Why is ‘chowkidar’ silent: Rahul Gandhi targets Modi on PNB fraud

Continuing to target the Prime Minister in his campaign in poll-bound Karnataka, Congress president Rahul Gandhi today asked why Narendra Modi, who had described himself as the country’s “chowkidar”, was “silent” on the PNB fraud. He also asked Modi as to why he was not taking any action regarding the alleged sudden increase in turnover of a company owned by BJP president Amit Shah’s son Jay Shah.”Modi ji comes to Karnataka and speaks about corruption. He had told the country not to make him Prime Minister but make him the chowkidar (watchman) of the country,” he said at party rallies in Vijapura and Bagalkote districts in north Karnataka.Gandhi said, “On one side there is his party’s (former) chief minister (BS Yeddyurappa) who had gone to jail and on the other side are the other four former ministers of the BJP government who had gone to jail; sitting in between them, Modi speaks about corruption.””Shah’s son converts Rs 50,000 to Rs 80 crore in three months and the chowkidar of the country doesn’t get it enquired and doesn’t even utter a word,” he alleged. The BJP chief has rejected allegations of corruption against his son Jay Shah, who has filed a criminal defamation suit against a news portal which claimed his business fortunes had zoomed after the BJP came to power in 2014.Gandhi is on the second leg of his three-day tour of northern parts of Karnataka. This is his second visit to the state in less than a fortnight.Karnataka is slated to go to the polls in a few months. At all rallies, Modi has remained the focal point of speeches by Gandhi, who, on the other hand, is projecting Siddaramaiah as party’s face to take on Modi in the state, on whom BJP is banking heavily to boost its electoral fortunes.Hitting out at Modi on demonetisation, the Congress president said, “Modiji told the country to stand in line (queues at banks) for the fight against corruption. You would have not seen a single rich person or someone wearing suit-boot in the line.”He alleged that all the “thieves” in India had converted their black money into white with the help of Modi.Attacking the Prime Minister on the Punjab National Bank (PNB) fraud issue involving jewellery designer Nirav Modi, Gandhi questioned his silence.”Nirav Modi has indulged in the theft of Rs 22,000 crore, he runs away from the country, but the chowkidar of this country does not even utter a word,” he said.Breaking his silence over the Rs 11,400-crore fraud at India’s second-biggest PSU bank, Modi on Friday had warned of strict action against those involved in financial irregularities and said loot of public money would not be tolerated.”Nudidante Nade” (practise as you preach),Gandhi told Modi, invoking 12th century social reformer Basaveshwara from Karnataka.Basaveshwara is revered by the dominant Lingayat- Veerashiva community, who are predominantly present in northern parts of the state and form a major support base for BJP,which is projecting Lingayat strongman Yeddyurappa as its Chief Ministerial candidate.Gandhi also accused the Prime Minister of “failing” to fulfil the election promise of providing two crore jobs to youths in the country every year.He said despite schemes such as Make in India, Start-up India and Stand-up India, “whatever you buy, from watches to shirts to shoes, every thing is Made in China”.Gandhi said the biggest reason for the progress that India has made during the last 70 years was democracy.”People of the country, Congress party, Ambedkar together gave this country this Constitution,” he said.Noting that democracy came into practise in Britain and America about hundred or two hundred years ago, he added, “but Karnataka taught the world about democracy 900 years ago.” “When BJP people talk about changing the Constitution, when they try to invade democracy, they have to remember that they are working against Basavanna, his teachings and principles,” Gandhi said.Anubhava Mantapa, located at Basavakalyan in Bidar district, was founded by Basaveshwara as a religious parliament where spiritual issues could be debated leading to a caste less society and bring about equality.”When any BJP worker assaults any adivasi or Dalit or anyone from the minority community, he is working against Basavanna, Akkamahadevi and Rani Chennamma,” Gandhi said.Saint Akkamahadevi was a 12th century Kannada poet, saint and mystic of the Veerashaiva Bhakti Movement.Chennamma was the queen of Kittur, best known for leading an armed rebellion against the British East India Company in 1824.

Ensuring women’s participation in all fields of life is every Indian’s fundamental duty: PM Modi

Ensuring the participation of women in all fields of life is every Indian’s fundamental duty, Prime Minister Narendra Modi said today and noted that the dream of a New India envisages women who are strong, empowered and equal partners in development.Addressing his monthly ‘Mann ki Baat’ radio broadcast, the prime minister said a woman’s power today underlined inner fortitude and self-confidence, which made her self-reliant.”Not only has she herself advanced but has carried forward the country and society to newer heights…Today the country is moving forward from the path of women development to women-led development,” he said.Modi said it was “our fundamental duty” to ensure the participation of women in every field of life, be it social or economic.Referring to International Women’s Day observed every year on March 8, he recalled the words of Swami Vivekananda, who had said the idea of “perfect womanhood” was “perfect independence”.”We are part of a tradition where men were identified because of women. Yashoda-Nandan, Kaushalya-Nandan, Gandhari-Putra, these were identities of a son…,” he said.As India observes National Science Day on February 28, the PM also stressed the importance of the “relentless quest” for truth.”And this is the very essence, the real inspiration behind scientific inventions and discoveries. Never rest till every why , what and how are answered,” he said.In his address, the prime minister also spoke on the issue of safety ahead of National Safety Day on March 4.”If we are not aware of safety in our daily life, if we are not able to attain a certain level, it will get extremely difficult during the time of disasters,” he said.Modi regretted that while people read signboards on safety, they often ignored the messages.”Leave aside natural disasters, most of the mishaps are a consequence of some mistake or the other on our part. If we stay alert, abide by the prescribed rules and regulations, we shall not only be able to save our own lives but we can also prevent catastrophes harming society,” he pointed out.He also urged the people to inculcate safety in their day-to-day lives, stressing that India had to become a “risk-conscious” society. He said till three years ago, thousands of people lost their lives every year because of heat waves. Since then, the NDMA (National Disaster Management Authority) has organised workshops on heat wave management as part of a campaign to raise awareness among the people, he said.”In 2017, the death toll on account of heat wave remarkably came down to around 220 or so. This proves that if we accord priority to safety, we can actually attain safety,” he said.Modi also referred to the newly-launched ‘Gobar Dhan’ scheme where rural waste would be converted to clean energy through biogas under the government’s Swachch Bharat campaign. He said the aim of ‘Gobar Dhan’ — or Galvanising Organic Bio Agro Resources — was to ensure cleanliness in villages and generate wealth and energy by converting cattle dung and solid agricultural waste into compost and biogas. He pointed out that India had, at close to 300 million, the highest cattle population in the world, with a daily output of three million tonnes of dung. Some European countries and China use animal dung and other bio-waste to produce energy. But India lacked full capacity utilisation in this.He said a target had now been set to use cattle dung, agricultural waste, kitchen waste to produce biogas-based energy.Under the scheme, farmers will be encouraged to consider dung and other waste not as waste but as a source of income.”There will be novel opportunities for newer jobs linked to waste collection, transportation, biogas sales. An online trading platform will be created for better implementation of ‘Gobar Dhan Yojana’ — it will connect farmers to buyers,” he said.Modi called for self-help groups and cooperatives to take this forward.”I urge entrepreneurs, especially our sisters residing in rural India, to step forward, and through the creation of self-help groups and cooperative societies extract full advantage from this opportunity,” he said. The prime minister also hoped the festival of Holi next week would bring in colour-laden felicitations.

Updated: Feb 25, 2018, 05:39 PM IST<!–end of articllftpbx–>BJP MP Varun Gandhi today questioned the lawmakers power to hike their own salaries, pointing out the decline in the number of days the Parliament runs for.”Salaries of Members of Parliament have increased in four times in last six years. The Parliament used to run 150 days a year from 1952 to 1972 whereas it runs only for 50 days now,” Gandhi said at an event organised by a private college here.”Can anyone increase or determine their remuneration on his own? How can MPs and MLAs do that, he said wondering over the steep rise in salaries of lawmakers. The BJP MP has been critical of the lawmakers’ authority to increase their own fiscal compensation and has in the past said such a power was not in line with the morals of democracy.Gandhi encouraged reservation for women in the Parliament but also said it should not be brought for the entry of relatives of political leaders.Reservation should be given to women, but it should not be brought to give entry to daughters, wife and sisters of political leaders. Common women like teachers, farmers, doctors and advocates should be promoted for entry into parliament, he said.

Compare Congress’ 48-year rule with our 48-month governance: PM Modi in Puducherry

Prime Minister Narendra Modi on Sunday urged the public to draw a comparison between Congress’ 48-year rule with 48 months of the Bharatiya Janata Party (BJP) led Central government.Addressing a public rally here, the Prime Minister asked the people to judge how much have they gained from both the governments.”I have come to Puducherry after a long span of time. I feel lucky to be here. This one family (Congress) has governed the nation for almost 48 years ‘directly and indirectly’. Our government is going to complete 48 months this May. You will have to think what did you gain or lose during those 48 years of one family rule as compared to 48 months of our government’s rule,” Prime Minister Modi stated. He claimed that after the Assembly elections in Karnataka, the Congress will remain in power only in one region in South India’ Puducherry. “I want to congratulate the chief minister of Puducherry because the Congress is going to exhibit him as a specimen after June,” Prime Minister Modi added. He also exhorted people to think why India was lagging behind several nations.”We attained independence in 1947. Several countries, which gained freedom after us are way ahead of us as far as development is concerned. We need to ask ourselves what lacked in our political culture and system that we are still lagging behind several nations,” the Prime Minister added. He criticised Congress of doing injustice to the people of Puducherry.”Puducherry has all resources and willpower but why is its development not up to the mark? Why is it not number one? Are women and youth getting opportunities to move ahead? Are the industries prospering here? Political parties which governed Puducherry did injustice to the public over here,” Prime Minister Modi asserted.Earlier in the day, the Prime Minister addressed the gathering at Auroville Foundation on the Occasion of its Golden Jubilee Week.He recalled Maharishi Aurobindo for his dedication towards the nation and humanity.Prime Minister Modi arrived in Puducherry on Sunday.

Srinagar: Mobile phone use, radicalisation of youths rampant in central jail, says official Report

It is a virtually free run for prisoners inside the high-security central jail prison in Srinagar where nearly 300 unauthorised mobile phones are operational with the inmates of the prison where radicalisation of undertrials and petty criminals is posing a growing threat, according to an official report. The report has been shared with the Jammu and Kashmir Home Department from time to time but action appeared to have not been taken to check this trend. These issues have come to light during an internal probe being carried out in the aftermath of escape of dreaded Lashker-e-Taiba (LeT) terrorist Mohammed Naveed Jhatt, a Pakistani national, who fled from police custody on February 6 after killing two policemen.According to a state intelligence report, which was submitted to the state home department, nearly 300 mobile phones are operational within the jail premises which has become a den for radicalisation of youths lodged for petty crimes. The then Director General of Prisons S K Mishra, who was shifted after the dramatic escape of Jhatt at busy SMHS hospital, had responded to the report, saying that the mobile jammer installed in the jail by Electronics Corporation of India Limited (ECIL) has not been functioning.”The technology adopted by the ECIL appears to be obsolete. The jammers are no longer able to block any signals or mobile phones,” he said, adding that the matter was reported to the state home department through several communications but the jail authorities have “not received any response.”On radicalisation, the report said “the sermons are given on Jehad… The basic tenets of religion are overlooked and emphasis is laid on radical aspects. Such religious sermons have a deep psychological impact on inmates and youth in particular who develop inclination towards joining militancy or getting recruited as overground workers (for militants),” the report said. There is no segregation of prisoners and people arrested for charges under terrorism or separatism are treated with higher degree of respect by the inmates. “The inmates are allotted barracks based on their affiliation of (terror) organisation,” the report said, adding the decision is taken by old prisoners themselves. It said the jail, which is expected to act as a correctional facility, is “instead being used as a place of religious indoctrination and militant recruitment”.”It is being observed that even petty criminal who spend some time in jails are today coming out as highly indoctrinated individuals with religious motivation to support or even join militant ranks.”Mishra, who is at present posted as chairman-cum-managing director of Jammu and Kashmir Police Housing corporation, said “segregation of high profile militants is unachievable in central jail Srinagar because of very poor and old structure”.Anyone can go to any barrack and intermingle and listen to the sermons in the barracks, he had replied.

‘Not waived off loans for any industrialist, Rahul Gandhi is lying’: Amit Shah

The Bharatiya Janata Party (BJP) President Amit Shah on Sunday rebuffed Congress President Rahul Gandhi’s allegations about Centre of waiving the loans of businessmen.”Congress leaders keep making statements that the BJP government has waived industrial loans of thousand crores and lakh crores. I would like to make it very clear that after Modi government came, not even one businessman’s one paisa of loan has been waived. Rahul Gandhi is not saying correctly,” Shah said at an interactive public meet with the farmers of Karnataka, here.Hitting back at Gandhi’s statement, Shah also challenged Gandhi to furnish relevant record that can attest to his allegations, and added, “I am ready to answer, and apologise to the farmers of Karnataka.”The statement comes in the backdrop of the multiple bank frauds reported lately, including the Rs 11,400 Punjab National Bank (PNB) fraud that involved celebrity jeweller Nirav Modi whose whereabouts remains undisclosed.Gandhi has held the Narendra Modi-led government responsible for the frauds, and for the inefficiency of the authorities to nab the culprits.Shah further elaborated on the steps taken by the BJP government for the benefit of sugarcane farmers, ranging from the stopping of raw sugar imports to the imposition of 40 percent duty on raw sugar brought for industrial purpose. The Centre also made it compulsory that at least 10 percent of ethanol -the byproduct of sugarcane- was mixed with petrol, and increased the price of ethanol from Rs 11 up to Rs 48, Shah informed.”The sugarcane farmers are paid their dues within 90 days in Uttar Pradesh. A law has been framed for the same,” Shah further said, and added, “Just like UP, sugar mills will have to clear dues of the sugarcane farmers within 90 days. This will be part of our election manifesto in Karnataka.”The BJP chief also assured the farmer that the defunct sugar mill in Bidar would be started again, once the BJP government comes in the state. As the Karnataka assembly election comes nearer, the BJP and Congress have begun aggressive campaigning in the state.Earlier in the day, Congress President Rahul Gandhi, who is on a three-day-visit in the state, addressed a public meet here.

This edition of PM’s radio programme through which he addresses the nation was the 41st edition ever since he started this practice in the year 2014.In his last address, PM Midi spoke on a number of issues starting with women empowerment. Citing scriptures, he emphasised that it is in our culture to respect women.Since the age when the Vedas were composed by women, ‘nari shakti’ has set numerous milestones and continues to play a pioneering role, the PM observed.”Let me tell you that one daughter is equal to ten sons… The punya (good) we get from 10 sons, we get that from one daughter,” said Modi.”Women are advancing in many fields, emerging as leaders. Today there are many sectors where our woman power is playing a pioneering role, establishing milestones,” the PM said.He mentioned examples of Matunga railway station in Mumbai, which is being completely run by women and women in Dantewada, Chhatisgarh who drive e-rickshaws to earn their livelihood. “Dantewada area in Chhatisgarh, which a Maoist affected region, where Maoists have created an environment of fear. In such an area women are driving e-ricksahws and becoming self-sufficient,” he said.He also spoke about the importance of Padma Awards and Gandhi Jayanti. This year’s Padma Awards had a number of rare achievers from distant parts of the country, who were recognised for their distinctive work, like a 75-year-old woman Lakshmikutty from Kerala who prepares herbal medicines and treats thousands of people.

Sridevi: Bollywood superstar dies at 54 of heart attack

She was one of the few Indian actresses to see huge box office success without a male hero’s support.

MHADA chalks out ‘pressure’ strategy over redevelopment

For the first time in its history, MHADA has issued a show cause notice to 165 ongoing redevelopment projects that have been delayed for more than 10-years. The reason behind this better-late-than-never reaction is the pressure on the authority to get rid of old buildings, which collapse during monsoon thereby causing loss of several innocent lives. The aim of this show cause notice is to make the developers, who have stalled the project, feel threatened and complete the project at the earliest. The authority has even sought approval from the government that they be allowed to take over the project.Sumant Bhange, chief officer, Mumbai Building Repair and Reconstruction Board (MBRRB) of MHADA, confirmed the figures. He said, “We have issued these notices so that the developers feel the pressure and begin the projects that are stuck since years. The law permits that we can takeover the projects that are stalled for a period of 10-years and above, if after the show cause notice issued there is no satisfactory reply from the NOC holder.”Originally, there were total 18,642 old and dilapidated cess buildings in Mumbai. The MBRRB has reconstructed total 946 old and dilapidated cess buildings. As on today, there are 14,286 old and cess buildings and the board has granted NOCs for their redevelopment under Development Control Rules 33 (7) to 2058 schemes. Of this, 699 schemes have been completed, and 18,580 tenants have been rehabilitated. According to data available from MHADA, around 1500 schemes comprising of 52,000 tenants is in progress. However, there are 165 schemes where work has not yet begun even after the lapse of over 10-years. The action of issuing show cause notices to the concerned NOC holders and cancellation of NOCs is in progress.PRESSURE TACTICSOfficials said the show-cause notices are aimed at stepping up pressure on the developers of stalled projects to nudge them to finish construction

Sena to protest VJTI acronym use

The Maharashtra Rajya Shikshak Sena, Shiv Sena and Yuva Sena have decided to protest on Monday against the Director of VJTI for not using the full form of the institute’s name on their banner during a convocation ceremony on February 23.Sena, its youth wing and the Rajya Shikshak Sena, a teachers union at VJTI, consider the use of the acronym instead of the full version, ‘Veermata Jijabai Technological Institute’, as an insult to Veermata Jijabai, mother of 17th century Maratha king Shivaji.According to sources from the institute, the banner used in convocation ceremonies every year mentions the full name of the institute. But this year, when the staff members gave a draft of the banner with the full name to Director Dhiren Patel, he asked to use the abbreviation.Dr Manisha Kayande, Sena spokesperson, said, “This is an insult to a great woman who gave birth to a leader like Chattrapati Shivaji Maharaj. We will protest at the VJTI campus and demand an unconditional apology.”Director Patel, said, “People cannot read the whole name from a distance because it has a smaller font. Hence, I asked to use the abbreviation.”

An ‘altered perspective’ to ceramic sculpture

A ceramic sculptures exhibition, showcasing multiple imageries surfacing from varying perspectives of the artist’s creations, is being held at District Centre in Saket. Titled ‘The Altered Perspective’, it is a solo exhibition by artist Dipalee Daroz. The sculptures on display are a transition of context through the use of inherent textures and properties of clay graduating into natural forms and objects, thus creating an optical depth between the natural and the real. They represent Daroz’s psyche of looking at things, which turn out to be more ambiguous and figurative in its own way. In ceramics, we have to follow some rules to create an art object. It is very difficult to make the earth. My creation resembles a metal or something which gives a glossy effect. Stone is a timeless thing and you can see how I have treated clay to resemble a stone with all the textures.”The artist has also experimented with landscape sculptures but at a minimalist level. Her inspiration for landscapes come from her time-to-time travel experiences. She takes inspiration from a tree or a cactus. The artist has multiple imageries coming to her mind, but Dipalee doesn’t plan what she is doing instead makes use of what comes her way.CLAY ARTThe sculptures on display are a transition of context through the use of inherent textures and properties of clay graduating into natural forms and objects, creating an optical depth.

Maharashtra Budget session: Govt faces tough task amid rising fiscal deficit

The Maharashtra government faces an acid test while presenting its last full budget on March 9. Amid growth in revenue and fiscal deficits and burgeoning public debt, the BJP-led government will have to earmark funds for capital investments especially for a slew of development and welfare schemes and fulfillment of various promises ahead of next assembly poll slated for 2019. The government has estimated revenue deficit of Rs 4,500 crore by end of 2017-18, expected to increase to Rs 10,000 crore while the fiscal deficit to 3% plus from the present level of 1.7% of the gross state domestic product (GSDP) largely due to the crop loan waiver scheme of Rs 32,000 crore announced last year.Further, the state public debt is expected to cross Rs 4.50 lakh crore from the present level of Rs 3.50 lakh crore. The budget session will begin from February 26.On the other hand, the Opposition is working out its strategy to corner the government over the growing fiscal imbalance, farmers distress, lack of adequate funds due to 30% cut in budgetary spending, lapses in law and order handling and instaces of social and political unrest across the state. Both opposition parties, Congress and Nationalist Congress Party, are separately organising rallies and marches. However, BJP is banking on the leadership of CM Devendra Fadnavis, who is firm in the saddle. He hogged the limelight for organizing Magnetic Maharashtra summit between February 18 and 20, reiterating that state under his leadership has been a favoured destination for investors. Fadnavis will strongly justify the crop loan waiver scheme on the grounds that the use of information technology has helped the government weed out ghost accounts, thereby saving Rs 9,000 crore.

Banks get tough, 3 fraud cases registered with CBI in a week

In the aftermath of the Punjab National Bank scam, banks have now become more pro-active in sending complaints to the CBI. Acting on complaints by three different banks, the investigative agency has registered three cases of financial fraud within a week against a jeweller, a businessman, and a public servant.Sources say that CBI director Alok Kumar Verma has asked his officers not to sit on complaints on bank frauds and immediately register an FIR. Verma issued this direction after the Home and Finance ministries asked to revamp the banking fraud unit and start expediting complaints. The Prime Minister Office (PMO) has also expressed that these cases should dealt with in all seriousness. The agency registered a case against diamond jewellery exporter Dwarka Das Seth International on Thursday for an alleged bank loan fraud to the tune of Rs 389.85 crore on complaint of Oriental Bank of Commerce (OBC).The complaint was filed before the CBI six months ago and it was only when bank officials asked them to look into the matter, the agency booked the company and the directors of the firm — Sabhya Seth, Reeta Seth, Krishna Kumar Singh and Ravi Singh — and another company named Dwarka Das Seth SEZ Incorporation. The agency stated that the company has availed various credit facilities from OBC between 2007 and 2012 and it was found that the company was using Letters of Credit (LoC) to pay off other creditors against the purchase of gold and other precious stones and transfer gold and funds outside the country using fictitious transactions.“The borrowers were utilising this facility for discounting of bills, under letters of credit established by Dubai Bank Kenya, Soleil Chartered Bank, Trade Chartered Bank, TF Bank Kontrakt Inc, Century Bank Corp LCC, etc,” OBC said in its complaint. The practice of raising loans through LoCs continued until OBC noticed that the other banks had poorly rated the firms. and then stopped the credit facility. The complaint also said that the firm did not repay loans on time and demanded extension of the repayment window due to poor business conditions.“Now, for the last 10 months, the customer is not responding and he and his family is not available at the address in the bank records,”the bank had told the CBI. Similarly on Wednesday, the CBI filed a case against businessman Amit Singla and others on a complaint of Bank of Maharashtra for securing a loan on false representation by forging documents and its criminal misappropriation and use. The bank alleged that Ashirwad Chain Co-Proprietor Amit Singla took a loan of Rs 9.5 crore and, in connivance with valuers, showed inflated prices of the collateral deposited against the loan.Singla had put three properties as collateral which were valued at over Rs. 18 crore by Tech Mach International at the time of taking the loan, but the actual market value of the properties were found to be only Rs 2.5 crore after the loan turned into an non performing asset. On the same day, CBI filed a case against Inder Chand Chundawat, then senior branch manager in Punjab National Bank’s at Barmer office in Rajasthan for abuse of official position. Chundawat allegedly siphoned off money from government schemes and put it in the accounts of fictitious persons causing a loss of over Rs 2 crore. The CBI has filed two FIRs against Chundawat. The first case states that Chundawat, between August 2011 and June 2012, deposited huge amounts of money related to government schemes into an account openedby him under a fictitious name – Sugna Devi. In the second case, Chundawat sanctioned and disbursed 26 Mudra loans – between September 2016 and March 2017 – in violation of rules and regulations, causing a loss of over Rs 62 lakh to the bank.Earlier, cases of major financial frauds worth Rs 11,300 crore by diamantaire Nirav Modi and by Rotomac owner Vikram Kothari have surfaced, in which the CBI has filed cases and and arrested several people.CBI directiveCBI Director Alok Kumar Verma has asked his officers not to sit on bank fraud complaints and immediately register an FIR and start investigation.

CBSE slams schools for withholding students’ admits cards

In a notice to affiliated schools, the Central Board of Secondary Education (CBSE) slammed the practice of withholding admit cards of Class X/XII students for the pre-board tests — conducted by schools internally — on the ground of students’ poor performance. The board also warned schools to not charge students for the admit card of board exams. The circular was issued to affiliated schools on February 23, stating that several instances of admit card not having been issued by schools have come to the notice of CBSE. The board has viewed this practice of withholding admit cards very seriously.Rule 15 (Detaining of eligible candidates) of the CBSE examination bye-laws states, “In no case the heads of affiliated schools shall detain eligible candidates from appearing at the examinations.” Schools have been asked to strictly abide by the rule. Prohibiting a student from appearing for practical or theory examinations in Class X/XII is a violation of this bye-law.Deepshikha Srivastava, principal of Rajhans Vidyalaya School, Andheri, said, “I have heard of such incidents where some schools do not issue admit cards to students in order to get good results, but it has never happened in my school. Now the students’ admit cards come online to us online.”Anubha Sahai, President of India Wide Parents Association, said, “We have always received such complaints where CBSE schools withhold students’ admit cards because of issues related to the fees or the want of a good result in board exams. The CBSE has taken a good initiative with this circular.”THE CIRCULAR The circular was issued to schools on February 23, stating that several instances of admit card not being issued have come to the notice of CBSE Rule 15 (Detaining of eligible candidates) of the CBSE examination bye-laws states, “In no case the heads of affiliated schools shall detain eligible candidates from appearing at the examinations.”

NCERT to cut syllabus by half in 2019

The central government has decided to reduce the syllabus of National Council for Educational Research and Training (NCERT) by half, a move that it expects will improve students overall development and ensure that they do not remain confined to just books. The new syllabus, regarding which internal deliberations have been happening for some time now, is likely to come into effect by 2019.The move has been on the anvil for some time now. Ever since Prakash Javadekar took over as the Minister for Human Resource Development in the year 2016, he has been talking about reducing the school syllabus and now the ministry is now finally giving shape to the idea.Making this announcement on Saturday, Javadekar, in an interview to Rajya Sabha TV, said that the school syllabus is more than that of BA and BCom courses, and it needed to be reduced by half.”At the stage of development of cognitive skills, students need to be given full freedom. I have asked NCERT to reduce the syllabus by half and it will be effective from the 2019 academic session,” he told Rajya Sabha TV.Advocating the move, a government official said that this step is being taken so that students get more time for overall development.A similar move was taken by the Aam Aadmi Party-led Delhi government in 2015.The Delhi government had reduced their syllabus by 25 percent to accommodate more skill development and co-curricular activities for students. As a pilot project, they applied the new syllabus to Classes 6 to 8, and later extended it to higher classes.Speaking to DNA, a senior official in the HRD Ministry said, “NCERT has been asked to form a committee that will look into how this idea can be implemented, what can be reduced from the syllabus and what should be retained. This is at a very initial stage right now and more like an idea currently.”Suggestions from the committee will be presented before the Central Advisory Board of Education (CABE) committee, which is the highest decision-making body on all matters related to education, before it is finalised.Education experts have given mixed reactions to the idea, while they say that it is a welcome move, it should be well thought through. Professor Janaki Rajan, professor at Institute of Advanced Studies in Education at Jamia Milia Islamia University, said, “NCERT textbooks are anyway very well crafted, so the government needs to be very careful about what they plan to retain and what they want to reduce from the syllabus. It is not that the syllabus is not being completed in time.””Probably Class 1 books need to be re-oriented but not Class 4 and above, they are already teaching what they should be teaching. This is exactly what the AAP government did, they just reduced the syllabus by 2 per cent and a lot of important things went away with that,” she added.Meanwhile, Ruchi, a PhD scholar in Education, who is also teaches at a private school in Delhi, highlighted the importance of in-depth studies. “Studying a subject indepth is also very important. Students realise the importance once they reach higher classes. Just reducing the syllabus won’t work. It has to be a very well-thought of move,” she told DNA.

Attack on Delhi Chief Secretary: Manoj Tiwari slams Arvind Kejriwal; says he’s trying to cover-up incident

Accursing Chief Minister Arvind Kejriwal of trying to “cover up” the alleged attack on Chief Secretary Anshu Prakash, Delhi BJP chief Manoj Tiwari today said that violence has no place in politics and administration.Prakash has alleged that he was attacked by two Aam Aadmi Party MLAs during an official meeting at Kejriwal’s residence on Monday night. The ruling party has denied the allegations.”Instead of taking action against the guilty MLAs, the chief minister tried to cover up the incident which shocked everyone,” Tiwari said. Also readAttack on Delhi Chief Secretary: LG Anil Baijal meets Home Minister Rajnath SinghHe accused Kejriwal of being a “mute spectator” in other similar cases, and said a few officers of the Municipal Corporation of Delhi and the Delhi Jal Board had been beaten up, but the chief minister did not take action against his MLAs.”Similarly, a BJP delegation was (also) attacked at his residence and the chief minister remained a mute spectator,” he said.Tiwari was referring to an alleged attack on BJP leaders, who had gone to Kejriwal’s residence to discuss ways to provide relief to traders hit by the sealing drive in Delhi. The BJP had accused AAP MLAs of misbehaving with them during the meeting. He also wondered whether the AAP MLAs had treated officials involved in sealing drive and regularising unauthorised colonies, the same way as they allegedly did with the chief secretary.”Did the chief minister have an altercation with any officer for providing relief to the people of Delhi suffering from sealing, or his MLAs misbehaved with any officer for regularising the unauthorised colonies in Delhi,” he saidMeanwhile, Delhi Lt Governor Anil Baijal met Union Home Minister Rajnath Singh, two days after he submitted a preliminary report over the alleged assault on Delhi Chief Secretary Anshu Prakash at Chief Minister Arvind Kejriwal’s residence. In the meeting, the Lt Governor briefed Singh about the incident and the prevailing situation under the Aam Aadmi Party (AAP) government, sources said. With the governance of the Delhi government hit, the AAP sought to extend an olive branch to the officers.

Attack on Delhi Chief Secretary: Request govt officers to resume work, as it is getting hampered, appeals AAP

Delhi’s ruling Aam Aadmi Party today urged government officers, protesting against the alleged attack on Chief Secretary Anshu Prakash by party MLAs, to not obstruct work as doing so would hit the governance.Saurabh Bharadwaj, chief spokesperson of AAP’s Delhi unit, said the cases relating to the alleged assault on Prakash and the attack on minister Imran Hussain and Delhi Dialogue Commission’s vice-chairman Ashish Khetan are being investigated by the police.”We appeal to the officers not to obstruct work as governance gets hit because of this,” Bharadwaj said.Chief Minister Arvind Kejriwal and his cabinet colleagues yesterday met Lt Governor Anil Baijal and sought his intervention to ease the government-bureaucracy tension.A senior AAP leader said that the bureaucrats should not make its tussle with the Delhi government a matter of ego since their protest was hurting governance in Delhi.Chief Secretary Prakash has alleged he was beaten by AAP MLAs Prakash Jarwal and Amanatullah Khan during a late-night meeting at Kejriwal’s residence on Monday. The officers since then have boycotted meetings called by Delhi government ministers.Demanding action in the case of attack on Hussain and Khetan, AAP leader Ashutosh said that party MP Sanjay Singh had sought time with the Delhi Police commissioner yesterday to raise the issue, but Singh has not heard from him yet.On Friday, Delhi’s LG Anil Baijal met Chief Minister Arvind Kejriwal on Friday over the alleged assault on Chief Secretary Anshu Prakash. On Saturday, Baijal met Home Minister Rajnath Singh to assess the situation.Taking to Twitter, the LG said, “Met Hon’ble CM @ArvindKejriwal & his cabinet colleagues. No place for violence in democracy.”

Madhya Pradesh bypolls: Both Mungaoli and Kolaras constituencies record over 70% turnout

Bypolls to Mungaoli and Kolaras Assembly constituencies in Madhya Pradesh today recorded 77 % and 70 % voter turnout respectively. An Election Commission official said minor clashes between political workers were reported from some areas. While Ashoknagar District Collector K V S Choudary said 77.05 % polling was recorded in Mungaoli, Shivpuri Collector Tarun Rathi told PTI that the turn-out in Kolaras was 70.4 %.Outcome of the two by-elections would be watched keenly as a possible pointer to people’s mood ahead of the Assembly elections in the BJP-ruled state, due later this year. The Congress has fielded Mahendra Singh Yadav from Kolaras and Brijendra Singh Yadav from Mungaoli, while the BJP has fielded Baisahab Yadav from Mungaoli and Devendra Jain from Kolaras. Also readMadhya Pradesh bypolls: 41% turnout in Mungaoli; 35% in Kolaras till 12.30 pmOverall, 13 candidates are in the fray in Mungaoli and 22 in Kolaras. Counting of votes would take place on February 28.The bypolls were necessitated due to the death of Congress’s Mungaoli MLA Mahendra Singh Kalukheda and its Kolaras MLA Ram Singh Yadav. Also readMadhya Pradesh bypolls: Prestige battle for Chouhan; 16% voter turnout in Kolaras, 17% in Mungaoli till 10 amBoth seats are in the Guna Lok Sabha constituency, represented by Jyotiraditya Scindia. The outcome of the February 24 bypolls for the two seats, currently represented by the Congress, will be perceived as a pointer to the public mood ahead of the Madhya Pradesh assembly elections slated later this year. Also readMadhya Pradesh bypolls: Yashodhara Raje, nephew Jyotiraditya Scindia hit hustingsWhile state Sports and Youth Welfare Minister Yashodhara Raje is seeking votes in Kolaras constituency by invoking the legacy of her mother late Rajmata Vijayaraje Scindia, a formidable BJP doyen, Jyotiraditya is referring to his late father Madhavrao Scindia’s contribution in the development of the area.Kolaras and Mungaoli assembly segments are parts of Jyotiraditya’s Guna Lok Sabha constituency.Sanjay Sharma, a social worker based in Shivpuri-Gwalior who had witnessed elections in the area for the last four decades, said, “Normally, Scindia family members never campaign against each other and avoid face-to-face contest despite being in different parties”.However, a perception is growing that Yashodhara Raje and Jyotiraditya are campaigning against each other, in a departure from convention.”This was the tradition we have seen from the days of Rajmata Scindia. If Madhavrao contested from Gwalior, then his mother used to fight elections from Guna. They never contested against each other and also avoided campaigning against any member of the family despite having different political parties affiliations,” Sharma said. However, this time it appears and even people feel that they are campaigning against each other in the name of their respective parties, he said.According to Sharma, Jyotiraditya is reminding people of their old association with his father, while Yashodhara Raje is highlighting her mother’s deep connect with the common man and her contribution in his welfare.

Amid continued Sino-India discord over a host of issues, Foreign Secretary Vijay Gokhale has made a surprise visit to Beijing and held talks with top Chinese officials on bilateral ties and topics related to regional and international importance.Gokhale’s visit, which was kept under wraps was announced through a tweet by Indian Embassy early today.”During the consultations, the two sides reviewed recent developments in bilateral relations, including high level exchanges, and discussed the agenda for bilateral engagement in the coming months,” a statement by the Indian Embassy here said.Gokhale who was India’s envoy to China before he succeeded S Jaishankar as the Foreign Secretary last month, held talks with Chinese Vice Foreign Minister Kong Xuanyou, and called on Foreign Minister Wang Yi and state councillor Yang Jiechi, the statement said.In Chinese hierarchy, Yang who is the State Councillor besides Special Representative of India-China border talks, is placed higher than the Foreign Minister. Both Wang and Yang visited New Delhi to kick start the bilateral dialogue, the first after the 73-day standoff at Dokalam which strained ties.”Both sides agreed upon the need to expedite various dialogue mechanisms in order to promote multifaceted cooperation across diverse fields of India-China engagement,” the statement said. They noted the need to build on the convergences between India and China and address differences on the basis of mutual respect and sensitivity to each other’s concerns, interests and aspirations, the statement said.”Both sides underlined that as two major countries, sound development of relations between India and China is a factor of stability in the world today. The two sides also exchanged views on regional and international issues of common interest,” it said.Late last night, the Chinese Foreign Ministry posted a statement on its website. The Chinese Foreign Ministry in its statement said that Wang told Gokhale that the two sides should enhance strategic mutual trust and accelerate common development in line with the political consensus of the leaders of the two countries”We hope that the Indian side will handle sensitive issues prudently and work with China to promote the sound development of China-India relations,” Wang said in an apparent reference to host of sensitive issues, including the current political crisis in Maldives being faced by the two countries.China and India are both representatives of emerging markets and big developing countries, Wang said, adding that “commonality” cannot be replaced.Gokhale, meanwhile, said India attaches great importance to its relations with China and is willing to work with it to implement the consensus of leaders, strengthen strategic communications, take care of each other’s core concerns and create a good atmosphere and conditions for the sustained and steady development of bilateral relations. The visit of Gokhale, who reportedly held the key negotiations to resolve the 73-day standoff at Dokalam, came in the backdrop of difficult bilateral and trilateral issues being dealt with by the two countries. The Dokalam standoff ended on August 28 after the Chinese military stopped road building close to the strategic Chicken Neck corridor in an area claimed by Bhutan.Besides the tensions along the 3,488 km long Line of Actual Control (LAC), the two countries faced a range of issues, including India’s objection to the USD 50 billion China-Pakistan Economic Corridor, China blocking efforts at the UN to list JeM chief Masood Azhar as a global terrorist as well as India’s entry into the Nuclear Suppliers Group (NSG).The current political crisis in the Maldives also emerged as an irritant in bilateral ties. The Maldives was plunged into a crisis when President Abdulla Yameen declared a 15-day emergency on February 5 and ordered the arrest of the Chief Justice and a former head of state after the Supreme Court termed “unconstitutional” the imprisonment of nine MPs and former President Mohammed Nasheed.China which has made large scale investments in the Maldives, called for the crisis to be resolved by relevant parties internally and opposed any external intervention. Beijing also opposed to even UN mediation to resolve the crisis.Former president Nasheed, who is currently in exile in Sri Lanka, however had called for the Indian intervention to resolve the crisis.

In a shocking incident, nine students were killed and 24 other injured when a vehicle rammed into a school building in Bihar’s Muzaffarpur.According to a report in News 18, the incident occurred in Ahiyapur’s Jhapaha when scores of school children were waiting to cross the road and a speeding Bolero hit them. The report added that three of the 24 students are stated to be in a critical condition.Bihar Chief Minister Nitish Kumar announced announces Rs 4 Lakh each as ex-gratia to the families of the deceased where 9 students were killed and 24 were injured after a vehicle.Meanwhile, RJD MLA from Minapur, Munna Yadav, who rushed to the spot after the mishap, alleged that the driver of the vehicle was “definitely inebriated. There has been no control on consumption of alcohol despite the state government’s claims of prohibition”. In 2017, the World Health Organization said that road accidents were the biggest killer of teenagers globally, according to a latest WHO report which found that over 3,000 adolescents die every day, totalling 1.2 million deaths a year, from largely preventable causes. In 2015, more than two-thirds of these deaths occurred in low- and middle-income countries in Africa and South-East Asia. Road traffic injuries, lower respiratory infections, and suicide are the biggest causes of death among adolescents.Road injuries were the leading cause of adolescent death among 10 19-year-olds, resulting in about 115,000 adolescent deaths, the report by World Health Organisation (WHO) said.Older adolescent boys aged 15 19 years experienced the greatest burden. Most young people killed in road crashes are vulnerable road users such as pedestrians, cyclists and motorcyclists.”Adolescents have been entirely absent from national health plans for decades,” said Flavia Bustreo, Assistant Director-General, WHO.

Kerala tribal murder: Rahul Gandhi condemns incident, says society must guard against growing intolerance

Congress president Rahul Gandhi on Saturday condemned the murder of a tribal man in Kerala after the latter was accused of stealing articles. “I am deeply disturbed by the savage and cruel lynching of a tribal in Kerala yesterday, captured on camera. We must guard against growing intolerance in our society & speak out in one voice to condemn these acts of mindless violence,” the Congress president tweeted.Earlier, the man was beaten to death by local people for allegedly stealing articles from some shops at Agali here, police said. The deceased, suspected to be mentally unsound, was identified as Madhu, hailing from Kadukumanna settlement of Attappady, one of the largest and backward tribal hamlets in the state.Police said that he was often seen wandering in the area.He was beaten up by the local people, who accused him of stealing articles from some shops in the town, and later handed him over to the police yesterday. Some television channels aired visuals purportedly showing people taking selfies with Madhu with his hands tied up.Though the police tried to rush him to the nearby Agali government hospital, he vomited, collapsed and died in the jeep itself and was declared by dead by the hospital, police said.Agali police has registered a case and some persons have been taken into custody, they said.”They are being interrogated and the arrest will be recorded after verification,” a senior police officer told PTI.Police said the post mortem would be conducted at the Thrissur Medical College hospital later, only after which the exact cause of the death will be known. However, Madhu’s relatives told Malayalam channels that he was suffering from a mental breakdown and was staying away from home for some months. They also wanted exemplary punishment to the guilty.Meanwhile, Chief Minister Pinarayi Vijayan condemned the incident and said stringent action would be taken against the accused.Directions in this regard have been given to the director general of police, he said.”Such violence cannot be accepted in a civilised society. It cannot be accepted in anyway,” Vijayan said in a Facebook post.

PNB scam: Congress leader Singhvi’s wife submits response to I-T dept; more Gitanjali accounts frozen

Anita Singhvi, the wife of senior Congress leader Abhishek Manu Singhvi, filed her response to the Income Tax department, which had issued her a notice to explain certain jewellery purchases from stores owned by beleaguered diamantaire Nirav Modi.Officials said an authorised representative of Anita Singhvi submitted her response to the tax department on Friday. She was asked to explain how much she had paid in cash and how much through cheque to purchase the valuables and jewellery from Modi’s firms a few years back.It was not immediately known as to what her explanation was. Abhishek Manu Singhvi had earlier refuted the allegations made against his family and described the I-T action as “harassment” being meted out to him as he belonged to an opposition political party. The department on Friday expanded its probe into the alleged bank frauds at the Punjab National Bank (PNB) and involving the Rotomac pens company as it attached 144 bank accounts and fixed deposits (FDs) of the Gitanjali Gems group, promoted by Mehul Choksi. The total deposits in these accounts and FDs was Rs 20.26 crore, officials said.It also attached a dozen bank accounts of the Rotomac pens group as part of its tax evasion probe against it. The tax demand against the group, whose owner Vikram Kothari and son Rahul were arrested by the CBI on Thursday, was about Rs 106 crore, they added. The taxman, the officials said, also “sanctioned” six prosecution complaints, for alleged tax evasion, to be filed in a court against Vikram Kothari.Fourteen bank accounts and four immovable assets of the group have already been attached by the department. The attachment of assets action, the officials said, was undertaken to “recover outstanding tax demands” from the accused. The Kanpur-based group is being probed by the CBI and the Enforcement Directorate (ED) in connection with an alleged bank loan fraud of Rs 3,695 crore, sanctioned by a consortium of seven banks.Modi, his uncle Choksi and others are being investigated by the CBI, ED and the tax department after a bank fraud recently came to light, following a complaint by the PNB that they allegedly cheated the nationalised bank to the tune of Rs 11,400 crore, with the purported involvement of a few employees of the bank. The CBI and the ED have registered two FIRs each to probe these instances against Modi and Choksi. Both of them are said to have left the country before the criminal cases were lodged against them.

He was arrested in connection with a robbery, and now Punjab Police has taken up the matter with the Ministry of External Affairs to get him extradited. They had roped in the Interpol to help them to trace and nab ‘Romi’ after three gangsters who were arrested in February, last year, including jail escapee Gurpreet Sekhon had told the police interrogators that ‘Romi’ had provided funds for the November 2016 Nabha jailbreak and had even set up a ‘control room’ in Hong Kong to coordinate the movement of the jailbreak escapees using the Internet and WhatsApp.’Romi’ was known to have close links with Pakistan’s Inter-Services Intelligence (ISI), and is believed to have a major role in coordinating and establishing links between terrorists and gangsters in Punjab, and particularly with those residing in the state’s Majha, Malwa and Doaba regions.According to the police, he figured prominently in the recent sectarian killings that took place across Punjab.’Romi’ was first arrested in Patiala in June 2016 and was sent to the high security jail in Nabha where he established close relations with Harminder Singh alias Mintu, the chief of the Babar Khalsa, through Gurpreet Singh Sekhon. In August 2016, Romi jumped bail and escaped to Hong Kong from where he planned the jail break of the Nabha Jail.It may be recalled that on November 27, 2016, 15 gangsters of the above regions of Punjab entered the Nabha Jail armed with sophisticated weapons and freed six hardcore prisoners, including two terrorists and four hardcore gangsters.Media reports have quoted Punjab Police sources, as saying that till date 36 persons have been arrested in connection with the Nabha jailbreak.Out of six inmates who fled the maximum security jail, four – Neeta Deol, Gurpreet Sekhon, Aman Dhotian and KLF chief Harminder Singh alias Mintoo were re-arrested.The fifth escapee, Vicky Gounder was killed in a police encounter, while the sixth, Sikh Militant Baba Kashmir Singh continues to roam around free. Before his arrest in Hong Kong, Ramanjit Singh alias Romi, aged 29, had a Red Corner Notice Control No A-2627/3-2017 issued against him, which remains active as on date. The latest radical-cum-terror module busted by Punjab Police that was held responsible for the murder of seven persons who were associated with the RSS, Shiv Sena and Dera Premmi, was traced to a module managed by Romi in Hong Kong.

Sidelined by Kejri, Kumar Vishwas says he is the ‘youngest Advani’

Neglected in his own party, Hindi poet and Aam Aadmi Party (AAP) spokesperson Kumar Vishwas said that he has become the ‘youngest Advani’ in Indian politics.Participating in a Kavi Sammelan in Amethi from where he had contested in the Lok Sabha polls in 2014 against current Congress president Rahul Gandhi, Vishwas said, “Before anyone makes fun of me, I am saying on my own that everyone wants to honour me as I have become the youngest Advani in politics.”He compared himself with Advani as he did not get a Rajya Sabha berth despite working hard to establish AAP.Vishwas also took a dig at Prime Minister Narendra Modi, Rahul Gandhi. “Modiji planned to deposit Rs 15 lakh in everyone’s accounts, but people close to him ran away with the money. First Vijay Mallya and now Nirav Modi,” said he taking a jibe at PM’s false promises. He mocked Rahul by saying that the potholes he had seen four years ago in Amethi has remained there despite Gandhi’s promises of development.Vishwas said his job has become to make way for some Sanjay or the other. “When I fought polls from Amethi, pujya pitaji was sent to Rajya Sabha. Now another Sanjay Singh got a berth,” he said.

SSB jawans flee with two held by cops

Sashastra Seema Bal (SSB) jawans on Friday forcibly took away two of their own, who had been arrested on Thursday on charges of shooting an alleged fake currency dealer, from a police station when the two arrested were being taken to the court.Police officers chased and intercepted them, but SSB jawans managed to flee.District Superintendent of Police Koteswar Rao informed senior SSB officials of the incident. SSB Siliguri Frontier Srikumar Bandopadhyay said, “We don’t support what DK Singh has done. SSB does not support any lawlessness. We have asked my men to hand over the two to the police.”Chief Minister Mamata Banerjee has reacted sharply to the incident. “The incident is highly condemnable. Law and order is a state subject. It is unthinkable that SSB jawans who had been accused of murder had been taken away like this. We have spoken to IG SSB,” she said. The two SSB jawans — Commanding Officer Dipak Kumar Singh and habildar Amit Singh — were arrested for allegedly shooting a jamadar while investigating a fake currency racket which was beyond their jurisdiction. The incident happened at Diamond Harbour in South 24 Parganas. It was found out that on Thursday, SSB had got into an altercation with one Altab Jamadar at a market in Sarisha in the district. Dipak had allegedly shot Jamadar dead. Later when officials of Diamond Harbour PS reached the spot they arrested owner of the market Muzammel Mondal and upon interrogating him the names of these two SSB officials came up.The two accused had reportedly said that they had gone to investigate a fake currency racket but police maintained that they had gone beyond their jurisdiction and shot Jamadar dead.On Friday, as Diamond Harbour PS officials were getting the two ready for a medical test ahead of producing at the court, about 8-10 other SSB jawans appeared in a vehicle and forced the two away out of police custody.Officers of Diamond Harbour PS chased them and intercepted them on the road but from there too they forced him away to their camp.ADG (law and order) Anuj Sharma too said, “They cant do this. We will take strictest action against offenders.”DK Singh, while he was being taken to the court, told reporters that he had done nothing wrong and was investigating a case of fake currency racket but district police official said that SSB could not carry out the operation without taking them in confidence.A case has been initiated against them and charges slapped on them include Sections 120B (criminal conspiracy), 307 (attempt to murder), 224 (resistance or obstruction by a person to his lawful apprehension), 325 (voluntarily causing grievous hurt) and 353 (assault or criminal force to deter public servant from discharge of his duty).Police sources also said that offending weapon has been recovered along with Rs 2 lakh which the SSB officers claimed to be their personal money which was being used in the operation.

Tadwadi Holi Utsav to splash a social message

The most boisterous and colourful festival is here, almost. Sneaking into diminutive ‘gallis’ and dashing balloons, filled with colours, on one’s back is about to be a common phenomenon. And, they say, splashing the colours for a cause at Tadwadi is earning a good fortune. The practice is 112 years old. Nearly 10,000 women devotees will bring sarees which will be donated to old-age homes across Maharashtra. The Tadwadi Holi Utsav will be held on March 1 from 7.30 pm to 12.45 am. Like every year, the Holika will be immolated following which people will dive into the festive spirit. Tadwadi Chor bazaar, which sees heavy footfall during Navratri, has South Mumbai’s tallest idol made at late Vijay Khatu’s workshop.“More than ten thousands people visit the Tadwadi Utsav. The crowd starts gathering from 7:30 pm and celebrate till 12:45 pm. It will be held on March 1. Devotees offer sarees, coconut and veni. The sarees that are offered to Holika will be later given away to women in the old age home,” said Amit Bhadricha, a senior member of the mandal. The platform will also be used to spread the word about installation of sanitary pad dispensing machines.“The sanitary pad dispensing machine will be installed in Girgaon with the help of “Amhi Girgaonkar” team, a local group that takes up social issues.”A group, headed by Gaurav Sagwekar, will help in the installation process. Amhi Girgaonkar is the first group that came up with the initiative. We are looking for sponsors to purchase the machine. However, if we don’t find a sponsorer, we will contribute ourselves,” said Bhadricha.112-YR-OLD FESTTradition says devotees coming to Tadwadi festival earn a good fortune. This year, a mess-age about installating sanitary pad dispensing machines will be spread from the platform.

Widened road to unclog traffic jam near Bombay Hospital

With an aim to reduce the crucial time while patients are being rushed to the Bombay Hospital, Brihanmumbai Municipal Corporation (BMC) has decided to reconstruct the Bombay Hospital Lane artery. The work in Marine Lines area was proposed in 1967 and is expected to be over by March. The one-way lane will be converted into a two-lane traffic route. Facing traffic snarls and going to the hospital via an alternate route wastes at least 15 minutes during the golden hour. A two-way traffic route was proposed in 1967. Several reasons, including a well that stood along the road, has delayed the project.“The height of the well has been increased and a concrete slab will be laid on it to cover it,” a BMC official said. However, the civic body will make provision to use water from the well. Currently, patients have to be taken to the hospital by bus, only through Vitthaldas Thackeray Marg. The Bombay Hospital Lane, which is approximately 210 meters long, and connects to MG Road, will shorten the travel time during the golden hour. The decision to widen the road was taken after Vijay Singhal, the additional municipal commissioner, visited the area. The road is 12.30-metre-wide and will be increased to 21.34 metre approximately.RELAID ARTERYA two-way traffic route was proposed in 1967. Several reasons, including a well that stood along the road, has delayed the project. The decision to widen the road was taken after Vijay Singhal, the additional municipal commissioner, visited the area.

Delhi’s campaign leads to better air quality in 2 weeks

The 15-day Delhi Clean Air Campaign that ended on Friday saw 7,357 cases of pollution norm violations and penalties were imposed in 3,117 or 40 per cent of the cases, the environment ministry said. The campaign was a joint effort Centre and Delhi government had 70 field teams were monitoring compliance of pollution norms. The Capital’s air quality saw an overall marginal improvement during the course of the campaign, as it went from very poor to satisfactory and back to the poor category, according to data analysis by System of Air Quality and Weather Forecasting and Research (SAFAR).Out of the 7,357 cases of violations the maximum; 3,742 were of dust pollution from the construction and demolition activity and penalties were imposed in 2,051 of those cases. Open burning, visible vehicular pollution, traffic violations, road dust pollution, landfill violations and miscellaneous cases accounted for the rest of the cases of violations. The ministry was yet to arrive at a final figure of the revenue collected from the penalties, but preliminary estimates showed that they were in the range of Rs.8 crore to Rs.10 crore.Environment minister Dr.Harsh Vardhan said that the campaign helped the field staff of Central Pollution Control Board (CPCB) and Delhi government to plug gaps in implementation of pollution norms and proved to be an exercise in preparedness for crisis situations. “We know that no permanent solution has come out of this campaign but it showed that it had an impact on improving air quality. The air was very poor at the beginning and it has not gone back to the same levels,” he said. The ministry will now implement a similar campaign across 100 non-attainment cities where pollution is above safe limits.SAFAR’s analysis showed that when the campaign began, Particulate Matter 2.5 (PM 2.5) levels were in the very poor category. Subsequently, there were gains and between February 10 and February 13, the PM 2.5 levels were in the green or at satisfactory levels. Between February 14 and February 18 it was in the moderate category and at the latter part of the campaign, it went to the poor category.VISIBLE CHANGEWhen the campaign began, PM 2.5 levels were in the very poor category Between February 10 and 13, the PM 2.5 levels were in the green or at satisfactory levels

What’s wrong with Union Minister Satyapal Singh’s ‘Darwin remark’? Students asked to give ‘logical’ answer

Nearly a month after MoS for human resource development (HRD) Satyapal Singh called Darwin’s Theory of Evolution scientifically wrong, Indian Institute of Science Education and Research (IISER) included a question on his statement in its exam. The question asked the students to provide logical reasoning over what was wrong in the statement. The two marks question was included in the mid-semester examination for undergraduate students pursuing a course in evolution on Thursday.”None of our ancestors have said or written anywhere that they have seen an ape turning into a man. Darwin’s theory is wrong and it needs to be changed in school and college curriculum,” Satyapal Singh had said last month in Maharashtra’s Aurangabad district.Based on his statement, IISER included a question, “The MoS for HRD in India recently claimed that the Darwinian theory of evolution is wrong because nobody including our ancestors, in writing or orally, has said that they saw an ape turning into a man. What is wrong in this argument? NOTE: This question is NOT asking why biologists believe evolution to be correct. It is asking why the quoted argument cannot be correct in terms of disapproving the Darwinian theory of evolution.”When asked about the question, Dr Sanjeev Galande, dean of research and development at IISER said, ” Students at IISR are supposed to give logical reasoning to questions. The question was quite clearly phrased in order to ask student to provide logical reasoning.”Galande also clarified that the institute does not want to create any controversy out of this question and it was only to check the students’ ability to form logical answers.Interestingly, Singh had visited the institute on February 12 and had interacted with the students.WHAT MIN SAIDSatyapal Singh had argued that Darwin’s theory was scientifically wrong because “nobody, including our ancestors, in written or oral, have said they saw an ape turning into a man”.

Arvinder Singh Lovely trains guns on AAP, claims no development done in key sectors

Attacking the Aam Aadmi Party (AAP), senior Congress leader Arvinder Singh Lovely said on Friday that the Arvind Kejriwal-led Delhi government has failed to carry out any development work in the sectors of health, education, transport and social work. The remarks came as the ongoing tussle between the Chief Minister and Chief Secretary Anshu Prakash intensified.”We have specific information that not even a single meeting has been called in connection with the Delhi budget between the finance ministry and the planning departments of the government for preparing the revised budget estimates,” said Lovely, a former Delhi Pradesh Congress Committee (DPCC) chairperson, at a press conference organised at the party office.”The month of February is going to an end but there is no whisper about the Delhi budget, nor any dialogue has taken place in this regard. The deadline for the present budget will expire on 28 February,”he addedLovely who has recently rejoined the Congress after leaving the BJP, also alleged the AAP government has till date not made any expenditure for the capital works taken by Public Works Department (PWD) or for the weaker sections of the society, industries, and fisheries.”Almost 66% funds for health, 41% for Education and 89% for the Social welfare capital development were lying unutilised till January this year,” said Lovely. The former DPCC president also claimed that there was slow progress on schemes of development work under MLA fund.”Only 31% projects were completed in 2016-17. The first quarter of 2017-18 saw no progress under MLA-LAD projects. After two and a half-years Kejriwal realized his mistake and transferred all the works to Urban Development. Again due to disqualification of 20 AAP MLAs, these projects, taken over last year, could not be completed in time,” he said.‘SLOW PROGRESS’Arvinder Singh Lovely, a former Delhi Pradesh Congress Committee chairperson, made the remarks at a presser at the party office. Lovely has recently rejoined the Congress after leaving the BJP. He alleged slow progress on schemes under MLA fund.

The shops were encroaching on the road that even prevented fire engines to enter the area. Udaykumar Shiroorkar, assistant commissioner of B-ward, said: “The fire could have claimed hundreds of lives in the building. Residents were jumping off the building after a fire broke,” said Shiroorkar. Party to sit in protest against Delhi Police ‘bullying’

The Aam Aadmi Party (AAP) accused the Delhi Police on Friday of acting like a “bully” by entering Chief Minister Arvind Kejriwal’s residence for carrying out a “so-called” search operation and being a mere “puppet” in the hands of the BJP-ruled central government. Calling the police operation an act of “dadagiri”, the party has called for nationwide protests on Saturday. The AAP leaders will sit on protest outside government offices in every city to condemn the act of “dadagiri”.“We will tell the nation in dharna protests how BJP is acting as a bully and trying to scare those who are working for the city. We are going to raise question on ration and electricity and all that concerns the public at large,” said AAP said in a statement. Lashing out at the act, AAP leader and spokesperson Ashutosh claimed that the police team went inside Kejriwal’s residence at 6, Flagstaff Road, Civil Lines only to “humiliate and insult the CM”.“It is not possible that without the indication of the Centre, the police could have indulged in such dadagiri,” AAP MP Sanjay Singh tweeted.“The police could have just asked about the CCTV footage or check out the room where the meeting took place. But the additional CP rank officer leading the team asked about the wall paint and plaster, went up on the roof, as if it was a murder spot,” said Ashutosh. In a press conference organised at its office, AAP also showed a two-and-half-minute video clip where a team led by senior police officials are seen inside the residence of the chief minister, purportedly asking questions about the wall paint of the room.“What police team in the country asks such questions about the wall paint and plaster at the CM’s residence? These questions are ridiculous and preposterous,” said BS Joon, AAP counsel.
