Srinagar: Mobile phone use, radicalisation of youths rampant in central jail, says official Report

It is a virtually free run for prisoners inside the high-security central jail prison in Srinagar where nearly 300 unauthorised mobile phones are operational with the inmates of the prison where radicalisation of undertrials and petty criminals is posing a growing threat, according to an official report.The report has been shared with the Jammu and Kashmir Home Department from time to time but action appeared to have not been taken to check this trend.These issues have come to light during an internal probe being carried out in the aftermath of escape of dreaded Lashker-e-Taiba (LeT) terrorist Mohammed Naveed Jhatt, a Pakistani national, who fled from police custody on February 6 after killing two policemen.According to a state intelligence report, which was submitted to the state home department, nearly 300 mobile phones are operational within the jail premises which has become a den for radicalisation of youths lodged for petty crimes.The then Director General of Prisons S K Mishra, who was shifted after the dramatic escape of Jhatt at busy SMHS hospital, had responded to the report, saying that the mobile jammer installed in the jail by Electronics Corporation of India Limited (ECIL) has not been functioning.”The technology adopted by the ECIL appears to be obsolete. The jammers are no longer able to block any signals or mobile phones,” he said, adding that the matter was reported to the state home department through several communications but the jail authorities have “not received any response.”On radicalisation, the report said “the sermons are given on Jehad… The basic tenets of religion are overlooked and emphasis is laid on radical aspects. Such religious sermons have a deep psychological impact on inmates and youth in particular who develop inclination towards joining militancy or getting recruited as overground workers (for militants),” the report said.There is no segregation of prisoners and people arrested for charges under terrorism or separatism are treated with higher degree of respect by the inmates. “The inmates are allotted barracks based on their affiliation of (terror) organisation,” the report said, adding the decision is taken by old prisoners themselves.It said the jail, which is expected to act as a correctional facility, is “instead being used as a place of religious indoctrination and militant recruitment”.”It is being observed that even petty criminal who spend some time in jails are today coming out as highly indoctrinated individuals with religious motivation to support or even join militant ranks.”Mishra, who is at present posted as chairman-cum-managing director of Jammu and Kashmir Police Housing corporation, said “segregation of high profile militants is unachievable in central jail Srinagar because of very poor and old structure”.Anyone can go to any barrack and intermingle and listen to the sermons in the barracks, he had replied.

Hours after violating ceasefire, Pakistan summons Indian High Commissioner blaming New Delhi for border violence

Pakistani troops on Saturday fired mortar shells targeting villages along the Line of Control (LoC) in Jammu and Kashmir’s Rajouri district, police said.”Pakistani troops fired mortar shells and small arms from across the border in the Lam area of the Nowshera sector around 6.15 pm,” a police official said.He said Indian troops retaliated and the exchange of fire continued for 15 minutes.?There was no casualty reported in the Pakistani firing, the official said.Despite this, Pakistan summoned Indian Deputy High Commissioner J P Singh here for the fifth time in a month and condemned alleged firing across Line of Control by Indian forces.The Pakistan Foreign Office said Director General (SA & SAARC) Mohammad Faisal summoned Singh over “unprovoked ceasefire violations” by Indian forces on Feb 23 in Nikial sector.Faisal said the firing killed a man in Thurti Narr village located some 1,200 meters from the LoC and three other people were injured.The Foreign Office had earlier summoned India’s deputy high commissioner on February 5, 15, 20 and 22.”This unprecedented escalation in ceasefire violations by India is continuing from the year 2017 when Indian forces committed more than 1,970 ceasefire violations,” he claimed.He said the alleged ceasefire violations by India are a threat to regional peace and security and may lead to a strategic miscalculation.Pakistani troops today fired mortar shells targeting villages along the Line of Control (LoC) in Jammu and Kashmir’s Rajouri district, Indian police said.”Pakistani troops fired mortar shells and small arms from across the border in the Lam area of the Nowshera sector around 6.15 pm,” a police official said.He said Indian troops retaliated and the exchange of fire continued for 15 minutes.There was no casualty reported in the Pakistani firing, the official said.

J&K: NIA takes over probe of Sunjuwan Army camp attack

The National Investigation Agency (NIA) has taken over the probe of Sunjuwan Fidayeen attack case in Jammu and Kashmir.Six soldiers and one civilian were killed, and 10 others injured when Jaish-e-Mohammad fedayeens stormed the highly fortified 36 Brigade headquarters of Army at Sunjuwan in Jammu on February 10. Three fedayeens were later neutralized .”In compliance with the Ministry of Home Affairs order, the NIA has re-registered the case (in Sunjuwan fidayeen attack incident) .” said an NIA officer.On February 10, Jammu and Kashmir Police had registered a case under sections 120B, 121, 302 and 307 of Ranbir Penal Code, sections 7 & 27 of the Arms Act and sections 16 and 18 of the Unlawful Activities (Prevention) Act, 1967.The attack was launched after a group of heavily armed fidayeens of Jaish-e-Mohammad’s Afzal Guru Squad (AGS) donning combat fatigues stormed the 36 Brigade Headquarters of the Army and took shelter in the residential blocks meant for the Junior Commissioned Officers (JCOs) at Sunjuwan in the Jammu division on February 10 Three heavily armed fidayeens were neutralized in the retaliatory attack by the army teams. The operations entailed a deliberate search of 26 blocks and safe evacuation of families from 189 flats which was time consuming and challenging task. This was successfully achieved with no fatal casualties to our troops conducting the counter terrorist operations.Since the terrorists were dressed in battle fatigues and had similar appearance to their possible target victims the operation had to be done deliberately to eliminate the possibility of any mistaken identity and collateral damage

Mehul Choksi defaulted on Rs 152 cr loan to J&K bank

The tremors of PNB bank fraud are being felt even in the Kashmir valley after Mehul Choksi defaulted on a loan amounting to Rs 152 crore loan to the Jammu and Kashmir Bank.Officials said Choksi had secured a Rs 121 crore loan for ‘Gitanjali Gems’ from Jammu and Kashmir Bank in 2012. Choksi, the Chairman and Managing Director of ‘Gitanjali Gems’, failed to pay his dues. Official figures reveal that Choksi’s liabilities have now climbed to Rs 152 crore including interest.The Bank had been planning to move against Choksi and his Gitanjali Gems to recover the loans. But as Choksi has fled the country, the bank has started to weigh other options to recover the loans.Jammu and Kashmir Bank is also pinning hopes on the banking industry which has started process against Choksi and Nirav Modi across the country.”CBI, Enforcement Directorate (ED) and other agencies have already started proceedings against him. Plus banks across the country are also trying to get back their money. It has become an issue of the bank fraternity of the country. We are part of the fraternity”, said the officer.J&K Bank had reported a net profit of Rs 174 Cr for the nine months that ended December 2017.

Militants open fire on security personnel near Awantipora Air Force Station

Militants on Tuesday opened firing on security forces near an Air Force station in Pulwama district of Jammu and Kashmir, defense sources said.”There has been a firing incident at Malangpora, near the Awantipora Air Force station,” they said.The details of the incident are being ascertained and the security forces have cordoned off the area to track down the militants, they said.Yesterday, an attack by Pakistan’s notorious Border Action Team (BAT) was repulsed by the Army which killed a heavily-armed terrorist and grievously injured two others along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district.Three soldiers were also injured in the gunfight, an official said.The BAT team, comprising Pakistani regulars and terrorists, tried to sneak in from across the LoC in Gulpur area of Khari Karmara sector last evening under cover of heavy shelling but the alert troops foiled their nefarious designs, Jammu-based Army PRO Lt Col Devender Anand said.A huge quantity of arms and ammunition along with a Pakistani flag was recovered from the slain terrorist whose body was recovered during the search and sanitisation operation.

J&K: Three civilians injured in Pakistan firing along the Line of Control

Three civilians were injured when Pakistan army resorted to ceasefire violations along the Line of Control (LoC) from Poonch to Uri sectors in Jammu and Kashmir on Monday.The fresh violations came hours after Indian army thwarted Pakistani Border Action Team (BAT) strike killing one intruder and injuring two others on the LoC in Gulpur area of Poonch sector of Jammu division.Police said Pakistan violated ceasefire in different areas of Uri sector when they resorted to heavy firing and shelling on Indian forwards positions and civilians areas. “Cease Fire violation by Pakistan in Churanda, Silikote area of Hajipeer Sector of Uri. Three civilians sustain injuries and are being evacuated to hospital. No loss of property reported so far”, tweeted Jammu and Kashmir Police..Soon after Pakistan shifted focus and opened another front when they fired indiscriminately on Indian posts and civilian areas at Mankote in Mendhar sector of Poonch district “Pakistan violated ceasefire in Mankote Sector of Mendhar. The army is retaliating effectively. Further details are being collected”, said the police.The ceasefire violation comes a week after Pakistan army resorted to heavy shelling on Indian forward positions and civilian areas along the Line of Control, killing a woman in Pukherni village of Rajouri district.More than 20 people have been killed in Pakistani shelling near LoC and the international border across Jammu since January 17. While over 60 have suffered injuries, nearly half a lakh people have fled their homes in Jammu division.The cross-border firing comes against the backdrop of army’s revelation that more than 400 terrorists are waiting across the Line of Control (LoC) to infiltrate into Jammu and Kashmir.“Their (terrorists) number never decreases. There are training camps and launch pads from where they are pushed. If you see south of Pir Panjal, there are 185 to 220 terrorists and in the north there are 195-220 terrorists. Once they are pushed and we eliminate them, they get replenishment,” said Lieutenant General Devraj Anbu, General Officer Commanding in Chief (GOC-in-C) of Northern Command said on February 14.

Eat beef, why celebrate it? says Venkaiah Naidu

Vice President M. Venkaiah Naidu on Monday raised the issues of ‘beef ban’ in the country, saying one can eat beef if he wants, but why to have a festival for the same.”You want to eat beef, then eat. Why Festival? Similarly, a ‘Kiss Festival’, if you wish to kiss why do you need a festival or anyone’s permission for it,” Naidu said, while addressing a gathering at Platinum Jubilee Celebrations of R.A. He tried to explode our parliament.”On February 8, an alert advisory had been issued in Jammu and Kashmir in the wake of the death anniversaries of Parliament attack convict Muhammad Afzal Guru and Jammu and Kashmir Liberation Front (JKLF) founder Maqbool Bhat.The advisory comes after the JKLF announced to stage a protest against the hanging of Afzal Guru and Maqbool Bhat on February 9 and February 11.Guru and Bhat were hanged and buried inside New Delhi’s Tihar Jail on February 9, 2013 and February 11, 1984 respectively.Naidu talking about beef festival could be directed to the reports of July 2017 when students of IIT-Madras held a beef festival inside the campus to protest against the cattle slaughter ban.In the past too, Naidu had addressed the beef issue; while stressing on how food is an individual’s choice he said that he is a strict non-vegetarian and nobody told him to what to eat or what not.

Jammu and Kashmir | Man killed after he tried to barge into Budgam Air Force station

A 55-year-old unidentified man was shot dead when he tried to enter into the high security Indian Air Force station in Central Kashmir’s Budgam district on Sunday night. Police said the incident occurred at midnight when an elderly man entered the security zone area, crossed the security fence and came close to the Air force station perimeter wall. “Despite repeated warning from the sentry the individual did not stop. The sentry fired some warning shots in air but the individual did not stop.The sentry later fired towards him,” said a spokesman of Jammu and Kashmir police.Later, Air force Station authorities informed the Police post Humhama and the Station House Officer and Duty Officer immediately rushed to the spot “Spot examination revealed that the individual of about 50-55 years of age who appears to be mentally challenged has died in the incident,” the spokesman said. Police said the person being identified is not wearing foot wears, is without proper winter clothing and has no identity card.”Pertinently there is no habitation near the place of incident”, said the spokesman .Local police has taken body in custody and is in the process of ascertaining the identity of the individual. “Help of nearby villages has been sought for identification of the individual. Case has been registered and investigation started”, said the police spokesman.

Pak Army violates ceasefire along LoC’s Poonch sector; Indian troops are quick to respond

The Pakistan Army on Sunday resorted to unprovoked and indiscriminate firing on Indian forward positions along the Line of Control (LoC) in Poonch sector of Jammu division.The incident occurred at 5.15 pm when alert troops deployed along the LOC detected the movement and engaged with effective automatic fire.Indian army has launched massive search and sanitisation operations in the area following the violation of ceasefire by Pakistan.“Pakistan continues in its nefarious designs of supporting and abetting infiltration across the LOC. The Army is keeping a strict and constant vigil across the LOC and is prepared to thwart any nefarious designs of Pakistan sponsored terrorists,” said an army spokesman at Jammu.The ceasefire violation comes a week after the Pakistan Army resorted to heavy shelling on Indian forward positions and civilian areas along the Line of Control, killing a woman in Pukherni village of Rajouri district.More than 20 people have been killed in Pakistani shelling near LoC and the international border across Jammu since January 17. While over 60 have suffered injuries, nearly half a lakh people have fled their homes in Jammu division.The cross-border firing comes against the backdrop of army’s revelation that more than 400 terrorists are waiting across the Line of Control (LoC) to infiltrate into Jammu and Kashmir.“Their (terrorists) number never decreases. There are training camps and launch pads from where they are pushed. If you see south of Pir Panjal, there are 185 to 220 terrorists and in the north there are 195-220 terrorists. Once they are pushed and we eliminate them, they get replenishment,” said Lieutenant General Devraj Anbu, General Officer Commanding in Chief (GOC-in-C) of Northern Command said on February 14.Earlier, Jammu and Kashmir Chief Minister Mehbooba Mufti called for dialogue with Pakistan to end the bloodshed in the state, but the BJP said talks were not suitable at a time when the neighbouring country was “supporting” militant attacks.

Jammu and Kashmir: Rs 38 crore proposal submitted to state govt for Dal Lake project

A Rs 38-crore proposal for construction of a road through interior Srinagar aimed at conserving the famous Dal Lake has been submitted to the Jammu and Kashmir government.”We have submitted a detailed project report at an estimated cost of Rs 38 crore for construction of the Western Foreshore Road to the state government,” Abdul Hafeez Masoodi, Vice Chairman of Lakes and Waterways Development Authority, told the news agency.The proposed road — a length of 3.5 km from Kohnakhan in Dalgate area to Saida Kadal bridge — “can be the single biggest step towards saving the Dal Lake”, Masoodi said.Also read5-year-old Jannat on mission to clean Srinagar’s Dal LakeHe said the road will serve multiple purposes including demarcating the western boundary of the Dal Lake, a star attraction for tourists visiting Kashmir.”The road will fix the western boundary of the lake, put an end to encroachments and also provide an alternative road for travel through the city. Combined with the Boulevard road (on the eastern side), we will have a ring road around the lake which shall make it more attractive for the tourists,” Masoodi said.Also read40 tourists rescued from Dal lake as strong winds lash JKHe said although the road project was approved earlier, progress could not be made due to various factors including problems in land acquisition.He said the authority has roped in National Environmental Engineering Research Institute (NEERI) for carrying out an environmental impact assessment of the project and four-laning of the Boulevard road.Asked about the steps taken by the authority to stop the encroachments and illegal constructions with the area of Dal Lake, Masoodi said it has been actively dealing with this threat to the lake.”We have demolished 75 structures and removed encroachments in the past six months. So far, we have carried out 56 demolition drives and it is an ongoing process,” he said.As part of the efforts to conserve and protect the Dal Lake, the Centre and state governments have launched several schemes and projects over the past decade. It includes shifting nearly 10,000 families which live inside or around the Lake to a colony being established at Rakh-e-Aarath in the outskirts of the city.”So far, we have shifted 2,200 families. Allocation of funds is very important for speeding up the moving of the families from Dal Lake to other designated places,” Masoodi said.He did not agree that the health of lake and its water quality have deteriorated too much.”Open water expanse, the areas around the Boulevard and Northern Foreshore Road, are clean but it is bad near the inhabited areas and wherever the water is stagnant,” he said.According to Masoodi, the physical and chemical analysis of the lake water was done every month as made mandatory by the Jammu and Kashmir High Court, which is monitoring the conservation efforts.

Greater Noida: Constable arrested, terminated from duty after attempting to rape minor

A 48-year-old police constable was arrested on Saturday for allegedly attempting to rape a six-year-old girl inside a police outpost in Greater Noida, Hindustan Times reported on Saturday.The report said that the cop, identified only by his first name Narendra, was drunk and in uniform when he committed the crime inside the Kulesara police chowki on Saturday morning.Greater Noida’s rural superintendent of police Suniti said the accused has been terminated from service with “immediate effect” and “booked under non-bailable charges”, including sections of the Protection of Children from Sexual Offences (POCSO) Act.Also readThane: Minor girl raped by three, crime recorded and uploaded on social media; trio arrestedThe minor’s father, an auto driver, said the accused lured his daughter to the outpost when she had gone to a nearby shop to buy some household items for her mother and attempted to rape her. “This constable kept chasing my daughter and reached our house. DG Sharma said that sand scooters are proving to be very useful in security of the border on the sandy slopes of Jaisalmer, Barmer and Bikaner, therefore the number of sand scooters is being increased.
The border is being sealed by making five-five km of passage in Jammu Kashmir as pilot project. The tourists visiting the border is also being considered.

On Friday, DG took stock of the cross-border activities from the Bablian border post on the Pakistan border and took feedback about border management from officers and also discussed about cross-border activities on the western border and security with officials.He inaugurated the newly-built residential scheme of Border Security Force. IG Anil Paliwal of Rajasthan Frontier, Special DG, K N Chaube, DIG Amit Lodha, and Naresh Kumar were present on the occasion. JeM terrorists who carried out attack on Sunjuwan miliary camp infiltrated J&K from Pak in June last year

The three heavily-armed Jaish-e-Mohammad (JeM) terrorists who carried out the audacious attack on Sunjuwan military camp in Jammu had infiltrated into Kashmir from Pakistan in June last year, Army sources today said.According to preliminary investigation of the Army, the three terrorists were hiding in various parts of Jammu and Kashmir for the past seven months and were looking at carrying out an attack.Six Army personnel and a civilian were killed in the attack on the Sunjuwan military station on February 10. Three JeM terrorists, who carried out the strike, were killed during the gun battle with the Army.The JeM terrorists who carried out the attack had crossed over to India from Pakistan in June last year when infiltration had gone up, the sources said.They said a detailed investigation is being carried into the Sunjuwan attack and the probe report will be examined by top echelon of the Army.The sources said immediate steps are being taken to ensure that such attacks do not recur.Also readSunjuwan attack: Not a suitable time for talks with Pakistan, says BJPThe attack on the camp came days after four Army men were killed in Pakistani firing in Rajouri district of Jammu and Kashmir.Army sources said full freedom has been given to local commanders of the army along the Line of Control in Jammu and Kashmir to effectively retaliate any act of violence by Pakistani troops.Following the attack on the Sunjuwan military station in Jammu, Defence Minister Nirmala Sitharaman warned Pakistan saying the neighbouring country “will pay for its misadventure”.

Jammu and Kashmir: After LeT terrorist escapes from Srinagar hospital, officials beef up security in jails

Rattled by the escape of Pakistani Lashkar-e-Toiba militant commander Naveed Jatt from the hospital, Jammu and Kashmir police has gone into an overdrive to beef up the security of the jails in the restive state.From treating militants at police hospital to deploying CRPF at sensitive places in the jails, police have taken host of measures to strengthen the prison security in Jammu and Kashmir.After taking over, New Director General of police, prisons, Dilbag Singh paid a surprise visit to District Jail Kathua and Sub Jail Hiranagar to review the security. A police spokesman said Singh had an in-depth review of the inner apartments and outer areas of both the Jails.”CRPF deployed in the Jail has been asked to take up additional points where deployment is very much required”, said the spokesman.During the daylong visit, Singh held detailed discussions with the officers and instructed them to take all necessary security precautions in view of the prevailing situation in the State. “The Superintendent of the Prison and Incharge CRPF Company were directed to be alert and keep a close liaison with the District and local administration. They were also asked to come up with proposals for upgradation of security gadgets”, said the spokesman. The review of jail security has come against the backdrop of the escape of Mohammad Naveed Jatt of Multan Pakistan from the hospital where he was taken for medical check up from the Srinagar Central Jail.Jatt, who had confessed to have met the 26/11 attacker Ajmal Kasab in the training camp in Pakistan, escaped from Shri Maharaja Hari Singh (SMHS) hospital after his associates shot dead two policemen accompanying him for medical checkup and investigations on February 6.Later Jammu and Kashmir government suspended Superintendent of Srinagar Central Jail Hilal Ahmad Rather.Police later arrested four militants and over ground workers (OGW) who helped Lashkar-e-Tioba commander Naveed Jatt to flee from the hospital.On Monday, NIA took over the probe and registered a case related to the escape LeT terrorist Naveed Jatt from SMHS hospital in Srinagar.

Jammu & Kashmir police teams scour south Kashmir to track JeM terrorists

Crack teams of the Jammu and Kashmir Police have fanned out across south Kashmir to trace the contacts of the three Jaish-e-Mohammed militants, who carried out a suicide attack on the Sunjuwan Army camp in Jammu, officials said.A counter-offensive against the Pakistan-based terror group became imperative after intelligence reports suggested that its cadres entered the Valley last year and were planning more suicide attacks on security forces, the officials said.The raids at various places in south Kashmir were being carried out as a preemptive measure to track overground sympathisers, including the local contacts of the three terrorists — Qari Mushtaq alias Chotu, Mohammed Adil alias Irfan and Mohammed Khalid alias Rashid.All three were based in Pulwama in south Kashmir for the last year, the officials said, citing intelligence reports and JeM’s claims on various social media platforms, including Facebook and Whatsapp.The group claims that Mushtaq was stationed in Tral, Pulwama district, for the last one year. Adil was housed in Sopore and later shifted his base to Pulwama in August last year. The third member of the group, Khalid, who infiltrated into the Valley last year, was also based in Pulwama, a JeM message said.The three are believed to have travelled to Jammu the night before the February 10 attack, in which seven people, including six soldiers, were killed. The three terrorists were eliminated by the Army.A new video of Jaish commander Mufti Vakas has emerged on social media in which he is seen threatening more suicide attacks “very soon”.Videos of other Jaish terrorists asking local youths to join militancy have also been doing the rounds of social media, officials said.”This trend is not encouraging and countermeasures had to be taken,” said one official.Giving details of the Sunjuwan attack and the investigations so far, the officials said the trio travelled to Jammu in a commercial vehicle. It is suspected that they were carrying arms and ammunition with them.They were not in conversation with handlers either in Pakistan or the Kashmir Valley and sneaked into the army camp from the rear after cutting a fence, the officials said.The inquiry into the attack has been handed to the National Investigation Agency (NIA).The sudden spurt in the activities of the JeM, led by Maulana Masood Azhar, is seen as an attempt by Pakistan’s ISI to do more damage to security forces in the state, said an official.

Relationship between India and China likely to deteriorate further, says top US intelligence officer

According to US intelligence chief, relationship between India and China is likely to deteriorate further in the future. Both sides were involved in a long-stand off last year in Doklam plateau in Bhutan, which ended finally with both retreating. “China’s growth may decelerate as the property sector cools and if Beijing accelerates economic reforms. India’s economy is expected to rebound after headwinds from taxation changes and demonetisation,” Dan Coats, Director of National Intelligence, said during hearing of Senate Select Committee on Intelligence.”We expect relations between India and China to remain tense and possibly to deteriorate further, despite the negotiated settlement to their three-month border standoff in August, elevating the risk of unintentional escalation,” Coats was quoted as saying. ‘Pakistan will pay India in its own coin’: Islamabad reacts to Defence Minister’s stern warning

NIA to probe Lashkar militant Naveed Jatt’s escape

Six days after Lashkar-e-Toiba militant pulled off a dramatic escape from hospital, National Investigation Team (NIA) took over the probe from Jammu and Kashmir Police on MondayMohammad Naveed Jatt of Multan Pakistan escaped from Shri Maharaja Hari Singh (SMHS) hospital after his associates shot dead two policemen accompanying him for medical checkup and investigations on February 6..Later Jammu and Kashmir government suspended Superintendent of Srinagar Central Jail Hilal Ahmad Rather. Police later arrested four militants and over ground workers (OGW) who helped Lashkar-e-Toiba commander Naveed Jatt to flee from the hospital.On Monday, NIA took over the probe and registered a case related to the escape LeT terrorist Naveed Jatt from SMHS hospital in Srinagar. “NIA team is proceeding to Srinagar on Tuesday to take up the investigation of the case”, said an NIA officer.Jatt alias Abu Hanzullah alias Munnu alias Chotu, a resident of Sahiwala, Multan in Punjab Pakistan, was arrested in a joint operation by Jammu and Kashmir police, 62 Rashtriya Riffles and 18th Battalion of CRPF in Kulgam district of south Kashmir on June 20, 2014.Jatt, who was then acting as district commander of Lashkar in south Kashmir, had told his interrogators that he was trained in the same “Aksa” camp where Kasab had undergone arms training. A prized catch Jatt had given insight of Lashkar’s working in Pakistan, to his interrogators. He had told his integrators that Lashkar bosses had become increasingly cautious after the arrest of Kasab. Sources said he had told his interrogators that Lashkar top trainers were teaching the militants not to repeat the mistakes made by Kasab during the attack in Mumbai. Particularly the cadres were being trained how to conceal identities while speaking over phones and avoid landing into custody in which Kasab failed.A school dropout, Jatt was admitted in the Lashkar training camp as a shepherd by his father when he was 12 years old. For four years he was taking care of cattle and alternately training in arms before he was sent to Kashmir in 2012. From early 2013 he was operating in south Kashmir and has been involved in number of killings and attacks on security forces.

Fresh snowfall in J-K; Jammu-Srinagar National Highway closes

Fresh snowfall on Monday recorded in many areas of Jammu and Kashmir, leading to the closure of the Jammu-Srinagar National Highway for vehicular traffic.The snowfall, however, snapped Kashmir’s links with the rest of the country as the arterial Jammu-Srinagar National Highway was closed due to the accumulation of snow around Jawahar Tunnel in the Qazigund area.”Due to slippery road conditions and fresh snowfall at the Jawahar tunnel and other areas, the highway has been closed,” a senior traffic department official said.The traffic authorities have stopped vehicular movement at the Nagrota check post in Jammu and Qazigun.The snowfall also led to poor visibility at the Srinagar airport, disrupting the air traffic.”Current visibility is 600 metres and the runway is not available up to 10.30 am due snowfall. The situation will be reviewed after that,” an official of the Airport Authority of India (AAI) here said.This is the first major snowfall in Kashmir this winter, which was largely dry so far.There was some snowfall in early December last year and since then the weather has been mostly dry.According to the Meteorological (MeT) Department officials, the month of January was the driest in terms of rainfall in Kashmir in the past 38 years.The snowfall has led traffic snarls on all major roads as continuous snowfall has hampered the efforts of the authorities to clear the snow from roads, officials said.Meanwhile, the minimum temperature across the Valley stayed around the freezing point, except for Gulmarg, the skiing resort in north Kashmir where the mercury settled at minus 4.6 degrees Celsius.Kargil in the Ladakh region continued to be the coldest place in the state at minus 14 degrees Celsius, while nearby Leh town was also freezing at minus 11.3 degrees Celsius last night, the MeT officials said.

Sunjuwan attack | NIA team visits Army camp to build stronger case against JeM chief Masood Azhar

A National Investigation Agency (NIA) team today visited the Sunjwan Army camp attacked by a group of Jaish-e-Mohammad (JeM) terrorists and examined the evidence collected by the Army from the site of the gun battle, an official said.On Saturday, a group of heavily armed Jaish-e-Mohammad terrorists struck the sprawling camp of the 36 brigade of Jammu and Kashmir Light Infantry in the early hours around 5 am. Read that copy hereThree terrorists were also killed in retaliatory action as the operation which began yesterday continued for a second day inside the sprawling military station along the Jammu- Pathankot bypass here.Though a case has not been registered yet, the NIA team inspected the encounter site inside the camp and examined the evidence collected by the Army, the official said, on condition of anonymity.The NIA is mandated to probe all terror-related cases in the country as per an act of Parliament.NIA is already investigating the November 2016 Nagrota attack case in which seven Army personnel, including two officers, and three terrorists were killed.It has already submitted a chargesheet in the Pathankot airbase attack case in which it had named JeM founder Masood Azhar as an accused.The attack on the Pathankot air base took place on the intervening night of January 1-2, 2016, five days after Prime Minister Narendra Modi visited Pakistan to wish then Prime Minister Nawaz Sharif on his birthday. It claimed the lives of seven security personnel. Four terrorists were also gunned down by the security forces while repulsing the attack.Since this (Sunjwan) attack was also the handiwork of JeM terrorists, the NIA is looking for its link with previous cases which will help them in building a stronger case against Azhar and India can make a firm case at the United Nations, the official said.

Outside Sunjuwan army camp, locals provide snacks, meals to security forces

As the operation to flush out JeM terrorists who stormed an Army camp entered the second day, local residents have been frequenting the area to serve meals and snacks to police and paramilitary personnel camped there.The admiring gesture by residents of Sainik Colony have also been well-received by the mediapersons stationed there.The residents pooled their resources and have been serving meals, tea, snacks and water to hundreds of people, mostly police and paramilitary personnel and scribes, camping outside the main gate of the sprawling military station since yesterday.”It’s a small effort on our part… We want to contribute to the nation and decided to provide tea and snacks to the security forces deployed outside and to the mediapersons,” Sanjeev Manmotra, who is leading the initiative, told PTI.He said their effort was also aimed at sending a message to the misguided youth in the Kashmir Valley who target security forces with stones during anti-terrorist operations.Two Army personnel, including a junior commissioned officer (JCO), were killed and nine others injured when the Jaish-e-Mohammad terrorists stormed the camp early yesterday.Two attackers in combat gear have been killed by the Army and a huge cache of arms and ammunition were recovered from them. An operation to flush out surviving terrorists is still underway.”They (security forces) are sacrificing their lives to ensure our safety and it is our responsibility to do whatever possible to help them especially during such a situation,” Manmotra, state president of Bharat Tibet Sahyog Manch, said.However, another volunteer, Prakash Singh Jamwal, said the forum had nothing to do with the initiative. “We have come together and are spending from our own pockets,” he said.Jamwal said the Army was battling it out with the terrorists and “as nationalists, we want to contribute. Since we cannot fight the terrorists, we took this initiative.” Manmotra said they provided lunch, dinner and snacks to 500 people yesterday. “We are Indians and it is our responsibility to see that our forces do not go hungry while on duty.”He said they had to buy fresh stock this morning.BJP and Bajrang Dal activists had visited the area yesterday and staged “anti-Pakistan” demonstrations to condemn the attack and express solidarity with the security forces.The activists also raised pro-Army and pro-India slogans.Jammu-based Army PRO Lt Col Devender Anand told PTI that the operation against the terrorists was still on.”There was no firing since last night,” the officer said, adding that bodies of only two terrorists have been recovered from the encounter site.Yesterday’s attack on the Army camp happened nearly 15 months after the Jammu region was hit by a similar attack.On November 29, 2016, terrorists had stormed the Army’s Nagrota camp on the outskirts of Jammu city, killing seven Army personnel including two officers. Three terrorists were also gunned down.

Sunjwan attack: Army kills two heavily armed JeM terrorists; two soldiers martyred

The Indian Army on Saturday killed two Jaish-e-Mohammad (JeM) terrorists in the aftermath of terrorists attack on Sunjwan Army Camp in Jammu and Kashmir Two Junior Commissioned Officers (JCOs) were killed while nine others including a Colonel rank officer and daughter of an Army personnel were injured.”As part of the ongoing operation in Sunjwan the Army has killed two heavily armed terrorists. The terrorists were wearing combat uniforms carrying AK-56 assault rifle, large amount of ammunition & hand grenades,” said Defence PRO.The officer said that the search of their belongings confirmed that the terrorists were from Jaish-e-Mohammed. “So far JCO and 1 NCO both belonging to Jammu and Kashmir have been martyred,” PRO said.The condition of two injured persons is said to be critical and operation search will be continued till all terrorist are apprehended or killed.Inspector General of Police (Jammu) S D Singh Jamwal told reporters here that “around 4:55 am suspicious movement was noticed by the sentry and his bunker was fired upon. The fire was retaliated. The number of militants is not known. They have been cornered in one of the family quarters.” Soon after the attack, reinforcements of the Army’s special forces and special operations group (SOG) rushed to the spot and cordoned off the area amid a fierce gunfight, security official said.Schools in a five-kilometre radius around the camp have been closed by the authorities as a precautionary measure.A high alert has been sounded in Jammu and security beefed up in and around the city.Intelligence inputs had warned of an attack on an Army or security establishment by Jaish-e-Mohammed in view of the death anniversary of Afzal Guru who was hanged on February 9, 2013.

All the terrorists are from Pakistan. If Pakistan wants peace with India, then it will have to leave the path of militancy, otherwise, India will have no choice but to wage war against it. Cop arrested for rape and murder of 8-year-old nomad girl in Jammu

In a major breakthrough, the Special Investigation Team (SIT) of Crime Branch has arrested a Special Police Officer (SPO) for alleged rape and murder of eight-year-old tribal nomad girl in Hiranagar area of Kathua district in Jammu division last month.SPO Deepak Khajuria was arrested after SIT got a clinching evidence about his alleged involvement in the case. Sources said the motive to kill the girl was to instill fear among the tribal community in the area. This is the second arrest in the high profile case that has shaken Jammu and Kashmir. Police had arrested a teenager before the case was shifted to Crime Branch.Body of the eight-year-old girl was found near the jungles at Rasana village of Hiranagar in Kathua district on January 17, a week after she went missing near her home in Kota village.The family of the girl had alleged that she was abducted, held captive for a week and raped before she was murdered, given the nature of wounds on her body. “Local guys are involved. There is no outsider. She was murdered, the girl was raped. She was raped,” the maternal uncle of the girl had said.The nomad girl had gone missing on January 10. The family said they couldn’t trace her after searching the entire area. On January 17, her body was found deep inside bushes – more than a kilometre from her home. There were serious injuries on her face and the body.Jammu and Kashmir Minister for Revenue, Hajj and Auqaf and Parliamentary Affairs, Abdul Rehman Veeri on Friday informed the Legislative Assembly that an SIT has been constituted by Crime Branch to investigate the murder of the minor girl.The minister was responding to the Calling Attention Notice moved by MY Tarigami in the Legislative Assembly in this regard.”SIT comprises Peerzada Naveed Ahmad, Additional SP Crime Branch Kashmir, Shwetambari Sharma, Dy SP Crime Branch Jammu, Nissar Hussain Dy SP Crime Branch Jammu, SI Urfan Wani of Crime Branch Jammu and ASI Tariq Ahmad of Crime Branch, Kashmir”, he said.Veeri said the team is taking requisite steps for collection of evidence connected with the crime and criminal to finalise the case.”Thorough investigation will be conducted and the strict action will be taken against the culprits”, he said.

Palestine for PM Modi role in West Asia

Prime Minister Narendra Modi left on Friday for Jordan, Palestine, the UAE and Oman, a crucial four-nation tour that comes six months after his ground-breaking visit to Israel and within weeks of hosting his Israeli counterpart Benjamin Netanyahu.Jordan was added in his itinerary in the last minute, as Modi preferred to reach Palestine via Jordanian capital Amman, instead of landing at Israel’s Ben Gurion International Airport in Tel Aviv — a symbolic message to de-hyphenate the two nations and treat them as per India’s national interests.”Now we see them both as mutually independent and exclusive,” said B Bala Bhaskar, Joint Secretary in the Ministry of External Affairs, who oversaw preparations for the visit.Modi said that it would be his fifth visit to the West Asian region since 2015, showing his priorities for his external engagements.Palestinian President Abbas has asked India to play a bigger role in enhancing peace in the region. “We believe in the importance of a possible Indian role… to reach a final agreement,” he said. Watch: CCTV footage shows Lashkar terrorist moments before Srinagar hospital raid

Two days after the Srinagar hospital raid, a CCTV footage has emerged that shows the final moments before Lashkar terrorist Naveed Jhatt was freed by the attackers.In a 52-second clip, Jhatt is seen walking with a seeming calm with the policemen, who were escorting him to the hospital for a regular visit.At the end, the onlookers are seen shouting as the attackers open fire, which remains unseen in the CCTV footage.Two policemen were killed in the brazen attack at Srinagar’s Shri Maharaja Hari Singh Hospital. Meanwhile, the Jammu and Kashmir government has suspended the Superintendent of the Srinagar Central Jail. The development comes at a time when there are reports that the Hizbul Mujahideen has claimed the responsibility of the attack. Hizbul commander Riyaz Naikoo said that Abu Hanzalla alias Naveed Jhat has reached a ‘safe destination.’ In the 8-minute long audio clip, Naikoo also said that ‘they were forced to kill Kashmiris to free their Pakistani brother.’ This was in reference to the killing of two policemen in Tuesday’s attack. The SMHS attack rocked the Jammu and Kashmir Assembly also. The Mehbooba Mufti government has said that it would probe the attack and security lapse. An FIR has been lodged at Karan Nagar police station and a probe has begun.

Pune woman labelled as suicide bomber by Kashmir police handed over to family

A Pune woman labelled a suicide bomber by the Jammu and Kashmir police has been handed over to her family as there is no case against her, the police have said.”Yes, we have handed her to her family,” Director General of Police S P Vaid told PTI.Sadiya Anwar Shaikh, who turned 18 in November 2017, had travelled to Kashmir from Pune and had been staying in Bijbehara as a paying guest.The police, who claimed she wanted to join the ISIS, detained her on January 25 from South Kashmir and subjected her to intense questioning during which they found nothing incriminating.On sustained questioning, it was revealed that the woman, a school dropout, had been “brainwashed” online about the supposed suffering of the Kashmiri people at the hands of security forces and had “fallen prey to false propaganda” on social media, the police said.The Jammu and Kashmir police had been informed by central security agencies that a Pune-based woman, who had been detained on various occasions by the Pune Anti-Terrorism Squad, had moved to the Valley and that surveillance needed to be mounted.Subsequently, an alert was issued to all districts. It named her and claimed that she was a suicide bomber who was planning to disrupt a Republic Day function.The note said there was a “strong input” that an 18- year-old non-Kashmiri woman could “cause a suicide bomb explosion” near or inside the Republic Day parade.”All are directed to please ensure that frisking of ladies at the (venues) is done meticulously and with utmost caution so as to thwart the designs of ANEs (anti-national elements),” the note, circulated on January 23, read.Shaikh had been questioned by the ATS Pune in 2015, when it came to its notice that she had been “radicalised” after coming in contact with ISIS supporters abroad.She was planning to travel to Syria, the ATS had then claimed.The woman, a Class 11 student at a Pune college, was subsequently sent for a de-radicalization programme by the ATS.

Avalanche warning in J-K districts

The Snow and Avalanche Study Establishment (SASE) has issued an avalanche warning in several districts of Jammu and Kashmir for next 24 hours.The SASE has issued a medium-danger avalanche warning of level-3 in higher reaches of Baramulla district and low danger warning of level-2 in Kupwara, Bandipore, Shopian and Kargil districts.The agency has also issued a low-danger warning of level-1 in Poonch, Rajouri, Reasi, Ramban, Doda, Kishtwar, Udhampur, Anantnag, Kulgam, Budgam, Ganderbal and Leh districts.It has asked people in the higher reaches of these districts to avoid movement in the avalanche-prone areas for the next 24 hours.

Updated: Jan 30, 2018, 01:04 AM IST<!–end of articllftpbx–>The Jammu and Kashmir Police today filed a charge sheet against the Pakistan-based Lashker-e- Taiba terror group and 11 people for conspiring and carrying out the July 2017 Amarnath Yatra attack in which eight pilgrims lost their lives.The 1,600-page charge sheet was filed under various sections of Ranbir Penal Code (similar to the Indian Penal Code) and the anti-terror Unlawful Activities (Prevention) Act before a sessions court at Anantnag, an official spokesperson said. The probe into the incident was completed in a record six months by the Special Investigating Team headed by Deputy Inspector General of Police (South Kashmir) S P Pani after the first arrest was made in the case.The 11 people in the charge sheet include a juvenile, he said.The charge sheet against the juvenile was filed before Chief Judicial Magistrate (Juvenile Court) at Anantnag in South Kashmir. Filed FIR against Army after consulting Nirmala Sitharaman: Mehbooba Mufti

On Monday, CM Mehbooba Mufti said in the J&K Assembly, that the state government had filed an FIR against the Army after consulting Defence Minister Nirmala Sitharaman. She was talking about the case of two civilians killed recently. She was quoted saying by NDTV: “After the killings I immediately spoke to the defence minister and she was very positive. She told me that I should take action if any carelessness or anything wrong has happened. The Army is an institution and has done a wonderful job. But a black sheep can be anywhere… Among judges there can be black sheep, but we can’t paint every one with the same brush,” Mufti said.She said if somebody commits a mistake, he should be punished as such a course only brings laurels to the institution.”If some Army officer has committed a mistake, an FIR has been lodged and it is the duty of the government to take it to a logical conclusion,” Mufti said.Giving details, she said two militants and a civilian were killed in an encounter on January 24. “The police asked the Army to not pass through the village as one of the militants killed in the encounter was its resident. The Army, because of some compulsion, took the route but their vehicles came under stone pelting resulting in the killing of two civilians in the firing,” she said.It is a “big issue”, Mufti, who leads a PDP-BJP coalition in the state, said.Every now and then we have “unfortunate” incidents that should not have happened, she added.”We are asking the Army and other security forces to maintain utmost restraint but it is also a fact that unlike in the past when villages used to get deserted if there was an encounter, or even a fake encounter, now hundreds indulge in stone pelting on security forces when an encounter breaks out,” she said.Mufti said that whether at Unified Command meetings or elsewhere, she always advocated restraint in dealing with civilians. I asked the forces to resort to aerial firing instead of direct firing if they have no other option, she said.The government is on the back foot due to such killings and it is of no benefit to us, she said.I talked to the Union defence minister immediately after learning about the incident and she was positive in her response, Mufti told the House.”She said if you feel there is carelessness (on the part of the Army), you take whatever action you want to take.Subsequently, we lodged an FIR and ordered a magisterial probe,” the chief minister said.During the course of her speech, Congress legislature party leader Nawang Rigzin Jora interrupted Mufti twice after she claimed that the UPA’s ten years saw no progress on the Kashmir issue. The Congress leader questioned Mufti on what stopped her from carrying the initiatives forward.Mufti lauded initiatives taken by BJP prime ministers Atal Bihari Vajpayee and Narendra Modi for restoring peace in Jammu and Kashmir and normalising relations with Pakistan.Modi has taken over from where Vajpayee left, she said.She praised the Centre for “serious initiatives” on Kashmir and asked opposition members to maintain consistency on dialogue, relations with Pakistan etc.”We can’t afford confrontation with Pakistan because we suffer a lot and I am feeling happy when there is any indication of back channel dialogue between the two countries,” she said.Mufti faced another interruption when National Conference legislature party leader and former chief minister Omar Abdullah rose from his seat after she claimed that he had once said that youth pelting stones on security bunkers were committing suicide.”I never said such a thing but had cited the example of a youth arrested for stone pelting who said he was fed up with life after a girl rejected him. His friends told him it is a sin to commit suicide. The youth claimed he was pelting stones so that they fire and he die a martyr’s death,” Abdullah said.He accused Mufti of playing politics over “dead bodies”.”I don t believe in playing politics over dead bodies. I pray to Allah to keep me away from such a thing but the chief minister can only play politics over dead bodies,” he alleged.With inputs from PTI

J&K police book troops two civilians’ ‘murder’

Trouble is mounting for the Indian Army after the Jammu and Kashmir police slapped murder charges against troops and a Major for killing two youths at Ganawpora village in South Kashmir’s Shopian district on Saturday.A First Information Report (FIR) has been filed under Section 302 (murder), 307 (attempt to murder) and 336 (endangering life) of the Ranbir Penal Code (RPC) against troops of the 10 Garhwal unit led by Major Aditya. The RPC is a criminal code applicable in Jammu and Kashmir as the Indian Penal Code (IPC) does not apply in the restive state.The state police has launched an investigation and all concerned are likely to be called for questioning. .”We are yet to proceed further. The FIR was filed on Saturday. Today, there was a hartal call and stone-pelting. However, in routine course, the probe will reach its conclusion. Investigation has been set in motion. The normal procedure will be followed (for investigation)”, said Ambarkar Shriram Dinkar, SP, Shopian.Two youths — Javiad Ahmad Bhat and Suhail Javaid Lone — were killed when troops fired at a stone-pelting mob on Saturday. Seven Army men, including a Junior Commissioned Officer, were injured in the stone-pelting.The Indian Army, however, said in a statement that the troops opened fire in self-defence after a group of 200 stone-pelters tried to lynch a JCO, snatch weapons and torch vehicles when their administrative convoy was passing through the area.Anger has swept across the Valley with Chief Minister Mehbooba Mufti calling up Defence Minister Nirmala Sitharaman to express anguish over the loss of lives in the incident.”Every civilian killing, notwithstanding how erroneously made, impairs the political process in the state which has been put on track after hard work by all political parties”, said Mehbooba.The Jammu and Kashmir government has ordered a magisterial inquiry into the incident and asked for a report within 20 days.Unimpressed by Mehbooba’s action, the Opposition is gunning for her government that is also bracing up for protests in the Legislative Assembly when it resumes its business.”Mehbooba Mufti should rise above her chief ministerial post, and as a human being, introspect whether this bloodshed is a result of her being in power. Whether the anger has increased because of her alliance with BJP,” said GA Mir, president of J&K Pradesh Congress Committee.President of J&K Bachao Tehreek, Abdul Gani Vakil, demanded a judicial probe into the killing of civilians by forces. “The blood of Kashmiris has become so cheap that it is being spilt on a daily basis and without justification”, he said.Mehbooba’s alliance partner BJP, however, reacted guardedly, saying investigations should be conducted to find out the truth. “We have to wait till at least preliminary investigation is held to find out whether the version of the Army is correct or not”, said Sunil Sethi, state spokesman of BJP.Meanwhile, BJP lawmaker Ravinder Raina on Sunday said, “army did the right thing” by opening fire.The MLA also dared the police to register “as many FIRs as you want” as the army enjoys impunity under the Armed Forces Special Powers Act. “The army has its own court, there is no magisterial inquiry,” he added.Addressing media persons on the sidelines of an army function near the Line of Control (LoC), the legislator said, “Army fired in self defence, for the security of the nation and as per law… it was extremely important and much needed… the army did the right thing.”Raina said that Pakistan was trying to fuel violence in Jammu and Kashmir. “Pakistan is making repeated attempts to worsen the situation in Jammu and Kashmir… attempts are being made to snatch the weapons of our soldiers… attacks are being carried out on our soldiers…soldiers are being injured…their vehicles were damaged…in such circumstances, our soldiers won’t worship them,” he said.Raina also lashed out at the government over the amnesty scheme extended to stone-pelters in the state.”Put stone-pelters behind bars and they will learn a lesson,” he said.

Shopian | 2 civilians killed in alleged firing by forces, Indian Army says mob tried to lynch officer

Tension gripped the Valley after two civilian were killed in an alleged firing by the Indian Army personnel in Jammu and Kashmir’s Shopian on Saturday.The incident took place in Ganawpora village of South Kashmir’s Shopian district, when the army men opened fire on a stone-pelting mob. Seven army men including a Junior Commissioned Officer (JCO) were injured in the incident of the stone-pelting.The Jammu and Kashmir Police has registered a case against the army troopers and the Mehbooba Mufti government has ordered a magisterial inquiry into the incident. Joint Resistance Leadership (JRL) of separatists has called for Kashmir bandh on Sunday against the killings.Superintendent of Police, Shopian, Ambarkar Shriram Dinkar, said the incident occurred when an army convoy of 10-Garhwal regiment was pelted upon near Ganawpora when it was moving towards Maspora. “It (convoy) had started from 12 sector headquarters and was moving towards Mastpora. There was stone pelting at the convoy near Ganawpora and they opened fire and injuring several civilians. Two of them later succumbed and the condition of third is critical and he has been referred to Sher-e-Kashmir Institute of Medical Sciences in Srinagar,” Shriram said.The police have registered a case under relevant section of law against the Army. “We have lodged an FIR against the army. There was no general stone pelting. It was only when this convoy was passing that they were pelted upon,” Shriram added.The Indian Army, however, said the mob tried to lynch an officer, snatch weapons and torch vehicles prompting them to open fire at Ganawpora.“At about 3 pm, an army administrative convoy was passing through Ganawpura Chowk in Shopian when it came under unprovoked and intense stone pelting by a group of 100 to 120 stone pelters. Within no time, their numbers swelled to 200 to 250 persons. The crowd surrounded an isolated portion of the convoy consisting of four vehicles. They caused extensive damage to these vehicles and tried to set them on fire”, said Colonel Rajesh Kalia, defence spokesman at Srinagar.Colonel Kalia said a JCO accompanying the convoy was hit on the head and fell unconscious suffering serious injury and the mob tried to lynch the individual and snatch his weapon.“The violent crowd further closed in towards the vehicles and attempted to set them on fire. Considering the extreme gravity of the situation the army was constrained to open fire in self-defence to prevent lynching of the JCO and burning of Government vehicle by the mob. A total of seven army men suffered injuries and extensive damage was caused to eleven vehicles. In the process two civilians succumbed to the bullet injuries”, he said.Meanwhile, Chief Minister Mehbooba Mufti has spoken to Union Defence Minister Nirmala Sitharaman and expressed anguish over the loss of lives in the incident.”Every civilian killing, notwithstanding how erroneously made, impairs the political process in the State which has been put on track after hard work by all political parties”, she said.An official spokesman said Defence Minister assured the Chief Minister that she would seek a detailed report in this regard and would impress upon the field formations that mechanisms put in place are strictly adhered to so that such incidents do not recur in future.

Jyoti Prakash Nirala, an Indian Air Force Garud commando who laid down his life while gunning down two terrorists in Jammu and Kashmir, has been posthumously conferred with the Ashok Chakra, the highest peacetime military decoration.President Ram Nath Kovind approved 390 gallantry and other defence decorations to armed forces personnel and others on the eve of the 69th Republic Day celebrations, the defence ministry said.Ashok Chakra is the highest peacetime military decoration for valour, courageous action or self-sacrifice away from the battlefield.Besides one Ashok Chakra, the list approved by President Kovind includes one Kirti Chakra, 14 Shaurya Chakras, 28 Param Vishisht Seva Medals, four Uttam Yudh Seva Medals, two Bar to Ati Vishisht Seva Medals, 49 Ati Vishisht Seva Medals, 10 Yudh Seva Medals, two Bar to Sena Medals (Gallantry), 86 Sena Medals.President Kovind has also approved a Nao Sena Medal (Gallantry), three Vayu Sena Medals (Gallantry), two Bar to Sena Medals (Devotion to Duty), 38 Sena Medals (Devotion to Duty), 13 Nao Sena Medals (Devotion to Duty), 14 Vayu Sena Medals (Devotion to Duty), one Bar to Vishisht Seva Medal and 121 Vishisht Seva Medals.Corporal Nirala was part of a Garud Special Forces Unit, a detachment of which was attached to a Rashtriya Rifles Battalion under aegis of ‘Op Rakshak’ in Jammu and Kashmir.On November 18, 2017, based on specific intelligence, an offensive was launched in Chanderger village of Bandipora district in J&K.The Garud detachment covertly approached the target house where the suspected terrorists were hiding and laid a close quarter ambush.”Crpl Nirala, displaying exceptional battle craft, positioned himself close to the approach of the hideout, thus cutting off all possibilities of an escape by the terrorists.”Laying the ambush at such close quarters demanded a very high degree of courage and professional acumen,” a statement by the Defence Ministry said.While the detachment laid in wait, six terrorists hiding in the house, rushed out, shooting and lobbing grenades at the Garuds.”Crpl Nirala, disregarding personal safety and displaying indomitable courage, retaliated with effective lethal fire and gunned down two category ‘A’ terrorists and injured two others,” the statement said.In this violent exchange of fire, Nirala was hit by a volley of small arms fire. Despite being critically injured, the Corporal continued retaliatory fire.Subsequently, he succumbed to fatal gunshot wounds received in the fierce encounter, which resulted in the killing of all six dreaded terrorists, the statement said.”Crpl Nirala exhibited most conspicuous gallantry in fighting with terrorists and made supreme sacrifice,” it said.Major Vijayant Bist of the Jammu and Kashmir Light Infantry was conferred the Kirti Chakra, recognising the valour he displayed in an operation in J&K.Shaurya Chakra has been awarded to Captain Rohit Shukla of the Rajput Regiment, Captain Abhinav Shukla and Captain Pradeep Shoury Arya of the Special Forces, Havildar Mubarak Ali of the Grenadiers Regiment, Havildar Rabindra Thapa of the Gorkha Rifles, Lance Naik Narender Singh of the Special Forces, Naik Badher Hussain of J&K Light Infantry and Paratrooper Manchu of the Special Forces.

J&K cops issue circular banning officials on sensitive duty from using mobile phones

The Jammu & Kashmir police have issued an order banning the use of mobile phones for its men deployed on sensitive duty.The ban comes weeks after Jammu & Kashmir Chief Minister Mehbooba Mufti’s government issued a gag order on employees using social media.“Ever since the mobile services were launched in the state, the police personnel as others have taken advantage of the fast communication it provides in carrying out official tasks. However, the disturbing trend is that police personnel deployed on guard duties or point duties are invariably seen often talking on their cell phones oblivious to the task and responsibility they are entrusted with,” said a circular issued by SP Vaid, director general of Jammu and Kashmir police.Police said this results not only in disruption of police duty but can also be a great security risk as the sentry or traffic official would hardly notice a looming threat or disruption when his mind and body are concentrated elsewhere.“The unhealthy practice of using cell phones while on duty is very disturbing and has negative impact on the overall working environment and image of the department, besides compromising the efficiency and efficacy of the tasks,” the circular added.

In a curt message to the sympathisers of Afzal Guru and Yakub Memon, Vice President M Venkaiah Naidu on Wednesday said that this glorification must stop.Delivering the RV Raju memorial lecture in New Delhi, the Vice President slammed those who praise such men. ‘You can’t celebrate Afzal Gurus. What’s this non sense I can’t understand. How can you just celebrate someone? Yakub Memons who tried to kill innocent people! I wonder how such people can be sympathised,’Naidu was quoted as saying by news agency ANI.Afzal Guru was convicted and hanged in the Parliament attack case and Yakub Memon was also convicted and hanged for his involvement in the 1993 serial bombings in Mumbai. Naidu said that such acts would not be tolerated.He also trashed Pakistan and said not a single inch of India’s land will be ceded to anyone, even as the neighbouring country continues to abet terrorism in Jammu and Kashmir.The Vice President said no religion in the world allows terrorism but some people in the name of religion are being radicalised and pushed into terrorism.”Terrorism is their state policy. I want to make it clear to them, not an inch of India’s land will be allowed to be taken. It will never, never happen,” he said in presence of Home Minister Rajnath Singh, Army chief General Bipin Rawat besides others.Referring to the investigation against terror funding into Jammu and Kashmir, Naidu said some people were “caught naked” in the probe.The Vice-President said no terrorist organisation can function without finances and terror funding is the oxygen on which such activities thrive.He said painstaking investigation in the past, in India and other countries, has provided useful breakthroughs and resulted into disruption of terrorist cells.”The recent investigations by the NIA in tracing and tracking the funding of the separatist groups and leaders have successfully disrupted the supply of funds to the separatist groups.”This has led to a significant decrease in the incidents of terrorism as well as decline in the subversive activities being carried out by the separatists,” he said at the function organised by the National Investigation Agency.Raju was the first Director General of the NIA, a central agency empowered to deal with terror related crimes across states, which was set up in 2009 in response to the the 2008 Mumbai terror attacks.Making it clear that India has a zero tolerance towards terrorism, Naidu said dissent in a society is always welcome but attempts to disintegrate the country in its name will not be tolerated.Naidu said he hoped that the NIA would continue to focus on all the aspects of financing of terrorism and effectively disrupt the channels and networks of funding to the terrorist organisations.On the external threats faced by the country, Naidu said India’s neighbourhood remains the biggest challenge for the national security and the cross-border terrorism through both state and non-state actors has claimed thousands of innocent lives over the last three decades.”One of our neighbouring countries continues to aid and abet acts of terrorism in India and for a long time has been trying to damage the monetary stability and economic security of India, through the production, smuggling and circulation of counterfeit Indian currency notes,” he said.The Vice-President said the dynamics of international terrorism have changed with certain groups using cyber communication to spread their ideology.He said this has led to a completely new era in terrorism world over, the phenomena of foreign terrorist fighters or the FTF and lone wolf attacks taking place in many parts of the world like never before.In his address, Home Minister Rajnath Singh said due to action by the NIA against the terror funding, incidents of stone pelting in Jammu and Kashmir has come down significantly.

Death toll in valley touches 13

The death toll in the border climbed to 13 after another injured army soldier succumbed, even as Pakistan army fired mortar shells on a government school along the Line of Control in Rajouri district of Jammu division on Wednesday.Naik Jagdish had sustained grievous splinter injuries wounds in Pakistan shelling along the Line of Control in Krishna Ghati sector on January 20. He was immediately evacuated to the Military Hospital where he succumbed on Wednesday.”Despite all efforts the gallant soldier succumbed to his injuries in the early hours of Wednesday”, said Colonel NN Joshi, defence spokesman at Northern Command Headquarters.Hailing from Gandashu of Chamoli in Uttarakhand, the 34 year old is survived by wife Usha Devi and two children. “Naik Jagdish was a brave and sincere soldier. The nation will always remain indebted to him for the supreme sacrifice and devotion to duty”, said Colonel Joshi.The death toll has now climbed to 13 in the Pakistani shelling on Line of Control (LoC) and International border (IB) since January 17. More than 50 people have suffered injuries and 50,000 people have fled their homes in Jammu division. Schools and educational institutions in the five-kilometer range of International Border and LoC have been shut as a precautionary measure.Even though the international border (IB) witnessed relative calm, two mortar shells fired by Pakistan army landed in the premises of government school near LoC in Nowshera sector of Rajouri district. There was no loss of life or property as schools are shut in the five kilometer range of the LoC.”Two mortar shells exploded on the premises of Government High School Sair near LoC in Nowshera. No damage to building. Schools are closed”, tweeted Dr Shahid Iqbal Choudhary, district development commissioner, Rajouri.Additional District Development Commissioner, Jammu, Arun Manhas said there is relative calm on the International Border since Monday afternoon. “Nobody has gone back home because there is still unpredictability”, he saidMore than 2,345 people had reported to eight shelter camps set up by the government in Jammu on Monday night. “Around 248 schools and educational establishments in five kilometer range are closed till January 26,” he said.

Matter may please be treated as most urgent,” said the communiqué sent to all range deputy inspector general of police and the district superintendents of police.Meanwhile, militants barged into the home of the principal of Girls Higher Secondary School Pulwama Ghulam Mohammad Sheikh and asked him to appeal the girls not to participate in the Republic Day function. Jammu and Kashmir: 2 terrorists neutralised, one teenager killed in Shopian encounter

A teenager was killed in cross-fire and two terrorists were neutralized on Wednesday by security forces in an encounter in Shopian district of Jammu and Kashmir. Two women also sustained injuries during the incident.”In an encounter today at Saigund Shopian, two terrorists have been neutralised and weapons have been recovered. Unfortunately one boy was also killed in the cross-fire and two ladies sustained injuries. Search is still going on,” Jammu and Kashmir DGP SP Vaid tweeted.Indian Army’s 44 Rashtriya Rifles, 14th Battalion of the Central Reserve Police Force (CRPF) and Shopian Police engaged in a fierce encounter in Dairoo’s Chaigund in the district. The search operation is still ongoing for suspected militants in hiding.Earlier, security forces killed two militants in a brief gunfight at Larno area of Kokarnag in South Kashmir’s Anantnag district on January 9. The encounter started after security forces received a tip-off about the presence of militants in the area. Immediately a joint team of Army, CRPF and police cordoned off the area to track down the militants.When security forces were zeroing in on the target, militants hiding in the area opened a heavy volume of fire. Forces consolidated positions and retaliated immediately. Two militants were killed in the gunbattle.”Two militants have been killed. One of the militants has been identified as Mohammad Farhan Wani of Hizbul Mujhadeen”, said an army spokesman at South Kashmir based Victor Force.Another militant was killed on January 8 in an encounter at Chadoora area of Budgam district in Central Kashmir.Official figures reveal that more than 206 militants were killed last year, which is highest since 2010. Figures reveal that 270 militants were killed by security forces in 2010. The figure came down to 119 in 2011. Around 84 militants were killed in 2012 followed by 100 in 2013, 110 in 2014 and 113 in 2015. Despite the unrest, security forces killed 165 ultras in 2016.Last year more than 117 local youth joined the militant ranks in the strife-torn Kashmir valley, which is the highest in last seven years.

Jammu and Kashmir: Remedial classes for students of border areas to overcome academic losses

Jammu and Kashmir government has decided to arrange remedial classes for the students of the schools closed due to cross-border shelling in Jammu region. “Once the situation along the International Border and Line of Control (LoC) normalises, we would arrange remedial classes for the affected students,” said Syed Mohammad Altaf Bukhari, Jammu and Kashmir Minister for Education.Around 300 schools remained closed along the LoC and IB since January 18 due to recurrent cross-border shelling.Legislators of border districts of Jammu, Kathua, Samba, Poonch, and Rajouri, raised the issue in the Legislative Assembly and expressed grave concern over the loss of precious time of the students due to continued border shelling. They demanded setting up of special coaching centres for the affected students.”As far as the closure of schools along the border is concerned, I assure them that we will run remedial classes for the affected students once the situation normalises so that the education of our children does not suffer,” Bukhari said.An eerie calm descended on the borders on Tuesday after six days of intense shelling that claimed 12 lives and uprooted thousands of people in the Jammu region. Both Line of Control (LoC) and the International Border witnessed a relative calm on Tuesday. Incidentally, cross-border shelling has stopped after Border Security Force (BSF) destroyed fuel and ammunition dump beside several positions of Pakistan forces in a massive retaliation to the repeated ceasefire violations on the international border (IB) More than 12 people have been killed in the Pakistani shelling on Line of Control (LoC) and International Border (IB) since Wednesday night. More than 50 people have suffered injuries and 50,000 people have fled their homes in Jammu division. Schools and educational institutions in the five-kilometer range of International Border and LoC have been shut as a precautionary measure.

Efforts are being made to counsel the families of militants to convince their wards to give up violence, she said.The CM said her government had taken a number of steps to contain radicalization and extremism, and undertaken youth engagement activities, such as cricket tournaments.Mufti said youth clubs had been set up at the police station level to train them in information technology and indoor games.She said surveillance on social media had been enhanced as the Internet plays a major role in radicalization of the youth.

Anger over arrest of activist demanding justice for rape and murder victim

Shock and anger gripped Jammu and Kashmir after police cane charged the protesters and arrested a social activist for protesting against the alleged rape and murder of an eight-year-old tribal nomad girl in Hiranagar.Body of the girl was found near the jungles at Rasana village of Hiranagar in Kathua district on January 17, a week after she went missing near her home in Kota village. Family of the girl had alleged that she was raped before being murdered given the nature of wounds on her body.The alleged rape and murder has snowballed into a major controversy with united Opposition gunning for Mehbooba Mufti led government. Under pressure, police have arrested a 15-year-old accused and suspended the Station House Officer Hiranagar.What however fueled the anger was the arrest of social activist Talib Hussain by the police for leading the protests on Sunday for demanding justice to the girl.Police said he was creating a nuisance by blocking highway which prompted them to proceed against him. Protestors had blocked the Jammu-Pathankote highway demanding justice when police swooped on them on Sunday eveningThe issue rocked the Legislative Assembly on Monday with opposition lodging a strong protest against the government. Leading the protests was National Conference MLA from Pahalgam constituency Mohommad Altaf Kaloo, who lashed out at the government for arresting social activist.Kaloo was joined by the members from Congress and Peoples’ Democratic Front Including Vikar Rasool from Banihal and Hakeem Mohommad Yasin from Khan Sahab in lodging the protest against the arrest.The members wanted to know why was a social activist arrested for demanding justice for the eight year old victim. “Talib did not pick up gun, nor has he pelted stones. He is demanding justice for the little girl,” said Yaseen.Expressing concern over the rising crimes against women, Chief Minister Mehbooba Mufti described the killing of eight year old girl as “heart wrenching”.”Killing of a young girl at Kathua was heart wrenching and the government has already constituted a Special Investigating Team (SIT) to probe the case”, she said on Sunday.

Amid border tension, NC accuses HM Rajnath Singh of war mongering

The National Conference ((NC) accused the Union Home Minister Rajnath Singh of “war mongering” on Monday.The accusations follow Singh’s remarks that India has shown that it can attack its enemies not only on its soil, but also in a foreign territory, if need be.”It smacks of a war cry and war mongering, which do not behove a person of his position and authority in the Union government. It does not befit the second most populous country and the largest democracy in the world against a country that is one fifth of the size and population of India. It is unfortunately a language of an arrogant boaster and a bully. This will not help matters but only aggravate tension and animosity in the region,” said Sheikh Mustafa Kamaal, Additional General Secretary National Conference and uncle of former chief minister of Jammu and Kashmir Omar Abdullah.Kamaal’s statement comes a day after Jammu and Kashmir Chief Minister Mehbooba Mufti said “khoon ki holi” is being played at the interational border with Pakistan, and appealed Prime Minister Narendra Modi and Pakistan not to turn the state into a “jung ka akhara”, and instead make it a bridge for friendship.More than 12 people have been killed in Pakistani shelling at the Line of Control (LoC) and International border (IB) since January 17, 2018. Rajnath Singh should be well advised to show serious concern for the growing Indo-Pak hostility which, if allowed to grow, will only lead to confrontation and an open war. Nobody will be the victor and the only loser will be the common man on both sides and probably beyond,” he said.Kamaal also blamed New Delhi for playing a spoilsport during the Indo-Pak talks. “It is very unfortunate that India has always played a spoiler at the highest level during the Indo-Pak talks for resolving the problem of J&K state,” he said.The remarks come on a day when intermittent firing continued in some sectors at the LoC and IB. “(Areas under) 16 corps are generally quiet since Sunday evening except for some minor exchange of fire on Monday afternoon in Naushera sector (along the LoC),” said an army spokesman at Nagrota-based White Knight Corps.

Watch: BSF destroys Pak firing posts, fuel dump in retaliatory fire

The Border Security Force (BSF) today said it has destroyed Pakistan’s firing posts at several locations along the International Border (IB) in “suitable and pin pointed retaliation to unprovoked fire” by Pak forces. “BSF is giving suitable and pin pointed retaliation to unprovoked fire by Pak forces across IB in Jammu,” a BSF spokesperson said in a statement. “At several locations, the enemy’s firing positions, ammunition and fuel dump have been destroyed by precision firing of the border guarding force personnel,” the spokesperson added.Also readUnder constant fear of Pakistani shelling, displaced border dwellers demand land, bunkers in J&KThe spokesperson also released two small video clips purportedly showing the destruction of the fuel dump.Twelve people, including five security personnel, have been killed and over 60 others injured in Pakistani firing along the Line of Control (LoC) and the International Border (IB) in Jammu and Kashmir since Thursday.The dead include 7 civilians, 3 Armymen and 2 BSF personnel. While a BSF jawan and a teenaged girl were killed on Thursday, four persons two civilians and one BSF jawan and an Army jawan were killed and over 40 others, including two BSF personnel, injured in the Pakistani firing on Friday.Three civilians and an Army jawan were killed and 16 others injured in the ceasefire violations on Saturday. Another civilian was killed in firing from across the border on Sunday. An Army jawan, injured in a ceasefire violation by Pakistan on Saturday night, also succumbed to his injuries on Sunday. More than 50 people have suffered injuries and thousands of people have fled their homes.People have been asked to stay indoors and not to touch any suspicious object in their area as it could an unexploded mortar shell. Schools and educational institutions in the five kilometer range of International Border and LoC have been shut as a precautionary measure. Firing from across the border started on Thursday and has forced thousands of people to flee their homes and take shelter in rehabilitation camps or with their relatives. The Jammu and Kashmir government has set-up six relief camps to provide shelter to border dwellers. Five districts along the border – Jammu, Kathua, Samba, Poonch and Rajouri – have been affected by the unabated firing.(With PTI inputs)

Amid “Khoon Ki Holi” on borders, Centre’s Special Representative Dineshwar Sharma is embarking on ‘Mission Kashmir’ to reach out to the people and help in restoring peace in the restive Jammu and Kashmir.Sharma on Sunday met Jammu and Kashmir Governor NN Vohra in New Delhi and held extensive discussions on several important issues relating to the restoration of peace and normalcy in the state. However, there was no fire in Samba-Kathua area. There is no BSF injury”, he said.The spokesman, however, noted that there have been occasional small burst coming from few of Pakistan Posts.Jammu and Kashmir chief minister Mehbooba Mufti on Sunday appealed Prime Minister Narendra Modi and Pakistan not to turn the state into “Jung Ka Akharda” (battlefield) and instead make it a bridge for friendship. “I request our Prime Minister and neighboring country Pakistan not to allow Jammu and Kashmir to become Jung Ka Akhara and instead make it a bridge for friendship. Like we had opened (cross LoC) roads –Muzaffarabad, Rawalakote — so there that there is business and Khoon Ki Holi is stopped… our kids go to schools, our people stay in their homes without fear and our people go to farms without any hassles”, said Mehbooba.

Ceasefire Violations: Pakistani troops resort to heavy shelling in Jammu and Kashmir, 12 killed in 4 days

One of the two civilians injured in fresh cross-border firing by Pakistan succumbed to his injuries today, taking the death toll in the latest spate of ceasefire violations in Jammu and Kashmir since Thursday to 12. The latest casualty was reported from Kanachak sector in Jammu. Earlier today, an Army jawan, injured in a ceasefire violation by Pakistan last night, succumbed to injuries.Pakistan troops violated ceasefire for the fourth consecutive day today by resorting to heavy shelling along the International border (IB) and LoC in three sectors of Jammu and Rajouri districts. There was no report of Pakistani firing from anywhere during the night, he said.A police official said barring Shahpur sector, the LoC in the twin districts of Poonch and Rajouri also remained almost calm as there was no major ceasefire violation by Pakistan from last evening till this evening.Small arms firing from across the border were reported from Shahpur sector of Poonch for a few hours till 4 am, but there was no casualty, he said.He said the authorities were keeping a close eye on the situation and rushed police teams to affected areas to ensure prompt assistance to the people.The people were asked to stay indoors and not to touch any suspicious object in their area as it could an unexploded mortar shell, he said.Firing from across the border started on Thursday and has forced thousands of people to flee their homes and take shelter in rehabilitation camps or with their relatives.

The death toll in the latest border flare-up since Wednesday night has climbed to 10.Borders in Jammu are witnessing a battle-like situation with authorities shutting hundreds of schools in the five km range of the LoC and the IB.Nearly 700 people living near the borders in the RS Pura sector have been evacuated, while 211 persons from Ramgarh and 160 persons from Hiranagar have also been moved to secure zones.The Army has retaliated strongly and effectively to the firing in which Sepoy Mandeep Singh died. Killing of Kathua minor girl: Opposition creates ruckus in Jammu & Kashmir Assembly

The Jammu and Kashmir Assembly was today rocked with protests by the Opposition over the killing of an eight-year-old girl in Kathua district, prompting the government to order suspension of a police officer.The Opposition members created uproar over the incident, a day after the government informed the state Assembly that a 15-year-old boy was apprehended in connection with the killing of the minor girl.The government has already order a magisterial probe into the incident and said it will inform the House about its findings.The body of the girl was recovered from Rassana forest in Hiranagar area of Kathua district on January 17, a week after she went missing while grazing horses in the forest area.A special investigation team (SIT) of police in the case apprehended the teenage boy for her murder and said the accused strangulated the victim after she resisted his attempt to rape her in captivity.”We have ordered a magisterial inquiry into the brutal abduction and killing of the girl. We will inform the House about the findings of the inquiry and nobody will be spared,” Minister for Revenue and Parliamentary Affairs Abdul Rehman Veeri said amid uproar in the house.Veeri made the statement after the opposition repeatedly trooped into the Well of the House shouting slogans such as : “we want justice and hang the culprit”.The issue was raised by Congress MLA Usman Majeed and the entire Opposition comprising the Congress and National Conference members rose on their feet demanding stern action against the culprit and the police officers for “dereliction of duty”.BJP MLA Kathua Rajiv Jasrotia criticised the Opposition, leading to vociferous protests by the NC and Congress members who demanded a direction from the Chair to the government to suspend the police officers for their failure to trace the girl before her murder.”The government should immediately put under suspension the police officers concerned keeping in mind the seriousness of the crime to restore the confidence of the people,” senior NC legislator Ali Mohammad Sagar said amid calls from other members who warned that they would not allow the House to function till justice is done to the girl.Amid the protests, Relief and rehabilitation minister Javaid Mustafa Mir intervened, saying: “We are very much concerned as we too have daughters. There will be no compromise and justice will be done.”As the opposition continued their protests, Veeri announced suspension of Station House Officer of the concerned police station till further inquiry, leading restoration of the order in the house.
