged attack by Islam’s associates on the residence of the rival independent candidate on the night of May 10. Islam, who is the chairman of the Bhangor II Panchayat Samiti, is facing a challenge from an independent candidate in the rural polls. Mollah was grievously injured when bombs and bullets rained on the members of the procession, the police said. He was rushed to a nursing home and then to a hospital, where he was declared ‘brought dead’, they said. The Jami Rakkha Committee alleged that Islam’s men had unleashed violence so that he could win the election without any opposition. It also claimed that several other supporters of the committee were injured in the attack.A large police contingent remained deployed in the area to maintain peace, the police said. The State Election Commission is keeping watch on the law and order situation in all districts, including South 24-Parganas district, officials said.Area domination by special forces through route march have already begun in all sensitive and super sensitive areas, the police said. Several contingent of forces from other states have already arrived. The rest would reach here by tomorrow, they said.

Exit polls indicate hung assembly in Karnataka, JD(S) may emerge as kingmaker

Indicating a tight race between the BJP and the Congress, most exit polls for the Karnataka Assembly elections today forecast a hung assembly but gave the saffron party an edge with a possibility of the JD(S) emerging as the kingmaker.Republic TV-Jan Ki Baat and ABP-C Voter predicted that the BJP will emerge as the single largest party by bagging 104 and 104-116 seats respectively in the 224-member House. The two news channels gave the incumbent Congress 78 and 83-94 seats and former prime minister H D Deve Gowda-led JD(S) 37 and 20-29 seats respectively. Polling was held today in 222 constituencies following the countermanding of election for the Jayanagara seat due to the death of BJP candidate B N Vijaykumar, and deferment of voting for R R Nagar seat after a massive row erupted over a large number of voter ID cards being found in a Bengaluru apartment. However, Times Now-Chanakya forecast a majority for the BJP with 120 seats and gave the Congress and the JD(S) 73 and 26 seats respectively. The Congress had won 122 seats in the 2013 state Assembly polls following a split in the BJP, which was reduced to 40 seats while the JD(S) also got 40 seats.Both the BJP and the Congress ran a high-decibel campaign in the state with Prime Minister Narendra Modi leading the saffron charge with 21 rallies while Rahul Gandhi and Chief Minister Siddaramaiah led their bid to ensure that it defies anti-incumbency to retain power. The BJP has declared B S Yeddyurappa as its chief ministerial candidate.

Maharashtra: Yavatmal farmer, who set himself ablaze last week, dies

A 60-year-old farmer, who had allegedly attempted suicide in the early hours of May 6 in Umarkhed taluka here, today died after battling for life at Nanded’s Government Medical College, police said.Officials said that the body of Shyamrao Rama Bhopale, a resident of Marlegaon in Umarkhed taluka, had been sent for post mortem.Bhopale had set himself ablaze in front of his house after dousing kerosene on his body, with family members claiming that he took the extreme step as he had an outstanding loan and his crops had failed.His son had, immediately after the incident, told mediapersons that Bhopale, having about 1.5 acres of land, had an outstanding loan of Rs 17,360 and his tur and soyabean crops had failed.Moreover, the son had said, Bhopale was not eligible for the state government’s farm loan waiver scheme.His body was handed over to his family today and his son, Ramdas, performed the final rites, officials said.Villagers who attended the cremation had tied black cloth around their mouths to protest against what they claimed was the apathy of the state government.Leader of Opposition in the Maharashtra Legislative Assembly, Radhakrishna Vikhe Patil, accused the state government of being insensitive.Against whom should a charge of murder (referring to Bhopale’s death) be registered, he questioned.

MeT Department warns of thunderstorm, squall in north India hill states tomorrow

Uttarakhand, Jammu and Kashmir and Himachal Pradesh are likely to witness thunderstorm accompanied with squall, while parts of Rajasthan might see dust storm over the next two days, the IMD said today.Thunderstorm over these hill-states states and its subsequent effect on plains in north Indian is due to a new western disturbance from tomorrow.Western disturbance originates in the Mediterranean Sea that brings sudden rains to northwestern parts of India.Thunderstorm accompanied with squall with wind speed reaching 50-70 kilometres per hour are “very likely” at isolated places over east Uttar Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, Gangetic West Bengal, Odisha and Jharkhand, it said.”Thunderstorm accompanied with gusty winds also very likely at isolated places over Punjab, Haryana, Chandigarh, Delhi, west Uttar Pradesh, Vidharbha, Chhattisgarh, Bihar, Telangana, north coastal Andhra Pradesh, south interior Karnataka, Tamil Nadu, Puducherry, Lakshadweep and Kerala,” an Indian Meteorological Department (IMD) advisory said.Heat wave conditions are very likely at one or two pockets over Rajasthan, west Madhya Pradesh and Vidharbha.Several states in north India have witnessed erratic weather pattern over the fortnight. Uttar Pradesh and Rajasthan have alone witnessed over 120 deaths due to thunderstorm and violent winds in the first week of May.

Two dead, 50 injured in clashes between two groups in Aurangabad; situation under control now, says police

Two persons lost their lives and over 50 people including police officers were injured after clashes broke out between two groups in old city area of Aurangabad on Friday. Section 144 has been imposed in the sensitive areas of the city and police have arrested 37 persons in connection with the riots. Jaganlal Chhaganlal Bansile (65) and Abdulharis Harun Quadri (17) have been identified as the deceased. Sources told DNA that Bansile, a handicap, was sleeping outside his shop when miscreants set it on fire. Bansile was charred to death. After the news of Bansile’s death spread, a mob gathered to protest and went on a rampage. The police had to open fire to disperse the mob and Abdulharis was allegedly killed in police firing. Clashes broke out between two groups after clamping of illegal water connection at a religious place in Moti Karanja area of Aurangabad on Friday. According to the sources, there was some bickering going on between two groups for the last few weeks in the city which took a violent turn on Friday. The sources told DNA that staff of the Aurangabad municipal corporation was carrying out a drive against illegal water connection in the old city area on Friday. During the drive, the staff cut the water supply of a place of a worship. This angered the people who demanded that the water supply of other places of worships should also be cut. Following this, the two groups came head to head and started arguing. The argument turned violent after 10 pm on Friday and violence continued through out the night. The mob set on fire nearly 100 shops and kiosks, 80 vehicles and four police van. Following the riots, additional police force was deployed in the affected areas and the situation was brought under control on Saturday morning. Police has imposed section 144 to prevent unlawful assembly and total 37 arrests have been made so far. Speaking to DNA, director general of police Satish Mathur said, “The section 144 has not been imposed in the entire city but in the jurisdiction of those police stations where clashes took place last night.”Another senior police claimed that the situation has been brought under control now.”Last night around 10:30 pm, a clash broke out between two groups. I would not comment on the cause now but the situation is under control now. Around 25 people who have been identified have been booked,” Bipin Bihari, ADG, Law and order, was quoted as saying by ANI. Meanwhile, Chief Minister Devendra Fadnavis has assured strict action against the culprits. Speaking to media in Pune, Fadnavis said, “The violence in Aurangabad took place over a petty issue but now the situation is under control. I appeal to people is not to believe in rumors and maintain peace.””The police are now identifying the culprits who are behind the violence and strict action will be taken against the persons responsible for the violence,” Fadnavis said.
