3 arrested, 700 kgs of marijuana recovered by Delhi Police

Three persons have been arrested and 700 kgs of marijuana has been recovered from them by the Crime Branch of Delhi Police. The kingpin of the gang, who is on the run, sends illicit liquor to Bihar and on the way makes his men pick up ganja from Bihar, Orissa and Jharkhand for deliveries in Delhi-NCR.Police officials stated that more arrests are likely to be made. The officers claimed that it was one of the biggest seizures of marijuana in the recent times.”The accused have been identified as Ravi (25), resident of Ghaziabad, Munna Kumar Jha (30), resident of Ghaziabad and Gaya Pal (62), resident of Jharkhand. The seized drug was being transported for local distributors in Delhi-NCR. It was also being distributed to liquor suppliers for barter trade,” said Bhisham Singh, DCP, Crime Branch.Crime branch sleuths had received information that Vipin Kumar, the kingpin of the gang, had sent a consignment through his men via a truck from Odisha which had to be delivered to Goyla Dairy in Najafgarh.A team of officers laid a trap in Dwarka area and the accused men were arrested. Accordingly, a case under NDPS Act was registered.”Kumar procures ganja from Naxalite areas of Odisha, Andhra Pradesh, Jharkhand and Chattisgarh for giving it to drug peddlers in Delhi. The sale of this ganja is converted into the purchase of illicit liquor for distribution in the dry state of Bihar. More than 50 more people are involved in the liquor-drug syndicate spread across many states in the country,” said Singh.Kumar purchased ganja from Naxal-affected areas for Rs 1,500 per kg and later sold it for Rs 10,000 per kg, depending on its quality to various wholesalers in Delhi, Gurugram, Samalkha, Ghaziabad, Meerut and Noida. The revenue generated by the sale of ganja was utilised to purchase illicit liquor from various L-1 godowns in Haryana and Punjab. Certain godown owners accepted ganja as payment for illicit liquor. This illicit liquor is then supplied to Bihar in the same truck, where it is sold on hefty margins as Bihar is a dry state. This modus operandi multiplies the profits of Vipin Kumar as well as saves him from the hassles of moving money from Delhi to Bihar.Liquor RacketPurchased illicit liquor is then supplied to Bihar in the same truck, where it is sold on hefty margins as Bihar is a dry state. World Environment Day: Sand artist’s Olive Ridley turtle sculpture about plastic pollution drives point home

Renowned sand artist Sudarsan Pattnaik has created a huge sand turtle at Puri beach on the occasion of World Environment Day on Tuesday with a message to curb plastic pollution.Pattnaik said he has “created the 55 ft long 30 ft wide sand sculpture of turtle by using about 30 tonne of sand with some colour sand.”Plastic bottles have been used on the sculpture with message “Beat plastic pollution”, he said. The theme for 2018, “Beat Plastic Pollution”, is a call to action for all of us to come together to combat one of the great environmental challenges of our time, he said.Stating that Odisha is famous for Olive ridley turtles, the renowned sand artist said every year the sea creatures visit the state for mass nesting. The art showcased the unfortunate plight of the turtles that die each year from ocean pollution as they mistake plastics and other garbage as food. “This mistake causes blockages within their digestive system and eventually takes their life, so we spread this awareness through my sand sculpture,” he said.Pattnaik said he always tries to spread awareness through his unique art form.

Jagannath Temple’s treasury keys go missing, Odisha CM Naveen Patnaik orders judicial probe

Odisha Chief Minister Naveen Patnaik on Monday ordered a judicial probe into the disappearance of the keys of the 12-century Jagannath Temple’s treasury, an official statement said.Patnaik, after discussions with Law Minister Pratap Jena and Sri Jagannath Temple Administration (SJTA) chief P K Jena, asserted that a judicial commission would be entrusted with the responsibility of looking into the matter, the statement issued by the chief minister’s office said.”The inquiry will be conducted by a retired Orissa High Court judge with a focus on the circumstances that led to the disappearance of Ratna Bhandar (temple treasury) keys.” it said.As Lord Jagannath’s annual Rath Yatra is scheduled to be held on July 14, the one-man inquiry commission will submit its report after the festival, it added. At a meeting of the Sri Jagannath Temple Managing Committee on April 4, it was recorded for the first time that the keys of the inner chambers of the Ratna Bhandar had gone missing, Ramchandra Das Mahapatra, a member of the committee, said yesterday. The matter came up for discussion again during a committee meeting last week, he had said, adding that it was noted that neither the temple administration nor the Puri district treasury has the key to the inner chambers of the treasury. As per norms, a panel is formed each time before opening the Ratna Bhandar. The members of the panel are supposed to hand over the keys to Puri collector after work, a source in the temple administration said.”The inner chambers of the Ratna Bhandar were last opened in 1984. Puri collector Arabinda Agarwal, during the committee meeting last week, said there was no report of key submission after that instance,” he added.A 16-member team that entered the ‘Ratna Bhandar’ on April 4 for a scrutiny of its physical conditions, in line with the high court order, had to inspect its inner chambers from outside an iron grill with search lights. It now appears that the team members were told to carry out inspection from outside as the keys were not available. The episode had triggered a statewide outcry with political parties, including the BJP, seeking a clarification from the chief minister.Slamming the government over the issue, Odisha Pradesh Congress Committee chief Niranjan Patnaik today questioned the CM’s intention in constituting a judicial commission.”Announcing a judicial inquiry into this sensitive issue is a tactic of the chief minister to divert public attention. He (CM) had ordered several judicial commissions over the past 18 years. What has been the result?” the OPCC president asked. The BJP, too, sought a CM’s statement on the matter.”If the keys went missing two months ago, why did the state officials remain silent on the matter? This order (judicial inquiry) is simply an eye wash,” BJP state vice president Samir Mohanty said, alleging that the administration knew about it even on April 4 when the inspection team surveyed the Ratna Bhandar. The government should register a criminal case in the matter instead of ordering a judicial probe, he opined.Puri Shankaracharya Swami Nischalananda Saraswati had criticised the state government yesterday over the episode.”It shows that the state government and the temple administration have failed to discharge their responsibilities,” the Shankaracharya had said.

BJP in power in 20 states shows people have endorsed NDA’s performance in last 4 years: PM Modi

Prime Minister Narendra Modi on Saturday said that the NDA government’s commitment to fight corruption has sent ‘shivers down the spines of many who have come on one platform’.Addressing a public rally at the Bali Yatra ground in Odisha’s Cuttack on the fourth anniversary of his government, he said that it is moving on the correct path and the people have put their seal of approval on it.Noting that the NDA government is not afraid of taking tough decisions, Modi said that it is not a government of confusion.”It is a government of commitment and it has the strength to go for surgical strike”, he said. Here is what PM Modi said in his address:► It is my good fortune that I got the opportunity to greet my 125 crore countrymen from the land of great Lord Jagannath. The affection of people is what energizes me to work more.► The NDA government is on correct path; people have put their seal of approval. BJP in power in 20 states shows people have endorsed NDA’s performance in last 4 years.► Many who are in the NDA govt have lived in poverty and that is why betterment of the poor is their biggest priority. The President, Vice President and the Pradhan Sevak have had humble beginnings and that is why the NDA Government is committed to serving the people of the country.► BJP has over 1,500 legislators across India. In last four years, BJP in true sense has become Panchayat to Parliament party.► When the government is committed and not confused, a decision like a surgical strike is taken.► In these four years, the 125 crore Indian have come to believe that our India can change. Today the nation is going from ‘Kala Dhan to ‘Jan Dhan’, from bad governance to good governance.► NDA government committed to fight corruption; over 3,000 places raided in four years.► Four former Chief Ministers are behind bars. Those involved in scams are coming together, not for the nation, but for themselves, their families.► The grand old party only believed in the concept of ‘family first instead of country first. “During UPA regime, the Congress party used to run the government through remote control. The Congress party only gave the slogan of ‘garibi hatao’ instead of serving the poor. Half the people have no gas and electricity, road connection,” Modi said.► Why didn’t the Congress realise that the poor are not being entertained at banks? Why didn’t the Congress ever see that the lives of poor people also hold value and they also need life insurance?► There is lack of proper health facilities in several places. The situation is worse here in Odisha. I wonder what were the previous governments doing? Even if the state governments aren’t carrying out their responsibilities properly, the centre is doing everything it can in this direction.► Due to the Mahanadi water dispute, farmers of Odisha are suffering. We are committed to resolve their problems and address the challenges they have to face.

All traditional skills should be formally recognised: Dharmendra Pradhan

Union Minister Dharmendra Pradhan today said all traditional skills should be formally recognised and proper training needs to be imparted, which can translate into further economic growth of Odisha.Addressing a conclave in Odisha, the Skill Development & Entrepreneurship Minister said the state has abundant natural resources and a large coastline.According to him, Odisha has emerged as the most preferred destination for overseas investors, owing to its natural wealth, which includes production of one fifth of India’s coal, a quarter of its iron ore, a third of its bauxite reserves and most of the chromite.”Skill development is a national dialogue and there have been isolated efforts to promote skill development in the State thus far; but it is our endeavour now to join the dots and have a concrete, comprehensive and collective effort with respect to skill development,” Pradhan said, according to an official statement. There are 631 ITIs presently in Odisha with a seating capacity of 1,67,753 and utilisation of 54.96%, the statement said.”Over 1 million people from Odisha have migrated to other parts of the country in search of jobs. Nearly, half of Odisha’s population, is in age groups below 25 years. Only 6% labour force has diplomas, certificates or a graduate-and-above degrees.”Odisha’s incremental skill gap for 2011-2026 is expected to be around 4 million. Odisha’s estimated labour demand for 2018-19 is highest in sectors like chemicals, transport, logistics, retail trading, power and healthcare,” it added. The discussions at the conclave also established that the social aspect should be accounted for while planning skill development programmes. The tribal community accounts for nearly 30% of Odisha’s population.

Odisha Maoist Threat: CCTV cameras installed near Gurupriya Bridge to ensure protection

The under-construction Gurupriya Bridge in Odisha’s naxal-affected Malkangiri will be under close supervision of the district administration, which is installing CCTV cameras at different locations near the bridge to keep it secure from the naxals.Despite the naxals’ efforts to stall the construction of the 910-metre long bridge that will connect the cut-off area to the mainland, it is on its way to near completion, i.e., by May.The construction of the bridge started in 2015 at a cost of Rs 172.58 crore. To ensure the naxals do not disturb the bridge work, at least five BSF camps have also been set up between Chitrakonda and Janbai. The bridge connects Janbai North to Janbai South, which otherwise took seven to eight hours to reach through the waterways from the Balimela ferry point.Sources said construction of the bridge assumes significance, as it is the only means to connect 151 villages of eight Panchayats in the cut-off area which is now surrounded by water from three sides. This land is so remote that it is even officially called the Cut-Off Area. The remoteness of these villages can be traced back to the early 60s, when vast tracts of forest land and villages were submerged and remained cut-off from the mainland to make way for the Balimela reservoir of the Balimela Hydro Project. With the successful completion of the project, the government schemes and benefits will be able to reach these areas on the one hand, while on the other, it will obstruct the revolution of the naxals.”The bridge would provide all-weather road communication to the area and government programmes can easily reach the doorsteps of cut-off villagers,” said Niraj Kumar, project engineer of Royal Infra Company, Malkangiri. On June 29, 2008, in an ambush laid by the naxals, at least 38 Grey Hound personnel were killed in the cut-off area and former Malkangiri collector R Vineel Krishna was abducted by the Maoists from this region in 2011.

6-year-old raped, strangulated and left bleeding inside school campus in Odisha

On a day President Ram Nath Kovind promulgated an ordinance proposing stringent punishment, including death penalty, to those convicted of raping girls below the age of 12 years, there was a report of brutal sexual assault on a minor girl in Odisha. The six-year-old girl was raped, strangulated and left inside a school campus at Jagannathpur village in Cuttack district presuming her to be dead on Friday evening, they said. The girl had gone to purchase biscuits in her village but when she did not return after some time and there was a power cut, her family members set out to look for her along with villagers.”After a frantic search for over an hour the girl was traced lying unconscious and without clothes in the school campus with blood oozing from her head and mouth,” the police said. She was immediately rushed to a nearby private nursing home from where she was shifted to SCB Medical College and Hospital in Cuttack, Salepur sub-divisional police officer P K Jena said. The condition of the minor girl is “very critical” as she suffered deep injuries in her head, face, neck and chest, doctors attending to her at the hospital said, adding there are injuries in her private parts.A 25-year-old man of the same village was arrested today in connection with the incident, the SDPO said.State Health Minister Pratap Jena visited the hospital and later told newsmen that a team of at least 13 doctors drawn from several departments are attending on the girl.”The state government is bearing the entire cost of the treatment and the girl is under the special care of medicine specialists, pediatricians, psychiatrists, surgeons and radiologists in the ICU of trauma pediatric unit of the hospital,” the minister said.A case under the Pocso Act and IPC sections 376(2)(rape) and 307 (attempt to murder) was registered on the basis of a written complaint filed by the girl”s grandfather, Salepur police inspector D K Mallick said.

In 2019, BJP aiming to win 90 seats it lost last time, 20 of them in Bengal

The BJP has set its sight on the 90 seats it had lost in the 2014 Lok Sabha polls as it works to win a clear majority again in 2019, a senior party leader said on Tuesday. With the BJP likely to fight a united opposition in big, politically crucial states such as Uttar Pradesh, many experts believe the party would find it difficult to repeat its 2014 performance when it had won 282 seats in the 543-member Lok Sabha. The senior party leader told reporters on condition of anonymity that the BJP had targeted a number of seats it had lost in 2014 and was confident of winning 90 of them. “We have been working on it (securing these seats) after coming to power in 2014. We may lose a few seats we won the last time but our victory in these constituencies will take our tally beyond the majority figure,” he claimed.Asked about the BJP’s chances in West Bengal, where it could bag only two of the 42 seats in 2014, he said it would win about 22 constituencies there in the next Lok Sabha elections. The saffron party would also do well in Odisha, where it had won only one seat, he said. The BJP has identified a number of states, including West Bengal, Odisha, Andhra Pradesh, Kerala and Telangana, as its growth regions for the next elections. It has made its senor leaders, including Union ministers, in-charge of a clutch of five seats to strengthen its organisation at places where it had lost in 2014.The party had won all seats in Rajasthan and Gujarat, and virtually swept Uttar Pradesh, Madhya Pradesh, Bihar, Chhattisgarh and Haryana among others to win its first ever majority in the Lok Sabha polls.

BJP Foundation Day: We will never allow scrapping of quota, dilution of SC/ST Act, says Amit Shah

Stressing that the BJP would not allow the dilution of SC/ST (Prevention of Atrocities) Act or scrapping of caste-based quotas, party president Amit Shah today said the party’s “golden age” would begin after seizing power in West Bengal and Odisha. He also shows confidence in BJP’s ability to secure a thumping majority in the 2019 Lok Sabha polls. He also lashed out at Congress president Rahul Gandhi and charged that he was being needled by NCP chief Sharad Pawar to attack the BJP. “Lies are being spread… Rahul Baba says the SC/ ST act is being demolished. The SC/ ST act is not being demolished. (Allegations are being made that) reservations will be done way with. Rahulji and (NCP chief Sharad) Pawar saheb, hear with your ears open. The BJP will never allow reservations to be done away with. Not just this, if you do end (quotas), the BJP will not allow you to do so,” said Shah, listing the development of Dr Babasaheb Ambedkar’s memorial in the Indu mills in Mumbai as one of their achievements. The BJP chief’s remarks came in the backdrop of the recent controversy and agitation after a Supreme Court ruling regarding the SC/ST Act, which is seen by many as dilution of the law. Addressing a rally in Mumbai on BJP’s Foundation Day, he equated opposition parties with ‘snakes’, ‘mongoose’, ‘dogs’ and ‘cats’ who are trying to form a coalition to prevent the BJP from coming to power in 2019. Shah tried to underplay the BJP’s loss of two Lok Sabha seats in the by-polls in Uttar Pradesh. “Rahul Baba, we lost the seats, but your party forfeited its security deposit. We have seen the first leader who distributes sweets after his party’s defeat,” he scoffed, while listing out states where the BJP had trounced the Congress to capture power.“I am calling on all BJP workers. This is not the BJP’s golden age. The BJP’s golden age will arrive when we win Odisha, Bengal and the 2019 (Lok Sabha) elections with a complete majority and form a NDA government. In Maharashtra, a NDA government will be formed under the BJP,” said Shah.“I was listening to Rahul Baba now. Rahul Baba has been sitting for few days with Pawar saheb. He has been given an injection by Pawar saheb. So he was loudly asking (Prime Minister Narendra) Modi ji about what he has done in four-and-half years. Rahul Baba, you are questioning Modiji?… The people are asking you to account for four generations (of Congress rule),” he added, while listing out schemes launched by the Centre for the welfare of weaker sections which had not been done by the Congress.Shah charged that the opposition, which included parties which were at odds with each other, had come together to save themselves from the Modi wave as the countdown for the 2019 elections had started. He also accused the Opposition of not allowing the Budget session of Parliament to function despite government’s efforts to conduct business. The session concluded today.Shah said that unlike the previous Congress-led regimes, the Narendra Modi and Devendra Fadnavis regimes have not been accused of graft. The BJP would win the 2019 elections based on the Narendra Modi government’s performance and the BJP organisational strength at the booth-level and not empty promises, he said.

AIIMS tell NHRC that separated twins do not need specialised care anymore

Five months after the operation that separated the craniopagus conjoined twins from Odisha, the All India Institute of Medical Sciences (AIIMS) has told the National Human Rights Commission (NHRC) that the twins are now well and do not need any specialised care. Jagga and Balia joined at the head, were operated upon in October last year in a 21-hour-long surgery after which they have been at the hospital.Last month, the NHRC had asked the hospital to give a report in response to a petition filed by Supreme Court advocate Radhakanta Tripathy that said that AIIMS’ Bhubaneshwar does not have the essential infrastructure for the treatment and care of the twins and thus should be prevented from shifting to a state-level hospital. The premier medical institute, however, told the human rights panel that the twins are now clinically well and can be taken care of at a hospital in Odisha which has good pediatric support. It said that the risk of life five months after the surgery is very low and continued care can be provided by the state government. In what was one of the rarest surgeries in the country, the craniopagus twins were separated on October 25, 2017, by a team of 30 specialists, who were part of the team of 125 medical professionals, including 50 paramedical staff and 75 doctors from all departments. The operation was headed by Dr AK Mahapatra, Chief of Neurosciences Centre at AIIMS. The surgery started at 9 am and got over the next day at 3 am.On October 19, Jagia showed some heart ailment and his condition started to deteriorate, following which on a semi-urgent basis, the surgery was planned.A polylactic acid model was created on which a team of doctors from AIIMS ran two eight-hour-long dry rehearsals in the operation theatre followed by a 24-hour-long marathon operation to make sure that everything ran smoothly. This was the first time in the country that a 3D model was used for practice. The 28-month-old children from Milipada village in the Kandhamal district of Odisha were born in April 2015 with their heads joined. The farmer family, initially shocked, accepted and pampered the children. Both were immediately shifted to a medical college 24 hours after birth where they lived for first five months, to pass the initial stage. Five-months old, both were sent back to the village where they lived with their grandparents, uncle, aunt, and parents.LOVE AND CAREThe 28-month-old children from Milipada village in the Kandhamal district of Odisha were born in April 2015 with their heads joined. Setback to Congress in Odisha: Senior leaders quit party, some decide to join BJD

In a major setback to the opposition Congress in Odisha, several senior leaders of the party in Ganjam district resigned from the primary membership of the party today.Party sources said, the leaders sent their resignation letters to the Congress president Rahul Gandhi and OPCC president Prasad Harichandan. Those who quit the party include former union minister Chandra Sekhar Sahu, Odisha PCC secretary Bikram Kumar Panda and district Congress committee president Bhagaban Gantayat, the sources said.Five corporators of Berhampur Municipal Corporation were also among those who put in their papers.Sahu, who is a AICC member, said, “For the last some years there is no discipline in the Congress. The party high command is also in no mood to rectify the party organization in the state. Since 2009, the party has not utilized us and neglected us a lot. So I have taken the decision to quit the party.”Also readAshok Gehlot replaces Janardan Dwivedi as Congress gen secy incharge of training, organisationSeveral Congress workers, including chiefs of different frontal organizations of the party, have decided to join BJD, sources said. Sahu without naming any party said the Congress dissidents would join one which maintained secularism and fight for the interest of Odisha.”The decision to join the new party will be announced soon,” he said. Before their resignation both Sahu and Panda, who too is an AICC member, had sought the opinion of the party workers at a meeting here on Tuesday.OPCC disciplinary committee chairperson Sandhya Rani Mohapatra said the party organisation would not be affected due to the resignations.”Rather the party would be stronger after their exit,” she claimed.Mohapatra, who was here to discuss the development with the party workers, dismissed the dissidents’ allegations on the party neglecting them.”The party has given enough to them. The party had made them members of the AICC recently,” she added.Sahu was elected to Lok Sabha from Berhampur in 2004 and was the minister of state for labour and then rural development in the Manmohan Singh led government.

Ashok Gehlot replaces Janardan Dwivedi as Congress gen secy incharge of training, organisation

Congress veteran Janardan Dwivedi was today replaced by ex-Rajasthan chief minister Ashok Gehlot as the AICC general secretary in charge of organisation and training in a rejig by party chief Rahul Gandhi. While bringing organisational changes in the Congress after taking over the reigns of the grand old party in last December, Rahul Gandhi also appointed Rajeev Satav and Jitendra Singh as in-charges of the party’s affairs in Gujarat and Odisha respectively.Dwivedi, considered a political heavyweight and a close confidante of Sonia Gandhi, would step down as party general secretary, a post he held for over two decades. He had earlier also headed the party’s communication wing for several years and has been part of several key decisions of the Congress.Dwivedi was also part of a four-member committee that Sonia Gandhi, as then Congress president, had constituted to run the party in her absence, while she was undergoing treatment abroad.Satav replaces Gehlot, who was entrusted the responsibility of AICC general secretary in charge of Gujarat, ahead of assembly polls in the state late last year.Gehlot, who had played a crucial role in galvanising the party in the run-up to Gujarat Assembly polls, has been entrusted the task of taking care of the organisation and providing training to party workers. This is Rahul Gandhi’s first appointment for the party’s general secretary post after he announced reorganising the Congress at the party’s plenary session earlier this month. However, with elections to Rajasthan Assembly only a few months away, it remains to be seen whether Gehlot would continue to campaign aggressively in the state as his new assignment entails spending more time at the party headquarters in Delhi.”Congress President Rahul Gandhi has designated Ashok Gehlot as general secretary in charge, organisation and training, in place of Janardan Dwivedi, general secretary AICC,” Dwivedi said in a statement. It further states that a note from the Congress president says, “The party appreciates the hard work and contribution of Janardan Dwivedi, who will be stepping down from his responsibility as AICC general secretary.” In another statement, Dwivedi said, “Congress President Rahul Gandhi has appointed Rajeev Satav, MP, as the AICC in charge of Gujarat with immediate effect.” “Congress President Rahul Gandhi has appointed Jitendra Singh, ex-union minister as AICC in charge of Odisha, in place of B K Hariprasad,” said a second statement. The second order also said the party appreciates the hard work and contribution of Hariprasad, “who will be stepping down from his responsibility as AICC General Secretary in-charge, Odisha”.According to sources, Gehlot has thanked the party workers of Gujarat for extending support to him during the assembly elections and will concentrate on the upcoming elections in Rajasthan. In yet another order, Rahul Gandhi appointed Lalji Desai as the chief organiser of the All India Congress Seva Dal, replacing Mehendra Joshi. The party also placed on record the hard work and contribution of Joshi, who is stepping down from his responsibility as chief organiser of Seva Dal.The changes are part of a major restructuring of the Congress under Rahul Gandhi’s leadership and indicate a generational shift which the new party chief is wanting.A completely revamped Congress is likely to be in place in the coming times, as stated by the party president himself.

Odisha: Four women Maoists killed in fire exchange with security personnel

Four women Maoists have been killed during an exchange of fire with security personnel in Narayanpatna area of Odisha’s Koraput district, the police said on Monday.Acting on a tip off, the District Voluntary Force (DVF) and Special Operations Group (SOG) personnel launched a joint combing operation last night in the forest areas of Narayanpatna, Director General of Police R P Sharma said.”As soon as the left-wing extremists saw security personnel approaching them, they opened fire. When the security forces retaliated, a fierce gun battle ensued between the two sides, leading to the death of four women cadres,” Sharma explained. It appeared that 10 to 12 rebels of the Andhra-Odisha Special Zonal Committee of CPI (Maoist) were present at the site during the encounter, he said.”The bodies of three women cadres were recovered right after the encounter last night while another body was found in the forest this morning,” Sharma said, adding that four rifles, kit bags, land mine and some ammunition besides some naxal literature were recovered from the site.A massive search operation has been launched in the area following the gun battle and efforts are on to establish the identity of the slain rebels, suspected to be the area committee members of the banned outfit, the DGP asserted.Describing the Koraput operation as a “major success,” the DGP said yesterday’s encounter comes two days after another Maoist cadre was gunned down by security personnel in Malkangiri district

International Women’s Day 2018 | The Ugly Truth: From Trolls to Mansplaining

What do you do when irate politicians dox you and print your mobile number on the walls of toilets around town, advertising you as a sex worker? Or, when one of the country’s tallest leaders chide you during an interview for wearing a sleeveless top? Or, when you receive death threats for writing about how the head of a state molested an intern?Welcome to the lives of some of the country’s prolific women reporters who have to battle more than their male colleagues every day on the job. Sexism has been a mainstay at workplaces for female journalists since they assumed work in some of the country’s best newsrooms. And yet, year after year, women push the envelope.Bangalore-based veteran journalist Ammu Joseph, whose book Women in Journalism: Making News looked at the lives of over 200 women in the profession, says compared to the 1970s and 1980s — when there were only a handful of accredited female journalists — opportunities for women have signnificantly gone up. Yet, with the proliferation of information across networks, the challenges have also increased manifold.Prices paid for doing the job right:TV anchor Sindhu Suryakumar will attest to the fact that challenges have not seen any decrease. While discussing the then HRD Minister Smriti Irani’s comments in Parliament on Mahishasura puja, she recalls the BJP representative taking offence but does not remember what had called for the reaction.”I had not even uttered the name of goddess Durga, when she said that students in JNU worship Mahishasura and called the goddess unprintable names,” she recalls. And trolling started soon after that. Suryakumar’s mobile and office landline numbers would ring endlessly, she received rape and death threats, and her number was printed on the walls of Thiruvananthapuram’s city toilets in advertisements where she was called a sex worker.”Men started calling me to ask me what my rate was. I was depressed, I had no way out, and I’m thankful that the channel I worked for stood by me. Eventually, I changed my phone number, one that I had used for 16 years,” she says.In addition, while she had filed several cases, the police swung to action only after the matter was highlighted across media platforms. Some men, who were granted bail the moment they stepped out of jail, were welcomes with garlands by politicians.Shillong-based journalist Ri Kynti Marwein, too, had a similar experience when she broke the story of then Meghalaya Governor V Shanmuganathan molesting an intern in his office.Ri Kynti who had applied to a job at the Governor’s office was one of the candidates who was called for an interview. After the interview, she met a few fellow candidates and eventually one of them confessed to being molested by the Governor. Ri Kynti knew what she had to do, but despite her persuasion, the woman refused to come on board.”I knew the story was important. I thought I will be jailed, but I still went ahead with it,” she said. She wrote the story and sent it to a number of the city’s publications, but only The Highland Post wanted to publish the story. The abuses followed soon enough. And the fact that some of these abuses came from prominent women in matrilineal Meghalaya is remarkable. Columns were written on ethics in journalism. The mother of the girl filed a complaint with the state Women’s Commission stating that her daughter’s privacy has been breached.”I would do it again if I could,” Ri Kynti says. One small but must requirement:Ammu Joseph says that while women really shone through the magazine revolution and the TV phase, the unmistakable push to have prettier women on TV screens cannot ne ignored.TV veteran Palki Sharma agrees who is now a part of recruitment in offices after spending 16 years behind the camera, says that the discrimination is not even veiled. “When a woman applies for the job of an anchor, the discussion is whether she’s fat or has a big nose. While for men the discussions are about how his talents or experience would help the channel,” she says. She adds that across the industry women are breaking molds and while the number of women in leadership roles are limited, there’s an acceptance across leading newsrooms. Yet, she says, news remains a business of scoops and after-hours meeting with sources which is easier for men, but could lead to a treading on eggshells for women. In addition women are easily dismissed because men feel they know more, she says.Award-winning reporter Neha Dixit says that she uses this factor to her advantage. “When I am in the middle of a mansplaining episode, I act like I don’t know anything at all, and that has held me in good stead,” she says while recalling the time she met Khap Panchayat leaders in 2008 for a story. While they were dismissive, their explaining of the issue helped her write her story.Dixit, who has travelled extensively across the country in search of scoops and investigations, says that unlike international organisations, Indian media-houses do not provide back-ups to reporters sent to conflict areas. She recalls an incident in 2011 when she and her cameraman were picked up by Maoist leaders on the Odisha-Jharkhand border. She lost contact with her family, and her office did not even bother to check up on her for the two days she was off the radar. She came out of that fix with a broken wrist and says, “One must stand on their feet and find a way out.”Another episode in a Gujarat school landed her locked from outside because she was writing how the organisation running the school was trafficking children from Assam to convert them.Another problem that women often face and rarely talk about is the lack of toilet facilities. “Usually there’s no clean place, and one has to find out ways or land up in people’s homes,” she says. With the lack of hygiene, the possibility of a disease remains high. The tools of journalism, female reporters feel, is what holds them on good ground in tricky situations.CHANGING TIMES, CHANGING INDUSTRYOpportunities for women in the news industry have significantly gone up since 1970s. Yet, with the proliferation of information across networks, the challenges that women face have also increased manifold. While women are breaking moulds across countries and industries, the number of women in leadership roles are still limited. However, there’s an acceptance of women in leading newsrooms.Unlike international organisations, Indian media-houses do not provide back-ups to even female reporters sent to conflict areas. The necessary tools of journalism for women, most female reporters feel, is what holds them on good ground in tricky situations.

Bypolls: BJP draws blank, Congress retains 2 in MP, loses one to BJD

The Congress today retained both the assembly seats in BJP-ruled Madhya Pradesh while it lost to the BJD the lone constituency in Odisha where bypolls were held this month.Brajendra Singh Yadav of the Congress defeated his BJP rival Baisahab Yadav by a margin of 2,124 votes to win the Mungaoli seat while in Kolaras, Congress candidate Mahendra Singh Yadav prevailed over Devendra Jain of the BJP by 8,083 votes. Brajendra Yadav got 70,808 votes while Baisahab Yadav bagged 68,684, a poll official said. In Kolaras, Mahendra Yadav polled 82,515 votes and Jain 74,432 ballots, the official said. The by-elections of February 24 were necessitated by the deaths of sitting Congress MLAs.In Odisha, ruling Biju Janata Dal wrested the Bijepur assembly seat from the Congress with its candidate Rita Sahu defeating her nearest rival, Ashok Panigrahi of the BJP, by 41,933 votes. The Election Commission said Sahu polled 1,02,871 votes against the 60,938 secured by Panigrahi. Pranaya Sahu of the Congress, which had held the seat three terms in a row, came third with 10,274 votes and lost his deposit. The by-election was held following the death of three-time Congress MLA Subal Sahu in August last year. The BJD fielded his widow as its candidate, while Panigrahi left the BJD and contested from the BJP. Also readMadhya Pradesh bypolls 2018: Clean sweep by Congress, wins both Mungaoli and Kolaras Odisha CM says win significant:With the party candidate losing his deposit, Odisha Congress chief Prasad Harichandan stepped down from his post soon after the results were declared, owning moral responsibility for the dismal show. Also readBijepur bypoll Results 2018: BJD’s massive win will have impact on future elections, says Naveen Patnaik”He (Harichandan) has sent his resignation letter to the Congress president today,” All India Congress Committe General Secretary and Odisha in-charge B K Hariprasad told PTI over phone.Asked whether the resignation has been accepted, Hariprasad said, “No decision has so far been taken on his resignation. The Congress president will decide what to do.” The BJP had polled 30,001 votes from Bijepur in the 2014 Assembly elections. While the BJD’s vote share jumped to 56.78 per cent from 31.88 per cent in 2014 Assembly elections, votes polled by the BJP also increased to 33.53 per cent from 18.11 per cent.Votes polled by the Congress nosedived to a meagre 5.65 per cent from 32.15 per cent in 2014.Chief Minister Naveen Patnaik said the Bijepur by-poll result would have an impact on future elections in Odisha.”Such an enormous victory with a margin of more than 40,000 votes will have an impact on future elections,” he told reporters while thanking the people of Bijepur for the overwhelming support to the BJD.”I would like to express my deep gratitude to the people of Bijepur Assembly constituency for having showered their blessings on the BJD,” Patnaik said.Asked about pre-poll violence in Bijepur, he said, “People will not stand for violence in a democracy.” Odisha’s people were peace loving and has rejected the politics of hatred and violence, Patnaik tweeted.Following her win, Rita Sahu said, “I will work for the all-round development of the people in our area and strive hard to fulfil my husband’s dream.” Union Petroleum Minister Dharmendra Pradhan congratulated Sahu for the victory and claimed that the bypoll result has left the Congress irrelevant in Odisha’s political turf.Asserting that the BJP was unable to properly present before the people the “inefficiency and misrule” of the BJD, Pradhan claimed the bypoll result amply demonstrated that there existed a tactical understanding between the BJD and the Congress.About the poor show of the Congress candidate in Bijepur, B K Hariprasad said, “We could not match the money and muscle power of both the BJD and the BJP.” Scindia elated with victory: Elated over the victory, senior Congress leader Jyotiraditya Scindia — in whose Lok Sabha constituency, Guna, both these seats fell — tweeted, “I thank people from the bottom of my heart. Congratulations to all on this victory. I will be with you and stand true to your faith in me, forever (sic).” “It was a victory of people’s faith over the money power,” he tweeted further.Leader of Opposition in the Assembly Ajay Singh said the outcome showed that this was the last year of the BJP’s rule in the state.”The BJP has failed to win two bye-elections, but is claiming that it will win over 200 seats in the year-end Assembly polls. The BJP had pressed the entire cabinet into the campaign and misused power. The results show that Chief Minister Shivraj Singh Chouhan has lost the people’s faith,” he said, attributing the victory to Scindia’s hard work.State BJP chief Nandkumar Singh Chauhan pointed out that the victory margin of the Congress candidates had reduced.”These were Congress seats, but the BJP’s vote share has increased. In Mungaoli, the margin of victory for the Congress has been reduced to about 2,000 votes. In both the seats, the BJP’s vote share has increased. The BJP is going to form the government for the fourth successive time (in the state) by winning the next Assembly election,” he said.

The counting of votes for the by elections in Mungaoli and Kolaras in Madhya Pradesh and Bijepur in Odisha began at 8 am on Wednesday.Earlier, the voter turnover for Mungaoli and Kolaras in Madhya Pradesh was 77.05 and 70.4%, respectively. Bijepur recorded a voter turnout of 72%. The Congress and BJP are at loggerheads in MP, while the BJD is looking to win.Thirteen candidates, including the Congress’ Brijendra Singh Yadav and the BJP’s Bai Sahib, are in fray in Mungaoli, while 22 candidates, including Congress’ Mahendra Singh Yadav and BJP’s Devendra Jain, are contesting in Kolaras. At 10.45 am, the Congress was leading by 690 votes in Kolaras and by 174 votes in Mungaoli bypolls. India successfully conducts trial of nuclear capable of Prithvi-II missile – what you need to know

India today successfully conducted a night trial of its indigenously developed nuclear capable Prithvi-II missile with a strike range of 350 km, from a test range in Odisha. The surface-to-surface missile was test-fired from a mobile launcher from launch complex-3 of the Integrated Test Range at Chandipur near here around 8.30 pm, as part of a user trial by the Army, defence sources said. The perfect test launch came after successful trial of the Agni-5 missile on January 18, Agni-1 on February 6 and Agni II yesterday from the Abdul Kalam Island off the Odisha coast.Prithvi II missile was also successfully test fired earlier on February 7 from the ITR at Chandipur. The state-of-the-art Prithvi-II missile is capable of carrying 500 to 1,000 kg of warheads and is thrusted by liquid propulsion twin engines. The sophisticated missile, which has a strike range of 350 km, uses advanced inertial guidance system with manoeuvring trajectory to hit its target, they said. The missile was randomly chosen from the production stock and the entire launch activities were carried out by the specially formed Strategic Force Command (SFC) of the Army, and monitored by the scientists of the Defence Research and Development Organisation (DRDO) as part of training exercise, the sources said.”The missile trajectory was tracked by radars, electro-optical tracking systems and telemetry stations by the DRDO along the coast of Odisha,” they said. The downrange teams onboard the ship deployed near the designated impact point in the Bay of Bengal monitored the terminal events and splashdown. In salvo mode, on November 21, 2016, two missiles were successfully test fired in quick succession from the same base and the last trial was successful on June 2, 2017 from the same base.Inducted into the Armed forces of the country in 2003, the nine-metre-tall, single-stage liquid-fuelled Prithvi-II is the first missile to have been developed by the DRDO under the Integrated Guided Missile Development Programme (IGMDP), the sources added.

Odisha: Smriti Irani, Naveen Patnaik campaign for BJP, BJD respectively; shoe hurled at Odisha CM

Odisha Chief Minister Naveen Patnaik and Union Minister Smriti Irani on Tuesday hit the campaign trail in Bijepur Assembly constituency to canvass for the candidates of their respective parties and wooed farmers, and weavers, who comprise over 50 % of electorate. It was a show of strength by the ruling BJD and the opposition BJP as both the parties roped in star campaigners to woo voters ahead of the Bijepur Assembly by-poll slated to be held on Sunday.Patnaik, who is also the BJD president, and Irani, a senior BJP leader, addressed more than two public meetings besides holding roadshows in separate areas, as the electorate of the Assembly constituency witnessed trading of charges between the BJD and the BJP.In his address at Badagaon village of Barpali block, Patnaik highlighted the activities undertaken by the Odisha government for the development of farmers and weavers and hit out at the Centre for imposing GST.”The weavers here have made Odisha proud. Unfortunately the Centre imposed 18 % GST on handloom products. However, after Odisha’s demand the GST was reduced to 5 %. We are demanding a complete waiver,” he said. The chief minister said the BJD government had implemented Gangadhar Meher lift irrigation project to address the problems of farmers in Bijepur. The project will irrigate 32,000 hectares — 19,000 hectare at Bijepur, 8,000 at Sohela and 5,000 at Barpali. To woo the women voters, he spoke of his choice, Rita Sahu — the widow of former MLA Subal Sahu — as the party’s candidate for the bypoll.Patnaik, who will spend the night in Bargarh district, also took part in a 6-km long road show from Barpali to Kumbhari village.Hours after Patnaik’s meeting at Barpali, Irani, the Union Minister for Textiles and Information and Broadcasting addressed her second public meeting at Bijepur and countered the chief minister’s charges.Earlier, Irani had addressed a meeting at Gaisilat where she talked of the benefit of the Centre’s Ujjwala Yojana to women.Seeking votes for BJP candidate Ashok Panigrahi, she said the Centre has also made schemes to provide safe drinking water for all which will mitigate the hardships faced by women.”Development has gone for ‘vanvas’ since 18 years under Naveen babu’s rule. Now, you have to decide the fate of BJD government,” Irani said.”Though he (Patnaik) claims to be worried for the weavers community, he has never written a letter to the textile ministry nor spoken to me over phone on the problems faced by Odisha weavers,” she said.Alleging that Patnaik has been misleading people in order to garner votes for his party candidate, Irani said, ”Patnaik has been misleading people as GST is not applicable on handloom products below Rs 20 lakh turnover. How can it affect the weavers earning Rs 5,000 or Rs 6,000 per month ?”Highlighting the Centre’s Jan Dhan Yojana, She said, ”Goddess Laxmi doesn’t come walking with Naveen babu, but sits atop the ‘lotus’ and ushers in prosperity.”Union Petroleum and Natural Gas Minister Dharmendra Pradhan, who shared the stage with her, claimed that though the state government has announced a Rs 1250 crore irrigation scheme for the farmers of Bijepur it has not made allocation of even Rs 1,250 for it in the state budget.”The irrigation project announcement was made to mislead people to get their votes,” Pradhan said.Union Minister for Tribal Affairs Jual Oram accused the BJD government of not bringing development in Bijepur and across the state.Congress candidate Pranaya Sahu, who has been campaigning with the local Congress leaders, claimed, ”The people of Bijepur have decided to vote for Congress as they see flow of black money both by BJD and BJP.’The Congress has been holding the seat since 2004.The bypoll in Bijepur Assembly segment was necessitated due to the death of Congress MLA Subal Sahu in August last year. The constituency has 2.21 lakh voters.Shoe hurled at Odisha CMA man hurled a pair of shoes at Odisha Chief Minister Naveen Patnaik when he was addressing an election meeting in Bargarh district today, police said. The chief minister escaped unhurt but the footwear hit his personal security officer. The attacker was swiftly taken into custody by the security personnel, while the chief minister was escorted to safety. The incident took place at Khumbhari village in Bijepur Assembly constituency when Patnaik was addressing a meeting following a road show in Barpali. The man has been detained at the local police station and is being questioned, police said. The bypoll for Bijepur seat is scheduled for February 24.Leaders of both the ruling BJD, and opposition BJP and Congress condemned the incident.”It is an unfortunate incident. It appears to be sponsored as the BJP is losing the election in Bijepur,” BJD vice president and Odisha minister S N Patro told reporters in Bhubaneswar.”We strongly condemn it. There is no place for violence in democracy,” BJP spokesman Sajan Sharma said.Congress spokesman Debasish Patnaik said the episode has set a bad trend in Odisha. The incident comes three weeks after a woman hurled eggs at Patnaik while he was addressing a gathering during the Talasari beach festival in Balasore district on January 31.The woman was arrested and sent to jail, but the police later withdrew the case against her at Patnaik’s insistence.

Loss is entirely BJD’s : Twitter reacts to Baijayant Panda’s suspension

With Biju Janata Dal (BJD) finally showing doors to Baijayant Panda, popularly known as Jai Panda, many Twitterati weighed in on the developing story. Panda is extremely well known on Twitter and has fans for his candid views on both sides of the political divide. Many said that it is just a matter of time before Panda joins BJP. Some said that Panda has lot of explaining to do regarding the allegations leveled by his party. But most believed that it is a big blow to BJD, as articulate Panda is its national face, Predictably, Panda took to Twitter to confirm the news that he has been suspended from BJD and also said that Odisha CM Navin Patnaik has been mislead. Here’s how Twitter reacted:Days after BJD MP Baijayant Panda took to social media to raise his voice against Odisha CM Naveen Patnaik, he has been suspended from the party. The charges against him range from indulging in anti-party activities to ‘monopolistic utilisation’ of MPLAD funds. Panda had said that there is an ‘orchestrated campaign’ to discredit him. Many political pundits believe that this decision was long time coming as Panda increasingly refused to tow Naveen Patnaik’s line inside the party. Panda, who is extremely popular on Twitter often praised various schemes of the Modi government. He even faced violent protests from BJD workers lin May last year in Kendrapara when eggs were thrown at him. Panda however said at that time that he wil not be cowed down by such protests. Panda’s next political move will be closely watched at a time when BJP is gaining traction in Odisha. The Assembly poll for the state is due next year. Panda supported demonetization, hailed PM Modi’s foreign speeches, said EVMs are tamper proof and even supported the concept of One Nation, One Election. In a way for long, he wasn’t the quintessential opposition leader and perhaps that precipitated his fall in BJD.

India’s most powerful nuclear capable Agni-V ballistic missile successfully test-fired off Odisha coast

India successfully test-fired Agni-V, the intercontinental surface to surface nuclear capable ballistic missile from a test range in Odisha, on Thursday. The most powerful missile was test-fired from Abdul Kalam island off the Odisha coast at 9:53 am, news agency ANI said. The indigenously-developed surface-to-surface missile, Agni-5, is capable of striking a target more than 5,000 km away. Delhi Police bust inter-state marijuana racket, arrest 4

Delhi Police arrested four members of a drug-selling gang, including a woman, who used to supply narcotics to Delhi-NCR in huge quantity. Police said that the gang used a modified car in which they had created a secret boot space under the rear seat to hide the drugs. Over 100 kgs of marijuana was seized. The seizure and arrests have been made by the team of special staff of the southeast district. Senior officers said that the gang only used to transport drugs by road in the specially modified hatchback vehicle. The accused were identified as Jagbandhu Patra (27), a driver by profession who hails from Odisha and one Rajgir (32), who was previously involved in criminal cases of NDPS Act and dacoity in Patna and Vaishali districts of Bihar. Apart from them, a woman, Mahinoor (42) who hails from Murshidabad, West Bengal and had been residing in Delhi with her three daughters, was also arrested. She had previously been arrested for supplying narcotics and was released from jail on bail. The fourth accused was identified as one Murtishankar (44), who started his career as an employee at a dry-cleaner’s shop in Tamil Nadu but 15 years ago came to the national Capital with his family.DCP southeast, Chinmoy Biswal said that in order to curb the inflow of narcotics in the city, a special drive was undertaken amid which input was received that a gang has been actively transporting narcotics to the Capital from states like West Bengal, Odisha and Andhra Pradesh.”The information was developed by the special staff and during surveillance, it was found that the gang had been transporting drugs by road. Following a tip-off, Jagbandhu and Rajgir were arrested when they entered Delhi from Faridabad on Thursday. On their disclosures, Mahinoor and Murtishankar were also held and a total of 123 kilos of marijuana was recovered,” the DCP stated.Biswal added that the vehicle used by the gang was modified to hide the narcotics. The rear seat of the car was specially designed and a secret boot space had been cut out under the rear seat, making it impossible to detect the drugs at regular picket checking, the officer saidMODIFIED SEATDCP southeast, Chinmoy Biswal added that the vehicle used by the gang was modified to hide the narcoticsThe rear seat of the car was specially designed and a secret boot space had been cut out under the rear seat, making it impossible to detect the drugs at regular picket checking, the officer said.

Dharmendra Pradhan urges ‘rowing’ of dialogue to settle Mahanadi storm

The gradual calmness in the downstream flow of Mahanadi river in Odisha has kicked up a storm in the parliament. While Odisha continues to accuse neighbouring Chhatisgarh of cornering water far in excess of the equitable share by ‘illegal’ construction dams and weirs, central government is in no mood to ‘tribunalise’ the dispute. Water resources minister Nitin Gadkari, while responding to a series of supplementaries from BJD members in Lok Sabha, urged to settle the Mahanadi water sharing dispute with Chhattisgarh through dialogue. He said that records show that moving tribunal disputes are not resolved in 20 to 30 years.“While the Centre is bound by law to set up a tribunal to settle inter-state water disputes, it would be better if the state government approached the Centre for a dialogue. If the state government is not satisfied, it can meet the Prime Minister,” he said.Gadkari’s statement is in sync with BJP’s popular face from Odisha petroleum minister, Dharmendra Pradhan. He said that Prime Minister Narendra Modi wants that Odisha and Chhattisgarh should hold another discussion on the Mahanadi River water dispute to resolve the issue through negotiations before setting up of a tribunal to adjudicate the dispute. He said that the Prime Minister has asked the Union Water Resources Minister to arrange Chief Minister-level talks soon between the two warring states.“In case the Chief Minister-level talks fail, a tribunal would be formed mandatorily as per law,” Pradhan added. He however, feared that resolving an inter-State water dispute by a tribunal is a time-consuming process and disputes have continued for years without any resolution, he said.He said that the central government is planning to constitute a single tribunal to resolve all such inter-state water disputes which is likely to be formed in next three four months. He said that the demand of Odisha government for a special tribunal is impractical as the resolution in such tribunals take decades.“Single tribunal will be more effective and efficient in resolving these disputes. BJP should not politicise this issue in the larger interest of Odisha,” he said.Pradhan has been mediating between state and central government for long to resolve this pending dispute. Even when Uma Bharti was handling water resources department, he had tried to interlocute dialogue between Odisha government and central government. But Odisha government didn’t agree for any kind of dialogue and demanded a tribunal to resolve the dispute. Despite repeated nonchalance of Odisha government, Pradhan continued to pursue this issue with the new water resources minister Nitin Gadkari also and met him more than twice to find an amicable solution. The Mahanadi water dispute is likely to blow up as a major issue when Odisha goes for elections in 2019. The central government wants to settle this issue amicably before that as the other party of the dispute – Chhattisgarh is scheduled for elections this year only. “Dharmendra Pradhan is likely to be the face of BJP in Odisha assembly polls. If Pradhan succeeds in resolving this issue, he will emerge as a ‘hero’ in Odisha, which fears that Chhattisgarh will part away with larger share of water if the dispute persists,” said a BJP leader. Bone of ContentionSharing of Mahanadi river water has been a serious issue between Odisha and Chhattisgarh. Odisha is now increasingly showing its resentment to the centre for not intervening and resolving the water dispute. Odisha alleges that Chhattisgarh has been constructing dams and weirs (small dams) upstream the Mahanadi river without consulting Odisha. Odisha says this would affect the flow of the river downstream and affect drinking water supply, irrigation facilities in Odisha and adversely affect the interests of the farmers. Odisha says that Chhattisgarh would utilise water far in excess of the equitable share of the waters of Mahanadi and would impact the flow of water in the Hirakud reservoir, a multipurpose river valley project, which is a lifeline for many in the state.

BSF puts up posters with photos of elusive Maoist cadre

BSF has put up posters containing photographs of 20 hardcore Maoists in Boipariguda block in the district as part of its community policing campaign. These posters, spotted at Ramagiri, Kandulbeda, Baligaon and other remote areas, also referred to the cash awards announced by governments of Odisha and Andhra Pradesh for information about the Maoists.”Through the posters we want to tell people that the Red rebels have not done anything good for tribals. They have only killed innocent people accusing them of being police informers,” said a senior BSF officer posted at Boipariguda.”We urge the people to maintain distance from the Maoists and not cooperate with them in their illegal activities,” he added.”Photographs of rebels have been pasted in remote areas so that villagers can identify them, if ever the ultras visit their area. Anyone who informs police or the BSF about the whereabouts of the extremists will get the cash award,” the official said.According to intelligence inputs, top Maoists may infiltrate into Ramagiri area, spurring the BSF and police to intensify combing operations.”Our men are on high alert as rebels might try to execute some offensive during New Year celebrations,” said Inspector General of Police (South-Western range), YK Jethwa.

Maoist activities in Kerala on rise

Representational Image

An alarming increase in the activity of Naxals has been detected by security agencies recently in Kerala where the Left Wing Extremists have started perpetrating violent acts by espousing the cause of tribals.Officials said security agencies have found that the Western Ghats Special Zonal Committee of the CPI (Maoist) have launched a “series of actions” in the southern state, begining with vandalising forest department establishments in Wayanad and Palakkad districts recently. There are ten identified Naxal violence-affected states like Chhattisgarh, Jharkhand, Odisha, Bihar and Maharashtra.”The red extremists are raising issues of alleged environmental pollution due to mining and other quarrying activities and the high-handedness of police and forest department officials which leads to the dispalcement of tribals from these areas. They are trying to take up cudgels on behalf of tribals and their rights,” they said. They said these developments are alarming as “Kerala has never seen such incidents occuring with so much stead in the recent past.” There had been some reports of Naxal activities in the state in the period between 1960-70s.The agencies have specifically found that the Maoists, through their local communication channels, are trying to highlight the alleged “misreable” condition of the tribals of Manjeeri area of Malappuram district.”They are spreading the message that the tribals’ plight in the state and in these specific areas is because of the indifference of forest and tribal welfare departments and alleged inaction by the state police,” they said.

What is happening is ‘ghar wapsi’, not conversion: RSS ideologue MG Vaidya

File photo

Amid a raging row over alleged religious conversions undertaken by right-wing groups, RSS ideologue M G Vaidya on Monday said what is happening was not change in faith, but “homecoming” of those who had left the Hindu fold.”This is not religious conversion. This is `ghar wapsi’ (homecoming of Hindus who adopted other religions),” he told PTI in Nagpur when asked about faith change programmes of certain groups, an issue which has rocked Parliament and disrupted its functioning. The `ghar wapsi’ programme of Hindutva outfits is not new. It was launched in 1995-96, but this time around too much hue and cry has been raised over the issue, he maintained. On the issue figuring prominently in Parliament and leading to its repeated adjournments, the former Maharashtra MLC said the Opposition members, probably, do not have much work in the House and hence they are creating ruckus. There had been a “spurt” in conversion of Hindus into Christianity since 1964-65 but nobody raised this issue, Vaidya stated. Odisha had recorded the highest number of such conversions, he claimed.

Representational image.

Prime Minister Narendra Modi is likely to inaugurate the much awaited Rs 35,000 crore refinery project of Indian Oil Corporation (IOCL) here in March next year, Union Petroleum Minister Dharmendra Pradhan said today. The 15 MTPA capacity oil refinery project of IOCL, now in final stage of completion, is expected to be commissioned in March 2015, Pradhan said while laying the foundation stone of a Poly-Propylene plant here.Recalling that former Prime Minister Atal Bihari Vajpayee had laid the foundation stone for the refinery project, Pradhan said its inauguration would be done by Modi. Describing the state-of-the-art refinery as the largest of its kind in the country, the Minister said it would refine all kinds of crude and produce petrol, diesel, LPG, propylene and ATF.Paradip Refinery, which is set to be among the most advanced refineries in the country, would cater to the energy needs of Odisha, Andhra Pradesh, Madhya Pradesh, Uttar Pradesh, Bihar, Jharkhand, Chattisgarh and West Bengal, he said.To draw full advantage of the industrial growth that would be ushered in by Paradip refinery, and to enlarge the kitty of value added products, several other petro-chemical projects have also been envisaged in the area, IOCL officials said.

Problems of big projects to be sorted out soon, says Odisha CM Naveen Patnaik

With Prime Minister Narendra Modi reportedly assuring South Korea President Park Geun-hye to fast-track Posco project, Odisha Chief Minister Naveen Patnaik on Saturday said the state would “sort out” problems of all big projects.”I think all the big project problems will be sorted out.Prime Minister Narendra Modi spoke to South Korean President to put Posco under quick path,” Patnaik said at an interaction orgainsed by a business daily.Patnaik was cautious in using words in regard to the Posco project, which has been delayed by about 10 years. Though the South Korean steel major signed the MoU with the state government in June, 2005 to set up a 12mtpa steel mill at an investment of Rs 52,000 crore, then billed as the largest FDI in the country the project, it is yet to see light of the day.The chief minister’s statement on the big projects assumed significance as investments by Posco and Vedanta face problems in the state. The projects of both companies face the problem of raw material linkages. While the steel major was yet to get prospecting licence for the Khandadhar iron ore reserve, Vedanta’s project had been starving for the raw material after the state’s plan to mine bauxite from Niyamgiri Hills in Kalahandi district failed. Recently, Patnaik had assured Vedanta Group chief Anil Agarwal of supply of raw material.Prime Minister Modi has reportedly assured South Korean President Park Geun-hye at Myanmar that the government would give full support for setting up the mega steel plant proposed by Posco in Odisha.Modi and Park met at the Korea-India summit, organised on the sidelines of the ASEAN Summit at Nay Pyi Taw in Myanmar. Meanwhile, the state government has recommended for a prospecting license (PL) in favour of Posco India to mine in the Khandadhar iron ore reserve in Sundargarh district of Odisha.Stating this, Odisha Steel and Mines Minister Prafulla Kumar Mallick said the Centre had rejected the earlier proposals.”Now we have sent the revised recommendation requesting the Centre to grant PL for a notified area of 2,083 hectares in Khandadhar iron ore deposit area,” he added.

‘Narendra Modi government paying attention to power-starved eastern states’

Keeping politics at bay, the Narendra Modi government is paying special attention towards eastern states, including Bihar, for improving power situation, Union Minister for Power Piyush Goyal said today.”We have clear cut instruction from Prime Minister Narendra Modi to extend all help to eastern states including Bihar to make them self-reliant in the power sector,” Goyal told reporters. The minister said this before leaving for commercial launch of unit IV of the NTPC Barh Super Thermal Power Plant (STPP) and declare commercial operation of 110 MW unit II of the Muzaffarpur Thermal power station (Stage I).”Recently Bihar Chief Minister Jitan Ram Manjhi met me with a list of proposals including providing uniterrupted electricity supply in six districts to which Centre told him – why only 6 districts, we will help you to get 24×7 power supply in all 38 districts,” he said.”There is clear cut instruction from the PM not to bring any politics in power sector in the energy-starved eastern states like Bihar, Odisha and West Bengal,” he said. With the supply of additional 429 MW power from new Barh unit, the electricity supply to the state from central schemes would rise to 1948 MW.Goyal said soon the ambitious scheme of “Deendayal Upadhyay Gram Jyoti Yojna” under which farmers would be supplied uninterrupted electricity through dedicated feeders would be launched in Bihar.

Tribals hit hard by tardy implementation of land rights

The much touted pro-tribal development plank of the government of giving land titles to tribals to curb Maoism is proving to be mere sloganeering. The records accessed by the Centre show that despite having a Central Act nearly all the Maoist affected states have performed badly in ensuring rights and entitlements of local communities as title deeds for land rights still have not been distributed to the majority of tribal population.Among the worst performer states is Bihar that till July 31, 2014 managed to distribute land title deeds only to 1.67 percent of the total claims. Of the total 2930 claims, Bihar government rejected 1644 claims, disposed of 1672 but could manage to distribute only 28 title deeds.Uttar Pradesh (19.51%), Maharashtra (34.18%), Madhya Pradesh (40.28%) and Chhattisgarh (43.73%) are the other laggard states that have not been able to distribute title deeds to the majority of claimants.Out of a total of 92,433 claims, Uttar Pradesh has distributed only 17,705 land titles, while Maharashtra has succeeded in giving only 1.43 lakh land titles out of 3.48 lakh of total claims. The worst Maoist affected Chhattisgarh has managed to give land title deeds to only 3.12 lakh people against 7.56 lakh claims. The poor performance of all the Maoist-affected states, barring the exception of Odisha that has distributed title deeds to 70.71% of total claimants, will be discussed in detail in a high level meeting on Wednesday. The meeting on “the state of Left Wing Extremism” will be chaired by union home minister Rajnath Singh.”The Centre is aware that tardy progress in settling land deed claims can have serious implications. It can result in tribals lose faith in the government administration and push them back into the Maoist fold. The meeting is expected to address this issue,” said a senior home ministry official.Recognising the need to equip tribals and forest dwellers with land ownership and forest produce rights to wean them away from Maoist ideology, the Central government had enacted Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act in 2006.Distribution of land title deeds, specifically is meant to protect tribals and forest dwellers from the nexus of corrupt local administration, middle man and forest mafia that kept exploiting them during past several decades and virtually pushed them to join Maoist movement.

Maoist, Indian Mujahideen threat loom on Jharkhand polls

Centre has rushed 14,000 additional CRPF jawans to Jharkhand

The union home ministry has asked the Jharkhand government to maintain high level of alertness till end of December as both Indian Mujahideen (IM) and the CPI (Maoist) could carry out attacks and blasts during five phase assembly polls beginning November 25.Inputs from intelligence agencies indicate that remnant modules of IM could target politicians and public places to avenge successful operations by the security agencies that has caught several of its key men at the top and make their presence felt. The CPI (Maoist) could also target politicians and security forces to show that they are not down and out in the area that is known as their stronghold.”The Maoists have taken severe beating by the security forces in last one year and their movement has also suffered a blow due to rampant surrenders of their cadre, including from the middle level leadership. They are hard pressed to show their presence to keep maintaining their domination among tribal that is threatening to erode now. This calls for high level of alertness and preparedness on our part which we are maintaining,” said a senior officer of the central reserve police force (CRPF).To keep the Maoist threat at bay during elections, four Israeli Herons (Unmanned Aerial Vehicles) are being pressed into operations in Jharkhand.Sources said these Herons would especially keep an eye on movement of Maoists guerrillas on interstate borders with Odisha, Chhattisgarh and Bihar as Maoists are known to apply hit and run tactics during elections.Besides, the CRPF will also make extensive use of Netra, smaller size UAVs, to keep check on Maoist movement in dense jungles where Herons are incapable of penetrating. To aid existing 40,000 central armed police forces, Centre has rushed 14,000 additional CAPF jawans to Jharkhand.
