Gujarat: Indian Coast Guard airlifts 7 sailors in quick rescue operation off Porbandar coast

The Indian Coast Guard (ICG) early on Wednesday rescued seven sailors on board a tugboat that was stranded off Porbandar coast in Gujarat following engine failure mid sea, an official statement said.These seven crew members on board tugboat ‘Jalarak’, were airlifted by the Coast Guard helicopters early today near Porbandar shore, as the vessel drifted towards the coast after suffering an engine failure during the night, a statement issued by the defence spokesperson said.”During its journey from Veraval in Gir Somnath district to Sikka port in Jamnagar, the tug came to a standstill in the mid sea at midnight following engine failure,” it said.Due to the extreme weather conditions, the tug started drifting towards the Porbandar harbour. Upon getting the distress call in the night, Coast Guard sent their ship ‘Shoor’ to evacuate the sailors by towing the tug, it added.”However, as the tug further drifted towards shallow waters near the coastline, it was not possible to extend any help from the ship, which was in deep water and could not go further towards the shore,” the statement said.Thus, the towing mission was aborted during the night. However, the Coast Guard ship remained near the tug till dawn to deal with any emergency situation.”In the early hours today, the ICG helicopters, flown from Porbandar facility, evacuated these seven crew members by airlifting them from the tug,” the statement said.

Junaid lynching case: SC seeks response from Centre and Haryana on plea seeking CBI probe

Supreme Court on Monday sought response from Centre and Haryana on a plea seeking CBI probe into Junaid lynching case. It stayed HC order refusing CBI probe on plea of victim’s father. The apex court has also stayed trial in the case in Faridabad court till further order.SC asked the state and centre to file a detailed report in connection with the Junaid lynching case which made the headlines last year. SC said that it would examine if a CBI probe is needed in the case. Junaid’s father has challenged the Punjab and Haryana High Court’s November 27 last year order, refusing a CBI probe into the matter, and sought that the accused be booked under offences of hate crimes.SC bench of Justices Kurian Joseph and Mohan Shantanagoudar heard the case. The plea was filed by Junaid Khan’s father Jalaluddin. Last year, on June 22, Junaid was lynched and stabbed to death on a Mathura-bound train after an argument broke out. The accused, Naresh Kumar had ‘confessed’ to having stabbed the victim but insisted that the murder was not related to the beef issue. Naresh Kumar, a resident of Palwal in Haryana, was working as a security guard in a Delhi firm. The fight between the victim and his brothers and the accused in the train started at Okhla railway station in Delhi while the stabbing took place at a station Ballabgarh onwards.Junaid was stabbed to death while his brothers, Hashim and Sakir, were injured by a mob which also allegedly hurled communal slurs against them. His brothers had claimed the attackers had taunted and repeatedly called them ‘anti-nationals’ and ‘beef eaters’. They were going back from Delhi after doing Eid shopping.

On Monday, Rahul Gandhi attacked Modi government tweeting out a news article regarding Paul Krugman. Watch: MNS workers vandalises Gujarati signboards at shops in Thane district

Activists of the Maharashtra Navnirman Sena (MNS) have pulled down Gujarati signboards at some commercial establishments in the district.The cadres of the Raj Thackeray-led party smashed and pulled down over 20 signboards on the Mumbai-Ahmedabad highway in the district’s Vasai area late last night, MNS Thane region president Avinash Jadhav said today.”Vasai and Thane district are in Maharashtra and not Gujarat, and we will not tolerate name boards in Gujarati anymore,” Jadhav told PTI on the phone.He asserted that their agitation against such signboards would continue.The Vasai police control room confirmed the incident, but said no offence had been registered so far.The incident came two days after Raj Thackeray called for opposition unity and a “Modi-mukt Bharat” by 2019.Addressing party workers at a rally at Shivaji Park in central Mumbai on Saturday, Thackeray said, “The country is fed up with the false promises made by (Prime Minister) Narendra Modi and his government.” “All opposition parties should come together to get rid of the BJP-led NDA government to ensure a “Modi-mukt Bharat,” he said, while reminding the audience of the BJP’s “Congress-mukt Bharat” slogan.In July last year, some workers of the MNS had protested against a jewellery shop in Dadar and a hotel in the Mahim area of Mumbai, asking them to remove the signboards in Gujarati, the police had then said.Following the protests, the two establishments removed the Gujarati signboards, they said.While the owners of the establishment did not lodge any complaint against the MNS cadres, seven of them were then arrested for “illegal gathering” in Mahim, the police had said.

Corps of Military Police to start hiring women this year: Bipin Rawat

In another step towards active deployment of women in Indian Army, chief of staff Bipin Rawat assured they would be hired in Corps of Military Police (CMP) this year. The Times of India quoted Bipin Rawat as saying that in the first year, 52 women will be recruited. All total Army plans to hire 800 women for ranks other than officers. The Army in the past have been criticised for not recruiting women in combat roles. Rawat on Sunday in Dehradun made the statement. Regarding proposal of compulsory military service for those applying for central government jobs, Rawat was evasive in his response. However, he suggested that candidates should first join NCC. Recently parliamentary report quoted Army vice-chief who was critical of fund-crunch for the force. Vice-Chief painted a bleak picture of Army’s preparedness in case of a two-front war and was critical about government’s efforts to modernise weapons. When Rawat was asked about it, he said, ” Weapon procurement doesn’t happen overnight. But, this doesn’t mean we will not be able to last 10 days in case of war”.Defence Minister Nirmala Sitharaman has been particularly vocal about women’s participation in army and recruitment in CMP is another step towards it.

Rs 4,000 crore bank fraud: Three directors of Mumbai-based private company arrested

Amid ongoing row over Punjab National Bank fraud, Mumbai police have arrested three directors of a private firm as part of ongoing investigations into nearly Rs 4,000 crore.According to report, the economic offences wing arrested them as part of ongoing investigations into a bank fraud by Parekh Alluminex Ltd (PAL).Bhawarlal Bhandari, Premal Goragandhi and Kamlesh Kanungo were arrested for cheating, forgery, breach of trust and criminal conspiracy, reported Times of India.The action was taken after a complaint by Axis Bank against the firm for cheating it of Rs 250 crore.A report said that those arrested on Friday were charged with floating fake invoices and manipulated bills through bogus companies to commit the fraud at the bank’s main branch, Fort, using letters of credit.Parekh Alluminex Ltd initially availed of three short-term loans totalling Rs 125 crore from Axis Bank, which it repaid to “gain confidence”, said police.Later, The bank sanctioned a letter of credit to PAL after the company approached the private bank for working capital of Rs 127.5 crore.In the multi-crore Punjab National Bank (PNB) fraud case, a special CBI court has remanded in judicial custody till March 28 the 11 accused arrested.The CBI has alleged that the firms controlled by diamond baron Nirav Modi and his uncle Mehul Choksi had obtained fraudulent LoUs and letters of credit (LCs), worth over 13,000 crore from the PNB in connivance with some officials of the bank.Modi’s firms allegedly defrauded the PNB of over Rs 6,500 crore, while Choksi’s firms Rs 7,080 crore.Key accused Gokulnath Shetty (former deputy General manager of PNB), Manoj Kharat (single window operator of PNB) Hemant Bhat (authorised signatory of Modi’s company), Bechhu Tiwari (then chief manager in the Forex department of PNB), were produced in the court of Special CBI judge S R Tamboli today.

New Coimbatore police station: Farmer who chopped down sandalwood tree surrenders before cops

In a bizarre incident, a farmer approached police officials at a newly constructed station near Coimbatore asking to be arrested for cutting down a sandalwood tree in his farmland, the Times of India reported. The report added that the stunt was for authorities to pay him for a consignment of sandalwood he had sold five years ago, but had not been paid for the same.The request came at a time when the cops were waiting for the arrival of a minister to inaugurate the new police station at Sulthanpet in the industrial town. According to the report, the farmer, Mohanraj, arrived on his moped with 10 kg of sandalwood. Initially, the officers were excited of having a farmers as their first complainant, but their excitement turned to amusement when he asked to be arrested for cutting down the tree, which, according to Indian laws, is illegal.Later, the farmer told reporters that five years ago, he had sold 400 kg of sandalwood with the permission of the forest department. “I have been running from pillar to post to get the money for the sandalwood. So, to draw the attention of the officials concerned, I chopped down another sandalwood tree,” he said.Following the drama, the cops assured him that they would raise the issue with the forest department.

Akshay Kumar is not an Indian citizen; Toilet Ek Prem Katha, Padman were propaganda for govt schemes: Raj Thackeray

Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on Sunday targetted Bollywood actor Akshay Kumar and said that he was a Canadian citizen.The MNS chief made the remarks while addressing party workers at a rally at Shivaji Park in central Mumbai.Raj Thackeray said that films Akshay Kumar, who starred in both the films, was trying to walk in the footsteps of yesteryear actor Manoj Kumar, popularly known as `Bharat Kumar’, he said.”But Akshay Kumar is not even an Indian citizen. He holds a Canadian passport and his Wikipedia profile describes him as Indian-born Canadian actor,” Thackeray said.The MNS chief also said that films such as ‘Toilet Ek Prem Katha’ and ‘Padman’ were a covert propaganda for government schemes.Thackeray also questioned the government’s decision to accord state funeral to Bollywood actor Sridevi after her death last month.”Sridevi was a great actor, but what had she done for the country so that her body should have been wrapped in the tricolor?” he asked.Media may have covered her funeral extensively at government’s behest to divert people’s attention from the Nirav Modi-Punjab National Bank scam, he said.During the rally, Raj Thackeray also launched a scathing attack on Prime Minister Narendra Modi and questioned why he takes all the foreign leaders to Ahmedabad.Modi was apparently visiting foreign countries to get “flour for Pakoda” as his tours haven’t fetched any investments, he said taking a dig at prime minister Modi’s foreign tours.The government is trying to control media, judiciary and institutions like CBI, Thackeray said, alleging that media is under tremendous pressure from the government.Incidentally, Raj Thackeray had met Nationalist Congress Party (NCP) president Sharad Pawar ahead of the rally.He, however, described the meeting at Pawar’s residence in south Mumbai as a courtesy call.

PM Modi to visit Surat on Feb 25, flag off night marathon

Prime Minister Narendra Modi is set to visit Gujarat later this month, in what will be his second visit to the state after the Assembly elections in December.Highly placed sources said the prime minister will visit Surat to flag off the Surat Night Marathon on February 25. The Marathon was originally slated to take place on February 10, that is tomorrow, but it was pushed back by a couple of weeks in view of Modi’s availability.”We are awaiting a written confirmation from the PMO, but Narendrabhai’s visit to Surat is almost confirmed. The people of Surat are excited to welcome him,” said a BJP leader in Surat, requesting anonymity.This would be Modi’s second visit to his home state since the BJP’s win in the December Assembly polls, in which the party won 99 out of 182 seats, its lowest tally since 1995. Modi had accompanied Israel’s Prime Minister Benjamin Netanyahu during the latter’s visit to Ahmedabad and Sabarkantha last month.Details of his other engagements in the state were not immediately available.A senior government official said they were yet to receive any official communication about the PM’s visit.One of the organisers of the Night Marathon said they were expecting around 1.50 lakh people to take part in the event, but with the PM coming, the number could go even higher.

Women rescued from Rohini Ashram illegally detained

The Delhi High Court issued notices on Friday to the Delhi government, Child Welfare Committee (CWC) and the Central Bureau of Investigation (CBI) on a plea by the parents of the 48 girls who were sent to a children’s home from the Adhyatmik Vishwavidyalaya.Justice SP Garg sought the reply of the authorities concerned on the plea which contended that the females were illegally detained despite being adults and are being subjected to mental torture.The plea, filed through advocate Amol Kokane, said that the girls who are lodged at the Minda Bal Gram in Alipur, are kept in painful conditions and are suffering from tremendous mental agony. It also claimed that the process of age verification of the girls is being delayed for unknown reasons.The petition also alleged that the girls are not allowed to meet their parents and that they are being threatened.”It is submitted that all the 48 girls are languishing in the protection home for the past 16-17 days gratuitously and Child Welfare Committee – VI is acting unlawfully and arbitrarily. This is serious violation of fundamental right of religious freedom and right to life and personal liberty of these 48 adult spinsters,” the plea said.The court directed the lawyer, appearing for the petitioner, to make the CBI a party in the case in accordance to a previous order by the Acting Chief Justice who had said that all the complaints in the matter would be dealt by the agency.On December 21 last year, 48 girls were rescued from the Ashram run by self-styled godman Virendra Dev Dixit after finding that all of them were minors. The raids were carried out in pursuance of the orders of the Delhi High court as it was informed that several girls were illegally confined in the Ashram for many years and were being sexually exploited by the Baba.‘Not minors’On December 21 last year, 48 girls were rescued from the Ashram run by self-styled Godman Virendra Dev Dixit after finding that all of them were minors. But the parents of the girls are alleging that they are adults.

The accused man works on a contract basis with Google and was residing at the same hotel.According to police, the woman had reached the Capital and checked in at the Taj Palace hotel on January 6. The accused — Anmol Singh (25) — from California, was also staying at the same hotel. They both were acquainted to each other and on January 8, he invited her over for drinks at his room.”He offered the 52-year old American a drink laced with sedatives and tried to grope and molest her. The victim came to the police station on the morning of January 10, following which a case under section 354 (Assault or criminal force to woman with intent to outrage her modesty) and 328 (Causing hurt by means of poison with intent to commit an offence) has been registered at Chanakayapuri Police Station. <!–end of artlbotbor–><!–end of artlsocl–>Written Bydna Correspondent <!–end of artlbotbor–>Saturday 13 January 2018 6:15 IST<!–end of articllftpbx–>The Bombay High Court on Friday suggested that the state government should put up details about patients’ rights on its website to make the general public aware of their rights in case private or government hospitals detain them for non-payment of bills and what action they can propose to take against them.A division bench of Justice SC Dharmadhikari and Justice Bharati Dangre said detaining a patient in the hospital over unpaid bills is illegal, and “every member of public” must be made aware of this. It said, “How can a hospital detain a person who is declared fit otherwise on the ground of non-payment of fees? Such a hospital is curtailing the personal liberty of an individual.”The bench, however, refused to issue any specific regulatory order against hospitals saying it is the government’s job. “We can’t commit a judicial overreach by issuing regulations on the issue. Bandh call by outfits hits normal life in Hadouti region

The bandh call given by Vishwa Hindu Parishad, Bajrang Dal and other Hindu organisations hit the normal life in Kota, Bundi, Jhalawar and Baran districts of Hadouti region on Friday. The call for was given in support of several demands, including permission to perform regular puja at Maandhata Balaji cenotaph on Tiger Hill in Bundi city, removal of Kota range IG Vishal Bansal, Bundi collector Shivandi Swarnkar and action against police personnel and officials involved in lathi-charge on January 1 in which 15 people were injured.The bandh was peaceful and no untoward incident was reported from across the Hadouti region. The emergency and road transport services including the medical and health and medico shops were left out of the bandh call.However, the coaching institutes in Kota remained closed on Friday. The members of the minority community from Mukeri Mohalla in Jhalrapatan town of Jhalawar district today submitted a memorandum to the officials concerned, alleging some unidentified persons beat women and created a ruckus in the area by raising slogans. No untoward incident was reported from across the region and bandh remained completely peaceful. Minor incidents of faceoff between the activists and police were reported from Chawani, Anantpura, Bhemjangmandi, Vigyan Nagar areas of Kota city, Mukeri Mohalla in Jhalrapatan town of Jhalawar district and from Chogan Gate area of Bundi city.In Bundi city, some youths of minority community protested against Hindu activists forcing people shut down their shops outside Chogan Gate where a large number of Hindu activists, violating the imposition of section 144 in the district, had assembled. Bundi SDM Naresh Malav rushed to the spot and convinced the enraged youths, however, a full police force was deployed around the place to check the untoward incident. The trade and market organisations of the region have voluntarily extended support to the bandh without any pressure or appeal.PeacefulThe bandh was peaceful and no untoward incident was reported from across Hadouti region. The emergency and road transport services including medical and health and medico shops were left out of the bandh call.Coaching institutes remained closed.

Unprecedented security arrangements for PM Modi’s Barmer visit

Unprecedented security arrangements have been put in place for Prime Minister Narendra Modi’s Barmer visit on January 16 where he will lay the foundation stone of refinery in Pachpadra. Petroleum minister Dharmendra Pradhan and BJP state president Ashok Parnami will also take stock of the security arrangements and preparations for the general meeting on Saturday.The preparations for the three-tier security were supervised by DGP OP Galhotra on Thursday and the Intelligence DGP UR Sahoo took the stock of the the security arrangements on Friday. At the same time, a team of SPG is about to reach Pachpadra on Saturday. Commandos will also be responsible for the safety of the prime minister. All senior officials are camping in Pachpadra.The BJP has put its entire strength to mobilise crowd for the Modi meeting. BJP state president Ashok Parnami also reached Jaisalmer on Friday and took a meeting of BJP leaders and workers to make the visit of PM Modi a success. From the MPs of Barmer, Jodhpur, Pali, Jaisalmer, Jalore and Sirohi to the BJP block presidents, everyone is busy in mobilising the crowd. Every leader, in his constituency is appealing to workers and supporters to reach Pachpadra through the slogan of “pachpadra chalo”.In the entire Jodhpur division, there is now a one point program for successful completion of Pachpadra function. At the same time, many leaders have been putting their full efforts in mobilising more and more people and trying to increase their numbers in front of state president and chief minister.

Rising spirits with kites

Kites rise highest against the wind – not with it, Winston Churchill, former British Prime Minister had famously said. Churchill did not have had Uttarayan – the festival of kites – in mind when he made the comment, but this is one festival that Gujarat waits for most eagerly. The skies are filled with kites of different sizes and colours, with cries of Kai Po Chhe and Lapet reverberating for several days.While the origins of flying of kites during the festival are not exactly known, there are several little known aspects of kite making.The kites, which cost anywhere from a couple of rupees to a few hundred rupees, have parts from Kolkata and Pune, while the thread with which they soar high into the skies come from Bareili.At first look, a kite appears like a simple colourful paper, put together with a couple of sticks, but there is much more to it. There is a proper mechanism and method to make kites. For a professional, it takes about 10-12 minutes to make a kite from scratch (This reporter wasted three papers and even broke three sticks in an unsuccessful attempt to make one).Families, some of who are engaged in making kites since several generations, can mainly be found in localities such as Jamalpur and Khanpur in the Walled City. While kites are flown in Gujarat only during Uttarayan, many families are engaged in the business of kite making throughout the year. And most of the kite makers are Muslim families, which would include a young child to a nonagenarian granny.The assembly line model, used for making automobiles, is also used in making of kites. There is one person whose job is only to cut the paper, and another whose job is to paste the vertical stick. Another one pastes the horizontal stick, and other who attaches the tail. And lo and behold, the kite is ready to soar high in the skies.Bilkish Bano, 80-year-old resident of Jamalpur, has been making kites for as long as her memory serves, and has taught four generations of her family to make kites. Bano says she learnt the trade from her parents, and has continued the cycle of teaching.”When I first came to Ahmedabad after my marriage about 60 years ago, only Muslims were making kites. I started kite making in this family,” she recalls.The octogenarian remembers her younger days when she used to make 2,000-3,000 kites in a day, and earn Rs20-30 for the effort.”Now I can make 1,000 kites and earn Rs200. I start my day at around noon, and it goes on till 9:00 pm,” she divulges. Bano simple attach a bamboo stick with the already cut and shaped kite paper. The remaining work of the kite is done by other family members.Bano’s great granddaughter Kekasha Shaikh, is also a part of the kite making process. Her role is to paste bamboo sticks on kites with her little hands. The seven-year-old says she learnt the art of kite making by watching her family members.”I like to make kites, it is fun,” Kekasha says, before claiming that she is the fastest in the family in terms of making kites.Interestingly, in view of business dynamics, women make kites all round the while, while the men get engaged just before the arrival of the festival season.”I am helping my mother in making kites for past two months. This is the peak business season, but for almost two months after implementation of GST there was no work,” Nasir Hussain, 22, a resident of Jamalpur, says.When not making kites, Hussain is in tailoring business.”No one has taught me how to make kites. I have been seeing how kites are made since I was a young child, and have learnt it automatically,” he adds, while admitting that he did make mistakes in early days.In Kalupur, we visit the home of Sabina Mansoori, another kite maker. In her forties now, Sabina was born and brought up in Mathura, before shifting to Ahmedabad eight years ago.”My brother used to work here and had a well set business. But after my bhabhi’s death, he went back to Mathura and I came here along with my husband and children. This year the business is not like previous years,” she says.Salim Patangwala, a third generation kite maker, as well as wholesaler, gives contract for making kites to other families.”To make kites, we bring material from different places. The bamboo sticks are bought from Kolkata, while the colourful paper comes from Pune. The thin thread, which is stuck at the borders of the kites, is produced locally,” he says.Patangwala says that his kites are sold in Ahmedabad, Rajkot, Surat, Vadodara, and several other cities in the state ahead of Uttarayan, while the supply is to places such as Delhi, Lucknow, Meerut, among others in the remaining months.At Patangwala’s kite unit, Danish Ansari, who came from UP six months earlier, earns Rs300-350 a day. His role is to stick the paper that forms the tail of the kite.While Ansari is a relative newcomer to the trade, there are people who have been doing kite making since ages. Munir Shaikh, who is 32 now, says he is making kites since he was just four. “I make kites round the year. Gujarat is the second state after Rajasthan to have banned the screening of the controversial film.“The Gujarat government had passed an order earlier that ‘Padmavati’ (the previous title of the film) will not release in Gujarat. The order continues; there is no scope of the film releasing in Gujarat,” Rupani told reporters. The movie is expected to meet similar fate in BJP-ruled states such as MP, UP and Haryana.In December, the CBFC suggested five modifications including changing the title to ‘Padmavat.’

However, due to its closure, the area now sees huge parking chaos especially during evening peak hours.According to locals, devotees who visit Mahalaxmi temple are forced to park along the road. Sarita Patil, Bhartiya Janta Party corporator from ward number 214 said, “Whenever I enquired about the delay in starting the facility, officials had similar reply of elevators problem.”An official from BMC’s traffic department said, “We are working on a plan to renovate the facility and a meeting on the same was held in the first week of January.”

The investigators said the wife of the deceased was the toughest to crack. She broke down when she was shown a photograph of her husband and said she never thought she would get caught.The police arrested Firasat Ali Shah, 48, Irshad Ali Shah, 43, and Bansiben Kisan Kharwa, 60, from Do Tanki area at JJ Marg on Wednesday for their alleged involvement in the murder.“Seeking the police custody of the suspects, we told the court that we want to match the DNA samples of Bansiben’s sons and the deceased,” said a police officer. The trio have been remanded in police custody till January 15.

SC judges against CJI: The crack between two administrative wings

More than a week before the four judges of the apex court took to the press to say that the court’s administration needed an overhaul, parliamentarians across political parties came together in the lower house to criticise the judiciary for interfering in the political domain. The three-hour-long debate, held during the recently-concluded Winter Session, has widely been seen as a manifestation of a cold war which has been festering between the two arms of the system for a while.Some of the MPs in the Lok Sabha, who spoke against the judiciary while discussing the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2017, were advocates themselves. BJP’s Gopal Shetty, the TMC’s Kalyan Banerjee, TDP MP Ravindra Babu, BJD MP Tathagata Satpathy, CPI (M) MP Anirudhan Sampath were some of the parliamentarians who took turns to speak about some of the flailing aspects of the judiciary in what was a move as unprecedented as that, which unfolded on Friday.Shetty, who spoke on higher fees, recalled an incident when former PM Jawaharlal Nehru wanted to meet Justice MC Mahajan, who was next in line for the apex court’s top post, “Three Judges of the Supreme Court, including Justice Mukherjea, whom Nehru wanted as the next Chief Justice, offered to resign.” He said that Nehru’s daughter, former PM Indira Gandhi, however breached the convention of seniority when she appointed Justice AN Ray appointed as Chief Justice of India, superseding three Judges senior to him.Banerjee said that parliamentarians should join him in approaching the Supreme Court to ensure that legislation was left to the parliament. “Day by day a conflict is emerging and unless it is stopped by the judiciary, in 10-15 years, there will be a direct conflict,” said Banerjee.Satpathy said that like other wings of democracy, the judiciary, too, be brought under the ambit the Right to Information (RTI) to bring in more transparency. Speaking on similar lines, Ravindra Babu said that an All India Judicial Services on par with the IAS should be constituted, while several MPs suggested live telecast of proceeding in the higher courts and the Supreme Court. Sampath said that, as part of a standing committee, he found the conditions in several courtrooms to be unhygienic and that in some cases, some courtrooms were toilets.

Rajendra Rathore opens can of worms: fires salvo on Sethi

Firebrand Panchayatiraj minister Rajendra Rathore is once again on fire. And this time on the firing line is Additional Chief Secretary of his department Sudarshan Sethi. Rathore has alleged Sethi of patronising corruption and bypassing minister on important files. He has written a complaint letter to chief secretary N C Goel alleging that Sethi is not only protecting corrupt officials but also promoting them to key positions.He said that those found guilty would not be spared. If no action is taken then he will write to the chief minister for her intervention.”Guilty will be punished,” he said.This is not the first time Rathore had a tiff with top official of his department. He has had uneasy equations with Rajeev Thakur also, who was principal secretary of panchayatiraj last year. However it was related to Thakur’s workingstyle. But this time Rathore’s allegations are serious. He is levelling allegations of corruption on officer, who has served more than 32 years in All India Service.The incident is an eerie testimony to the fact that crack is gradually widening between ministers and top babus in Rajasthan which is ultimately breaking the speed of development in the state.In his letter to chief secretary, Rathore has written that there have been a large number of cases of financial discrepancies in Rajasthan Rural Livelihood Development Council. But neither Sethi is launching any probe into it nor apprising the minister about it. The minister wrote that despite specific instructions, Sethi is not sending ‘corruption’ related files to him.Rathore has also alleged that one contractual employee Jaipal Kaushik, who was fired on corruption charges earlier was reinducted on directions of Sethi as Chief Operating Manager.Rathore has also alleged that contractual employees are being given key positions with financial power which is completely against the service rule. He said such employees are getting travel reimbursements several times on single PNR. He alleged that corrupt officials have allotted shops in Saras Craft Bazaar taking bribe of Rs 20,000 per shops.Rathore said that despite his clear instructions neither FIR was lodged nor any enquiry was initiated.Ministers tiff with Babus1.Rajpal Singh Shekhawat, now industry minister had an uneasy relationship with then JDC Shikhar Agrawal when he was UDH minister.2. 15-yr-old gangraped by 6, force-fed alcohol

A 15-year-old girl was allegedly gang-raped by six persons inside a park in East Delhi’s Mandawali area on January 8. Police have arrested all the six accused who allegedly had also forcefully made the minor consume alcohol.The minor girl is now on medication and is in a state of trauma.According to police, the incident took place on January 8, when the girl had gone to the park for a stroll. The six accused who stay in the same lane as the minor, were also at the park. After developing a friendship with the girl they assaulted her.They then took the girl to a vacant guard room at the park and took turns to rape her. Before raping her they had forced alcohol down her throat after which she fell unconscious.”Out of the six accused, three of them raped her, while the other three kept a watch. The victim is traumatised now and is undergoing treatment at a city hospital. Doctors have prescribed medicines as well. We are not disclosing the names of the accused as they live in the same colony,” said a senior police officer.Police said the victim was scared and initially did not disclose the matter. However, she could not bear the pain and informed her mother later. The mother reached the police station on Thursday and made a complaint to the police following which the arrests were made.All the accused are vagabonds and one of them has claimed to be a juvenile.RAPED IN GUEST HOUSEIn northwest Delhi’s Adarsh Nagar area, a 23-year-old man has been arrested on charges of raping a 17-year-old girl at a guest house on January 10.The victim met the accused on social media and became friends. The two decided to meet and the accused asked her to accompany him to the guest house. According to police, the accused then made the victim consume alcohol, following which he forced himself on her.The girl informed her family about the incident and her mother approached the police.The Royal Plaza guest house has been sealed by the police as they had not followed proper norms and allowed the girl to enter without a valid identity card.”Since the hotel did not follow the required norms it has been sealed. We have also written to the licensing department. The hotel is also stated as a co-accused in connection with the case,” said Aslam Khan, DCP, North-West.

DNA ANALYSIS | What ignited this & what’s next for SC?

While the internecine tussle between the Chief Justice of India (CJI) Dipak Misra and four senior-most puisne brother judges – Justices Jasti Chelameswar, Ranjan Gogoi, Madan B Lokur and Kurian Joseph was festering ever since Justice Misra became CJI, things took a turn for the worst only after the issue of which bench should hear the PIL in the Medical Colleges Admission Scam (also known as the MCI Scam) rocked the corridors of the highest court of the land.Coupled with the manner in which the CJI repeatedly took cases out of the hands of some senior judges and assigned them to other judges, this soon became a bone of contention.In early November, the CJI Misra-led bench took the unusual step of annulling the order passed by another bench – this one headed by Justice Chelameswar – constituting a bench comprising the five senior-most judges to hear the matter of alleged corruption in higher judiciary, which was unearthed in the MCI scam.Since one of the key accused in the case, former Odisha High Court judge IM Quddusi, was allegedly close to the CJI, the order passed by the CJI’s bench led to questions being raised on the propriety of such an order being passed.However, the first, and possibly bigger, nail in the proverbial coffin had already been hit on October 3, 2017 – the day four members of the Supreme Court collegium met and decided to put on the court website all future collegium decisions, indicating therein the reasons why a candidate was overlooked or not cleared. Sources told DNA that while a senior member of the collegium didn’t attend the meeting due to personal reasons, the rest advised the CJI to take the issue to the full court. It wasn’t accepted. The same request was again made by some members of the collegium in the next few days also, but to no avail.Two senior judges told DNA that many other judges too broached the subject with the members of the collegium, asking them to get the decision reversed.Some members of the collegium also raised the issue of the suspicious death of special CBI judge BH Loya, who was hearing a case involving BJP president Amit Shah.Even today senior judges were unhappy with the manner in which petitions asking for an independent investigation into the judge’s death were assigned to a bench headed by Justice Arun Mishra.But, going forward, the CJI and his brother judges will have to find a way out of the logjam. Here, the role of former CJIs, who enjoy the confidence of the judges, will be important.The first step, however, will have to be taken by the CJI. He will have to assure the aggrieved four and the entire country about his bonafides.The Narendra Modi government, for its part, will be expected to play an honest broker, nudging both sides towards a common meeting ground but without trying to be the ‘big brother’.But whatever the resolution and whenever it happens, there is no denying the fact that the institution is suffering from its biggest crisis of credibility.

Mumbai: Leopard spotted at Yashodham in Goregaon East

Residents of Yashodham complex in Dindoshi area of Goregaon (east) of Mumbai woke up to the news of a leopard moving in their area in the wee hours of Thursday, after a footage from CCTV became viral on social media.Spotting of a leopard in this complex had made headlines in May 2011, when it had entered the bungalow of actress MP Hema Malini who was not present in Mumbai during that time. However the leopard escaped into the Aarey area from behind the bungalow even as forest department carried out search. The residential area, which mainly consists of bungalows is not new to leopards being spotted as not only residents but also forest officials from Thane territorial confirmed that they receive information of leopards moving late night in search of dogs, however no attacks on humans has ever been reported from the area.The video captured from a CCTV camera installed at the gate of a bungalow on January 11 shows a security guard who happens to catch a glimpse of a big cat sprinting behind him. However seconds later he picks up a stick and starts to walking towards the wall where the leopard moved. It’s the reaction of the security guards that has now prompted the forest department to hold an awareness session for the residents as well as security guards to inform them basic do’s and don’t’s incase a leopard is spotted. Dr Jitendra Ramgaonkar, Deputy Conservator of Forest (DCF), Thane Forest said , “After receiving information about the leopard sighting in Yashodham and the video becoming viral, we have intensified the patrolling in the area. We generally inform people never to try and chase or try to corner a leopard incase its spotted as it can lead to a conflict situation as leopards try to avoid human and escape into forest areas,” he said adding that they will soon organise an awareness session in the area.A local resident requesting anonymity said that this area behind Yashodham connects with a forested patch from Aarey and leopards have been occasionally spotted in the area. “The bungalow owners should seek help from forest department and ensure every security guard is trained as most of them sit out on the roads. However though most of the people know that at times leopards move in this area, the viral video has created some amount of fear in people,” said the resident.A forest official said that if one watches the video closely it also shows how the leopards avoid humans. “The video clearly shows that the leopard saw the security guard and immediately changed his direction and paced towards the wall to escape. He neither attacked nor even came close to him as leopards try their best to avoid humans at any cost and most attacks happen incase of defence or after its cornered,” said the official.

SC judges against CJI: How an ordinary day culminated into an unprecedented event

Nothing seemed amiss when the Supreme Court started work at 10.30 a.M. As always. Judges strode out of their chambers, lawyers fussed through the papers, litigants hung around and reporters took their assigned seats in court rooms.But a brewing judicial firestorm, invisible to all except four judges, erupted an hour later, taking the nation by surprise and plunging the judiciary into an unprecedented crisis whose reverberations will continue to ring for years to come.Around 11.30 a.M., Justice J Chelameswar and Justice Kurian Joseph rose for the day in their respective court rooms, numbered 2 and 5.Justice Ranjan Gogoi, in the meantime, rushed through and disposed of most of the day’s listed business, while Justice Madan B Lokur heard matters in his chamber. All four of them left the Supreme Court premises within minutes and gathered at the 4, Tughlaq Road Bungalow in Lutyen’s Delhi, the official residence of Justice Chelameswar to hold an unscheduled press conference ? no Supreme Court judge had ever addressed the media publicly. At the venue, media stalwarts and lawyers jostled for space alongside journalists, as Justice Chelameswar’s residence buzzed with activity and its gates, which are often closed, were open for all. As the chairs meant for scribes got occupied, many sat on the ground of the lush green lawn while seniors like Gupta and Jaising were also seen standing. Scribes were heard murmuring how the senior journalist and the lawyer were present at the press conference. The judges, after addressing the media for about 7-8 minutes, refused to answer some pointed questions like ‘Do they want the CJI to be impeached’. To this, they said they were not doing politics and asked the journalists not to put words in their mouth.When Jaising tried to ask some questions to the judges, some journalists objected saying that the conference was meant for the press only. However, Jaising said she was there as a citizen of the country. Throughout the press conference, Gupta was seen standing behind the four judges and later, he obliged TV channels with his sound bytes. CPI leader D Raja later visited the residence of Justice Chelameswar and some sources said that a couple of other apex court judges too went to 4, Tughlaq Road.Soon thereafter, the word spread that Attorney General K K Venugopal was holding a meeting with the CJI and some scribes tried to know the outcome from the top law officer. A tweet was also circulated that the CJI and the AG would hold a press conference, which did not happen. The journalists who had rushed back to the apex court to cover this meeting had a futile, long wait till the end of the court time of 4 p.M. When contacted, legal luminaries like former CJI K G Balakrishnan, K T S Tulsi, former judge R S Sodhi and others described the event as surprising and unprecedented.

Ready to call Pakistan’s nuclear bluff if needed: Army Chief Rawat

Army Chief Gen. Bipin Rawat today said the force was ready to call Pakistan’s “nuclear bluff” and cross the border to carry out any operation if asked by the government.”We will call the (nuclear) bluff of Pakistan. If we will have to really confront the Pakistanis, and a task is given to us, we are not going to say we cannot cross the border because they have nuclear weapons. We will have to call their nuclear bluff,” Gen. Rawat said. He was responding to a question during a press conference on possibility of Pakistan using its nuclear weapons in case the situation along the border deteriorates.In reply to another question, he said India and the US were deliberating on a proposal to appoint military liaison officers at each other’s combatant commands. “We are examining various dimensions of the proposal,” he said. Fodder scam: Lalu Prasad Yadav moves Jharkhand HC against conviction, seeks bail

RJD Supremo Lalu Prasad moved the Jharkhand High Court on Friday in appeal against his conviction in a fodder scam case and also sought bail.The RJD leader’s advocate Chittaranjan Sinha said the court will hear his petitions likely on January 19. The special CBI court of Shiv Pal Singh had on January 6 handed down three-and-a-half years prison term to Lalu in the case pertaining to illegal withdrawal of Rs 89.27 lakh from Deoghar treasury between 1991 and 1994, in the second of the five fodder scam cases against him.On September 30, 2013, Lalu was held guilty in another case of illegal withdrawal of Rs 37.70 crore from the Chaibasa treasury and sentenced for five years. The RJD boss was on bail in this case when he was convicted and sentenced in the one related to fraudulent withdrawal of government funds in the Deoghar case. Apart from these two cases, he in an accused in three other cases of the fodder scam estimated to have caused a loss of Rs 900 crore to the exchequer when he was the chief minister of undivided Bihar.

A brief history of controversies in higher judiciary

Judges’ outburst against CJI ‘unfortunate’ and ‘painful’, says Justice K G Balakrishnan

Expressing deep anguish over four Supreme Court judges going public on issues related to the apex court, former Solicitor General of India N Santosh Hegde today said he was “devastated” by their action which has caused “irreparable” damage to the institution.”As a retired judge of the Supreme Court, I feel devastated.”For some reason or the other, their cause is justified, (but) relief they are seeking is wrong…going to the media? Terrorist remark: BJP submits complaint against Karnataka CM

The BJP’s Karnataka unit today submitted a complaint to the city police seeking action against Chief Minister Siddaramaiah for his “inflammatory” and “derogatory” remarks branding members of the party and RSS as “terrorists.”The party wanted Siddaramaiah to be made “liable for defamation and promotion of enmity” between citizens under Section 153A of the Indian Penal Code and under provisions of law. A delegation led by senior BJP leader Suresh Kumar submitted the complaint, addressed to city police commissioner, stating that “false and malicious” aspersions had been cast against BJP members by the chief minister. The complaint alleged that Siddaramaiah was misusing his position to spread “blatant falsehood” against the party with an ulterior motive of reaping political gains.”He has knowingly made irresponsible statements to malign a national political party like the BJP,” it said. Siddaramaiah had recently alleged that BJP, RSS and Bajrang Dal have terrorists within their organisations.”They are themselves like terrorists in a way. The complaint said Siddaramaiah who is “nervous about losing” in the state polls, has made “a baseless, false, frivolous and derogatory” statement which had not only defamed the party, but also incited groups and classes of the society against it. “The entire effort of Siddaramaiah to issue such a controversial statement is to create enmity and hatred among people and against the BJP,” it added.In the complaint, BJP has made similar charges against the state congress working president Dinesh Gundu Rao. Alleging that Rao has said BJP was like a terrorist organisation, it said this was “baseless, malicious, derogatory, defamatory and false.” The BJP demanded that Siddaramiah and Rao be made “liable for defamation and promotion of enmity between citizens” under IPC Section 153A and under provisions of law. They should be booked “under the said provisions of law and action taken for the penal offences,” the complaint added.

Neerja Bhanot death: FBI releases age-progressed photos of 1986 Pan Am hijackers

The US Federal Bureau of Investigations today released age-progressed photographs of four alleged hijackers charged with the 1986 hijack of Pan Am Flight 73 that killed 20 people, including Indian flight attendant Neerja Bhanot.The hijackers are Wadoud Muhammad Hafiz al-Turki, Jamal Saeed Abdul Rahim, Muhammad Abdullah Khalil Hussain ar- Rahayyal, and Muhammad Ahmed al-Munawar. These images were created by the FBI laboratory using age-progression technology and original photographs obtained by the FBI in the year 2000, a media release said.The September 5, 1986 storming of Pan Am Flight 73 which had landed in Karachi from Mumbai resulted in the killing of 20 passengers and crew, including two Americans, the attempted murder of 379 passengers and crew, and the wounding of more than 100 persons on board. Kolkata: Swami Vivekananda’s birth anniversary marred by BJP-TMC slugfest

Clashes between TMC and BJP supporters led to a day-long drama on the streets of north Kolkata on Friday. Interestingly both the groups had gathered to celebrate the birth anniversary of Swami Vivekananda.BJP workers had gathered at a guest house in north Kolkata to continue with the bike rally ‘Sankalp Pratirodh Abhiyan’ organised by members of Bharatiya Janata Yuva Morcha (BJYM), which had begun at Contai in East Midnapore district and was supposed to conclude at Cooch Behar on January 18.BJP workers allege that TMC supporters launched an unprovoked attack on them. State BJP president Dilip Ghosh said that their workers were beaten up and locked up at the guesthouse. “Police were called but they did nothing. Our boys had to rescue the others,” he said. He also said that later when the bike rally was flagged off from the BJP state headquarters off CR Avenue, it was stopped at Girish Park area and an irate mob attacked them with sticks and stones and also attacked the BJP headquarters. “Many of our supporters have been injured and had to be hospitalised,” he said.Heavy police was deployed to bring the situation under control. Vehicle of the special court observer Ravi Shankar Dutta who was monitoring the rally, was also attacked and the windscreen was smashed. “Out of nowhere the mob appeared near Mahajati Sadan and attacked us,” he said. Driver of his vehicle said that their car was between two police vehicles but other than one policeman no one put up any resistance.The BJP rally was stalled after the violence. “TMC ministers, leaders are behind these people. There is no such thing as democracy in Bengal. Court has given permission for rally and the ruling party is using muscle power to stop it. I will appeal to the centre that here is no democracy here so President’s rule should be imposed,” Ghosh added.Later the Calcutta High Court said that the rally should be stopped as of now and can be resumed on January 15 and can continue till January 20. Ghosh said that they would resume on January 15 only if situation was conducive enough.While state women and child development minister Sashi Panja blamed it on BJP saying, “They had gone around breaking chairs”. Ghosh retorted, “They are alleging that we have broken chairs. They should thank their lucky stars that we did not break their heads.”It was found out that BJP national president had called up Ghosh and sought a report of the incident. Sources also said that Union minister Nitin Gadkari has cancelled his participation at the state government’s Bengal Global Business Summit on January 16, after the incident. “We have told union minister Arjun Meghawal to tell the Centre to avoid any cooperation and courtesy with the state government. I believe this is the reason why Gadkari has boycotted BGBS,” Ghosh said.BJP leaders put up a sit-in demonstration on Mayo Road near Mahatma Gandhi statue and later in the evening, a BJP delegation also met West Bengal governor Keshari Nath Tripathi and requested his intervention. Mukul Roy said that it was murder of democracy. “In the past many parties have carried out such yatras peacefully. We have not seen such a ruling party in Bengal,” Roy said.TMC secretary general Partha Chatterjee said that it was the habit of BJP to spread violence to hit headlines. “They take out rallies along with media and turn the jhandas (flags) into dandas (sticks). They have brought in outsiders to create trouble,” he said.

BMC’s drive against illegal construction continues, 9 more restaurants sealed

BMC’s action against the hotels and restaurants continued on Friday with 397 inspections. Not Rs 1 lakh, now Rs 50k needed to personally wish Mayawati on her birthday

Pay Rs 50,000 to extend personal birthday wish to BSP supremo Mayawati on her 62nd birthday on January 15. The cost of personal birthday wish to the BSP chief has been reduced by half in view of dwindling stakes of the party following its crushing defeat in the last three elections in Uttar Pradesh.Earlier, the price tag was Rs 1 lakh. Last year, the birthday of the BSP supremo was a low-key affair due to the enforcement of model code of conduct for 2017 Assembly polls. But after tasting a little success in recently-concluded urban bodies’ polls, the party has decided to celebrate her 62nd birthday on January 15 again as ‘arthik sahyog diwas’ (monetary support day).Ever since Mayawati ascended to power in Uttar Pradesh in 1995, she has been accused of using her birthday celebrations to raise funds for the party as well as add to her personal wealth. Besides receiving glittering gold, diamond-studded sets as gifts and Rs 1000 currency note garlands on birthdays, she allegedly bought commercial properties in Cannaught Place and palatial bungalows in Delhi and Lucknow’s posh Mall Avenue and Cantonment from the money raised on her birthdays.From 11 crores in 2004, her wealth has gone up to Rs 112 crores in 2012. Wealth of her brother Anand Kumar, a clerk, is also estimated at more Rs 1300 crore. He is now party Vice-President.A senior party leader told DNA that all the party sitting and former MPs, legislators, zonal coordinators, district presidents and other functionaries have been directed to bring minimum financial support of Rs 50,000 from at least 500 supporters each to fill the party coffers. Each BSP leader has been given a target to collect Rs 25 lakh for party fund on behenji’s birthday. The target is to raise Rs 75 -100 crore on her 62nd birthday. “The BSP is out of power since 2012 and funds are desperately needed to resurrect the party against communal forces. Her birthday would be celebrated as aarthik sahyog diwas to raise much-needed funds for the party for the Lok Sabha 2019 polls and welfare of dalits,” said the senior BSP leader requesting anonymity.The senior leader admitted that funds collection in the last five years come down drastically due to party continuously losing ground in subsequent Assembly and Lok Sabha polls since 2012. “But party has covered some of the lost ground in urban bodies’ polls and people, particularly dalits, have reposed faith in BSP’s policies and its fight against the BJP,” he claimed. Once her trusted confidante, former Finance Minister K.K. Gautam alleged that Mayawati puts cost to each and every activity in the BSP, be it her birthday, ticket distribution, rallies or appointments of functionaries on party posts. “It was due to her greediness, Manyawar Kanshi Ram’s mission for the dalit samaj got a setback and dalits weaned away from the BSP. There is not a single associate of Kanshi Ram left in the party which has become personal fiefdom of Mayawati, her brother Anand Kumar and Satish Mishra,” he alleged. Last year, the expelled former BSP Minister Naseemuddin Siddiqui had released many tapes to public in which Mayawati had openly demanded money from him for the party fund. “The party is on the brink of losing its political significance but she is out to celebrate her birthday again as arthik sahyog diwas to amass more personal wealth,” alleged Siddiqui.

One will be in Pathankot and the other in Central or South India. It could be Bhopal or Secunderabad. These will be boarding schools and should come up in 3 to 4 years. Government has agreed to the proposal. Regarding professional colleges we want to encourage children to return to our own colleges. We will give them better education. Some people started misusing the provision for free education but by putting a cap some of the genuine people have got affected. Can’t allow our neighbourhood to be drifted away.Strategy to take on assertive ChinaWe seeking support from other nations to make sure we are not isolated. At a military level other countries are on board. Concentrating on this at a military level to ensure China is kept away.US pressure on PakistanIt’s premature to make any assessment. We have to wait and watch. Can’t say Pakistan will be isolated or declared terror state after this. There are compulsions on US also.Cyber and Information WarfareFuture wars will be fought differently. We have to focus on cyber and information capabilities. It’s not just a military threat but to all our national networks. Regular meetings are being held at various levels. Things are moving in the right direction.

SC judges against CJI | ‘Shocking, must have compelling reasons’- Legal fraternity reacts

Following the press conference and the subsequent letter released by four Supreme Court judges to the Chief Justice of India, a number of former and current judges from the High Courts and the Supreme Courts have had different opinions – some for and others against the press conference.Justice Chelameswar, who was accompanied by Justices Ranjan Gogoi, M B Lokur and Kurian Joseph at the press conference, said they had met CJI Dipak Misra this morning and “raised issues affecting the institution”.”Unless this institution is preserved, democracy will not survive in this country,” Justice J Chelameswar said adding, it was “extremely painful” to hold press conference in such a manner.Also readSC Judges against CJI: Cong says democracy in danger, Mamata accuses Modi govt of judicial interventionHe said all the four judges “failed to persuade CJI that certain things are not in order and therefore you should take remedial measures. Former Justice of Bombay High Court, R C Chavan said, “I salute the four judges. Though it is unfortunate, but system needs to be corrected, it can be done only after acknowledging there is a problem. The institution is affected but this type of shock is better. If a person has indigestion, is it not good to throw out and get yourself cured. Loosing the credibility of the judiciary before a common man, just for maintaining a false status is not correct. It is good that sitting judges spoke out, if me or retired judge would have done, then people would have raised aspersion on us, saying why are we doing it after retirement.”However, advocate Aniket Nikam termed the incident as shocking. “I personally feel that whatever may be the differences the same could have been resolved amicably without adverting to the press conference,” he said.|
