‘Nanhe Sapne’ brings Innovation to education system in Delhi

In an attempt to bring innovation to the education system, a magazine titled “Nanhe Sapne” was launched for school students in the Capital on Thursday.The magazine, which targets children between four and six years of age, has been created by Graso Global, an organisation working to bring innovation in education. Delhi Education Minister Manish Sisodia, who launched, its first edition at the India International Centre, hailed the idea, saying, “The dreams of children are dynamic in the foundation years, and I hope that this initiative will help them in getting a well-rounded education.”According to the creators, their team visited several states across the country to take ideas for the magazine. They met hundreds of parents and teachers to understand the needs of children. “I feel proud to be a part of the content creation of this magazine,” said Shefali Gupta, a resident of Delhi and mother of a 10-year-old girl. It will in initially be available in eight states at the cost of Rs 500 annually. However, the founders are planning to make it available for government school students at the minimal cost shortly.To sharpen the skills of children, it will also make them solve puzzles and riddles through innovative ways. “We follow transmission method to teach the students but the need is to involve them and enable them to ask questions for their growth. And, the magazine will help them,” said Ruby Shrama, a teacher at DAV School, Janakpuri.

Day after end of dharna, Delhi’s AAP govt resumes work

A day after ending their dharna at the LG’s office, the AAP government ministers on Wednesday held a series of meetings with IAS officers, who continued their “silent” protest over the alleged assault on Chief Secretary Anshu Prakash.Chief Minister Arvind Kejriwal, however, did not go to his office at the Delhi Secretariat due to health issues. He is likely to leave for Bengaluru on Thursday to join a ten-day naturopathy course to control his blood sugar level, officials at the CM’s office said.Deputy Chief Minister Manish Sisodia told reporters that the government had started work. “The work is going on a fast pace. All the IAS officers attended meetings called by the ministers,” he said.Sisodia, who is incharge of the Education Department, announced the introduction of “happiness curriculum” for students of Delhi government schools from July, after a review meeting with officials.The ministers tweeted pictures of meetings held by them and claimed that all the officials concerned were present there.Jain, incharge of Urban Development, Health and PWD departments, held meetings with officials. Dharna drama: Manish Sisodia and Satyender Jain discharged from hospital; to immediately resume work

Aam Aadmi Party leaders Satyender Jain and Manish Sisodia were discharged from a Delhi hospital on Tuesday itself after the duo went on an indefinite strike late last week, reports say.Medical Superintendent of the LNJP Hospital J C Passey said, “Both the ministers were discharged around 10 am. Their health parameters, including ketone level in urine are normal now.” Delhi Deputy CM Sisodia had earlier tweeted about his health. “With Doctor’s care and your blessings, I am recovering fast. Yesterday, my ketone level was 7.4 & BP reached 184/100, which was leading to renal failure. But now everything is under control. If doctors allow I’ll try to be back to work today only. Soon, Hop-on Hop-off buses for heritage sightseeing: AMC

Across the world, hop-on hop-off buses provide one of the best options to explore cities. By November 2018, Ahmedabad too, will get a hop-on hop-off bus service for heritage sightseeing tours. The Ahmedabad Municipal Corporation (AMC) plans to put ten such buses into service.Hop-on hop-off buses travel via fixed routes across a city at regular intervals. They provide people the option to get on at one and get off at another connection.”At present, there are city buses but in addition to that, with participation of the private sector, we are coming up with a hop-on hop-off bus service for heritage sightseeing. We have received overwhelming response from tourists ever since the city was included by the UNESCO on the World Heritage City list,” said Municipal Commissioner Mukesh Kumar, AMC. He added: “We’ve witnessed a rising trend in footfall, and such services will help tourists visit all heritage sites with trained guides. This facility will provide hassle-free and seamless transition between places to the visitors.”A private entity, Akshar Travels, which currently manages heritage walks in the city on behalf of the civic body, is coming up with the bus service too. The company’s managing director, Manish Sharma, said that the buses will be user friendly, with several facilities to smoothen and improve tourists’ experience when exploring the city’s rich heritage. “The buses will ply from November. The red-coloured buses will have heritage-themed graffiti on them. They will be user friendly – each commuter will be given a brochure which will have details about the heritage places they are going to visit. Audio-video information will be departed and there will be LED screens too,” said Sharma.He further said that there would be trained guides on the air-conditioned buses and that apart from the listed heritage monuments and places, Adalaj ni Vav and Sardar Patel Museum will also be part of the itinerary. “The fare will be around Rs 500 and the frequency of the buses will be at an interval of ten to fifteen minutes. Start point of the trip will be Ashram and along with all the heritage sites, we will also cover some of the other attractions of city,” added Singh. Leader of Opposition Dinesh Sharma welcomed the move but raised concerns about why only one group was being entrusted with the service.

Noida: Woman finds hidden camera in loo, accused absconding

A staffer of an electronics showroom at Sector 18 in Noida has been accused of installing a hidden camera inside the women’s restroom at the store.The police said that a woman customer claimed that she found a hidden mobile phone which was recording videos inside the restroom. The accused is absconding, while teams have been formed to nab him, the police said.According to the complainant, he along with his wife had gone shopping to Vijay Sales. “During the course of shopping, my wife went to use the restroom. When she returned she alleged that she has found a mobile phone which was hidden and it was in the recording mode,” said the complaint.When the customer approached the manager of the showroom he requested them not to complain to the police about the matter.However, the complainant made a PCR call and the police team rushed to the spot. Based on the complaint, an FIR under relevant sections of the Indian Penal code has been registered.”During the initial investigation, it was found that the phone belonged to a staffer who has been identified as Sachin Tomar, who is absconding at the moment. Delhiites feel AAP government should focus on solving issues

Rift between AAP, bureaucracy widens

The Delhi Assembly in its special session on Monday passed a resolution moved by Deputy Chief Minister Manish Sisodia, that the national capital territory (NCT) of Delhi be declared a full-fledged state through a constitutional amendment Bill.”This House resolves that the New Delhi Municipal Council (NDMC) area in Delhi, which is governed by the NDMC Act be kept under the exclusive control of the Central government, and the rest of NCT of Delhi be declared a full-fledged state through a Constitutional amendment bill,” said speaker Ram Niwas Goel during the proceedings.The House called upon the Union ministry of home affairs (MHA) to take all “necessary legal and legislative steps to declare Delhi a full-fledged state without any further delay.”The members raised that elected representatives are directly accountable to the voters and are rightly questioned by the people on issues affecting their daily lives and developmental issues. It is, therefore, beyond any legal and reasonable understanding that how can a politically nominated L-G be the super-boss of a democratically elected council of ministers which is collectively responsible to the Legislative Assembly.”This House notes with extreme disappointment that successive Central governments have without any valid justification attempted to undermine the basic rights of people of Delhi by denying them statehood,” the resolution stated.It further said the House is of the view that now since almost 16 years have passed since the previous Delhi statehood bill was presented in Parliament and there were some shortcomings in that Bill, therefore the MHA must consult the elected government to be on the same page about the fresh draft Bill.Keeping in view the decades-old aspirations of the residents of National Capital Territory of Delhi for a better quality of life commensurate with their contribution to the country’s economy, which have been strongly and unambiguously reflected in the views expressed by hon’ble members of this August House, the Ministry of Home Affairs, Government of India, must take all necessary legal and legislative steps to declare NCT of Delhi a full-fledged state without any further delay.A Constitution Amendment bill for statehood of Delhi was drafted in 1990, which could not be materialised, the resolution stated.’CONSULT US’It further said the House is of the view that now since almost 16 years have passed since the previous Delhi statehood bill was presented in Parliament and there were some shortcomings in that Bill, therefore the MHA must consult the elected government to be on the same page about the fresh draft Bill.

PWD to finally execute free WiFi project in Delhi

The Delhi government is all set to take forward its much-ambitious plan of providing free Wi-fi in the national Capital. The development comes after a top official asked the Public Works Department (PWD) engineer-in-chief Rakesh Kumar Agrawal to go ahead with the project. Earlier, the department had expressed “inability” to implement the scheme citing “lack of expertise”.Free Wi-Fi at public places across the city was one of Aam Aadmi Party (AAP)’s key poll promises. During his Budget speech in the Delhi Assembly in March, Deputy Chief Minister Manish Sisodia had said that the Wi-Fi project, which was earlier with the information and technology (IT) department, was given to the PWD to expedite the work.A Cabinet note has also been prepared to execute the free Wi-Fi plan in the city. However, the officer-in-charge of the project had recently conveyed to senior officials of the department that the project should actually be executed by the information technology department as the PWD “lacks expertise” in carrying out such projects, sources said.”It has now been cleared that the PWD will execute the Wi-Fi project. A top PWD official has asked the engineer-in-chief to go ahead with the project. A Cabinet note regarding the implementation of the project has been prepared,” said a senior official. In its 2018-19 budget, the Delhi government has allocated Rs 100 crore to provide Wi-Fi facility, even though the government did not mention a deadline for the completion of the project.In February this year, Chief Minister Arvind Kejriwal had said that the AAP government was working on three to four models for implementing the project.As the AAP formed its government in Delhi, the project was initially assigned to the Dialogue and Development Commission (DDC) of Delhi chaired by the chief minister.In March 2016, the DDC had started first free Wi-Fi facility on a three-month pilot basis in Sant Nagar market in north Delhi’s Burari.Thereafter, the ruling dispensation had promised that over 500 locations across east Delhi would be made high-speed Wi-Fi zones by December 2016, but there was no progress.

On Saturday, Delhi Deputy Chief Minister Manish Sisodia, who also holds the Education portfolio, met Prince Kumar, who got 97% in his Class 12 CBSE exam.Prince Kumar, the son of a DTC bus driver got 97% in exams, scoring a staggering 100 out of 100 in Maths, 99/10 in Economics and 98/100 in Chemistry.Sisodia wrote on Twitter: “Very proud moment, just congratulated Prince Kumar,topper of Delhi Govt school, Science stream in Class 12. Son of a DTC bus driver has got 97% with 100/100 in Maths, 99/100 Eco, 98/100 in Chemistry.” Earlier, Atishi Marlena had tweeted the Delhi government schools in Class 12 got a pass percentage of 90.64% which is 2.37% better than their performance last year, and 7.6% higher than the national CBSE average.Manish Sisodia also tweeted that 168 government schools achieved 100% results as opposed to 112 last year and 638 government schools achieved 90% results compared to 554 schools last year.Earlier, HRD minister Prakash Javadekar congratulated those who passed CBSE class 12 exam and also advised those who did not do well not to lose heart.He also said the quality of government schools is improving and congratulated those for a good show.The CBSE class 12 results were announced today. The overall pass percentage was 83.01 per cent as against last year’s 82.02 per cent.”I congratulate all those who succeeded. Those who did not succeed, I give them my best wishes because they should not lose heart. This is a temporary setback and they will put in more effort and succeed,” Javadekar said.According to CBSE officials, government-aided schools registered a pass percentage of 84.48 per cent and government schools had a pass percentage of 84.39.Jawahar Navodaya Vidyalaya and Kendriya Vidyalaya had a pass percentage of 97.07 and 97.78 per cent respectively.Javadekar said, “I am very happy for Kendriya Vidyalaya and Navodaya Vidyalaya. Even government and government-aided schools have scored more than the average result. It is really a landmark moment. The quality of government schools is improving and it’s a good news for everyone.” Over 11 lakh students had registered for the Class 12 examination, which was marred with controversy over the paper leak issue.The board had conducted a re-test of Class 12 economics paper on April 25, nearly a month after it was leaked triggering widespread outrage and confusion among students across the country.With inputs from PTI

Rajasthan: Army’s Gandiv Vijay exercise concludes

Lieutenant General Cherish Mathson, General Officer Commanding in Chief, Sapta Shakti Command reviewed GANDIV VIJAY exercise in Rajasthan on Wednesday. The Army Commander was accompanied by Lieutenant General PC Thimmaya, General Officer Commanding, Chetak Corps.The two month long training exercise aimed towards training commanders and soldiers in their offensive tasks, concluded on Wednesday. The exercise validated the concept of speedy mobilisation and dispersed deployment of offensive forces with the ability to converge at a point of decision. During the exercise, synergy between mechanised forces, infantry, artillery, engineers, elements of Special Forces and Air Force was practiced and fine tuned. An array of modern sensors were deployed and the participating troops got an opportunity to operate in a transparent battle field.While interacting with the Army Commander on conclusion of the exercise, the participating troops conveyed their satisfaction on the content and conduct of the exercise. “We have achieved a very high level of coordination with all the participating elements and are now confident of doing our job more effectively,” said defence spokesperson Lt Col Manish Ojha.The Army Commander appreciated the efforts and dedication of the troops of the Chetak Corps in maintaining high level of morale and motivation during the conduct of exercise despite extremely hot weather conditions.

Gujarat Congress protests Karnataka governor’s decision to invite BJP

The Opposition Congress staged demonstrations across the state on Friday in protest of Karnataka governor Vajubhai Vala’s decision to invite the BJP to form the government, saying it was in total violation of democratic traditions.The Gujarat Pradesh Congress Committee said that its local units held protests in 33 districts and eight municipal corporations against “democracy’s murder” in Karnataka. In Ahmedabad, the protests were held near Lal Darwaza at 11 am on Friday. A number of MLAs, councillors and other leaders participated in the protests in Ahmedabad.Gujarat Congress president Amit Chavda and Leader of opposition Paresh Dhanani, who are on tour to Tapi district, joined the demonstrations in the south Gujarat district.In Rajkot, 30 Congress workers and leaders were detained by police for holding protests and chanting slogans outside the residence of Vajubhai Vala. However, no one was present at home at the time of the protests, police said.Gujarat Congress spokesperson Manish Doshi said that Karnataka Governor Vajubhai Vala’s decision to invite the BJP to form the government, while ignoring the claim of the JDS-Congress combine in spite of their numbers.“Instead of acting in accordance with the Constitution, the Karnataka governor acted like a BJP worker. We are protesting against this undemocratic and totally illegal step by the governor,” Doshi said, adding that the move was a bad precedent and dangerous for democracy.ANGRY PROTESTDoshi lauded the SC decision ordering a floor test within a day saying that it would ensure that the BJP did not succeed in its attempts to buy-off or intimidate MLAs of other parties. CS assault case: Six-member police team questions Arvind Kejriwal

A six-member team of the Delhi Police today arrived at Chief Minister Arvind Kejriwal’s office here for questioning him in connection with the alleged assault on Chief Secretary Anshu Prakash in February.Sources said the team led by Additional Deputy Commissioner of Police (North) Harendra Singh has begun questioning the chief minister at his camp office and is also recording the proceedings, as demanded by Kejriwal.Police said they have gone with their own recording equipment. While some members of the team arrived at the chief minister’s office around 4.40 pm to set up the recording equipment, Singh arrived at 5 pm.Around three-four advocates have also arrived at Kejriwal’s residence.Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19. Police said the chief minister was present when the alleged assault took place.Kejriwal had agreed to join the probe yesterday following a notice by the Delhi Police on May 16. He had demanded he be allowed to video record the proceedings. However, the police had said the proceedings will be video recorded, but the chief minister won’t be allowed to do so.The police might also summon his deputy Manish Sisodia in the case as he was present when the alleged incident took place.The police have already questioned 11 AAP MLAs present at the chief minister’s residence for the meeting. Two of the party MLAs — Amantullah Khan and Prakash Jarwal –were arrested in the case.Kejriwal, his former advisor V K Jain and Sisodia were also present in the meeting. Jain was also questioned in the case.On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. The forensic report on the hard disk is still awaited.The alleged assault on the chief secretary had triggered a bitter tussle between the Delhi government and its bureaucrats.

CS assault: Kejriwal to join probe tomorrow; demands video recording of proceedings

Delhi Chief Minister Arvind Kejriwal has agreed to join the investigation in the case of alleged assault of Chief Secretary Anshu Prakash even as he demanded video recording of the proceedings, the police said today. In a letter addressed to Station House Officer of Civil Lines Police Station, the chief minister said he would be available at his camp office at 5 pm tomorrow.”Due to some prior commitments, I won’t be able to join the investigation at 11 am. I would request you to kindly defer the time on the same day at 5 pm at my camp office,” read the letter.The city police had yesterday sent him a notice to join the investigation in the case at 11 am tomorrow. Kejriwal also demanded that he be allowed to video record the proceedings.”I wish to video record the entire proceedings during the investigation. If you have any objection, I would request you to kindly make arrangements at your end to video record the same and in such case, a copy of the recording be provided after the conclusion of my questioning (sic),” he said in the letter.A senior officer privy to the probe said a five to six member police team led by Additional Deputy Commissioner of Police (North) Harendra Singh will visit the CM office tomorrow.”The proceedings will be video recorded, but the chief minister won’t be allowed to video record the investigation. Also, it will be the police’s decision to share the recording with him. Mission Buniyaad: Summer camps turn into a ‘nightmare’ for teachers

The Delhi government’s ambitious Mission Buniyaad Campaign might be a boon for the students, but the teachers at government schools complained of being “exploited” during the summer camps being organised under it. The teachers alleged that they are being “forcefully” made to work for “longer hours” by the principals and the Directorate of Education (DoE).Agitated teachers have also raised their concerns with Delhi Education Minister Manish Sisodia saying that despite clear guidelines by the DoE– those who are willing to work during summer break shall only be assigned work– principals are forcing all teachers to come. “Most of the teachers have their hometowns outside Delhi. They look forward to visiting their homes during these breaks. Despite many of them submitting their leave applications in April, they are deputed to work during the summer break,” said Ajay Veer Singh, general secretary, Government Teachers’ Association.Even as the timing of summer camps is 7:30 am to 10:30 am, teachers are being asked to come in at 7 am and leave at 2 pm by the DoE for next day’s preparations. “It is really unjustified. We also have to spend time with our children during summer breaks. Neither we have time to take them out during their vacations nor can we look after them during the day. What’s the purpose of asking teachers to stay for four hours for the planning that can be done in an hour’s time?” asked a female teacher at a Government Boys’Senior Secondary School in West Delhi.Claiming that teachers are being taken “for granted” by the Aam Aadmi Party (AAP) government, Singh said that the teachers have been serving during both winter and summer breaks despite falling under the category of Vacation Staff. “We have requested the Education Minister to grant 30 Earned Leaves (EL) to the teachers like the principals. He has assured us that he will look into the matter,” he said.Echoing the sentiment, a teacher at a Government Girls’ Senior Secondary School in east Delhi said, “I took extra classes to cover the syllabus during the winter breaks due to the shortage of teachers and now we are attending these summer camps. We literally have no life.”

Chief Secretary assault case: CM should join probe without indulging in politics, says Delhi BJP

The Delhi BJP today expressed hope that Chief Minister Arvind Kejriwal would join the police probe into chief secretary Anshu Prakash assault case without “indulging in politics”.The “conspiracy” of assault on Prakash was “hatched” at Kejriwal’s residence so it was no surprise that he was to be questioned by the police, alleged Vijender Gupta, BJP legislator and Leader of Opposition in the Delhi Assembly.The Delhi Police today sent a notice to Kejriwal, asking him to appear before it in connection with the alleged assault on the chief secretary.”The chief minister should cooperate in investigation instead of indulging in politics over it,” Gupta said.He also criticised the Delhi Police for delaying the questioning of Kejriwal in connection with the case.”It is a delayed step by the police. I fail to understand why police was hesitant in questioning him,” he said.Last month, Kejriwal’s private secretary Bibhav Kumar and party volunteer Vivek Kumar were also questioned in connection with the case.The police have already questioned 11 AAP MLAs who were present at the chief minister’s residence for the meeting on February 19 in which Prakash was allegedly attacked.Kejriwal, his former advisor V K Jain and Deputy Chief Minister Manish Sisodia were also present there. Delhi Chief Secy assault case: Police to question Arvind Kejriwal, AAP fumes

The Delhi Police has sent a notice to Chief Minister Arvind Kejriwal asking him to appear before it in connection with the alleged assault on chief secretary Anshu Prakash in February, police said today.Reacting sharply to the development, Aam Adami Party has alleged that Prime Minister Narendra Modi is “misusing” Delhi police to “bother” Kejriwal. A senior police officer said that the notice was sent to Kejriwal today to join the investigations on May 18 at 11 am.The notice said, “You (Kejriwal) are required to attend investigation and be available at your residence/office on May 18 at 11 AM. In the event, such timing is not convenient to you due to official exigencies, kindly intimate an alternate time.” However, Kejriwal has not responded to the notice, the official said.There is also a possibility that the police may also ask Kejriwal’s deputy Manish Sisodia to join the investigation after the chief minister. Reacting sharply to the Delhi police notice, AAP’s Delhi unit chief spokesperson Saurabh Bharadwaj said, “It is for the first time in India that a chief minister is being examined in a fake case. Modi ji is misusing the police to bother the chief minister but people stand by Kejriwal.” He also alleged that the prime minister is “pressurising” chief secretary Prakash to pursue a false case against the AAP supremo. Rajbir Kaur case: Delhi Medical Council cancels licence of 2 docs for 30 days, kin unsatisfied

More than a year after the death of All India Institute of Medical Sciences (AIIMS) nurse Rajbir Kaur during childbirth due to medical negligence at the premiere institute, the Delhi Medical Council (DMC) has cancelled the licences of two doctors for a period of 30 days and given a clean-chit to others involved. The decision has left Kaur’s family disappointed and they are now planning to file a criminal case against the doctors involved.Rajbir Kaur, a nursing staffer in the bronchoscopy department of AIIMS, was admitted on January 16, 2017, and was classified as a ‘low-risk pregnancy’. The hospital, however, later admitted that there were several lapses in Kaur’s treatment where a junior resident gave general anesthesia instead of spinal anesthesia for C-section. The disciplinary committee also found that the consultant-on-call gynaecologist and obstetrician did not come despite several calls. She died on February 4.”Only thirty- days for two lives lost, is this even a punishment? It feels like I have waited for so long for nothing. They are just sending the doctors out on a vacation and sending wrong signals to others who would think that they can escape any wrongdoing. I’m sure the doctors will be partying today. I am also planning to file a criminal case against these doctors based on the DMC decision that they are guilty,” said Manish Kumar, Kaur’s husband.Kumar says that Dr Seema Singhal was given a clean-chit, who did not appear despite calling a few times that night.”These results are declared after committee proceedings where a team of experts decide the punishment and put it in front of the General Counsel. This is a subjective punishment and is being given to two doctors who will not be able to practice medicine for a period of one month. Dr Singhal, however, never was informed of the mishappening as per the inputs gathered during the hearing,” said Dr Girish Tyagi, Registrar, Delhi Medical Council.Kaur’s death had sparked off protests by the nursing union and senior medical staff leading to termination of a senior doctor and suspension of some doctors back then. Earlier this year, AIIMS named their new bronchoscopy laboratory after Kaur.

Chief Minister Arvind Kejriwal and all AAP MLAs will walk from his residence to LG House on Monday seeking nod for CCTVs cameras to be installed in the city, his deputy Manish Sisodia said today.As the issue snowballed into yet another confrontation between the AAP government and the Lieutenant Governor, Kejriwal had on Friday also sought Prime Minister Narendra Modi’s intervention in the execution of the CCTV project saying it was related to women safety and should be above politics.”For three years when we were working on this project, the LG was silent. Suddenly now when the tender has been allotted he sees loophole in the system. The chief minister along with all Delhi Ministers and AAP MLAs will walk to LG house to discuss the issue,” Deputy Chief Minister Manish Sisodia told reporters.Sisodia has also written to Leiutenant Governor Anil Baijal informing him about the visit.”The stalling of CCTV project has created uproar in public. We will come at 3 PM on Monday to discuss the issue with you. If the time is not suitable to you, you can tell us an alternative time on that day,” he said in the letter.On Tuesday, Baijal formed a committee to come up with a standard operating procedure for the installation, operation and monitoring of closed-circuit televisions.Kejriwal had alleged on Friday that the only aim of setting up the committee was to interrupt government work and not let the CCTVs be installed.Setting up CCTVs was a key poll promise of the Aam Aadmi Party.

Delhi’s Deputy Chief Minister Manish Sisodia compared the BJP-government’s rule at the Centre with the Mughal regime on Wednesday. He said that some people at the Centre have the same arrogance as the Mughals had and because of that they are not allowing the Aam Aadmi Party (AAP) to work in Delhi.Speaking during an event organised to celebrate Maharana Pratap’s birthday, Sisodia said that the AAP government was working towards providing health and education facilities to the common man and abolishing the role of middlemen in bringing ration to the doorsteps of people just like the warrior Rajput king who tried to provide all the facilities to the poor in his state. “But a cruel ruler in Delhi used to ask him (Maharana Pratap) to leave. The fight is same. Today’s several incidents remind me of the Mughal rule,” he said.Sisodia said that the Delhiites have chosen their government which wants RWAs and other people to decide where CCTV cameras should be installed following their complaints about the increasing number of crime incidents in their areas, but hurdles are being created. “As the Mughals had arrogance, few people in the Centre also have the same arrogance. AAP Govt vs L-G: Ram Niwas Goel complains to Sumitra Mahajan against Anil Baijal

The Delhi Assembly Speaker Ram Niwas Goel has written a letter to Lok Sabha Speaker Sumitra Mahajan alleging that the power of legislation is being encroached upon by the Lieutenant Governor (L-G) Anil Baijal. The letter comes after the L-G has asked Goel no to admit questions on reserved subjects.”I have written to the Lok Sabha Speaker complaining about L-G’s order to Assembly Secretariat that the Assembly Speaker cannot admit questions on reserved subjects. In the letter, I have told the Lok Sabha Speaker that the L-G has killed democracy by issuing this order,” said Goel.Last month, the ministry of law advised the L-G’s office to communicate to the Speaker that he should not admit questions related to reserved subjects such as public order, police, services and land, with the departments concerned refusing to answer questions on this ground.An angry Goel also sought to know why legislators cannot ask questions on reserved subjects. “Can an MLA not ask a question in the Assembly if there is a rape of girl? Also, a person can ask a question (on reserved subjects) through RTI, but legislators are denied the same,” he said.Noting that he is also exploring a legal option on the issue, Goel in his letter to Mahajan has demanded that the L-G’s communication is withdrawn immediately.During the Budget session of the Assembly, Goel, Deputy Chief Minister Manish Sisodia, Cabinet ministers and AAP MLAs wore black bands in protest against the Centre’s move.Goel had said the central government has “insulted” the Delhi Assembly with the directive.Informing the House on March 28, Goel said out of 40 questions, the House has not received answers to 17 questions as the departments concerned have denied answering on ‘reserved subject’.”It is unfortunate that the law ministry has issued such directions. It is a very dangerous incident in the history of Independent India. The Centre’s move is highly condemnable… I want to sit with black band as mark of protest,” Goel had said.

As Kejriwal takes backseat, Manish Sisodia becomes AAP’s loudest critic against Centre

The Aam Aadmi Party (AAP) has a new voice these days. And it is not that of Chief Minister Arvind Kejriwal, but of his deputy, Manish Sisodia.With Kejriwal increasingly maintaining a low profile, his education minister has taken on the task of voicing the Delhi government’s grievances and spearheading the battle against the Centre.He has been particulary active over the last one week.From calling the Lt Governor a dictator and accusing him of running a parallel government to writing a three-page letter to Prime Minister Narendra Modi over the removal of Delhi government’s advisors, he has taken over from his mentor the job of attacking the Centre.Sisodia even addressed a press conference, otherwise the forte of Kejriwal, launching a broadside against the Modi government.But party leaders stressed that the two were working in tandem.A party leader held that the emergence of Sisodia as the voice of AAP was a well planned strategy.After AAP’s lackluster performance in Punjab and Goa, many in the party believed that Kejriwal’s rabble rousing had boomeranged.Soon, the attacks on Modi by Kejriwal were not as aggressive as they used to be.When a conscious decision was taken that Kejriwal would tone down his attacks, someone had to perform that role. And there was no one better than Manish to do so, said a senior party leader, requesting anonymity.The Kejriwal-Sisodia association dates back to a time when both were activists—well before they started working on the Right to Information. Bureaucrat Kejriwal and journalist Sisodia started the Public Cause ResearchFoundation for transparent and participatory governance, especially in the slums of Delhi.The two were together as activists and also when they took their first steps in politics. The bond was so strong that Kejriwal made him his deputy after AAP rode to power for the second time in Delhi in 2015.Such is the level of closeness between the two leaders that when they have to take a difficult decision and are not in a position to exchange words, they just look at each other and a message is conveyed,” a senior AAP leader said.There is another reason for Sisodia’s rise.The AAP government has been focusing on reforming the education and health sectors and Sisodia is at the forefront of both — as the education minister he has been seeking to improve government schools and as the finance minister he has been pouring funds into AAP’s mohalla clinics.Kejriwal’s right-hand man is also seen as a loyalist. Kejriwal is not threatened by him, nor does he have issues with Sisodia, said another AAP leader.He cited the case of Kumar Vishwas who many thought was trying to upstage Kejriwal in the party and government and was subsequently eased out.While AAP spokesperson and Rajya Sabha MP Sanjay Singh denied that there was any such strategy at work, political analyst Sanjay Kumar agreed that Kejriwal’s voice was muted, whereas Sisodia was more strident than ever.But there is a difference between what the prime minister says and his ministers say. The prime minister’s words will always carry greater weight. Similarly, what Sisodia says will not have as much of an impact as what Kejirwal says, Kumar added. PTI

LG should respect and follow the constitution: Kejriwal furious over ‘parallel’ meeting on CCTV installation

The AAP government today launched a fresh attack on Lt Governor Anil Baijal after he held a meeting on the status of CCTV camera installation in the city, dubbing his actions “illegal” and said he should follow the Constitution and not be a “dictator”.”LG shud respect and follow the constitution (sic),” Chief Minister Kejriwal tweeted while his deputy Manish Sisodia said the Lieutenant Governor should not attempt to run a parallel government as he does not have any power to call a meeting on issues which are under the government’s domain.Their reaction came hours after the L-G held a meeting on law and order where the current status of CCTV cameras installation, a pre-poll promise of AAP, was taken up. In a tweet, Baijal said he had directed authorities concerned to have an inter-agency group to formulate Standing Operating Procedure (SOP) for uniformity in installation.Also readArvind Kejriwal okays pro-power consumer policy”Chaired law & order meeting on current status of CCTV cameras in Delhi, including their O&M issues. Manish Sisodia’s reaction on Lt Governor taking lead in the matter is a reflection of his political desperation,” Delhi BJP chief Manoj Tiwari said in a statement.Giving details about today’s meeting, the L-G office issued a statement, saying that Delhi Police made a detailed presentation on the installation of CCTV cameras. “The Lt Governor was informed about the identified places for installation of CCTVs cameras especially in view of directions of Hon’ble High Court. At present 4,067 CCTVs are installed at 87 different sites by Delhi Police, while proposal for installation of 1,380 cameras is under active consideration by MHA,” it stated.It also stated the L-G stressed upon effective operation and maintenance of CCTV cameras, and deterrent penalty in case of any laxity on this count.The L-G and the AAP dispensation have had almost daily run-ins with the latter accusing him of encroaching on its powers.In February this year, Kejriwal had expressed hope that the Supreme Court, which is seized of the matter regarding administrative control over Delhi, will deliver the judgement in his government’s favour.

The cancellation of Atishi Marlena’s appointment as advisor to Delhi Education Minister Manish Sisodia is evoked a lot of reaction on social media. Marlena is a leader of the Aam Aadmi Party (AAP) and a member of the Political Affairs Committee (PAC) of the party. She has worked in the field of alternative education and curriculum. She was also instrumental in drafting the manifestos of the party in the Delhi Assembly elections.Marlena has been a spokesperson of the AAP and is often seen on television debates representing the party. The victim has been identified as Chotelal Mourya, a Chembur resident.According to the police, Mourya’s body was found lying in a pool of blood in his own house on Monday. The police suspected murder and registered a case and trespassing on the basis of the statement given by the victim’s wife. The police said the wife had claimed that when her husband was alone, some outsider entered the house and killed him.However, during the investigation, police found that the wife’s claim was untrue. “Police Inspector Manish Shirke and PSI Sagar Kalekar started the probe, and while recording statements of other witnesses it was found that no one trespassed. CBSE Paper Leak: Manish Sisodia asks Javadekar to convene meeting of state education ministers

He said if the examination papers are leaked, then undeserving students perform well and hard-working students are left behind, which means the country gets low quality officials, teachers, doctors and engineers.
"So let us all put our minds together and think of solutions for the national good," he wrote in the letter.
"I request you to immediately convene a day-long brain-storming session of all education ministers, so that we can ensure that such serious incidents do not happen again.
"This is an issue on which we need to move beyond party politics because every time an examination paper is leaked, be it CBSE, SSB or DSSSB the negative consequences are for the country, not just to any one government or one party," Sisodia, who also holds the education portfolio, wrote.
CBSE has announced a retest of the Class 10 mathematics and Class 12 economics papers after reports that they were leaked. Police are also investigating the matter.
"While two examinations have been cancelled and re-tests ordered, there have been concerns regarding leaks of several other exam papers as well.
"Not only does it affect the future of 26 lakh students, but also puts a question mark on the sanctity of the CBSE assessment system; a system on which students, parents and schools from all over the country place their trust," he said.
"I think that it is important that education ministers from all over the country need to sit together and brain-storm about how we can strengthen our assessment and examination systems," Sisodia said in his letter to Javadekar.”

PM Modi flight records cannot be disclosed under RTI due to security reasons: Air India

Records pertaining to the Prime Minister’s chartered flights for visits abroad cannot be disclosed under the RTI Act due to security concerns as per instructions from the PMO, the national carrier has said in response to an application filed by an activist under the transparency law.In his RTI application dated February 2, 2018, Commodore (Retd) Lokesh Batra had sought to know from Air India the dates of invoices raised for chartered flights provided by it for foreign visits of the Prime Minister since November 2016, and the dates of forwarding each of these bills to the Civil Aviation Ministry and the External Affairs Ministry.According to Batra, he got a response from the Central Public Information Officer (CPIO) who said he cannot furnish information sought by him, and also sent him an e-mail communication from the PMO to Air India on the issue.In that email, sent to an Air India official on December 26, 2016, the Prime Minister’s Office (PMO) had said, “Records pertaining to PM’s flight have certain information which may have security implications and are, hence, exempted from disclosure under clause (g) of Section 8(1) of the RTI Act, 2005.” “As such, the Air India is advised not to disclose information relating to PM’s flight to such RTI queries,” it said.It was not clear what had prompted the PMO’s email in 2016.Section 8(1)(g) of the RTI Act exempts from disclosure information that would endanger the life or physical safety of any person or identify the source of information or assistance given in confidence for law enforcement or security purposes.Batra had mentioned in his RTI application, “It is observed that still there are considerable delays in settling the chartered flight bills and invoices of Air India in respect of foreign tours of the PM. On the other hand, Air India is being bailed out with huge tax payers’ money. After receiving the response of Air India, citing the PMO’s instructions, Batra wrote to Air India saying that there is no provision in the Act to deny information without giving reasons as per section 7(1) of the Act or without quoting the CIC or court orders for denial of Information.Air India has responded to his letter saying, “We never deny any information which is available as per our records of accounts Dept. As per provision in the Act we are not supposed to supply any copy of our document or as per section 7(1) of the Act, which is informed by PMO.” Batra has also written to the PMO calling the instruction to Air India a “serious lapse”.

Uttar Pradesh: Two wanted criminals gunned down by police

Carrying on with Yogi Adityanath government’s hardline approach towards criminals, UP Police have gunned down two dreaded terrorists in the state in the last 24 hours. There have been seven encounters in four districts of Western Uttar Pradesh and two criminals have been killed.3 of the encounters took place in Gautam Buddha Nagar, 2 in Ghaziabad, 1 in Saharanpur and 1 in Muzzafarnagar. Uttar Pradesh Police in Noida on Sunday gunned down a criminal with a bounty of Rs 1 lakh on his head. The criminal, Shravan Chaudhry, was injured in an encounter with the police and later succumbed to his injuries in hospital, informed the Director General of Police (DGP) headquarter. An AK-47 and a smooth-bore breech loading (SBBL) gun were also confiscated from the spot. The criminal was wanted in murder cases in Noida and Delhi. As per official data, ever since the Yogi Adityanath-led government came to power 10 months ago, there have been more than 1100 police encounters in the state. A wanted criminal, carrying a bounty of Rs 25,000 on his head, was killed in an encounter with police in Saharanpur on Saturday night. During the encounter, however, another criminal managed to escape, according to the police. A motorcycle, Rs. 1 lakh and a pistol were recovered from the wanted criminal. A policeman also sustained injuries. He was later admitted to a hospital for treatment. Meanwhile, a manhunt has been launched for the absconding criminal.In Ghaziabad, 180 criminals have been nabbed in last 24 hours. With ANI inputs

Budgam encounter: Killed terrorist identified as LeT’s Shafat Wani

A Lashkar-e-Toiba (LeT) terrorist was today killed in an encounter with security forces in central Kashmir’s Budgam district, police said.Security forces launched a cordon and search operation during the night in Khan Mohalla of Arizal in Beerwah area of the district after receiving specific input about the presence of terrorists there, a police official said.Also readJammu and Kashmir | Man killed after he tried to barge into Budgam Air Force stationHe said as the forces were conducting the searches, a terrorist tried to flee by coming out of a house and firing indiscriminately on the forces.The security forces retaliated and the terrorist was killed, the official said.He said the slain terrorist has been identified as Shafat Hussain Wani, a resident of Wagoora area of north Kashmir’s Baramulla district.Wani was affiliated with LeT since April 2017, the official said.He said incriminating materials, including arms and ammunition, mobile phones and cash worth Rs 30000 have been recovered from the encounter site.Also readJammu and Kashmir: Four terrorists killed by security forces in BudgamThe official said a lady received an injury in her thigh when the hiding terrorist was trying to escape by firing indiscriminately.She was evacuated to a hospital by the police and her condition is stable, he said.Legal proceedings have been initiated by police and investigation taken up, the official said.

Ahlcon suicide: Manish Sisodia seeks report from school, parents demand CBI probe

Manish Sisodia, Delhi’s Deputy Chief Minister and Education Minister, has sought a report from Ahlcon Public School regarding the alleged suicide by a class 9 student whose parents are claiming that she was “sexually harassed” by two teachers.Parents of the 15-year-old, accompanied by other parents staged a protest outside the school in East Delhi’s Mayur Vihar area. They demanded a CBI inquiry into the matter and arrest of the teachers and the principal. The protesting parents also blocked the Mayur Vihar main road affecting the traffic flow.”We have asked for details,” HRD Minister Prakash Javadekar said when asked about the incident on sidelines of an event.Also read15-year-old student suicide: Family members protest outside Ahlcon school, demand CBI probeA Class IX student of the school allegedly committed suicide by hanging herself at her Noida residence on Tuesday. Her family alleged that she was harassed by her two teachers including a woman and deliberately awarded poor marks. The school, however, is denying the allegations.Deputy Chief Minister Manish Sisodia had yesterday ordered the Directorate of Education (DoE) to probe the issue.The Noida Police has registered a case against the principal and two teachers of the school.The girl failed her exams and her family claimed that the teachers deliberately awarded poor marks, police officials said.She was found hanging at her home by her family members yesterday. They rushed her to the Kailash Hospital where she was declared dead. No suicide note was found.”It’s an unfortunate incident. School has been following promotion policies of CBSE. Let me make it clear that she had not failed, a re-test was scheduled. We will cooperate with probe agencies. Such a thing (harassment) has never happened in our school,” school principal Dharmedra Goyal said.

Arvind Kejriwal govt launches app to scout singing, dancing talent in Delhi

To give a platform to aspiring singers and dancers in the city, the Delhi government today launched a mobile application that would allow deserving applicants down to the ward-level to showcase their talent on a big stage.The ‘Delhi’s Date with Democracy’ app is an initiative of the government’s department of art, culture and languages.”There is so much talent in Delhi, but not all get the opportunity to make it to TV shows or films. We want to lend a platform for such aspiring singers and dancers, especially the youth, who dream big but do not have the route to reach there,” Deputy Chief Minister Manish Sisodia told reporters after launching the app at the Delhi Secretariat here.He said the app would be used to help select candidates online first and then competitions would be held at various venues, from ward-level to the grand finale at the city level.”There is no age limit and interested candidates can start sending their entries in both categories — singing and dancing, from tomorrow onwards. The whole process would take about one month or so,” he said.Sahitya Kala Parishad and Delhi Kalyan Samiti have collaborated with the government for this initiative which, Sisodia said, “the government hopes to continue on an annual basis”.A senior official of Sahitya Kala Parishad, on the sidelines of the launch, said there are two broad categories — singing (solo) and dancing (solo or group).The last date for sending entry online is March 29. The duration of an entry should not be more than five minutes.”The event is open only to Delhi residents and while submitting the entry, an applicant has to mention details about his and his ward. Also, multiple entries by same person from different wards would attract disqualification,” she said.The app has the deputy chief minister’s message in both audio and video on the idea of democracy, quotes on democracy by eminent figures, the event schedule and an alert button, among its features.”Any potential applicant for singing section can choose from a package of 30 pre-loaded songs in karaoke format. The applicant then would have to sing and on the basis of that he or she would be judged.”We want to give even judging criteria, so karaoke format has been used at online level,” the senior official said, adding selected candidates would get an alert on the app.After the online screening is over, selections would be done at venues across the 272 wards in Delhi to take the applicants to the best stage, she said.”From wards, we will move to Vidhan Sabha level and then to cluster district level and eventually to Delhi level,” Sisodia said.The grand finale would be held at the Central Park in Connaught Place where the winning candidates would get a chance to sing and dance with famous singers and dancers, officials said.”A number of noted personalities from art and culture field will be among judges,” the deputy chief minister said.”We talk of happiness through education. But, happiness can also be spread through art and culture. And, we want all Delhiites to sing and dance together, cutting across the barriers of caste and religion and spread harmony and happiness. That is our larger purpose,” Sisodia, who also holds the education portfolio, said.

Updated: Feb 28, 2018, 09:02 PM IST<!–end of articllftpbx–>Delhi Deputy Chief Minister Manish Sisodia has ordered the education department to look into complaints against private schools withholding admit cards of students for board exams.In an official order, he said, “Private schools can increase fees only after verification of accounts is complete. But some schools are charging excess fees as well as arrears from parents. Some schools are also using threat of non-issuance of admit cards to force parents to pay hiked fees.””I have received complaints from several distraught parents about this harassment from schools. The education department should ensure that all children receive their admit cards without delay and an action-taken report is sent to me,” Sisodia said.The Central Board of Secondary Education (CBSE) had earlier this week clarified that schools cannot withhold admit cards of students on any pretext, including poor performance of students in pre-board examinations.The warning came after several complaints were received by the CBSE about withholding of admit cards by certain schools and in some cases charging of fee for their release.

Later, the magistrate took cognisance of the charge sheet and summoned Aditynath, the then BJP MP.Opposing the petition, Additional Advocate General (AAG) Manish Goyal submitted that while passing the order of cognisance, the magistrate was required to obtain prior approval of state government, but the same was not done.

After drubbing, Congress and SP go their separate ways for UP bypolls

The decision of the Congress and Samajwadi Party (SP) to go separate ways in the bypolls for two Lok Sabha seats in Uttar Pradesh may have brightened the BJP’s prospects of retaining these seats even as the saffron party claimed it would rely on its hardwork and strength.SP chief Akhilesh Yadav today announced the name of the party contestant from Gorakhpur and said the candidate for Phulpur will be declared shortly. The Congress has already named its nominees for both the high-profile constituencies. Gorakhpur and Phulpur Lok Sabha constituencies were vacated by Chief Minister Adityanath and his deputy Keshav Prasad Maurya respectively, after they became members of the UP Legislative Council.For the BJP, Gorakhpur assumes significance as it is the bastion of Adityanath, who has represented it in Lok Sabha five times. Prior to Adityanath, Gorakhpur was thrice represented in the Parliament by his mentor Avaidyanath.Phulpur, on the other hand, was once the bastion of the Congress, and represented by first Prime Minister Jawaharlal Nehru. It had for the first time witnessed a saffron surge in 2014 Lok Sabha elections, when Maurya emerged victorious.”We can clearly see that opposition votes will split with both the SP and the Congress in the fray. However, we will contest on our strengths, and emerge victorious. We believe that the hard work of the party workers will definitely help us to clinch victory on both the seats,” UP BJP spokesperson Manish Shukla told PTI here today.Even when the two parties (SP and Congress) fought against us jointly in the 2017 Assembly polls, their alliance came a cropper, he said.Shukla exuded confidence that BJP will not only retain the two seats, but also improve its margin of victory.”There are only two waves – Modi wave and Yogi wave – in Uttar Pradesh, thanks to their vision for development as reflected in both the Union and state budgets,” he said.The Samajwadi Party (SP) today declared its support for Praveen Kumar Nishad, for the bye-election to the Gorakhpur Lok Sabha seat. Praveen Kumar Nishad, who belongs to the Nishad Party, would contest on SP poll symbol – the bicycle, the party said. SP would soon declare its candidate for the Phulpur Lok Sabha seat, it added.On February 16, the Congress decided to go it alone in the parliamentary bye-elections in Uttar Pradesh and declared its candidates.Party general secretary Janardan Dwivedi said that Dr Sureetha will be its candidate for the Gorakhpur Lok Sabha bypoll, and local leader Manish Mishra will contest from the Phulpur parliamentary seat.Voting for the Lok Sabha bye-elections will be held on March 11, while counting of votes will be held on March 14.

Sensing an opportunity to open its account in the Delhi Assembly, the Congress has started planning for possible bypolls to the 20 seats after the Election Commission’s recommendation to disqualify 20 AAP MLAs for holding offices of profit. The Bharatiya Janata Party (BJP) which has 4 MLAs in the 70-member house has also begun preparations for the possible bypolls to 20 assembly constituency. Deputy chief minister Manish Sisodia inaugurated the van, accompanied by Women and Child Development (WCD) director Shilpa Shinde.Shinde acknowledged that drug addiction is a major problem in the city, with many youngsters falling prey to it. The Yamuna Bazaar, which is located in the New Delhi district of Delhi near the Red Fort, houses a huge community of slum dwellers – many of whom are drug addicts”They need to be loved and accepted instead of being reprimanded harshly as is the general approach. Security forces bust militant hideout in Kashmir

Security forces on Thursday claimed to have busted a militant hideout in Saranwa area of Kishtwar district and recovered large quantity of arms and ammunition, a defence spokesman said. “Acting on a tip off, a search operation was launched by the security forces, that continued for four days,” Jammu- based defence spokesman Lt Col Manish Mehta said.He said, during the operation, a natural cave hideout was discovered and during the search of the cave, security forces recovered one revolver with US marking, four rounds of the revolver, three hand grenades (Chinese), one blanket, one pouch, cooking utensils, syringe and medicines.He said the search operation in the area was still on. “This is a blow to the terrorist outfits in the area, the search operation is still on,” Mehta said.

AAP chief Arvind Kejriwal woos slum dwellers, slams BJP for recent demolitions

In a bid to woo slum dwellers in the national capital, AAP leader Arvind Kejriwal on Saturday said that if his party came to power, no slum would be demolished without an alternate arrangement made.Slamming BJP over the recent demolitions of slums in the city, Kejriwal alleged that BJP MLAs first planned demolition of jhuggis and then showed sympathy towards the slum dwellers. “While we were in power, no slum was razed. If AAP comes to power, no jhuggi will be demolished unless there is an alternate arrangement for the dwellers, either on the same place or areas around. I have myself stayed in jhuggi for three months and I am aware of the issues,” Kejriwal said Speaking at a function where the party claimed that almost all members of BJP’s Jhuggi Jhopdi cell have joined AAP, Kejriwal promised to come up with a policy for JJ clusters under which pucca houses and other facilities would be provided.Emphasising on the need for development of JJ clusters, senior AAP leader Manish Sisodia said, “I dont agree with the word jhuggi jhopdis since it is quite derogatory. Even these are colonies, irrespective of their legality. “There are around 3-5 lakh slums in Delhi in which more than 10-15 people reside. Are you going to throw them out? These are not encroachers, but poor people doing odd jobs. There has been no planned development of these clusters.Dwellers not only need proper pucca houses, but also other facilities,” Sisodia said. Meanwhile, JJ cluster cell’s president Umesh Kumar accused BJP of “cheating people” and alleged that the Delhi administration has been carrying out series demolition of slums since May.

Goof-up: 35 CAT exam aspirants get Ahmednagar as centre instead of Ahmedabad

As many as 35 students from Gujarat had to travel to Ahmednagar, over 600 km from Ahmedabad, to take the Common Admission Test (CAT) for management courses due to a possible mix-up in allotment of exam centre. The students claimed that they had sought Ahmedabad as the centre, instead they got Ahmednagar which is in Maharashtra.”I had submitted the exam form for CAT a month ago and given Ahmedabad as preferred centre. But when I got the admit card, I found the place was Ahmednagar. First I thought it could be my mistake, but many others had the same issue,” said Mehul Mathur, who hails from neighbouring Mehsana.Keyur Rao, who too got Ahmednagar as the exam centre, endorsed Mahtur’s contention. “As many as 35 aspirants cannot commit the same mistake,” he said. Gujarat Congress spokesperson Manish Doshi criticised CAT for the mismanagement, alleging that despite the students pointing out this mix-up, CAT authorities did not respond.The CAT authorities could not be contacted for comments.
