Crime against eves down by 12%: Gulabchand Kataria

A monthly review meeting of the police department was held on Wednesday under the Chairmanship of Home Minister Gulabchand Kataria for the prevention of crime incidents in the state. Presiding over the meeting, Gulabchand Kataria discussed with senior police officers for the control of crimes in the state. The Home Minister has sued instructions for a quick correction about the shortcomings in the review meeting.During the review meeting held at the Police Headquarters (PHQ), the crime situation in the state, outstanding promotions of various districts and units, the status of the investigation of missing people, state’s traffic system, Case Officer Scheme and patrolling system, as well as on cyber-crime was discussed. Senior officials in the meeting gave a presentation on crimes related to their area. After the meeting, Home Minister Kataria claimed that crime has gone down in the state. “ 1 per cent decrease in IPC offenses and women related crimes has been reduced by 12 per cent in this year. Due to the recent violence, a rise of thirty-one percent has been seen in SC cases and twenty-seven per cent in ST related crimes,” Kataria said. At the same time, the Home Minister has admitted that after the new instructions given over the SC/ST Act by the Supreme Court, the disposal of pending cases in the police department will be sped up. During the discussion on law and order in the state, the main case of fake arms license case, counterfeit case in the Constable Recruitment Examination and the violence during the India shutdown on 2nd April was discussed. In the review meeting, the Home Minister issued instructions to prepare the list of missing people and to launch special campaign throughout the state.The Home Minister further said, “The process of making new recruitments in the police department has been initiated with the promotion of new station, police checkpoints and circle opening.” Kataria said. New HorizonsHome Minister Gulabchand Kataria said that the Police Department, the women’s team in all the departments, new recruitments at Abhay Command Center, and the exercise to open a new RAC battalion in Banswara is on the horizon.

J&K Police seeks quota, fee cut for wards of cops in top private schools in south Kashmir

A fresh controversy has erupted in Jammu and Kashmir after the state police asked reputed private schools in sensitive south Kashmir to reserve seats and give fee concession to the wards of personnel in return for ‘training’ to students on important occasions. In a written communiqué, Deputy Superintendent of Police (DSP), Headquarters, Anantnag, said to private schools: “The Police Headquarters J&K has constituted a committee with the aim to approach reputed schools for providing reservation in the classes and concession in fee to the wards of police personnel in lieu of which police shall provide necessary practice/training to the children in such schools on important national/school functions being celebrated during the year.” To discuss the matter further, a meeting has been scheduled with the management /principals of schools in south Kashmir – comprising Kulgam, Anantnag, Pulwama and Shopian districts – at Deputy Inspector General’s office in Anantang on March 27.The issue has, however, snowballed into a major controversy with private schools calling it interference in school education and attack on their autonomy. “Some of our schools had gone for the meeting and they told the officers whether this order is for entire valley of south Kashmir. If it is for the valley then the Private School Association should be talked to,” said GN Var, president Private School Association, Jammu and Kashmir.Var questioned the jurisdiction of police into the educational matters. “With what authority schools have been called by the police. It is the Director of Education department or Chief Education Officer who can call the schools. Plus our stand is unambiguous that we provide education to ward irrespective of what his father is doing. We cannot divide the society. If we have to give concession we will give it on merit”, he said.Figures released by Private School Association, Jammu and Kashmir said there are 2700 private schools in Kashmir and 4300 in Jammu division. Around 14 lakh students are studying in these private schools. 7.5 lakh are studying in the restive valley alone.Director General of Police SP Vaid said it is just a request because police is in the service of people. “Policeman is always out performing his duties for the people. When people celebrate Eid or Diwali, policeman is away from his family in the service of people. We are nobody to issue order. It is a humble request if private schools can help by providing some concession to their wards,” said Vaid.

Starting the investigation yesterday, Additional Director General of Police (Headquarters) S K Singhal told reporters "We are examining the video footage and conducting intensive raids at the Ara jail. If any unlawful activities are found to have been taken inside the jail premises, stern action will be taken". ”

If any unlawful activities are found to have been taken inside the jail premises, stern action will be taken”.

J&K: NIA takes over probe of Sunjuwan Army camp attack

The National Investigation Agency (NIA) has taken over the probe of Sunjuwan Fidayeen attack case in Jammu and Kashmir.Six soldiers and one civilian were killed, and 10 others injured when Jaish-e-Mohammad fedayeens stormed the highly fortified 36 Brigade headquarters of Army at Sunjuwan in Jammu on February 10. Three fedayeens were later neutralized .”In compliance with the Ministry of Home Affairs order, the NIA has re-registered the case (in Sunjuwan fidayeen attack incident) .” said an NIA officer.On February 10, Jammu and Kashmir Police had registered a case under sections 120B, 121, 302 and 307 of Ranbir Penal Code, sections 7 & 27 of the Arms Act and sections 16 and 18 of the Unlawful Activities (Prevention) Act, 1967.The attack was launched after a group of heavily armed fidayeens of Jaish-e-Mohammad’s Afzal Guru Squad (AGS) donning combat fatigues stormed the 36 Brigade Headquarters of the Army and took shelter in the residential blocks meant for the Junior Commissioned Officers (JCOs) at Sunjuwan in the Jammu division on February 10 Three heavily armed fidayeens were neutralized in the retaliatory attack by the army teams. The operations entailed a deliberate search of 26 blocks and safe evacuation of families from 189 flats which was time consuming and challenging task. This was successfully achieved with no fatal casualties to our troops conducting the counter terrorist operations.Since the terrorists were dressed in battle fatigues and had similar appearance to their possible target victims the operation had to be done deliberately to eliminate the possibility of any mistaken identity and collateral damage

CRPF jawan dead, cop hurt in Srinagar attack

A CRPF jawan was killed and a policeman injured as the central force foiled a fidayeen attack on its Battalion Headquarters and cornered terrorists in a building after chasing them down at Karan Nagar in the heart of Srinagar on Monday. LeT claimed responsibility for the attack.This comes after Saturday’s suicide attack by JeM on an Army camp in Jammu’s Sunjuwan where five soldiers and a civilian died, while security forces killed three terrorists.Monday’s attack took place at 4.30 am. An alert sentry at the 23rd Battalion of the CRPF saw two terrorists, armed with AK-47 rifles and backpacks. He immediately opened fire, forcing them to run and take shelter in a nearby under-construction structure.Security forces launched a cordon-and-search operation. Around 9.30 am, when the search party was closing in, the terrorists opened fire in which a CRPF constable was injured. He was rushed to a hospital where he died. He was identified as Mujahid Khan of the 49th Battalion.”They tried to enter the Headquarters. They are now trapped in a nearby building,” Ravideep Sahi, Inspector General of CRPF, told DNA.Sahi said that the operation will continue through the night. “There has been regular exchange of fire. We suspect two militants to be holed up”, he said.Later, during the day, a police constable was also injured in the operation. “Police jawan injured. He is stable and is being treated”, tweeted the J&K Police. Director General of Police Dr Shesh Paul Vaid hailed the CRPF sentry for foiling the attack.The issue was also raised in the Legislative Assembly with members demanding a statement.Meanwhile, suspected terrorists shot dead one person at Sandipora village in the central Kashmir district of Budgam.In a separate incident two militants were killed when their motorcycle skidded off the road in Sopore area of North Kashmir’s Baramulla district.In Saturday’s attack, ten soldiers, including a Lieutenant Colonel and a Major, had been wounded.

India: Pakistan will pay for misadventure

Defence Minister Nirmala Sitharaman warned Pakistan on Monday that it will have to pay for its misadventure of terror, and said India has the right to respond adequately at the time of its choosing. She said the fidayeens who attacked the Army’s 36 Brigade Headquarters in Jammu’s Sunjuwan on Saturday were controlled by handlers across the border, and that the Centre will share evidence with Pakistan to prove it. In the suicide attack by JeM, five soldiers and a civilian had died, while security forces killed three terrorists.“Giving evidence to Pakistan will have to be a continuous process because its involvement has to be proven again and again. But giving evidence does not deny us the right to respond adequately and at a time which we think is fit. Pakistan will pay for this misadventures”, she told reporters after taking stock of the situation in Sunjuwan.The Defence Minister said evidence is being scrutinised by the National Investigation Agency (NIA) that will soon furnish a detailed report.“Pakistan is expanding the arc of terror to the areas south of Pir Panjal ranges and resorting to ceasefire violations to assist infiltration. These are being responded appropriately”, she said.She said evidence will be compiled and the Home Ministry and the Ministry of External Affairs will coordinate the action. “Pakistan, in spite of being given dossiers, has not taken any action. On the contrary, we find people who are directly responsible for the Mumbai attacks are still happily roaming in Pakistan”, she said.She said the counter-terror operation at Sunjuwan was called off at 10.30 am on Monday, but the area’s sanitisation was still on. “Terrorists belong to Jaish-e-Mohammad sponsored by Azhar Masood in Pakistan and are deriving support from there”, she said.She said three terrorists have been eliminated. though there was information of a fourth one in the area. “It is likely that the fourth terrorist was a guide and may not have entered the premises. JeM men may have infiltrated some time back and there is possibility of them having enjoyed some local support before the final operations”, she said.

District BJP told to identify inactive workers

After the defeat in by-elections, the first organizational meeting of BJP was held on Thursday at the BJP State Headquarters. There was no discussion on by-elections defeat. But the defeat of the by-elections was noticeably seen. V Satish and the state GS(organisation) Chandrashekhar asked the party district chiefs to mark the inactive officials in their districts and make their list and present it to the state office. Also, contact the old workers of the organization and activate them. Opinions will be taken in the organization’s programs from the old workers. All the district presidents were instructed to work in the field with enthusiasm and zeal. In the meeting, the program was scheduled for the next three months from the state BJP.The meeting was held for the Sarshparshi Membership Campaign, Nav Matdata campaign, Man Ki Baat, the formation of booth, Vistarak plan, the tri-colour yatra programs. V. Satish said that the BJP workers are the backbone of the organization, the workers should not panic with the result nor they should feel disappointed. The BJP workers are always active throughout the year and working hard for the party. In the meeting, the programs of the BJP foundation day were decided. Under these programs, meeting at district level from February 10 to 15, press briefing in all the districts on February 13, booth formation February 17, workshop of promotional heads on February 21 to 28 and other programs were decided. Speaking to the media after the meeting, the State President Ashok Parnami said that former CM Ashok Gehlot is continuously making statements. The BJP will again form the government and will get 180 plus targets in the upcoming assembly elections.

Jind: Suspect accused in minor’s gang-rape and murder case found dead in Kurukshetra

Suspect accused in Jind rape and murder case in Haryana was found dead in Kurukshetra on Wednesday. A 15-year-old Dalit girl was brutally gang-raped and later murdered in Haryana. In a grim reminder of the ‘Nirbhaya gang rape’ on December 16, 2012, the victim in this case also suffered internal injuries after accused inserted a pointed object into her private parts. Her body had 19 injuries, largely on head, face, and chest. Also, her lungs were ruptured.Victim’s body with mutilated private parts was found on Monday. The body of the minor was found near a canal in Budhakhera village of the district. The girl, reportedly, was missing since January 9 from Kurukshetra. “The body had many injury marks, private parts were mutilated and there were a lot of internal injuries. Signs of sexual assault are visible and looks like 3-4 people were responsible. Shiv Sena asks Devendra Fadnavis to ensure Western Railway HQ is not shifted from Mumbai to Gujarat

Shiv Sena on Saturday asked Maharashtra Chief Minister Devendra Fadnavis to ensure that the Western Railway (WR) headquarters is not shifted from Mumbai to Gujarat.Shiv Sena Rajya Sabha MP Sanjay Raut, in a letter addressed to Fadnavis, said the demand of MPs from Gujarat to shift WR Headquarters from Mumbai to the neighbouring state is a conspiracy to weaken Maharashtra. “Moves are afoot to shift the WR HQ from Mumbai to Ahmedabad. MPs from Gujarat have made such a demand. This is a conspiracy to weaken Maharashtra by shifting offices under the Centre’s domain,” Raut said.The senior leader pointed out that three departments of RBI have been shifted to Delhi and important traffic in JNPT port has been diverted to Gujarat. “Shiv Sena was formed to protect interests of an united Maharashtra and to ensure importance of Mumbai. Shifting even a single important office out of Mumbai will be an insult to the 105 martyrs of the ‘samyukta Maharashtra movement’,” the letter added.

Lack of a detailed crowd management plan, poor civic amenities besides absence of district magistrates from duty were some reasons cited by the Bihar Government probe panel for the October 3 stampede in the state capital in which 33 people were killed.”During our probe we found several deficiencies in the arrangements due to which the stampede could not be checked.After paying attention to all aspects of the incident we found that the district administration, district police administration, Patna Municipal Corporation and the traffic police were responsible for it,” Principal Secretary Home department Amir Subbani told reporters today.The two-member probe team set up by the state government consisted of Subbani and Additional Director General of Police (Headquarters) Gupteshwar Pandey.Subhani said there was no detailed crowd management plan for the event. The high mast light near the place of incident was not working, additional lights were not installed, deputed magistrates were less in number and some of them were absent from duty.He also said the cow-catcher at the gate was damaged, loudspeakers had not been arranged to direct the movement of people, and traffic was not stopped to facilitate the exit of crowd from Gandhi Maidan.Throwing light on the reasons which triggered the stampede, Subhani said eyewitness accounts and other facets of the enquiry revealed that a cable TV wire had fallen on the ground near the exit gate which sparked a rumour that electric current was running through it.”A big crowd was coming out of the southern gate of Gandhi Maidan at that time and the rumour led to a stampeded. People fell on each other and got trampled to death,” he said.The Principal Secretary (Home) also said that eyewitnesses and relatives of the deceased and injured said that eve-teasing and attempts of molestation by miscreants and rowdy elements were also a reason for the commotion.The stampede had occurred near the southern gate of the 62-acre Gandhi Maidan soon after the Ravana Vadh programme got over on October 3 this year, when the people who had come to watch the ceremony were exiting from the ground.

Army indicts nine men in Chattergam killing case

Days after eight soldiers including a colonel were sentenced to life in Machil fake encounter case; the army has indicted nine army men including junior commissioned officer (JCO) of 53 Rashtriya Rifles in the killing of two youth Faisal Yousuf and Mehraj-u-din Dar at Chattergam in Budgam district on November 3.”Army had ordered a Court of Inquiry to investigate the unfortunate incident in which two youth were killed at Chattergam on November 3 2014. The recording of Court of Inquiry has been completed in a speedy manner and is being processed at Headquarters Northern Command”, said Colonel SD Goswami, defence spokesman at Northern Command.Troopers of 53 Rashtriya Riffles had opened fire at a Maruti car on November 3 when they allegedly failed to stop at a check post near the village. Four people travelling in the vehicle received gunshot wounds and were shifted to the army hospital by the troopers. However two of them later succumbed to their injuries. Fifth teenager travelling in the Maruti car had a miraculous escape..Indian army had earlier said three mobile vehicle check posts (MVCP) were established along Nowgam-Pulwama road based on the specific intelligence reports about the movement of militants.The army had claimed that the car had not stopped on two check posts and “at the third check point, the vehicle tried to barge through the check point, resulting into a firing incident in which four persons were injured.”Later under fire, Indian army had accepted the mistake and promised action to cool the tempers in the poll bound valley. The army has also announced the compensation of Rs 10 lakh each for the two slain and Rs five lakh for the two injured.Indian army had also removed the personnel alleged to be involved in the incident and moved them to the location of the enquiry headed by the deputy commander of the Rashtriya Riffles (RR) battalion.”Nobody came to meet us … We learnt it through media that army was giving compensation of Rs Rs five or 10 lakhs … No one came to meet us, not even the deputy commissioner …We want Army to publically announce the punishment ”, said Mohammd Yousuf, father of slain Faisal.

Only Congress can keep India united, says Khushboo

Actor-turned politician Khushboo, who joined the Congress on Wednesday, said the grand old party is the only political group that can keep India united. “It is a great honour to join the Congress. I feel at home with this party. It is the only party that can do good for the people of India. It is the only party that can give you secularism and keep India united,” Khushboo told the media after joining the party at the All India Congress Committee (AICC) Headquarters here. Speaking on her role in the party, Khushboo stated that her focus would be to work for the good of the country. “My focus is (working) for the good of the country. Tamil Nadu is also part of the country so my focus is not on that state alone. I will just have to wait for what role I will be playing in the party and only after that I will be able to give a more concrete answer,” she said. On being asked why she was joining the Congress and not the BJP, the two-time Tamil Nadu State Film Award winner stated that she felt ‘at home’ with the Congress.”Why must people always go with a wave? When I am joining Congress, it is because this is where I want to be,” she said. The ‘Kolangal’ star, who had quit the Dravida Munnetra Kazhagam (DMK) in June this year, met Congress president Sonia Gandhi at her official 10, Janpath residence earlier this evening.

India and China conclude talks on border mechanism

India and China today concluded two-day talks on border mechanism here during which they discussed ways to prevent incidents like last month’s standoff between their armies in Ladakh from recurring in future and reached consensus on early implementation of several CBMs.After the talks, the External Affairs Ministry said the confidence building measures (CBMs) include inter-alia regular interaction between the Army Headquarters and Field Commands of the two sides; additional border personnel meeting points; and more telecommunication linkages between forward posts of the two sides at mutually agreed locations.Held under the framework of Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), the talks discussed various issues pertaining to the maintenance of peace and tranquility in the border areas.”These measures are expected to assist in the timely and effective management of situations that may arise on the border,” the ministry said and maintained the talks were held in a frank and constructive manner.In a statement, the ministry also said that both sides discussed border-related issues following the successful termination of the recent standoff in the Western Sector and emphasized the importance of this mechanism and agreed that it had become one of the primary instruments for management of boundary affairs.The Indian delegation was led by Pradeep Kumar Rawat, Joint Secretary (East Asia) and comprised representatives of the Ministries of External Affairs, Defence and Home Affairs as well as members of the Indian Army and Indo-Tibetan Border Police.The Chinese delegation was led by Ouyang Yujing, DirectorGeneral, Department of Boundary and Oceanic Affairs, Ministry of Foreign Affairs and comprised representatives of the Ministries of Foreign Affairs and National Defence.The meeting which is the first interaction between the two sides after the new government in India took office came in the backdrop of China sharply reacting to India’s plans to construct a road network along the McMahon line in Arunachal Pradesh.
