Havana Plane Crash: Cuba confirms 110 killed in country’s deadliest air disaster since 1989

Cuban authorities said the fiery crash of an aging Boeing passenger jet on Friday shortly after takeoff from Havana had killed 110 of the 113 on board, making it the Caribbean island’s deadliest air disaster in nearly 30 years.Flags flew at half-mast in Cuba on Saturday marking the start of two days of national mourning while authorities worked to recover evidence from the site of the crash and to identify the crash victims. Fifteen have been identified so far and one black box retrieved.Authorities told a news conference on Saturday at Havana airport that 99 of the passengers killed on the domestic flight to the eastern city of Holguin were Cuban, while three were foreign tourists – two Argentines and a Mexican. Another two were Sahrawi residents in Cuba.The six Mexican crew members aboard the nearly 40-year-old Boeing 737, leased by Cuban flagship carrier Cubana from a small, little-known Mexican company called Damojh, were also killed.Ten Nazarene pastoral couples returning home after a retreat were among the victims, the Cuban Nazarene Church said.Three Cuban women survived the crash, but are still in critical condition, said the head of the hospital where they are being attended.”My daughter is a fighter, she’s strong, she’ll save herself,” said Amparo Font, the mother of 23-year old survivor Gretel Landrove, with a trembling voice and tears welling.Distressed relatives cried and hugged one another outside the morgue, where they gave information on loved ones to authorities to aid in the identification process. “This is a very unexpected death, she didn’t deserve it. My grandmother was a strong person,” said Katherine Lucia Martinez, 18, bursting into tears and clinging to her father.Her 60-year-old grandmother was among the dead, and she was waiting with other relatives of the deceased at a Havana hotel for an update from authorities.President Miguel Diaz-Canel on Saturday visited the morgue, a day after reviewing the site of the crash, which is the first big test of his presidency after taking the reins from Raul Castro last month.Some locals who saw the crash say one of the engines appeared to have caught fire before the plane hit the ground.”The plane was on fire, it flipped and then nosedived,” said farmer Marino Perez Alvaredo.Cubana leased it less than a month ago, Transport Minister Adel Yzquierdo said on Saturday, at a time when it was struggling to meet demand for flights and was serving many domestic routes by bus instead.Earlier this month, the company was ordered to suspend flights of its six Russian built AN-158 aircraft, of which most had reportedly already been grounded, according to state-run media.Cuba often resorts to leasing due to the decades-old US trade embargo which makes it difficult to acquire planes, Yzquierdo said.It was unclear whether Cuba had worked before with Damojh which operates just three planes, according to the Mexican government.A pilot who used to work for Damojh was quoted on Saturday by Mexican newspaper Milenio criticizing the company for lack of adequate maintenance of planes.”I experienced several incidents in this company, like engine failure or the electrical system went when we took off from Mexico on one occasion,” Marco Aurelio Hernandez was quoted as saying. Damojh declined to comment.Cuban investigators have so far recovered the cockpit voice recorder in “good condition,” Yzquierdo said, and are still looking for the flight data recorder.Mexico has said it will also send a team of investigators from its Directorate General of Civil Aeronautics.The crash was the worst in Cuba since a Soviet-made Ilyushin-62M passenger plane crashed near Havana in 1989 killing all 126 people on board and another 14 on the ground.”For the love of god, I never thought I would see this,” said Caridad Miranda, 45, whose sister and niece died in the crash. “They should have checked that plane well.”

Nasscom to set up Internet of Things Centre in IIT Gandhinagar

Gujarat will get its Centre of Excellence (CoE) for Internet of Things (IoT) at Indian Institute of Technology, Gandhinagar (IIT-G), the state government said on Saturday. The CoE will be set up in partnership with industry body, NASSCOM. The centre will give industry players and technology start-ups a major boost, say industry sources. A Memorandum of Understanding (MoU) was announced on Saturday.The centre, expected to be ready in a year, is envisaged to be a hub for creating IoT solutions for various sectors like automobiles, agriculture, health and energy among others. It would be jointly funded by the Centre, state government and National Association of Software Services Companies (NASSCOM). It will be among the four CoEs that are coming up in the country.One CoE has already been inaugurated at Bengaluru, while others are underway at Vizag and Gurgaon. It will also have a dedicated start-up incubator in addition to the existing incubator at IIT, Gandhinagar.”Close to 20 startups will start working at a special incubator at IIT-Gandhinagar. Industry will bring their problems on which startups, under guidance of academic researchers and industry will find IoT solutions. The CoE will be also accessible for local players working in IoT sector,” said Sandhya Bhullar, MD of Gujarat Informatics. The CoE will also provide access to experts in patents and legal matters to the startups.”The CoE will give a major boost for creating an ecosystem conducive for the development of IoT in Gujarat. With a diverse and a robust industrial base, Gujarat is an ideal location for setting up such a CoE,” said Vivek Ogra, chairman of GESIA IT Association, which represents companies in Information and Communication Technology (ICT) sector in Gujarat. “There is a huge potential for the growth of IoT in Gujarat in sectors like industry, transport, utilities and others as it will enable conversion of ideas into products at a very low cost. Special Task Force continues anti-encroachment drive in Delhi

As part of the ongoing anti-encroachment drive, a number of areas under three different zones in Delhi were cleared of encroachment on Friday by the Supreme Court-appointed Special Task Force (STF). Some of the areas that came under Friday’s drive were Green Park Extension and RK Puram Sector-4 in the South Zone, Aurobindo Marg and Lajpat Nagar Central Market in the Central Zone and Jail Road, Tilak Nagar in the West Zone.Dozens of illegally parked vehicles were issued challans and many temporary structures outside shops were demolished in the drive. Several kilometres of road were thus cleared of encroachment by the STF.The right of way (ROW) — footpaths, roads and crossings — were cleared of illegally parked vehicles, street vendors and temporary structures, said the officers.”Many vendors had set up temporary structures where they were also living. A number of illegally parked vehicles were also seized,” said the officers.Encroachment was removed from both sides on the roads, including CR Park market and Savitri Cinema, said officers.Action was also taken on NH-8 main road and Rangpuri Village, Mahipalpur from both sides of roads. “Encroachment of over 1,800 square feet of land was vacated at the border area,” they added.The STF had on Friday submitted an action taken report in the SC. PM needs to stop thinking he is bigger than every single institution: Rahul after Yeddyurappa resignation

Shortly after B S Yeddyurappa resigned as the chief minister, Congress chief Rahul Gandhi attacked Prime Minister Narendra Modi, saying “he is corruption” as he authorised “buying” of MLAs and hoped the BJP-RSS learns a lesson from Karnataka.Addressing a press conference at the Congress headquarters soon after BJP’s 3-day-old government fell, he said the opposition parties will unite in the coming times to defeat the BJP and the RSS. Training his guns on the prime minister, an aggressive Gandhi said Modi claims about fighting corruption “is a blatant lie” and accused him of not just promote corruption but being “corruption personified”. “The idea that the prime minister spreads around this country that he is fighting corruption is a blatant lie. He is corruption, He is doing everything to subvert this nation and he is doing it across the board,” he said.Gandhi alleged that there are phone conversations of MLAs being attempted to be purchased by the BJP, saying “that was directly authorised from Delhi”. He said the people have seen “how the prime minister directly authorised the buying, purchasing of MLAs in Karnataka, from our party and from the JD(S)”. “In the end, India’s voice and democratic spirit will always triumph over tyranny,” Gandhi later tweeted, saying ‘satyamev jayate’ (the truth shall prevail). You know, I know that. The Supreme Court knows that. The power is now completely controlled by the prime minister and by the RSS. “So yes, it’s a good idea if he resigns, but I can guarantee you that under the BJP rule the next man will do exactly the same thing. That’s the point,” he said.Gandhi accused the BJP-RSS of disrespecting every institution in the country and the mandate of the people and cited the example of the BJP MLAs and the Speaker in Karnataka choosing to leave the House before the national anthem was played. He said the BJP-RSS was “rubbishing” every single institution in this country and disrespecting anybody simply because they happen to be in power. “This is something that the BJP and the RSS do again and again and again. There is no institution in this country that is worthy of the respect of the prime minister, (BJP chief) Amit Shah and the RSS and they believe that every single institution can be destroyed and stepped upon by them. “They disrespected the mandate of the people of Karnataka…I am very proud to say that they have been shown that in India power is not everything, in India money is not everything, in India corruption is not everything, in India the will of the people is everything,” he said.

Wuhan summit brought greater comprehension of issues, says Indian envoy to China

After the Wuhan summit last month, there is greater comprehension about strategic and over-arching issues between the leadership of India and China, Indian Ambassador to China Gautam Bambawale said today.Prime Minister Narendra Modi and President Xi Jinping met in April in an unprecedented two-day ‘heart-to-heart’ summit in the central Chinese city of Wuhan to “solidify” the India-China relationship after the Doklam standoff last year. Today, especially after the Wuhan summit between Prime Minister Narendra Modi and President Xi Jinping, where our two leaders had several hours of heart-to-heart discussions, specially on strategic and over-arching issues, there is a much greater comprehension of each other amongst the leadership of our countries , Bambawale said.Troops of India and China were locked in the 73-day standoff in Doklam after the Indian side stopped the construction of a road by the Chinese army in the disputed area. Addressing a meeting to commemorate the 157th birth anniversary of India’s poet laureate Rabindranath Tagore at the Indian Embassy here, he said Tagore was fascinated by China and its ancient civilisation. Tagore was one of the earliest modern thinkers of India who understood and comprehended the benefits of mutual understanding and cooperative partnership between India and China, the two great civilisations of Asia, he said.I believe that our job at events like this one today is to expand friendship and understanding between the people of India and China , he said.Through our efforts to remember Tagore, we are doing our little bit for enhancing understanding and trust between our people. This will stand both our countries in good stead and will contribute in making the 21st century an Asian century , he said. A large number of Tagore fans specially students of Peking University, which the poet visited during one of his two visits to China in 1924 and 1929, attended the meeting where some of them also sang his poetry in Chinese. A dance performance was also held. His first visit is described, both in China as well as in India, as a major event in the literary circles of the two countries, Bambawale said.This visit to China left a very strong impression on Rabindranath Tagore, and he made friendships here, especially with the young Chinese poet Xu Zhimo, who was his official translator during the trip , he said. Upon his return to India, he established the world famous Cheena Bhawan at Shantiniketan with the idea that it would be a bridge for intellectual exchanges between our two countries. He appointed Professor Tan Yunshan as the first Director of Cheena Bhawan, who in turn did yeoman service for closer understanding between India and China , he said. Professor Dong Youchen of Centre for South Asian Studies of the Beijing Foreign Studies University made an elaborate presentation about the impact made by Tagore and his poetry on China.

The three-day-old BJP government in Karnataka collapsed today, minutes before the scheduled trust vote, with Chief Minister B S Yeddyurappa resigning in a tame anticlimax to what promised to be on the edge of seat political thriller.With defeat staring him in the face, Yeddyurappa announced his decision to quit on the floor of the Assembly after a brief emotion-laden speech.Though exuding confidence about winning the trust vote, as the D-day loomed he failed to muster support of 7 additional MLAs required to ensure the longevity of his government.”I am going to resign as chief minister….I will go to Raj Bhavan and submit my resignation.”I will not face confidence vote….I am going to resign,” he told the Assembly at the end of a brief emotional speech, and headed straight to the Raj Bhavan where he handed over his resignation to Governor Vajubhai Vala.The 75-year-old Lingayat stalwart’s resignation will pave the way for formation of a government led by JD(S) state chief H D Kumaraswamy, who has the backing of the Congress.The newly formed alliance has claimed support of 117 MLAs in the 224-member House with an effective strength of 221.The political instability in the state stemmed from a split verdict the electorate gave on May 15, with the BJP emerging as the single-largest party but falling short of a majority.The Congress, which finished second with 78 seats, moved swiftly and stitched an alliance with 37-member JD(S), and even backed its leader H D Kumaraswamy for chief ministership, plunging the state into a welter of confusion, with accusations of bribery and poaching flying thick and fast.Amid allegations of poaching attempts by the BJP, the Congress herded its MLAs at a resort outside Bengaluru, while those of the JD(S) hunkered down in a hotel in the state capital.They were later shifted to a hotel in Hyderabad and returned only after the Supreme Court yesterday ordered a floor test on a Congress-JD(S) petition.As things grew murkier, the Congress released audio tape where Chief Minister B S Yeddyurappa was purportedly heard trying to lure an MLA with the promise of a ministerial berth if he backed the BJP government during the trust vote.There were allegations that Congress MLA Anand Singh was “abducted” by the BJP, but he turned up at the Vidhana Sauda minutes before Yeddyurappa began his speech. He was seen shaking hands with fellow Congress members and then sat with them.An emotional Yeddyurappa gave enough indications of his resignation during his speech when he said,”I have seen the struggle of farmers, gave land to them, wiped their tears.I wanted to waive their loans up to Rs 1 lakh…but…” He recalled his struggles as a politician, and said how he helped build the party, which once had just two MLAs.Now it has 104, he said.”I went to the houses of poor, stayed with them. I have faced trial by fire all my life, but I will serve my people till my last breath,” Yeddyurappa said, his voice choking as he fought back tears.Regaining composure, Yeddyurappa said he would now travel across Karnataka and ensure the party won all 28 seats of the state in the Lok Sabha elections and 156 in the next Assembly polls.The 8-term MLA and twice an MP, Yeddyurappa then announced his decision to step down.Senior Congress leader Ghulam Nabi Azad, who along with several top party leaders were present during the floor test, thanked the judiciary for preventing “horse-trading” and “protecting the Constitution, democracy and rule of law”.Azad said the governor gave 15 days time to Yeddyurappa as he was convinced he lacked the support of MLAs required to clear the floor test. “The governor gave them two weeks for breaking our parties….for horse-trading,” he said.He said the alliance was now waiting for an invitation from the governor to form the government.It was Yeddyurappa’s shortest stint in power. He became the chief minister for the first time for seven days in 2007, but his government collapsed as the JD(S) reneged on honouring a power sharing arrangement and withdrew support.He became the chief minister for a second time when the BJP formed its first government in Karnataka in 2008. Yeddyurappa was at the helm of the state for over three years before he was made to quit follwong indictment by the Lokayukta in an alleged mining scam.

PM Modi urges youth to join mainstream for development of Jammu and Kashmir

Every stone and weapon raised by misguided youths destabilises Jammu and Kashmir and the country, Prime Minister Narendra Modi today said asking the people of state to make efforts to come out of this instability.The prime minister, who is on his first visit to the state after announcing suspension of anti-militancy operations during holy month of Ramzan, said there are foreign powers at play in the state which do not want development ofJammu and Kashmir. Every stone, every weapon, raised by misguided youth destabilises their own Jammu and Kashmir. The state will have to come out of this atmosphere of instability, he said. Modi said the youth need to join mainstream development of India and of Kashmir for their future and that of coming generation. He said the central and the state government have policy, intent and capability to take decisions to solve development issues of the state. “I would urge everyone to channelise their energies in the development of the state. The solution to every problem is only development, development, development,” he said. The prime minister dedicated to the nation the 330-MW Kishenganga Power Project constructed in the Gurez area of Kashmir.Modi also laid the foundation stone for the Srinagar Ring Road at the Sher-e-Kashmir International Conference Centre (SKICC) Srinagar. The 42.1-Km, four-lane Srinagar Ring Road will link Galandar in West Srinagar to Sumbal in Badnipora district. The Ring Road in Srinagar is aimed at reducing traffic congestion in these cities and making road travel safer, faster, more convenient and more environment friendly. “Not a single year has passed since I took over as the prime minister when I did not visit the state,” he said. The prime minister said this month is to remember Prophet Mohammad’s teaching and message.”The lessons of equality and brotherhood from his life can take country and the world forward in true sense,” he said. The prime minister said it was a happy coincidence that the ceremony for handing over the project is taking place in the month of Ramzan. “The project will not only provide free but also sufficient power to the state. A large portion of power requirements of the state are supplied from other parts of the country. This 330 MW project will solve the shortage of power issue to a considerable extent,” he said.The prime minister said the government is trying to provide power to every house in the state under the Saubhagya scheme. He said an important part of Jammu and Kashmir’s development is tourism but it cannot run on old methods. “The tourists now want facilities. They do not want to be stuck in narrow lanes for hours. They want continuous power supply, they want hygiene. Better air connectivity,” he said, adding that the government was working for a modern ecosystem that is required for the development of tourism. “There will be an increase in tourists in J and K with stronger ecosystem. The youths of the state will get new employment opportunity with it,” he said.

Former CJI TS Thakur criticises four dissenting senior most judges for holding press conference

Former Chief Justice of India TS Thakur today spoke out against the controversial January 12 press conference held by four senior judges of the Supreme Court, saying they “need not look for outside help for resolving their institutional problems”.Justice Thakur was referring to the presser by four senior judges — justices J Chelameswar, Ranjan Gogoi, M B Lokur and Kurian Joseph — who had virtually raised revolt against Chief Justice of India (CJI) Dipak Misra by levelling litany of allegations against him. They had alleged that the situation in the top court was “not in order” and many “less than desirable” things have taken place, which has put the “democracy at stake”. The former CJI, who dubbed the presser as a “disturbing” event, said that the issues brought into public domain in the press conference gave the media and the politicians an opportunity to discuss matter which “ought to have been addressed and solved within the confines of the Supreme Court”.”Breaking away from tradition, four senior judges of the Supreme Court brought into public domain certain issues which had caught the limelight and had given the media and politicians an opportunity to talk about and discuss matters which can and indeed ought to have been addressed and solved within the confines of the Supreme Court. “No political party or media house or politician can be accused of indiscretion when judges of the Supreme Court make a public statement that democracy in the country is in danger,” he said. Justice Thakur said that when judges want the nation to decide issues, which they can and ought to decide themselves, anyone witnessing it would feel disturbed by the development that the highest judiciary was unable to decide issues concerning its working and was taking it to the public at large.”When a strong and disturbing statement, like selling of souls by the judges appears in the media; when judges want the nation to decide issues, which they can and ought to decide themselves, anyone who is connected to the institution and even dispassionate observers would feel disturbed by the development where judges are unable to decide issues concerning working of their institution and seek to take the same to the public at large,” he said.Justice Thakur was speaking on the topic of ‘Independence of Judiciary’ at an event organised by an NGO, Global Jurists, founded by former Delhi High Court judge Kailash Gambhir who also expressed similar views about the January 12 presser.Thakur said that instead of appealing to the nation for help, the four judges ought to have used the “tremendous reservoir of talent” available in the apex court for finding solutions to the problems. “An appeal to the nation is not what would have helped the judges. I firmly believe that judges need not look for outside help for resolving their institutional problems. There is a tremendous reservoir of talent in the Supreme Court which can and ought to be used for finding solutions. Judges have to look within and not without for guidance,” he said.He further said,”The nation trusts them for their wisdom and would be happy if they use it for solving not only problems of others, but their own problems also. Judges ought to rise above their individual prejudices, if any, and think in the interests of the institution and future of the country.” The remarks by Thakur came a day after Justice Chelameswar shared the dias with CJI Misra on the last working day of the apex court.The Supreme Court has gone on a summer break and Justice Chelameswar will retire during the vacation on June 22. It is a custom in the apex court that a judge on the last working day before retirement shares the dias with the CJI.The January 12 presser was held at the official residence of Justice Chelameswar. Justice Gambhir, who also spoke at the event, referred to the stalled elevation of Uttarakhand Chief Justice K M Joseph to the apex court and said that instead of the “internal bickerings”, the collegium ought to have sent the file back to the government immediately. He said that the independence of the judiciary was threatened not only by the political executive, but also from within itself. He also termed as shocking the row between the CJI on one side and the four senior most judges on the other.Apart from him, the other speakers included former Chief Justice of the Punjab and Haryana High Court Vijender Jain, former veteran scribe H K Dua and former Law Commission Member Mool Chand Sharma who said that the recent attempt to impeach CJI Misra by the Congress was a “political tool to threaten and scare” the judiciary as the party did not have the numbers to support their move.

BS Yeddyurappa will resign before trust vote, claims Congress leader DK Shivakumar

Just an hour from now, the crucial trust vote will decide the fate of BS Yeddyurappa government in Karnataka. However, it seems that influential Congress leader DK Shivakumar already knows the state BJP government’s destiny.Talking to reporters during the Vidhana Soudha’s lunch break, Shivakumar said that, ‘I am sure he (Yeddyurappa) will resign before the trust vote.’ Politics over control of Karnataka got murkier, with the Congress releasing an audio tape where Chief Minister BS Yeddyurappa is purportedly heard trying to lure an MLA with the promise of a ministerial berth if he backed the BJP government during the trust vote.The BJP, however, rejected the charge, calling the tape the job of “mimicry artistes” and the “dirty tricks department” of the Congress.In the tape, released hours ahead of the crucial floor test, Yeddyurappa is allegedly heard speaking to Congress MLA from Hirekerur BC Patil over phone.The man Congress claimed was Patil is heard congratulating Yeddyurappa on becoming the chief minister, and informing him that he is travelling on a bus to Kochi.Yeddyurappa pleads with the man, saying “Come back, you will become minister….I will help you in whichever way you want.”When Patil says he is on a bus with others, Yeddyurappa purportedly tells him to give some excuse like “family reasons” to get down and return.As Patil insists on clarity about his future if he switches sides, the man claimed to be Yeddyurappa says, “You will become minister, that’s all.”The voice on the other end then says he has three more people with him. ‘What amount are you expecting’: Congress releases audio of purported talks between BJP’s Sriramulu and its MLA BC Patil

In another purported audio clip between BJP leaders and Congress MLA, the party on Saturday released a recording of another conversation alleging poaching ahead of the floor test in Karnataka Assembly. In the third audio clip released today, the Congress said its MLA BC Patil was offered bribe by BJP’s Sriramulu and Muralidhar Rao.While the first audio clip contained a purported audio conversation between mining baron Janardhana Reddy and a Congress MLA, the second one was alleged talks between Chief Minister BS Yeddyurappa and Congress Hirekerur MLA BC Patil. A floor test will be held at 4 PM on Saturday in the Karnataka Assembly where Yeddyurappa will have to prove majority. Sources said that Congress has lodged two FIRs against BJP for offering a bribe to its MLAs. In the conversation, a man suspected Molakalmuru MLA B Sriramulu is asking Patil “What amount are you expecting?”He also assures Patil that there would not be any re-election even if he crossvotes as there won’t be any disqualification of MLAs.”Don’t worry, there won’t be any Election. We will elect our speaker and show the majority. Like in Andhra and Telangana, there won’t be any disqualification of MLAs. So you don’t have to worry about Election,” the man on the phone is heard saying. Muralidhar Rao, BJP’s National General Secretary, also talked to the MLA and assured him that there won’t be any re-election, Congress alleged. In an audio released earlier, the Congress had alleged that Yeddyurappa had offered a ministerial berth to Patil. In the audio, a man suspected to be Yeddyurappa is asking Patil not to board the bus going to Cochi. The MLA, however, does not give him a definite answer and promises to call back in 5 minutes. Pak authorities block distribution of oldest English daily Dawn, alleges media watchdog

Pakistani authorities have blocked the circulation of a leading English daily in many parts of the country, a media watchdog has alleged, days after the newspaper published ousted prime minister Nawaz Sharif’s controversial remarks on the 2008 Mumbai terror attack.The interview of Sharif, which reportedly displeased the Pakistan’s powerful military establishment, appeared in Dawn newspaper’s May 12 issue and the blocking began on May 15, Reporters Without Borders (RSF) said as it condemned the “latest attack on media freedom in Pakistan”.According to RSF, distribution is being disrupted in most of Balochistan province, many cities in Sindh province and in all military cantonments.Sharif dropped a bombshell in an interview with Dawn newspaper last week when he said: “Militant organisations are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can’t we complete the trial?” His comments triggered a massive controversy, drawing sharp criticism from all quarters. The National Security Committee (NSC) – Pakistan’s top civil-military body – also condemned his statement in a high-level meeting.The Press Council of Pakistan has notified Dawn’s editor that the newspaper breached the ethical code of practice by publishing content that “may bring into contempt Pakistan or its people or tends to undermine its sovereignty or integrity as an independent country”.”The unwarranted blocking of the distribution of one of the main independent newspapers has yet again shown that the military are determined to maintain their grip on access to news and information in Pakistan,” RSF said.”It is clear that the military high command does not want to allow a democratic debate in the months preceding a general election.”We call on the authorities to stop interfering in the dissemination of independent media and to restore distribution of Dawn throughout Pakistan,” RSF added.Several lawmakers on both sides of the aisle had fired a broadside at Nawaz for statement about the Mumbai attack, with some going as far as demanding that the PML-N supremo be tried for high treason; that his name be placed on the Exit Control List, and a thorough investigation be undertaken to determine the reasons behind the statement made by three-time prime minister.Ten Lashkar-e-Taiba (LeT) militants from Pakistan killed 166 people and wounded dozens in Mumbai in November, 2008. Nine of the attackers were killed by police while lone survivor Ajmal Kasab was caught. Kasab was executed after a court found him guilty and handed down the death sentence.

‘Don’t go to Cochin, will make you minister’: Congress releases purported audio of Yeddyurappa’s talks with its MLA

To prove its claim that the Bharatiya Janata Party (BJP) is poaching opposition MLAs, the Congress on Saturday released another damning audio clip, allegedly between Chief Minister BS Yeddyurappa and a party legislator. This comes a day after the party released a purported audio conversation between mining baron Janardhana Reddy and a Congress MLA to back its claim of poaching. The floor test will be held at 4 PM on Saturday in the Karnataka Assembly where Yeddyurappa will have to prove majority. In the latest clip that was released by the Congress along with the transcript today, Yeddyurappa is allegedly offering a ministerial berth to Congress Hirekerur MLA BC Patil. In the conversation, a man suspected to be Yeddyurappa is asking Patil not to board the bus going to Cochi. The MLA, however, does not give him a definite answer and promises to call back in 5 minutes. The Congress said the conversation was recorded by the MLA himself. In another claim, the Congress said that Yeddyurappa’s son BY Vijayendra called the wife of a Congress MLA to offer Rs 15 crore. “He (BJP’s BY Vijayendra) called the wife of a Congress MLA and asked her to request to her husband to vote for Yeddyurappa. Karnataka floor test: After live telecast order, Congress says top court accepted ‘most of our demands’

The Congress on Saturday said that the Supreme Court’s live telecast order for the 4pm floor test in Karnataka’s Vidhana Soudha would ensure transparency.Talking to reporters shortly after the top court’s order, senior Congress leader Kapil Sibal said that the Apex Court agreed to most of the party’s demand. ‘Did not press for replacement of pro tem speaker in Supreme Court after it said live telecast of trust vote proceedings would take place,’ Sibal said.‘We asked the Supreme Court to change the pro tem speaker but apex court said that they will have to give a notice first and for that the floor test in Karnataka had to be postponed. Hence, it was decided that to live telecast the trust vote in the Karnataka Assembly because we did not want the process to be delayed. And we are happy that the proceedings will be transparent,’ he added. Elections held on May 12 to 222 of the 224 constituencies in the state threw up a hung assembly with the BJP emerging as the single largest party having 104 MLAs, seven short of the half mark of 111, while the Congress won 78 seats and JD(S) 37.Yeddyurappa was sworn in as chief minister on May 17, two days after the results were declared, after the governor accepted his claim to form the government.

Karnataka Floor Test: Supreme Court orders live telecast of Assembly proceedings

The Supreme Court today ordered live telecast of the floor test in the Karnataka Assembly where Chief Minister B S Yeddyurappa has to prove his majority. The floor test is scheduled for 4 pm.”Live broadcast of floor test will be the best possible way to ensure transparency in the proceedings,” a bench comprising justices A K Sikri, S A Bobde and Ashok Bhushan said.The bench also made it clear that no other item in the agenda shall be taken up during the trust vote.The bench said secretary of the Legislative Assembly will record the proceedings of the House.It said that several local channels will be provided the live feed of the proceedings so that they can also be in a position to telecast simultaneously.The bench termed as “fair” the suggestion of Karnataka governor’s counsel that the floor test be telecast live. The bench passed the order after recording the statement of Ad ditional Solicitor General Tushar Mehta, who was appearing for the Karnataka government and Governor Vajubhai Vala.After the ASG’s statement, senior advocates Kapil Sibal and Abhishek Manu Singhvi, appearing for Congress-JD(S) combine, which had last night filed a petition challenging the appointment of BJP MLA K G Bopaiah as pro tem speaker by the governor for conducting the floor test, did not press for the prayers.In the order, the bench said, “Though a number of prayers have been made in the application, it was not necessary to go into all the prayers in view of the statement made by Mehta that there will be live telecast of the proceedings.”We may place on record that statement of Mehta is that there would be live telecast of the proceedings of the legislative assembly in respect of the floor test,” the order said.During the hearing, which commenced at 10:30 am, the bench termed as “fair” suggestion of the Karnataka governor’s counsel that floor test be telecast live.Opening the arguments, Sibal said as per convention the senior-most MLA should be appointed pro tem speaker.He said the governor has very limited discretionary power in appointing pro tem speaker and “we would have no objection if pro tem speaker only had to administer oath to the MLAs, the problem is here he is also holding the floor test”.The senior lawyer said appointing the senior-most lawmaker as pro tem speaker has been a practice in place in commonwealth countries. However, the bench shot back “there have been earlier instances where senior-most MLA has not been appointed as pro tem speaker”.”If you (Sibal) are casting aspersions on the pro tem speaker then we will have to issue notice to him and postpone the floor test,” the bench said during the hearing and added “How can we direct governor to appoint pro tem speaker.”

Modi govt fulfils CM Mehbooba’s request, allows 1-year extension to J-K chief secy

Jammu and Kashmir Chief Secretary B B Vyas has been given one year extension in service, beyond May 31, 2018.The Personnel Ministry has approved a request from the state Chief Minister Mehbooba Mufti for extension to Vyas.The ministry has approved extension in service of Vyas for a further period of one year, from June 1, 2018 to May 31, 2019, an official order said.The move comes days after the Centre amended a rule to provide a longer tenure to the chief secretary.Till the new rule came into force, the state chief secretary superannuated on attaining the age of 60.With regard to others states, a chief secretary may get an extension in service, beyond the superannuating age, for a period not exceeding six months.The retirement age of a chief secretary varies from state to state.According to the new rule made by the Personnel Ministry on Wednesday, an officer holding the post of chief secretary in Jammu and Kashmir may be given an extension of service, under exceptional circumstances, for a period beyond six months.But the total term of the state chief secretary shall not exceed three years or up to the age of 62, it said.Vyas, who was due to superannuate in November last year, was given two extensions of three months each till this month-end, to remain the chief secretary.

24 Christian youths ‘disappear’ mysteriously in Karachi

Leaders of the minority Christian community have alleged that 24 of their youths have been picked up by mysterious masked security officials since March 30 from a Christian neighbourhood in Karachi.The leaders, who met with senior police officials at the Karachi District Inspector General East’s office yesterday, claimed that the families of the missing youths have alleged that the disappearance started from March 30 when six youths were picked up.They informed the police officials that the affected Christian families in the Youhandabad neighbourhood of Gulshan-e-Iqbal say that on April 15, four youths were arrested and on May 8, 14 youngsters were made to disappear.According to the residents of the neighbourhood in question, these men who appear to be security officials, show up wearing masks in the dead of the night, riding in cars without licence plates. They break down doors across the neighbourhood and enter homes with reckless abandon.The affected families claimed that the 14 youths who were arrested on the night of May 8 are still missing.Expressing reservations over the way the youth had been taken away in cars with no license number plates, the Christian leaders led by Father Saleh Diego, Parish Priest at St Paul Parish, urged the police to inform them about the reasons behind the youths being picked up.A woman whose husband had been taken away forcibly said the men first asked her husband’s name and demanded to see his identity card.”Then they beat him up and dragged him away,” she said during the meeting.Another affected family said that on April 15, these “officers” broke into their home, using cutters on the locks.Some of the youths have been booked in false cases and had to obtain bails, one of the leaders said.A young man released after being picked up told the meeting he was subjected to beating and electric shocks for three days and was told to follow exactly as they said.”They constantly kept asking me about different people, encounters and weapons,” he said during the discussion.

Ahead of the crucial floor test in Karnataka Assembly which will decide the fate of two-day-old BS Yeddyurappa government in the southern state, both BJP and the Congress showed confidence in winning the floor test.While Karnataka Chief Minister Yeddyurappa exuded confidence in proving the majority at the floor of the Assembly, the Congress said the BJP does not have the required numbers.The Supreme Court had on Friday ordered a floor test at 4 pm on Saturday, slashing the 15-day window given by Governor Vajubhai Vala to Yeddyurappa to prove majority.”100% I am going to have an absolute majority. PM Modi to flag off work on Rs 6,800-crore Zojila project, Asia’s longest bidirectional tunnel today

In a mega boost for infrastructural development in restive Jammu and Kashmir, Prime Minister Narendra Modi will today lay the foundation stone of Rs 6,800 crore strategic Zojila tunnel, Asia’s longest bi-directional tunnel.He will also lay the foundation stones for ring road projects in Srinagar and Jammu costing nearly Rs 3,884 crore.Security has been tightened in the state. The entry and exit points in Jammu and Srinagar have been sealed by the police and the Central Reserve Police Force (CRPF), with vehicles being allowed after thorough checking.The security setup includes elaborate deployments, area domination, checkpoints and alertness.The 14-km long Zojila tunnel, which will be India’s longest road tunnel and Asia’s longest bidirectional tunnel, will provide all-weather connectivity between Srinagar, Kargil and Leh as this route remains snow-bound for a large part of the year and is ravaged by frequent avalanches.It will also cut down the time taken to cross the Zojila pass from 3.5 hours to just 15 minutes, besides making the drive much safer and convenient, the Ministry of Road Transport and Highways said in a statement.It said PM Modi will attend “the commencement of work on Zojila Tunnel on the Srinagar-Leh National Highway at an event in Jive-tsal in Leh “.”He will also lay the foundation stone for Srinagar Ring Road and Jammu Ring Road at separate events at Sher-e-Kashmir International Conference Centre (SKICC), Srinagar and at General Zorawar Singh Auditorium in Jammu the same day,” it said.Road Transport & Highways Minister Nitin Gadkari will also be present at the events.The Cabinet Committee on Economic Affairs, chaired by the Prime Minister had approved the construction, operation and maintenance of this 2-lane bi-directional tunnel with Parallel Escape (Egress) tunnel between Baltal and Minamarg on the Srinagar-Leh section of NH-1A at a total cost of Rs 6,800 crore earlier this year.The government said the construction of this tunnel will provide much relief to the people in the region. Due to heavy snowfall and frequent avalanches, road connection to places in the Laddakh region get disrupted for long periods, preventing even essential supplies from reaching people, shutting down businesses, affecting healthcare and education.”The construction of the tunnel is expected to bring about all round economic and socio-cultural integration of these regions. In addition to direct jobs generated during construction, it will also lead to massive indirect and spinoff jobs due to acceleration of economic growth,” the statement said.It added that the government is committed to development of manpower skilled for tunnelling jobs in J&K. The project has strategic and socio-economic importance, and will be an instrument for the development of the economically backward districts in J&K.The government said the Zojila tunnel has been planned as a smart tunnel which will have latest safety features like fully transverse ventilation system, Uninterrupted Power Supply (UPS), Tunnel Emergency Lighting, CCTV Monitoring, Variable Message Signs (VMS), Traffic Logging Equipment, Over Height Vehicle Detection, Tunnel Radio System, etc.It will have pedestrian cross passages at every 250 metre and motorable cross passages and lay-bys at every 750 metre, the statement said, adding that it will have emergency telephones and fire-fighting cabinets at every 125 metre.The Ring Roads at Srinagar and Jammu are aimed at reducing traffic congestion at these cities and making road travel safer, faster, more convenient and more environment friendly, the statement said.The 42.1 Km, 4 lane Srinagar Ring Road will link Galandar in West Srinagar to Sumbal. Being built at a cost of Rs 1,860 crore, this road will provide a new route from Srinagar to Kargil and Leh,and reduce travel time, it said, adding that there will be a major bridge, three flyovers, 23 tunnels and 2 via-ducts on this route.”The 58.25 km, 4-lane Jammu Ring Road, being built at a cost of Rs 2,023.87 crore, will link Jagati (western Jammu) to Raya Morh. There will be 8 large bridges, 6 flyovers, 2 tunnels and 4 via ducts on this route,” it said.

19 killed, 7 injured after cement-laden truck overturns on highway in Gujarat’s Bhavnagar

In a tragic accident, 19 people were killed and 7 others were injured as a cement-laden truck in which they were travelling overturned in Gujarat’s Bhavnagar district this morning. According to a report by ANI, the incident took place on Bhavnagar-Ahmedabad highway, near Bavalyali village. After the truck turned turtle, it had fallen into a ditch.The injured passengers have been shifted to a government hospital in Bavayali village and the bodies of the deceased will be sent for an autopsy shortly. The driver fled the spot after the accident occurred.More details awaited.

Ahead of Rajasthan Assembly elections which are slated for December this year, both the prominent parties of the state- BJP and Congress- are leaving no stone unturned to boost their poll prospects. After the saffron party managed to woo Rajya Sabha MP Kirori Lal Meena, a prominent tribal leader of eastern Rajasthan by making his Ghar Vapasi in BJP possible recently, the Opposition Congress too has managed to seek favour of a young Dalit face from Shri Ganganagar, a strong belt of farmers.National Unionist Zamindara Party (NZUJP) MLA Sona Devi from Raisinghnagar joined the Congress on Friday in the presence of PCC chief Sachin Pilot. “With her joining, the party will be strengthened in Sriganganagar and also in Dalit section. She has joined the party unconditionally,” Pilot said during the press conference here. He said that BJP is a sinking ship and time will decide who joins the Congress next.Sona Devi told the scribes that her move to join Congress is a mark of protest against BJP’s anti-Dalit policies and breach of the promises it made to her. “With her switching over the party the questions of enforcement of anti-defection law have been raised. The legal experts believe that she could loose membership of Rajasthan assembly. “As per anti-defection law not less than two third members of the party are needed to join new party. The NJUP has only two MLAs, hence she as individual joining the Congress makes only 50 per cent of the strength. I think she will be disqualified from membership in the light of the law. However, final call rests with the assembly speaker,” said advocate AK Jain who practices in Rajasthan high court.I am still my party’s MLA While talking to DNA, MLA Sona Devi sounded confused. BMC to ensure food hygiene at Muhammad Ali Road during Ramzan

Stalls set up along Muhammad Ali Road near Minara Masjid in South Mumbai during the holy month of Ramzan are known for their delicious food. People from across the city visit to enjoy their evenings.The area sees a huge footfall during Ramzan and the civic administration has a tough time ensuring hygiene of food served, as well as making sure that the road and the footpaths are free from encroachment.Udaykumar Shiroorkar, Assistant Commissioner of B ward, said that they will hold a meeting with all stakeholders, and direct them not to encroach the road. “We will instruct them that they can not extend their shops over the footpath and road, as this will hinder the smooth flow of traffic,” said Shiroorkar.Last year, too, the civic administration had warned all food stalls to adhere to the permissible space provided to each stall. “There was no problem last year as we had made it clear that there would be no compromise in the movement of traffic,” he added.Shiroorkar said that a yellow tape will be laid out on such streets and the stalls will not be allowed to cross the tape. “There is a need to fix their limits and this is the best way,” said Shiroorkar. He added that cooking on road will not be permitted as well.BMC’s other departments, like the Solid Waste Department and the health department, will ensure that waste is properly collected and maintain the hygiene of food, respectively.”Food stalls prepare food in the open, which could lead to serious health problems. Preserve our heritage, give us better infrastructure: Kurla village

Till the early ’70s, advocate Vivian D’Souza recollects, he was addressed as “seth cha porga”, or the owner’s son, by the workers at his farm in Kurla village. Back then, expanses of the locality were carpeted with farms of rice, cashew and vegetables owned by a handful of East Indian families, like his. Decades later, the epithet is gone, so are the farms and the farmhands. The entire community feels left out of Mumbai’s relentless march to modernity. The area’s roads are running to seed, its civic infrastructure absent, and unique heritage withering. All while the village gets dense with people. There’s no space for growing families to be housed comfortably, or for their children to play. The narrow streets would not even allow a fire engine or ambulance to go through. Parking space is out of the question. “There was a time when we had some open space, where spices could be dried before women got together to crush and bottle them,” said Anita Almeida Shetty, president of Old Kurla Christian Village Citizens Forum. The organisation, like some others, organises community events, like carnivals and novenas, to keep the culture, and its rites, alive. Like the tradition of a five-day pre-wedding celebration when a musical band goes around the village serenading the residents. The village itself has four sub-areas — Big village, Hul village, Culbavour and Navpada. Hul and Culbavour got their names from the farming and kulbi (tillers) community that inhabited them. “We made an artificial well for the umbra cha pani ritual for married couples, who are required to draw well water the night they are wedded. We want the government to help us revive our traditions,” said D’Souza, also president of Bombay East Indian Association. Zepherinus Rodrigues, who has a traditional East Indian bungalow in Big village with stone carvings, an otla (verandah), and a staircase to the first floor, says, “BMC doesn’t let us make alterations in our houses but is blind to the illegal constructions here.” “The earlier DP gave us more for the land it took from us. Now, they want a setback from by bungalow. Even if I give that, the road is not going to be 9m wide, so I will not get a high FSI,” he said. The residents feel the government should come up with a special plan for the area which is more conducive to community engagement.

BJP turns to key Lingayat MLAs

BJP has firmed up a comprehensive plan to face Saturday’s trust vote challenge. At least 14 Congress and six JD(S) MLAs from the Lingayat community are being considered ”vulnerable” because of an alleged rift between CM aspirant HD Kumaraswamy and brother HD Revanna.BJP also expects that some of the legislators from both Congress and JD(S), who are not happy with the post-poll alliance, may respond to CM BS Yeddyurappa’s call to vote as per their conscience.Yeddyurappa, a veteran politician from the politically influential community, is leaving no stone unturned to exploit his hold on Lingayats. BJP is using Yeddyurappa’s visit to top Lingayat priests after his swearing-in to make an emotional appeal to MLAs from Congress and JD(S).In Karnataka, the Lingayat community constitutes 20% of the population. BJP under Yeddyurappa’s leadership has succeeded to get substantial backing of the community despite former CM Siddaramaiah’s move for a separate religious status to it.Besides, BJP hopes Karnataka Pragnyavantha Janatha Party (KPJP) MLA R Shankar and independent H Nagesh can be lured even at the eleventh hour. Both had initially extended their support to BJP but later moved to Congress. BJP has deployed senior leaders to win over some of the MLAs.In addition to this, many theories are doing the rounds ahead of the floor test. BJP may offer deputy chief minister’s post to HD Revanna and thereby engineer a split in JD(S).Congress legislators BS Anand Singh and Pratap Gowda Patil, who are believed to be in New Delhi, may support BJP. If eight legislators from Lingayat community quit, BJP may need 107 to prove majority.Furthermore, some Congress and JD(S) legislators may remain absent or abstain from voting, reducing the halfway mark and helping BJP to win the trust vote. The disqualification process may drag on for long.

A Gujarat government engineer’s reply to a show-cause notice issued to him over his absence from work has the irrigation department deliberating further action against him.Superintendent engineer Rameshchandra Fefar’s reply had everything that a mystic novel has: “I am an avatar of ‘Kalki’. I have to prevent anti-God from becoming successful in his evil plans. I am working towards creating global consciousness. I cannot do these things sitting in office, and hence I am not physically present in office.”Fefar’s prolonged absenteeism earned him a show-cause notice from Sardar Sarovar Punarvasvat Agency on May 15. Fefar, originally from irrigation department, was deputed to the Agency in September 2017, but attended office only for 16 days till April, the show-cause notice said.In his response, Fefar described himself as Kalki, the tenth avatar of Lord Vishnu, and said he was observing sadhna in the fifth dimension state for changing global consciousness.”It is not possible for me to do this sadhna while sitting in office, and hence I do not remain present physically in office. Is it important that I bide time sitting in office, or that I create an environment where there are no droughts, and there is good rainfall in the country,” Fefar said in the reply.Confirming she had received the “bizarre” response, the Agency’s rehabilitation commissioner Shahmeena Hussain said, “The disciplinary authority of the irrigation department will decide on the action to be taken against him.”In his response, Fefar went on explain how anti-God was trying to cause droughts in the country, but was unsuccessful because of his efforts.”Even American scientists have not been able to figure out why a country that used to face drought every three years was receiving good rains for the past 19 years,” he wrote further, adding that it was because he was a Kalki avatar and had ushered in Satyug from September 16, 2012.Speaking with reporters in Rajkot, Fefar said he realised he had divine powers and was an avatar of Kalki while in office in March 2010.

BS Yeddyurappa strength test today as Supreme Court cuts Guv’s window

Chief Minister BS Yeddyurappa will take a floor test in Karnataka’s Assembly at 4pm on Saturday, the Supreme Court ruled, slashing Governor Vajubhai Vala’s controversial 15-day window to the BJP leader to prove his majority.A three-judge bench headed by Justice AK Sikri said on Friday that it will later look into the larger issue of whether or not Vala was correct in inviting BJP — the single-largest party but short of majority — on Wednesday to form government.The court is hearing a petition by both Congress and JD(S) that together have the numbers but did not have a pre-poll alliance. Yeddyurappa claimed that some Congress and JD(S) MLAs are with BJP, and he will clear the test. “We have more than what we need,” he said.Meanwhile, Congress released an audio clip of BJP’s Janardhana Reddy allegedly speaking to its MLA from Raichur Rural and offering money and a ministry post. “This is the handiwork of Congress’ dirty tricks department. This is a fake CD,” said senior BJP leader Prakash Javadekar.The court also asked the government not to take any major policy decision till it proves majority in the House. It also ordered authorities, including the state police chief, to ensure law and order during the floor test. No Anglo-Indian MLA will be nominated for now, the court said.Former A-G Mukul Rohatgi, appearing for the Chief Minister, sought time till Monday for the floor test but the bench, also comprising Justices SA Bobde and Ashok Bhushan, did not agree. When the court asked Rohatgi how BJP would get numbers, he said, “Support will come from Congress and JD(S) MLAs. More cannot be said at this point.”The court also turned down Yeddyurappa’s request for a secret ballot during the floor test. The Karnataka BJP immediately tweeted: “If people’s mandate has to be vindicated again, so be it. Bring it on!”Congress president Rahul Gandhi said the order vindicates his party’s stand that Governor Vala acted unconstitutionally. “BJP’s bluff that it will form government, even without the numbers, has been called out by the court. Stopped legally, they will now try money and muscle to steal the mandate,” he said.Congress and JD(S) MLAs who were moved to Hyderabad to escape potential poaching attempts will return to Bengaluru to take part in the floor test.Congress leader Ghulam Nabi Azad also alleged that the party’s Karnataka MLA BS Anand Singh has been abducted by a “central minister”. “The victory is ours. BJP is confident of their defeat. We only have to wait for 24 hours,” said Abhishek Manu Singhvi, representing the Congress-JD(S) combine in the court.Justice Sikri wrapped up the hearing on a lighter note. “I must say that I saw a message circulated on social media in which a resort owner wrote a letter to the Governor for formation of government saying he has the support of 117 MLAs,” he said.The current strength of Karnataka’s Assembly is 221. BJP has 104 seats of its own and claims to have an Independent MLA’s support. It is near-impossible for BJP to engineer a permissible defection (two thirds of MLAs) from Congress or JD(S).The second option is to get 13 MLAs from either party or both to resign or abstain. This will reduce the strength of the House, making BJP win the floor test even with its current strength.

11 pilgrims killed, 19 hurt in Uttarakhand accident

Eleven people, many of them in their teens, were killed and 19 injured in Champawat district today when a speeding truck rammed into a group of pilgrims walking to the Purnagiri temple.The pilgrims from Bareilly in Uttar Pradesh were on their way to the hilltop temple, well known in the region, when they were knocked down by a dumper truck coming from behind.The accident took place at 5 am at Bichai, Tanakpur Sub Divisional Magistrate Anil Chanyal said.Nine pilgrims were killed on the spot and two others succumbed to their injuries while being taken to hospital, the district disaster management office in Champawat said.The group was following the `dolas’ (palanquins) of Purnagiri Devi, placed on two tractors, when the accident happened, the Tanakpur SDM said.The devotees, still about 30 km from the temple, were travelling on foot as a mark of gratitude towards the deity for fulfilling their wishes, he said.The seriously injured pilgrims were admitted at a hospital in Khatima and the others taken to Tanakpur, he said.The dead included Vir Singh (18), Sonu (8), Vishal (17), Ram kumar (16), Deendayal (35), Babu (12), Kesher Singh (16), Ramswaroop (40), Sohan (40) and Kamal (19).They were all from Baheri in Bareilly district, the SDM said.Uttarakhand Chief Minister Trivendra Singh Rawat expressed grief at the loss of lives and asked Champawat District Magistrate Ahmad Iqbal to ensure proper treatment to the injured.The dumper truck driver fled after the accident. The police have launched a search for him.

Karnataka drama: What is a pro-tem speaker and why is the Congress worried about KG Bopaiah?

Karnataka Governor Vajubhai R Vala on Friday appointed Bharatiya Janata Party (BJP) MLA KG.Bopaiah as pro-tem speaker ahead of floor test tomorrow in the state assembly, breaking the convention of appointing the senior-most legislator. The Congress is set to challenge the decision in Supreme Court. Here’s a crash-course on the temporary position that is causing so much consternation.What is a pro-tem speaker? The pro-tem speaker is an operating and temporary speaker who conducts the work in centre or state legislatives. Generally, when state or Lok Sabha assemblies are elected, and the vote to appoint the speaker and deputy speaker is yet to take place, a pro-tem speaker is chosen to carry out activities till the permanent speaker is chosen.Also readAppointment of Bopaiah as Karnataka pro-tem speaker ‘encounter of the Constitution’: CongressIn a scenario, where both the speaker and deputy speaker posts lie vacant, then the tasks are carried out by a pro-tem speaker. A pro-tem speaker is usually the one who conducts the floor test. The Modi government had appointed Kamal Nath, nine-time Congress MP from Chhindwara constituency in Madhya Pradesh.However, normally a temporary position, KG Bopaiah’s appointment as pro-tem speaker has seen Congress raise the heckles, as the grand old party point out that the Bopaiah has a history of helping Yeddyurappa.Also readKarnataka: Siddramaiah in driver’s seat again for the coalition’s victory in the assemblyDoes the senior-most member have to be the pro-tem speaker? While it’s the convention to have the pro-tem speaker as an MLA/MP with the longest stint, there’s no set rule that’s engraved in the Constitution. In the Indian Polity, a popular book for civil service aspirants, M Laxmikanth writes: “Usually, the seniormost member is selected for this. The president himself administers oath to the speaker pro-tem. The speaker pro tem has all the powers of the speaker. He presides over the first sitting of the newly-elected Lok Sabha. His main duty is to administer oath to the new members. He also enables the house to elect a new speaker. When the new speaker is elected the pro tem ceases to exist.”Also readMeet Karnataka pro-tem speaker KG Bopaiah, who was chastised by SC for ‘saving’ Yeddyurappa govt in 2010The operating word here is ‘usually’ suggesting that the pro-tem speaker is picked at the discretion of the Governor. For example, KG Bopaiah who was the Karnataka Assembly Speaker from 2009 to 2013, was also the pro-tem speaker of the Karnataka assembly in 2008. He was picked by Governor Rameshwar Thakur. That precedent has been cited by Union Minister Prakash Javadekar on Twitter to defend the selection. One presumes it would be a big part of the defence strategy in SC too where Congress is challenging the Governor’s decision. What are the powers of the pro-team speaker and why is the Congress worried? Given Bopaiah’s history of suspending rebel MLAs to help BJP, Congress is worried he might do something similar again. He could also call for a voice vote instead of a division of votes which has been done before.In 2014, Maharashtra speaker had adopted the decision to adopt the motion expressing confidence in the Fadnavis government by a voice vote.This had set a precedent which had raised some questions about its validity. Former Lok Sabha speaker Somnath Chatterjee had said: “Had I been the Speaker, I would have called for a division of votes. It was the question of deciding whether the government has a majority or not.”The Devendra Fadnavis government managed to win a confidence motion by voice vote in what was seen as a shrewd game plan involving the BJP, Shiv Sena and the NCP.Conventionally a division or actual voting is called for when a confidence motion is moved. This gives the government a moral and legal sanction to govern. But in this case Haribhau Bagde, who was elected speaker of the new assembly, called for a voice vote and apparently neither the Congress nor the Shiv Sena pressed for a division.Apparently, the Sena government had walked out of the House just before the confidence motion was passed and by the time they returned the confidence motion was passed. There are suggestions that the entire thing was staged-managed, including the Sena walking out.Who is KG Bopaiah?Bopaiah, is a well-known ally of Yeddyurappa. In October 2010, during outrage about the illegal mining scam, several MLAs from BJP had objected to the government under Yeddyurappa’s leadership. Bopaiah, in a controversial move, had disqualified 11 rebel BJP MLAs and 5 independents which helped the BJP government survive. His move had earned the ire of SC and had quashed his decision.The SC had said that it didn’t meet the tests of natural justice and fair play.A bench had said: “There was no compulsion on the Speaker to decide the Disqualification Application filed by Mr Yeddyurappa in such a great hurry within the time specified by the Governor to the Speaker to conduct a Vote of Confidence in the Government headed by Mr Yeddyurappa. It would appear that such a course of action was adopted by the Speaker on October 10, 2010, since the Vote of Confidence on the Floor of the House was slated for October 12, 2010. The element of hot haste is also evident in the action of the Speaker in this regard as well. The procedure adopted by the Speaker seems to indicate that he was trying to meet the time schedule set by the Governor for the trial of strength in the Assembly and to ensure that the Appellants and the other independent MLAs stood disqualified prior to the date on which the Floor Test was to be held.”With this action, Bopaiah had brought down the strength in the 224-member Assembly to 208. The ruling party strength has been reduced to 106 from 117 and the opposition Congress and JDS have a combined strength of 101 (Congress 73 and JDS 28).The Supreme Court subsequently reversed the decision and castigated Bopaiah. Congress would be wary of such similar acts of omission and commission by Bopaiah, which can help Yeddyurappa survive the storm. Congress reacts to pro-tem speaker appointmentReacting to the decision, Dinesh Gundu Rao, Karnataka Congress Work President called it ‘shocking’.He wrote on Twitter: “Shocking decision by the Hon’ble Governor..Constitutional Convention says the seniormost, in this case RV Deshpande should’ve been named. Also, Supreme Court had passed structures against the conduct of KG Bopiah as Speaker. Sad to see Vajubhai Valaji behaving like an agent of BJP.”Congress leader and advocate Abhishek Manu Singhvi said: “By convention, the senior most speaker of the house is elected as protem speaker. Congress stakes claim to form govt in Goa, submits letter to Guv

The Congress today sought adoption of the Karnataka example in Goa and staked claim to form government in the state, being the single largest party in the Legislative Assembly.The Congress Legislative Party, led by Chandrakant Kavlekar, met Governor Mridula Sinha at Raj Bhavan here around noon and submitted a letter seeking an invite to form the government.The party said it can prove its majority within seven days of swearing-in of its chief minister.Thirteen of the 16 Congress legislators were present during the meeting with the governor as two of them are currently out of Goa, while another one is hospitalised.AICC secretary A Chellakumar and Goa Pradesh Congress Committee (GPCC) chief Girish Chodankar were also present during the meeting.”We undertake to prove the majority on the floor of the House within seven days of swearing in. Kindly initiate the process of inviting us to form the government at the earliest,” Kavlekar said in the letter submitted to Sinha.The Congress attached a copy of the letter it had written to the governor on March 12, 2017, in which they had staked claim to form the government after the results of Goa Assembly polls.In the Assembly elections held in February last year, the Congress had bagged 17 seats in the 40-member House, falling short of the majority figure by four seats.The BJP, which had bagged 13 seats, firmed up an alliance with Goa Forward Party and Maharashtrawadi Gomantak Party, both of which had secured three seats each, and also took support of three Independents.Subsequently, the Governor invited the BJP-led coalition to form the government. The present dispensation is headed by Manohar Parrikar, who is currently undergoing treatment in the US for a pancreatic ailment.”Despite the Congress being the single largest party, Manohar Parrikar was invited to be the chief minister. He was administered the oath of office and secrecy and the government headed by him was constituted,” Kavlekar added in the letter.”Your Excellency is aware that Indian National Congress, even as on date, is the single largest party in the state Legislative Assembly having 16 elected representatives,” it added. The Congress also referred to the developments in Karnataka, where Governor Vajubhai Vala invited the BJP to form the government after the Assembly election results declared on Wednesday.The BJP, which emerged as the single largest party with 104 seats in the 224-member Karnataka Assembly, was invited by the governor despite the JD(S)-Congress combine staking claim by citing the support of 117 MLAs. The majority mark is 112 seats as polls in two constituencies were deferred by the Election Commission.”In Karnataka, in the recently-concluded elections, the Congress and the Janata Dal (Secular), which has more than the required numbers, staked claim to form the government.”However, the Governor of Karnataka has invited B S Yeddyurappa of the BJP to form the government apparently on the precedent that the single largest party is required to be invited to form the government. This shows that the decision taken in 2017 in Goa was patently wrong,” the letter said.”Your Excellency is, therefore, urged to dismiss the present illegitimate government in the state and invite the Leader of Indian National Congress Legislature Party to form the government,” the letter said.Speaking to reporters after meeting, Chellakumar said the party has requested the governor to revert to the letter in seven days. “If she does not get back, then we will decide our future course of action. We have the numbers with us,” he said.Although the Congress had won 17 seats in Goa last year, it currently has 16 members in the Assembly as one of its legislators, Vishwajeet Rane, had joined the BJP last year. Rane later won Valpoi Assembly bypoll on a BJP ticket.”We have all the required numbers with us to form the government in the state. We can prove our numbers on the floor of the House. The magic figure of 21 is there with Congress… even without poaching into the BJP camp,” Chodankar said.

CS assault case: Six-member police team questions Arvind Kejriwal

A six-member team of the Delhi Police today arrived at Chief Minister Arvind Kejriwal’s office here for questioning him in connection with the alleged assault on Chief Secretary Anshu Prakash in February.Sources said the team led by Additional Deputy Commissioner of Police (North) Harendra Singh has begun questioning the chief minister at his camp office and is also recording the proceedings, as demanded by Kejriwal.Police said they have gone with their own recording equipment. While some members of the team arrived at the chief minister’s office around 4.40 pm to set up the recording equipment, Singh arrived at 5 pm.Around three-four advocates have also arrived at Kejriwal’s residence.Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19. Police said the chief minister was present when the alleged assault took place.Kejriwal had agreed to join the probe yesterday following a notice by the Delhi Police on May 16. He had demanded he be allowed to video record the proceedings. However, the police had said the proceedings will be video recorded, but the chief minister won’t be allowed to do so.The police might also summon his deputy Manish Sisodia in the case as he was present when the alleged incident took place.The police have already questioned 11 AAP MLAs present at the chief minister’s residence for the meeting. Two of the party MLAs — Amantullah Khan and Prakash Jarwal –were arrested in the case.Kejriwal, his former advisor V K Jain and Sisodia were also present in the meeting. Jain was also questioned in the case.On February 23, a police team had examined the CCTV system installed at the chief minister’s residence in the Civil Lines area and seized the hard disk. The forensic report on the hard disk is still awaited.The alleged assault on the chief secretary had triggered a bitter tussle between the Delhi government and its bureaucrats.

Appointment of Bopaiah as Karnataka pro-tem speaker ‘encounter of the Constitution’: Congress

Karnataka Governor Vajubhai R. Vala on Friday appointed Bharatiya Janata Party (BJP) MLA K.G. Bopaiah as pro-tem speaker ahead of floor test tomorrow in the state assembly, breaking the convention of appointing the senior-most legislator.Earlier in the day, the Supreme Court ruled that a floor test be conducted on Saturday at 4 pm for BJP to prove his majority in the state assembly.The decision was taken after the top court heard the arguments for and against the petition filed by the Congress and Janata Dal (Secular) following Governor Vala’s invitation to the BJP to form the government in the state.Reacting to the decision, Dinesh Gundu Rao, Karnataka Congress Work President called the decision ‘shocking’.He wrote on Twitter: “Shocking decision by the Hon’ble Governor..Constitutional Convention says the seniormost,in this case RV Deshpande should’ve been named. Also Supreme Court had passed structures against the conduct of KG Bopiah as Speaker. Sad to see Vajubhai Valaji behaving like an agent of BJP.”Congress leader and advocate Abhishek Manu Singhvi said: “By convention, the senior most speaker of the house is elected as protem speaker. In this case, it is RV Deshpande, but the BJP has sadly asked for a man who’s not senior most.”Congress National spokesperson Randeep Surjewala also experessed shock at the decision, saying that the SC had cast aspersions on Bopaiah and called him ‘tainted’. This exercise has to be completed before 4 PM when the floor test will be held to ascertain the majority.A bench comprising Justices A K Sikri, S A Bobde and Ashok Bhushan ordered that adequate and sufficient security arrangements shall be made and Director General of Police, Karnataka, will himself supervise all arrangements so that there is no lapse on this count whatsoever.The bench also noted the statement by senior advocate Mukul Rohatgi, appearing for the chief minister, that since the floor test would be held tomorrow at 4 PM, Yeddyurappa shall not take any policy decision till it is concluded.It recorded that in compliance with the May 17 order, Rohatgi has produced the copies of May 15 and 16 letters which were addressed by Yeddyurappa to the Governor of Karnataka.The bench noted that in the May 16 letter, it is claimed that Yeddyurappa’s party was the single largest party which also had the support of others and the requisite majority.On that basis, the request was made to the Governor to invite him to form the Government, it noted.The court also took on record the submissions of senior advocates Abhishek Manu Singhvi and Kapil Sibal, appearing for Congress-JD(S) combine, that the Governor could not have invited Yeddyurappa to form government on the basis of such letters.Their contentions were refuted by Rohatgi, the order noted, adding that “In a matter like this, detailed hearing is required in order to decide as to whether action of the Governor in inviting Yeddyurappa to form the Government was valid in law or not.” “Since it may consume substantial time and the final decision cannot be given immediately, we deem it proper that floor test to ascertain the majority of one or the other group is conducted immediately and without any delay,” the order said.The order also took on record the May 16 letter of the Governor inviting Yeddyurappa to form government by giving him 15 days to prove majority on the floor of the House.However, the bench said “having regard to all the circumstances of this case, we are of the view that such a floor test be conducted tomorrow itself, that is on May 19, 2018.” Before concluding, the bench granted six weeks’ time to the BJP and its leaders to file counter affidavit and, thereafter, the petitioners on behalf of Congress-JD(S) combine will file rejoinder affidavit in four weeks.With inputs from PTI

Karnataka Floor Test: Confident of winning trust vote, says Congress

Congress party is in an upbeat mood at least for a moment following the Supreme Court directing floor test to be held at 4 pm on Saturday. Congress party with 78 legislators in the 224 member Karnataka assembly pointed out that it along with 38 members of Janata Dal and Bahujan Samaj Party and two independents will win the trust vote on the floor of house. The party has sent the leader of opposition in the Rajya Sabha Ghulam Nabi Azad and Rajasthan’s former chief minister Ashok Gehlot are camping in Bengaluru to avoid any lapses.However, the leader of opposition in the Rajya Sabha Ghulam Nabi Azad and former chief minister Siddaramiah alleged that party’s missing legislator BS Anand Singh has been abducted and kept in the Centre’s captivity in Delhi. Azad claimed that some of the BJP legislators, who faces several graft charges, have been deployed to lure Congress legislators.Azad however, hinted that Anand Singh will come and vote tomorrow. Earlier, Congress had alleged that Centre was using the Enforcement Directorate to fix Anand Singh. Besides, BJP was allegedly luring party legislators by offering bribe. But both Azad and Siddaramaiah have not substantiated their charges by providing proof.Party leaders indicated that legislators, who are currently moved to Hyderabad, will be travelled back to Bengaluru early Saturday morning. The party is taking all the possible care to take its flock together. Congress legislators DK Shivakumar and his brother DK Suresh have been bestowed with the responsibility of taking care of party legislators.Siddramaiah stepped up attack against Karnataka Governor Vajubhai Vala for dumping the claim jointly staked by Congress and JD(S) combine. Rajasthan’s former chief minister Ashok Gehlot rejected media reports that some eight party legislators were in BJP’s contact. ”It is untrue. All party legislators are together except Anand Singh. Efforts are being made to establish contact with him. We are confident that those elected on Congress ticket will vote for the party,” he noted.Azad elaborated the process of how floor test needs to take place tomorrow. ”We have therefore requested that a pro tem speaker needs to be appointed which will be followed by swearing in of all legislators. We requested that pro tem speaker should be the senior most legislator which is customary. Thereafter, the election of speaker takes place and the whole procedure of vote will take place,” he noted.Former minister Veerappa Moily said ”We have won in the Supreme Court and will now win in the assembly.” He alleged that Chief Minister BS Yeddyurappa was insecured and therefore had withdrawn the security deployed at the Eagleton resort where Congress party legislators were camping until Thursday night.

The Haryana Board of School Education (BSEH) is going to declare the results of Class 12 today, May 18, 2018. The BSEH will announce the state board Higher Secondary School on the official website. However the exact time and date of the result declaration has not been officially confirmed. Karnataka Assembly Floor Test: BJP will win trust vote tomorrow, says CM Yeddyurappa

Supreme Court order directing BJP Chief Minister BS Yeddyurappa to prove the majority on the floor of the Karnataka Assembly tomorrow (Saturday) has come as a shot in the arm of Congress. Though BJP had pleaded more time for the floor test to happen, but now the party leaders have claimed that saffron party will win the floor test.”We are confident of winning the floor test,” said Chief Minister BS Yeddyurappa while talking to media after the apex court verdict. “We will obey the Supreme Court order on floor test,” he further added.BJP leader Prakash Javadekar said the party is ready and confident to win the trust vote.The Supreme Court on Friday ordered Chief Minister BS Yeddyurappa to prove the majority on the floor of Karnataka Assembly tomorrow (Saturday) at 4 PM. “SC has delivered a historic verdict, many important directions have been given, one of them being that floor test has to be conducted at 4 pm tomorrow under a pro tem speaker,” said Abhishek Manu Singhvi.”Let the House decide and the best course would be floor test,” a three-judge bench headed by Justice A K Sikri said.The top court said the Pro tem speaker will take decisions in accordance with the law on the issue of floor test. The apex court also directed the Karnataka government and the Governor not to nominate any MLA from the Anglo-Indian community to participate in the floor test tomorrow. The bench also asked the newly elected government not to take any major policy decision till it proves majority in the House.It also ordered authorities including the DGP to ensure law and order outside the Karnataka Assembly. The apex court made it clear that it would deal with the constitutionality of the Governor’s letter inviting Yeddyurappa to form the government later.

I believe it’s for his arrest, not information leading to his arrest, but his arrest. Promote Ayurveda, wellness treatment: Expert

Experts in Ayurveda treatment are in talks with the Union Ministry of Ayurveda to proliferate wellness tourism in the country. The move comes after there was an increased demand of people seeking Ayurveda treatment from foreign countries. Dr S Sajikumar, Chairman of CII Kerala State Council and founder of Dhathri Ayurveda in Kerala, said that the hospital has been flooded with a number of cases from the Middle-Eastern and European countries. Speaking at a conference, he said that primary as well as ‘global reach’ clinics can be established in some target countries so that patients seeking Ayurveda treatment can be referred to India. The ‘global reach’ clinics should offer a one-stop service — from travel to accommodation and cashless direct billing to 24×7 customer service, added Dr Sajikumar. He suggested that these activities could be coordinated through a single portal or a call centre.Further, he said, “There are around 1.5 lakh foreigners visiting Kerala for Ayurvedic treatment of which 20 per cent cases concern some illness. The major health issues include non-communicable and chronic diseases— obesity, skin problem, diabetes, spine, neck and joint disorders.”Additionally, Dhathri Ayurveda is also trying to connect with the foreign market to export more Ayurvedic medicine for people who are seeking treatment outside the boundaries of India. “Exporting Ayurvedic medicine involves a lot of technical details in terms of foreign policy standards. Bitcoin extortion case: NBW against absconding BJP MLA

A sessions court on Thursday issued a non-bailable warrant against former BJP legislator Nalin Kotadiya in the multi-crore bitcoin extortion case after he skipped two summons. The CID (Crime) had submitted a report seeking his arrest warrant to the court on Monday. The sessions judge approved the plea on Thursday.”We have alerted Gujarat police about Kotadiya and search for him is going on,” a CID official told DNA. “After the non-bailable warrant has been issued against him and any Gujarat police officer can arrest him. Till now, there have been no signs of Kotadiya found, but the search has been intensified.” The CID (Crime) has also issued a lookout notice to airport authorities across the court.It has been 14 days since the CID issued the first summons to Kotadiya, after his name was revealed by main accused Kirit Paladiya who kidnapped builder Sailesh Bhatt and extorted of 176 bitcoin from him with the help of Amreli police officials. Till now, CID officials have issued two summons to Kotadiya, one on May 4 and another on May 5.On May 7, the former MLA released a press note claiming that he was innocent and was being framed in the case. He also accused the victim of kidnapping two investors in February and extorting 2,300 cryptocurrencies from them.On May 9, Kotadiya faxed a letter to the CID (Crime), in which he requested the officials to not carry out the third summons since he was “out of station” and will only be able to return on May 11 or 12. He has yet to show up.CID officials have also carried out search operations at 25 locations in Ahmedabad, Surat and Amreli, but they have yet to get any leads about Kotadiya’s whereabouts.The CID had even sent a team to Chandigarh after they got a tip-off that the former legislator was there, but the information turned out to be false.

Cyclonic storm ‘Sagar’ not to affect Gujarat, says govt

Cyclonic storm ‘Sagar’ is not going to affect to Gujarat in anyways, announced Gujarat government on Thursday as they received the message from the meteorology department on the diverted cyclone. The revenue secretary Pankaj Kumar made the message public through social media platforms too and the same was then further disseminated by the district collectors of state.The additional chief secretary in revenue department Pankaj Kumar posted on his Twitter account at around 3:00 pm, “Cyclonic storm #Sagarsituated over the Gulf of Aden is Not going to affect Gujarat. It is going further away from us.” He also put the twitter handles of different district collectors too so that people could approach their concerned official when they need.The relief secretary in Gujarat MR Kothari talking to dna said, “We have received the inputs from the meteorology department that the cyclone Sagar was diverted towards Oman and has concentrated near Gulf of Aden. So no any threat or fear looms over Gujarat owing to the cyclonic system. There is no any alert given by the state government to anyone except for the fishermen to venture in or near Gulf of Aden and Oman for fishing. Fishing in Indian marine borders is safe as well. We also got the input that no atmospherical changes also are likely in Gujarat.”Initially, however, the state administration was not willing to take any chance and initially taking the precautionary measures that included hoisting of Distant Warning (DW) signal number 2 at all major ports along the Gujarat coast. The meteorological department issued an advisory asking fishermen not to enter the deep sea in view of adverse weather conditions.As per the warning-cum-advisory issued afternoon by Met Centre in Ahmedabad. The centre had given the warning that the cyclonic storm was centred in the Gulf of Aden off Yemen coast in the Arabian sea and was likely to “intensify further slightly during the next 12 hours”.”This cyclonic storm is very far from us and it is going towards Gulf of Oman in the north. The possibility of ‘Sagar’ making any significant impact along the Gujarat coast is very less. There is no need to worry,” said Jayanta Sarkar, Director, Met Centre.”Upon receiving the weather advisory, we have put our staff on alert mode. We have also asked fisheries officials to warn fishermen about the storm so that they don’t go towards the Gulf of Aden. Port officials are also in our contact and signal number 2 has been hoisted,” said MA Pandya, collector of coastal Porbandar district.

Dynasty politics has ended, people rewarding hardwork: PM Modi sets the tone ahead of 2019

Prime Minister Narendra Modi asserted today that dynasty politics has “ended” and voters are rewarding hardworking leaders, as he set the tone for 2019 Lok Sabha elections, saying it is not the time to look back but to move ahead and work for a win in the next polls.In his address to a meeting of all BJP ‘morchas’, which focus on groups like farmers, scheduled castes, scheduled tribes, women and youths, Modi said people can differentiate between his government and the ones before it and claimed that there is no allegation against the current dispensation, sources said.While for other parties self and family come first, for the BJP government the nation and people hold utmost priority, Modi said, according to party general secretary Bhupender Yadav who briefed reporters on the PM’s speech.The first such meeting of all wings of the party is seen as an attempt by its top brass to galvanise its rank and file in preparation for the general elections, which are less than a year away.”Dynasty politics has ended and leaders trying to win over the masses with their hard work are being rewarded. Why urgency? Anyone getting hanged: High drama at Supreme Court

The intervening night preceding the swearing-in of BS Yeddyurappa saw a high-wire drama that spilled on to daybreak, as Congress knocked on the doors of the Supreme Court to plea for a stay. The midnight hearing that went on for more than three hours, was the first time the apex court opened its doors after the hearing for the execution of Yakub Memon.Late Wednesday night, as soon as the BJP’s Karnataka unit declared the swearing-in time of the chief minister, the Congress swung into action and sought permission for an urgent hearing. Appearing as counsel for Karnataka Congress president G Parameshwara and JD (S) chief HD Kumaraswamy, Congress MP Abhishek Manu Singhvi reached the office of Secretary General of the Supreme Court Registry Ravindra Maithani, seeking an urgent hearing. He submitted a petition, where the primary plase were to defer the swearing-in of the BJP’s legislators and to reduce the time given by governor Vajubhai Vala to the BJP of 15 days to prove majority.After perusing the petition, Maithani made his way to the house of the Chief Justice of India, where a gathering of scribes had already assembled anticipating some drama. Hours before the action enfolded, it is learnt that the Congress started gathering its forces in Delhi. Singhvi was in Chandigarh earlier that day and made his way to Delhi by late afternoon. From its Bangalore war room, the party dispatched Lingayat leader Basavaraju AP with a dossier of crucial papers.At the CJI’s house, Maithani stayed inside for close to an hour, as discussions went on inside. Singhvi was seen sitting inside his car outside the Supreme Court all along waiting for a word. At around 1:20am, as Maithani made his way out of the CJI’s residence, word finally got out that the matter will be heard by 1:45 am at court room no 6, by a three-member bench headed by Justice AK Sikri. Justices Arvind Bobde and Ashok Bhushan were to comprise the bench.The announcement volleyed through a flurry of activity towards the Supreme Court, which prepared to hold the hearing.Soon, inside the court, the counsels gathered. Singhvi was the first to appear with a group of lawyers; former attorney general Mukul Rohatgi joined in a few minutes later.As soon as the arguments began, Singhvi contended that the swearing-in be deferred and that the time given to the governor be lessened, as it was a “constitutional sin giving a fillip to poaching” of MLAs by the BJP.His main contentions were that the while the governor enjoyed immunity, his discretion cannot be considered final. Countering it, Rohatgi sought the dismissal of the petition on the grounds that the governor is a constitutional authority and is above court orders.Strengthening his arguments, Singhvi mentioned several past judgements in similar matters, and contended that as per convention, the order of preference in a post-poll situation is this: first, an alliance of parties that are formed prior to elections, then, the single largest party staking claim with the support of others, including ‘independents’, while at third stands a post-electoral coalition of parties. The last, as per preference, is the single largest party without the requisite majority.He also referred to the Sarkaria Commission report, and the judgements in the Bommai case where the role of the governor was laid down as one without absolute finality, and then the Kavlekar judgement after the Congress turned single largest party in Goa without majority.Rohatgi contended the immunity of the office of the governor and said that the governor’s actions “can be set aside, but cannot be questioned”. He said that the swearing-in should be allowed and if the petitioners are right, the swearing-in could be reversed. He thundered that the petition did not warrant a midnight hearing, and said that he rushed to the court after two MLAs saw the developments on TV and called him. Singhvi accused him of appearing on proxy of Yeddyurappa, while the bench never asked him about the clients. It was later discovered that the petitioners are BJP MLAs Govind M Karjol, CM Udasi and Basavaraj Bommai.During the arguments, Attorney General KK Venugopal appearing in to assist the bench, stated that the defection law kicks in only after MLAs swear in, raising several eyebrows. Justices Sikri and Bhushan were quick to reply: “Does it imply that suitcase exchanges are made possible before the MLAs are sworn in. That is impermissible.”Singhvi had argued that the letter written by Yeddyurappa to governor Vala staking claim had mentioned only 104 MLAs. “I also have good reason to believe that he had asked for seven days to prove majority,” Singhvi said.In reply, appearing furious for the last moment arguments, Rohatgi told the bench that the letter was not in his hands at the moment and sought time till late Friday evening.After hearing both sides, the bench refused to stay the swearing-in, but stated that the swearing-in is now conditional on the aforementioned letter, and that it must be produced in court at 10:30 am Friday. “We are not staying the swearing in, but it will be subjective to what the letter entails,” the bench held.ARGUMENTS — FOR AND AGAINST IN SUPREME COURTAbhishek SinghviThe swearing-in should be deferred and the time given to the Governor be lessened, as it’s a ‘Constitutional sin, giving a fillip to poaching’ of MLAs by the BJP. Pak summons Indian diplomat to condemn ‘unprovoked firing’

Pakistan summoned India’s Acting Deputy High Commissioner and condemned the “unprovoked firing” on the Line of Control by Indian forces that killed a civilian, the Foreign Office said today.Foreign Office spokesman Mohammad Faisal said that Indian forces resorted to “unprovoked firing” on May 15 in the Hotspring Sector which killed a civilian resident of Dehra Sher Khan village. “The deliberate targeting of civilian populated areas is indeed deplorable and contrary to human dignity, international human rights and humanitarian laws,” Faisal said.He claimed that the Indian forces along the Line of Control and the Working boundary are continuously targeting civilian populated areas with heavy weapons and carried out more than 1,000 ceasefire violations so far in 2018, resulting in the death of 24 civilians.”This unprecedented escalation in ceasefire violations by India is continuing from the year 2017, when the Indian forces committed 1,970 ceasefire violations,” he said.”The ceasefire violations by India are a threat to regional peace and security and may lead to a strategic miscalculation,” Faisal said.He said Pakistan will continue to provide political, moral and diplomatic support to the people of Kashmir.The spokesman also regretted that the daughter of legendary Urdu poet Faiz Ahmad Faiz was not allowed to address a function in India.Answering a question, he said India used Pakistan card to influence its internal politics. He recalled that the then Congress government had imposed the President's Rule in Rajasthan, Madhya Pradesh and Himachal Pradesh post Ayodhya temple movement in 1992. The cabinet minister claimed that lotus will bloom in Rajasthan again in 2018 assembly election and the party will get majority in the state, he added. ”

Anti-poaching measure: Congress-JD(S) to airlift MLAs to secret locations to keep flock together

The JD(S)-Congress combine whose MLAs hunkered down in resorts and hotels following alleged attempts at poaching by the BJP, is now deliberating where to shift them as the saffron party continues efforts to get the requisite number to win the floor test.The BJP has emerged as the single largest party in the southern state winning 104 seats but is short of a simple majority. On the other hand, the Congress and JD(S), which have already announced post-poll tie-up, have won 78 and 37 seats respectively and staked claim before Governor Vala. The Governor, however, invited BS Yeddyurappa, and gave BJP 15 days time to prove its majority.With his political future hanging by a slender thread, BS Yeddyrappa was today sworn in as the chief minister of Karnataka for the third time amid protests.On Thursday morning, though the apex court did not stay the swearing-in, it kept the sword of Damocles hanging over him, making it clear that his stay at the helm of the state’s affairs will be subject to the outcome of the case.Former minister and Congress legislator DK Shivakumar said that the decision to shift MLAs will be taken tonight. “The MLAs maybe shifted to Kochi, Delhi, Hyderabad or Vizag,” Shivakumar told DNA. If required, he said, after tomorrow’s Supreme Court hearing they (MLAs) may be paraded to the Rashtrapati Bhavan.”There has been a murder of democracy. Let us wait till tomorrow. We feel justice will be in favour of us. Already a chaos is happening throughout the country. In Bihar, Goa, Manipur and other states where we were a single largest party, they’re asking for the same formula,” he said. Meanwhile, the security of MLAs staying at the Eagleton resort has been withdrawn. The resort security personnel are now checking security credentials of the visitors.A JD(S) MLA told DNA that they are moving their legislators to an undisclosed location outside Bangalore. “Kumaraswamy alone knows where they are going, Kochi most likely location,” he said.On Wednesday, JD(S)-Congress combine’s chief ministerial candidate H D Kumaraswamy claimed the BJP offered his MLAs Rs 100 crore in bribes to break ranks and back the BJP in government formation, a charge rejected by the saffron party. However, Union minister Prakash Javadekar rubbished JD(S) the charge saying it is “imaginary”. “Rs 100 crore, Rs 200 crore figures are imaginary. The BJP is not doing anything. This is the kind of politics the JD(S) and Congress play,” he said.

BS Yeddyurappa: The clerk who made it big in corridors of power

He has been controversy’s favourite child. And controversy did not leave him alone even during his ascent to the throne of Karnataka amid a murky legal battle in the country’s top-most court.From the humdrum existence as a government clerk and a hardware store owner to becoming the chief minister of Karnataka for a third time, BS Yeddyurappa has navigated the choppy waters of politics with the consummate ease of a seasoned oarsman, defying tidal waves of adversity.A hardboiled RSS Swayamsevak, 75-year-old Bookanakere Siddalingappa Yeddyurappa, joined the Hindu right organisation when he was barely 15, and cut his political teeth in the Jana Sangh, the BJP’s forerunner, in his hometown Shikaripura in Shivamogga district.He became the Jana Sangh’s Shikaripura taluka chief in the early 1970s.Currently a Lok Sabha member from Shivamogga, he was first elected to the Legislative Assembly from Shikaripura in 1983 and went on to win it five more times.The Lingayat strongman is known to have espoused the cause of farmers, something which was repeately referred to by Prime Minister Narendra Modi in his election speeches.A Bachelor of Arts, Yeddurappa, who was jailed during Emergency, worked as a clerk in the social welfare department before taking up a similar job at a rice mill in his native Shikaripura. Later, he set up his own hardware shop in Shivamogga.Yeddyurappa may have landed in the hot seat in 2004 itself when the BJP emerged as the single largest party, but the Congress and JD(S) of former prime minister H D Deve Gowda cobbled together an alliance, and a government was formed under Dharam Singh.Known for his political sagacity, Yeddyurappa joined hands with H D Kumaraswamy, Deve Gowda’s son, in 2006 and brought down the Dharam Singh government after the chief minister was indicted by Lokayukta in an alleged mining scam.Under a rotational chief ministership arrangement, Kumaraswamy became the chief minister and Yeddyurappa his deputy.Yeddyurappa became the chief minister for the first time in November 2007 but his term in office lasted just seven days as Kumaraswamy reneged on a power sharing arrangement and walked out of the alliance.He was made the chief minister once again after the BJP came to power in May 2008 but had to step down in July 2011 following his indictment by the then Lokayukta N Santosh Hegde in an illegal mining case.In the 2008 polls, the Lingayat heavyweight led the party to victory, and the first BJP government in the south was formed under him.Soon controversies swirled around Yeddyurappa over alleged abuse of office to favour his sons in allotment of land in Bengaluru. The indictment by Lokayukta in an illegal mining scam was the last straw that broke the camel’s back, and he was forced to resign on July 31, 2011.On October 15 that year, he surrendered before the Lokayukta court, after it issued a warrant against him in connection with alleged land scams, and was in jail for a week, dealing a body blow to the BJP’s claim of being a party with a difference.Sulking after having been made to quit, Yeddyurappa broke his decades-long association with the saffron party and formed the Karnataka Janata Paksha.However, ploughing a lonely furrow, he failed to make the KJP a force to reckon with in Karnataka politics but wrecked the BJP’s chances of retaining power in the 2013 polls, winning six seats and polling about 10% votes.As Yeddyurppa faced an uncertain future and the BJP looked for a leader with a formidable reputation to lend its campaign the required heft ahead of the 2014 Lok Sabha polls, the two cosied up to each other.On January 9, 2014, Yeddyurappa merged his KJP with the BJP.In the Lok Sabha elections that followed, the BJP won 19 of the state’s 28 seats, a remarkable turnaround for the party which had secured a measly 19.9 per cent votes in the Assembly polls just a year ago leading to the fall of its first government.Notwithstanding the taint of corruption, Yeddyurappa’s status and clout grew in the BJP.On October 26, 2016, he got a huge relief when a special CBI court acquitted him, his two sons and son-in-law in a Rs 40 crore illegal mining case, which had cost him the chief ministership in 2011.In January 2016, the Karnataka High Court quashed all 15 FIRs against Yeddyurappa lodged by the Lokayukta police under the Prevention of Corruption Act.In April that year, he was appointed the state BJP chief for the fourth time.The Lingayat leader, however, continued to be dogged by controversies, with the anti-corruption bureau launching proceedings against him in an alleged illegal land denotification case. He petitioned the high court, which stayed the ACB proceedings against him.The taint of alleged corruption notwithstanding, the BJP declared him its chief ministerial candidate, ignoring the taunts by the Congress.

BJP leader Yeddyurappa got an invitation from the Governor yesterday to form the government in Karnataka and prove his majority on the floor of the Assembly in 15 days. Congress and JD(S) have accused the Governor of ‘acting against the spirit of the constitution’ and ‘helping BJP form government in the state’. It is obvious that he will listen to the Centre,” said Captain Amarinder Singh.Earlier, against the backdrop of the political developments in Karnataka, Congress president Rahul Gandhi today lashed out at the BJP-led government at the Centre, saying Constitution was under “severe attack” in the country where an atmosphere of fear prevailed.Addressing a ‘Jan Swaraj Sammelan’ the occasion of the silver jubilee of 73rd and 74th amendment in the Constitution related to local self-governance, Gandhi accused the BJP and the RSS of capturing every democratic institution in the country.Referring the press conference called by Supreme Court judges on various issues relating to the apex court judiciary earlier this year, Gandhi said, “The judiciary is under fear, the press is under fear and even the BJP’s members of Parliament are under the same fear as they cannot speak a single word before the prime minister (Narendra Modi).” “The Constitution is under severe attack in the country. In Karnataka, the MLAs are on one side and the governor on the other,” he alleged, adding, “One after another, you can see every democratic institution in the country, like the MPs, MLAs, the press, and the Planning Commission…the RSS is trying to induct its people.” The comments came against the backdrop of the dramatic developments that took place in Karnataka after the Assembly election there threw up a hung verdict.The Bahujan Samaj Party Chief Mayawati has also accused BJP of acting against the constitution. “It is a conspiracy to destroy the constitution made by Baba Saheb Ambedkar, since they (BJP) came to power they have been misusing government machinery, thereby attacking democracy,” said Mayawati after Yeddyurappa was sworn in as Karnataka Chief Minister.(With agency inputs)

Karnataka govt formation: Confident of proving majority, says CM Yeddyurappa

Newly sworn in Karnataka Chief Minister B S Yeddyurappa on Thursday said he was “100 per cent sure” of winning the vote of confidence in the assembly and completing the five-year term.He slammed the Congress-JDS alliance as “unholy” and charged they were out to grab power though the people had “rejected them outright”.”I am sure of winning the vote of confidence and my government completing five years,” said Yeddyurappa, who has been given 15-days window by Governor Vajubhai Vala in a controversial decision that has been challenged in the Supreme Court.He was addressing his first press conference soon after taking the oath following an overnight legal battle in the Supreme Court where the Congress-JDS combine made a desperate push to stall the government formation.Yeddyurappa also appealed to the legislators to vote according to their “conscience” and uphold the people’s mandate.”I am 100 per cent sure of the success,” he said, striking a confident note on emerging victorious in the trial of strength in the assembly. “I have people’s support for me and my party,” said Yeddyurappa, who has now a tough task to muster the numbers to reach the half mark of 112.The BJP has emerged as the single largest party with 104 seats in the May 12 elections which threw up a hung assembly. Earlier on Thursday, the Supreme Court refused to stay Yeddyurappa’s swearing-in as Karnataka Chief Minister after a rare pre-dawn hearing which saw the Congress-JD (S) combine making a last-ditch attempt to stall the saffron party’s surge in the southern state.

As Bharatiya Janata Party’s BS Yeddyurappa was sworn-in as Karnataka Chief Minister, Congress President Rahul Gandhi on Thursday called it a ‘defeat of democracy’.”The BJP’s irrational insistence that it will form a Govt. in Karnataka, even though it clearly doesn’t have the numbers, is to make a mockery of our Constitution. This morning, while the BJP celebrates its hollow victory, India will mourn the defeat of democracy,” Gandhi tweeted.Veteran BJP leader Bookanakere Siddalingappa alias BS Yeddyurappa (75) today was sworn in as the 23rd Karnataka Chief Minister at the lawns of Raj Bhavan. The Governor Vajubhai Vala administered the oath of office and secrecy. This is the third time Yeddyurappa has taken the oath as CM.Earlier on Thursday, the Supreme Court refused to stay Yeddyurappa’s swearing-in as Karnataka Chief Minister after a rare pre-dawn hearing which saw the Congress-JD (S) combine making a last-ditch attempt to stall the saffron party’s surge in the southern state. The apex court, which commenced the hearing at 2.11 am and ended at 5.28 am, however made it clear that the swearing-in and the government formation in the state would be subject to the final outcome of the case before it.A special bench comprising Justices A K Sikri, S A Bobde and Ashok Bhushan directed the Centre to place before it two communications, sent by Yeddyurappa to Governor Vajubhai Vala in which he had staked claim to form the government, saying their perusal was necessary to decide the case.The top court also issued notices to Karnataka government and Yeddyurappa seeking their replies on the plea filed by Congress-JD(S) combine and posted the matter for hearing on Friday (tomorrow).”This Court is not passing any order staying the oath taking ceremony of B S Yeddyurappa. In case, he is given oath in the meantime, that shall be subject to further orders of this court and final outcome of the writ petition,” the bench said.While senior advocate Abhishek Manu Singhvi, appearing for Congress-JD (S) combine, persisted with his arguments that the swearing-in ceremony should be stayed or deferred, the bench said, “we are not staying the oath taking ceremony”.Attorney General K K Venugopal, appearing for the Centre, and senior advocate Mukul Rohatgi, representing three BJP MLAs Govind M Karjol, C M Udasi and Basavaraj Bommai, opposed the arguments to defer or stay the swearing-in ceremony, which was scheduled yesterday for today morning.”We do not know what transpired in the meeting between the BJP leader (Yeddyurappa) and the Governor. I do not think B S Yeddyurappa is served or represented here. The whole thing is in a grey area and in a realm of speculation,” Venugopal said.Rohatgi also questioned the manner in which the petition was filed in the midnight and said, “Heavens will not fall if somebody is sworn-in. This is not a matter of life or death or as if someone is going to be hanged”.He said that constitutional obligation of the Governor was to invite a party to form a new government and his action could always be judicially reviewed and the court may order for restoration of status-quo ante also as was done in the case of Arunachal Pradesh.(With PTI Inputs)

Karnataka Elections: 3 major legal points debated in Supreme Court, next hearing on Friday

The Supreme Court today refused to stay BJP leader B S Yeddyurappa’s swearing-in as Karnataka Chief Minister after a rare pre-dawn hearing which saw the Congress-JD (S) combine making a last-ditch attempt to stall the saffron party’s surge in the southern state.The apex court has made it clear that the swearing-in and the government formation in the state would be subject to the final outcome of the case before it. While taking up the petition the court debated the maintainability of the petition first.Role of GovernorDuring the arguments, it was important to decide whether the government can be questioned or not. The court opined that Governor can’t be questioned as a person, but his actions can be looked into. This paved the way for further arguments in the case.Former Attorney General Mukul Rohatgi defended Karnataka Governor Vajubhai R. Vala’s decision to administer the oath to BJP legislature party leader B.S. Yeddyurappa on Thursday morning at the Raj Bhavan in Bengaluru.”Governor has the discretion to call the largest party and he has done so. If single largest party won’t be able to form a government, another party will be called. In case of Goa elections, single largest party Congress had not presented its side, that’s the difference,” said Rohatgi, who is appearing for Bharatiya Janata Party (BJP) in the hearing of the petition filed by Congress and Janata Dal (Secular) challenging the Governor’s decision.Staying the swearing-in-ceremonyUnless things were completely illegal at on the onset, apex court was highly unlikely to interfere in the swearing-in-ceremony, believe many legal experts. “This Court is not passing any order staying the oath-taking ceremony of BS Yeddyurappa. In this country, action will be amenable but office of the Governor cannot be injuncted,” Rohatgi said.At the outset, Singhvi referred to the number of seats won by the BJP, Congress and JD (S) and said the Congress-JD (S) combine has the majority in the house with 117 MLAs while the BJP had only 104 seats which was below the majority mark of 112 at present.He also questioned the Governor’s decision to give 15 days time to Yeddyurppa to prove majority in the house and claimed that this might lead to “horse trading” and “poaching” of MLAs.Singhvi said that they were not sure how much time Yeddyurppa himself had sought from the Governor to prove the majority but as per their information, the BJP leader had sought seven days time.He urged the court to defer the swearing-in, scheduled to be held at 9.30 am on Thursday, till 4.30 pm and said the Centre or BJP should be asked to place before the bench the letters sent by Yeddyurppa to the Governor.However, the Attorney General told the bench, “We really do not know what was the basis of which the Governor invited him (Yeddyurppa)”.He said that swearing-in should not be deferred or stayed as it was for a constitutional office and no purpose would be served by stopping it since it was “purely a reversable situation”.”Let this matter be heard. Let floor test take place. No irreversible damage will be done,” Venugopal said.”Here, there are three major parties. BJP is the single largest party, Congress is second and JD (S) is third. Now, the Congress-JD (S) combine outweigh the BJP. Then, in this situation, on what basis he (Yeddyurppa) has staked claim to form the government. We do not have those letters. It’s only on surmises. The arithmetic is such that defies on what basis it was done,” the bench observed.To this, Venugopal raised a doubt on the authenticity of the signatures of MLAs submitted by Congress-JD (S) combine leader H D Kumaraswamy and said, “They may have given signed letter which may not be genuine”.Singhvi, while contending that “humongous things are happening in terms of money”, expressed gratitude that three judges of the apex court were hearing the matter at 2 am.”If a Governor passes an order (inviting Yeddyurppa to form government) at 9.30 pm and the oath taking ceremony is at 9.30 am, I have no option but to make your night black. I am extremely grateful that three judges of the Supreme Court are sitting in the court at 2 AM to hear the matter. It is a victory of democracy irrespective of what is the outcome. The democracy has won,” he told the bench.In the May 12 polls, BJP emerged as the single largest party with 104 members, while Congress secured 78, the JD(S) 37 and others three.

Shiv Sena speaks up against opening of salt pan lands for housing

Shiv Sena leader and Environment Minister Ramdas Kadam has come out openly against housing on salt pan lands. Kadam, while speaking to media persons on Wednesday, said that Shiv Sena would not allow the salt pans to be used for construction purposes under any circumstances. Stating that the party would stage protests against this move, he went ton to say how opening of salt pans for the housing sector will put stress on the ecology of the city. He also questioned why the government did not undertake housing projects for public on a large scale when the urban land ceiling regulation act was in force. He reminded that until the state repealed its land ceiling law of 2007, individuals in urban areas could own more than 500 sq m residential land only if they permitted public housing in 5 per cent of the excess land. Such land, which developers should have handed over to public housing but didn't, adds up to around 1,850 acres in Mumbai and another 4,000 acres in the metropolitan region.”

Adani Foundation ties up with Cambridge to introduce coding in Gujarat schools

Adani Foundation said on Wednesday that it has tied up with the Cambridge University Press to enrich school curriculum with subjects such as Coding, and to transform teaching-learning experience in schools. It would also focus on promoting English.Priti Adani, Adani Foundation Chairperson, and Peter Phillips, Chief Executive of Cambridge University Press, signed the letter of intent for rolling out the futuristic educational initiatives, Adani Foundation said in a release.”Under the programme ‘Coding Sandpit’, a curriculum has been designed to offer a transformational experience of teaching and learning of Computer Science and ICT in schools. This focuses on honing computational thinking skills of the learners,” the release said.The Cambridge Language Solution, a digital language lab for schools, would focus on sharpening skills of listening and speaking among students. The Foundation said that it would also work to promote English under the ‘English as the third language’ project, aimed at first-generation learners and teachers of the language.”This partnership will be one more endeavour by Adani Foundation to make the less fortunate sections of the society self-reliant,” Adani said.

Cabinet approves Metro line extension to Noida Sector 62

The Cabinet has approved the extension of Metro rail network from Noida City Centre to Noida Sector 62 on Wednesday. The new line will be the extension of the Dwarka-Noida City Centre corridor on the Blue Line of the Delhi Metro with an investment of Rs 1,967 crore. It is proposed to have six elevated stations.The Centre’s liability will be to the tune of Rs 340.60 crore on account of grant and subordinated debt for the project.Union Minister Ravi Shankar Prasad said the total stretch for the extension is 6.675 km long and it will provide transport facilities to a large number of people living in Noida besides catering to residents of nearby areas of Ghaziabad.The project will be implemented by Delhi Metro Rail Corporation (DMRC), the existing Special Purpose Vehicle (SPV) of the Centre and Delhi governments. The minister said Noida is expanding in terms of commerce and educational facilities and the extended line will help in greater mobility of people.”The project will also result in the development of more residential and commercial complexes in the region and help more to move to the satellite town of Delhi, thus decongesting the national Capital,” an official release stated.About 800 staff, including engineers, are currently working at the project site and the DMRC has started the procedure for recruitment of around 200 employees for operation and maintenance of this corridor.”Under Delhi Metro corridor, the Metro line will be extended from Noida City Centre to Noida Sector 62 and Rs 1,967 crore would be spent on the expansion,” Prasad said.According to officials, with the Metro rail in place, there will be less vehicular traffic on roads leading to less congestion, less time and cost of the journey, less consumption of fossil fuel and less environmental pollution.About 81 per cent progress of civil work and 55 per cent of the overall financial progress of the project have been achieved. Ignoring symptoms of hypertension can be risky: Doctors

If constant headache and dizziness has been troubling you and you are easily getting fatigued, have blurred vision, then chances are that you are suffering from high blood pressure. On the occasion of International Hypertension Day, which is observed on May 17 every year, the city doctors advise that ignoring these signs can be an invitation to other serious health ailments. They say that hypertension is a risk factor for heart problems, kidney disorders, dementia, stroke and sexual dysfunction, among others. “Hypertension is a lifestyle-related health issue,” Dr Amit Gupta, senior interventional Cardiologist of Shalby Hospital said. “Given the haphazard way people live in big cities and towns and the kind of day-to-day stress they have to deal with, it is not surprising that hypertension has become very common among the population,” he added. On the basis of the number of cases that have come to light even the rural population is untouched with hypertension. “As per estimates, about 30-40 per cent urban population suffers from hypertension, while 12-17 per cent population is said to be afflicted with it in the rural areas. The instances of hypertension are rapidly growing in both urban and rural areas, with children also now being affected with it,” said senior cardiologist Dr Supriy Jain.According to Dr Ram Chitlangya, Senior cardiologist at Jivan Rkha Hospital, “Lifestyle changes including weight loss, decreased salt intake, physical exercise and a healthy diet with medications can lower blood pressure and decrease the risk of health complications. If it is not sufficient then blood pressure medications are used.” In medical term normal blood pressure is 120 over 80 mm of mercury (mmHg), but hypertension is higher than 130 over 80 mmHg. “Avoiding stress, or developing strategies for managing unavoidable stress, can help in blood pressure control,” Dr Rahul Sharma, cardiologist, Narayan Hospital said. “Intake of alcohol, drugs and smoking can raise blood pressure. Giving up smoking reduces the risk of hypertension, heart conditions,” added Dr Rahul.Healthy LifestyleAccording to city doctors, lifestyle changes including weight loss, decreased intake of salt, physical exercise and a healthy and wholesome diet plan with medications can help lower the blood pressure and decrease the risk of health complications.

Karnataka govt formation: 15 days given to BJP to prove majority is licence to poach, says Singhvi at SC hearing

With the Karnataka power tussle turning into a midnight courtroom battle, the Supreme Court said the general trend of its past judgments was not to restrain the governor, as it heard a plea by the Congress-JD(S) combine against the governor’s decision to invite BJP’s BS Yeddyurappa to form the government.The apex court also asked can it restrain the governor from inviting a party to form the government, to which senior lawyer and Congress leader A M Singhvi said the Supreme Court had done so in the past.The court said was it not a convention that the single largest party gets invited by governor to form government and prove majority.The three-judge bench, comprising justices A K Sikri, S A Bobde and Ashok Bhushan, said they are wondering whether the Supreme Court can restrain the governor that might lead to constitutional vacuum in the state.The court also observed that the general trend of its past judgements was not to issue injunction or restrain the governor.With Singhvi arguing that the Constitution gives immunity to governor only for discharge of duties, the bench asked whether he wanted the court to scrutinise discretion of the governor when it does not have the letter given to Karnataka Governor Vajubhai Vala that was the basis for inviting the BJP to form the government.Arguing on behalf of the Congress and JD(S), Singhvi told the bench, constituted by Chief Justice Dipak Misra to hear the matter, that the governor has negated democracy by not calling the alliance commanding majority in Karnataka.”It is the biggest license to poaching if the governor gives 15 days to BJP to prove majority as in earlier such cases 48 hours were given by SC,” Singhvi said.He said the BJP has 104 MLAs and Governor invited B S Yeddyurappa to form govt in “unconstitutional manner”, even as JD(S) leader HD Kumaraswamy along with the Congress has 116 MLAs supporting him.Senior advocate Mukul Rohatgi, representing BJP and B S Yeddyurappa, said no injunction can be issued to the governor.The bench commenced hearing on the matter at 2:11 AM. Attorney General K K Venugopal and ASG Maninder Singh were also in court on behalf of the Centre.Hours after the Congress-JD(S) appraoched the CJI for an urgent hearing, the Supreme Court decided to hear the late night petition filed by the Congress and the JD(S) challenging Governor Vala’s decision to invite the BJP to form the government in the southern state.The joint petition by the KPCC president G Parameshwara and H D Kumaraswamy sought a stay on the oath-taking ceremony, as communicated by the governor to the BJP’s chief ministerial candidate B S Yeddyurappa.In its midnight legal push, the Congress and JD (S) approached the Supreme Court seeking an immediate intervention by the chief justice to stay the move, which it termed as an “encounter of the Constitution”.The Congress urged Chief Justice Misra to hold an urgent hearing tonight itself since Yeddyurappa is slated to take oath as chief minister at 9 am tomorrow.Singhvi said the party sought hearing on its petition challenging the governor’s decision tonight itself.The Congress termed the governor’s decision as “murder of democracy and trampling of Constitution”.Earlier in the evening, Vala invited Yeddyurappa to form the government and take oath as chief minister tomorrow. He also asked Yeddyurappa to seek a vote of confidence within 15 days of assuming office.Singhvi, who has been assigned the task to lead Congress’ legal challenge against Vala’s decision, had met the Supreme Court registrar to take forward the process to hear the “urgent petition”.The Congress has termed the move to form a BJP government in Karnataka as “illegal and against the law and Constitution.”The petition prepared by advocate Dev Dutt Kamath contended that despite presenting the list of 116 MLAs, governor Vala has invited the BJP which has 104 MLAs to form the government and has given relatively longer time of 15 days to prove the majority on the floor of the House.Kamath and other advocates earlier met the registrar for putting the petition before CJI Misra for constituting the bench.The Congress has also said that granting 15 days’ time to Yeddyurappa to prove majority on the floor of the House will promote horse trading, alleging that BJP will resort to poaching of MLAs of Congress and JD(S).The BJP has emerged as the single largest party in the southern state winning 104 seats, but is short of a simple majority.On the other hand, the Congress and JD(S), which have already announced post-poll tie-up, have won 78 and 37 seats respectively and claimed before Vala to have numbers to form government in the state.

SC Collegium again defers decision on KM Justice Joseph’s elevation to apex court

The Supreme Court Collegium today again deferred its decision on the issue of recommending Uttarakhand Chief Justice KM Joseph for elevation to the top court after it was returned by the Centre.An apex court official said that no decision has been taken as to when the recommendation will be sent to the Centre.The Collegium comprising Chief Justice Dipak Misra and four senior most judges –justices J Chelameswar, Ranjan Gogoi, M B Lokur and Kurian Joseph deliberated for more than an hour.Official details on the outcome of the meeting were awaited. This was the Collegium’s second meeting in five days.At its last meeting on May 11, the Collegium had agreed in principle to reiterate its recommendation for elevating Justice Joseph as a judge of the apex court, almost three weeks after it was returned by the Centre, but could not decide on a date.It had then adopted a resolution which stated that there was a need for further discussion on the issue of sending the other names of judges to the Centre and had decided to meet again today.”The Chief Justice and other members of the Collegium have, on principle, unanimously agreed that the recommendation for appointment of Justice K M Joseph, Chief Justice, Uttarakhand High Court (Parent High Court: Kerala)as a Judge of the Supreme Court should be reiterated.”However, the said reiteration should also be accompanied by the recommendation of the names of Chief Justices of High Courts for elevation as Judges of the Supreme Court, for which detailed discussion is required,” the resolution of May 11 had said.It had also decided to consider the names of other High Court Judges for elevation as Judges of the Supreme Court.Official sources said those high court judges who are in the race to be elevated to the apex court are Chief Justice of Madras High Court Indira Banerjee, who is originally from the Calcutta HC, Gujarat HC Chief Justice R Subhash Reddy, whose parent cadre is Telangana and Andhra Pradesh HC, and Karnataka High Court Chief Justice Dinesh Maheshwari, who is originally from Rajasthan HC.The government had on April 26 returned the Collegium’s recommendation to elevate Justice Joseph seeking its reconsideration, saying the proposal was not in accordance with the top court’s parameters and there was adequate representation of Kerala in the higher judiciary from where he hails. It had also questioned his seniority for elevation as a judge of the apex court.The Collegium has recommended the name of Additional Judge Justice Ramchandra Singh Jhala to be appointed as a permanent judge of the Rajasthan High Court.”Taking into consideration the material on record, the Collegium finds Justice Ramchandra Singh Jhala, Additional Judge, suitable for being appointed as Permanent Judge (of the Rajasthan High Court).”In view of the above, the Collegium resolves to recommend, for the present, that Justice Ramchandra Singh Jhala, Additional Judge be appointed as Permanent Judge of the Rajasthan High Court against one of the existing vacancies,” its resolution said.

Suspension of operations in JK no concession to militants; no lowering of guard: Officials

The suspension of operations against militants in Jammu and Kashmir during Ramzan is not a concession to extremists but an effort to create an environment free of terror and violence during the holy month, officials said today, while asserting there will be no lowering of guard.The central government has been trying to create an environment free of terror and violence to enable Muslims to observe Ramzan in a peaceful manner and in a conducive environment so that terrorists do not exploit their religious sentiments, a home ministry official said, explaining the reason behind the government decision.Motivated by this consideration, the government has issued instructions to the security forces and Army not to undertake offensive operations during Ramzan in Jammu and Kashmir, the official said.However, if it is essential for protecting the life of the common people, the security forces will be compelled to take appropriate action. It is expected that all Muslim brothers and sisters who follow the true tenets of Islam will cooperate in ensuring the success of this initiative, the official said.Earlier today, the Home Ministry in a major announcement said security forces will not launch any operations in Jammu and Kashmir during Ramzan, a move seen as a bid to bring peace in the restive valley.”This is not a concession to militants. This is aimed at people not to have any difficulty during the holy month of Ramzan. All right-thinking people want peace, youngsters want education, good life. Hope militants will not make it difficult for people. There will be no lowering of guard during this period,” the official said.The fasting month of Ramzan is likely to start tomorrow or Friday depending on sighting of the moon. The month ends with celebration of Eid.Another official said it is a matter of regret that over the last few years, terrorists have indulged in large-scale bloodshed not only in India but also in other parts of the world during the holy month.This has caused immense sufferings to peace-loving Muslims adhering to the true tenets of Islam. People belonging to other communities have also suffered, the official said.”Ramzan is in true sense, the month of worship, purity and peace. It should be our collective endeavour to isolate those who bring a bad name to Islam by their senseless acts of terror and violence.”The government of India wants that during the ensuing month of Ramzan, no section of society and in particular, the peace-loving Muslim community should face any difficulty. It is important that all peace-loving people come together to isolate the terrorists and motivate those who have been misguided to return to the path of peace,” the official said.

Governor invites BJP to form govt in Karnataka; Congress moves SC against decision

Amid intense jockeying for power and allegations of horse-trading, Karnataka Governor Vajubhai Vala today invited the BJP’s B S Yeddyurappa to form the government in the state, prompting the Congress to move the Supreme Court accusing the governor of acting as a “stooge” of the saffron party.JD(S) leader H D Kumaraswamy, who has support from the Congress for chief ministership, accused the BJP of luring his MLAs with Rs 100 crore bait, while outgoing CM Siddaramaiah alleged that Prime Minister Narendra Modi was encouraging “horse-trading” to ensure the BJP returns to power in the state despite falling short of a majority.”I invite you (Yeddyurappa) to form the government and be sworn-in as the Chief Minister of Karnataka,” a Raj Bhavan communique said after day-long politicking that saw claims and counter claims of support of MLAs.Vala also asked 75-year-old Yeddyurappa to seek a vote of confidence within 15 days of assuming office as the chief minister.Briefing reporters, BJP General Secretary Muralidhar Rao said Yeddyurappa will take oath here tomorrow at 9 AM.Prime Minister Modi and BJP chief Amit Shah are unlikely to attend the swearing in ceremony, party sources said.The Congress, which termed the governor’s decision an “encounter of the Constitution”, urged Chief Justice Dipak Misra to hold an urgent hearing tonight itself since Yeddyurappa is slated to take oath as chief minister at 9 AM tomorrow.The Congress also launched a fusillade against Vala at a press conference, with Congress’ chief spokesperson Randeep Surjewala dubbing him a “stooge” of the BJP and accusing him of encountering the Constitution at the behest of Prime Minister Modi and the BJP chief.The Karnataka Governor is acting as a stooge of the BJP. He has shamed the office of the governor by inviting the BJP to form government and allow its leader B S Yeddyurappa to take oath as chief minister, he told reporters.BJP, however, asserted that it would prove its majority in the assembly and dubbed the Congress-JDS post-election alliance “unholy and unacceptable.” BJP national general secretary Rao said the understanding between the Congress and JD(S) was only “to keep the BJP off.” Kumaraswamy slammed Vala’s invite to Yeddyurappa and accused the Modi government of misusing Constitutional institutions.”We will not let it go easily…”, a furious Kumaraswamy told reporters here shortly after the governor wrote to Yeddyurappa asking him to take oath.Kumaraswamy said the governor should have given three or four days time for Yeddyurappa to prove his majority.”He (Yeddyurappa) has no majority,” he said.Toiling hard to control the levers of power in Karnataka, Yeddyurappa and Kumaraswamy, the leader of the newly formed JD(S)-Congress alliance, had earlier met Vala and staked claim to form the government.With 104 MLAs in the 224-member Assembly, the BJP is the single largest party, while the JD(S)-Congress coalition, formed after the election results were declared, has 116 legislators. It has also claimed support of an independent MLA.With there being precedents of both governors inviting either the leader of the single largest party or that of a post-poll coalition to form the government, Vala, a former RSS-BJP veteran from Gujarat, opted for the former.Earlier in the day, Kumaraswamy claimed the BJP had offered his MLAs Rs 100 crore and ministerial berths to break ranks and back the saffron party.The allegations were promptly dismissed by the BJP, with Union minister Prakash Javadekar dubbing them as “imaginary”.”Our MLAs were offered Rs 100 crore by the BJP to break away. I want to know whether this is black or white money,” Kumaraswamy told a press conference earlier.”The JD(S)-Congress combine has 116 MLAs (including JD(S) pre-poll ally the BSP)…the BJP is trying to misuse its power being at the Centre and form its government through horse-trading,” he said.Javadekar strongly rebutted the allegations, saying, “This (talk of) Rs 100 crore, Rs 200 crore is imaginary. The BJP is not doing this. We are not in the habit of practising horse-trading. This is the kind of politics JD(S) and Congress do. We are going by the rule book and we will form the government.” Kumaraswamy also alleged the BJP was trying to repeat “Operation Kamala” to come to power.”Operation Kamala” was a term used in 2008 when the BJP did not have a majority of its own in the Assembly and its leaders managed to persuade three Congress and four JD(S) MLAs to resign, allegedly by offering them money and office.There were reports that MLAs of the JD(S) and Congress would be lodged in tourist resorts to ward off threats of “poaching” by the BJP.The Congress had earlier indicated that it could move court if the governor does not invite the JD(S)-Congress combine to form the government in the state.

Karnataka: Governor Vajubhai Vala invites Yeddyurappa to form govt, gives 15 days to prove majority

Amid ongoing political slugfest over the formation of government in Karnataka, Governor Vajubhai Vala on Wednesday night invited BS Yeddyurappa to form the next government.The Governor has given 15 days time to BJP to prove majority. The oath-taking ceremony will take place at 9 am on Thursday.”I invite you to form the Government and be sworn in as the Chief Minister of Karnataka. You may kindly indicate the date, time and the place for scheduling the swearing-in ceremony,” said a letter signed by the Governor. “I may also direct you that you would seek a vote of confidence on the floor of the House showing that you command the confidence of the House. This process shall be completed within fifteen days from the date of the assumption of your office as the Chief Minister of Karnataka,” a letter said.In doing so, the Governor has gone with the convention of inviting the single largest party and has overlooked the post-poll JD(S)-Congress alliance, which gave the letter of support to him on Wednesday. “Tomorrow BS Yeddyurappa will be taking the oath (as CM of Karnataka) alone, after proving majority cabinet will be sworn in,” said BJP spokesperson Murlidhar Rao.Earlier, Senior Karnataka BJP leader and party spokesman Suresh Kumar said in a tweet that BJP legislature party leader BS Yeddyurappa would be sworn in as chief minister tomorrow, but deleted it later.Karnataka BJP’s official Twitter handle also deleted a tweet about Yeddyurappa’s swearing-in tomorrow, but later tweeted again.Both JDS-Congress combine and BJP had staked claim to form the government after a fractured verdict in the assembly elections.The Congress said that Karnataka Vala should not resort to a “perilous path” by not inviting the JD(S)-Congress coalition, which has clear majority, to form the government in the state.”Our majority is established… The Governor should not act illegally. The Congress-JD(S) combine must be invited to form the government,” said Kapil Sibal.Congress’ chief spokesperson Randeep Singh Surjewala also said that the will of the majority cannot be subjugated at the whims of the BJP and the Narendra Modi government at the Centre.”Shocking, if true? Will tantamount to murdering democracy, trampling Constitution & disregarding all precedents.
