Jailed separatist leader Shabir Shah’s daughter tops CBSE Class XII exam in Jammu & Kashmir

When Sama Shabir Shah received the news of qualifying the CBSE Class XII examination, little did she know that she has scripted a new history by topping the exams in the entire Jammu and Kashmir.Daughter of the senior separatist leader Shabir Ahmad Shah, who is currently lodged in Tihar jail in the money laundering case, Sama has bagged 97.8 percent in the Class XII examination. Shah was arrested last year by Enforcement Directorate in the money laundering case.It was an emotional moment for Sama when she got the results in absence of her father. Tears welled her eyes and she missed her father in this moment of glory. “By now entire India might have known about my results but my dad, who is the most important person in my life, have no information about her daughter’s exam. It is really painful”, said Sama as she breaks down.For the last one year, Sama’s family has gone through a lot of turbulence. Apart from her father’s arrest, Sama’s mother was repeatedly summoned by the Enforcement Directorate for questioning which had a cascading effect on the family.“Our family was going through a lot of tensions and my papa is lodged in Tihar jail. I was in Class XII. It was a tough time for us. My mama is a strong woman — the way she handled me and my little sister. My dad was in Jail and I thought I may not be able to study. But then I thought I will have to make him proud. If he could endure so much why can’t I”, said Sama.Shah, who has spent a total of 31 years in jail at different intervals, heads the Democratic Freedom Party (DFP), which demands ‘azadi’ for Jammu and Kashmir. His wife Bilquis Shah is a doctor and the couple has two daughters—Sama being the eldest.“We could talk to him only through a window which had grills in Tihar. We could only speak for 20 minutes. He never asked me about my studies until he was jailed. When I met him, he for the first time told me to work hard because it is my crucial year. To my surprise I was not knowing that I have topped in J&K until I received the calls for an interview”, she said.Leaving behind the baggage of pain and trauma, Sama is now bracing up to pursue law to fight the injustices. “I want to be a judge. We have suffered a lot of injustices and I want to fight those. I will be taking up law for that”, she said.Jammu and Kashmir chief minister Mehbooba Mufti took to twitter to congratulate Sama for achieving the rare feat. “Congratulations to Sama Shabir Shah for securing 97.8% marks in the class 12th class examination. Her hard work & determination has helped her overcome all odds & she is truly an inspiration for the youth of our state”, tweeted Mehbooba.

Other countries discuss peace; does Pak ever want peace? Mehbooba Mufti on Ramzan ceasefire violation

Chief Minister of Jammu and Kashmir, Mehbooba Mufti, on Friday hit out at Pakistan over repeated incidents of ceasefire violations along the Line of Control (LoC) in Jammu and Kashmir.”We thought in the month of Ramzan, Pakistan would not indulge in ceasefire violations. All countries are coming together to achieve peace. But, I don’t know when we- India and Pakistan- will achieve peace,” Mehbooba told reporters here.Earlier in the day, Chief of the Army Staff, General Bipin Rawat, had said that Pakistan needs to take initiative to establish peace along the India-Pakistan border by stopping infiltration.”We want peace at borders but as you know Pakistan continuously violates ceasefire that causes loss of life and property and in such a case we have to retaliate. But if Pakistan wants peace, we expect them to take initiative, which will start with them stopping infiltration,” Gen. Rawat said in Pahalgam.Earlier this month, the Home Ministry announced that the security personnel would halt operations against militants in Jammu and Kashmir during the holy month of Ramzan.However, the Ministry clarified that the security forces retain the right to strike if attacked or if civilians are found to be in danger.But there has been no let up in ceasefire violations at the LoC, and sporadic incidents of militants striking security forces continue.Just on Thursday, terrorists hurled a grenade near Central Reserve Police Force (CRPF) camp in Srinagar’s Nawakadal area.

Updated: May 25, 2018, 05:14 PM IST<!–end of articllftpbx–>A militant hideout was today busted in Jammu and Kashmir’s Ramban district and four weapons, 23 explosive devices and a large quantity of ammunition were seized.Troops of 58 Rashtriya Rifles (RR) and police launched a search operation and busted a hideout at Margoti area under Gool Police Station, a senior police officer said.They seized one AK-47 rifle, one .303 rifle, 7.36 mm star pistol and one under barrel grenade launcher (UBGL). They also seized one AK rifle magazine, one .303 rifle magazine, one pistol magazine with six rounds.The forces seized 126 rounds of AK rifle, six rounds of .303 rifle, one RPG, two RPG rounds, four UBGL grenades, 13 electric detonators, three hand grenades, a pair of binoculars, two blankets and one milk powder, he said.

Court of inquiry ordered against Major Gogoi, Army chief promises ‘exemplary punishment if found guilty’

The Indian Army has ordered a court of inquiry against Major Nitin Leetul Gogoi, who was briefly detained by police in Srinagar on May 23, after an altercation when he was allegedly trying to enter a hotel with an 18-year-old woman.The army said that an appropriate action will be taken after the inquiry is finalised.Earlier in the day, Army Chief Bipin Rawat today said exemplary punishment would be given to Gogoi if he was found guilty of ‘any offence’.”If any officer of the Indian army is found guilty of any offence, we will take strictest possible action,” Rawat told reporters at Pahalgham while on a visit to the Army Goodwill School.”If Major Gogoi has done something wrong, I assure you that he will be awarded punishment at the earliest…the punishment will set an example,” the army chief said.The Jammu and Kashmir Police has initiated an inquiry into the incident involving Gogoi, whose decision to tie a civilian to the bonnet of his vehicle in Kashmir last year sparked a row.Major Gogoi of 53 RR had shot to fame after he tied 26-year-old Kashmiri artisan Farooq Ahmad Dar with the bonnet of his jeep at Utligam before parading him in different villages on April 9, 2017.While Major Gogoi defended his actions saying he saved lives and dubbed “Dar as the ringleader who instigated the stone pelting mob”, the incident had sparked massive anger and outrage across Kashmir.Major Gogoi was later awarded the Chief of Army Staff’s Commendation Card for his sustained efforts in counter-insurgency operations.(With agency inputs)

Ramzan truce? Lashkar terrorists storm house in J&K’s Bandipora, slit man’s throat

In a brazen disregard for the Centre’s Ramzan ceasefire, Lashkar terrorists attacked a house in Jammu and Kashmir’s Bandipora area and killed man by slitting his throat.Police said Mohammad Yaqoob Wagay, a mutton seller by profession, was taken to a room of his home where he was killed by slitting his throat.”His family members were kept in another room and threatened to meet same fate. He was taken to another room where his throat was slit”, Sheikh Zulfikar Azad, Senior Superintendent Of Police, Bandipora, told DNA.Azad said a five member group of Lashkar e Toiba led by Saleem Parrey were involved in the crime.Police have registered a case and started investigation into the matter, he added. The attack comes a day after the Centre expressing satisfaction with the response to the Ramzan ceasefire and saying that the truce could extend it beyond the holy month.”The cease-op is getting good response. Can’t rule out extending it beyond Ramzan,” a top MHA official said on Thursday. He also mentioned that the increased shelling by Pakistan along the International Border was also a result of the government’s peace initiative in Jammu and Kashmir bearing fruit.The MHA official also said that Pakistan had accelerated ceasefire violations along the border as they are unhappy with the positive outcome of the ceasefire in Kashmir. At least five civilians were killed and 30 people, including six BSF jawans, were injured in shelling by Pakistani rangers on Wednesday. Nearly the entire 181km-long International Border from Kathua to Akhnoor in Jammu division was rattled by Pakistani firing. The spurt in firing by Pakistan at the same time that the Valley is experiencing relative peace is not a coincidence, said officials. According to Jammu and Kashmir’s DGP SP Vaid, there had been only six incidents of stone pelting were reported between May 17 and May 20, just after the introduction of the ceasefire. SP Vaid had tweeted: “The initiative of Hon’ble PM has helped in general improvement in law & order. The situation especially in south Kashmir has eased and is serving as confidence building measure for families who want their boys to return back home.”PDP Leader Waheed Para welcomed the Centre’s decision to consider an extension. “A congenial atmosphere is being created. On the ground there is a lot of relief. If Centre extends Ceasefire, it will be a welcome move,” he said.

Centre’s Interlocutor Dineshwar Sharma kick-starts Mission Kashmir 2.0

Centre’s Special Representative Dineshwar Sharma kick-started `Mission Kashmir’ 2.0 by paying obeisance at the revered Sufi shrine of Hazrat Sheikh Hamza Maqdoom Sahab in the old Srinagar city on Thursday.Wearing a skull cap, Sharma drove to the shrine in the afternoon to seek the blessings of the Sufi saint. During his visit, an elderly person told the interlocutor they do not want war but peaceful negotiations to solve this issue.”Kashmiris do not accept the line that divides Jammu and Kashmir. One country says Kashmir is their juglar vain another says it is their integral part. We do not want war. We want talks to solve this issue,” the man told the interlocutor.Centre’s Special Representative later said he has come to pray for peace in the state. “I have come here to pay for permanent peace in Jammu and Kashmir,” he said.On Wednesday Sharma, called on the Chief Minister Mehbooba Mufti and discussed the overall situation in the state, particularly after the announcement of the Ramzan cease-op by the Centre.An official spokesman said Sharma apprised the Chief Minister about his recent interactions with a cross section of society in different areas and the situation along the borders in the State.Sharma also called on Governor NN Vohra and held extensive discussions on issues pertaining to maintaining of peace and normalcy in the state.

Smartphone ban for on-duty Jammu and Kashmir cops

Jammu and Kashmir police has banned the use of smartphones by cops in a bid to prevent the growing menace of weapon-snatching by terrorists .A circular issued by Additional Director General of Police (Armed) AK Choudhary said that the recent incidents have occurred because sentries on duty “remain engaged with their smartphones for most of the time, thereby compromising with their legitimate duty”. “This tendency has considerably increased and resulted in weapon snatching/killing of police in the state, particularly in the Valley,” the one-page circular said.According to official figures, nearly 251 weapons were stolen by terrorists from security forces in the last three years. About 76 weapons were recovered by the forces later. So far, 90 accused have been arrested in these cases.The tendency, said Choudhary, not only harmed the image of the organization but also compromised personal security of the individual.Under the new guidelines, no sentry shall carry any smartphone during duty hours, under any circumstances. Facing a shortage of weapons, suspected terrorists have been looting rifles from the policemen. They greeted the Ramzan truce by stealing three rifles from police guard at a hotel in Dalgate, Srinagar on May 17 . On May 11, a policeman was killed when cops foiled a bid by terrorists to loot weapons from a guard post in Wadhwan area, Budgam district.Weapon securityOn May 17, terrorists stole 3 rifles from police guard at a hotel in Dalgate, Srinagar 251 weapons were stolen by terrorists from security forces in the past three yrs About 76 weapons have been recovered by the forces so far

Jammu: Five including two cops injured after grenade attack on bus stand

Two policemen were injured in a grenade attack at a bus stand on Jammu’s BC road.Early report suggest that five people, including two policemen were injured. The police has cordoned off the area.Earlier in the day, it was reported that schools in Schools in Kathua were to remain closed as Pakistan continued violating ceasefire along the LoC. Deputy Commissioner Rohit Khajuria said, “Firing has been on for the past 2-3 days, schools within 0-5 kms range of LoC to remain closed till the time firing continues.” Last week, 20 civilians were injured as Pakistani troops shelled Indian villages with mortar bombs by targeting hamlets and border outposts (BoPs) in Jammu, Kathua and Samba districts along the International Border (IB) in the Jammu region for the eighth day today, prompting a strong and effective retaliation by the BSF. An eight-month-old was killed.Hundreds of panic-stricken villagers fled their houses and took shelter either at the houses of relatives or relief camps set up by the government at safer places. All educational institutions in the affected areas remained closed.Over 700 such incidents have been reported so far this year, which have left 39 people, including 18 security personnel, dead and scores injured. Meanwhile, opposition National Conference (NC) today expressed concern over the shelling and called for peace along the border.

Jammu and Kashmir Governor NN Vohra chaired a high-level meeting at the Raj Bhavan on Wednesday to review important security-related issues for the Amarnath Yatra, scheduled to commence on June 28.The meeting was attended by the Chief Secretary, Home Secretary, Director General of Police, heads of State and Central Intelligence Agencies, GOC XV Corps, GOC Victor Force, Senior officers of the Central Armed Police Forces, Inspector General of Police Kashmir; CEO and Additional CEO of the Shrine Board.SP Pani, Inspector General of Police, Kashmir and Major General JP Mathew, GOC, Victor Force, gave a detailed briefing regarding the security environment in the state, while the Governor, who is also the Chairman of Shri Amarnathji Shrine Board, highlighted the need for all concerned agencies to keep a close watch and maintain effective coordination to ensure the smooth conduct of the forthcoming Yatra.The meeting held extensive discussions related to the preparations for meeting unforeseen situations; functioning of the Joint Control Rooms (JCRs) at every Yatra Camp; deployment of NDRF, SDRF andMountain Rescue Teams (MRTs) of the State Police along with Rescue Teams of various Security Forces at identified locations on both Yatra routes; deployment of well equipped Fire Fighting units at pre-determined points; installation of X-Ray Baggage Scanning Units, etc.The Governor also directed officials to ensure widespread publicity of advisories related to safety and security of Yatris, including the cut-off timings, through print and electronic media and to display the same at various public places.He further directed the Chief Secretary to ensure that the roads from Jammu to Srinagar, Srinagar to Baltal, and Anantnag to Pahalgam are maintained in satisfactory condition for the smooth movement of the pilgrimage.The enforcement of regulatory mechanisms like allowing only those pilgrims who possess a valid Yatra Permit to undertake the Yatra on a given day was also stressed upon.The Shrine Board has also made a provision for an Insurance Cover for all service providers, like pony wallas, labourers, palki wallas, tent and shop owners, who play a very important role in the smooth conduct of the Yatra.

Grenade attack injures 10 in Kashmir

In what appears to be extreme contempt to the Centre’s Ramzan ceasefire, terrorists on Wednesday lobbed a powerful grenade at a busy square at the Goriwan area of Bijbhera in Anantnag that left 10 people, including a 12-year-old boy, injured. Miraculously, five legislators from Maharashtra and their families were also in Kashmir at the time, but managed to escape without injuries.The legislators, part of the state legislature’s Panchayati Raj committee, were in Jammu and Kashmir on a tour with their families and officials from the Maharashtra legislature secretariat when the attack occurred. NCP MLC Vikram Kale, who was part of the 21-member team, said that they were passing through Brijbhera during their tour of Anantnag when the incident took place. The other legislators, all MLAs included Tukaram Kate, Kishoreappa Patil (Shiv Sena), Sudhir Parve (BJP), and Deepak Chavan (NCP).”We heard a noise like a blast and thought it was a tyre burst. It was when people started running that we realised it was a terror attack. The police did not allow us to stop our vehicles and we drove for another two km before halting. We then saw that the tyres of two cars carrying us had burst and one car carrying officials from the Jammu and Kashmir state legislature secretariat also had bullet marks. The occupants had a lucky escape as they had ducked when they were fired upon,” said Kale.”Four of the injured have been referred to Srinagar hospital for further treatment”, tweeted Anantnag police. The area was bustling with activity when the incident occurred and panic immediately gripped the area. Security forces also rushed to the spot and restored order.This is the first grenade explosion since the Centre announced a Ramzan ceasefire in Jammu and Kashmir last week.MEA summons Pakistan envoyIndia on Wednesday summoned Pakistan’s Deputy High Commissioner and lodged a strong protest over the killing of a seven-month-old infant in unprovoked ceasefire violations by Pakistani forces in J&K’s Bhimber sector. The MEA said it was conveyed that the “deliberate targeting” of civilians by Pakistani forces using small arms and high caliber weapons is “highly deplorable”.

LeT terrorist reveals shocking info; says organisation has developed untraceable mobile phone; recruiting 450 Pak boys

In a shocking revelation, the student wing of the Lashkar-e-Taiba, the Al Muhammadia Students (AMS) have developed a mobile handset for communication by LeT members with each other, the Times of India reported.The revelations have been made by Zaibullah, a LeT terrorist from Multan while being interrogated by the National Investigation Agency (NIA) after his arrest in April.According to the report, calls made using this handset cannot be traced by Indian intelligence agencies. If at all, intelligence agencies try to intercept the device, the call will automatically terminate.The terrorist has further claimed that LeT recruited and trained 450 boys in 2017 from different areas of Pakistan for anti-India operations. Boys aged 15 to 25 years are being recruited they are being radicalised in the name of ‘Burhan Wani’ by LeT.Earlier this month, Jammu and Kashmir police blew the lid off a major plan of the Pakistani Lashkar-e-Taiba (LeT) to assassinate a large number of civilians in North Kashmir in a bid to instil fear and create an atmosphere of terror in the Valley.Also readJammu and Kashmir police foil Lashkar-e-Taiba assassination planFour terrorists and six Over Ground Workers (OGWs) were arrested by security forces for killing three civilians in Baramulla on April 30.”Interrogation of these terrorists revealed that LeT handlers in Pakistan had given clear instructions to them to create an atmosphere of terror in North Kashmir by eliminating many civilians who are perceived to be friendly with the government or security forces,” said a police spokesman.Those arrested have been identified as Suhaib Farooq Akhoon alias Abu Huraira, Mohsin Mushtaq Bhat alias Shera, Ajaz Ahmad Gojri alias Abu Umair and Bilal Ahmad Najar alias Abu Sameer.”Since all terrorists involved in this crime are locals of Baramulla, they were easily spotted by eyewitnesses, who immediately reported to police. Earlier, a Pakistani who was suspected to be involved in these murders as per the initial eyewitness accounts turned out to be Aijaz Gojri who had changed his appearance to create the impression of being a Pakistani,” said the spokesmanPolice said sustained questioning of these arrested terrorists helped them unearth a LeT module operating in Sopore-Baramulla belt.

Updated: May 23, 2018, 10:51 AM IST<!–end of articllftpbx–>One civilian was killed and two others were injured on Wednesday after Pakistan resorted to heavy shelling in Kathua’s Hiranagar sector of Jammu and Kashmir.Meanwhile, the Pakistani troops also violated ceasefire in RS Pura sector.Earlier on Wednesday, one civilian was injured in a ceasefire violation by Pakistan in Arnia Sector.Earlier on May 18, Pakistan violated ceasefire along the Line of Control (LoC) in RS Pura and Arnia sectors, killing a total of five people including one Border Security Force jawan and four civilians.Following the heavy shelling, the district administration had sent a bulletproof vehicle to border village Bobiya and evacuated the people to safe place.Pakistan has been violating ceasefire and resorting to heavy shelling in Hiranagar, Samba, Ramgarh, Arnia and Suchetgarh sectors in the state over the last few weeks.

Ceasefire Violation: Pak shells dozens of Indian villages, border outposts along IB in Jammu region; 20 injured

Twenty civilians were injured as Pakistani troops shelled Indian villages with mortar bombs by targeting hamlets and border outposts (BoPs) in Jammu, Kathua and Samba districts along the International Border (IB) in the Jammu region for the eighth day today, prompting a strong and effective retaliation by the BSF.Hundreds of panic-stricken villagers fled their houses and took shelter either at the houses of relatives or relief camps set up by the government at safer places. All educational institutions in the affected areas remained closed.”The Pakistan Rangers indulged in heavy and indiscriminate shelling of mortar bombs and firing of small arms and automatic weapons tonight, targeting villages in the Ramgarh and Samba sectors,” a police officer told PTI.Fifteen persons — 13 in the Ramgarh sector, two in the Samba sector — were injured in the firing and shelling in Samba district, he said, adding that of them, 11 were sent to the GMC Hospital in Jammu, while the remaining four were admitted to hospitals in the district.Earlier, five persons were injured in Pakistani shelling in Jammu district.While Kaushalya Devi (70), Madan Lal Bhagat (48), Des Raj (52) and Thudu Ram (65) were injured in the Arnia and R S Pura sectors of Jammu district, Aman Singh (22) of Bobiyan village was injured in the Hiranagar sector of Kathua district, officials said.They added that the firing from across the border was intense as 80 mm and 120 mm mortar shells hit dozens of villages, including Jora Farm — a hamlet of milkmen — in the morning.However, emergency services personnel managed to reach the villages along the IB here, despite the shelling, the officials said.They added that the firing had stopped at most of the places in the afternoon, but was still going on intermittently at a few places in Samba district.Earlier in the day, a senior Border Security Force (BSF) official said the firing and shelling had continued unabated throughout the night and spread to all the sectors — from Akhnoor to Samba — along the border.He added that the Pakistan Rangers suffered several casualties with a number of its bunkers getting hit during the skirmishes. “It has been learnt that one of the injured rangers has been shifted to a Lahore hospital, while two others are being treated at a local hospital,” the official told PTI.As the firing from the Pakistani side intensified over the last two days, the villagers living close to the border escaped amid mortar shell explosions, which caused massive damage to a number of houses, the officials said, adding that the exact number of houses damaged was being ascertained.Inspector General of Police, Jammu, S D Singh Jamwal said police parties were deployed and they were helping the people shift to safer places.Divisional Commissioner (Jammu) Hemant Kumar Sharma said relief camps were activated at safer places all along the border, especially in the worst-hit RS Pura and Arnia sectors.Hundreds of people had reported at these camps, set up in educational institutions and other government buildings, Sharma said.He added that adequate facilities were available at these camps, so that the displaced people did not face any problem.All schools vulnerable to Pakistani shelling have been closed along the border as a precautionary measure.The latest round of shelling had started on May 15, when the BSF foiled two infiltration attempts by Pakistan-backed infiltrators in the Samba sector, and intensified after Pakistan “pleaded” with the BSF to stop firing, after being pounded with heavy artillery that left a trooper dead across the border on May 20.So far, seven persons, including two BSF jawans and an infant, have been killed and 18 others injured in the Pakistani firing.Jammu and Kashmir has witnessed a spurt in Pakistani shelling and firing along the IB and the Line of Control (LoC) this year.Over 700 such incidents have been reported so far this year, which have left 39 people, including 18 security personnel, dead and scores injured. Meanwhile, opposition National Conference (NC) today expressed concern over the shelling and called for peace along the border.”Bullets and shells are causing enormous human sufferings and this has to be stopped by working towards heralding peace by adhering to the ceasefire agreement,” Ajaz Jan, provincial president, Youth National Conference, said.

Living in the shadow of death: People flee border hamlet due to Pak firing

The metallic smell of gunpowder lingered in the air and thick clouds of smoke belched from the charred houses in the Jorafarm hamlet, razed to the ground in the relentless firing by Pakistan before residents could have their Sehri – pre-dawn Ramzan meal.”What Sehri? We are alive because we fled our homes in the dark. When it was time for Sehri, we watched our hamlet being torn down by Pakistan,” Jallan Din Gujjar, a resident of Jorafarm said.Pakistan today rained down mortars on the “hamlet of Gujjar milkmen”, located around 400 metres from the border.The shells blew their kullas (mud houses) to smithereens, turning the hamlet into a huge heap of debris, said one of the residents.Din, who returned to the hamlet in the RS Pura sector to rescue his horses, said the border dwellers “live in the shadow of death”.”We are lucky to have escaped the brutality. We have taken refuge in a government building at some distance from the hamlet,” another resident said.Pakistani troops have been targeting border outposts and hamlets closed to the International Border in Jammu and Kashmir, triggering panic among residents.A large number of people have fled their homes due to the shelling along the IB in the Jammu, Kathua and Samba districts.More than 100 families reside in the Jorafarm hamlet, which is famous for its milk products.This is the fourth time Jorafarm has borne the brunt of Pakistani shelling in recent years.On January 20 this year, hundreds of kullas were ravaged and a huge number of bovines killed in Jorafarm in firing by Pakistan.At least six people were injured and more than 30 mud houses destroyed in another incident of cross-border firing in September 2017.Mohammad Akram and his two-year-old son were killed in Jorafarm in Pakistan shelling in 2014.Shelling and firing are now the norm for the Gujjars of this border hamlet. Year after year they painstakingly build their mud-and-grass houses only to be reduced to rubble.Blood-splattered compounds, smashed window panes and demolished roofs are all that are left of houses in border hamlets in the Arnia and R S Pura sectors.Farmlands have craters due to mortar bombs and have turned into live minefields.Seven people, including two Border Security Force jawans and an-eight-month old infant, have been killed in ceasefire violations in the past one week.

Indus Waters Treaty: Pak to raise PM Modi inaugurating Kishanganga plant with World Bank

Pakistan will raise the issue of India’s alleged violation of the Indus Waters Treaty with the World Bank, a media report said today, a day after Prime Minister Narendra Modi inaugurated the 330 MW Kishanganga hydroelectric project in Jammu and Kashmir.Pakistan’s Ambassador to the US Aizaz Ahmed Chaudhry told media that a four-member delegation led by Attorney General of Pakistan (AGP) Ashtar Ausaf Ali is in Washington to hold talks with the president of World Bank, Radio Pakistan reported.He said that the issue of construction of the Kishanganga Dam will be discussed in the meeting.Prime Minister Modi yesterday inaugurated the Kishanganga hydroelectric power plant, amid protests from Pakistan which claims that the project on a river flowing into Pakistan will disrupt water supplies. Pakistan’s Foreign Office on Friday voiced concern over the inauguration of the hydroelectric project, saying inauguration without resolution of dispute between the two countries will tantamount to violation of the Indus Waters 1960 that regulates the use of waters in the shared rivers.Also readPakistan’s envy, India’s pride: PM Narendra Modi to dedicate 330 MW Kishanganga power project to nationIslamabad had been raising objections over the design of the hydel project, saying it is not in line with the criteria laid down under the Indus Waters Treaty (IWT) between the two countries. But, India says the project design was well within parameters of the treaty. The project, located at Bandipore in North Kashmir, envisages diversion of water of Kishan Ganga river to underground power house through a 23.25-km-long head race tunnel to generate 1713 million units per annum.The Kishanganga project was started in 2007 but on May 17, 2010, Pakistan moved for international arbitration against India under the provisions of the Indus Waters Treaty. The Hague-based International Court of Arbitration allowed India in 2013 to go ahead with construction of the project in North Kashmir and upheld India’s right under the bilateral Indus Waters Treaty to divert waters from the Kishanganga for power generation in Jammu and Kashmir. The international court, however, decided that India shall release a minimum flow of nine cubic metres per second into the Kishanganga river (known as Neelam in Pakistan) at all times to maintain environmental flows.Pakistan is building a 969 MW Neelum-Jhelum hydroelectric project downstream.

Ramzan ceasefire: J&K DGP hopes for positive outcome

Director General of Jammu and Kashmir Police SP Vaid today expressed hope that the Centre’s decision to halt anti-militancy operations in the state during the holy month of Ramzan would have a positive impact on everyone including those sponsoring terrorism.Vaid also expressed confidence that the annual pilgrimage to the cave shrine of Amarnath in south Kashmir Himalayas, starting next month, would pass off peacefully. I hope this (unilateral ceasefire) initiative of the government of India will have a positive effect on everyone including the forces that are sponsoring terrorism, the DGP told reporters on the sidelines of a function here.On May 16, the Centre announced that security forces would not launch any operation in the state during the holy month of Ramzan but they reserved the right to retaliate, if attacked. Meanwhile, the DGP said that about 3,000 students from 48 government and private schools would take part in a three-day Clean Tawi-Clean Jammu campaign which is beginning here tomorrow.An initiative of the Police Wives Welfare Association (PWWA), the DGP said the campaign would see various state and central government departments including Jammu Municipal Corporation and Jammu Development Authority becoming part of it. “Many people have extended their support to the campaign aimed at making Jammu one of the cleanest cities of the country,” Vaid said, adding the main highlights of the campaign are a walk for the Tawi river, cultural programmes, painting competition, and lectures on waste management.

Jharkhand to develop Ramgarh’s Chhinnamasta temple on lines of Vaishno Devi, Tirupati

The Jharkhand government plans to take cues from Vaishno Devi temple in Jammu and Kashmir and Tirupati shrine in Andhra Pradesh to develop the Chhinnamastika temple in Jharkhand’s Ramgarh district.Chief Minister Raghubar Das, during a review meeting on Saturday, asked the district administration and other government officials to ensure that hygienically prepared food was served to the devotees two times a day at a fixed rate, much like the Tirupati temple in the southern state, an official statement has said.Exhorting officials to visit the temple with families, Das also said the temple in Rajrappa area of the district should also have a cloak room and a queue complex modeled on the lines of Vaishno Devi temple in Katra area of Jammu and Kashmir, it said.The CM asked the Ramgarh administration officials to remove stalls lined outside the temple and build a shopping complex on the premises to accommodate the vendors.Deputy Commissioner Rajeshwari B, who was present at meeting, said a nodal officer has been deployed at the Rajrappa temple to execute the beautification work in the complex and that the shops would be relocated soon, the statement said.Chhinnamastika temple, also known as Maa Chhinnamasta Temple, is one of the state’s six destinations, which is being developed as a global tourist spot by the Jharkhand government.The state has approved a grant of Rs 200 crore for the Rajrappa project, it added.

J&K: Mirwaiz Umar Farooq detained after trying to defy house arrest during PM Modi’s visit

Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq was today detained after he defied house arrest and tried to march towards Lal Chowk city centre here to demand the resolution of the Kashmir issue during Prime Minister Narendra Modi’s visit to the state. Farooq, who was under house arrest, came out of his Nigeen residence and tried to march towards Lal Chowk, a police official said.He said a posse of policemen, waiting outside his house, took the Hurriyat chairman into preventive custody and shifted him to the Nigeen Police Station.Farooq yesterday said the government should allow the people to assemble at Lal Chowk so that they can convey their ‘Mann ki Baat’ to the prime minister during his visit today.Mr Modi all have been listening to your ‘mann ki baat’ for years now. As you come here tomorrow, allow us Kashmiris to peacefully gather at Lal Chowk so that you hear our ‘Mann ki baat’! It’s just three words– Resolve KashmirDispute,” Farooq had said in his address to Friday congregation at Jamia Masjid here.Separatists under the banner of Joint Resistance Leadership (JRL) had asked people to observe a complete shutdown and march to Lal Chowk city centre to convey to Modi their demand for resolution of the Kashmir issue.The JRL, which comprises Mirwaiz, Syed Ali Shah Geelani and Mohammad Yasin Malik, had in a statement said, “India will try to use the visit of its prime minister to mislead the world community and its own people by claiming that people of Jammu and Kashmir are happy being part of India. The ground reality is that the situation in the state is like hell.” Meanwhile, the police also took into custody several leaders and activists of the JKLF after they tried to march towards Lal Chowk.The JKLF activists were taken into custody near Maisuma, a JKLF spokesman said.He said they were immediately shifted to Kothibagh police station.

Every stone and weapon raised by misguided youths destabilises Jammu and Kashmir and the country, Prime Minister Narendra Modi today said asking the people of state to make efforts to come out of this instability.The prime minister, who is on his first visit to the state after announcing suspension of anti-militancy operations during holy month of Ramzan, said there are foreign powers at play in the state which do not want development of Jammu and Kashmir.Every stone, every weapon, raised by misguided youths destabilises their own Jammu and Kashmir. The state will have to come out of this atmosphere of instability, he said.Modi said the youths need to join mainstream development of India and of Kashmir for their future and that of coming generation.He said the central and the state government have policy, intent and capability to take decisions to solve development issues of the state.”I would urge everyone to channelise their energies in the development of the state. The solution to every problem is only development, development, development,” he said.The prime minister dedicated to the nation the 330-MW Kishenganga Power Project constructed in the Gurez area of Kashmir.Modi also laid the foundation stone for the Srinagar Ring Road at the Sher-e-Kashmir International Conference Centre (SKICC) Srinagar.The 42.1-Km, four-lane Srinagar Ring Road will link Galandar in West Srinagar to Sumbal in Badnipora district.The Ring Road in Srinagar is aimed at reducing traffic congestion in these cities and making road travel safer, faster, more convenient and more environment friendly.”Not a single year has passed since I took over as the prime minister when I did not visit the state,” he said.The prime minister said this month is to remember Prophet Mohammad’s teaching and message.”The lessons of equality and brotherhood from his life can take country and the world forward in true sense,” he said.The prime minister said it was a happy coincidence that the ceremony for handing over the project is taking place in the month of Ramzan.”The project will not only provide free but also sufficient power to the state. A large portion of power requirements of the state are supplied from other parts of the country. This 330 MW project will solve the shortage of power issue to a considerable extent,” he said.The prime minister said the government is trying to provide power to every house in the state under the Saubhagya scheme.He said an important part of Jammu and Kashmir’s development is tourism but it cannot run on old methods.”The tourists now want facilities. They do not want to be stuck in narrow lanes for hours. They want continuous power supply, they want hygiene. Better air connectivity,” he said, adding that the government was working for a modern ecosystem that is required for the development of tourism.”There will be an increase in tourists in J and K with stronger ecosystem. The youths of the state will get new employment opportunity with it,” he said.

Pakistan slams PM Modi’s Rs 25,000 crore bonanza to J&K, says hydro projects violate Indus Waters Treaty

There were angry protests from across the border in Pakistan after Prime Minister Narendra Modi inaugurated a slew of multi-crore infrastructure projects including hydroelectric power plant in Jammu and Kashmir. Islamabad has said that the project on a river flowing into the country will disrupt water supplies.The 330-megawatt Kishanganga hydropower station, work on which started in 2009, is one of the projects that India has fast-tracked in the volatile state under PM Modi amid frosty ties between the nuclear-armed countries.Pakistan has opposed some of these projects, saying they violate a World Bank-mediated treaty on the sharing of the Indus river and its tributaries upon which 80 percent of its irrigated agriculture depends.”Pakistan is seriously concerned about the inauguration (of the Kishanganga plant),” its foreign ministry said in a statement on Friday. “Pakistan believes that the inauguration of the project without the resolution of the dispute is tantamount to violation of the Indus Waters Treaty (IWT).”The Kishanganga project was delayed for several years as Pakistan dragged India to the International Court of Arbitration, which ruled in India’s favour in 2013.India has said the hydropower projects underway in Jammu and Kashmir are “run-of-the-river” schemes that use the river’s flow and elevation to generate electricity rather than large reservoirs, and do not contravene the treaty.PM Modi, who is on a day-long visit to the state, also flagged off the construction of the 14 kilometre-long Zojila tunnel to provide all-weather connectivity between Srinagar, Kargil and Leh cities.The government said it would be the longest road tunnel in India and Asia’s longest bidirectional tunnel, to be constructed at a cost of $1 billion. At the ceremony here, Modi said projects worth Rs 25,000 crore would either be initiated or inaugurated today in all three regions and it showed the commitment of the central and the state governments towards the speedy development of the state. On developmental work carried in the country after forming his government, he said 18,000 villages which did not receive power since Independence have been given electrical connectivity within 1,000 days.

PM Modi kickstarts work for strategic Zojila tunnel in Leh

Prime Minister Narendra Modi today kickstarted work for Zojila tunnel, Asia’s longest and strategic bi-directional tunnel, to provide all-weather connectivity between Srinagar, Kargil and Leh.The prime minister who is on a day’s visit to all the three regions — Leh, Kashmir and Jammu– of Jammu and Kashmir also attended the closing ceremony of the 100th birth anniversary celebrations of the 19th Kushok Bakula Rinpoche (Buddhist spiritual guru) here.The tunnel will cut down the time taken to cross the Zojila pass from three and a half hours presently to just fifteen minutes.Zojila pass is situated at an altitude of 11,578 feet on Srinagar-Kargil-Leh National highway and remains closed during winters due to heavy snowfall cutting off Ladakh region from Kashmir through roads. The project aims at the construction of 14.15 km long two-lane bi-directional single tube tunnel. At the ceremony here, Modi said projects worth Rs 25,000 crore would either be initiated or inaugurated today in all three regions and it showed the commitment of the central and the state governments towards the speedy development of the state. On developmental work carried in the country after forming his government, he said 18,000 villages which did not receive power since Independence have been given electrical connectivity within 1,000 days. There are four crore households in the country which do not have electricity even after 70 years of Independence and they will be given power connections within a year and a half, he said.

Five dead in Pak firing, a day ahead of PM Narendra Modi’s J&K visit

A day ahead of Prime Minister Narendra Modi’s visit to the state, Pakistan Rangers unleashed gunfire on the International Border (IB), killing five people including four civilians and a BSF soldier, besides injuring 12 others in Jammu and Kashmir.The state government has closed all the schools in the range of zero to five kilometers of IB as a precautionary measure. Authorities have also set in motion an evacuation plan to rescue civilians trapped in vulnerable shelling zones.At 1.30 am, Pakistan Rangers pounded Indian forward posts and civilian areas. Constable Sitaram Upadhyay was killed at his post at Jabbowal Border Outpost.Hailing from Pal Ganj village of Giridih district in Jharkhand, the 28-year-old soldier of 192th battalion of BSF is survived by wife, three-year-old son and one-year-old daughter.”This brave act has once again proved that bordermen are always ready to sacrifice their lives for the nation. BSF is committed to ensure the sanctity of International Border, and safety and security of the border populace,” said Ram Awtar, Inspector General of BSF, Jammu Frontier.Later, Pakistan Rangers used heavy-caliber long-range weapons — including 120 mm mortars and 82 mm mortars – to inflict maximum damage into civilian areas. Four civilians were killed and 12 others injured in RS Pura and Arnia sectors. The slain were identified as Sat Paul (60), Jagmohan (45), Tarseem Lal (52) and Manjeet Kaur (45). The injured were taken to Government Medical College hospital Jammu.”Two civilians were killed in RS Pura and two others in Arnia sector. We have started evacuating civilians and shelter camps have been readied,” said Arun Manhas, additional deputy commissioner of Jammu.Chief Minister Mehbooba Mufti said continued firing on the border is a cause of pain and worry. “Sad that while our country took the lead in starting peace initiatives with cessation of operations during Ramzan, Pakistan has shown no respect whatsoever for this holy month,” she tweeted. “Pakistan will have to reciprocate and contribute to efforts for lasting peace. Everyone must realise that violence is a zero sum game. My deepest condolences to families of victims.”Inspector General of BSF took a tougher stand. “As a peaceful country, we never initiate fire, but will never hesitate to give a befitting reply if we are compelled,” said Ram Awtar.

Let Kashmiris tell Modi their ‘mann ki baat’: Hurriyat leader Mirwaiz Umar Farooq

Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq said today that the government should allow the people to assemble at Lal Chowk tomorrow so that they could convey their ‘mann ki baat’ to Prime Minister Narendra Modi during his visit.”Modi all have been listening to your (radio address) ‘mann ki baat’ for years now. As you come here tomorrow, allow us Kashmiris to peacefully gather at Lal Chowk so that you hear our ‘mann ki baat’! It’s just three words — Resolve Kashmir Dispute,” the Mirwaiz said in his address to a Friday congregation at Jamia Masjid here.Tight security arrangements have been put in place in Kashmir in view of the prime minister’s visit to the state tomorrow.The Mirwaiz said that the Kashmir issue was not due to deficit of good governance or lack of development.”The problem in Kashmir is not administrative in nature related to roads, inaugurating of tunnels, power projects or jobs, that it can be addressed thus nor was it a law and order issue to be handled by repression but it is a dispute directly linked to the political future of tens of millions of citizens of Jammu and Kashmir and it needs to be resolved as per the will and aspirations of these people,” he said.”Temporary measures can bear no fruit unless Delhi accepts the ground realities in Kashmir,” he said while commenting on a month-long unilateral ceasefire announced by the Centre.The Mirwaiz said goodwill gestures cannot be meant for a month alone but have to be long term and meaningful.”If Government of India really means business it must look at real confidence building measures like demilitarisation and repealing draconian Armed Forces (Special Powers) Act, Public Safety Act. These measures must be followed by the start of a process wherein all the three parties to the dispute India, Pakistan and the people of Kashmir come together to hammer out a solution acceptable to all in keeping with the will and aspirations of the key party — the people of J&K,” he added.The Prime Minister will lay the foundation stone of Rs 6,800 crore strategic Zojila tunnel, Asia’s longest bi-directional tunnel, in Jammu and Kashmir tomorrow.

PM Modi visits Jammu and Kashmir tomorrow, three-tier security put in place

A three-tier security arrangement has been thrown around the city ahead of Prime Minister Narendra Modi’s visit to all three regions of Jammu and Kashmir tomorrow, during which he will lay the foundation stone for the ambitious Zojila tunnel that will provide all-weather connectivity to Ladakh with the rest of the country.Ahead of the Prime Minister’s visit, the NDA government announced a unilateral ceasefire on security forces’ operations as a goodwill gesture during the holy month of Ramzan which started yesterday.The visit of the Prime Minister has generated hope among the people in the militancy-ravaged Kashmir Valley, which has been witnessing increased violence since 2016. During his Independence Day address last year, Modi had said bullets or abuses would not resolve the Kashmir issue and that it could be addressed by embracing every Kashmiri.Modi had them said his government was committed to restoring the lost glory of Kashmir and its status as “heaven on earth”.”Na gaali se samasya sulajhne wali hai, na goli se, samasya suljhegi har Kashmiri ko gale lagane se (Kashmir problem cannot be resolved by either bullets or abuses. It can be resolved by embracing all Kashmiris),” Modi said.Modi will inaugurate the 330-MW Kishanganga hydroelectric project, whose progress was monitored by the Prime Minister’s Office. He will inaugurate it from Sher-e-Kashmir Convention Centre, located on the picturesque Dal Lake in the city.Security around the venue has been tightened and barricades had been erected as separatists had given a call for ‘Lal Chowk chalo’ tomorrow.Moderate Hurriyat Conference chairman Mirwaiz Umer Farooq tweeted, “Mr Modi all have been listening to your maan ki baat’ for years now. As you come here tomorrow allow us Kashmiris to peacefully gather at Lal Chowk so that you hear our maan ki baat’! It’s just three words Resolve Kashmir Dispute.” In his address at a Friday congregation, the Mirwaiz referred to the Ramzan ceasefire and said that “confidence building measures (CBMs) cannot be for a month alone but have to be long term and meaningful. If government really means business it must look at real CBMs like demilitarisation and repealing draconian Armed Forces (Special Powers) Act, Public Safety Act. This must be followed by a political process of engagement among all parties to the dispute.”According to a traffic police advisory, all roads leading to the venue will be closed till tomorrow afternoon until the Prime Minister is in the city. River police wing of the state police, CRPF and BSF have been deployed at the Dal Lake, while the Army has been asked to dominate the Zaberwan peak overlooking the venue where Modi will inaugurate a Ring Road around Srinagar.Police have also erected barricades around the city to prevent separatists from staging a protest march at Lal Chowk.Police were also carrying out raids in various parts of the city to nab the notorious anti-social elements as a precautionary measure.The hectic tour of the Prime Minister will begin from Leh tomorrow morning from where he will inaugurate work on the prestigious 14-km Zojila tunnel, that will provide all-weather connectivity to Ladakh. It will be India’s longest road tunnel and Asia’s longest bidirectional tunnel which will be built at a cost of Rs 6,800 crore.The construction of this tunnel will provide all-weather connectivity between Srinagar, Kargil and Leh as this route remains snow-bound for a large part of the year and is ravaged by frequent avalanches.The tunnel will cut down the time taken to cross the Zojila pass from the present three-and-a-half hours to just 15 minutes, besides making the drive much safer and convenient.The construction of the tunnel is expected to bring about all-round economic and socio-cultural integration of these regions, an official spokesperson said.Later, the Prime Minister will participate in the 100th birth anniversary celebrations of Ladakhi spiritual leader Kushak Bakula.From Leh, the PM will fly to Srinagar where he will inaugurate the 330-MW Kishanganga Power Project and lay the foundation stone for the 42-km Srinagar Ring Road which will link West Srinagar to Sumbal in Badnipora district. The cost of the project is estimated to be Rs 1,860 crore.The Kishanganga project was started in 2007 but on May 17, 2010, Pakistan moved for international arbitration against India under the provisions of the Indus Waters Treaty 1960 that regulates the use of waters in the shared rivers. The Hague-based International Court of Arbitration allowed India in 2013 to go ahead with construction of the project in North Kashmir and upheld India’s right under the bilateral Indus Waters Treaty to divert waters from the Kishanganga for power generation in Jammu and Kashmir.The Prime Minister will later arrive in Jammu, the winter capital of the state, where he will inaugurate the 58-km Jammu Ring Road which is being constructed at a cost of Rs 2,023 crore.The Prime Minister will address the convocation of the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST) in Jammu and inaugurate Tarakote Marg and Material Ropeway of Vashino Devi Shrine Board. The Prime Minister will also lay the foundation stone from Jammu for Pakal Dul hydroelectricity project at Kishtawar before returning to the national capital.

Pakistan summons Indian envoy over ‘unprovoked’ LoC firing

Pakistan today summoned Indian High Commissioner Ajay Bisaria over “unprovoked ceasefire violations” by Indian forces along the Line of Control.The Foreign Office (FO) here said in a statement that the acting foreign secretary summoned the Indian envoy and “condemned” the firing incidents today in Pukhlian, Cahprar, Harpal, Charwah and Shakargarh sectors.Pakistan informed the Indian envoy that the “unprovoked ceasefire violations had killed four members of a family” in village Khanoor while 10 other people were injured.The FO claimed the firing by the Indian side was still going on.Indian officials said four civilians and a BSF jawan were killed while 12 others were injured as Pakistan Rangers heavily shelled villages and border outposts (BoPs) in Jammu early today.This is the third day of shelling and firing by Pakistani troops along the international border (IB) in Jammu frontier and comes ahead of Prime Minister Narendra Modi’s visit to Jammu and Kashmir tomorrow.Pakistan Rangers shelled areas in RS Pura, Bishnah and Arnia sectors of Jammu by resorting to heavy mortar shelling and firing since 1 am in R S Pura and Bishnah sectors, a senior BSF officer said.Yesterday, a BSF jawan was among two persons injured when Pakistani troops opened fire and lobbed mortars at over 15 border outposts and some civilian areas along the international border in Samba and Kathua districts.On May 15, a 28-year-old BSF jawan was killed when Pakistani troops violated the ceasefire by opening fire on forward posts to help infiltrators cross the border in Samba sector. Indian troops have also foiled four infiltration bids along the IB since May 12.Pakistan said the Indian envoy was informed that the “deliberate targeting of civilian populated areas is indeed deplorable and contrary to human dignity, international human rights and humanitarian laws”.”The ceasefire violations by India are a threat to regional peace and security and may lead to a strategic miscalculation,” the FO said.Pakistan also said that Indian forces along the LoC and the IB are continuously targeting civilian populated areas with heavy weapons.It alleged that in 2018, Indian forces have carried out more than 1,050 ceasefire violations along the LoC and the border resulting in the deaths of 28 civilians, while injuring 117 others.Pakistan urged India to respect the 2003 ceasefire arrangement, investigate this and other incidents of ceasefire violations, instruct Indian forces to respect the ceasefire in letter and spirit and maintain peace on the LoC and the international border.It also urged India to permit the UN Military Observer Group in India and Pakistan (UNMOGIP) to play its mandated role as per UN Security Council resolutions.India maintains that the UNMOGIP has outlived its utility and is irrelevant after the Shimla Agreement and the consequent establishment of the Line of Control.

Return home to join mainstream, contest elections: J&K BJP chief to Hizbul chief Salahuddin

Newly-appointed Jammu and Kashmir BJP chief Ravinder Raina today asked Hizbul Mujahideen chief Syed Salahuddin to shun gun culture and return home in the state to join the mainstream and contest elections.In his first statement after taking over as the state BJP chief, the 40-year-old also asked young militants from Kashmir to shun weapons and join the mainstream. “I ask Syed Salahuddin, why you moving from pillar to the post in Pakistan and foreign countries. Return to your home and join the mainstream,” he told reporters here. “If you (Salahuddin) claim to be the leader of Jammu and Kashmir, return and contest elections in the state through democratic process and prove it”, Raina said.He also hit out at the chairman of the United Jehad Council, a conglomerate of terrorist outfits operating in Kashmir, for arming youths in the valley leading to bloodshed and violence. Mohammed Yusuf Shah, better known as Syed Salahuddin, was declared a specially designated global terrorist by the US Department of State in June last year. The BJP chief said the Centre’s announcement yesterday that security forces would not launch any operations in the state during the month of Ramzan was conditional and not unilateral.”The first bullet will not be fired from our side (Army). If the first bullet comes from the terrorists, then the guns of Army, paramilitary force and police will not stay silent,” Raina said. He thanked all workers and leaders of the BJP for having faith in him. “I will work with honesty, dedication and transparency,” he said.

Updated: May 17, 2018, 11:14 PM IST<!–end of articllftpbx–>Two Jammu and Kashmir policemen were detained for questioning tonight after they reported to the authority that militants had attacked their guard post and took away their rifles, police said.The incident happened at a guard post of a hotel in the city this evening.The policemen reported to the police headquarters that a group of militants had barged into their post and snatched their rifles.Preliminary investigation, however, revealed that there was no eyewitness to the incident that took place at a crowded place and there was no resistance from the policemen.The two policemen attached with the Jammu and Kashmir Armed Police were immediately taken into custody and a hunt was on for the third cop.The incident set alarm bells ringing within the security establishment as Prime Minister Narendra will be visiting Kashmir Valley on May 19.

The decision was taken by the apex court after three witnesses alleged torture by the police during the interrogation.The Supreme Court on May 16 heard the matter of three students, witnesses in the Kathua gangrape and murder case, seeking protection from police torture.The apex court on May 7 transferred the case to Pathankot Court and also ruled that the matter does not warrant a Central Bureau of Investigation (CBI) inquiry.As per the top court, day-to-day hearings would take place in the matter along with in-camera proceedings, under the Pathankot district judge, with no scope for adjournment.The Jammu and Kashmir government told the apex court that they were ready for fair trial in the case involving the alleged rape and murder of a minor in Kathua in January.The eight-year-old girl, belonging to a nomadic Muslim tribe, was abducted, drugged, gang-raped, tortured and killed in January.

Pakistan Rangers opened fire and lobbed mortars at over 15 Border Out Posts and some civilian areas along the International Border (IB) in Samba and Kathua districts of Jammu and Kashmir overnight, leaving a BSF jawan injured, an official said on Thursday.BSF troops guarding the borderline retaliated and the exchange of fire was going on when reports last came in, a senior BSF officer told the news agency.”Pakistan Rangers violated the ceasefire and resorted to heavy and unprovoked mortar shelling and firing along the IB on 10 to 15 BoPs in Samba and Kathua districts since last night”, the officer said.In the exchanges, a BSF jawan suffered injuries and has been hospitalised, the officer said.On May 15, a 28-year-old BSF jawan was killed as Pakistani troops violated the ceasefire by opening fire on forward posts to help infiltrators cross the International Border (IB) in Samba sector. Troops also foiled four infiltration bids along the IB since Sunday.The BSF jawan’s death took the number of persons killed in over 700 incidents of Pakistani shelling along the IB and Line of Control (LoC) in the State to 33, the highest this year. The deceased included 17 security personnel.

Pakistan’s envy, India’s pride: PM Narendra Modi to dedicate 330 MW Kishanganga power project to nation

A long-cherished dream is becoming a reality on Saturday when Prime Minister Narendra Modi will dedicate the 330 Mega Watt (MW) Kishanganga Hydro Power project to nation.An engineering marvel, the project, constructed near Line of Control (LoC) in Gurez, saw many ups and downs and international arbitration after Pakistan’s objections.Constructed at a cost of Rs 2726 crore, the work on this power project started in 2007 in the geologically complex Himalayan region. Spread over 379 hectares across two valleys, it has an integrated project with rockfill dam, tunnel and powerhouse being built under one single contract.The highlight of the project is the 23.24-km-long head race tunnel. “It was built by two methods. “Around 8.14 km from Gurez side was built by Drill and Blast (DBM) method while the 15.1 km from Bandipora side was by Tunnel Boring Machine. The remote location throws numerous logistical and connectivity challenges for transportation of heavy machinery, men and material,” said IA Benny Project Manager, Hindustan Construction Company.The biggest challenge for the engineers was the transporting TBM from Mumbai to the project site. The shipment containing 160 containers was planned in three lots. Lot 1 had 52 containers plus 10 Over Dimensional Consignments (ODCs), Lot 2 had 48 containers plus eight ODC and Lot 3 had 45 containers.The major hurdle was crossing the Jawahar Tunnel connecting Jammu with Kashmir. The height of Jawahar tunnel at 4.6 metres was just enough to clear the containers. However for transporting ODC special trailers were used with depleted tyres.”We are very proud to say that we could complete the strategic project. On May 19, the PM will dedicate this project to nation. We are part of the nation building and we are proud of it,” said Benny.The project, however, ran into rough weather number of times after Pakistan appealed to the Hague’s Permanent Court of Arbitration (CoA), complaining that Kishanganga Hydro Power project violates the 1960 Indus River Treaty by increasing the catchment of the Jhelum River and depriving Pakistan of its water rights in 2010.Under the 1960 treaty, India has forfeited the claim to use and store the waters of three rivers —Jhelum, Chenab and Indus — flowing from Jammu and Kashmir into Pakistan in exchange of three rivers — Satluj, Beas and Ravi. The treaty prevents the storage of the water of Jhelum, Chenab and Indus rivers otherwise owned by the state.In June 2011, the CoA visited both Kishanganga and Neelum–Jhelum Projects. In August 2011, the court ordered India to submit more technical data on this project.After Pakistan’s application was rejected, the court asked India in late September 2011 to stop constructing any permanent works that would inhibit restoration of the river. While India could not construct the dam, NHPC continued the work on the tunnel and power house in the hope that the court order will finally favour India.On December 20, 2013, the International Court of Arbitration gave its final ruling, wherein it allowed India to go ahead with the construction of the Kishanganga dam. The final verdict specified that nine cumecs of natural flow of water must be maintained in Kishanganga river at all times to maintain the environment downstream.PAKISTAN’S ENVY, INDIA’S PRIDEThe highlight of the project is the 23.24-km-long head race tunnel. Govt agrees to Mehbooba Mufti’s proposal, announces conditional ceasefire in J&K during Ramzan

The Centre on Wednesday announced a conditional ceasefire in Jammu and Kashmir during the holy month of Ramzan and asked the security forces not to launch operation.Earlier this month, after an all-party meeting, Chief Minister Mehbooba Mufti had appealed the central government to consider a unilateral ceasefire in the state starting from Ramzan in mid-May till the completion of the Amarnath yatra in August.She had said that a ceasefire would provide relief to the people and help create a better atmosphere in the state. At that time, the state BJP seemed to be opposing such a decision.The party’s state unit had said militants were demoralised due to Army action and a unilateral ceasefire would ease pressure and allow them to re-energise. Mehbooba reached out to Union Home Minister Rajnath Singh with appeal to consider ceasefire and after careful consideration government has decided to extend ceasefire. Announcing conditional ceasefire, the Ministry of Home Affairs has asked the security forces to reserve the right to retaliate if attacked or if essential to protect the lives of innocent people.”The decision was taken to help the peace-loving Muslims observe Ramzan in a peaceful environment. The government expects everyone to cooperate in this initiative and help the Muslim brothers and sisters to observe Ramzan peacefully and without any difficulties,” said Home Minister Rajnath Singh in series of tweets.It is important to isolate the forces that bring a bad name to Islam by resorting to mindless violence and terror.Reacting to government’s decision, Mufti said, “I wholeheartedly welcome the Ramadan ceasefire and would like to thank @narendramodi ji & @rajnathsingh ji for their personal intervention.””My gratitude also to the leaders and parties who participated in the All Party Meeting & helped build consensus towards this announcement. The month of Ramadan is a harbinger of peace & such a decision will go a long way in creating a peaceful & amicable environment for a sustained dialogue,” she said in a tweet.The valley has witnessed the killing of over 55 militants including at least 27 locals this year.Recently, Army chief Rawat appealed to Kashmiri youth to desist from the path of armed struggle. He said that they can’t win against the might of the Indian Army. A group of citizens, including former Union Minister Yashwant Sinha and former Chief Information Commissioner Wajahat Habibullah, had also extended support to Mufti’s call for a unilateral ceasefire till completion of the Amarnath Yatra.

J&K: After grenade attack on Rajpora police station, security forces launch search operation in Pulwama

Security forces on Wednesday launched a search operation in forest area of Tral in Pulwama district of Jammu and Kashmir following a brief exchange of firing with militants.A brief exchange of firing took place between security forces and militants in Tral forests this morning, a police official said.He said the security forces launched a search operation as the ultras fled in thick vegetation of the forest.Further details of the operation are awaited, the official said.Earlier, terrorists hurled a grenade towards a police station in Pulwama’s Rajpora on Tuesday. However, the grenade missed the target and exploded outside the station.In a separate incident, suspected terrorists fired upon a police vehicle, killing Bilal Ahmad, a Special Police Officer (SPO) at Pazalpora Arwani area of Bijbehara town in Jammu and Kashmir’s Anantnag district. Police said terrorists in the afternoon opened indiscriminate fire at their vehicle at Pazalpora area of Bejbhera in South Kashmir’s Anantnag district. In the incident, two cops were injured. They were evacuated to the hospital where one of them succumbed to his wounds.“J&K police pay rich tribute to martyr Bilal Ahmad,” said Kashmir Zone Police.The attack also came on the day when Joint Resistance Leadership (JRL) of separatists called for hartal and Lal Chowk March on Saturday to protest the PM’s visit on May 15.JRL is a conglomerate of Hurriyat hawk Syed Ali Shah Geelani, moderate Hurriyat leader Mirwaiz Umar Farooq and J&K Liberation Front chief Mohammad Yasin Malik.(With ANI Inputs)

The two leaders also discussed collaboration in education sector.Further in Peru, Vice President Naidu met Peru’s President Martin Vizcarra at the Presidential Palace in Lima.This was the Vice President’s first overseas visit after assuming office last year.

Kathua rape-murder case: BJP leader Lal Singh cries conspiracy against people of Jammu

Senior BJP leader Lal Singh said today that there was a “conspiracy” to defame the people of Jammu over the gruesome rape and murder of an eight-year-old girl in Kathua, and reiterated the demand for a CBI probe into it.Singh, who resigned from the Jammu and Kashmir council of ministers after courting controversy by attending a rally in support of the accused in the case, questioned the state government and “Kashmir-centric people” about their objection to a CBI probe.”I want to ask those against CBI probe whether they think CBI is a Pakistan agency,” he said.”Shame on those who dubbed Dogras of Jammu as pro-rapists. They will be exposed. The perception created by national media and some Kashmir-centric people that Dogras are pro-rapists was a conspiracy against Jammu and its Dogras to defame and weaken them,” Singh told reporters here.Singh, who has organised over 30 rallies in Kathua, Samba, Jammu, Udhampur, and Reasi district since he resigned as minister last month, said, “We will force the government to conduct a CBI probe. CBI probe will restore the respect of Dogras and provide justice to the victim girl.” “We want CBI probe and will not stop till CBI probe is ordered,” he said.The BJP leader said that the Dogras would take out a ‘Swabhiman Rally’ on May 20 in the Hiranagar belt of the district “to restore respect and dignity of Dogras”.The girl, belonging to a nomadic community, was abducted, gang-raped and murdered in January this year. The case triggered a nationwide outrage.

Kathua rape-murder case: Man alleges threat from Hindu Ekta Manch leader for providing land for victim’s burial

A man, who had provided his land for the burial of a minor girl brutally raped and killed in Kathua district of Jammu and Kashmir earlier this year, has claimed that a leader of a right-wing organisation was threatening him.Mohammad Rafiq, from the nomadic Gujjar community, has filed a police complaint alleging that the Hindu Ekta Manch leader threatened and abused him to drive him out of the area.”We have received a complaint from Mohmamad Rafiq claiming that he was threatened by Sarpanch Kant Kumar,” a police official said. Rafiq has alleged that Kumar, a Manch leader, was threatening him to drive him out of the area.The police official said they have found discrepancies in Rafiq’s complaint and were conducting a preliminary investigation into the matter before reaching any conclusion.Rafiq, a resident of Gujjar Basti Bandi, had provided his land for the burial of the eight-year-old girl found dead on January 17, a week after she had gone missing.While a majority of the nomadic community migrated from Kathua as part of their annual movement during the summer season, Rafiq and a few other families did not as they have built permanent residential structures in the area.The Hindu Ekta Manch had organised a rally in support of the accused in the rape and murder case of the minor girl.

J&K: Mehbooba follows father’s footsteps in calling for ceasefire, faces barrage of criticism from BJP

Jammu and Kashmir Chief Minister Mehbooba Mufti may have tried to follow in the footsteps of her father, the late Mufti Mohammad Sayeed, in calling for a ceasefire within the state, but finds herself cornered with leaders from the BJP accusing her of playing politics over the issue.Her call for a ceasefire to ease tension during the fasting period of Ramazan and the Amarnath Yatra has been questioned by the BJP, the coalition partner of the PDP in the Mehbooba-led government in the state.Newly-inducted deputy chief minister Kavinder Gupta had recently said the ceasefire appeal should come from militants attacking security forces.If there is an appeal from their (militants’) side, only then we can think of it Let them first make an appeal for it,” he told reporters.In November. 2003, India and Pakistan had agreed to a ceasefire along the Line of Control (LoC) and the Actual Ground Position Line at Siachen in Jammu and Kashmir, bringing much needed relief to people living close to the LoC on either side of the divide from nearly 14 years of hostilities.Then Chief Minister Sayeed, heading a coalition government with the Congress in the state, had often claimed credit for the decision.On May 9, Chief Minister Mehbooba Mufti convened an all-party meeting to discuss the situation arising out of frequent encounters, stone throwing incidents and civilian killings in the Valley.After the meeting, Mehbooba claimed the participants had agreed to appeal to the Centre to announce a ceasefire within the state from the fasting month of Ramazan, starting later this week, to the end of the Amarnath Yatra to ease tension during these periods significant for devotees.All parties participated in the all-party meeting. Everyone was concerned about the present situation (in the Valley), about the killings, the youth picking up guns, stone-pelting which also took the life of a tourist from Tamil Nadu.Everyone agreed that we should appeal to the government of India to consider a ceasefire like the unilateral ceasefire in (former Prime Minister Atal Bihari) Vajpayee’s time,” Mehbooba told reporters after the four-hour meeting.The PDP leader said the Centre should think of a ceasefire so that the people could get some relief “because they are facing many difficulties due to encounters, crackdowns and search operations”.Gupta, however, said there was no consensus on an appeal for a ceasefire to the Centre at the meeting.” It cannot be accepted that we announce a ceasefire, despite their (militants’) continuous attacks on our security forces, Gupta told reporters.Jitendra Singh, Minister of State in the Prime Minister’s office, went a step further and, without naming Mehbooba, accused her of “playing politics” over Ramazan.Opposition National Conference leader Omar Abdullah questioned the purpose of calling the all-party meet when the coalition partners — PDP and BJP — were not on the same page.”What was the point of @MehboobaMufti calling an all party meeting to build a consensus around initiatives in Kashmir when her ally in the Govt doesn’t agree with her! Yet she will shamelessly cling to power because that’s all that matters to her,” Omar wrote on Twitter.However, the most damning indictment of the PDP came from the controversial independent MLA from Langate, Sheikh Abdul Rashid, who claimed that barring him, no other MLA had raised the issue of a unilateral ceasefire at the meeting.They are all lying. No party spoke about ceasefire during the meeting, Rashid said, adding that the representative of the state unit of the Communist Party of India supported his demand for a ceasefire.Rashid told PTI the chief minister only talked about the situation in Kashmir and sought the opinion of political parties for restoring peace in the region.The chief minister did not talk about ceasefire and instead suggested that an all-party delegation meet the prime minister to discuss the Kashmir situation, he said.

"I thought the youth definitely needed a place to go where they can relax and feel away from the whole Kashmir situation for a while," Khan said.
He has been successful in this endeavour too, as the locals, as well as the tourists, have responded warmly to this unique initiative.

Pakistani army violates ceasefire on LoC, one killed

Pakistani army on Friday violated ceasefire and opened fire on Thursday night in Gulpur area along the Line of Control (LoC). A 21-year-old youth, who was attending a wedding ceremony at Gulpur-Degawar area in Poonch district of Jammu division, got hit by a bullet died.Mohammad Iqbal received bullet in his chest when the Pakistani army started shooting while every body was in panic and looking for a cover.District Development Commissioner of Poonch, Mohammad Aijaz told DNA that the family was busy in pre-wedding rituals on the rooftop of their house when the firing from Pakistan started at around 11 pm.”This boy had entry and exit wounds on his body. Entire family slipped into mourning after this. We have processed his case for the ex-gratia relief,” said Aijaz.Lieutenant Colonel Devender Anand, defence spokesman at Jammu, said that the incident occurred in a distance of 300 to 400 metre from the LoC.Official figures revealed that 633 ceasefire violations were recorded along the LoC and the International Border in Jammu and Kashmir in the first two months of 2018. Of these, 432 incidents were reported from the LoC and 201 on the International Border.

Congress leader P Chidambaram today took a swipe at Jammu and Kashmir Chief Minister Mehbooba Mufti asking her why she is continuing with a “farce” of a coalition government when whatever “she proposes, her deputy disposes”.The former Union home minister said that whatever the PDP and other parties may say, the BJP will never allow them to explore ways to bring peace in the northern state.State deputy chief minister and BJP leader Kavinder Gupta had opposed Mehbooba Mufti’s call for a “unilateral ceasefire” in view of the Ramzan and Amarnath Yatra, and was quoted as saying in media reports that a “ceasefire is never a one-sided. “CM, Jammu and Kashmir proposes, Deputy CM disposes! Mehbooba ji, why are you continuing with this farce of a coalition government? “Whatever the PDP and other parties may say or demand, the BJP will never allow them to explore ways to bring peace to J&K,” Chidambaram said on Twitter.Gupta reportedly said if there is an appeal from the militants’ side, only then can the ceasefire appeal be taken into account and the same cannot be accepted when there are continuous attacks on security forces by militants.Fissures surfaced within Jammu and Kashmir’s ruling alliance yesterday after the BJP dubbed Chief Minister Mehbooba Mufti’s call for a unilateral ceasefire as a move “not at all in national interest” while also slamming the state government’s “soft policy” on stone pelters.The BJP’s state unit fielded two spokespersons, Sunil Sethi and Arun Gupta, who said a unilateral ceasefire, as suggested by the chief minister, would only serve to ease pressure on militants and allow them to re-energise.”We have a strong view…unilateral ceasefire in the present situation is not in national interest at all,” Sethi asserted.The BJP spokespersons described the situation in the Kashmir Valley as “very serious” and said the soft policy of the Mehbooba Mufti government was responsible for it.”Security situation is very serious…in Kashmir, stone pelting is continuously on and unfortunately one tourist has lost his life,” he said.Mehbooba Mufti had said the Centre should consider a unilateral ceasefire starting from Ramzan in mid May till the completion of the Amarnath Yatra in August.

J&K: Mehbooba Mufti govt abolishes stamp duty on registration of properties in women’s name

Taking a major step in the direction of women empowerment in Jammu and Kashmir, Mehbooba Mufti led government on Friday abolished stamp duty on the properties being registered in the name of female members of the family. The move is aimed to encourage women to own the properties in the restive Jammu and Kashmir.The decision was taken in a cabinet meeting chaired by Chief Minister Mehbooba Mufti in Srinagar. “The cabinet accorded sanction to the reduction in Stamp Duty. There will be zero Stamp Duty on the property registered in the name of female member of the family,” said an official spokesman after the cabinet meeting. “The Cabinet also approved levying 5% Stamp Duty in the Urban areas and three percent in the rural areas, if the property is registered in the name of male member of the family. There will be zero percent Stamp Duty if the property in both urban as well as rural areas is registered in the name of female member of the family”, said the official spokesman.Later, Mufti took to twitter express her happiness on the cabinet decision. “Pleased to announce that we have abolished stamp duty on the sale of property registered in the name of females. This incentive will encourage families to register their properties in the name of their sisters, daughters, wives & mothers. Women, as of now own bare minimum immovable assets even after contributing the maximum to our society,” she tweeted.

Jammu and Kashmir: 22-yr-old man killed in Pakistan firing on LoC in Poonch

A 22-year-old man was killed on Friday after Pakistani troops resorted to firing from small arms on Indian Army posts along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district, a police officer said.There was small arms firing by Pakistani troops along the LoC in the district’s Gulpur-Bagyal Dhara belt, the police officer told PTI. The Pakistan Army initiated firing around 12:30 am on Indian Army posts in Baghal Dhara, he said.The Indian Army retaliated effectively, the officer said.The deceased was identified as Mohammad Ikhlaq, a resident of Kalsan Malti Baghal Dhara. He suffered serious injuries and died on the spot, the officer said.The man was killed during a marriage function in an area close to the LoC. A bullet fired by from across the border hit Ikhlaq, he said.There has been a spurt in ceasefire violations along the LoC and the International Border (IB) in Jammu and Kashmir this year, resulting in the death of 31 people, including 16 security personnel, in over 700 such incidents.

There was no consensus on sending an all-party delegation to meet PM,” BJP chief spokesperson Sunil Sethi said in Jammu.Taking to Twitter, Omar said, “What was the point of @MehboobaMufti calling an all party meeting to build a consensus around initiatives in Kashmir when her ally in the Govt doesn’t agree with her! The Indian Army Chief Bipin Rawat has expressed concerns over the youth in the valley picking up the gun, and said that Kashmiris have to understand that the SFs (security forces) haven’t been so brutal.​Earlier this week, a 22-year-old tourist whose vehicle was targeted by stone-pelters, died. Whereas, the civilian death toll in Sunday’s clashes between protestors and security forces in Shopian district of Jammu and Kashmir has climbed to six after a youth succumbed to injuries.”I want to tell Kashmiri youth that Azadi isn’t possible. It won’t happen. Don’t get carried away unnecessarily,” Rawat said in an interview to Indian Express.Stating that the Army don’t enjoy the killings, Bipin Rawat also said that if you want to fight us, then we will fight you with all our force. Kashmiris have to understand that the SFs (security forces) haven’t been so brutal.””Look at Syria and Pakistan. They use tanks and air power in similar situations. Our troops have been trying their level best to avoid any civilian casualty despite huge provocation,” he told the daily.Rawat also said that they can’t allow people to disrupt our operations and help terrorists to flee. “People are ‘inciting security forces by pelting stones at them to disrupt the operations…they are inciting security forces to become more aggressive.’’The Army chief also sad that he is still trying to understand where did all that anger come from, and believes the youth have gotten themselves in Pakistan’s trap.Rawat also said that he was ready to suspend the military operation, but questioned who will guarantee that there won’t be fire at the men, at their vehicles, men returning home on leave aren’t attacked.Chief Minister Mehbooba Mufti has said that the Centre should consider a unilateral ceasefire in Jammu and Kashmir starting from Ramzan in mid May till the completion of the Amarnath yatra in August.She made the remarks after chairing a four-hour all-party meeting, which was convened to discuss the present situation in the Kashmir Valley especially after a tourist from Chennai died due to stone pelting on May 7.Earlier, terming the death of a 22-year-old tourist whose vehicle was targeted by stone-pelters the “murder of humanity”, Mufti had said the incident had rattled the mother in her.Those who pick up stones to kill someone have no religion, an upset Mehbooba said after meeting the father of Chennai resident S Thirumani, who was holidaying in the Valley with his family and died yesterday evening at a hospital here.The issue would be discussed and debated on television for days and “we will be silently watching the murder of humanity, which has been unheard of in the state of Jammu and Kashmir”, she said.

Life gone too soon: Friends remember reserved dog lover R Thirumani who was killed by stone-pelters in J&K

A pall of gloom descended on Palavedu near Avadi, about 25 km from Chennai, on Tuesday after the death of R Thirumani who was killed in a stone pelting incident in Kashmir on Monday.Friends, relatives and neighbours of the 24-year-old Thirumani are yet to recover from the shocking death of the unassuming and very calm youngster.The victim’s body is expected to reach Chennai airport at 7.30 pm from Srinagar via New Delhi. Thirumani, who works as an analyst at a BPO, was the youngest child of Selvi and Rajavel, an employee of the Combat Vehicles Research and Development Establishment under DRDO at Avadi.Accompanied by his colleague’s families, Rajavel along with his wife Selvi, his daughter Sangeetha and Thirumani went on an eight-day trip to Jammu and Kashmir on May 4 to escape the sweltering heat of Chennai. Rajavel’s elder son Ravi Kumar stayed back at home.On May 7, Thriumani along with his mother were hit by stones when their vehicle was caught in the stone pelting at Narbal area en route to the famous ski resort of Gulmarg. He was shifted to Sher-e-Kashmir Institute of Medical Sciences where he succumbed. While his mother sustained minor injuries.Thirumani’s friends and neighbours describe him as an unassuming and silent person.“Mostly he cannot be spotted outside his home. The only time he can be seen in the street was when he takes out his two dogs in the evening,” R Gowri, a neighbour, told DNA. The family was living in the locality for over two decades after moving out of the CVRDE quarters, she said.After completing his Bachelors in Commerce at DRBCCC Hindu College at Avadi, he started working at Accenture’s BPO at Shollinganallur along with his elder brother. “He is a very reserved person in nature and won’t mingle with anyone easily. Former Uttarakhand chief minister Harish Rawat, along with Congress leaders, got stuck in Kedarnath, following heavy snowfall in the area.The shrine dedicated to Lord Shiva reopened for pilgrims on April 29 this year. Rawat along with Congress MP Pradeep Tamta, local MLA Manoj Rawat and other leaders’ from the party started trekking to the shrine on foot from Gaurikund in Rudraprayag district.Badrinath also received fresh snowfall this morning and atleast two inches of snow has covered the area. Despite this, Badrinath Yatra is still underway. Hemkund, too, received fresh snowfall.The thunderstorms and heavy rain that hit the several parts of India on Monday evening, lead to damage to trees and electricity poles got uprooted in Uttarakhand’s Dehradun. The State Disaster Response Force (SDRF) team reached the spot to vacate the roads.Predicting about the possible weather situation in Himachal Pradesh, the Director of Indian Meteorological Department (IMD), Manmohan Singh said, “Heavy rains and snowfall can be expected in next 24 hours. Keylong’s maximum temperature has dropped to 3.5 degree celsius. The temperature here in Shimla has dropped 4-5 degrees below than the normal temperature.”According to weather department scientists, the thunderstorm was triggered by high temperatures in Northern India and a western disturbance over north Pakistan and adjoining Jammu and Kashmir and winds from the Bay of Bengal.This resulted in a cyclonic circulation over Haryana which affected the neighbouring states.

Kathua rape-cum-murder case: Accused argue against shifting trial

The accused in sensational Kathua gangrape case today opposed in the Supreme Court the transfer of trial outside this town of Jammu and Kashmir, saying free and fair trial may be affected.The accused said if the trial at all needed to be shifted outside Kathua, then it should be done within the Jammu district, a prayer which was opposed by the victim’s father.A bench of Chief Justice Dipak Misra and Justices D Y Chandrachud and Indu Malhotra considered the submissions and shifted the trial outside the state to Pathankot in Punjab, saying “a fair trial is a sacrosanct principle underArticle 21 of the Constitution and a fair trial means fair to the accused persons, as well as to the victims of the crime”.During the hearing, several places in the state, including Ramban, were discussed where the trial could be shifted, before Pathankot was finally approved.Senior advocate Meenakshi Arora, appearing for two of the accused, said Ramban was nearly 200 kilometres away from Kathua and hit by terrorism and there was “polarisation of the community” also.She said it would be appropriate if the case is transferred to Jammu district, which is nearly 80 km from Kathua, while adding that there were 221 prosecution witnesses and most of them poor for whom it would be inconvenient.Senior advocate Indira Jaising appearing for the victim’s father said that Jammu, Udhampur and Kathua were “epicenter” of protests by lawyers who had obstructed the crime branch officials from filing the chargesheet on April 9.She sought transfer of the trial claiming that the accused might influence witnesses and the Kathua protests, including under the aegis of ‘Hindu Ekta Manch’, were carried out in support of the accused while the town’s bar association had sought CBI probe in the matter. Jaising said the entire case was given a “political colour” by the accused despite the fact that it was a matter related to rape and murder of an eight-year-old girl.Advocate General Jahangir Iqbal Ganai of the state alongwith standing counsel Shoeb Alam opposed the trial being shifted outside the state and said Ramban district was situated on the National Highway and it would be easier for everyone to go there.He said other adjoining districts where trial could be shifted were Poonch, Rajouri, Doda and Riyasi but Ramban was convinient since it was connected by the highway.Ganai said the state government would provide necessary security to the accused, family members of the victim and if need arose, they would even provide residential accomodation to the witnesses going to Ramban from Kathua for trial.At the outset, senior advocate Gopal Subramanium, appearing for Jammu and Kashmir, said the police has already filed a detailed charge sheet in the case and further probe was being carried out.Subramanium said the case has been committed to the court of district and session judge after filing of the charge sheet and as far as transfer of case outside state was concerned, they were opposing it.He said whether the trial would be in-camera or open, the state would provide complete security to all the parties.”We undertake to give protection to all the counsel in the case also. The investigation conducted was sound one and it was done in record time,” he said and suggested that trial could be transferred to Jammu, Sambha, Udhampur or Sambha. Jaising said that case should not be transferred to any district which was in proximity of Kathua.”Samba, Jammu and Udhampur, we are not agreeable as these three districts were epicentre of agitation. Ramban can be considered as it is not in proximity of Kathua,” she said, adding, “I am agreeable if the case is transferred to Ramban”.Meanwhile, counsel appearing for one of the accused, who had opposed transfer of trial outside Kathua, said a separate plea seeking CBI probe in the case was also pending before the Jammu and Kashmir High Court.Jaising told the bench that the trial should be in-camera and no media should be allowed to report it and the proceedings should be videographed so that no party can later claim that the trial was not fair.”When trial is in-camera, only the accused, witnesses and lawyers are present, why is there a question of video recording it? It is little too far. Court will be recording the evidence. We cannot have a different kind of concept. In-camera trial is okay,” the bench observed.When Jaising said there should not be any media reporting of the trial, the bench said, “No. That we will not say”.After the top court order, advocate Deepika Singh Rajawat appearing for victim’s father said “I am very happy with this order. The court has transferred the case to Pathankot which is a border district. We needed a place which neither belongs to them or us. That was our intention and Pathankot is a peaceful place”.She said “The court has also said it would protect the witnesses.Things are moving in a proper way”.

Delhi Weather Update: Thunderstorms to occur in various parts of NCR including Rohtak, Ghaziabad and Gurugram

The Delhi government decided to close all evening schools on Tuesday following the weather department’s warning about heavy rains and thunderstorm.The IMD said that thunderstorms with light rain and strong winds would occur in various parts of Delhi and adjoining NCR areas including Rohtak, Bhiwani, Jhajjar Gurugram, Bagpat, Meerut, and Ghaziabad in the next two hours.The government said that all evening schools (second shift which starts from the afternoon) will be shut today. Officials of the fire department, revenue, traffic police, home, PWD and others were present in the meeting chaired by the chief secretary.In the list of ‘dos and don’ts’, the government has advised citizens to try to stay indoors and staff off verandas and keep a watch on local weather updates and warnings.The government also asked people to ensure that children and animals are inside and unplug unnecessary electrical appliances.The advisory also asked citizens to avoid taking a bath or shower or leave water running for any purpose.”This is because lightening can travel along pipes. Keep away from doors, windows, fire places, stoves, bath-tubs, or any other electrical charge conductors,” the advisory stated.According to the India Meteorological Department (IMD), thunderstorm accompanied by gusty winds, is very likely at isolated places over Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Punjab, Haryana, Chandigarh, Delhi and western Uttar Pradesh tomorrow.At least 124 people were killed and more than 300 others injured in five states due to dust storms, thunderstorms and lightning last week.

Kathua rape-cum-murder case: SC shifts trial to Pathankot, says holding fair trial was ‘sacrosanct’

The Supreme Court today ordered that the trial in the sensational gangrape and murder of an eight-year-old girl in Kathua be shifted out of Jammu and Kashmir to neighbouring Punjab, holding fair trial was “sacrosanct” and cannot be allowed to “co-exist” with fear.Directing day-to-day “in-camera” trial, the apex court asked the district and sessions judge at Pathankot to personally undertake the trial proceedings.The order came on a petition by the victim’s father seeking transfer of the case to Chandigarh on the ground that the family was receiving death threats and that they feared for their lives.Vacating the stay granted by the top court on the trial in Kathua, a bench headed by Chief Justice Dipak Misra refrained from handing over the probe to the CBI and directed that the trial be fast-tracked to ensure there was no delay as the investigation has been conducted and charge sheet filed.Also readKathua rape-cum-murder: SC refuses CBI probe, victim’s father hails decisionThe state police’s Crime Branch, which probed the case, has filed the main charge sheet against seven persons and a separate charge sheet against a juvenile in a court in Kathua district last week.The apex court bench, also comprising Justices D Y Chandrachud and Indu Malhotra, allowed the J and K government to appoint a special public prosecutor (SPP) to conduct the trial and ordered continuation of security provided to the victim’s family members, a family friend and the lawyer representing them.Also readKathua rape and murder case: Supreme Court refuses CBI probe, transfers trial to PathankotThe top court also said that the trial would be carried out in accordance with the provisions of Ranbir Penal Code, which is applicable in J and K, and asked the state to get statements of witnesses and records of the case translated from Urdu to English.The victim, who belonged to a minority nomadic community, had disappeared from near her home in a village close to Kathua in the Jammu region on January 10. In the instant case, direct victims are the family members of the deceased, although ultimately collective is the victim of such crime,” it said.”The fair trial commands that there has to be free atmosphere where the victims, the accused and the witnesses feel safe. They must not suffer from any kind of phobia while attending the court. Fear and fair trial are contradictory in terms and they cannot be allowed to co-exist,” the court said.”Concept of fair trial’, needs no special emphasis and it takes within its sweep the conception of a speedy trial and the speedy trial meets its purpose when the trials are held without grant of adjournment as provided under the provisions contained in section 309 CrPC,” it said.The decision to transfer the trial from Kathua in Jammu to Pathankot came after deliberations during which names of several districts in the state — Udhampur, Jammu, Ramban, Sambha, Reasi, Poonch, Rajouri and Doda — were considered.Initially, there was a consensus on transferring the trial to Ramban but the counsel appearing for two accused in the case objected to it saying that Ramban was far away from Kathua and was hit by terrorism and there was “polarisation of the community” there also.At the outset, senior advocate Indira Jaising, appearing for victim’s father, contended that they were satisfied with the probe conducted by the crime branch of J and K Police but the entire case was given a “political colour” by the accused despite the fact that it was a matter relating to rape and murder of a minor girl.Senior advocate Gopal Subramanium, appearing for J and K government, said that police has already filed a detailed charge sheet and further probe was being carried out and the question was about having an atmosphere for fair trial at Kathua.”We would like a fair trial to take place. Further investigation is going on at a rapid pace,” he said, adding that they were opposing the transfer of the case outside the state.Senior counsel Meenakshi Arora, appearing for the accused, alleged that the probe into the case was “botched up” and when there was no fair investigation, fair trial cannot be expected.

J&K stone-pelting: Chennai tourist killed in Narbal; political parties condemn incident

Stone pelters in Jammu and Kashmir claimed the life of a 22-year-old tourist from Chennai on Monday.The incident, which took place at Narbal en route to Gulmarg, occurred when the agitators hurled stones at a vehicle.R Thirumani was hit on the nose and forehead in the stone pelting. He was shifted to Sher-e-Kashmir Institute of Medical Sciences where he succumbed to his injuries.Deputy Inspector General of Police, Central Kashmir Range, Vidhi Kumar Birdi told DNA that the tourist was admitted in SKIMS and in the evening he started vomiting. “Doctors tried to resuscitate him but he died,” he said.J&K Chief Minister Mehbooba Mufti later visited the family of the victim and offered all possible help, ANI reported.Also readClass II student suffers head injury after stone pelters attack school bus in J&K’s ShopianPolice have registered a case and massive hunt has been launched to identify the stone pelters. “We are investigating the case. On May 2 shock and anger swept across Kashmir after ubiquitous gangs of stone throwers attacked a school bus injuring a Class II student in the sensitive Shopian district of South Kashmir.Former J&K Chief Minister Omar Abdullah, who has been vocal about Mufti granting amnesty to the stone pelters, condemned the incident. “We’ve killed a tourist by throwing stones at the vehicle he was travelling in. Let’s try and wrap our heads around the fact that we stoned a tourist, a guest, to death while we glorify these stone pelters & their methods,” he tweeted.Hurriyat chief Mirwaiz Umar Farooq too condemned the incident. “Deeply saddened by the news of death of a tourist due to stone pelting. Condemn such hooliganism and rowdiness. It is totally against our ethos of treating tourists as respected guests and brings a bad name to the peoples movement,” he tweeted.

Kathua rape and murder: Will not rest until my dead child gets justice, says father

The father of an eight-year-old girl, who was gang-raped and killed in Kathua in Jammu and Kashmir, said today that he has full faith in the judiciary and has devoted his life to ensure justice is done to his daughter.The Supreme Court will hear the matter tomorrow. Kathua rape and murder: Onus on J&K home minister if report questioning police chargesheet is true, says BJP

The BJP on Sunday said if a report questioning the chargesheet filed by the police in the Kathua rape and murder case was true, then the onus was on the Home Minister Mehbooba Mufti to issue a clarification on it.A citizen’s group which conducted an individual probe into the rape and killing of an eight-year-old girl had claimed that the chargesheet filed by the Crime Branch had discrepancies and the investigation was botched-up. Gone in 36 hours: How security forces ended Kashmir University professor’s terror sojourn as soon as it began

The life of Mohammad Rafi Bhat, an assistant professor at Kashmir University, as a militant lasted less than 36 hours as he was among the five militants killed in an encounter with security forces in Shopian district of Jammu and Kashmir today.Bhat’s involvement with militancy began sometime late afternoon on Friday and ended after he was trapped in a security forces cordon at Badigam in Shopian late last night, making him an ultra with possibly the shortest active time in militancy in the state.Bhat, a resident of Chundina area of central Kashmir’s Ganderbal district, was a contractual assistant professor in the Sociology department of the university and went missing around 3.30 pm on Friday.He spoke to his mother the last time that day without giving any hint about his short-lived future plans.Several youth, who joined the militant ranks in a wave following killing of Hizbul Mujahideen commander Burhan Wani in 2016, have had a short life with some of them getting killed within a fortnight.Bhat’s family informed university authorities about his disappearance yesterday morning, following which protests rocked the varsity campus over his disappearance.The university’s vice chancellor had met the protesting students and assured them that all efforts would be made to trace the missing professor.He had also written to the Director General of Police, requesting him that all efforts be made to trace Bhat’s whereabouts.However, this morning Bhat was among the militants trapped in an encounter in Badigam village in Zainapora area of south Kashmir’s Shopian district.The encounter broke out after a cordon and search operation was launched by security forces following specific information about the presence of militants in the area.Police said they brought Bhat’s family from Ganderbal to persuade him to surrender, but to no avail.‘Reportedly, Bhat is among the militants trapped there. After receiving the input about his presence there, we brought his family from Ganderbal to persuade him to surrender, but so far, repeated attempts have not materialized,’ Inspector General of Police (IGP), Kashmir, S P Pani had said earlier.Bhat was killed in the encounter along with four other militants.

Updated: May 6, 2018, 07:15 PM IST<!–end of articllftpbx–>A moderate intensity earthquake today shook parts of Jammu and Kashmir, causing panic among the residents of Chenab valley.The 4.6 magnitude tremor was felt in Kishtwar, Doda and Ramban districts along the Chenab valley around 01:17 pm, an official of local seismology centre told PTI.A senior police officer said there were no reports of any damage. “We are gathering the information but as of now, there is no immediate report of any casualty or damage to property in the earthquake,” Senior Superintendent of Police, Doda, Mohammad Shabir Khatana said.Panic-stricken people rushed out of their homes and shops in entire Chenab Valley following the earthquake, the epicenter of which was 11 km east of Bhaderwah town in Doda district.On March 17, the 4.7 magnitude quake with its epicenter 16 km north-west of Bhadarwah, was recorded in entire Chenab Valley.

Jammu and Kashmir: 2 security personnel injured in ongoing Shopian encounter

Two security personnel have been injured in the ongoing encounter between security forces and terrorists in Shopian’s Badigam area. The encounter broke out when the security forces were carrying out combing and search operation in the area. Further details of the encounter are awaited.Earlier on Saturday, averting a major fidayeen attack ahead of the biannual ‘darbar’ move (shifting of government headquarters), security forces killed three Lashkar-e-Taiba (LeT) terrorists, including a suspected Pakistani, in a fierce encounter at Chattabal in the heart of the summer capital city of Srinagar on Saturday.Four security personnel, including an officer each from the CRPF and Jammu and Kashmir police, were injured in the encounter, according to a top CRPF officer.Police said that acting on credible leads, the Srinagar police, along with CRPF, launched a cordon and search operation in Chattabal area on Friday night.A large number of arms and ammunition — including AK 47 rifles, magazines, UBGL grenades, wire cutter, medical kit and matrix sheets — were recovered from the terrorists, indications that they belonged to the outlawed LeT.Saturday encounter was the second encounter in Srinagar city in the last three months. On February 13, two LeT terrorists were killed after a 30-hour encounter in Karan Nagar area of Srinagar. A CRPF man was killed and a cop injured in the encounter.
