The Union Minister of State for Social Justice and Empowerment was addressing a press conference at Ravi Bhavan, the state government’s guest house complex, here.”We are working towards introducing a bill on reservations in promotions for SC/ST employees in the monsoon session of Parliament to be held in July-August. We have discussed the issue with Prime Minister Narendra Modi,” Athawale informed.He said that presently SC/ST employees were being deprived of reservations in job promotions. Mumbai: Khandke building’s Thackeray legacy

The Khandke building on RK Vaidya Marg in Dadar West near Plaza Cinema has strong Shiv Sena ties. This is where late Balasaheb Thackeray grew up with his father Keshav Sitaram Thackeray, also known as Prabhodankar, and mother Ramabai. The building is located in a lane near the busy Shiv Sena Bhavan chowk. It also holds historical significance also because it bears testimony to the rebellion against Ganeshotsav celebrations being reserved only for Brahmins, thus rendering it hugely imortant vis-a-vis Maharashtra politics.Prabhodankar, who was a social reformer, had begun celebrating Navratri in Khandke building as a sign of rebellion against the upper caste-dominated celebration of Ganapati festival. A reform was introduced in 1926, which paved the way for mass Ganapati celebrations in Dadar.Journalist Sachin Parab, who has documented Prabhodankar’s life and work, said, “Prabhodankar stayed at various places in Mumbai. But Khandke building was the place where he settled and it paved the way for his social activists.”He also noted that his social reforms, especially making Ganeshotsav celebrations a mass affair, was later used as a tool by Shiv Sena to consolidate its influence.”Sena leader Neelam Gore said, “The Khandke building is iconic. This is where the momentous reforms in Maharashtra such as the drive to help the ‘Marathi manus’ identity thrive, started in Mumbai. The party owes its identity to Dadar and this structure which the Thackerays once called home and eventually turned it into a centre of political activism in the 1960’s.””The building is now 100 years old and should be revamped. With people’s participation and keeping their needs in mind, the buildings can go in for a re-development,” Gore added.

Update names of candidates eligible for foodgrain subsidy: Gopaldas Agrawal

While the state government has launched biometric authentication of beneficiaries covered by the public distribution system (PDS), a state legislature committee has pointed at the faults in their selection of those eligible for this subsidised grain.The public accounts committee (PAC) headed by Congress MLA Gopaldas Agrawal has sought that the list of those who can purchase subsidised grain under the PDS be revised regularly to weed out ineligible families and replace them with those who are deserving.The Comptroller and Auditor General (CAG) in its report for the year ended March 31, 2013, noted that between 2008-09 to 2012-13, the list of BPL families was not reviewed annually to delete ineligible beneficiaries. This led to distribution of 42.23 lakh metric tons of grains worth Rs 2,102.71 crore to ineligible beneficiaries between 2008-2013, while depriving 26.69 lakh BPL families of subsidised foodgrains.”…all hurdles should be overcome to ensure that only eligible beneficiaries are covered in the system,” said the committee in its report submitted to the legislature in the recent budget session. “The list of BPL and Antyodaya beneficiaries must be revised every year to drop ineligible names and include eligible ones. A time-bound programme should be implemented for this,” it added.”The mandatory regular revision of ration cards was not done or was erroneous. Hence, ineligible families got the benefit of the scheme,” the report said, adding that the details of vehicle and land ownership could be tallied with the transport and revenue departments. It pointed to how in areas like Beed, Nandurbar, Jalgaon and Thane, the details of land and vehicle ownership provided by card holders in their self-declarations was not verified to cancel those not eligible for subsidised grain.Families in rural areas which are included in the Integrated Rural Development Project (IRDP) list of BPL families for 1997-98 with annual income less than Rs 15,000 were eligible for BPL cards. However, it was mandatory that they should not own two or four wheelers and gas connections. In urban areas, families having annual income less than Rs 15,000 and fulfilling these conditions were eligible. The criteria of not owning two wheelers and gas connections were removed in May 2005.Maharashtra has around 1.48 crore ration cards (or 7.0016 crore targeted beneficiaries of an 11.23 crore estimated population) covered under the National Food Security Act (NFSA), 2013. It covers up to 75% of the rural and up to 50% of the urban population for receiving subsidized food grains under Targeted Public Distribution System (TPDS). The state government is seeding Aadhaar numbers with PDS cards and has achieved over 86% seeding.NFSA families get 5kg allotment of subsidised rice and wheat per person. Antyadoya beneficiaries get 35 kg of grain every month at highly subsidised rates.The Maharashtra government has equipped fair price shops with point of sale (POS) machines to disburse grain through Aadhaar enabled biometric authentication.CASE STUDYThe CAG report, 2013, noted that between 2008-09 to 2012-13, the list of BPL families was not reviewed annually to delete ineligible beneficiaries

Sensors installed on old bridges by Maharashtra government

State Government has installed sensors on colonial era and other old bridges which might collapse after heavy rains and flooding. The sensors would automatically send an sms to 20 top officials in case the water level in the river touches danger mark.It was on August 3, 2016 that a British era bridge over Savitri river in Mahad on Mumbai-Goa highway collapsed after incessant rains, resulting in death of 40 people. The state government has decided to allocate Rs 500 crores for repair works in bridges that are potential threats during monsoons.A team of IIT experts, including officials from different branches, was sent to the spot and it had opined that Savitri river bridge collapsed due to incessant rains and there was no human error involved.PWD Minister Chandrakant Patil informed that sensors have been installed on select bridges and are functional in all districts. The sensors would send an sms to 20 select officials of the concerned district so that necessary action is initiated. We never know whether a particular bridge would collapse nor not, but after Savitri river bridge collapse the state government is taking necessary step and precaution to minimize the damage in case any mishap happens.Patil also informed that repair and maintenance work on such bridges is already in progress. The repair work was undertaken on a priority basis, and since it was not possible to undertake repairs work for all bridges at the same time which would increase the budget to Rs 2500 crores, state Government decided to do it in different phases.DODGING MISHAPSSensors have been installed on old bridges which might collapse after heavy rains and flooding They would send sms to officials if water level touches danger mark Govt has allocated Rs 500 crores for repair works in bridges that are potential threats during monsoons Repair work is currently being undertaken on a priority basis

Updated: May 16, 2018, 07:42 PM IST<!–end of articllftpbx–>Indore emerged as the cleanest city, followed by Bhopal and Chandigarh in the government’s cleanliness survey.The results of Swachh Survekshan 2018, which aims to estimate levels of cleanliness across cities in the country, were announced today by Minister of State for Housing Hardeep Singh Puri today.Jharkhand was adjudged the best performing state in the survey followed by Maharashtra and Chhattisgarh.Compared to the previous surveys, this year’s exercise allocated substantial weightage to the feedback from citizens based on their daily experience.Indore was the cleanest city last year as well but that survey was conducted only for around 430 cities. This time it was conducted for around 4,200 cities.The names of the worst performing cities would be announced on the day the awards would be presented, Puri said.

Karnataka Assembly Elections 2018: NCP, Shiv Sena doubt EVMs, demand ballot papers

Raising serious concerns over the votes garnered by the Bharatiya Janata Party (BJP) in the Karnataka polls, Shiv Sena chief Uddhav Thackeray on Tuesday challenged the BJP to hold elections with ballot papers instead of electronic voting machines (EVMs) to clear doubts.As votes for the Karnataka elections were counted and the BJP seemed set to emerge the single largest party, Maharashtra Navnirman Sena (MNS) chief Raj Thackeray agreed with Uddhav Thackeray. “This is a victory for the Electronic Voting Machine,” he tweeted. Uddhav pointed out that the BJP was losing bypolls but winning assembly elections. “If you (BJP) trust yourself, hold elections through ballot papers once,” Uddhav said.“Sometimes you win, sometimes you lose. One should keep working,” he said.Former Maharashtra chief minister Prithviraj Chavan said the Congress and the Janata Dal (S) could together form the next government in Karnataka.“If statesmanship is shown, this can happen as we together have a majority in the Karnataka Assembly,” Chavan said.Airing a similar view, Maharashtra NCP president Jayant Patil said the Congress was well positioned in Karnataka and there was no anti-incumbency against the Siddaramaiah government. “In this context, the BJP’s victory is unbelievable. There is a difference between what was in people’s mind and the situation that has emerged,” Patil said. Chandrapur: Leopard injured in road accident, video goes viral

A one minute video of a leopard left severely injured in a hit and run case while crossing the Chandrapur-Mul Road near Tadoba has not only left wildlife lovers aghast but has yet again brought in focus the urgent need for proper mitigation measures on roads passing through wildlife rich areas.As per the forest department, the incident occurred on Monday afternoon near Lohara village and it was the locals who alerted the forest department about the leopard’s accident. “Our staff rushed to the site and we managed to rescue the leopard, which was injured but still very alert and aggressive. It was tranquillised and brought to a temporary rescue centre and was under treatment of a local Veterinarian and will be shifted on Wednesday to Gorewada Zoo for further treatment,” said Divisional Forest Officer (DFO), Chandrapur (Territorial) Ashok Sonkusare.Dr Kundan Podchalwar the Vet who treated the leopard said that the leopard has been left with a fractured femur in the right hind limb. “It is very aggressive and even trying to attack and by its movement it seems that it only has injuries to its femur in the right hind limb. We have given it initial treatment and its further treatment will be carried out at Gorewada zoo,” he said.The video footage was recorded by some eyewitness who witnessed the leopard being knocked down and while it captured the leopards trauma it did not have footage of the vehicle knocking it down. The leopard can be seen limping from the road and rushing towards the forested patch till it goes and sits under a tree. “Its evident from the video that the leopard was in severe pain and could barely walk as it can be seen trying to run away but since it could barely walked it limped and then decided to give up and sit, despite some people gathering nearby it still did not move,” said a Mumbai based Vet who saw the video and added that the leopard needs to be properly checked for internal injuries too.Sarosh Lodhi, Founder member, CLaW an independent forum of wildlife enthusiasts from Maharashtra said that this road was notorious for several roadkills. “All kinds of wildlife including even Tigers are seen crossing this road as both sides of the road has forested patches. While there is more emphasis given for new roads being built to have mitigation measures for wildlife crossing it was more important to build these on old roads at priority,” he said.Dr Anish Andheria, President, Wildlife Conservation Trust (WCT) who has been vociferously campaigning for proper wildlife crossings and underpasses to avoid roadkills shared that the number of animals dying due to road accidents is much greater than dead bodies found on the road. “One should understand that over 90% of roadkills are not even reported. No one accounts for the smaller mammals and reptiles that die traumatic deaths after coming under speeding vehicles. Having proper infrastructure is a must with so many roads being planned around wildlife areas,” he said. Maharashtra on December 29 had lost one of its young dominant male tiger Bajirao from Bor Tiger Reserve after he was found dead- knocked down by a vehicle around 7.30pm on on the Nagpur-Amravati Highway stretch around 40 kilometers away from Nagpur.

Sameer Bhujbal seeks interim bail, cites HC order in uncle Chhagan Bhujbal’s case

Sameer Bhujbal, the nephew of senior NCP leader Chhagan Bhujbal, today urged the Bombay High Court to grant him interim bail in a money laundering case on the grounds of parity with his uncle, who was given relief on May 4.Chhagan Bhujbal and Sameer Bhujbal were arrested in 2016 after ED claimed that the former and his associates allegedly misused their office and caused financial loss to the government Sameer Bhujbal’s lawyer Vikram Chaudhary told a vacation bench of the high court that since the “main accused” in the case, Chhagan Bhujbal, had recently been granted bail by the court, he too must at least be granted an interim bail.Chaudhary told the bench led by Justice V L Achilya that the maximum punishment under the Prevention of Money Laundering (PMLA) Act was seven years and he had already been in custody for over two years.”The probe in the case is complete, and I deserve to be granted bail on the primary ground that the main accused (Chhagan Bhujbal) has already been granted bail in the case. This same court granted him bail and its order can be the basis for my bail,” Sameer Bhujbal said.Sameer Bhujbal, his uncle and former deputy chief minister Chhagan Bhujbal, and 51 others were charged by the Enforcement Directorate (ED) in 2016 for various offences, including alleged corruption in the construction of the Maharashtra Sadan in New Delhi.While Chhagan Bhujbal was granted bail on May 4 this year by another bench of the high court, a vacation bench presided by Justice Bharati Dangre had refused to grant any interim relief to Sameer Bhujbal last week.Advocate Chaudhary argued today that of the 53 accused in the case, Sameer Bhujbal was the only one still in custody.The court has now kept the case for a detailed hearing on May 17.According to the ED, Sameer Bhujbal and Chhagan Bhujbal had awarded contracts related to construction and development works, including one for the construction of the Maharashtra Sadan in New Delhi, to a particular firm, in return for kickbacks for himself and his family.As per the ED, Chhagan Bhujbal, during his term as the state PWD minister, and Sameer Bhujbal used to channel such money to illegal companies owned by them.Chhagan Bhujbal, 70, had approached the high court in January this year seeking bail on the grounds that his custody was not required anymore as the charge sheet was already filed and citing his ill-health.While granting him bail, Justice P N Deshmukh had cited Chhagan Bhujbal’s old age, and also the fact that he had cooperated with the ED probe.

Economic Offences Wing to get Additional Director General of Police for tackling economic crimes

As per Mumbai Police’s Economic Offences Wing, rapid digitisation has spiked the incidence of economic offences in the state. To curb this, the police department will now get an Additional Director General of Police (ADGP, Economic Offences).According to police, in all the districts across the state, there are Assistant Commissioners of Police and Police Inspectors who probe economic offences. There is no supervisory officer at the state-level to monitor the functioning of these officers.”Frauds, cheating and scams are on the rise. In future, it is important to communicate and coordinate with investigating officers, specialists from other professions, and those associated with the judicial system,” said a home department official.He added, “Similarly, to dispose off cases registered at the police stations in the state that are pending in courts, to prevent and control economic crimes, take stock of court cases and to bring smooth investigation of economic offences, the government has decided to create the post of ADGP, EO. He would be reporting to the Director General of Police.”ADGP EO would have a Superintendent of Police to assist him and the department will have 16 other people, including clerks and police officers.In 2016, the Maharashtra Government had approved the proposal of sanctioning a dedicated Deputy Superintendent of Police (DySPs) Economic Offences Wing (EOW) for each district. DySps were supposed to supervise economic offence cases, guide the team, ensure that the proper investigation takes place and if required, investigate the cases themselves. The idea of having an independent DySP EOW was the brainchild of DGP Satish Mathur and he had mooted a proposal for getting a dedicated DySPs EOW for each district of the state.ROLE OF ADGP EOHe would have a SP to his assist him and along with 16 people, including clerks and police officers He will be reporting to Director General of Police He will help dispose off pending cases and bring smooth investigation of economic offences

Five of family booked for abusing neighbours over caste

The Thane district rural police today registered offences against five members of a family for allegedly abusing their neighbours, belonging to a scheduled caste, following a dispute over water, an official said.According to the complainant, there was a wedding in their family yesterday at their home in Mharal village under Kalyan taluka.For the purpose, they drew water to their house with the help of a motor pump installed in the area.However, a family in their neighbourhood objected to it and allegedly mixed some detergent in their water supply tank, the official said.This led to an argument between the two families.The complainant alleged that their neighbours abused them over their caste, the police said.Based on the complaint, the police registered offences against five members of the family that abused the complainant and his kin under relevant sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act in the wee hours today, the official said.

Maharashtra: Lack of awareness is holding donor families back for hand transplantation

Two years after getting a nod for hand transplantation, Parel-based KEM Hospital is yet conducted a hand transplant surgery. According to the medical authority, it is the lack of awareness among the people due to which no one is ready to donate hands unlike other organs.KEM became the first government hospital in Maharashtra to register for hand transplantation. The hospital received a certificate from the government in May 2016.Hand transplantation is a complex reconstructive procedure which uses the limb of a brain-dead patient and transplants it to the recipient’s arm.Dr Avinash Supe, Dean of KEM Hospital, said, “There are handful of families which had come forward to inquire about hand transplantation. Few patients want to undergo the surgery, but unfortunately, most families are unwilling to accept the concept of limb donation from brain-dead patients. Donating kidney, heart, liver, lung, and pancreas, has been challenging, but not that difficult because the organs are taken from inside the body. With hand transplantation, the brain-dead patient has to be amputated which is difficult for most families to accept.”Speaking about lack of awareness, Dr Supe added, “The body is implanted with prosthetic limbs so that the sentiments of the relatives are not hurt, still it has been challenging to make people agree for hand donation. Just like other organ donations, the NGOs and similar organisations promote hand donation too, lack of awareness is holding donor families back. Many districts record skewed sex ratio in Maharashtra

While 2017 recorded India’s second-highest sex ratio at birth in Maharashtra, some districts have shown a drastic fall in the number of girls.In 2013, the sex ratio at birth was just 900 which improved to 914 in 2014 but marginally dipped to 907 in 2015. The provisional birth registration figures for 2016 and 2017 stand at 904 and 913 respectively.Districts like Akola, Washim, Kolhapur, Hingoli and Satara have shown an almost alarming fall by 47, 42, 33, 30 and 28 points respectively in the past five years. The rise in the district-wise sex ratio at birth has been the healthiest in Wardha where at 200 points (from 976 in 2013 to 1,176 in 2017), girls outnumbered boys by a huge margin. Tribal-dominated and Left-wing violence affected Gadchiroli has a sex ratio of 1,000 in 2017, which is up by 161 points from 839 in 2013. This is followed by Ratnagiri, which rose by 78 points from 848 in 2013 to 926 in 2017.Activist Varsha Deshpande of the Lek Ladki Abhiyaan noted that the falling child sex ratio figures in some districts indicated that authorities had failed to implement the Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1994 (PCPNDT) stringently. The Act prevents misuse of pre-natal sex determination techniques and female foeticide. Desphande blamed traditional communities for practices like female foeticide.

Despite respite in rules, adoption of kids among relatives low

A year after the notification of the Adoption Rules, 2017, which allowed for relatives and step-parents to adopt children, the number of such adoptions across the nation remained abysmally low.In the last year, Mizoram recorded the highest number of such adoptions with only 27 children, as per data released by the Central Adoption Resource Agency. There has not been a single such adoption in over 20 states and UTs, and in the remaining states, the number of adoption stood anywhere between 0 to 5.In Maharashtra, there were only two such adoptions while states like Delhi, Gujarat, Jharkhand, Madhya Pradesh, Telangana and Uttar Pradesh clocked only a single such adoption through the year.CARA chief Col Deepak Kumar said that the central body has now instructed state agencies to mount an intensified campaign to make the scheme popular.”We think that the scheme has not reached out to enough people and so the state agencies will carry out a campaign to disseminate the scheme,” said Kumar.The Adoption Rules, 2017, among a host of other changes, had brought in a change for Hindus looking to adopt children of relatives under the Hindu Adoptions and Maintainence Act (HAMA), 1956 and replaced the Juvenile Justice (Care and Protection of Children) Act, 2015.Some of the changes it brought was to extend the eligibility age of a child for adoption in case of relatives from 15 years to 18 years, allowing relatives to adopt a child of a particular gender even if they had another child of the same gender, and making the adoption valid under a court order and not a deed, as it was under HAMA.Despite the host of changes that were brought in the last year, the agency has been struggling with dwindling adoption numbers. While 3,988 children were adopted in 2014-15, the number fell to 3,011 in 2015-16 only to rise marginally to 3,210 in 2016-17.STAGNANT NUMBERSMizoram recorded the highest number of such adoptions with 27 children Not been a single such adoption in over 20 states and UTs In remaining states, the number of adoption stands between 0 to 5

Riot-hit Aurangabad limps back to normalcy; restrictions still in place

An uneasy calm today prevailed in this central Maharashtra city where two persons were killed in clashes between groups of two communities over illegal water connections as police kept a tight vigil to avoid any untoward incident.The situation in the riot-hit city in the Marathwada region, about 350 km from Mumbai, has been brought under control, but certain restrictions remain in place, police officials said.Internet services remained suspended and prohibitory orders clamped under the CrPC section 144, banning assembly of people, were in force in the city, where a large number of police personnel were deployed, a senior police official said.The last rites of the 17-year-old boy, who was killed allegedly in police firing, was performed today in the city where the situation is normal, Inspector General of Police (Aurangabad) Milind Bharambe told PTI.”We have deployed adequate police force in the area to avoid any untoward situation. Higher compensation in offing for 6,000 land losers: NHSRCL chief

Those who are likely to lose their land for the government of India’s ambitious bullet train project will have higher compensation in the offing. Not only compensation, nearly 6,000 land losers will also get an entitlement card with bank account number and all the items against which they are going to get compensation, confirmed Achal Khare, Managing Director of National High Speed Rail Corporation Limited (NHSRCL), which is the implementing agency, for the bullet train project.Khare was delivering a public lecture as part of the 2nd AN Khosla lecture series, organised by the Ahmedabad chapter of the IIT Roorkee Alumni Association and held at the Indian Institute of Technology, Gandhinagar.A joint measurement survey is being conducted at present, which is the last stage of the land acquisition process. After the survey is over, farmers will learn about the compensation package. We will be providing each land loser an entitlement card, which will have his bank account number and all the items against which he is going to get compensation. And this will be monitored by the company till the time he gets his last compensation. I can assure that we will be compensating much more than what they are expecting”, he said.Giving an example, he said that the entitlement package will be more than what is being provided under the Land Acquisition Act. For example, we will be giving them 25 per cent extra as part of terms of consent.”For the project, around 1,400 hectares of land will be acquired in Gujarat and Maharashtra of which 1,120 hectares of which is privately owned. Around 6,000 land owners will have to be compensated, he said.He further added that the planning and design phase of the project is being completed, and the construction will begin soon. Speaking about ‘chai pe charcha’, he said, “We will be holding chai pe charcha to discuss with land owners and other stakeholders but it is mainly required in Maharashtra.”One of the biggest challenge that we face is at Vadodara as the longest bridge will be coming there and both sides have multi-storeyed building so we will not have any free space to work. Since it is Gujarat, we have also taken care of the earthquake mishap, if any and hence will be installing 22 seismic monitors to detect an earthquake and once detected, there will be an immediate shutdown of a power supply and train will stop, he added.

Maharashtra: Yavatmal farmer, who set himself ablaze last week, dies

A 60-year-old farmer, who had allegedly attempted suicide in the early hours of May 6 in Umarkhed taluka here, today died after battling for life at Nanded’s Government Medical College, police said.Officials said that the body of Shyamrao Rama Bhopale, a resident of Marlegaon in Umarkhed taluka, had been sent for post mortem.Bhopale had set himself ablaze in front of his house after dousing kerosene on his body, with family members claiming that he took the extreme step as he had an outstanding loan and his crops had failed.His son had, immediately after the incident, told mediapersons that Bhopale, having about 1.5 acres of land, had an outstanding loan of Rs 17,360 and his tur and soyabean crops had failed.Moreover, the son had said, Bhopale was not eligible for the state government’s farm loan waiver scheme.His body was handed over to his family today and his son, Ramdas, performed the final rites, officials said.Villagers who attended the cremation had tied black cloth around their mouths to protest against what they claimed was the apathy of the state government.Leader of Opposition in the Maharashtra Legislative Assembly, Radhakrishna Vikhe Patil, accused the state government of being insensitive.Against whom should a charge of murder (referring to Bhopale’s death) be registered, he questioned.

A senior doctor, who was in touch with top cop Himanshu Roy, who committed suicide on Friday, said that from the last report that he had seen three weeks ago, Roy had responded well to treatment.DNA has learnt that Roy spoke to Dr Raj Nagarkar of Centre for Difficult Cancer to monitor his reports. “I spoke to Himanshu Roy three weeks ago and he sounded positive. He wanted to come to Nashik and speak to other patients about how he responded well to treatment. He used to say that he can overcome it, then other patients can do so as well.”Roy suffered from a rare form of kidney cancer called renal cell carcinoma, Nagarkar said. He ended his life on Friday by shooting himself with a service revolver after he was unable to cope with the pain. Senior IPS officer Himanshu Roy who took his own life on Friday left a suicide note revealing the reason for taking the extreme step. Mumbai Police today disclosed the details of the note and said that the reason Roy committed suicide was because he was unable to deal with the pain of cancer. “Today around 12:40 pm, Additional DG (Establishment), Himanshu Roy, shot himself with his private licensed firearm at his residence. He shot one bullet and ended his life,” the police said in a statement.”Roy had been battling cancer for past two years and he was on leave as he was undergoing treatment. His suicide note has revealed that he took this extreme step as he was troubled due to this ailment,” the city police said. The 1988 Maharashtra cadre IPS officer shot himself in his throat in the afternoon at his Suniti Apartment residence at Nariman Point. He was rushed to Bombay Hospital where he was declared dead, an official said.Roy was posted as the additional director general of police (Establishment) but had been on leave since 2016 and was undergoing treatment for cancer. The officer, who was suffering from cancer, allegedly shot himself with his service revolver.According to sources, Roy shot himself in his throat by his service revolver in the afternoon at his residence in Yashodhan building, Marine Drive. He was rushed to Bombay Hospital where he was declared dead, an official said.Roy, an IPS officer of the 1988 Maharashtra cadre, was currently the additional director general of police (Establishment). He had been on leave since 2016 and was undergoing treatment for cancer. He was considered a fitness enthusiast.Roy served with Mumbai police in various positions and has been associated with several high-profile cases. He was given Z+ security cover in 2014. Here is what we know about Himanshu Roy:1. Born on June 23, 1963, Roy studied at Campion School and St. Xavier’s College in Mumbai. 2. His father was a well-known doctor and Himanshu also pursued medicine for a while after his 12th standard, but quit soon. 3. He was married to writer Amish Tripathi’s sister, an IAS officer herself, whom he met in 1990. 4. Before becoming the youngest SP of Nashik (rural) in 1995, Roy was posted in Malegaon in 1991 where he dealt with post-Babri Masjid demolition riots, according to 1 2013 profile of the officer by India Today. 5. The officer had served in elite groups of the Maharashtra Police, including as chief of the Anti-Terrorism Squad (ATS) and in the Crime Branch.6. 9% dip in class XII Sci Gujarat board results

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) this year has recorded a dip in class XII Science results that were declared on Thursday. With 72.99% as pass percentage this year, it is 8.9% less as compared to last year, where 81.89% students had passed the exam. Among districts in Gujarat, Rajkot tops with 85.03% while Chhota Udepur the worst with 35.64 % pass percentage. Last year also, Chota Udepur remained the worst performer with 51.54% as pass percentage.Out of over 1.34 lakh students who appeared for the board exams, girl, with pass percentage of 74.91%, outshone boys (71.84%).Interestingly, the number of schools which recorded 100% result also witnessed a drop, as only 42 schools recorded 100% result this year as against 118 schools last year. Copying cases increased nearly three times this year, with 120 cases being registered as against 45 last year.As far as mediums were concerned, the highest pass percentage was recorded in Urdu. English-medium students once again fared better than their Gujarati medium counterparts, posting 75.58% pass percentage. The same for Gujarati medium was 72.45%.In Gujarati medium schools, 112 students scored A1, whereas in English medium, 22 scored A1. Whereas, maximum Gujarati medium students received C2 grade.

There seems to be no respite from heat for Mumbaikars, and for a change, it’s not the maximum, but a combination of the rising minimum temperatures and humidity levels that is to be blamed.The maximum temperatures recorded on Thursday at Colaba was 34 degree Celsius, while the minimum was 27.8 degree Celsius, which was one degree Celsius above the minimum recorded on Wednesday, while the humidity was 80 per cent. Meanwhile, the maximum at Santacruz was 33.6 degree Celsius and minimum was 26.5 degree Celsius, which was 1.5 degree Celsius more than Wednesday and the humidity was 69 per cent.”Throughout this week, there has been a consistent rise in the minimum temperatures, as well as humidity along with cloud cover in the evening, which is causing the discomfort and heat effect that is leaving everyone sweating,” said an official from the India Meteorological Department (IMD) in Mumbai, adding that according to the forecast, the minimum temperature is likely to remain in this range for next couple of days.Dinesh Patil, a Borivali resident, said that the situation has worsened in the last three days as the heat and humidity have left everyone dazed. “I had to go to Bandra Kurla Complex (BKC) for some work and since I could not get an auto in the afternoon, a 15-minute walk left me completely dehydrated and sweating profusely,” he said.Meanwhile, temperatures across Vidharbha and North Madhya Maharashtra are also seeing surge in maximum temperatures and witnessing a heatwave. Over 100 University of Mumbai students take admission in Institute of Distance and Open Learning

Over 100 first and second year students pursuing Bachelors in Commerce (BCom) and Bachelors in Arts (BA) under various colleges affiliated with the University of Mumbai (MU) moved to the Institute of Distance and Open Learning (IDOL) after they were barred to write their exams by their respective colleges due to low attendance. Recently, students from several prominent colleges under the varsity, including Narsee Monjee College of Commerce and Economics (NM), Mithibai college, Kandivli Education Society’s BK Shroff College Of Arts and MH Shroff College Of Commerce, and Wilson college, were barred from writing their exams due to low attendance in-keeping with the varsity’s attendance policy. A few days after the colleges decided to bar such students from writing their exams, some students, with the support of Shiv Sena’s youth wing Yuva Sena, approached the varsity to give them some relaxation so that they don’t lose out on an entire year. Responding to that, the university’s academic council decided to allow such students to seek admission in the distance mode.

Chhagan Bhujbal gears up to enter political arena

No sooner was he discharged from the KEM Hospital than senior Nationalist Congress Party (NCP) leader Chhagan Bhujbal (71) made it clear that he would soon actively participate in state politics.Bhujbal was behind the bars for last two years under the Prevention of Money Laundering Act (PMLA). “When the news of my bail came out, the first call I received was from NCP chief Sharad Pawar. Once my health co-operates, I will increase participation in politics. I also wish to participate in the NCP’s rally in Pune, travel to my constituency in Nasik,” he said. Bhujbal expressed gratitude to those who supported him during tough times.”I am also thankful to Shiv Sena for their support expressed in the party mouth piece Saamana,” the NCP leader said.Bhujbal’s son Pankaj, had visited Matoshree, the residence of Shiv Sena chief Uddhav Thackeray on Wednesday and also met Raj Thackeray. “This led to speculation of Bhujbal joining the Sena again. Bhujbal started his political career as a shiv sainik and became the mayor and Opposition leader. He joined Pawar’s NCP and became deputy chief minister of Maharashtra,” said a political observer.Bhujbal is an influential OBC leader in Maharashtra who has developed and expanded his network through his organisation Mahatma Phule Samata Parishad across the state.Senior journalist Pratap Asabe said that Bhujbal is a fighter. “He will surely come out from the current crisis. He is not someone who will succumb to vendetta politics and pressure. Bhujbal is the only person who dared to arrest Bal Thackeray in connection with the riot case,” he said.

Jaipur: RTO changes style, to issue RC without keeping original documents

This system is similar to the one that is being followed in passport offices wherein original documents are scanned and then returned to the owners. According to sources, basic benefit of this system is that the vehicle owner will be able to keep the original documents which till now were being deposited with RTO office. Documents showing engine capacity, form 21 or 22 which come with the vehicle are needed for issuance of RC. After scanning the documents the same will now be submitted in digital format to the RTO office, informed RTO sources. For this, the owners will not have to pay any additional fee. They will, however, have to pay regular fee to get the RC. It may be recalled here that in this year’s budget the state government had decided to modify front office counters of RTO in lines of passport offices. Along with this, the application process of getting driving license is also being made paper less with license fee being deposited online.”

Central Mumbai is the heart of the city – Dadar, Sion, Matunga and Parel not only connect the island city to the western and eastern suburbs but have also become commercial and finance hubs. However, the monsoon brings endless traffic snarls, deluged pathways, and crater-like potholes. This year too, waterlogging and problems allied with it are likely to continue.Spots such as Hindmata, King’s Circle and Gandhi Market are topographically vulnerable to waterlogging as they are low-lying. BMC’s ongoing roadwork in these areas won’t bring much respite either.There is an upside — paver blocks have been replaced by asphalt and cement concrete, but BMC’s record does not guarantee that potholes won’t resurface. Army finally sets ball rolling to replace WWII era canvas shoes

It’s not just delays in procurement of critical armament that the military is grappling with. It has taken nearly a decade for the Army to finally set the ball rolling to replace the World War II era canvas shoes with new sports footwear.Sources said that the proposal was mooted in 2009, the first since Independence, but it was shot down after animal rights activist objected to the use of leather shoes. “They insisted the upper part of the shoe that was made of animal skin should be replaced with a synthetic material,” said an army source.In 2015, the Ministry of Defence gave an approval for procurement of 1.7 lakh shoes after conducting trials. The trials for the first pair of 80,000 shoes will be held in August 2018. On the basis of the trial, procurement of the new sports shoes would be taken up for the entire Indian Army.Under the new Request for Proposal, 11 companies participated in the process.Officials said that doing away with the old canvas shoes for new sports footwear was long overdue.A lot of fractures and sports injuries were reported among the jawans due the poor quality of canvas shoes, said an official on the condition of anonymity. “If it takes something as basic as this to be replaced, imagine the plight when it comes to critical procurement,” said a source.GETTING A FOOTHOLDIn 2015, the Ministry of Defence gave approval for procurement of 1.7L shoes after conducting trials. The trials for the first pair of 80K shoes will be held in August 2018.

On the occasion, NCP leader Sachin Ahir was re-elected as president of the Mumbai unit of the party.Pawar said the Congress had discussed the prospects of forging a pre-poll alliance withlike-minded partiesand it has been decided that the upcoming polls will be fought together. Speaking about party leader Chhagan Bhujbal, who was discharged from a city hospital today after he was granted bail by the Bombay High Court in a money laundering case after two years of incarceration, the NCP chief said he was hopeful of Bhujbal’s acquittal.”The first step of getting bail (for Bhujbal) is accomplished successfully. In Maharashtra, Shiv Sena backs Congress candidate Vishwajeet Kadam in Palus-Kadegaon assembly bypoll

Chhagan Bhujbal’s son meets Shiv Sena chief Uddhav Thackeray

Senior NCP leader Chhagan Bhujbal’s son Pankaj Bhujbal today met Shiv Sena chief Uddhav Thackeray at his residence here.The meeting comes five days after Chhagan Bhujbal, the former deputy chief minister of Maharashtra, was granted bail by the Bombay High Court in a money laundering case.Pankaj Bhujbal today met Thackeray at the latter’s residence ‘Matoshree’ in suburban Bandra.”It was just a 15-minute courtesy call by Pankaj Bhujbal. There was no political discussion during the meeting,” a Shiv Sena legislator told PTI.The leader recalled that Chhagan Bhujbal, despite quitting the Sena in 1991, had made a courtesy call on late party supremo Bal Thackeray in 2007.Asked if there was a possibility of Chhagan Bhujbal shifting his political ideology after having been granted bail, the leader said it was highly unlikely.”(NCP chief) Sharad Pawar did a lot for Chhagan Bhujbal even after he was jailed. There is a slim chance of him betraying Pawar now,” he said.Bhujbal, 70, in jail since March 2016, was granted bail on May 4 by the Bombay High Court after it took into consideration his old age and deteriorating health.Notably, the Sena had yesterday said Bhujbal’s arrest in a money laundering case and subsequent incarceration was “fate’s revenge” against him for his bid, when he was the state Home minister, to put Sena founder Bal Thackeray behind bars.Bhujbal, currently undergoing treatment at civic-run KEM hospital here, is likely to address a rally in Pune on June 10 when the opposition NCP’s ‘hulla bol’ (attack) yatra would culminate.The NCP’s yatra across the state is aimed at exposing the BJP-led NDA government’s ‘failures’ on various fronts.Bhujbal, who handled the Public Works Department in the Congress-NCP government, was arrested in March 2016 after the Enforcement Directorate (ED) found in an inquiry that he allegedly misused his office in awarding contracts for PWD projects, causing a loss to the exchequer.According to the ED, Bhujbal awarded contracts, including the one for the construction of a new Maharashtra Sadan — the state guest house — in Delhi to a private firm, allegedly in return for kickbacks for himself and his family.The former state deputy chief minister and his nephew Sameer Bhujbal channelled the ill-gotten money into shell companies, the agency alleged.Bhujbal started his political career with the Shiv Sena and was in the party for over two decades. He left the Sena in 1991 and joined the Congress.Later, after Sharad Pawar decided to split from the Congress and form the NCP, the former PWD minister went along with him.

Updated: May 9, 2018, 12:17 PM IST<!–end of articllftpbx–>The Mumbai Police on Tuesday arrested seven people in connection with the murder of Shiv Sena leader Sachin Sawant.The Police informed that they have also recovered some weapons from the possession of the accused.All the arrested accused have been sent to police custody till May 14 by the Bombay High Court.Sawant was shot dead by unidentified assailants in Kandivali’s Gokul Nagar area here in April.The local leader from Kurar in Maharashtra was shot in the chest and was declared brought dead, according to doctors at Shatabdi Hospital in Kandivali.He was a former deputy branch head of the Shiv Sena from Kurar.

Maharashtra Board 12th HSC Results 2018: Check mahresult.nic.in for HSC Results 2018 to be announced on May 26

The Maharashtra State Board of Secondary and Higher Secondary Education is likely to be released by May 26.The MSBSHSE will release the results on its official website mahresult.nic.in for class Maharashtra HSC Class 12 Results 2018. The Maharashtra Board Class 12 Higher Secondary Certificate Examination 2018 was conducted by the MSBSHSE from 21st February till 20th March.The exam was conducted across nine Divisional boards located in Pune, Mumbai, Nasik, Aurangabad, Kolhapur, Latur, Nagpur, Amravati and Ratnagiri. The candidates who appeared in the supplementary exams for the class 12 can check the results on mahresult.nic.in (the official website) or on examresults.net results.nic.in/index or results.maharashtraeducation. Here is how candidates can check their Maharashtra HSC Class 12 Result 2018: 1. At first visit the website – mahresult.nic.in 2. Click on the link Maharashtra HSC Class 12 Results 20183. Congress Vishwajeet Kadam files nomination for Assembly bypoll

Congress leader Vishwajeet Kadam today filed his nomination for the bypoll to Palus-Kadegaon Assembly seat in Maharashtra’s Sangli district.The bypoll, scheduled on May 28, has been necessitated because of the death of sitting Congress MLA and former minister Patangrao Kadam.The Congress has now fielded his son Vishwajeet Kadam from the seat in the by-election.He had unsuccessfully contested from the Pune Lok Sabha seat in 2014 elections.The Bharatiya Janata Party (BJP) has not yet announced its candidate for the bypoll.The counting of votes will be held on May 31.Vishwajeet Kadam inherits a strong legacy of his father in the form of control over a Sangli-based cooperative sugar mill, several dairies, educational institutes and cooperative societies in the western Maharashtra district.The winner of the bypoll will hold the office for just over a year, as the term of the current Assembly ends in October 2019.

Former Maharashtra minister Chhagan Bhujbal to be kept under observation for two more days

Former Maharashtra Deputy Chief Minister Chhagan Bhujbal who has been granted a bail in money laundering case will be kept under observation for two more days,.Last week, more than two years after he was arrested by the Enforcement Directorate in a money laundering case, the Bombay High Court granted bail to the NCP leader taking into account his old age and deteriorating health.Bhujbal will be kept under observation in King Edward Memorial Hospital for his diabetes treatment. A special team of doctors is monitoring his condition.On Friday, Justice PN Deshmukh directed the 70-year-old leader to submit either a personal bond of Rs 5 lakh, or a cash surety of the same amount by May 14.The high court imposed several conditions on the Nationalist Congress Party leader. He will have to appear before the ED whenever required for questioning, and before the trial court when the trial begins, it said.Bhujbal was also directed not to leave the city without the trial court’s permission.He must not make any attempt to influence the trial or the witnesses or tamper with the evidence, Justice Deshmukh said, warning that the bail will be cancelled if any of these conditions are breached.Chhagan Bhujbal, who had held the public works department minister, was arrested in March 2016 after a probe by the Enforcement Directorate (ED), which claimed he and his associates misused their position and caused losses to the state exchequer.The PMLA court had declined them bail after the anti- money laundering agency said the Bhujbals were influential and had a history of having threatened some co-accused in the case.

Night landing at Shirdi airport soon

In order to have night landing facility at Shirdi airport by July, a team of Airport Authority of India (AAI) is going to conduct a survey on the 2.5-km-long runway at Shirdi airport to identify the required infrastructure for landing of flights at night.The Shirdi airport is being managed by the Maharashtra Airport Development Corporation (MADC) and currently does not have night landing facilities.The MADC intends to install the necessary infrastructure so that the pilgrims flying to Shirdi every morning from Mumbai and Hyderabad can return on the same day. Suresh Kakani, Managing Director of MADC, said, “We are getting good response from passengers despite the fact that only four flights to Mumbai and Hyderabad are operational daily. These flights are almost 80 per cent full.”Kakani added, “Our aim is now to have night landing facility by mid-monsoon so that majority of the fliers who are pilgrims can fly back to their destination on the same day of arrival. This will also serve the purpose of the airlines making it more feasible to ply on the Shirdi route once night landing facility is in.”The MADC has also tied up with the Maharashtra State Road Transport Corporation (MSRTC) for them to run buses between Shirdi airport and Shirdi temple.Shirdi, located around 250-km away from Mumbai, is a major pilgrimage location wherein around 50,000 pilgrims visit everyday. In order to facilitate those who would like visit the town by flight, Shirdi airport was made operational in October 2017.Shirdi airport was constructed at Rs 350 crore of which around Rs 50 crore was contributed by the Shri Saibaba Sansthan Trust. It has a 2,500 metre long runway and is able to handle around 500 passengers in its terminal.RELIEF TO PILGRIMSMADC intends to install the necessary infrastructure for night landing so that the pilgrims flying to Shirdi every morning from Mumbai and Hyderabad can return on the same day MADC has also tied up with the Maharashtra State Road Transport Corporation (MSRTC) for them to run buses between Shirdi airport and Shirdi temple Every day, 50,000 pilgrims visit Shirdi which is around 250-km away from Mumbai

Directed the Maharashtra government to list down the steps taken by it to implement previous orders of the court on tackling malnutrition in the state.A bench of justices Naresh Patil and G S Kulkarni earlier this week gave the directions while taking note of the information given by petitioners that over 300 children in the tribal areas across Maharashtra had died between September, 2017 and January, 2018 due to malnutrition and related causes.The court also directed the state to file a status report on the medical facilities, including primary health care centres, and the number of doctors present in tribal areas like Melghat and Nandurbar.Directing the government to take immediate steps to provide necessary medical aid to the residents, especially the children in such areas, the bench also directed its counsel to take instructions on how the funds allocated by the state and the Centre for tribal welfare were being used.It also sought details of the packaged food and raw food grains that the state claimed to be providing for residents and children in these areas.The court was hearing a bunch of Public Interest Litigations (PILs) highlighting a rise in malnutrition deaths and illnesses among those living in Melghat region of Vidarbha and other tribal areas in Maharashtra.Different benches of the Bombay High Court had passed several orders on the issue over the last two years, directing the government to ensure that people in the tribal areas get adequate nutrition, health care, sanitation and education facilities.During the last hearing, the petitioners – some activists and NGOs – working in the tribal areas informed the bench that 318 children had died due to malnutrition and lack of medical care between September, 2017 and January, 2018 in Melghat and its neighbouring areas.The government claimed before the court that the situation in these areas had “improved considerably” and that it was taking all possible remedial measures.The bench, however, took note of the petitioners’ arguments that despite previous orders of the court, tribal areas in the state continued to grapple with inadequate medical facilities.”318 children from Melghat and its nearby areas succumbed to various diseases and ailments, and for want of proper medical care and aid. The learned Assistant Government Pleader submits that the situation has considerably improved and the state is monitoring and providing necessary backup services to these areas,” the bench said.”However, the petitioners inform that the tribal areas around Melghat and Nandurbar continue to face apathy and are still deprived of proper medical care and necessary infrastructure facilities,” it added.”A status report be placed on record. And in the meanwhile, the state shall take immediate steps to provide necessary medical aid to the residents of the subject areas. It must also focus its attention on the children,” the bench said.It directed the state to organise medical camps, appoint doctors at least on contract basis, and arrange for vehicles to ensure that doctors and assistant medical staff reach these areas whenever necessary.In October last year, a bench led by then chief justice of Bombay HC Manjula Chellur had rapped the state government over its failure to provide adequate nutrition and medical aid for the tribal children.The bench had also passed a detailed order directing the state to inform the court of how the funds received for tribal areas were being utilised.

Will make RTI more effective, says new CIC Sumit Mullick

Making the RTI more effective and ensuring that information is readily available will be the topmost priority, said Sumit Mullick, the newly appointed Chief Information Commissioner. Mullick took his oath of office on Thrusday.He also said that levying of penalty as an effective deterrent will be considered so that officers do not delay the process of providing information. RTI activists and complainants have often complained that penalty is not levied despite RTI Act having penal provisions.On the present consternation on the issue of the rank of a chief information commissioner, Mullick said that the post was equivalent to that of a Supreme Court judge as per the Act. “It is not a Constitutional post, but a statutory one. But the Act does state that the chief’s post is like that of a Supreme Court judge. Will have to look more into the debate to comment on it,” he said.Mullick also said that poor record management in public authorities, which the annual report of the commission pointed out, was a cause of concern. “Record keeping is a problem and so is disposal of files. There is lot of scope for improvement through effective use of technology,” he said.Non-implementation of suo motu disclosure of information — something that the preamble of the RTI Act states — according to the new chief was largely due to non-application of mind or due to mal-intentions of officers or information not being located.On the pending second appeals, which is often cited as a way to kill the RTI Act, Mullick said that he will look at ways to reduce the appeals that are nearing 6,000 at his bench.THE APPOINTEMENTSumit Mullick, retired as the chief secretary of Maharashtra. Congress-NCP join hands for Legislative Council and Lok Sabha polls

The Congress and the Nationalist Congress Party have cemented their alliance for the parliamentary bypolls for the Bhandara-Gondiya and Palghar constituencies and for six seats for the Legislative Council elections in Maharashtra.According to sources, on Thursday, senior NCP leader Praful Patel and Congress leader Ashok Gehlot had a meeting in Delhi where they decided to fight bypolls together. The Gondiya constituency has been vacant since the resignation of rebel BJP MP Nana Patole, who has now joined hands with the Congress. The Palgar Lok Sabha seat has been vacant sicne the demise of BJP MP Chintaman Wanga.Nawab Malik, the NCP spokesperson, said that the bypoll for the Bhandara-Gondiya seat will be contested by the NCP while Palghar seat by the Congress. “In council elections, the Congress and the NCP will fight on three seats each. We have decided to fight together against the communal RSS-BJP forces in Maharashtra. We do not want our vote banks to get divided. We are confident of winning both, the bypolls and the council polls as well,” said Malik.Meanwhile, the Communist Party of India (CPM) had already declared its candidate for the Palghar bypoll. “Congress was hoping to make an alliance with the CPM but the CPM has decided to go solo in this bypoll. The CPM had bagged 78,000 votes in 2014 and 92,000 in 2009. The Bahujan Vikas Aghadi has not yet finalised its decision of fighting the bypoll and extending its support. Both these parties play a very crucial role in Palghar polls,” confirmed a source in Congress. Interestingly, the BJP seems to have abandoned the late MP Wanga’s family. On Thursday, they met Shiv Sena president Uddhav Thackeray demanding a ticket for the Palghar bypoll.A political observer said that this bypoll is very significant because the general elections are just a year ahea. “This is a major poll where people’s mood can be gauged easily. Therefore, it is an important poll for the BJP and the Congress-NCP. BJP will try to retain both seats while Congress will try to snatch them. Whether the Sena-BJP alliance will happen or not is also something to watch out for,” said an observer.THE ARRANGEMENTNawab Malik, the NCP spokesperson, said that the bypoll for the Bhandara-Gondiya seat will be contested by the NCP while Palghar seat by the Congress. “In council elections, the Congress and the NCP will fight on three seats each,” he said

Home Ministry asks 10 Naxal-hit states to expedite development projects

The Home Ministry has asked 10 Naxal-hit states to expedite development projects in Left Wing Extremism affected areas after the Environment Ministry relaxed its guidelines, officials said today.In his letter to chief secretaries of 10 Maoist-hit states, Union Home Secretary Rajiv Gauba said all development projects, including construction of roads, bridges, installation of telephone towers, must be expedited as the Union Environment Ministry has relaxed rules and regulations in this regard. An inter-ministeral meeting, held recently under the chairmanship of Home Minister Rajnath Singh, has empowered state governments to give environmental clearance of up to 40 hectares of forest land in LWE-hit areas for carrying out development works, the home ministry official said.Relevant guidelines were issued by the Union Ministry of Environment and Forests, another official said. The 10 Naxal-hit tates include Chhattisgarh, Jharkhand,, Odisha, Bihar, West Bengal, Maharashtra, Telangana, Andhra Pradesh, Uttar Pradesh and Madhya Pradesh. The development projects in Naxal-affected areas include public infrastructure like construction of roads, bridges, mobile towers, school buildings, anganwadi centres, primary health centers, drinking water supply, village roads, electric lights in public places such as PHCs and schools, etc.The central government is pursuing the dual policy of police offensives and development initiatives to tackle the Maoist menace. The central government provides Rs 1,000 crore every year as 100 per cent grant to 35 LWE-affected districts under the Integrated Action Plan (IAP). The utilisation of the fund is decided by a committee headed by the district collector and comprising the superintendent of police and forest officer. The district-level committee has flexibility to spend the amount on development schemes of their choice based on the need of the district.

Year-long drive to raise awareness on social-boycott law

In order to create awareness about the new law against social boycott within and outside the various communities where the practice is still prevalent, the Maharashtra Andhashraddha Nirmoolan Samiti has started a year-long initiative to reach out to the people in various corners of the state and educate them about the law.According to the anti-superstitious group, even after the enactment of the Prohibition of People from Social Boycott (Prevention Prohibition and Redressal) Act, 2016, not many citizens are aware of how to implement or abide by it.The first case in the city under the Act was registered in July last year, and it is yet to receive its first date of court hearing.Nandkishor Talashilkar, general secretary of the association, said, said, “Every month for 10 days, we will be visiting at least three different districts in the state until May next year. We have trained around 70 people from various districts who volunteered to participate in the awareness initiative.”The volunteers, he said, will help citizens to understand the law and how to implement it.”The team going for the awareness initiative consists of activists and lawyers who can explain the issues and answer people’s questions in layman’s terms. More focus will be given to districts where a majority of the cases are coming up,” he said.Following in the footsteps of Dadar-based Prabhakar Bhosle, 65, more families are coming forward to file complaints under this law. Within 10 months, 24 social boycott cases by various communities have been registered in the state.Speaking about the cases, Talashilkar said, “Out of the 24 cases registered, the majority of them are from Konkan region, especially Raigad district. There are many small communities where families are socially boycotted. In Mumbai, two cases have been registered so far.”CITY’S 1ST CASEPrabhakar Bhosle,65, and his kin have been facing social boycott since 2010. Belonging to Ghadshi community, they are the first to file an FIR in the city after the 2016 lawe came into force in the state.

Sureshkumar Dhoka, the applicant, had sought details of the total number of wells in the state along with the details of those that are legal and illegal. The MWRRA, however, surprisingly stated that no such records are available with it and transferred the same to another body.The applicant found the reply surprising as MWRRA, in July last year, had given six months’ time to the Groundwater Survey and Development Agency (GSDA) to conduct a study of the quantity and quality of water in wells in the state. The report was to be submitted to the MWRRA. There were no details of the report. The application was later transferred to the GSDA. Dhoka has been relentlessly pursuing the issue of wells and its illegal commercial usage ever since his son was hospitalised due the unhygenic conditions of a well created by its usage by tankers in the building where he works. Late marriage, abortions leading to infertility among couples: Dr Bharat Parikh

A host of factors contribute to rising incidences of infertility among couples in the city, said Dr Bharat Parikh, a gynecologist in the city.Dr Parikh, who will be carrying out a month-long free medical check up camp for infertile couples in the city, said couples should seek medical help early.”It has been my observation that by the time couples approach a doctor for a problem, often they have wasted considerable time. And in addressing issues of infertility, often time (age) is very important,” said Dr Parikh.Dr Parikh will be offering free consultation, sonography and semen analysis, among others, for poor infertile patients at his hospital in Vastrapur, during the month-long camp. Dr Parikh, who is also an IVF expert, said that several factors, including late marriage, multiple abortions, lack of exercise, and excess consumption of junk food are responsible for rising infertility among youth.He also said that Polycystic ovarian disease was also a cause of rising infertility among women. “When a girl is born, she has the capacity to produce around 4 lakh eggs. Every time she ovulates, her body releases just one egg, which can survive for a period of 12 to 18 hours. As women grow old, the number of egg depletes, but more importantly the quality of egg also decreases, which leads to infertility,” said Dr Parikh.He said among men, apart from lack of exercise, poor dietary habits and sometimes genital deformities, a not widely-known factor is the type of clothes they wear.”The temperature in the genital area of a man needs to be lower than the overall body temperature. But when you wear tight clothings and clothes made of fabric that does not allow for easy passage of air, the temperature in these areas often increase. This also has a detrimental effect on the sperm count,” said Dr Parikh.He also said that infertility is not treated as a disease even now. “Even medical insurance does not cover the treatment cost most of the time,” said Dr Parikh.

Heatwave in several places across Maharashtra

The mercury seems to have no respite in store for Maharashtra as several parts, especially Vidarbha has been reeling under severe heatwave conditions. According to the IMD officials, this also has impacted the temperatures in Konkan and Mumbai as well.IMD officials claimed that this heatwave situation was likely to continue for a few more days. Meanwhile, according to Skymet – a private weather forecasting agency – the reason for these intense summer heat conditions over some parts of Maharashtra is due to the hot westerly winds which are blowing over these regions from Sindh, Balochistan and Central Pakistan region wherein the temperatures are already running sky high, even beyond the 50-degree mark. “In addition to this, clear and sunny sky conditions for the last many days are also adding to this intense summer heat,” states their portal.A senior IMD official said, “We had issued heatwave warnings in advance and had asked people as well as farmers to take necessary precautions to protect themselves from the effects of high temperatures. We expect this to continue for the next two to three days,” he said.While on Monday Chandrapur (46.8 degree Celsius) was the hottest place in the country, however, on Tuesday there was slight respite as the maximum temperature recorded in Chandrapur was 45.9 degree Celsius, while Nagpur recorded a maximum of 44.5 degree Celsius, Wardha was 45 degree Celsius, and Akola was at 44.5 degree Celsius.Meanwhile, cities like Pune (40.7 degree Celsius), Aurangabad (42 degree Celsius), too, were reeling under intense heat. However, the coastal belt was still better with maximum temperature of Ratnagiri recorded at 33.6 while in Mumbai the Sanatacruz observatory saw the maximum temperature of 33.3 degree Celsius while Colaba was 34 degree Celsius.NO RESPITEPune (40.7 degree Celsius) and Aurangabad (42 degree Celsius), too, have been reeling under intense heat However, the coastal belt was still better with max temp of Ratnagiri recorded at 33.6 Celsius

Hope for tenants of redevelopment buildings as Centre to discuss their status

Upon being asked about the complaints by tenants of redevelopment buildings, which go unheeded as MahaRERA considers them as co-promoters, Hardeep Singh Puri — Central Minister for Housing and Urban Affairs, said the Centre and the state government will conduct a discussion on the issue and action will be taken on the tenants’ complaints.Senior MahaRERA officials said it is the sale agreement between a home-buyer and a tenant that is considered as valid and because tenants of redevelopment buildings sign a development agreement, they are considered as co-promoters. The officials, however, said the state government can change this situation.Chief Minister Devendra Fadnavis too was affirmative when asked whether tenants of redeveloped buildings, who complain that their issues are not resolved, will be also included when home-buyers complaints are undertaken.Meanwhile, the government also announced that rehabilitation component of Slum Redevelopment Project, MHADA cessed buildings will be registered with the authority within two months. Puri also spoke about pagdi homes and said that even this issue has to be looked into where there doesn’t exist a bilateral contract between the tenant and the landlord.On the completion of one year of implementation of RERA Act, the Mumbai Grahak Panchayat asked the CM to ensure quality construction. To this, the CM said the representatives of builder forum, members of grahak panchayat and a functionary of MahaRERA should conduct a quality audit of the construction of the building. This means it will be along the lines of conciliation forum where home-buyers and developers meet for amicable settlement of the cases.The CM also spoke extensively on the DP. “The new DP is not about constructing buildings but also about having more open spaces, employment opportunities and better and sustainable construction for the city of Mumbai.” He also said the DP was made keeping in mind of no individual benefits.

In India, child brides sold into sex slavery, domestic work, say officials

Girls are being trafficked into domestic servitude or sex slavery after their parents illegally marry them off, Maharashtra state officials said on Tuesday.Researchers are conducting the state’s first survey into links between child marriage and slavery, according to Vijaya Rahatkar, chairperson of Maharashtra’s women’s commission.The legal age of marriage in India is 18 for women and 21 for men. Parents face a fine of Rs 1,00,000 rupees and two years in prison if they are caught trying to marry off their underage children.But discrimination against girls remains widespread, particularly in rural and poor communities where parents often view daughters as financial burdens and continue to marry them off early.”Many of these marriages do not last, and we have now seen cases where there are direct and indirect linkages to trafficking,” Rahatkar told the Thomson Reuters Foundation.Rahatkar said her commission decided to carry out the survey after receiving reports of child brides enslaved in households and sold into brothels.After one such report, authorities rescued a girl who had been married off and then forced to work without wages on a farm, where she was abused and tied up so she did not run away.The findings of the survey, currently underway in districts that report high rates of child marriage, will be shared with various state governments, said Rahatkar.There has been a “complete vacuum in the research space on trafficking and child marriage,” said Adrian Phillips of the anti-trafficking group Justice and Care.The research is expected to provide data that will expose connections between the two crimes, said Phillips, whose group has partnered with the women’s commission to conduct the survey.The number of girls getting married in India has fallen by nearly half in the past decade, the United Nations children’s agency, UNICEF, said in March. But 27 percent of all brides are still below age 18, according to UNICEF.Campaigners say it is difficult to convince many people that the tradition of child marriage is wrong.”They believe there is no ill in the practice, as it has been going on for years,” said Nirmal Gorana, convener of the National Campaign Committee for Eradication of Bonded Labour.”When parents marry their girls young, it is also to ensure they do not stake any claim on the parent’s property,” he added.

Gujarat Day 2018: History, significance and foundation day celebrations

May 1st marks the foundation day for the state of Gujarat. It was on this day in 1960 that the erstwhile state of Bombay was divided on linguistic basis and two states namely Gujarat and Maharashtra came into existence.Often called as ‘Jewel of Western India’, Gujarat has been on the global map since ancient times. It is said that even the Greeks knew about Gujarat.Gujarat was officially formed in the year 1960 after the idea for the state of Gujarat surfaced in the year 1928 in a magazine called Kumar. Writer and freedom fighter K M Munshi first suggested a concept called Mahagujarat. The suggestion was made in a meeting during the Gujarat Sahitya Sabha which was held in Karachi in the year 1937. The map of Gujarat was first seen in a magazine ahead of a poem by Devshavji Parmar titled ‘Uthtrishta Jagrat’. Gujarat played a major role in businesses of Karachi and Mumbai during the British Raj. Major agricultural produce of the state includes cotton, groundnuts, sugarcane and milk products. Gujarat recorded highest decadal agricultural growth rate of 10.97% last year.Around 18,000 villages of the state have been connected to the electrical grid for 24-hours. With Jyotigra, Yojana farms are also electrified in the state. Forbes list of the world’s fastest growing cities in 2010 included Ahmedabad at number 3 after Chengdu and Chongqing from China. Gujarat is home state of Mahatma Gandhi and ‘Iron Man of India’ Sardar Vallabhai Patel.Our present Prime Minister Naremdra Modi is also from Gujarat. He has successfully governed the state for three consecutive terms.

DK Jain is new chief secretary, supersedes seniors for top job

The Maharashtra government has appointed DK Jain as the chief secretary, bypassing the seniority of a few IAS officers. Jain, who took charge from Sumit Mallick on Monday, will serve nine months in the top post before he retires on January 31, 2019.Officials said Chief Minister Devendra Fadnavis chose the 1983-batch IAS officer for his contribution in the Panchayati Raj department at the Centre, his knowledge of technology as well as work in the Agriculture department. He had been invited by former US president Barack Obama to talk about NREGA, the rural job guarantee scheme.Sources said additional chief secretaries Medha Gadgil and Sudheerkumar Shrivastava were in the race. They had apparently expressed their displeasure when talks of Jain’s possible elevation began doing the rounds.Doubling income from agriculture and improvement in services to the public will be his priority, said Jain. Sources said his predecessor Mallick would be the new chief information commissioner.

Man gets life imprisonment for burning wife alive in Thane

A Thane court has awarded life imprisonment to a 32-year-old man from the powerloom town of Bhiwandi for burning his wife alive in December 2012.Additional Sessions Judge Ms S C Khalipe on April 27 sentenced Moharamali Shafiq Khan to life imprisonment (till the rest of his natural life), while pronouncing him guilty under IPC section 302 (murder) and others.The court also imposed a fine of Rs 11,000 on him.Additional public prosecutor Vandana Jadhav told the court that the deceased – Afsana Moharamali Khan – and the accused, a labourer, had got married just five months prior to the incident.She said the accused used to quarrel with his wife for dowry and ill-treat her.On December 19, 2012, the accused gagged his wife’s mouth with a cloth, tied her hands behind, poured kerosene on her and set her on fire with a match stick.He then closed the door, locked it from outside and ran away, the prosecution said.The victim shouted for help following which some people living in the neighbourhood gathered there. They broke open the door, doused the fire by throwing water in the room and took the woman to a hospital in Bhiwandi.The woman was later shifted to the Thane Civil Hospital where she died the next day, said the prosecution.But, the accused denied having set his wife on fire and claimed that she was involved in a relationship with another person.However, the judge observed the prosecution has proved that the accused poured kerosene on the woman, set her on fire and confined her in the room.”So in such circumstances, the offence under section 302 of the Indian Penal Code is proved beyond doubt,” the judge said in her order.The judge also noted the deceased in her dying declaration said the accused demanded dowry.There is no other evidence on record except her dying declaration, judge Khalipe said, adding that the court is of the view that there is no corroboration to the version.In such circumstances, no inference can be drawn that the accused had demanded dowry and was ill-treating her for it.

DNA EXCLUSIVE: Maharashtra Government begins first survey to map details of wetlands

The state government has begun its first survey of wetlands in Maharashtra. Launched from Sindhudurg, and to be eventually extended across the state, it will collect data on the biodiversity of these crucial ecological features and aid their conservation.To ‘ground-truth’ the satellite mapping of these wetlands, officials will visit the sites and geo-tag their locations. They will also record ecological details like the floral and faunal species found there, aquatic vegetation, use of water, its depth, hydrology, Ph value and soil texture, to be made available on the ‘Wetlands of Maharashtra’ app. Activities that can imperil these ecosystems will also be identified and curbed.This exercise aims to enable the conservation of these crucial ecological features, which serve important functions like water storage, flood mitigation, erosion control, aquifer recharge, micro-climate regulation and aesthetic enhancement.”All wetlands included in the rules will be covered,” said Satish Gavai, additional chief secretary (environment). “Since Sindhudurg is a popular tourism district, we need to preserve the wetlands. The survey will be completed in two months,” he said. Out of the 373 wetlands satellite-mapped in Sindhudurg, 64 are covered under the Wetlands (Conservation and Management) Rules, 2017.A state government official said, The exercise, which will involve officials from the revenue and forest departments, Maharashtra Pollution Control Board (MPCB) and NGOs, will also identify the ownership of these lands. It will demarcate the boundaries of these wetlands on digital maps and activities to be regulated within their zone of influence. It will also help identify any encroachments at the site. The information will be submitted to the State Wetlands Authority under environment minister Ramdas Kadam.Some of the important wetlands in Maharashtra include Lonar lake, Nathsagar dam, Yeldari reservoir, Nandur Madhyameshwar tank, Navegaon notified wetland and Ujani reservoir.WETLAND FAQAccording to the Wetlands (Conservation and Management) Rules, 2017, wetlands have been defined as marsh, fen, peatland or water that may be natural or artificial, static or flowing, fresh, brackish or salt, including areas of marine water, the depth of which at low tide does not exceed six meters. It does not cover river channels, paddy fields, and structures for drinking water purposes, aquaculture, salt production, recreation and irrigation. The National Wetland Atlas: Maharashtra by the Space Applications Centre, Ahmedabad, in 2010 identified 44,714 wetlands covering 10,14,522 hectare.

Meet Bhartishree, the daughter who controls father Asaram’s Rs 10,000 crore worth mega empire

While teen rapist Asaram is rotting in jail, his daughter Bhartishree has the complete control over his mega empire worth Rs 10,000 crore. Bhartishree has been managing all the ashrams and other related works since 2013, when she was granted bail in the Surat rape case against her father and brother Narain Sai.According to a Hindustan Times report, Bhartishree travels to all almost all 400 ashrams spread in 30 states and Territories across India. (ICC FAUX PAS)She was born in 1975 and mainly takes care of things from the headquarters of Sant Shri Aasaramji Trust in Ahmedabad.If we go by figures, Asaram can surely give top businessmen a run for their money as the convicted self-styled godman created an empire of Rs 10,000 crore within four decades, starting from a humble hut on the banks of the Sabarmati river in the early 70s to over 400 ashrams across the country and the world.The scrutiny of documents seized by the police from Asaram’s ashram in Motera area here following his arrest in the rape case in 2013 had revealed that the 77-year-old Asaram has amassed wealth of around 10,000 crore, which is excluding the market value of vast track of lands that he holds. He may be still have many followers, but after rape allegations, he was accused of other crimes like land grabbing and practice of black magic in his ashrams. As per a short documentary available on his official website, Asaram was born in 1941 as Asumal Sirumalani in Berani village of Sindh province in Pakistan. After partition in 1947, Asumal came to Ahmedabad with his parents and studied only till the fourth standard at a school in Maninagar area, as he was forced to leave his studies after the death of his father Thaumal when he was 10.After doing some odd jobs during his early youth, Asumal embarked on a “spiritual quest” towards Himalayas, where he met his Guru, Lilashah Bapu, the documentary claimed.It was that Guru who gave him the name ‘Asaram’ in 1964 and “commanded him to carve his own path and guide people”.Asaram came to Ahmedabad in the early 70s and started doing penance on the banks of Sabarmati near Motera area.His true journey as a spiritual leader started in 1972 when he set up ‘Moksha Kutir’, a humble hut, on the banks of river. Over the years, his popularity as ‘Sant Asaramji Bapu’ started soaring high and that ‘humble hut’ converted into a full fledged Ashram. Within a span of four decades, he added around 400 ashrams in India and abroad.Even today, the Motera Ashram is flocked by followers, who are still in denial mode and maintain that their ‘guru’ has been jailed on false charges.

The meeting will be held in Swarnim Sankul on the Secretariat campus. The Gujarat government is likely to discuss issues like cooperation from neighbour states on water-related projects and national security.Deputy CM Nitin Patel said, “This is the meeting that deals with inter-related issues among states falling in WRC. Minister Rajnath Singh and representatives from the state governments of Gujarat, Maharashtra, Goa and administrations of union territories of Diu and Daman and Dadra Nagar Haveli will be present for the meet. PM Modi reviews progress in resolving grievances of ex-servicemen

Prime Minister Narendra Modi today reviewed the progress in resolving grievances of ex-servicemen and urged officials to ensure that the problems faced by former soldiers should be resolved in the “shortest possible time”He also stressed on the importance of improving the speed of grievance disposal.At the 25th meeting of ‘Pragati’, Modi also reviewed the progress of 10 infrastructure projects in the railway, road, petroleum, power, coal, urban development, and health and family welfare sectors. These projects are spread over several states including Himachal Pradesh, Uttar Pradesh, Odisha, Andhra Pradesh, Gujarat, Maharashtra, Assam, Sikkim, West Bengal, Bihar, Tamil Nadu and Jharkhand. He also reviewed implementation of the Pradhan Mantri Krishi Sinchai Yojana and the programme for “National Fellowships and Scholarships for Higher Education of Scheduled Tribe Students”.The 25 ‘Pragati’ meetings have seen a cumulative review of 227 projects with a total investment of over Rs 10 lakh crore. Resolution of public grievances has also been reviewed across a range of sectors, a statement said. The prime minister congratulated all stakeholders on the completion of 25 interactions and said that coordination between the Centre and the states has increased as a result of the ‘Pragati’ mechanism. He said that besides stalled projects, the platform has also helped in the review and improvement of several social sector schemes. Pragati is an ICT-based, multi-modal platform for pro-active governance and timely implementation.

From the self-styled guru to a rape convict, Asaram Babu joins list of India’s infamous spiritual leaders.As the victim’s family and women rights activists hail the verdict, here’s all you need to know about the tainted godman:1: Asaram Bapu’s real name is Asumal Harpalani. He was born April, 1941 in the Sindh province of present day Pakistan. (LIVE UPDATES)2: His family migrated from Bernai village in Sindh to Ahmedabad in India after Partition in 1947. 3: His father had a coal and wood business in the Gujarat city, where he studied till class 3. Later, he ran away from the school and joined an ashram in Bharuch.4: It was in 1960s that Asumal Harpalani became Asaram Bapu after a guru gave him this name. Soon, Asaram began preaching spiritualism. 5: Almost a decade later, in 1972, Asaram built his first ashram on the banks of Sabarmati river in Gujarat’s Motera town, a BBC report said.6: According to his biographical book, Asaram married Laxmi Devi at the age of 15. The couple has three children including Narain Sai, who is also a rape accused in a different case. 7: Asaram’s website claims that he has four crore followers around the globe. Except the Northeast, Kerala and Tamil Nadu, Asaram has followers in every state across India.8: An ABP report said that Asaram has assets worth Rs 2,300 crore. His magazines – Rishiprasad and Lok Kalyan Setu – have over 14 lakh subscriptions. Apart from this, Asaram has around 400 ashrams in India. 9: The rape convict is politically well-connected. His website claims that his ‘devotees’ include likes of former Prime Minister and BJP patriarch Atal Bihari Vajpayee, LK Advani, senior Congress leader Kapil Sibal among others. 10: Asaram is also accused of raping another woman in Surat city of Gujarat between 2002 and 2004. The trial in this case is underway.
