Dharna drama: Manish Sisodia and Satyender Jain discharged from hospital; to immediately resume work

Aam Aadmi Party leaders Satyender Jain and Manish Sisodia were discharged from a Delhi hospital on Tuesday itself after the duo went on an indefinite strike late last week, reports say.Medical Superintendent of the LNJP Hospital J C Passey said, “Both the ministers were discharged around 10 am. Their health parameters, including ketone level in urine are normal now.” Delhi Deputy CM Sisodia had earlier tweeted about his health. “With Doctor’s care and your blessings, I am recovering fast. Yesterday, my ketone level was 7.4 & BP reached 184/100, which was leading to renal failure. But now everything is under control. If doctors allow I’ll try to be back to work today only. AAP Protest March: Delhi Metro shuts five stations as AAP workers protest

Five prime metro stations in the heart of Delhi were on Sunday closed in view of a protest march by AAP workers from Mandi House to the Prime Minister’s residence.The march which began around 5 pm is in support of Chief Minister Arvind Kejriwal and three of his cabinet colleagues, who have been holding a sit-in at the LG office for the last one week, demanding that LtGovernor Anil Baijal direct IAS officers to end their “strike”.They also demand that the Lt Governor approve the proposal for doorstep delivery of ration.Kejriwal had on Friday said that the march was planned after his letters to the prime minister, seeking his intervention in the matter, drew no response. Lok Kalyan Marg metro station, which falls in the vicinity ofPrime Minister Narendra Modi’s residence at 7, Lok Kalyan Marg was the first to have been shut ahead of the march.”As advised by Delhi Police, no entry or exit will be available at Lok Kalyan Marg station from 12 noon onwards till further directions,” a senior DMRC official said earlier.He later said four more stations were closed, but interchange facilities at Central Secretariat station would be available.”As advised by the police, entry and exit at four more metro stations will be closed from 2 pm onwards till further directions. ‘All departments working, false information being spread’: Amid Delhi stand-off, IAS officers counter Kejriwal charges

Amid ongoing stand-off in Delhi, the IAS Association members on Sunday countered Arvind Kejriwal led Aam Aadmi Party’s charges and said that they are not on strike and malicious information about them is being spread.Chief Minister Arvind Kejriwal, his deputy Manish Sisodia and ministers Gopal Rai and Satyendar Jain have been at Lt Governor Anil Baijal’s office since last seven days to press for their demands, including a direction to IAS officers to end their “strike” and action against those who have struck work for “four months”.Kejriwal has alleged that the work of the AAP government has been affected due to the “strike”. The officers’ association maintains that no officer is on strike and no work has been affected.However, denying Kejriwal’s charges, IAS Association Member Manisha Saxena said, “We are not on strike. The misinformation being spread is false and malicious. We are attending all meetings and all departments are doing their work. Everybody is working, sometimes on our holidays.”Another member, Varsha Joshi said, “Let us do our work. We are feeling frightened and victimised. We are being used for completely political reasons.”Meanwhile, the AAP is holding the march to support the sit-in of Chief Minister Arvind Kejriwal and his cabinet colleagues.The Delhi chief minister has claimed that the IAS officers working for Government of National Capital Territory of Delhi (GNCTD) were “only working on important files” and “not responding to Ministers’ calls and messages, and not attending meetings”.Therefore, Kejriwal had asked Baijal to direct the IAS officers to end their strike and take action against officers who have allegedly struck work for four months.Chief Ministers of West Bengal, Andhra Pradesh, Kerala, and Karnataka also arrived at Lieutenant Governor Baijal’s office on Saturday to meet and extend support to the Delhi Chief Minister on the issue.

Ambulance on standby for Delhi’s AAP Ministers

A team of medical specialists examined Delhi Deputy Chief Minister Manish Sisodia and Health Minister Satyendar Jain, who are on indefinite fast at the office of Lieutenant Governor Anil Baijal’s since a few days.“A regular team, consisting of a doctor, a nurse and a helper, has been visiting to check the health of the ministers thrice a day. This afternoon, a team of specialists visited them,” said a senior official. According to the officials, Jain has lost some weight since he assumed fast on Tuesday, a day after AAP leaders, including Chief Minister Arvind Kejriwal and his deputy Manish Sisodia, had gone to meet Baijal with their demands.The specialist team consists of a cardiologist, nephrologist, endocrinologist and the medical head of Lok Nayak Jai Prakash Narayan Hospital. “At 2.30 pm, his (Jain’s) vitals were checked and his sugar level was 57 units (mg/dL).His blood pressure reading was 98/64, while the pulse reading was 70. However, ketone level (more than 3 units) has been detected in his body. In a normal condition, ketone should not be found,” the official said.Jain, who sat on fast demanding that Baijal direct IAS officers to end their “strike”, was joined a day later by Sisodia. Satyendar Jain’s sugar level drops; doctors monitoring

With the hunger strike of Delhi Health Minister Satyendar Jain’s at the Lt Governor’s office entering the third day, his sugar level has dropped to nearly half of the normal but doctors are regularly monitoring his condition.Jain is on an indefinite hunger strike since Tuesday a day after he, Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia began their sit-in there.Sisodia joined him in the hunger strike on Wednesday.AAP leaders are demanding that Baijal direct IAS officers to end the strike and act against those who have struck work for four months. AAP has also asked the Lt governor to approve the proposal for doorstep delivery of ration.Kirti Bhushan, Director General of Health Services said, “We are constantly monitoring his (Jain’s) situation. This morning, his vitals were checked and blood level had gone down to 47 units (mg/dL). A normal person should have 90-100 units of it.” Dr Bhushan further stated that a medical team is regularly monitoring Jain’s health condition.Bhushan said that Jain’s pulse reading too dropped to about 64 this morning against a normal of 72, but as long as it is above 60, it is fine.”However, ketone level (more than 2 units) has been detected in his body. In a normal condition, ketone should not be found, but when the fat in the body is used, it ends up in urine,” he said.Chief Minister, Arvind Kejriwal wrote to Prime Minister Narendra Modi on Thursday, seeking his intervention to end the IAS officers’ “strike” and claimed that Baijal was doing “nothing” to break the impasse.

AAP losing ground in Delhi, Congress should not supply it political oxygen: Ajay Maken

Former Union Minister and Delhi Congress chief Ajay Maken has expressed complete disagreement with the idea of Congress-AAP electoral tie up in Delhi to keep the BJP away at Centre. In an interview to WION, Maken said the Aam Aadmi Party (AAP) is being rejected by people of Delhi and the Congress should not provide it political oxygen by going into an alliance in 2019 Lok Sabha elections. Top Opposition leaders, former Presidents likely to grace Rahul Gandhi’s first Iftaar party as Congress president today

Former presidents Pranab Mukherjee and Pratibha Patil, ex-vice president Hamid Ansari and several opposition leaders are likely to attend an Iftar being hosted by Congress president Rahul Gandhi today.Gandhi has invited a host of opposition and senior party leaders to the Iftar, the first ever to be hosted by him as Congress chief.Senior Congress and opposition party leaders are likely to attend the Iftar at a local luxury hotel here, according to sources.Sources said leaders of all like-minded non-BJP parties, which have been holding parleys on key issues, have been invited for the event.For Rahul Gandhi this will be the first occasion to host an Iftar after he took charge of the Congress. Tussle over Delhi escalates despite HC verdict holding Lieutenant Governor as head

As the tussle between the AAP government and the Lieutenant Governor (LG) escalates, the vexatious issue as to who enjoys supremacy over Delhi has always been a bone of contention.The Delhi High Court ruled that the national capital remains a union territory with the LG as its “administrative” head. But the AAP government was not impressed and took the matter to the apex court which set up a five-judge constitution bench.The top court had heard the matter for 15 days and had reserved its verdict on December 6 last year on appeals against the high court’s 2016 verdict which had held that the LG enjoyed primacy in governance.However, the ongoing power tussle between the Delhi and Centre, represented by LG Anil Baijal, is refusing to die down as Chief Minister Arvind Kejriwal and his ministers sat on dharna and spent yesterday night at the LG’s office to press for their demands including issuance of a direction to IAS officers to end their “strike”.It is noteworthy that the high court, in its verdict, had extensively dealt with constitutional scheme and other laws relating to Delhi and had held that it becomes manifest that Delhi continues to be a union territory even after the Constitution (69th Amendment) Act, 1991 inserting Article 239AA making special provisions with respect to Delhi”.Dealing with the scope of powers, it had held that the Delhi government was mandated under the Constitution to communicate its decisions to the LG even in the case of the legislative powers of the assembly to make laws. A law passed by the assembly will come into effect only when the LG does not take a “different view”, it had said.On the authority to set up Commission of Inquiry, the high court had held that any such order would be “illegal” if they are passed “without seeking the views/concurrence” of the LG.The high court had also not allowed the Delhi government’s plea to oppose Centre’s notification to exclude central government employees from the purview of its Anti-Corruption Branch (ACB).It had held that service matters fall outside the purview of Legislative Assembly and Centre’s May 21, 2015 notification barring the ACB from proceeding against Central government employees was “neither illegal nor unconstitutional”.The high court had not approved of the AAP government’s decision to appoint its nominees as directors on the boards of private discoms saying it lacked LG’s sanction.It had termed as “illegal and unconstitutional” the policy decision of the city government empowering the Delhi Electricity Regulatory Commission to impose fine on discoms in the event of disruption of power supply on the ground that the LG was not on board.The AAP government’s decision to revise stamp duty rates for sale and transfer of agriculture land was also struck down on the same ground.Dealing with Article 239AA, which deals with Delhi, it had said the position of the LG was different from Governors of states and the LG may act in his discretion with regard to all the matters in respect of which he is required to act in his discretion ‘by or under any law’.It is not possible to hold that the LG is bound to act only on the aid and advice of the Council of Ministers, it had held.Referring to the Delhi’s transaction of business rules, the high court had said it was always open to the LG to “differ with the decision of the Council of Ministers, in which event, he has to follow the procedure as prescribed” under the rules.It, however, had held that the city government that the LG will have to act on its aid and advice in appointment of special public prosecutors.The verdict was assailed by the Kejriwal government in the top court saying that it possessed both legislative and executive powers in administering the national capital.The five-judge bench headed by Chief Justice Dipak Misra is yet to deliver the verdict.

Delhi HC allows listing of MLA MLA Kapil Mishra’s plea against Kejriwal

The Delhi High Court on Monday allowed to list a plea filed by MLA Kapil Mishra against Chief Minister Arvind Kejriwal claiming that the Aam Aadmi Party (AAP) chief has less than 10% attendance in the Assembly.A vacation bench comprising Justices Sangita Dhingra Sehgal and C Hari Shankar asked the lawyer for Mishra to file the petition when the matter was mentioned before it. “Arvind Kejriwal’s attendance is less than 10% in assembly and he totally missed special sessions for full statehood and sealing. He was there for 2 hours,” Mishra said after he was granted permission to file the plea. It is an insult to votes people of Delhi have given, he said, adding that Kejriwal salary should be cut if he isn’t attending the assembly.

Chief Minister Arvind Kejriwal levelled fresh allegations against the CBI and the Anti-Corruption Branch (ACB) on Saturday saying they have started random picking of files from the Delhi Jal Board (DJB), of which he is the minister-in-charge, to “somehow frame him in something”.In a series of tweets, Kejriwal announced that he will put out in public domain the list of all files sought by the CBI and the ACB, and asked them to either explain the reason or else “apologise to Delhiites for this witch hunting exercise”.In September last year, Kejriwal took charge of water — the first portfolio taken by him after he became the chief minister in 2015. The Haryana Sports and youth affairs department has asked its sports-persons to deposit one-third of their income earned from professional sports or commercial endorsements to the Haryana State Sports Council.Reacting to this Delhi Chief Minister Arvind Kejriwal, who hails from Haryana, called the notice ‘unfair’. He wrote: “Why? This is unfair.”As per an official notification, the amount will be used for development of sports in the state.‘One-third of the income earned by sports-persons from professional sports or commercial endorsements will be deposited with the Haryana State Sports Council. AAP Minister Gopal Rai today suggested that the powers be split between the Centre and the Delhi government to run the national capital, saying that the central government should be responsible for Lutyens’ Delhi while the city administration for the rest of the city.During a discussion on a government’s resolution on full statehood status to Delhi in the assembly, Rai said that the formula of separate responsibilities for the national capital and the Centre should be added to the resolution.The development minister said that the Centre can have responsibilities for maintaining the law and order, water and electricity in areas run by the New Delhi Municipal Council (NDMC), but rest of Delhi can be taken care of by the city government.He demanded a meeting of all ministers and AAP MLAs with Chief Minister Arvind Kejriwal on June 10 to discuss next course of action to press for party’s demand for full statehood status to Delhi.Raking up the issue of full statehood for Delhi in the assembly yesterday, Deputy Chief Minister Manish Sisodia listed projects and proposals of the AAP government, including appointment of anti-corruption ombudsman Jan Lokpal and implementation of decentralisation initiative Swaraj, was stuck because of “interference” by the Centre and the Lieutenant Governor.Sisodia had said that there were “flaws” in the system which was why an elected government did not have power.He also said that the AAP dispensation could not fulfil many of its poll promises such as appointing anti-corruption ombudsman Jan Lokpal, implementing decentralisation initiative Swaraj and installing CCTV cameras across Delhi as it did not have enough powers.

National Capital: Lack of water supply tops civic woes

Lack of water supply remained the biggest complaint of residents in the Capital, last year as a total of 1,65, 735 complaints regarding the issue were registered by the Delhi Jal Board (DJB). The number of complaints on the issue consists 43% of all civic complaints made by people during the year, which makes it the top civic issue of citizens in the Capital city.Despite this record available with the government, the issue of water supply has only gone bigger this summer, even as the Delhi government and the Centre continue to indulge in the blame-game over the issue.The figures were revealed in a survey conducted by Praja, an NGO, based on RTI responses received from various government departments.The number of complaints registered for ‘no water supply’ increased from 34,554 in 2015 to 52,100 in 2017, which is an increase of 51 %, while complaints relating to ‘contaminated water’ rose from 27,227 in 2015 to 33,884 in 2017, an increase of 24%.Also, the report mentioned that the RTI response stated that data of complaints for three months could not be recorded because of it being lost due to technical glitches. However, despite the number of complaints registered, only 29 issues related to the problem were raised in the Delhi Assembly by the AAP MLAs during the last year.On complaints such as shortage of water, dirty water, which have always been on the political agenda, MLAs have asked only 59 questions on water supply in 2017.The Capital continues to suffer despite the fact that the water utility is headed directly by Chief Minister Arvind Kejriwal. Also, piped connections to colonies and sufficient water supply were the biggest poll promises made by the AAP before coming to power in 2015.This is especially alarming since contaminated water is a breeding ground for diseases. According to RTI data, there were a total of 6,22,480 diarrhoea cases in 2016 and 303 institutional deaths in the Capital due to diarrhoea in 2014 and 2015.This is followed by an increase in the number of sewerage-related complaints registered by the DJB. There has been a 14% increase since 2015, as the complaints rose from 64,481 to 73,088 in 2017. The issue was found to be the second most complained-about.Another issue, which bothered residents was the unauthoursied constructions, against which 54,5301 complaints were recorded as against 40,187 in 2016 and 42,204 in 2015.Jal board lost track of complaintsThe report highlighted that the Delhi Jal Board (DJB) had lost track of complaints filed by the residents of the Capital for a period of three months in 2017. Justifying their stand, the DJB claimed technical problem in CRM (Complaint Redressal Mechanism), which resulted in the DJB losing the data of complaints.ContaminatedThis is especially alarming since contaminated water is a breeding ground for diseases. The BJP bagged 33.07 per cent votes while the Congress and the AAP secured 24.59 per cent and 29.49 per cent votes respectively. In 2015 Assembly polls, the BJP won three seats and its vote-share was 32.19 per cent, a decline of 0.88 per cent in comparison to its show in 2013. However, the Congress fared the worst as it secured only 9.65 per cent votes and could not open account, while the AAP got 54.3 per cent votes and bagged 67 out 70 seats.

AAP plans to contest all 200 seats in Rajasthan

Living up to its name, Aam Aadmi Party (AAP) will use inputs from the public to prepare a manifesto for the forthcoming assembly in Rajasthan. The party is currently in the process of compiling public issues and grievances through interaction and feedback with the public at the district and constituency level. These inputs will be used by the party to form its manifesto.AAP has enlisted help of Forum For Democracy for this purpose. The organisation will hold deliberations with various sections of the society and provide feedback to the party. Issues that have mainly come forth are very similar to issues in Delhi, namely; electricity, water and unemployment. AAP will form its manifesto based on these issues. District and constituency specific issues will also be included. “We are preparing a list of public grievances at grassroots level and our local leaders are also providing inputs. Issues we will include in our manifesto are those of common people,” said Deepak Bajpai, in-charge of AAP in Rajasthan.AAP had cashed in on public resentment to form a government in Delhi and is all set to employ similar tactics in Rajasthan. It plans to replicate incidents similar to Arvind Kejriwal climbing on electricity poles to severe connections. Recently, AAP leaders attempted to severe the water connection of the local MLA Vitthal Shankar Avasthi in Bhilwara. Trolleys full of garbage were dumped at the office of the municipal corporation in Bhilwara to protest against garbage not being collected.“We will contest all 200 seats in Rajasthan. We have build our network and made inroads among the youth. Our manifesto will be a people’s manifesto,” said senior AAP leader Poonam Chand Bhandari.AAP had fielded candidates in 2014 parliamentary elections in Rajasthan, but none managed to win. However, it managed to ensure victory on close to three dozen various posts in student union elections held last year. AAP has already announced candidates for 10 assembly seats. Selection of candidates is largely based on their performance in raising public issues in their respective areas.

Water supply: Arvind Kejriwal urges PM Narendra Modi to intervene to avoid crisis

Chief Minister Arvind Kejriwal wrote to Prime Minister Narendra Modi on Friday, seeking his intervention in ensuring sufficient water supply from Haryana as the Capital stares at a possible water crisis next week.”I would urge you (PM) to kindly use your good offices to persuade Haryana to continue supplying same level of water that it has been supplying for the last 22 years and not to disrupt it till the issue is finally decided by the courts,” Kejriwal said in the letter.In his letter to Modi, Kejriwal said disruption in water supply from Haryana could affect the Chandrawal water treatment plan, which supplies water to the NDMC area where Rashtrapati Bhavan, Parliament, embassies and major establishments like railway stations and hospitals are located.He further said the city had been receiving 1,133 cusecs of water from Haryana since 1996, but recently, for the first time in 22 years, the neighbouring state had contested Delhi’s right over this water and partially stopped the water supply.”The Supreme Court has directed Haryana to keep supplying the earlier quantity of water till May 21, which means the state could reduce water supply after Monday,” he said.If that happens, it would create an “unprecedented shortage of water” in Delhi and could lead to a “serious” law and order situation,” he said.In a letter to Lieutenant Governor Anil Baijal, the chief minister said, “Just two days are left, we need to act fast to prevent a crisis.” Baijal later said that he had taken up the issue with different agencies.”I have taken up the matter with Govt. of Haryana and Union Ministry of Water Resources, Govt. of India so that adequate water supply is ensured for people of Delhi – Hon’ble CM @ArvindKejriwal (sic),” Baijal tweeted.On Thursday, Kejriwal wrote to his Haryana counterpart Manohar Lal Khattar and Baijal over the issue. CS assault case: Six-member police team questions Arvind Kejriwal

A six-member team of the Delhi Police today arrived at Chief Minister Arvind Kejriwal’s office here for questioning him in connection with the alleged assault on Chief Secretary Anshu Prakash in February.Sources said the team led by Additional Deputy Commissioner of Police (North) Harendra Singh has begun questioning the chief minister at his camp office and is also recording the proceedings, as demanded by Kejriwal.Police said they have gone with their own recording equipment. While some members of the team arrived at the chief minister’s office around 4.40 pm to set up the recording equipment, Singh arrived at 5 pm.Around three-four advocates have also arrived at Kejriwal’s residence.Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19. Police said the chief minister was present when the alleged assault took place.Kejriwal had agreed to join the probe yesterday following a notice by the Delhi Police on May 16. He had demanded he be allowed to video record the proceedings. However, the police had said the proceedings will be video recorded, but the chief minister won’t be allowed to do so.The police might also summon his deputy Manish Sisodia in the case as he was present when the alleged incident took place.The police have already questioned 11 AAP MLAs present at the chief minister’s residence for the meeting. Two of the party MLAs — Amantullah Khan and Prakash Jarwal –were arrested in the case.Kejriwal, his former advisor V K Jain and Sisodia were also present in the meeting. Jain was also questioned in the case.On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. The forensic report on the hard disk is still awaited.The alleged assault on the chief secretary had triggered a bitter tussle between the Delhi government and its bureaucrats.

Delhi Chief Minister Arvind Kejriwal has agreed to join the investigation in the case of alleged assault of Chief Secretary Anshu Prakash even as he demanded video recording of the proceedings, the police said today. In a letter addressed to Station House Officer of Civil Lines Police Station, the chief minister said he would be available at his camp office at 5 pm tomorrow.”Due to some prior commitments, I won’t be able to join the investigation at 11 am. I would request you to kindly defer the time on the same day at 5 pm at my camp office,” read the letter.The city police had yesterday sent him a notice to join the investigation in the case at 11 am tomorrow. Kejriwal also demanded that he be allowed to video record the proceedings.”I wish to video record the entire proceedings during the investigation. If you have any objection, I would request you to kindly make arrangements at your end to video record the same and in such case, a copy of the recording be provided after the conclusion of my questioning (sic),” he said in the letter.A senior officer privy to the probe said a five to six member police team led by Additional Deputy Commissioner of Police (North) Harendra Singh will visit the CM office tomorrow.”The proceedings will be video recorded, but the chief minister won’t be allowed to video record the investigation. Also, it will be the police’s decision to share the recording with him. The video proceedings of the questioning of AAP MLAs and others in the case were also recorded earlier,” he said.Elaborating further, the officer said the AAP supremo will be questioned on a range of points like the reason for holding late night meetings, whether such meetings have earlier been held with the Delhi government officials etc.The police might also summon his deputy Manish Sisodia in the case as he was present when the alleged incident took place.Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19.The police have already questioned 11 AAP MLAs present at the chief minister’s residence for the meeting. Two of the party MLAs– Amantullah Khan and Prakash Jarwal–were arrested in the case.Kejriwal, his former advisor V K Jain and Deputy Chief Minister Sisodia were also present in the meeting. Jain was also questioned in the case.On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. The forensic report on the hard disk is still awaited.Leader of Opposition in the Delhi Assembly, Vijender Gupta said the “conspiracy” of assault on Prakash was “hatched” at Kejriwal’s residence, so it was no surprise that he would be questioned by the police.”The chief minister should cooperate in the investigation, instead of indulging in the politics over it,” he said.The alleged assault on the chief secretary had triggered a bitter tussle between the Delhi government and its bureaucrats.

Delhi Chief Secy assault case: Police to question Arvind Kejriwal, AAP fumes

The Delhi Police has sent a notice to Chief Minister Arvind Kejriwal asking him to appear before it in connection with the alleged assault on chief secretary Anshu Prakash in February, police said today.Reacting sharply to the development, Aam Adami Party has alleged that Prime Minister Narendra Modi is “misusing” Delhi police to “bother” Kejriwal. A senior police officer said that the notice was sent to Kejriwal today to join the investigations on May 18 at 11 am.The notice said, “You (Kejriwal) are required to attend investigation and be available at your residence/office on May 18 at 11 AM. In the event, such timing is not convenient to you due to official exigencies, kindly intimate an alternate time.” However, Kejriwal has not responded to the notice, the official said.There is also a possibility that the police may also ask Kejriwal’s deputy Manish Sisodia to join the investigation after the chief minister. Reacting sharply to the Delhi police notice, AAP’s Delhi unit chief spokesperson Saurabh Bharadwaj said, “It is for the first time in India that a chief minister is being examined in a fake case. Modi ji is misusing the police to bother the chief minister but people stand by Kejriwal.” He also alleged that the prime minister is “pressurising” chief secretary Prakash to pursue a false case against the AAP supremo. Last month, Kejriwal’s private secretary Bibhav Kumar and a party volunteer Vivek Kumar were also questioned in connection with the case. Police have already questioned the 11 AAP MLAs who were present at the chief minister’s residence for the meeting on February 19 in which Prakash was allegedly attacked.Kejriwal, his former advisor VK Jain and Deputy Chief Minister Manish Sisodia were also present there. On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. Gujarat: Breathable masks to help traffic cops battle dust, pollution

In a joint effort, the ATIRA and the NID have created a protective mask for the traffic police. The three-layered mask made of nanofibers will protect the cops against bacteria, virus, dust and even particulate matter.Over 5,000 masks were donated to the traffic department by Arvind Mills also costs less than the N95 and K N95 masks available in the market. “The masks cost between Rs 20 and Rs 50 as compared to the Rs 100 to Rs 300 for other masks. Moreover, one can easily breathe by wearing it,” said CR Prayag, officiating director, ATIRA.Prayag said once the masks are tried, they will take feedback from the cops. He said the masks will also be soon available commercially. AK Singh, the police commissioner said though the department will make use of 5,000 masks initially, the plan of distributing them is to be worked out.”We can also give the institute some feedback to make some changes. Once it’s over, we can also look at officially inducting them in the force, making them a regular feature of the traffic cops,” said Singh. He also called upon the institutes to help design uniforms made of special fabric that can take on the heat of Ahmedabad. He also pointed out the need for ergonomically made helmets for traffic constables. “The over 1,000 new recruits to the traffic department will be putting their health at risk by serving at heavily polluted traffic junctions over the next 5 to 7 years and the mask will help reduce the risk,” said Singh.Speaking about the traffic sensibilities of Amdavadis, the top cop observed that there was a need to bring in change and it would come with fear. “The Ame Amdavadi (a reference to Amdavadis lack of traffic sense) culture has reached such levels that we have reconciled to the fact and in some cases have started enjoying it too,” said Singh.He joked about how Ahmedabad as a city suffered from collective colour blindness given its inability to follow traffic signals.”With 130 cameras and a new recruits, in the coming days, we will ensure rigorous enforcement of traffic rules until it becomes a habit,” said Singh.

Days after Delhi Chief Minister Arvind Kejriwal alleged that the Lt Governor was delaying the AAP government’s CCTV project, Anil Baijal on Sunday wrote to him, saying it was “unfortunate” that the public and media were being “misled” on the issue “repeatedly and deliberately”.After Baijal formed a committee to come up with a standard operating procedure for the installation, operation and monitoring of closed-circuit television cameras, Kejriwal alleged that the only aim of setting up the panel was to interrupt government work and not let the CCTV cameras be installed.Yesterday, Deputy Chief Minister Manish Sisodia had said that Arvind Kejriwal and all AAP MLAs will walk from his residence to the L-G House on Monday seeking nod for CCTVs cameras to be installed in the city.In his letter to Kejriwal, the L-G said “misleading” information being spread by the AAP dispensation seems to be an attempt to “sidetrack” the core issue of women’s safety and the “lackadaisical approach” of the Delhi government on this issue.Asserting that no proposal relating to award of the work for installation of CCTV cameras has been received by this office, Baijal said the proposal for award of work for installation of CCTV cameras is pending with the government only and no directions have been issued by this office to stall the award of work for CCTV tender.”It is unfortunate that repeatedly and deliberately, the general public and the media are being misled that office of L-G is delaying the installation of CCTV cameras. This is far from truth,” a statement from the L-G office said in a statement quoting Baijal’s letter.According to the statement, Baijal said while the government has been talking about installation of CCTVs for the last three years without much concrete progress, more than 2 lakh cameras have already been installed in the city by Delhi Police, DMRC, DDA, local bodies, market associations, RWAs among others.However, these are being used without any Standard Operating Procedure (SOP) and regulatory frame-work, it stated.”Uncontrolled and unregulated mushrooming of CCTVs does not lead to any effective outcome for security and law enforcement and it may encroach upon the privacy of individuals,” Baijal said, adding to use these cameras effectively for law enforcement, prevention of crime and investigation, an SOP or regulatory framework for CCTVs is imperative.According to the statement from the L-G office, the committee has been set up to frame comprehensive rules, policies and procedures for installation, operation and monitoring of CCTVs in public places.It also stated that the L-G has observed that the chief minister would agree with the need for putting in place a framework to monitor the working of CCTVs The chief minister himself had complained to the L-G office on May 10 about the death of a girl in a Delhi government school, where the recordings of CCTV cameras on the date of the incident are not available. In such circumstances, the “misleading information” being spread in the media that the proposal of award of work is stalled by the office of Lt. Governor is “unfortunate”, the L-G office said.

Dust storm hits NCR, flight and metro operations hampered

Heavy dust storm has hit National Capital Region (NCR) on Sunday afternoon. Around 4.30 PM, heavy wind accompanied by strong winds showered parts of Delhi, Noida, Gurgaon and other places. The sudden spate of rain did bring the temperature down on a very hot day in the capital. Flight and metro operations were hit by the dust storm. Metro operations were stopped for 30 minutes, and over 10 flights were diverted from Delhi airport. Sunday’s storm was in line with IMD prediction regarding possible thunderstorm in Northern states. IMD on Saturday said, . Uttarakhand, Jammu and Kashmir and Himachal Pradesh are likely to witness thunderstorm, while parts of Rajasthan might see a dust storm.The upcoming thunderstorm is the result of a new western disturbance, said the IMD on Saturday. Thunderstorms accompanied with gusty winds are also very likely at isolated places over Punjab, Haryana, Chandigarh, Delhi, west Uttar Pradesh, Vidarbha, Chhattisgarh, Bihar, Telangana, north coastal Andhra Pradesh, south interior Karnataka, Tamil Nadu, Puducherry, Lakshadweep and Kerala.Delhi CM Arvind Kejriwal’s programme in IP Extension was hampered owing to heavy wind and dust storm. CCTV issue: Manish Sisodia writes to L-G; CM, AAP MLAs to walk to his house

Delhi’s Deputy Chief Minister Manish Sisodia wrote to Lieutenant Governor (L-G) Anil Baijal on Saturday seeking an approval for the installation of CCTV cameras in the city.The letter comes as a fresh confrontation between the AAP government and the L-G, a day after Chief Minister Arvind Kejriwal had sought Prime Minister Narendra Modi’s intervention in approving the project. Kejriwal had said that the L-G was creating a “hindrance” in clearing the project, which is crucial to the safety of women in the city.All Aam Aadmi Party (AAP) MLAs led by Kejriwal plan to walk from the CM’s residence at Flagstaff Road to the L-G House in Civil Lines on Monday to discuss the issue.Installation of around 50,000 CCTV cameras across the city was one of the agendas in the party’s poll manifesto before it came to power in 2015.Sisodia talking to the media said, ” The chief minister along with all Delhi ministers and AAP MLAs will walk to the L-G’s house to discuss the issue. We have been working on the CCTV project for three years now. The L-G was silent all the while. Only now when the tender has been allotted, he is seeing loopholes in the system.”The deputy CM in his letter had also informed the L-G about their visit on Monday.”Hindrance in setting up of CCTV surveillance cameras has created a public uproar. We will arrive at your office on Monday to discuss the issue with you. If the time is not suitable to you, you can please tell us an alternative time on that day,” Sisodia wrote.The AAP government had objected to a committee being set up by Baijal to come up with a standard operating procedure for the installation, operation and monitoring of CCTVs. Kejriwal had termed the setting up of this committee “unconstitutional”.

Amid growing chorus for Ramzan ceasefire, Jammu and Kashmir Chief Minister Mehbooba Mufti asked the security agencies to exercise restraint and ensure the secure environment and hassle free movement during the holy fasting month starting next week.Mehbooba made the remarks while chairing unified headquarters meeting to review the overall security situation in the state. Addressing the meeting, the Chief Minister stressed upon the security and intelligence agencies to synchronize their efforts and actions on the ground, while dealing with the challenging situations, through strict adherence to prescribed Standard Operating Procedures.An official spokesman said she advised security agencies to ensure safety and security of public and their properties, while dealing with security and law and order related incidents.She also spoke to Delhi Chief Minister Arvind Kejriwal on Saturday over the alleged assault on a group of Kashmiris in the Capital.She urged Kejriwal to ensure the safety and security of Kashmiris in Delhi.“Mehbooba Mufti asked Arvind Kejriwal to ensure and maintain the confidence and safety of people from the state in the national Capital,” an official spokesman said.

Delhi CM Arvind Kejriwal requests PM to intervene in CCTV project

Delhi Chief Minister Arvind Kejriwal wrote to Prime Minister Narendra Modi on Friday seeking his intervention in executing the Delhi government’s CCTV project. This comes two days after Lieutenant Governor Anil Baijal constituted a panel to prepare a framework for the same.The L-G House on Tuesday said the Committee has been tasked with recommending a Standard Operating Procedure (SOP) or Regulatory Framework for installation, operation, monitoring and other issues related to CCTVs in public spaces. The government had on February finalised a concessionaire to install 1.4 lakh CCTVs in different parts of the city. The AAP-led government had said work would be completed by October this year.Kejriwal sought an appointment with Modi and requested him to order Baijal to allow the installation of CCTV cameras, saying that as it was related to women safety there should be no politics over the issue.”The process to install CCTV cameras was to begin for which budget was passed. All objections regarding the project were cleared. The Cabinet had also given its nod…contract was given to Centre’s company BEL…But, your L-G suddenly created hurdles. He (L-G) formed a committee on the (CCTV) project without informing us. Why was this committee constituted when the process was completed and installation of CCTV cameras was to start…? What will this committee do?,” Kejriwal said in his letter.On Thursday, the AAP government had declared the L-G appointed committee as “null and void” saying it was the government’s job to install CCTV cameras and asked Baijal to prevent rising crimes in the city.The CM alleged that there were rumours that the L-G was creating “hurdles” in the execution of the project at the behest of the central government. He claimed that constitution of the committee by the L-G without informing the government indicates that Baijal has “ill-intentions”.”Your L-G had similarly stopped the file of mohalla clinics last year. Journalism student says she accused Cong MLA Hemant Katare of rape at behest of BJP leader Arvind Bhadoria

A journalism student, who had accused Congress MLA Hemant Katare of rape and abduction, has now claimed that she had done so at the behest of BJP leader Arvind Bhadoria and three others.Bhadoria rubbished the allegation and said he was ready for any probe including a lie-detector test, narco analysis or investigation by the CID or CBI.The 21-year-old student filed an affidavit before the court registry yesterday, claiming that, on January 27, when she was lodged in jail, four people had told her that she would have to level allegations of rape against Katare in order to gain their support.The woman was then lodged in the jail after being arrested on January 24 on a complaint by Katare that she was allegedly trying to extort money from him. She had been sent to judicial custody on January 25.”They (Bhadoria, co-accused Vikramjeet Singh, a lawyer and a journalist) said that in order to gain their support, I would have to level allegations of rape against Hemant Katare.After I refused, for the next 2 days, I was harassed,” the student alleged in her affidavit.”The lawyer frequently made visits, consoled me on hearing my tribulations in the jail and said that in order to put an end to all this persecution, there is no other way but to allege rape against Hemant Katare. Otherwise Ill have to stay in jail for at least 3 months. He assured that in this pursuit, if I fully cooperate, he has all the needed help,” she claimed in her affidavit.Earlier, after coming out on bail on February 6, the woman had made allegations of rape and abduction against Katare.Katare, however, had moved the high court and got relief from arrest after a case was filed on the basis of the woman’s complaint. Bhadoria, who had lost bypoll in Ater assembly constituency in MP’s Bhind district to Katare, termed the the woman’s allegations against him as “totally false”, “baseless” and “a conspiracy” against him by Congress leaders.”I can never be a conspirator as has been alleged. I am ready for any probe including a lie-detector test, narco analysis or investigation by the CID or CBI,” he said, adding he was consulting his lawyers on the issue.”Everybody has seen the conversation between the woman and Katare on social media sites and its content clearly shows that they were connected,” the BJP leader said.Lawyer Akash Telang, who too has been accused by the woman, also denied the allegations.He said the woman’s mother had approached him with the plea that the family has no support and therefore, as an advocate, he had helped her in getting bail.”I will give a detailed reply on the issue in the high court when the matter comes up for hearing,” he said.The matter will come up for hearing before Justice C V Sirpurkar on May 7.

Hike in fare, parking fees ‘will completely kill’ Delhi metro: Kejriwal

Chief Minister Arvind Kejriwal today criticised the hike in parking charges by DMRC and said the latest move, along with the recent fare increase, “will completely kill Delhi Metro”.The chief minister said that these moves would lead to an increase in congestion and pollution on the city’s roads.The Delhi Metro Rail Corporation (DMRC) has announced a 50-per cent increase in parking fees across different slabs.”First fare hike and now parking charges hike. These steps will completely kill Delhi Metro n increase congestion n pollution on roads. Sad (sic),” Kejriwal tweeted.Delhi’s Urban Development Minister Satyendar Jain also took a swipe at DMRC, saying “God” knows who was advising the authority.”Metro increased parking charges by 50%. Earler increased fares by 100%. God knows who is advising Delhi Metro,” Jain tweeted.The increase in parking fees for cars, bikes and cycles will come into effect from May 1.DMRC effected a steep Metro fare hike late last year.

Sitting at an office in Delhi’s posh New Friends Colony, VK Jain is nowadays busy reading about the Constitution of India. Jain, the former adviser to Chief Minister Arvind Kejriwal, resigned from the post days after he was questioned as one of the eyewitnesses of Delhi Chief Secretary Anshu Prakash’s alleged assault. He has recently enrolled with the Bar Council of Delhi.Away from the hustle and bustle of the government set up, Jain is now devoting the entire time to his family. Calling himself as a ‘non- controversial’ person, he feels that by joining the judiciary system, he has got his chance to do social work.Q: It is been almost one month since you resigned from the Delhi government. What made you switch to the legal profession?After the incident happened, I felt that it was an opportunity for me to leave the government set up. Before joining as an IAS officer, I was also selected as a judge in 1984 in the Uttar Pradesh Judiciary. But my father always wanted me to join the bureaucracy. But now, when I have left the bureaucratic setup, I feel that this job is best suited for me.Q: You have worked so closely with Delhi CM Arvind Kejriwal the AAP government led by him. What are the things that you admire about this government? And what is the one thing you want them to improve?The intentions of the AAP government are extremely positive. I admire their contribution in the field of education and health. The condition of the schools and hospitals has improved with their efforts and active participation. As I am now out of the system, I don’t feel like commenting on their weak points. But somehow, I feel that they need to work on the team spirit. A head of the family should behave like a head. He should avoid the minute issues and focus on the larger perspectives i.e the prosperity of Delhi and its people.Q: The IAS officers in Delhi are still not communicating with the AAP ministers and are observing five minutes of silence every day as a mark of their protest against the government. What, according to you, is the problem in Delhi?There is a mismatch of expectations which is hampering the work in Delhi. The issue is now in the court and the judiciary will take its own decision.Q: You have been a part of Delhi administrative set up for way too long. You have worked in various departments like DUSIB, DDA, and Indraprastha (IP) University, etc. Which profile excited you the most and why?Though, I have enjoyed working in all the departments but my tenure with the IP University was a memorable one. I worked in the varsity from 2004-2006 as a registrar. It was the time when the university was gaining popularity. In 2004, there were only 50,000 registrations for the admissions. The number jumped to 1, 63,000 in 2006. We ensured that the university standards are well-maintained.

Delhi residents may soon get paid for unscheduled power cuts per hour

Delhi Chief Minister Arvind Kejriwal on Wednesday approved a policy to compensate consumers for unscheduled power cuts by electricity discoms in the national capital.The discoms have to pay a penalty of Rs 100 for each hour of such a power outage.’The policy will come into effect after the approval of Lt Governor (L-G) Anil Baijal, said a Delhi government statement.”In a first of its kind pro-power consumer policy in the country, Chief Minister Arvind Kejriwal today approved the power department’s policy for compensating consumers for unscheduled power cuts by private power distribution companies in Delhi,” the statement said.The government hopes that the policy will be approved by the L-G.In 2016, Kejriwal had alleged that an order of his government to compensate power consumers for unscheduled electricity cuts was cancelled by the then L-G, Najeeb Jung.The latest policy has been sent to Baijal for final approval, the statement said.”The Delhi government is confident that the L-G will concur with the policy and will endorse this pro-consumer step, which will become a model for other governments in the country,” it said. Under the policy, discoms will be exempted from paying penalty in the first hour of an unscheduled power cut. For the next hour, consumers will be paid Rs 50, after which compensation will be paid at a rate of Rs 100 per hour.The first hour exemption from penalty will be available once a day for the discoms.There are three private power discoms including the BSES companies BYPL and BRPL, and the Tata Power Delhi Distribution Limited (TPDDL) that supply power to the city, barring areas under the New Delhi Municipal Council and the Delhi Cantonment.The compensation earned by the consumers will be adjusted against their monthly power bill.In case, the compensation is not paid by the discoms, the consumers can lodge a complaint with the Delhi Electricity Regulatory Authority(DERC).The amount of compensation in such cases will be Rs 5,000 or five times of the compensation payable, whichever is higher, said the statement.The affected consumers will be required to file a “no current” complaint through SMS, email, telephone, mobile apps or official websites of discoms, giving their particulars such as name, consumer account (CA) number, mobile number.The discoms will attend to the complaint and will send a confirmation message to consumers with the date and time of restoration, the statement said.It said that after the permissible time limit ends, the respective compensation amount will be automatically credited to the CA number without any manual intervention and a message will be sent to the consumer.

"Only last week, we had huge Ram Navami celebrations, which at some places also led to violence. Now, taking out rallies on Hanuman Jayanti will send a wrong message," he had said. The police have put in place elaborate arrangements across the state to avoid any untoward incident during the Hanuman Jayanti celebrations. "We will keep a tab on any suspicious movement. No one will be allowed to take out armed rallies," a senior police officer said. ”

Senior party leaders and ministers were seen taking part in the celebrations. The BJP and the Vishwa Hindu Parishad (VHP) kept their Hanuman Jayanti celebrations a low-key affair with small-scale programmes at temples and mutts. Several labourers who attended the rally alleged that they had been promised food and Rs 350 each to attend the ‘Save Haryana’ event.Some participants even claimed they had been denied the food and money promised to them. Watch the video below: Attacking the Manohar Lal Khattar government in Haryana, Kejriwal claimed the state witnessed several incidents of violence ever since the BJP assumed power and many innocents were killed and property worth crores of rupees destroyed.Referring to incidents of violence during the Jat reservation agitation in February 2016 which claimed 30 lives, Kejriwal said, “When Haryana was burning, where was (CM) Khattar sahab? When your shops, your homes were burning, where was Khattar sahab?”.The AAP leader alleged that BJP and Congress hatched the conspiracy to create a wedge among the people of Haryana.Both parties divided the people into Jats and non-Jats only for their vote-bank politics, he alleged.Kejriwal also accused the BJP of dividing people along communal lines.The AAP national convenor, who hails from Haryana, asked the people of the state to strengthen his party. Only you can build a new Haryana, he said.AAP will contest the next elections, he said referring to state Assembly elections.”We will create a new Haryana. If you want peace, security, schools, hospitals, roads, then vote for AAP,” he said. He said the BJP had backed out from its poll promise of implementing the Swaminathan Commission report but AAP would do it if it comes to power in the state.After tasting defeat at the hustings in the Lok Sabha polls from Haryana, AAP had not contested the October 2014 assembly elections in the state.The AAP leader alleged that his party’s “Haryana Bachao” rally posters were torn at many places.He claimed four years back people voted BJP to power at the Centre and in Haryana, but now were fed up with the “misrule”.”They did not even spare the traders and farmers. First demonetisation and later GST onslaught adversely hit the traders. Office of Profit Case: Delhi HC sets aside disqualification of 20 AAP MLAs, Kejriwal says ‘truth has won’

The Delhi High Court on Friday (March 23) set aside the EC recommendation to disqualify 20 AAP MLA in connection to the Office of Proft case. The matter has been sent back to EC. An elated Arvind Kejriwal tweeted that ‘truth has won’. He wrote: “Truth has won. The elected representatives of the people of Delhi were falsely dismissed. Delhi High Court gives justice to people of Delhi. Big win of the people of Delhi. Congratulations to the people of Delhi.”The bench of Justices Sanjiv Khanna and Chander Shekhar delivered the judgement on the grounds that the lawmakers weren’t given a proper hearing. The order said: “Opinion of the Election Commission of India is vitiated and bad in law for failure to comply with the principles of natural justice.”Congress leader Ajay Maken said AAP’s celebration were premature. He said: “This is temporary relief. The AAP MLAs should not celebrate. They were holding the post of benefit.”On January 21, President Ram Nath Kovind approved the disqualification of the MLAs, who were appointed as parliamentary secretaries by the Arvind Kejriwal-led government, after the Election Commission of India on January 19 had recommended for the same.Earlier on January 22, the MLAs withdrew their plea from the High Court that they had filed on January 19 after the EC’s recommendation.The Delhi High Court, on that date, refused to pass any interim order of protection to those MLAs.The salaries of 20 Aam Aadmi Party (AAP) MLAs, who were disqualified for allegedly holding the office of profit, have been stopped, Delhi Assembly Speaker Ram Niwas Goel said. With salary and allowances, an MLA gets around Rs 90,000 per month in the national Capital.According to the sources, other facilities, which are provided to MLAs, have also been stopped to these 20 AAP MLAs by the Assembly Secretariat.“The salaries of 20 MLAs, who had been disqualified by the Election Commission (EC), have been stopped. Their salaries for the month of February have not been released,” Speaker Goel said.The 20 AAP MLAs have challenged the Election Commission’s order in the Delhi High Court, which had reserved its order on February 28. Earlier, on January 24, the high court had refused to stay the Centre s notification disqualifying the MLAs, but restrained the EC from taking any precipitate measures such as announcing dates for by-polls in the Capital to fill the vacancies.In a blow to the AAP, the EC had in January asked President Ram Nath Kovind to disqualify 20 of its MLAs for holding the office of profit, setting the stage for their ouster from the Assembly.In its opinion sent to the president, the poll panel said the MLAs, by occupying the post of Parliamentary Secretaries between March 13, 2015, and September 8, 2016, held the office of profit, and were liable to be disqualified as legislators.The president had approved the EC’s recommendation and ordered disqualification of the MLAs.

Padma awards: President Kovind honours Illaiyaraja and others at glittering ceremony at Rahtrapati Bhavan

Noted music composer Illaiyaraja, Hindustani classical singer Ghulam Mustafa Khan, Hindutva thinker P Parameswaran, Kerala Bishop Philipose Mar Chrysostom and 39 other prominent personalities were conferred the prestigious Padma awards for 2018 by President Ram Nath Kovind here today.Vice-President M Venkaiah Naidu, Prime Minister Narendra Modi and his ministerial colleagues, and several other dignitaries attended the function at the Rashtrapati Bhavan.Keeping its promise of honouring “unsung heroes”, the government this year honoured with Padma awards several personalities who served the poor, set up free schools and popularised tribal arts globally.Illaiyaraja, the president of Vivekananda Kendra Kanyakumari Parameswaran, and Hindustani classical singer Ghulam Mustafa Khan were conferred the Padma Vibhusan awards.Emeritus Metropolitan bishop of the Mar Thoma Syrian Church Philipose Mar Chrysostom, historian and archaeologist Ramachandran Nagaswamy, legal scholar Ved Prakash Nanda, and Hindustani classical musician and sitar player Pandit Arvind Parikh were conferred the Padma Bhushan awards.Among the 37 prominent personalities who were given the Padma Shri awards are Arvind Gupta, an IIT Kanpur alumnus who inspired generations of students to learn science from thrash, Lakshmikutty, a tribal woman from Kerala who prepares 500 herbal medicine from memory and help thousands of people, especially in snake and insect bite cases.The other Padma Shri awardees include internationally-acclaimed Gond artist Bhajju Shyam, who is known for depicting Europe through Gond paintings, a tribal style of painting of Madhya Pradesh; Somdev Kishore Devvarman, Indian tennis player who became the only collegiate player to have made three consecutive finals at the National Collegiate Athletic Association; and Subhasini Mistry, a poor woman from rural West Bengal who toiled 20 years as housemaid and daily labourer to build a hospital for poor in the state.Assam’s Arup Kumar Dutta, who has written 16 books for adults and 17 adventure novels for young people; Tamil Nadu’s Rajagopalan Vasudevan, who is known as plastic road-maker of India, developed a patented and innovative method to reuse plastic waste to construct roads; and noted Kashmir theatre artist Pran Kishore Kaul, who shot to fame with his screen play of famous TV serial Gul Gulshan Gulfaam, were also conferred the Padma Shri awards.Nonagenarian farm labourer Sulagatti Narasamma, who provides midwifery services in backward region of Karnataka without any medical facility, too was awarded the Padma Shri.This year, as many as 84 Padma awards were announced, including two duo cases (in a duo case, the award is counted as one). The list comprises three Padma Vibhushan, nine Padma Bhushan and 72 Padma Shri awards.The awards — Padma Vibhushan, Padma Bhushan and Padma Shri — are announced on the eve of the Republic Day every year.They are given in different fields and disciplines such as art, literature and education, sports, medicine, social work, science and engineering, public affairs, civil service, trade and industry.The remaining awardees of the Padma awards 2018 will be conferred with the honour at another special function to be held on April 2.

Arvind Kejriwal writes to Nitin Gadkari, Kapil Sibal: ‘I regret the remarks, we must now put our energy to serve people’

Delhi Chief Minister Arvind Kejriwal, who had levelled serious allegations against BJP leader Nitin Gadkari and Congress leader Kapil Sibal’s son Amit Sibal during an anti-graft campaign, has tendered unconditional apologies to them leading to judicial burial of two defamation cases against him.In two separate letters, filed along with joint applications for the closure of defamation complaints, Kejriwal has “regretted” his remarks.”Both of us are in public life belonging to different political parties. I made certain statements, without regard to its verifiability, which seem to have hurt you and therefore you have filed a defamation case against me. I have nothing personal against you. The damage caused to your esteem, the hurt caused to your family, friends and well-wishers and the loss caused to you is regretted,” Kejriwal and Sisodia wrote in separate letters.Sibal had accused Kejriwal, Sisodia, lawyer Prashant Bhushan and BJP leader Shazia Ilmi of targeting him and his father Kapil Sibal over the Vodafone tax revision case in 2013.Senior advocate and Additional Solicitor General Pinky Anand, who appeared for Gadkari, later said that Kejriwal regretted about what he had said and hence, closing the issue was in the “larger interest of the nation”.”He must understand that defamation is a very strong offence. He should be careful in future,” Anand said.

After Arvind Kejriwal issues yet another apology to Union Minister Nitin Gadkari and Congress leader Nitin Gadkari, Twitteratis just couldn’t stop cracking over his latest move.From calling Delhi Chief Minister Arvind Kejriwal as India’s next superhero ‘AAPology man’ to adding his name to ‘Guiness Book of World Records’ for holding record of highest number of apologies by a single person, Twitteratis couldn’t be more creative.For all those uninitiated, this is Kejriwal’s third apology in less than a week in his latest saga of ‘apologies’ to save himself from the defamation cases filed against him for making ‘derogatory and false’ remarks. Till now he has ticked off three cases out of reportedly 33 defamation cases filed against him. Let us watch and see if he actually does manage to hit 33 ‘sorrys’.On Monday, Arvind Kejriwal tendered an apology to Union Minister Nitin Gadkari, according to ANI. In a letter he wrote: “I have nothing personal against you. I regret the same. Let us put the incident behind us and bring the court proceedings to a closure.”Kejriwal and Nitin Gadkari have filed a joint application seeking to withdraw the defamation case in Delhi’s Patiala Court. The application comes after Kejriwal submitted a letter regretting making defamatory remarks against Gadkari.Kejriwal also apologised to Congress leader Kapil Sibal. Kejriwal and Sisodia apologised for making “unfounded allegations” against Sibal in a letter which was submitted before Additional Chief Metropolitan Magistrate Samar Vishal.Sibal has already accepted Kejriwal’s apology and said it was time to move ahead. “Kejriwal Ji and (Manish) Sisodia ji have accepted that the allegations they had put on me and my son in a press conference few years ago were baseless. They’ve apologised for the same today. He has apologised for what he did everything is forgotten now, we will move ahead,” Sibal told. ANI.Earlier, Kejriwal’s letter to former Punjab minister Bikram Singh Majithia drove a wedge between the party’s state and national units with Punjab AAP MLAs demanding that the state unit ought to have immunity.Kejriwal’s apology to a SAD leader for accusing him of drugs trade pushed the party’s Punjab unit into a crisis as the state leadership contemplated breaking away and forming a separate unit, saying the “meek surrender” was painful and very unfortunate.

Man killed for trying to stop water distribution row

A sexagenarian was lynched to death after he tried to intervene in an argument over the distribution of water between his son and a neighbour in northwest Delhi’s Wazirpur area on Saturday afternoon. Police arrested four persons including a juvenile in connection with the crime.According to police, the accused have been identified as Sunil alias Waqil alias Guturu (26), Akash alias Sonu (23), Arvind, a juvenile. “Sunil and Akash are drivers while Arvind works as a labourer.The deceased, Lal Bahadur, was trying to pacify a quarrel between neighbours and his family when he was lynched, following which he collapsed,” said Aslam Khan, Deputy Commissioner of Police, Northwest.The incident took place on Saturday, when the water tanker arrived in the Wazirpur Industrial Area. It was around 3:30 pm when a fight broke out between Bahadur’s son Rohit and Sunil over the distribution of water from the water tanker. Since the water tanker had arrived after a delay of around two days, they started fighting over who would fetch water first. While Rohit had begun to fetch water it was Sunil who came later and asked him to move aside stating he would be the first one to fill.Bahadur intervened to stop the fight but was dealt blows instead by Sunil and three others present at the location. He collapsed after taking a blow to his chest.He was rushed to a nearby hospital where doctors declared him dead on arrival. Police were informed and a case under appropriate sections of the Indian Penal Code (IPC) was registered. The four accused were later apprehended. Further investigations are underway.

The board has asked the police to file an FIR against those who “spread ‘rumours’ of the paper leak” on Thursday. The police, however, said no FIR has been lodged so far.Earlier on Thursday, Delhi education minister Manish Sisodia informed of the alleged paper leak on Twitter and urged the board to investigate.
